Discussion/Action regarding the burn ban.]
BURN BAN, HECTOR.EVEN THOUGH WE GOTTA INCH AND A HALF OF RAIN LAST WEEK, THE GROUND IS STILL VERY DRY. OUR HUMIDITY LEVELS OR RIGHT NOW FOR TODAY ARE ARE TO BE BETWEEN 15 AND 19. PERCENT WHICH IS MAKES OUR FIRE DANGER EVEN HIGHER. UM SO I HIGHLY RECOMMEND AND WE KEEP THE BURN BAN ON. NO OUTDOOR BURNING. AND IF YOU'RE A WELDER AND OUT THERE, MAKE SURE YOU HAVE A SPOTTER FARMERS. MAKE SURE YOU TIE DOWN YOUR CHANGE ON YOUR TRAILERS AND. PEOPLE WHO WERE OUT THERE BURNING TRASH. PLEASE DO NOT BURN TRASH RIGHT NOW. HOLD OFF UNTIL WE GET SOME MORE RAIN. WE GOT SOME RAIN PROJECTED FOR FRIDAY. ABOUT A 30% TO 40. HOPEFULLY, WE'LL GET SOME. [7. Discussion/Action regarding the restriction of certain fireworks.]
RESTRICTION OF CERTAIN FIREWORKS COMMISSIONERS. WE TABLE THIS LAST WEEK. WE NEED TO GO AHEAD AND DECIDE IF WE'RE GONNA ALLOW STICKS AND FINS OR NOT, VICTOR. SO MY RECOMMENDATION IS NO PROJECTILES WITH FINS. LET FLY AND NO BOTTLE ROCKETS. ANYTHING THAT HAS A STICK THAT PROJECTION TO THE SKY. HOLLY RECOMMENDED THAT NOT BE BE SOLD HERE IN COLE COUNTY. AGAIN. OUR FIRE DANGERS AIR HIGH RIGHT NOW, BUT I'M NOT GONNA WE'RE JUST GONNA RESPECT THOSE ITEMS RIGHT THERE. BUT HOPEFULLY WE'LL GET SOME RAIN. SO THAT FLIGHT ABOARD THOSE MORTARS ALSO VICTOR, THE MORTARS, MORTARS ARE HARD, TONTO, EXPLAIN HOW THEY WORK WITH A STICK THIN BECAUSE IT HAS A STICK ON IT, AND HE CATCHES ON FIRE AND WHEN IT FALLS TO THE GROUND. AND YOU KNOW IT STAYS LIT. SO IF IT FOLLOWS ON HIGH[00:05:02]
GRASS AND STUFF LIKE THAT, YOU KNOW IT, IT CHANGED TO BURN FOR A LITTLE BIT IN THE SAME WAY WITH THE ROCKETS WITH FINS, THE BIGGER ROCKETS. HAVE A CARDBOARD FUSELAGE THAT HOLDS THE FUEL IN IT. THE BLACK POWDER, SO ONCE IT EXPLODES, IT COMES BACK TO THE GROUND, AND USUALLY YOU SEE IT AS IT'S COMING DOWN. YOU KNOW IT'S STILL ON FI SO THOSE THOSE ARE THE ITEMS THEY BETTER WE TRY TO RESTRICT MORTARS EXPLODE IN THE AIR AND USUALLY TEND TO DISSIPATE PRETTY QUICK SAND AND THE. THE BLACK POWDER DISSEMINATES PRETTY FAST, SO OTHER THAN THAT, YOU KNOW, THAT'S THE ONES THAT I WANT TO RESTRICT THE BIGGER ROCKETS AND ANYTHING WITH FANS AND STICKS BECAUSE OF THAT REASON, OKAY? MEISSNER'S SOME MOVE. WE HAVE A MOTION TO RESTRICT STICKS AND FANS. WE HAVE A 2ND 2ND WAVE OF EMOTION AND SECOND ON FAVOR SAY AYE, AYE, THOSE NONE MOTION CARRIES. THANK YOU, HECTOR. INTIMATE DISCUSSION ACTION TO APPROVE RESOLUTION 0 7-2021 AMENDING THE CALDWELL COUNTY HMM. OH, SORRY. YES, YOU'RE RIGHT, COMMISSIONER. THANK YOU. THERE IS A RESOLUTE WITH IS THEIR RESOLUTION. THERE THERE IS. THANK YOU. AND I'LL READ THE RESOLUTION ORDER PROHIBITING RESTRICTION AND CERTAIN FIREWORKS AND UNINCORPORATED AREAS OF COLLIN COUNTY, TEXAS, WHEREAS THE TEXAS FOREST SERVICE IS DETERMINED THAT DROUGHT CONDITIONS EXISTING KAHLIL COUNTY AND. WHEREAS ON THE EIGHTH DAY EIGHTH OF DECEMBER, 2020 COMMISSIONER'S COURT OF KABUL COUNTY IS DETERMINED THAT NORMAL. DECEMBER 2020 BY COLLIN COUNTY COMMISSIONERS COURT. THANK YOU, COMMISSIONER FOR REMINDING ME. NOW, I DON'T KNOW. DISCUSSION ACTION TO APPROVE RESOLUTION 0 7-2021[8. Discussion/Action to approve Resolution 07-2021, amending the Caldwell County Flood Damage Prevention Ordinance.]
AMENDING THE CALDWELL COUNTY FLOOD DAMAGE PREVENTION ORDINANCE, JJ. JUDGE THIS IS AN UPDATE OF SOME LANGUAGE IN OUR FLOOD DAMAGE PREVENTION ORDINANCE, THERE WAS AN UPDATE TO SOME FEMA MAPS THAT HAPPENED EARLIER THIS YEAR. FEMA AND THE TEXAS WATER DEVELOPMENT BOARD, REVIEWED THE EXISTING LANGUAGE IN OUR ORDINANCE AND RECOMMENDED ACTUALLY REVIEWED IT AND SAID THAT THE WAY THAT IT WAS WORDED WAS CORRECT AND THAT IT INCORPORATED THE CHANGES. NOT RECOMMENDED THAT WE JUST UPDATE THE LANGUAGE IN OUR ORDINANCE TO REFLECT THE DATES OF THE NEW MAPS, SO THIS LANGUAGE IS BEING AMENDED IS A SMALL SECTION OF THE ACTUAL ORDNANCE ITSELF, JUST MAKING REFERENCE TO THE MAPS THAT ARE EFFECTIVE COVER OUR GEOGRAPHIC AREA. OKAY, OKAY. THEN I SEE THAT THE DATES A DECEMBER 30 2021. SO OUR NEW MAPS ARE NOT GONNA BECOME EFFECTIVE UNTIL THEN. YOU KNOW THAT THAT'S ACTUALLY REALLY GOOD CATCH.THIS IS LANGUAGE THAT IS DIRECTLY FROM THE TEXAS WATER DEVELOPMENT BOARD. I WANT TO GO BACK AND ENSURE THAT THAT'S. GONNA BE THE CORRECT DATES. BUT ALL I DID WAS TAKE EXACTLY WHAT THEY SENT ME RECOMMENDED TO MAKE THE CHANGE TO ORDINANCE AND INCLUDED HERE. JUST KIND OF THINK IT'S A YEAR AWAY THAT IT COULD BE AN AIR ON THEIR BEHALF. BUT IF YOU DON'T MIND CHECKING THAT I TOTALLY UNDERSTAND COMMISSIONER AND THE TRUTH IS THAT I THE WAY THAT THE FEMA MAPS AND THAT KIND OF STUFF OPERATES. I DON'T UNDERSTAND IT FULLY. AND SO I'M REALLY RELYING ON WHAT THEY TELL ME. BUT I WILL CONFIRM THAT THOSE DATES ARE OR ARE NOT CORRECT.
BEFORE THAT THIS IS ACTUALLY EXECUTED IN IMPLEMENTED. I THINK I WAS MORE OR LESS MORE JUST CURIOUS AS TO WHEN WE ARE GOING TO HAVE. BECAUSE I KNOW THEY'VE BEEN IN THE WORKS FOR YEARS. WELL THE ORIGINAL NOTICE FOR THIS CAME IN JANUARY OF THIS YEAR. WE GOT ANOTHER NOTICE IN JUNE AND THEN THIS CHANGE WAS SUPPOSED TO BE DONE BY THE END OF THIS YEAR AGAIN.
THEY SAID THAT THE WAY THAT WE HAVE IT WORDED NOW, EVEN WITH NO CHANGE IS EFFECTIVE TO INCLUDE THE NEW MAP. SO EVEN IF YOU DECIDE FOR WHATEVER REASON YOU DON'T WANNA DO THIS, WE'RE THIS WAS JUST THE RECOMMENDED LANGUAGE. THEY TEXAS ONE DEVELOPING BOARDS IT BACK TO ME BASED ON THEIR REVIEW OUR EXISTING ORDINANCE, AND SO IF YOU LIKE IN ORDER TO
[00:10:04]
MAKE YOU MORE COMFORTABLE WITH THAT, I'LL CONFIRM WITH THE PEOPLE THAT I'VE CORRESPONDED WITH THERE TO MAKE SURE THESE DATES ARE CORRECT, A. WILL BE AO IMPLEMENT IN LIKE THIS. YEAH, NOT TO KNOW THAT. THANK YOU. SO FROM THANK YOU, J. J. J. THE. MM HMM. ASI COMMISSIONER SHELDON MENTIONED, UH, WE'VE HAD A PRELIMINARY FEMA MAPS UNDER REVIEW FOR A LONG TIME, PROBABLY GOING BACK A COUPLE OF FOR YEARS, I THINK. AND WE'VE HELD PUBLIC HEARINGS IN VARIOUS PLACES AND FOLKS HAVE COME IN AND LOOKED AT THE IMPACT. THERE'S A SUBSTANTIAL DIFFERENCE IN THESE NEW MAPS AND THE OLD ONES. IT'S IN PUTTING LOTS MORE LAND INTO THE FLOOD PLAIN. PREVIOUSLY WASN'T IN THE FLOODPLAIN. THERE WAS SOME DISCUSSION. IT HAS TO.ADOPTING THOSE OR ARE NOT AND S O WHAT YOU'RE GETTING RIGHT NOW IS. FROM FEMA IS A DIRECTIVE FOR US TO ADOPT THOSE MAPS. EVEN IT'S NOT A IT'S NOT OPTIONAL THING. IT'S A. IT'S A REQUIREMENT THAT THE COUNTY ABOUT FROM MY UNDERSTANDING COMMISSIONER IS THAT THE MAPS HAVE BEEN UPDATED THE ADMINISTRATIVE PROCESS TO UPDATE THE MAPS. THE HEARING PROCESS. THERE WAS AN APPEALS PROCESS. I BELIEVE THAT THAT HAS GONE THROUGH AND HAS ENDED AND THE CURRENT MAPS THAT ARE COMING OUT ARE RESULT OF THAT PROCESS, AND SO THEY HAVE BEEN ADOPTED. IT'S JUST A MATTER OF OUR ORDINANCE REFLECTING THE CORRECT MAPS THAT ARE PROMULGATED, I BELIEVE BY FEMA AND THE APPROPRIATE AGENCIES. I DON'T BELIEVE IT'S A SITUATION WHERE WE ADOPT THE FEMA MAPS. THEY TELL US. I THINK, TO A CERTAIN EXTENT WE REFER IN OUR ORDINANCE TO THEIR EXISTING MAPS. ONE OTHER THING, AND I KNOW IT'S KIND OF A FORMALITY.
BUT I'D BE A LOT MORE COMFORTABLE WITH THE RESOLUTION WHEN WE CHECK IF THEY COULD ACTUALLY PUT THE YEARS ON THE DATES INSTEAD OF JUST JANUARY, 11TH ON DECEMBER 11TH WIN. AND I DIDN'T CATCH THAT. MY FIRST READ ON THIS THING THAT. I APOLOGIZE FOR THOSE ERRORS. NO, IT'S OKAY. JJ FOR SURE, AND IT'S LIKE YOU SAID. IT'S THEIR LANGUAGE. IS THERE WOULD THERE BE A PROBLEM WITH US STABLING THIS SO WE COULD FIND? FIND OUT WHAT'S GOING ON. YOU KNOW AGAIN, EVEN IF WE DON'T ADOPT THIS LANGUAGE AT ALL OUR COURT, CURRENT ORDINANCES HAVE BEEN CONFIRMED TO BE EFFECTIVE. THE WAY THAT THEY'RE WORDED. WE HAVE AN OPPORTUNITY TO ADOPT SIMILAR UPDATED LANGUAGE AT THE NEXT COMMISSIONER SCORED MEETING. IF WE'RE GOING TO DO THIS AT ALL WE SHOULD DO AT THE NEXT MEETING, BUT AGAIN IF WE DECIDE NOT TO DO THIS, FOR WHATEVER REASON, WE'VE ALREADY BEEN CONFIRMED BY BOTH FEMA AND THE TEXAS WERE DEVELOPMENT BOARD THAT. EXISTING LANGUAGE IS EFFECTIVE TO DO WE NEED TO DO OKAY. VERY GOOD.
THIS IS JUST RECOMMENDED LANGUAGE, AND I'LL CONFIRM THAT THIS IS CORRECT. AND WE CAN HAVE A PREPARED READY TO GO FOR NEXT COMMISSION SCORE. DID THEY SEND YOU ANYTHING THAT. SHOWS THE NEW MAPS AS OUR AREA BECAUSE I'M LIKE COMMISSIONER TERRIO. THERE ARE A LOT OF AREAS THEY MADE SOME ERRORS BEFORE IN THE ADOPTION OF 2012. I HAVE NOT SEEN THE MAPS.
COMMISSIONER I PROVIDED OUR ORDINANCE TO THE REVIEWERS AT THE STATE AND WITH FEMA, AND THEY RESPOND CORRESPONDED BACK TO ME TO TELL US THAT WE ARE IN A IN ACCORDANCE WITH THE REQUIREMENTS AND THIS LANGUAGE WILL BE RECOMMENDED TO ADOPT. BUT I HAVE NOT SEEN THE MAPS. I DON'T HAVE A POINT OF REFERENCE FOR THAT. NO. NICE CASEY. QUESTION, SIR. CASEY, DID YOU COME UP? ARE YOU FAMILIAR WITH THIS DIRECTIVE FROM FOOD? CASEY TEARING MY COMPLAINT. SORRY.
THAT'S OKAY. THERE YOU GO. I WAS TOLD THAT WE COULD ADOPT IT IF WANTED, BUT IT WASN'T NECESSARY. AND I DO HAVE THE FLOOD MAPS IN MY OFFICE IF ANYONE WOULD LIKE THE REVIEWER MERCY THEY ARE AVAILABLE. BUT WHAT DOES THAT MEAN WAY COULD IF WE WANTED TO, BUT THAT'S WHAT IT WASN'T NECESSARY BECAUSE OUR ORDINANCE, AS IT'S WRITTEN RIGHT NOW WOULD ACTUALLY COVER EVERYTHING. AND REALLY, ONLY ONE SPECIFIC AREA WAS GONNA BE CHANGED JUST A LITTLE BIT OF THE WORDING. AND SO THAT'S WHY J. J AND I HAD TALKED, I THINK LATE LAST WEEK AND JUST SAID THAT YOU KNOW THAT IT'S FINE TO DO. IT'S ALWAYS GOOD TO GET A NEWER DATE ON IT. THOSE ARE ACTUAL ORDINANCE IS ACTUALLY FROM 2012. SO IT DOESN'T HURT TO DO IT, BUT I HAD FELT MORE COMFORTABLE DOING IT. WHAT'S THE MAPS WERE ACTUALLY IN PLACE. DID THEY GIVE YOU A TIME FRAME WINDOWS WERE GONNA BECOME EFFECTIVE? NO WE'VE ACTUALLY BEEN OUT WITH ACTUALLY PASSED OR PASSED THE REVIEW FOR THE PUBLIC TO BE ABLE TO MAKE COMMENTS ON IT.
AND EVERYTHING, BUT I WAS TOLD WE'RE STILL A YEAR OUT FROM IT. IN THAT CASE, COMMISSIONER THAT SUGGESTED THE DATES IN THIS PARAGRAPH ARKWRIGHT ARE CORRECT. THAT KIND OF ANSWER IS THAT YES, I AM. YES, BECAUSE THEY SAID THAT THEY STILL THEY SAID IT WOULD BE ANYWHERE FROM NINE MONTHS TO A YEAR BEFORE THE FINAL ADOPTION, NATE. WELL, I KNOW IT. IT TAKES HIM A LONG TIME TO YES, I AM. YES, BECAUSE THEY DIDN'T HAVE TO GO BACK AND RE CERTAIN WAY. WE'VE BEEN DEALING WITH THIS ALREADY FOR OVER TWO YEARS. YES. HMM. THANK YOU. HEY, MISTER. WELL, TABLE THIS TILL WE GET SOME OF THEM. SOMEWHERE. CLARIFICATION ON THE DATES. MAKE A MOTION THAT WE TABLE. WE HAVE A MOTION TO TABLE LIGHTER, MAKE SENSE IN A SECOND. ALL IN FAVOR. SAY AYE
[00:15:09]
AYE OPPOSED NONE. MOTION CARRIES. ADAM NINE DISCUSSION ACTION TO APPROVE RESOLUTION 08.[9. Discussion/Action to approve Resolution 08-2021, Designating Physical and Email Addresses for Receiving Written Requests for Public Information.]
THAT'S 2021 DOES IT MAKING PHYSICAL AND EMAIL ADDRESSES FOR RECEIVING WRITTEN REQUEST FOR PUBLIC INFORMATION? JJ. JUDGE. THIS IS A PROCEDURAL ISSUE WHERE AND WE'RE TRYING TO DESIGNATE A SINGLE POINT OF REFERENCE FOR PEOPLE TO SUBMIT INFORMATION REQUESTS TO THE COUNTY. WAY GOES NOW. THIS IS KIND OF FRACTURE THAT DOG RIVER COUNTY DEPARTMENT MAY GET IT MAY GET A REQUEST FROM SOMEONE THE EMAIL. THERE ARE VERY TIGHT DEADLINES AND NEED TO BE MET FOR US TO RESPOND TO REQUESTERS TO MEET OUR DUTY TO PROVIDE THAT INFORMATION. IT'S BEEN.IT'S HAPPENED IN THE PAST WHERE REQUEST MAY COME INTO SOMEONE THAT IS NOT USED TO RECEIVING SUCH A REQUEST DOES KNOW HOW TO HANDLE IT. THEY GET LOST. WE MISSED DEADLINES ON THAT'S SOMETHING THAT WE NEED TO AVOID TO MEET OUR RESPONSIBILITY TO THE PUBLIC. SO. WHAT THE STATE LAW ALLOWS US TO DO. IT DOES NEED A PHYSICAL ADDRESS ELEKTRONIK MAIL ADDRESS, AND WE'VE ACTUALLY INCLUDED A FAX NUMBER AS WELL ON THESE AIR GOING TO BE THE POINT OF REFERENCE. ALL PUBLIC INFORMATION REQUESTS ARE GOING TO GO TO THESE. LOCATIONS IF THEY DON'T COME INTO THIS LOCATION IS NOT A VALID REQUEST, AND WE HAVE NO OBLIGATION TO RESPOND KIND OF COUPLE. ALONG WITH THIS. WE'RE GONNA BE ASKING EACH DEPARTMENT HEAD, GIVING THEM THE OPPORTUNITY TO DESIGNATE THE DISTRICT ATTORNEY'S OFFICE AND MICHELLE HOWARD HAD THERE IN OUR OFFICE IS A PUBLIC INFORMATION OFFICER SO THAT WILL BE ABLE TO, YOU KNOW, KIND OF STREAMLINED THE PROCESS AND FORMALIZED. THE PUBLIC INFORMATION REQUEST COMING THROUGH OUR OFFICE ON GOING THROUGH THAT PROCESS THERE. VERY GOOD. I THINK THAT'S A I THINK THAT IS SOMETHING TO BE IN MUCH NEEDED ON THAT PUBLIC HIM FOR MORE INFORMATION. REQUEST FORM BEING WE'RE GOING TOE. IF WE ADOPT A RESOLUTION TO THIS AND GET THIS ROOM. SHOULD WE REVISE? THEY DON'T MESS WOULD WE CHANGE THAT TO TODAY'S DATE? AT THE BOTTOM OF THE PAGE. IT SAYS REVISED 12 12 2019. THIS ISN'T THIS IS A FORM THAT IS GENERALLY PROMULGATED BY THE ATTORNEY GENERAL'S OFFICE, AND I BELIEVE THAT IT WAS MODIFIED FROM THEIR FORM THAT WAS LAST REVISED ON, 12 TOLD 19. TO BE MORE CLEAR, PUT OUR DOCUMENT AND DATE THAT WE'VE REVISED ON THERE. WE CAN CERTAINLY CHANGE THAT. OR PERHAPS JUST TAKE THAT OFF IS AN ARTIFACT OF THE ORIGINAL TEMPLATE DOCUMENT. BUT WE CAN CERTAINLY CLEAN THAT OUT BECAUSE IF WE IMPLEMENT I'D LIKE FOR IT ALL TO BE AT THE SAME TIME FRAME. UNDERSTOOD.
YEAH. WE'LL GET THAT, UH, I THINK FOR CLARIFICATION PURPOSES. WHAT WE COULD DO TODAY IS WELL, AT LEAST IF YOU COMMISSIONER COMMISSIONER'S COURT SEES FIT TO ADOPT A RESOLUTION AND ALLOW US TO KIND OF CLEAN THIS UP, I BELIEVE. I BELIEVE IT'S GOING TO BE EFFECTIVE IMMEDIATELY, AND SO WE'LL GO AHEAD. AND MICHELLE HAS BEEN WORKING ON THIS DOCUMENT. WE'RE GONNA CLEANED UP AND HAVE IT AVAILABLE. I BELIEVE WE'RE ALSO GONNA GET BUSY ON THIS UPDATE THE WEBSITE TO HAVE A PUBLIC INFORMATION TAB, SO THAT'S VERY CLEAR.
ANYBODY COMING CAN NAVIGATE TO THIS AND SEE THE FORM AND FIND OUT WHAT'S IN IT. YEAH. OKAY, I'LL GO AHEAD AND READ THE RESOLUTION. RESOLUTION NO, WAIT, THAT'S TOO OLD TO ONE RESOLUTION OF COLDWELL COUNTY COMMISSIONERS COURT DOESN'T MAKING PHYSICAL AND EMAIL ADDRESSES FOR RECEIVING WRITTEN REQUEST FOR PUBLIC INFORMATION. THIS REFERS TO THE JELLO INFRASTRUCTURE GRANT THAT WE RECEIVED. YOU MAY RECALL THAT GRANT WAS LIKE ONE POINT FOR SOMETHING MILLION DOLLARS AND IN THE BACKUP MATERIAL THAT WAS PROVIDED FOR THIS. YOU SEE THAT WE HAVE NOT BEEN AUTHORIZED TO USE SOME OF THOSE GRANT FUNDS.BEGIN THE WORK ON WINTER ROAD AND POLITICAL ROAD. AND THE TWO ADDITIONAL ROADS THAT ARE INCLUDED WITHIN THIS GRANT OF BLACK ANKLE AND BIG BRO. THE BLACK ANKLE IN BIG ROAD WAY HAVEN'T RECEIVED THE AUTHORIZATION TO USE THE FUNDS FOR THAT. I THINK THAT'S BECAUSE THOSE TWO ROADS. WE'RE A PART OF OUR ARCHAEOLOGICAL BIG THAT WE HAD TO HAD TO CONDUCT. WE JUST RECEIVED ABOUT A MONTH AGO. THE FINAL REPORT ON THAT ARCHAEOLOGICAL DIG AND I SHARED THAT WITH THE RESPECTED COMMISSIONERS WERE THAT THERE WERE NO ISSUES WITH THAT ARCHAEOLOGICAL DIG AND YOU'VE GOT TO HAVE THAT ARCHAEOLOGICAL. ENVIRONMENTAL REVIEW HISTORICAL REVIEW DONE FOR THOSE GRANTS TO CONTINUE, SO I THINK I'M EXPECTING THE ADDITIONAL ROADS TO GET THE AUTHORIZATION TO USE THOSE FUNDS ITS FORTHCOMING. BUT WHAT YOU HAVE BEFORE YOU NOW IS WE'VE BEEN AUTHORIZED TO EXPEND OUT OF THAT GRANT. THE DOLLAR AMOUNTS THAT YOU SEE IN THE BACK UP TO WORK ON THE WINTER ROAD AND POLITICAL ROAD.

YOU DO YOU KNOW WHEN THEY'RE RELEASING THESE FUNDS AND APPROPRIATING HIM, AND YOU'LL KNOW THE APPROPRIATIONS BEFORE YOU AND THE SUPPORTING DOCUMENTATION, SO CDBG FUNDS WILL BE TREATED THIS WAY, AND HUD HAS A HABIT OF COMING IN AND.
