UH IF I COULD GET EMOTION TO SKIP THE INVOCATION AND PLEDGE THIS MORNING SO WE CAN SMOOTH TWO ANNOUNCEMENTS AND SYSTEMS COMMENTS. WE HAVE EMOTIONS. WE HAVE A SECOND. SECOND MOTION AND SECOND ON FAVOR SAY AYE, AYE. ANY ANNOUNCEMENTS. OH, OKAY. AND HE SAYS SINCE COMMENTS NO CITIZENS COMING. RIGHT IN THAT CASE THAT IT SHOWS THE SPECIAL PRESENTATION. I'M HERE. THAT'S AN ARTIFACT OF PREVIOUS AGENDA. THAT'S WHAT WE'RE GONNA IGNORE THAT AND SKIP IT ON MOVE ON TO ITEM ONE DISCUSSION ACTION TO SEEK

[1. Discussion/Action to seek approval of purchases of IT equipment, of which reimbursement will be sought through the Corona Relief Fund Grant ($251,483.72), and ratifying the submission of Caldwell County Force Labor (budgeted employees reassigned to other duties) expenses for reimbursement through the CRF grant ($80,932.21).]

FOOD CFR GRANT $80,932.21 DENNIS. MM. AFTERNOON. JUDGE COMMISSIONERS APPRECIATE YOUR TIME THIS AFTERNOON. THIS DECISION WILL PROBABLY BE MADE AT THE CONCLUSION OF MY REMARKS WILL BE HELPFUL IN ALLOWING US TO BRING CLOSURE. DO THE CORONAVIRUS RELIEF FUND GRANT WHICH WE HAVE BEEN AWARDED. I FEEL LIKE I NEED TO JUST FOR PURPOSES OF CLARIFICATION. KIND OF GO BACK INTO THE HISTORY A LITTLE BIT AND BRING US ALL UP TO SPEED ON HOW THIS ALL CAME ABOUT. AND WHAT BRINGS US TO TODAY'S REQUEST. IT WAS ON MAY THE 11TH OF 2020 THAT CALDWELL COUNTY RECEIVED NOTICE. FROM THE GOVERNOR'S OFFICE. AND THIS WAS A LETTER LET OUT ALL THE COUNTY JUDGES. AND IN THIS PARTICULAR LETTER IS WHEN WE LEARNED WE THAT A ANALOGY CATION OF ONE MILLION CARES AT CORONA VIRUS REALLY FUN ALLOCATION TO THE COUNTY. IT HAD BEEN AWARDED OF 1,172,004. THE MAY RECALL FROM OUR DISCUSSIONS THAT WE LEARNED ABOUT THIS. IT WAS LATE AFTERNOON EVENING MEETING JUDGE HAYDEN AND AH PARTICIPATED IN A CONFERENCE CALL WITH OTHER AREA COUNTY JUDGES. WE LEARNED ABOUT THIS GRANT. THE FUNDING WAS DETERMINED BY A FIXED $5 PER CAPITA. B OF THE COUNTY POPULATION RESIDING OUTSIDE AND INCORPORATED AREA. AND THAT'S WHAT LED UP TO THE ONE MILLION WON 72 4 35. THE FUNDS WERE TO BE USED TO PAY FOR NEEDED CLEANING, DISINFECTING SANITIZING MATERIALS, EQUIPMENT, PPE AND OTHER PANDEMIC RELATED EXPENSES. RIGHT UP FRONT. WE RECEIVED 20% OF OUR ALLOCATION. $234,487. WHICH ALLOWED US TO CONSIDER REIMBURSEMENT CONSIDERATIONS DURING THE YEAR, WHICH LEFT US A BALANCE OF $937,948. TO BE CLAIMED IN OUR FINAL REIMBURSEMENT REPORT, WHICH WERE VERY CLOSE TO SUBMITTING. YOU MAY RECALL FROM OTHER PREVIOUS COMMISSIONS, COURT ACTIONS THAT Y'ALL APPROVE THE ALLOCATION OF PORTION OF THIS MONEY. SUPPORT THREE SCHOOL DISTRICT'S LULING LOCKHART AND CLEARLY. WITH A PRO RATED SUPPORT LEVEL OF ABOUT $400,000 TO PROVIDE THEM REIMBURSEMENT FOR PEOPIE, SANITIZING MATERIAL SNEEZE, GUARDS TABLE DIVIDED, ETCETERA, THOSE TYPES OF EXPENSES. WHICH WERE ACQUIRED BY THEM TO PREPARE TO OPEN UP THE SCHOOL AND CARRY ACTORS THEIR SCHOOL THROUGHOUT THE YEAR. ON NOVEMBER 13TH OF THIS YEAR WE SUBMITTED WHAT'S KNOWN AS THE CALDWELL COUNTY CORONAVIRUS REFUND SPIN PLAN TO THE TEXT DEPARTMENT. EMERGENCY MANAGEMENT TETUM. WHICH OUTLINED OUR PROJECTED EXPENSES IN WHICH WE WOULD SECRET INVERSE MINT AND THOSE EXPENSES.

THOSE EXPENSES AND DOCUMENTATION FOR THOSE EXPENSES ARE DUE DECEMBER THE 15TH TO TEACH HIM. WE LEARNED AS A RESULT OF HIS TODAY WITH ANOTHER CONVERSATION WITH TETUM THAT WE'RE GOING TO ADD TO OUR LABOR REPORT. WE'RE GOING TO CLAIM THE LABOR OF THE SALARIES, FRINGE BENEFITS OF THE SHERIFF'S OFFICE AND THE JAILER STAFF. THOSE EXPENSES THAT WERE INCURRED THOSE LABOR EXPENSES THAT WERE INCURRED FROM MARCH THROUGH NOVEMBER. WE NOW BELIEVE THAT THE LABOR REPORT ALONE WILL SUPPORT THE DOCUMENTATION NEEDED TO CLAIM AND RECEIVE FULL REIMBURSEMENT. OUR 1,172,435 ALLOCATION. THOSE ACTIVITIES WE'VE BEEN TOLD OR GUARANTEED REIMBURSEMENT. THE COUNTY IS SEEKING YOUR APPROVAL TODAY ON THE PURCHASE OF SOME LAPTOPS, VPN AND HOT SPOTS FOR KEY ESSENTIAL EMPLOYEES AND TOUGH BOOK LAPTOPS, NOTEBOOKS

[00:05:02]

FOR LAW ENFORCEMENT PERSONNEL. WAY IDENTIFIED THOSE ACTIVITIES WITHIN OUR SPIN PLAN THAT WE SUBMITTED TO TEACH HIM AND TINA BACK SOME QUESTIONS. ABOUT THE QUANTITY OF LAPTOPS THEY ALSO QUESTIONED ARE THEY THOUGHT THAT THE ADMINISTRATIVE SALARIES THAT WE WERE CLAIMING THE LITTLE RADIO $1000 WAS A LITTLE HIGH AND SO TEED HIM. THEREFORE, THE QUESTION, EH? CONFERENCE CALL TO DISCUSS THE CARVER COUNTY SPEND PLAN. CONFERENCE CALL WAS CONDUCTED ON DECEMBER THE FOURTH. WE EXPLAIN THAT THE COUNTY HAVE BEEN VERY CAUTIOUS AND DELIBERATE AND MAKING HARD DECISIONS TO PURCHASE CLEANING AND PPE ADAMS. WE DID NOT WANT TO PANIC. WE DID NOT WANT OVERREACT AND GO ON A SPENDING SPREE. UNTIL WE HAD A BETTER GRASP ON THE IMPACT OF THE CENTER FOR DISEASE CONTROL AND THE GOVERNOR'S PROTOCOLS AND A BETTER UNDERSTANDING OF HOW THIS WAS DIRECTLY IMPACTING THE RESIDENTS OF COLDWELL COUNTY.

ALSO. YOU HAVE TREASURY GUIDELINES ON THE USE OF THE C F OR GRANT CONTINUED TO ALTER, FOR EXAMPLE. WE CAN NOW CLAIM REIMBURSEMENT FOR KEY EMPLOYEES THAT ARE INSTRUMENTAL IN THE DAY TO DAY ADMINISTRATION OF THE CRF. GREAT ACTIVITIES. AND WE HAVE PROVIDED YOU AND YOUR BACKUP THE DOCUMENTATION TO CLAIM $80,932.21 AND REIMBURSABLE SALARIES. OUR EXPLANATION TO TETUM INCLUDED THE FACT THAT CALDWELL COUNTY IS THE ONLY COUNTY JURISDICTION WITHIN THE AUSTIN METROPLEX REGION THAT DOES NOT HAVE A PUBLIC HEALTH AUTHORITY.

THEREFORE, COUNTY EMPLOYEES. WE'RE RESPONSIBLE FOR THE DAY TO DAY TO DAY ADMINISTRATION OF THE CRF ACTIVITIES AND FUNDS. AND THE SALARIES AND WE'RE TALKING ABOUT 12 PEOPLE THAT WE'VE IDENTIFIED AND THIS IS WHERE THE EMPLOYEES INCLUDED THE JUDGE COMMISSIONERS. STAFF PURCHASING DEPARTMENT GRANT DEPARTMENT AUDITOR'S OFFICE, THE COUNTY ATTORNEY 12 EMPLOYEES, AND WHAT WE DID IS WE TOOK. WE ASKED EACH OF THOSE EMPLOYEES TO PROVIDE US A PERCENT OF THEIR TIME ON A MONTHLY BASIS. HOW MUCH TIME THAT'S NOT. DID YOU SPEND WORKING ON CURRENT VIRUS STUFF? YOU TOOK ALL THAT BLOOD THAT INTO THE SALARY DATABASE AND CAME UP WITH SOME FIGURES, WHICH ARE REPRESENTED IN THE DOCUMENTATION THAT HE GAVE YOU A LITTLE OVER $80,000 IN EXPENSES. WE HAVE NOW COME TO THE CONCLUSION THAT THE CORONA VIRUS PANDEMIC IS NOT GOING AWAY ANYTIME SOON. WE'VE SEEN THINGS SPIKE UP IN OUR COUNTY AND OUR COUNTRY. AND THEREFORE WE GOTTA REMIND OURSELVES COUNTY GOVERNMENTS GOTTA GO ON.

WE'VE GOT BILLS TO PAY. WE'VE GOT EMPLOYEES TO PAY. WE HAVE PUBLIC SAFETY AND HEALTH PROTOCOLS THAT ARE STILL PARAMOUNT THAT WE NEED TO BE MINDFUL OF. WE STILL HAVE TO BE VIGILANT IN MONITORING THE EXECUTION ARE EXECUTING THE WAFFLING STATE AND FEDERAL GUIDELINES THAT SEEMED TO CHANGE ALMOST DAILY. THEREFORE, WE AS WE SHARED WITH TETUM WE HAVE NOW RECOGNIZED IN THE COUNTY THAT THE COUNTY MUST ACCEPT THE FACT. THAT. WE MUST PREPARE FOR THE CONTINUITY OF COUNTY GOVERNMENT BUSINESS IN AN ISOLATED AND REMOTE WORKING ENVIRONMENT. WORSE CASE SCENARIO, BEING ALL KEY ESSENTIAL EMPLOYEES MAY HAVE WORKED FROM HOME. WE'VE SEEN. THIS IS WHAT'S HAPPENING IN MOST CASES WAS TAKING FEDERAL EMPLOYEES AT THIS TIME. THEY'RE ALL WORKING FROM HOME OR OFF SITE FOR TODAY. I'M ASKING FOR YOUR APPROVAL TO PURCHASE. AND YOU HAVE THE DOCUMENTATION JUST TO SUPPORT THIS. 65 DELL LATITUDE 54 20 TOUGH BOOK LAPTOPS FOR LAW ENFORCEMENT PERSONNEL. $136,796.40. 61 DELL LATITUDE. 55 10 LAPTOPS MONITORS FOR KEY ESSENTIAL EMPLOYEES. $110,214.80. 70 VPN SOFTWARE UNITS FOR $22,217. WHICH IS A TOTAL OF $249,228, WHICH IS LESS THAN WHAT WAS SUBMITTED TO YOU WHEN WE SENT OUT A NOTICE OF THIS MEETING. SO I'M ASKING THAT YOU DO A COUPLE OF THINGS RATIFY. THE PURCHASE OF THOSE ITEMS, AND I ALSO ASKED YOU THAT YOU RATIFY TRANSPARENCY PURPOSES, THE COUNTY SUBMISSION OF $80,932.21 FOR REIMBURSEMENT. OF ELIGIBLE SALARY EXPENSES FOR ADMINISTRATIVE RESPONSIBILITIES. AND AS I CLOSE, I WANT TO PUBLICLY RECOGNIZE THE CONTRIBUTIONS OF JUDGE HAYDEN AND AS HE COUNTY AUDITOR'S OFFICE, THE COUNTY ATTORNEY PURCHASING DEPARTMENT AND REGAN MCCLAREN IN THE GRANTS APARTMENT FOR THEIR DUE DILIGENCE AND HELPING BRING TO A CLOSE. PROVOKE CORONAVIRUS LEAF ON TRANSACTIONS ALL TO THE BETTERMENT OF THE RESIDENTS OF CALDWELL COUNTY DURING THESE TIMES OF UNCERTAI LIKE. WE WOULD BE GLAD TO RESPOND. ANY QUESTIONS THAT YOU MAY HAVE.

COUNTY AUDITOR AND I'VE BEEN IN CONTACT WITH TEAM TODAY WHERE WE PICKED UP SOME ADDITIONAL INFORMATION SO. WE WILL BE GLAD RESPONDING TO QUESTIONS THAT YOU MIGHT HAVE HORSES.

QUESTIONS. DO YOU KNOW WHAT THAT BRINGS THE WHOLE TOTAL TO LIKE, INCLUDING THE SCHOOL

[00:10:05]

DISTRICT'S AND EVERYTHING. WITH THE ADDITION OF THE LABOR, BUT WE'RE GOING TO ADD TO OUR LABOR REPORT. WE WILL LINK IT'LL EXCEED THE ONE MILLION WON 72 SO WE WILL HAVE ENOUGH DOCUMENTATION TO ASSURE WE WILL GET THAT FULL ALLOCATION TO. LABOR ALONE FOR THE JAILERS WAS 1.3 MILLION, BUT THEY ARE ELIGIBLE TO BE INCLUDED IN THE LABOR REPORT. SO WE WILL HAVE AND THE REASON WE'RE GOING TO DOCUMENT ALL OF THIS IS THE FACT THAT WE'RE GONNA GET THIS KIND OF MONEY THAT TRIGGERS THE NEED FOR A SINGLE AUDIENCE THAT THE COUNTY WILL HAVE TO PERFORM NEXT YEAR. ANYTIME ENTITY RECEIVED MORE THAN SOME $150,000 STATE OF FEDERAL MONEY. TRIGGERS A WATCHING OWNERS. A SINGLE HARDY WHICH WE WILL HAVE TO CONDUCT NEXT YEAR.

SO I'M GONNA ANSWER THE QUESTION, SAYING IT'S GOING TO EXCEED. WANT WELL, IT WILL EXCEED ONE MILLION WON 72 BECAUSE WE'RE GONNA INCLUDE MATERIAL. WE'RE DOCUMENTING ALL THESE MATERIALS CAUSE LABOR CAUSE PURCHASE OF THE. WHAT WE'RE GONNA DO FROM SCHOOLS ALL OF THAT IN THEIR TRIPS. MULTI MILLION DOLLARS WORTH OF ACTUAL EXPENSES THAT COUNTY MINING KURT, BUT THIS WILL JUSTIFY AND ALLOW US TO RECEIVE OUR FULL ALLOCATION FROM THE STATE OF 1,172,000. US DOLLARS. OKAY. IF I MAY, JUDGE PEYTON, WE WERE IN THE REPORTS EARLIER, MISS CAROLINE CAROL RAN THE REPORTS AND OUR PERIL AND FROM MARCH 1ST, WHICH IS WHAT WAS REQUESTED. FROM DANIELLA FROM TETUM THROUGH THE CURRENT PAYROLL FOR PUBLIC SAFETY CONSTABLES AND OUR JAILERS. WE HAD OVER THREE A $3 MILLION COST. WE WILL BEGIN. THANKS.

YEAH. ALRIGHT COMMISSIONERS. IF THERE ARE NO OTHER QUESTIONS, I'D LOOK FOR A MOTION TO APPROVE THE PURCHASES. LISTEN, ITEM ONE. SO MOVE. MOTION. DO WE HAVE A SECOND? I SECOND THAT EMOTION IS SECOND ALL IN FAVOR. SAY AYE, ALRIGHT. WAS NOT MOTION CARRIES ON AND I DON'T TELL MOST INTO A JOURNALIST. THANK YOU. I JUST WANT TO REPORT THAT THERE WILL BE A SPECIAL MEETING ON MONDAY FOR THE COMMISSIONER'S COURT TO APPROVE THE BUDGET AMENDMENT.

THAT IS GOING TO BE REQUIRED TO ALLOCATE APPROPRIATE THE MONEY TO PAY FOR THESE EXPENDITURES.

YOU WILL RECEIVE. YEAH, I THINK WHAT TIME WE SCHEDULE THAT FOR ONE O'CLOCK ONE O'CLOCK. THANK YOU. COMMISSIONERS ALL RIGHT. THANK YOU. OKAY. NOW CAN WE HAVE A MOTION TO ADJOURN? MAKE A MOTION THAT WE ADJOURN WAY HAVE EMOTION. DO WE HAVE A SECOND? SECOND WE HAVE EMOTION AND SICK AND ALL THE FAVOR SAY AYE AYE. CLOSE NINE. MOTION CARRIES. WE'RE ADJOURNED AT 1
