THIS'LL MORNING. WE HAVE A SPECIAL PRESENTATION. MAJOR COMMANDERS, SEAN FIRMER WITH

[SPECIAL PRESENTATION]

THE SIX CIVIL SUPPORT TEAM TO GIVE A PRESENTATION ON THE E O. C. EXERCISES THAT WERE HELD IN KABUL COUNTY. GOOD MORNING, JUDGE AND COMMISSIONERS AND STUFF. THIS MORNING WE HAVE IN OUR PRESENCE. A TEAM OF INDIVIDUALS FROM THE TEXAS ARMY NATIONAL GUARD, WILL YOU HARDLY

[00:05:02]

EVER HEAR ABOUT BUT THEY CAME INTO OUR COUNTY A COUPLE OF WEEKS AGO AND WE HAD AN EXERCISE. THIS EXERCISE WAS INVOLVING WEAPONS OF MASS DESTRUCTION AND OTHER DEVICES.

I WOULD LIKE TO INTRODUCE YOU TO MAJOR THURMAN AND HIS STAFF. WE'RE HERE FROM SIX CIVIL SUPPORT TEAM WEAPONS OF MASS DESTRUCTION FROM CAMP MABRY. MAJOR. WARREN. JUDGE COMMISSIONERS. GOOD MORNING. APPRECIATE THE OPPORTUNITY. OH BE HERE TODAY TO BRIEF YOU ON SOME OF OUR CAPABILITIES AND ABOUT THE EXERCISE SECTOR. WE SHOWED YOU THE INVITE. AND, UH, HAVING US DOWN FOR THE EXERCISE. SO I JUST HAVE A FEW SLIDES FOR YOU ON SOME OF OUR TEAM. CAPABILITIES AND OVERVIEW AND THEN SLIDE ON THE EXERCISE. SO I'M SEAN THURMAN, COMMANDER OF THE 60 S T. THAT'S A NATIONAL GUARD UNIT COMPRISED OF ARMY AND AIR NATIONAL GUARD PERSONNEL. AND WE'RE 22 PEOPLE FULL TIME, SIR. FULL TIME MISSION. AND WE REALLY HAVE TO FUNCTIONS THOSE PERTAINED TO WMD AND HAZARD ADDRESS MATERIALS AND TWO COMMUNICATIONS SUPPORT. BROUGHT MY TWO COMMUNICATION SPECIALISTS DEAN HAWKINS AND ESTEBAN PERALTA. AND OUR FIRST STARTED CHRIS PATTERSON WITH ME TODAY, OKAY, SO OUR MISSION PRIMARILY TO IDENTIFY. UNKNOWN MATERIALS W SUPPORT CIVIL AUTHORITIES WHENEVER IN THE LEAD, WE COME TO SUPPORT THEO INCIDENT IN THE EVENT THAT KEEP BUILT LOCAL STATE CAPABILITIES OVERWHELMED OR THAT SOME MORE SPECIALIZED CAPABILITIES ARE NEEDED AT THE SCENE. SO WE'RE A STATE RESOURCE, AND WILL COME TO THE INCIDENT. AND HELP ASSESS HER PROJECTED CONSEQUENCES. ADVISING RESPONSE MEASURES, UM AND ASSIST WITH ADDITIONAL SUPPORT NEEDS. WE SPENT A LOT OF TIME. ESTABLISHING RELATIONSHIPS WITH PERSONNEL AROUND STATE. LOCAL STATE AND FEDERAL RESOURCE IS S O. WE HAVE SOME POINTS OF CONTACT THAT WE COULD REACH OUT TO HELP BRING IN IF OTHER CAPABILITIES WERE NEEDED AT AN INCIDENT. FEDERALLY FUNDED. SO REQUESTING US INCURS NO COST TO THE COUNTY OR TO THE TO THE INCIDENT. SO HERE'S OUR OVERVIEW. WE'RE SPLIT UP INTO SIX SECTIONS. CONSIDER COMMAND OPERATIONS. WE HAVE A DECONTAMINATION. SECTION MEDICAL AND ANALYTICAL SURVEYING COMMUNICATIONS, YOU CAN SEE SOME OF OUR TRUCKS AND TRAILERS. THERE. WEAKEN TAYLOR OUR RESPONSE TO THE INCIDENT.

IT DOESN'T HAVE TO BE EVERYBODY. DEPLOYING TO THE SCENE, SO IF YOU JUST NEED ONE CAPABILITY YOU LIKE SAMPLE AND UNKNOWN MATERIAL. NEED ASSISTANCE WITH COMMUNICATIONS, SUPPORT AIR TO GROUND OR JUST DATA OR VOICE COMMUNICATIONS. WE CAN BRING THAT THERE'S A TEAM IN EVERY STATE. THREE STATES HAVE TO TEXAS IS NOT ONE OF THEM, UNFORTUNATELY, BUT WE DON'T COMPLAIN ABOUT IT. WE JUST DO OUR JOB. I'VE GOT SOME SLIDES ON SOME OF THE SECTIONS SO JUST TO HIT SOME OF THE HIGHLIGHTS FROM WHAT OUR TEAM CAN BRING TO YOUR COUNTY, YOUR COMMUNICATIONS SECTION GOT A SUITE OF COMMUNICATIONS CAPABILITIES TO HELP PROVIDE INTERNET PHONE. ON RADIO INTEROPERABLE. UM. WE CAN. WE CAN LINK IN MANY AGENCIES RADIO ORGANIC CAPABILITIES TOGETHER ON THE SAME FREQUENCY SO WE CAN ALL TALK GREAT. IT'S OUR SURVEY SECTION. SO THIS IS OUR LEAD FOR SAMPLING AND MONITORING OF HAZARDOUS MATERIALS. AND THEY ALSO FEEL ONE OF THE PRIMARY USES FIELD SCREEN A SAMPLE SO THAT WE CAN TRANSFER IT EITHER TO OUR OWN MOBILE LABORATORY OR TO THE LABORATORY SPONSOR NETWORK FOR CONFIRMATORY ANALYSIS. LAST NIGHT ON OUR SECTIONS, SO I GOT A MEDICAL AND SCIENCE SECTION. THEY HAVE TWO FUNCTIONS WANTED TO PROVIDE ADVICE ON MEDICAL COUNTERMEASURES AND FOREIGN EXPOSED POPULATION. UM, THEY HELP ADVISE MY HOSPITAL TRIAGE IN. VARIOUS THINGS THAT THERE'S CASUALTIES INVOLVED. PEOPLE SUSPECTED EXPOSURES TO UNKNOWN OR HAS THIS MATERIAL. ALSO THE MOBILE LABORATORY. THAT'S A TOOL A CERTIFIED. FOR IDENTIFICATION OF CHEMICAL AND BIOLOGICAL WARFARE AGENTS. WAS AN EXTENSIVE AMOUNT OF TRAINING REQUIRED FOR EACH SECTION AND SPECIALIZED FOR EACH FUNCTION WITHIN THE TEAM. SO THERE'S A BASIC. LEVEL OF TRAINING, BUT FOR EVERYONE ACROSS THE TEAM, EVERYONE HAS MATT TECHNICIAN AND. BEYOND THAT, YOU GET SPECIAL TRAINING IN COMMUNICATIONS IN SURVEYING A SAMPLING AND IN MOBILE LABORATORY OPERATIONS. AND ALSO IN THIS IN COMMAND STRUCTURE. FOR OPERATIONS SECTION SO WE CAN INTEGRATE INTO A LARGER INCIDENT AND FALL UNDER THE LEAD CIVIL AUTHORITY. SUPPORT

[00:10:05]

NOT ONLY IN RESPONSE MIRCHI RESPONSE BUT ALSO PRETTY POSTURE FOR SPECIAL EVENTS.

TYPICALLY FOR NATIONAL SECURITY EVENTS OR SEA LEVELS. ONE OR TWO LARGER EVENTS WITH EITHER A THREAT OR HIGHER ATTENDANCE RATE. FROM THE POPULATION. WE ARE ON A ROTATION RESPONSE MANAGEMENT PLAN WHERE WE CAN WERE HEIGHTENED READINESS EVERY EIGHT MONTHS TO DEPLOY NATIONALLY RESPOND ONLY WITHIN THE UNITED STATES AND TERRITORIES NOT KOKONAS. SO WE ARE A DOMESTIC RESOURCE FOR RESPONSE. YEAH. REALLY OUR TEAM BECAUSE OF TEXAS. WE'RE ALWAYS ON THE HEIGHTENED RESPONSE, SO WE'RE ALWAYS READY TO GO AND OUR STANDARD OPERATING PROCEDURES WITHIN ONE HOUR OF NOTIFICATION OF THE REQUEST. EVERYBODY IS BACK IN ALREADY BUILDING A CAMP MABRY AND A HALF HOUR LATER AT A MINIMUM, WE GOT SOMEBODY ON THE ROAD TO COME OUT AND HELP. SO WE HAD A GREAT OPPORTUNITY TO TRAIN WITH HECTOR AND A LOT OF THE OTHER LOCAL RESPONSE PARTNERS. THIS IS JUST SOME PICTURES FROM THE EXERCISE. SO. A LOT OF WHAT WE DID JUST INTERAGENCY PARTNERSHIP BUILDING ESTABLISHING RELATIONSHIPS THAT'S REALLY KEY FOR MAKING SURE. THAT WE CAN INTEGRATE EFFECTIVELY INTO THE RESPONSE.

IT'S ALWAYS GOOD WHEN YOU GET TO THE SCENE TO SAY, HOW ARE YOU RATHER THAN WHO ARE YOU WHEN YOU GET THERE? THEN SOMEBODY GOT PICTURES. WE JUST WE DID INTEGRATED WITH MISSION PLANNING UNDER THE INSTANT COMMAND STRUCTURE THAT HECTOR SET UP AS THE INCIDENT.

COMMANDER OF THE EXERCISE, WE MADE SOME HAZARD ASSESSMENTS. WE DIDN'T SPLIT OPERATION SO MORE OF A COMPLEX. SCENARIO. AND THEN I'VE GOT PICTURE. YOU'RE SOME OF THE DECONTAMINATION OPERATIONS WAY PROVIDE OUR OWN DECONTAMINATION, NOT MASS DECONTAMINATION, BUT THEY'RE SPECIALIZED FOR UNKNOWN MATERIALS. INSTEAD OF UNKNOWN INDUSTRIAL HAS OR SOMETHING, OKAY? THE TOUGHEST PART ABOUT EXERCISE WAS FIGURED OUT. WHERE DO YOU LUNCH AROUND? OKAY? SHE WAS IN THE RIGHT BARBECUE PLACE. ALL RIGHT. IT'S A RISKY HERE. YES, SIR. AND WE HAVE A TWITTER ACCOUNT. IF ANYONE WANTS TO FOLLOW WHAT WE DO, WE POST SOME SOMEWHERE EXERCISE AND ACTIVITIES ON THERE. THANK YOU. WE WANT I WANT TO THANK YOU ALL SO MUCH FOR CHOOSING OUR COUNTY NUMBER ONE AND COME AND DO THAT. WE HOPE YOU'LL DO IT AGAIN. ON I APOLOGIZE FOR NOT BEING THERE THAT DAY. I HAD SOME OTHER THINGS THAT CAME UP AND PREVENTED ME FROM COMING.

BUT HECTOR HAS SAID THAT IT WAS A GREAT EXERCISE. SIR. SO JUDGE IN COMMISSIONER'S I HAVE LEFT THE DOOR OPEN HERE IN CALDWELL COUNTY. WITH THIS TEAM TO COME AND TRAIN AT ANY TIME THEY WANT AND THIS IS A RESOURCE THAT WE NEED HERE IN CASE SOMETHING HAPPENS. SO I LEFT THE DOOR OPEN FOR THESE GENTLEMEN. AND THIS IS JUST FOUR. THE LARGE GROUP, AND I THINK THEY'RE PROBABLY MORE THAN 50. BUT WE HAVE THIS AVAILABLE TOOTS AND AGAIN. NO I WANT TO THANK YOU, MAJOR FOR YOUR TEAM. AND THANK YOU.
