[Call Meeting to Order & Announcements]
[00:12:36]
COMMUNICATING WITH THIS BACK AND FORTH. AND, UM, HECTOR FOR PICKING UP OUR STAFF SO THAT WE
[00:12:42]
WERE ABLE TO MAKE PAYROLL POSSIBLE FOR EVERYBODY SO I KNOW THERE'S A LOT OF PEOPLE[00:12:48]
THAT YOU KNOW SPOUSES BRINGING PEOPLE UP HERE AND EVERYTHING. SO JUST BEHIND THE SCENES, SO WE WERE GRATEFUL FOR THAT. I THANK YOU FOR THAT. I APPRECIATE YOU. THANK YOU FOR REMINDING ME THAT SAY THANK YOU. I FORGOT. MORNING I JUST WANTED TO RECOGNIZE MY STAFF CHANEL GARRITY. SHE'S BEEN WORKING ON A PRETTY LARGE PROJECT FOR THE COUNTY. WE HAVE A LOT OF VEHICLES THAT ARE PRETTY OLD WITH THE COUNTY AND SOME HEAVY EQUIPMENT AND IN HER FIRST AUCTION SHE WAS ABLE TO GENERATE $60,000 IN REVENUE FOR THE COUNTY. SO THAT CHECK WILL BE COMING IN PRETTY SOON AND SHE IS WORKING ON ANOTHER AUCTION. THAT'S GONNA BE HEAVY EQUIPMENT THAT WE DON'T USE ANYMORE. THAT'S OUT OF UNIT ROAD IN A COUPLE OTHER VEHICLES THAT DIDN'T DIDN'T GET IN THAT FIRST AUCTION, BUT IT WAS A PRETTY LARGE PROJECT, SHE PRETTY MUCH LET IT ALL BY HERSELF ABOUT A MONTH AND A HALF WORTH OF WORK, YOU KNOW, GETTING ALL THAT DOCUMENTATION TOGETHER AND THEN MEETING WITH EVERY SINGLE AWARDED BITTER AND MAKING SURE THOSE VEHICLES GOT OUT OF HERE PROPERLY AND EVERYTHING. SO IT WAS A LOT OF WORK ON HER PART. SHE WAS OUT THERE. RAIN COLD SON, SO I JUST WANTED TO SAY THANK YOU. THANK YOU. ONE MORE THING I GIVE A VACCINE UPDATE. WE CONTINUE TO PUSH FOR AHAB, ALTHOUGH I DON'T THINK THAT THEY'RE GONNA. ISSUE ANYMORE HAVE STATUSES TO ANYMORE INDIVIDUAL COUNTIES. WE HAVE PARTNERED WITH TRAVIS COUNTY. HAYS COUNTY AND BASS DROP COUNTY. TO DO A LARGE DRIVE THROUGH HAVE FACILITY A CODA. I RECEIVED WORD. SEND OVER OUR LITTLE WE HAVE ON THE GOAL OF THAT IS TOMBO ABLE TO VACCINATE 10,000 PEOPLE A WEEK. AFTER 50,000 MONTH AND 800,000 PEOPLE BY JULY. THIS IS GONNA BE THE FIRST. THE FIRST LITTLE SALVO. WE'RE EXPECTING IT TO GO[00:15:04]
VERY WELL. THERE'S A LOT OF VOLUNTEERS. IF ANYBODY'S INTERESTED IN VOLUNTEERING FOR THAT ONCE I ONCE I GET ALL THE INFORMATION WELL, I'LL MAKE THAT AVAILABLE ON THE ON THE WEBSITE AND DO SOME PRESS RELEASES. BUT THAT'S THAT. PROBABLY THAT SIDE IF WE CAN GET THAT. GOING ESPECIALLY ONCE JOHNSON JOHNSON STARTS COMING OUT. WILL SPEED THINGS UP EXPONENTIALLY FROM WHAT OUR CITIZENS HAVE BEEN EXPERIENCING SO FAR. ON AND CONTINUE TO ASK FOR EVERYONE'S PATIENCE. THE SYSTEM HAS NOT CHANGED IN ME AND STILL, FANS TELL THE STATE THE DAY BEFORE WE'RE SENDING YOU 3 TO 400,000 VACCINES. THOSE ARE DISTRIBUTED THROUGHOUT THE STATE, VARIOUS PROVIDERS AND HUBS. EVEN THE HUBS, THOUGH, HAVE TO HAVE A PROVIDER THAT BRINGS BACK SCENE TO THE HUB AND THEN PUTS THE INFORMATION IN THE INFORMATION HAS TO GO IN WITHIN 24 HOURS, SO THEY CAN ONLY GIVE THOSE VACCINES AS FAST AS THEY CAN GIVE THE INFORMATION, GET THE INFORMATION BACK INTO THE SYSTEM. SO ALTHOUGH SOMETHING THEY HAVE 3000 VACCINES SITTING THERE, THINKING ONLY VACCINATE THEY CAN ONLY PUT IN 300 PEOPLE A DAY INTO THE SYSTEM, MAKING ONLY VACCINATE 300 PEOPLE A DAY. SO IT Z KIND OF A BOTTLENECK THAT IT'S THE SYSTEM THAT WE HAVE, AND WE'RE WORKING WITH IT SO I DO WANT TO THANK OUR LEADERSHIP, ESPECIALLY NIM KIDD. I CANNOT IMAGINE HAVING THAT MAN'S JOB RIGHT NOW, AND HE'S CIRCUMSTANCES THAT A GREAT JOB KIND OF JUGGLING EVERYTHING. SO THANK YOU TO HIM. AND WITH THAT WILL MOVE ON AND LISTEN. HE OF ANNOUNCEMENTS OKAY? CITIZENS COMMENTS. NO CITIZENS COMMENTS, OKAY. ALL RIGHT, WE'LL MOVE TO THE CONSENT AGENDA. COMMISSIONERS[CONSENT AGENDA]
ARE THERE ANY QUESTIONS ON THE CONSENT AGENDA? IF NOT LOOK FOR A MOTION TO APPROVE? RIGHT? WE HAVE EMOTION. DO WE HAVE A SECOND? SECOND WAVE OF EMOTION AND SECOND ON FAVOR SAY AYE.AYE SUPPOSE NONE MOTION CARRIES. WE HAVE A COUPLE OF PRESENTATIONS TODAY. THE FIRST
[SPECIAL PRESENTATION]
ONE IS THE CALDWELL COUNTY CARAVAN IMPACT 2019, 2020 AND PAGE JOHNSON'S HERE, TOE. TELL US ALL ABOUT THAT. MIGHT HAVE TO PULL YOUR BIKE DOWN A LITTLE BIT. THERE PAID SO WE HEAR YOU.GONNA BREAK IT. PRETTY REGULAR.
MISSIONARIES AND JUDGE. HEY PEYTON. BE CARE THE ENDS FIRST EVER IMPACT REPORT TO SHOW EXACTLY HOW GIFTS TO THIS PROGRAM ARE MAKING A DIFFERENCE IN OUR COMMUNITY. SO IN YOUR FOLDER, YOU WILL FIND THE IMPACT REPORT SHOULD BE ON THE TOP. SO LAST FISCAL YEAR WE SAW JUST UNDER 1700 UN DUPLICATED UNIQUE PATIENTS ON THE VAN AND BECAUSE SOME OF OUR PATIENTS NEED MORE SPECIALIZED CARE. WE HAD JUST OVER 1800 TOTAL PATIENT VISITS. WE. IS MORE THAN WE HAVE IN THE PAST FEW YEARS ON DOLL, THOUGH WE WERE ALWAYS SEEING PATIENTS IN PERSON, EVEN THROUGHOUT THE PANDEMIC. WE DID SEE AN INCREASE IN VIRTUAL VISITS ON DO WE CONTINUE TO OFFER TELEHEALTH APPOINTMENTS AS AN OPTION TO MAKE HEALTH CARE MORE ACCESSIBLE? UM SO WHEN COVE IT HIT AND IT WAS DEEMED A GLOBAL PANDEMIC ON THE SCHOOL'S CLOSED, THE BAND BEGAN PARKING AT ASCENSION, SETON, EDGAR B. DAVIS AND LULING OR AT THE SEATING CLINICS HERE IN LA CARTE. MONTHS MARCH AND APRIL OF LAST YEAR AT THE TEAM HAD TO LIMIT IN PERSON APPOINTMENTS TO MINOR ACUTE VISITS OR IMMUNIZATIONS. BUT AT THAT TIME WE HEAVILY PROMOTED VIRTUAL APPOINTMENT SO PATIENTS STILL COULD BE SEEN. BY MAY IN PERSON APPOINTMENTS WERE AGAIN MADE AVAILABLE TO EVERYONE ON DAY IN JULY, THE VAN WAS FULLY OPERATIONAL AGAIN AND TRAVELING. SO LAST FISCAL YEAR WAS THE FIRST FULL YEAR THAT WE DID FUNDRAISING FOR THIS PROGRAM WITHOUT AN ANNUAL GALA. ON DSA. NOW WE FUND RAISE FOR AN ENDOWMENT ON WE'RE PROUD TO SAY THAT WE HAVE RAISED OVER $200,000 TOWARDS THE ENDOWMENT, WHICH IS INCREDIBLE CONSIDERING THE CHALLENGING NEAR THAT 2020 WOZ ON CALL HONESTY 2021 E FELT
[00:20:01]
LIKE WE WERE ALL VERY OPTIMISTIC IN THE BEGINNING, BUT IT'S GOTTEN OFF TO HER A LITTLE BIT OF A ROUGH STARS. BUT IT REALLY SHOWS HOW AMAZING AND SUPPORTIVE OUR COMMUNITY MEMBERS ARE AND HOW MUCH THEY SUPPORT THIS PROGRAM. SOMETHING I PERSONALLY OUT, UM THAT WE HAD A TOTAL. AND THIS IS ALSO ON THE IMPACT REPORT. THESE SIX GIFTS. AND SOMETHING I PERSONALLY FOUND INTERESTING WHEN COLLECTING ALL THE INFORMATION FOR THIS REPORT IS THAT WE HAVE 30 ASCENSION EMPLOYEES THAT GIVE A PORTION OF THEIR PERSONAL PAYCHECKS TO THE CARAVAN PROGRAM. THROUGH OUR ASSOCIATE GIVING CAMPAIGN ON SO IT ALSO SHOWS THAT OUR EMPLOYEES BELIEVE IN THIS MISSION AS WELL, YOU KNOW, AND ENOUGH TO MAKE PERSONAL FINANCIAL CONTRIBUTIONS. ONDO ALTHOUGH WE. HAVE A FEW MONTHS LEFT FOR OUR CURRENT FISCAL YEAR, WE'RE ABOUT HALF WILL CONTINUE RAISING SUPPORT. SO THE CARAVAN PROGRAM HAS LONGEVITY. THE BAND HAS SEEN A 20% INCREASE SINCE 2016 AND PATIENTS WHO ARE UN OR UNDERINSURED AND WE EXPECT THAT PERCENTAGE TO KEEP RISING AS WE ALL KNOW THIS COMMUNITY IS GROWING REALLY FAST. UM CURRENTLY 92% OF OUR PATIENTS ARE UNDER UNDER INSURED, AND WE HOPE TO HAVE THE ENDOWMENT TO ABOUT $500,000 BY THE END OF THIS FISCAL YEAR. ESSO LAST ON THE REPORT. IF YOU FLIP IT OVER, AND THERE ARE A COUPLE OF QUOTES SO ONE IS FROM THE MEDICAL DIRECTOR OF THE CARIBBEAN, AND THE SECOND ONE IS FROM A GUARDIAN AND GRAND PARENT OF HER GRANDCHILDREN GO TO THE CARAVAN, AND I LIKE TO GIVE A LITTLE BIT OF BACKGROUND ON THAT. UM SO I WAS, YOU KNOW, LUCKY ENOUGH TO SPEAK WITH THIS GRAND PARENT, AND SHE WAS GRACIOUS ENOUGH TO SHARE SOME OF HER STORY WITH ME. SHE UNEXPECTEDLY GAINED CUSTODY OF HER FIVE GRANDCHILDREN. AND SHE HAD TO FIND A PLACE TO TAKE THEM FOR HEALTH CARE VERY QUICKLY, AND A COUPLE OF THEM HAVE MORE SPECIALIZED CARE THAN THE OTHERS. THEN THERE, YOU KNOW YEARLY CHECKUPS AND IMMUNIZATIONS. AND SHE WAS EXPLAINING TO ME HOW THIS PROGRAM HAS BLESSED HER FAMILY AND HER GRANDCHILDREN BECAUSE EVEN IF SHE HAD THE TIME AND COULD GET ALL OF THEIR APPOINTMENTS SCHEDULED OUT OF TOWN, SHE DOESN'T HAVE A VEHICLE BIG ENOUGH TO GET ALL OF THEM OUT OF TOWN. AT ONCE ON GO. I LIKE TO PROVIDE A LITTLE BIT OF BACKGROUND FOR THAT, BECAUSE SHE WAS VERY THANKFUL AND CONTINUES TO BE THANKFUL FOR THIS PROGRAM. UM SO THE HEALTH OF TODAY'S CHILDREN IS GOING TO REFLECT ON THE SUCCESS OF OUR COUNTY IN THE LONG RUN, BECAUSE THEY'RE EVENTUALLY GOING TO BECOME OUR LEADERS AND BE SITTING IN YOUR PLACE. OUR GOAL IS TO KEEP OUR CHILDREN HEALTHY, REGARDLESS OF SOCIOECONOMIC STATUS, REGARDLESS OF ABILITY TO PAY SO THEY CAN STAY IN SCHOOL AND NOT GET BEHIND ON. THIS IS MORE CRUCIAL THAN EVER. WITH THE MANY DAYS THAT CHILDREN HAD IN THIS LAST YEAR WHEN KOBE HITS AND EVEN ALL LAST WEEK WHEN THE WINTER STORM HEADS ADDITIONALLY, PREVENTATIVE CARE FOR THESE CHILDREN, YOU KNOW IT KEEPS THEM OUT OF THE EMERGENCY ROOM, WHICH IS EVEN MORE COSTLIER THAN A QUICK TRIP TO THE CARAVAN. SO I MENTIONED THAT WE'RE ABOUT HALFWAY THROUGH OUR FISCAL YEAR FOR THIS YEAR AND SO I CAN GIVE A LITTLE BIT OF AN UPDATE OF, YOU KNOW THE FIRST HALF OF THIS FISCAL YEAR COMPARED TO THE FIRST HALF OF LAST FISCAL YEAR. ON DSA. WE'RE ALREADY AHEAD AND UNIQUE. INDIVIDUAL PATIENTS SEEN.IMMUNIZATIONS ADMINISTERED AND NEW PATIENTS. SO FAR HAVE BEEN UNDER UNDER INSURED ON DAZ.
THIS COMMUNITY CONTINUES TO GROW. WE ANTICIPATE THE NUMBERS TO REFLECT THAT GROWTH.
ADDITIONALLY WITH THE ECONOMIC HARDSHIP THAT HIT OUR COMMUNITY LAST YEAR WITH COVE IT WITH OIL WITH JOB LOSS WITH HEALTH STRUGGLES, YOU KNOW MANY FAMILIES IN THIS COMMUNITY THAT WE'RE ALREADY ANYTHING. CHALLENGES ARE NOW EVEN MORE VULNERABLE THAN THEY WERE ON.
SO AS LEADERS OF THIS COMMUNITY, I ASK FOR YOUR CONSIDERATION OF A $4000 DONATION TO THE CARAVAN PROGRAM. AND PLACE $5000 IN THE BUDGET FOR NEXT YEAR AND CONTINUE BLESSING THESE CHILDREN AND THESE FAMILIES THAT UTILIZE THIS PROGRAM. COMMISSIONERS QUESTIONS. WE WON'T BE ABLE TO DO THAT TODAY BECAUSE WE DON'T HAVE AN AGENT, OF COURSE, BUT. JUST WONDERING IF YOU GUYS HAVE ANY QUESTIONS FOR HER REGARDING THE CARAVAN. NO QUESTIONS, BUT I JUST WOULD LIKE TO SAY THANK YOU FOR THE SERVICES THAT YOU PROVIDED KNOW THAT'S A VERY CRITICAL UH,
[00:25:02]
CRITICAL TOOL FOR A LOT OF FAMILIES IN THIS COMMUNITY. THANK YOU VERY MUCH, AND MY CONTACT INFORMATION IS I'M HAPPY TO GO THROUGH THIS INFORMATION OR ANSWER YOUR QUESTIONS. THANK YOU ALL. THANK YOU VERY MUCH. OKAY. WE HAVE ANOTHER PRESENTATION IS GONNA BE ZOOM. HOPEFULLY OUR VISUAL. IS NOW WORKING AS WELL AS OUR AUDIO WILL SOON FIND OUT. WE MAY HAVE TO TAKE A LITTLE SHORT RECESS TO GET EVERYTHING UP AND GOING YOU NEED TO DO THAT IS HERE. IT'S IN THE WORKS. CHANGE. IT'S LOOKING LIKE IT'S TRYING. NOT LONG AT ALL. SEE WHAT HAPPENS NOW, IS HE. IT SHOWS ON THE CLICK SHARE THAT THEY'RE BOTH OFF, SO WE'LL SEE AND SIT BACK. KEEP GETTING SOMETHING FLASHING UP. IT SAYS NO SIGNAL SO IT MAY NOT BE WORKING. IF WE CAN'T GET HER. ON. FOR SOME REASON, I CAN TRY TO EXPLAIN IT TO THE BEST OF MY ABILITY, EVERYTHING WORKS.QUOTE ALL THE TABS. I SAID, I CLOSED ALL THE TABS. TELL YOU WHAT, WHAT? WE'RE DOING THAT LET'S TAKE A QUICK RECESS RECESS FOR FIVE MINUTES TILL WE GET THIS UPS 9 35 SO HEY. WE'RE GOING TO GO AHEAD AND RESUME OUR COMMISSIONERS COURT SESSION AT NINE ALREADY CAN I HAVE NANCY AND CARSON ON MY CELL PHONES AND SORRY THE SYSTEM DOESN'T SEEM TO BE WORKING VERY WELL. AND WE'RE GOING TO SEE HOW THIS WORKS AND THEY'RE GONNA GO AHEAD AND BE THEIR PRESENTATION THIS WAY. RIGHT, JOHN? GO AHEAD. YES. GOOD MORNING, JOSH.
THANK YOU FOR THE INTRODUCTION ON GOOD MORNING COMMISSIONERS. THANK YOU FOR YOUR TIME WITH US THIS MORNING. WHAT WE'RE TRYING TO KEEP IT SHORT. I KNOW YOU GUYS GOT OTHER THINGS ON YOUR AGENDA THIS MORNING, BUT AND CAN EVERYONE HEAR ME? OK I WANT TO MAKE SURE THE AUDIO IS OKAY.
MY COMING THROUGH. OKAY? YES. OKAY, PERFECT. AND THEN I HAVE SHARED MY SCREEN AS WELL. SO CAN EVERYONE SEE WHERE IT SAYS TEXT MY GOD. WE DON'T HAVE. I DON'T HAVE ANY VISUAL GOING IN HERE. CARSON, OF COURSE. OKAY, WELL, THEN, THEN. WHAT WE'D LIKE TO DO THAT, I GUESS, UH, THE OPPORTUNITY TO TEXT INTO OUR PROGRAM IF THEY'D LIKE JUST SO THEY COULD SEE WHAT IT SEES FROM A CITIZEN STANDPOINT. THERE. SO IN ESSENCE, WHAT? I'LL JUST TALK ABOUT THEN BRIEFLY IS WE'VE BEEN WORKING WITH JUDGE ON. WE'VE ALSO BEEN WORKING WITH JOHN AND AS HE AND HAS SHOWN DEMONSTRATIONS TO ALL THREE OF THEM. OF OUR TECHS. MIKE UP PROGRAM. WE PROVIDE THIS PROGRAM TO A NUMBER OF AGENCIES THROUGHOUT TEXAS. SOME OF OUR CLOSEST CUSTOMERS TO YOU GUYS ARE IS THE DEAN WOULD CREEK, TEXAS RAINS COUNTY? PALM YOU HAS, BUT I KNOW TEXAS LARGE STATES, BUT WE'VE GOT QUITE A FEW CUSTOMERS JUST THROUGHOUT YOUR STATE USING THIS PROGRAM.
IN ESSENCE, WHAT OUR PROGRAM IS THAT TWO WAY COMMUNICATION TOOL FOR CITIES AND COUNTIES. IT GIVES THE CITIZENS THE ABILITY TO RECEIVE NOTIFICATIONS FROM THE COUNTY, SO THAT COULD BE ANYTHING FROM WORLD CLOSURES, TOO. YOU KNOW, WATER BREAKS, WHETHER ALERTS ANY OF YOUR TYPE OF EMERGENCY TYPE THINGS THAT WOULD BE SENDING MESSAGES OUT. THAT WILL BE RECEIVED FROM THE CITIZEN IN A TEXT MESSAGE SO THEY WILL GET A QUICK TEXT ON THEIR PHONE WITH THAT ALERT OR WITH THAT NOTIFICATION. THEN ON THE OTHER END OF THE PROGRAM, THE CITIZENS CONTEXT INTO THE SERVICE AND RECEIVED AUTOMATED RESPONSES TO QUESTIONS, SO THAT COULD BE ANYTHING ABOUT YOU KNOW, WHERE DO I PAY MY TAXES ONLINE? WHAT'S THE COUNTY CALENDAR AND ORDINANCES THAT
[00:30:03]
YOU HAVE? BASICALLY WE JUST CREATE AUTOMATED OR CANNED RESPONSES WHEN THE CITIZENS TEXTS IN AND IT WILL KICK BACK RESPONSE TO THE CITIZENS. ON DEPART OF AH, OUR PROGRAM IS WE SET UP THIS FOR YOU, SO WE HAVE A IMPLEMENTATION TEAM THAT WILL HELP CREATE THOSE RESPONSES AS WELL AS CREATE THOSE GROUPS OR THE CITIZENS ON THE INFORMATION THAT THEY'RE RECEIVING. UM WHAT I'D LIKE TO DO. I'M NOT SCREEN TRAIN WITH EVERYONE THERE. I WOULD LIKE TO GIVE THE OPPORTUNITY FOR ANYBODY THAT WOULD LIKE TO SEE WHAT THIS LOOKS LIKE FROM A CITIZEN STANDPOINT S SO I'M GONNA I'M GONNA JUST READ ALOUD A PHONE NUMBER THAT WE USE CURRENTLY.THERE ARE DEMONSTRATIONS THAT WE'VE HAD THE JUDGE TEXT INTO JOHN AND AS THEY THEY'RE FAMILIAR WITH THIS, BUT IF YOU HAVE YOUR CELL PHONES WITH YOU AND YOU PULL THEM OUT, I'LL HAVE YOU GUYS TEXT INTO A NUMBER. THAT PHONE NUMBER IS 435. 265. FOUR FOR 46. AGAIN I'LL JUST REPEAT THAT THAT NUMBER'S 435. 265 WORKED FOR SIX. AND THEN ONCE YOU HAVE THAT NUMBER IN YOUR PHONE IF YOU'LL JUST TEXT THE WORD HIDE THAT JUST H I AND THEN YOU I'LL GIVE YOU A MINUTE TO TEXT THAT IN AND YOU'LL RECEIVE AN AUTOMATED RESPONSE BACK. BUT IN ESSENCE, THIS IS REALLY WHAT IT WOULD LOOK LIKE. FROM A CITIZEN STANDPOINT, WE PROVIDE A LOCAL PHONE NUMBER. SO FOR YOU GUYS BELIEVE THAT'S LIKE A 512 NUMBER, SO IT'S FAMILIAR TO YOUR CITIZENS ASSIST THE PHONE NUMBER THERE TEXT ME INTO SORT OF FEEL LIKE THEY'RE TEXTING INTO. YOU KNOW, A STRANGE NUMBER. WE DO PURCHASE A LOCAL PHONE NUMBER FOR EVERY AGENCY.
SO LIKE A GENE. THAT'S A CUSTOMER. THOSE I KNOW THEY'RE NOT TOO FAR FROM YOU GUYS. THEY HAVEN'T ATE 30 AREA CODE NUMBER THAT WE'VE PURCHASED FOR THEM AND ANYBODY THAT WOULD LIKE TO GO ON LIKE I LIKE TO USE AGAIN AS AN EXAMPLE, BECAUSE THEY'VE DONE A GREAT JOB HE WOULD JUST LIKE TO VISIT THEIR WEBSITE, YOU'LL SEE A WIDGET THAT WE ALSO PROVIDED. JUST ON THEIR MAIN PAGE. HAS A BRIEF DESCRIPTION OF TEXT MY GOVE ON THERE AS WELL AND ADVERTISES FURTHER CITIZENS TO GO THE TEXT INTO THAT.
THERE THERE, CARSON. YEAH, I'M STILL HERE. I JUST WANTED TO GIVE A MOMENT FOR IF ANYBODY WANTED TO TEXT INTO THAT NUMBER ON, BEN, SEE WHAT THAT LOOKS DIDN'T GET ANYBODY NOT GET A RESPONSE, OR DID ANYBODY HAVE A CHANCE TO DO THAT? SUCCESS WITH THAT. THAT WAS QUICK. YEAH, THEY ARE. OKAY, PERFECT. SO AND AS YOU'LL SEE FROM THIS RESPONSE, SO THIS IS WHAT THE CANNED RESPONSE WOULD LOOK LIKE. SO FOR THIS EXAMPLE OF SAYS, YOU KNOW, THANK YOU FOR CONTACTING CITY OR COUNTY TO REPORT AN ISSUE TYPE ISSUES. SO WITH THAT PORTION OF THE PROGRAM, THE CITIZENS CAN REPORT ANY TYPE OF ISSUES. SO AT THE COUNTY THAT MAY BE DIFFERENT THAN LIKE A CITY, SO MAYBE IF YOU GUYS ARE ENDING IF YOU DO HANDLE LIKE CODE ENFORCEMENT OF THE COUNTY AND ALL THAT TYPE OF THING THAT YOU GUYS ARE ALSO ACTUALLY MY DPW, SONNY, YOU KNOW, STREET LIGHTS, YOU KNOW, POTHOLE REPAIR THINGS LIKE THAT. THAT CAN ALSO BE REPORTED THROUGH THIS PROGRAM. AND THEN AGAIN, ON THE OTHER PORTION, THEY CAN JUST TEXT IN AND RECEIVE AUTOMATED RESPONSES. YOU KNOW, YOU CAN SEE IT SAYS IF YOU HAVE A QUESTION TEXT ONE OR TWO KEY WORDS ABOUT THE INFORMATION YOU'RE LOOKING FOR. AND IN THE LAST LITTLE PORTIONS HAS TO RECEIVE ALERTS FROM THE CITY. TEXT CITY 1291896. SO THAT IS GONNA OPTION RIGHT THERE TOO OFTEN TO RECEIVE, YOU KNOW, CITY OR COUNTY ALERTS, YOU KNOW, JUST FROM THAT SHORT CODE NUMBER AND THEN THEY'LL BE ADDED TO THIS LIST. TRIP. STEVE NOTIFICATIONS THERE. BUT IN ESSENCE, THAT'S REALLY WHAT THE PROGRAM DOES ARE SCREAMING FOCUSES ARE GIVING THE CITIZENS THE ABILITY TO REPORT ISSUES AGAIN THAT ANYTHING FROM LIKE A POP HOLD TO A CODE VIOLATION. AND THEN, SECONDLY, IS FINDING INFORMATION. SO IF THAT'S LINKS YOUR ONLINE WEBSITE, IF THAT'S ANSWERING COMMON QUESTIONS OR CONCERNS, AND THEN LASTLY IS RECEIVING THOSE ALERTS FROM THE COUNTY AND AGAIN THAT CAN I KNOW FROM WHEN WE TALKED WITH JOHN CRAIG MORE OVER THERE AT THE SHERIFF'S DEPARTMENT, HIS BIGGEST THING WAS BEING ABLE TO SEND OUT, YOU KNOW NOTIFICATIONS ABOUT ROAD CLOSURES AND THINGS ALONG THOSE LINES. IN ESSENCE, JUDGE THAT'S REALLY YOU JUST WANTED TO KIND OF GIVE A HIGH LEVEL OVERVIEW OF WHAT THE PROGRAM DOES, IF ANY OF THE COMMISSIONERS OR ANYONE LIKE US TO SCREEN SHARE TYPICALLY, THAT'S WHAT WE'LL DO A SCREEN SHARE WITH YOU AND SHOW YOU THE PROGRAM AND SHOW THE INNER WORKINGS OF WHAT IT WOULD LOOK LIKE FOR THE COUNTY STAFF. AS FAR AS MANAGING THIS SYSTEM, AND THEN WHAT IT WOULD LOOK LIKE FOR THE CITIZENS STANDPOINT, BUT I JUST WANT TO OPEN IT UP FOR QUESTIONS. NOW, ANY QUESTIONS THAT THERE ARE ON THIS PROGRAM OR ANYTHING ALONG THOSE LINES? COMMISSIONERS. ANY QUESTIONS? SO WHAT? THIS ONLY BE TWO FOR THE COUNTY'S USE ONLY BECAUSE YOU DID MENTION IF YOU WANTED TO FIND OUT ABOUT IT. SOMETHING GOING ON IN THE CITY ENTITY. THEY ALSO HAVE TO BE PART OF THIS TEXT. MY GOD OR WOULD WE STILL I MEAN, HOW DOES
[00:35:08]
THAT WORK BETWEEN THE COUNTY AND THE CITY END OF THESE. GREAT QUESTION, SO I THINK FROM WHAT I HEARD FROM THAT QUESTION IS WHAT'S IT DOES. THE CITY ALSO HAVE ACCESS TO THIS IS THAT THE QUESTION THAT WAS ASKED I JUST I THINK IT'S JUST HOW IT WORKS. SO. FOR INSTANCE, IF THE CITY'S HAD A NOTIFICATION THAT THEY WANTED TO GET OUT, THEY COULD CONTACT THE COUNTY THAT WE COULD GET THAT OUT FOR HIM IF THEY WANNA BE. PART OF THIS PROGRAM, THEY WOULD HAVE TO ALSO SIGN UP FOR THEY DO IT ENTITY BY ENTITY BY ENERGY, BUT WE COULD MAKE INFORMATION AVAILABLE THROUGH OURS. CORRECT YES. AND THEN WE HAVE LOOK IT OFF SINCE ANSWER THAT, YOU KNOW, WE HAVE LOOK AT OPTIONS WHERE WE'VE COMBINED, YOU KNOW, LETTING THE CITY AND THE COUNTY UTILIZE IT. SO IF YOU DO HAVE, LIKE, YOU KNOW, INNER WORKING DEPARTMENTS THAT SHARE RESPONSIBILITIES AT THE CITY AND THE COUNTY LEVEL, SO IF YOU GUYS YOU KNOW IF YOUR COUNTY'S NEED IS WITHIN THE CITY, WHICH SOMETIMES HAPPENS WE HAVE LOOKED AT WHERE WE CAN.THERE WOULD BE A INCREASE IN THE PRICING, BUT WE CAN LOOK AT WHERE WE COULD COMBINE IT FOR THE CITY AND THE COUNTY TO BOTH. USE IT, SO WE BASICALLY JUST GIVE AH. CONSIDERATION THERE, KNOWING THAT THE CITY AND THE COUNTY BUT THE CITY IS ALSO ABLE TO PURCHASE THIS AND USE THIS ON THEIR OWN. YOU KNOW IF THERE IS A LOT OF DIFFERENCES BETWEEN THE TWO ENTITIES, BUT YEAH, JUDGE IS CORRECT. FOR MOST PART. EIGHT COMMISSIONERS ANY OTHER QUESTIONS? SO THE REASON I WANTED TO EXPLORE THIS, AND, SEE IF WE CAN GET THE COURT'S PERMISSION TO CONTINUE ON WITH THE CONTRACT. IS IT'S BECOME VERY APPARENT TO ME THAT OUR ABILITY TO COMMUNICATE DURING PANDEMICS IN TIMES OF EMERGENCY IS SOMEWHAT LIMITED TO A FACEBOOK POST AND PUT IT ON OUR WEBSITE. AND SO THAT'S NOT HELPING OUR CITIZENS THAT DON'T DO FACEBOOK. AND ARE NOT REAL INTERNET SAVVY, SO WE'RE TRYING TO FIND A WAY TO GET ON. ALMOST EVERYBODY NOWADAYS HAS A CELL PHONE. SO WE'RE TRYING TO FIND WAYS TO GET INFORMATION TO OUR CITIZENS QUICKLY. THE OTHER THING IT WILL DO IS IF THEY TEXT IN JUST THE KEYWORD TAKES IN THE SENTENCE WITH THE WORD RODE IN IT. IT WILL DIRECT HIM TO UNIT ROADS AND GIVE MOTHER INFORMATION. IF THEY TEXT IN THE WORD EMERGENCY. IT WOULD COME TO ME, HECTOR. ON SO IT'LL IF THEY HAVE ANY KIND OF QUESTION, AND IT POPS UP ONE OF THESE KEY WORDS, AND THEN THEY'LL IMMEDIATELY GET SENT THE INFORMATIONS THAT HAVEN'T TRIED TO NAVIGATE WEB PAGES AND IN THAT KIND OF THING, SO THAT'S WHY WE'RE AFTER IT. IT'S AH IT'S NOT TERRIBLY EXPENSIVE.
YOU CAN SEE THE COST. THERE'S $4400. BUT I THINK IT WILL GREATLY. IMPROVE OUR ABILITY TO COMMUNICATE IS BASICALLY DURING TIMES OF EMERGENCIES LIKE WE'RE EXPERIENCING RIGHT NOW. CURRENT BY THE WAY, THE WATER DISTRIBUTION IS OPEN AND DALE COMMUNITY CENTER RIGHT NOW IT'S UP IN GOING. WE COULD HAVE SENT THAT OUT ON THE TEXT. EVERYBODY IN THE COUNTY. TOE LET THEM KNOW IT'S THERE SO. THAT'S A PERFECT EXAMPLE OF A SITUATION WHERE THIS WOULD COME IN VERY HANDY. I THINK IT'S DEFINITELY WORTHWHILE SERVICE TO PURSUE IT IS AND THERE ARE A LOT OF THEM OUT THERE. I CHECKED WITH THE CITY IS THE GAME. THEY SEEM VERY HAPPY WITH THIS. SEEMS TO BE FUNCTIONING WELL FOR HIM. S O IT BE MY RECOMMENDATION THAT WE CONSIDER APPROVING THIS, OF COURSE, I'D NEED EMOTION FROM THE COURT. IT IS YOUR RIGHT. SORRY, JUMPED A HAND. ANY OTHER QUESTIONS. OKAY? IT SOUNDS LIKE WE HAVE NO OTHER QUESTIONS SO WILL CONTINUE THROUGH THIS AND WHEN WE GET TO THE ITEM, WELL, WE'LL DISCUSS IT AND POSSIBLY APPROVED THE CONTRACT. THANK YOU, JUDGE MAKING COMMISSIONERS. I HOPE EVERYONE STAYING SAFE OUT THERE WITH THAT CRAZY WEATHER. SO IF THERE'S ANY OTHER QUESTIONS OR CONCERNS THAT COME UP, AND WE NEED TO JUMP ON A DEMONSTRATION MUST KNOW WE'RE HAPPY TO DO SO. ALL RIGHT. THANK YOU VERY MUCH.
THANK YOU, EVERYONE FOR NOBODY. RIGHT. THAT CONCLUDES OUR PRESENTATIONS, SO WE'RE READY TO GET TO THE REGULAR AGENDA DISCUSSION ACTION ITEMS ITEM FOR DISCUSSION ACTION REGARDING
[4. Discussion/Action regarding the burn ban. ]
THE BURN BAND. GIVE ME A MOMENT TO PULL UP HECTOR'S TEXT WITH K V D. I. SO OUR K BEADY EYE IS[00:40:06]
THERE IS VERY LOW RIGHT NOW. WE HAVE AH 34. MINIMUM AND 4 28 MAXIMUM FOR AN AVERAGE OF 2 57 WITH THE PLACE TOO. CHANGE AND HECTOR RECOMMENDS THAT WE LEAVE THE BURN BAND OFF. I'LL MAKE THAT MOTION THAT WOULD LEAVE THE BURN BAN OFF. OKAY? WE HAVE EMOTIONALLY LEAVE BURN BAND AFTER WE HAVE A 2ND 2ND. WE HAVE EMOTION AND SECOND ALL IN FAVOR. SAY AYE, AYE. THOSE NINE MOTION CARRIES. ALL RIGHT, I'M FINE. DISCUSSION ACTING TO APPROVE CONTRACT BETWEEN KAHLO[5. Discussion/Action to approve a contract between Caldwell County and TxMyGov for County wide mobile notification system.]
COUNTY AND TAKES MY GUT. COUNTYWIDE MOBILE NOTIFICATION SYSTEM COMMISSIONERS. YOU JUST HEARD THE PRESENTATION. THERE ANY MORE DISCUSSION? ON THIS. OKAY, NOT WE NEED A TO APPROVE OR DENY CONTRACT. MAKE A MOTION TO PROVE OUT OF FIVE. WE HAVE A MOTION. DO WE HAVE A SECOND? HAVE EMOTION AND SECOND ALL IN FAVOR. SAY AYE, ALL RIGHT. THOSE LAND MOTION CARRIES. ITEM[6. Discussion/Action to approve Resolution No. 13-2021 for the opposition to SB234/HB749 in efforts to Silence County Officials.]
SIX DISCUSSION ACTION TO APPROVE RESOLUTION NUMBER 13-20. FOR THE OPPOSITION. THE SP 2 34 IN HB 7 49. EFFORTS TO SILENCE COUNTIES COMMISSIONER. THIS IS A RESOLUTION THAT'S GONE OUT TOE. ARE 254 COUNTIES IN THE STATE. EYES YOU'RE AWARE THE LAST LEG JUST LEGISLATIVE SESSION, THERE'S SOME LEG BILLS THAT. WE'RE ATTEMPTING TONTO. REMOVE OUR ABILITY TO WORK.THERE ARE ASSOCIATION AND HAVE REPRESENTATION IN THE LEGISLATURE. THAT'S COME UP AGAIN IN THESE TWO BILLS. THE PEOPLE THEY'RE PUSHING THESE BILLS WOULD SAY THAT WELL, YOU CAN STILL GO UP THERE YOURSELF. OR HIRE LOBBYISTS ARE SEEING SOMEBODY UP THERE. THAT'S NOT A LOBBYIST. WELL, THE PROBLEM WITH THAT IS IF YOU SPEND MORE THAN THREE HOURS A WEEK THERE OR SPEND MORE THAN $500. YEAH. THERE. TRYING TO TRYING TO PROMOTE WHATEVER IT IS THAT YOU'RE TRYING TO PROMOTE. LIKE THE BILL THAT WE'RE TRYING TO GET DONE RIGHT NOW FOR SUBDIVISIONS. UH YOU HAVE TO REGISTER AS A LOBBYIST. AND IT WOULD BE ILLEGAL FOR ANY GOVERNMENT ENTITY TO GO AND PROMOTE ANYTHING. IF THEY SPEND MORE THAN THREE HOURS A WEEK $500 DOING IT AT THE LEGISLATURE, WHICH MAKES IT INCREDIBLY DIFFICULTY. IN MY OPINION. THIS IS ONLY MY OPINION OF OPINION. THE COURT MAKES IT INCREDIBLY DIFFICULT FOR US TO DO OUR JOBS ON BEHALF OF THE CITIZENS OF OUR COUNTY. SO I'M GOING TO READ THIS RESOLUTION COMMISSIONERS AND YOU GUYS, IT'LL IT'LL BE UP TO THE COURT. WHAT WE DO WITH IT.
ITS RESOLUTION 13-2 021 OPPOSITION TOE SP TWO VERY FOREIGN HB 7 49 EFFORTS SILENT COUNTY OFFICIALS WHEREAS SP 2 34 AND EIGHT SPEED 7 49 FILED IN THE 87 LEGISLATURE WOULD PROHIBIT COUNTY FUNDS FROM BEING USED TO JOIN. AND SUPPORT. NONPROFIT COUNTY ORGANIZATIONS THAT PROVIDE COLLECTIVE COMMUNICATION TO THE STATE LEGISLATURE. AND WHEREAS MOST TEXAS COUNTIES DO NOT ENGAGE PRIVATE LOBBYISTS AND ONLY PROVIDE A MINIMUM PORTION OF MEMBERSHIP, THESE TWO NONPROFIT COUNTY ASSOCIATIONS FOR LEGISLATIVE COMMUNICATION AND WHEREAS IN QUOTES, TAXPAYER FUNDED LOBBYING BY LOCAL GOVERNMENTS ACCOUNTS FOR LESS THAN 10% OF THE LOBBYING ACTIVITY, WHILE THE CORPORATE AND SPECIAL INTEREST LOBBYING INTERESTS MAKE UP 90% OF THE TOTAL LOBBYING ACTIVITY. AND WHEREAS THE STATE OF TEXAS IN THE TEXAS LEGISLATURE AND STATE AGENCIES ACTIVELY EMPLOYED LARGE NUMBERS OF TAXPAYER FUNDED LOBBYIST TO ANALYZE AND MONITOR THE THOUSANDS OF BILLS FILED EACH LETTER EACH LEGISLATIVE SESSION AND ADVOCATE FOR ITS INTEREST IN WASHINGTON. YET THOSE BILLS WOULD DENY LOCAL COMMUNITIES THE SAME ABILITY. WELCOME CONTINUING PUBLIC SUPPORT OF STATE AGENCY LOBBYING. AND WHEREAS PROHIBITING TEXAS COUNTIES FROM RETAINING EXPERIENCE REPRESENTATION. FOUR FEDERAL AND STATE LEGISLATIVE BODIES AND AGENCIES WOULD PLACE OUR COMMUNITIES AT A DISADVANTAGE AND EFFORTS TO OBTAIN A RETAIN FEDERAL AND STATE PROJECTS AND MILITARY BASES. AND WHEREAS COUNTY OFFICIALS REQUIRE THE ABILITY TO EXPRESS OUR POSITIONS AND INFORMATION THROUGH ASSOCIATIONS FROM A UNIFIED VOICE ON THE ISSUES IMPORTANT TO OUR COMMUNITIES. AND SHARE THE ASSOCIATED COSTS AMONG ALL COUNTIES AND WHEREAS IT IS A FALSE CLAIM THAT TAXPAYER FUNDED LOBBYING WORKS AGAINST
[00:45:04]
THE INTERESTS OF TAXPAYERS INDEED, A PRIORITY OF COUNTY GOVERNMENT AND IT'S QUOTE LOBBYING EFFORT IS FOCUSED ON ENDING THE STATE AND FEDERAL PRACTICE OF PASSING UNFUNDED MANDATES, WHICH IMPOSED BILLIONS OF DOLLARS AND INCREASED TAXES UPON LOCAL PROPERTY TAXPAYERS ANNUALLY. AND WHEREAS SMALLER COUNTIES ESPECIALLY NEED TO BE ABLE TO COMBINE THEIR RESOURCE IS THROUGH THEIR ASSOCIATIONS TO MONITOR THE THOUSANDS OF BILLS FILED EACH LEGISLATIONS LEGISLATIVE SESSION. INEFFECTIVELY PRESENT THEIR UNIQUE ISSUES TO THE STATE FEDERAL GOVERNMENT. AND WHEREAS THE PROHIBITION AND SP 2 34 H 7 49 WOULD BUY LIKE THE BASIC PRINCIPLES OF OPEN AND RE BUSTED, ROBUST DISCUSSION. AND TURN THE HOUSE OF THE TEXAS CAPITAL INTO A ONE SIDED CONVERSATION DOMINATED BY SPECIAL INTERESTS. NOW, THEREFORE BE IT RESOLVED THAT THE UNDERSIGNED OFFICIALS OF THE COUNTY DO HEREBY EXPRESS THEIR OPPOSITION TO SP TWO VERY FOREIGN HB 7 49 AND ITS ATTEMPTS TO SILENCE THE COMBINED VOICES OF THE COUNTY OFFICIALS AND LOCAL COMMUNITIES THAT STATE A DISCUSSION. EMOTION. YES, SIR. I'LL MAKE A MOTION TO APPROVE. RESOLUTION OKAY. POSITION OF THE BILLS. WE HAVE A MOTION TO APPROVE A RESOLUTION AND OPPOSITION OF SP 2 34 AND EIGHT SPEED. 7 49 SECONDS. SECOND WE HAVE EMOTIONS AND SECOND ALL IN FAVOR SAY AYE, AYE. I WAS NINE MOTION CARRIES. ADAM SEVEN. DISCUSSION ACTION. CONSIDER[7. Discussion/Action to consider extending the County Judge's Order, dated February 16,2021, declaring a state of Disaster within Caldwell County related to severe winter weather. ]
EXTENDING THE COUNTY JUDGE'S ORDER DATED FEBRUARY 16 2021 DECLARING A STATE OF DISASTER WITHIN POWELL COUNTY. RELATED TO SEVERE WINTER WEATHER COMMISSIONERS. I DID DECLARE A STATE OF DISASTER. BEGINNING OF LAST WEEK AND SEEKING APPROVAL OF THE COURT TO EXTEND IT. WE STILL HAVE ONGOING EXPENSES AND ISSUES DEALING WITH INFRASTRUCTURE THROUGHOUT THE COUNTY S O. I'D LIKE TO EXTEND THIS. MAKES FOR ONE MORE WEEK YESTERDAY, J. COMMISSIONERS JUDGE. IT'S NOT IN THE BACK UP, BUT THERE IS A RESOLUTION PREPARED THAT WOULD BE EXECUTED UPON. AGREEING TO EXTEND THE STATE OF DISASTER. COMMISSIONERS I THINK IF WE CAN JUST HAVE IT EXPIRED. A WEEK OR TWO WEEKS FROM THE DAY, MAYBE TWO WEEKS FROM TODAY, AND IF WE NEED TO EXTEND IT AGAIN AT THE NEXT COMMISSIONER'S COURT, WHAT'S THE DATE OF THE NEXT COURT AS HE. MARKS THE NINTH THAT THAT WOULD BE MY SUGGESTION AND THAT WAY IF WE DON'T BE BLENDED EXTEND, WE CAN LET IT EXPIRE. AND JUST TO BE CLEAR WE ARE STILL UNDER THE STATE OF DISASTER RELATED TO THE PANDEMIC. THIS ONE IS JUST RELATED TO THE WEATHER EMERGENCY THAT HAS ARISEN AND WHEN IT EXPIRES, IT WILL EXPIRE JUST IN THE CONTEXT OF THE WEATHER RELATED EMERGENCY, BUT THE PANDEMIC STATE OF DISASTER WILL CONTINUE UNTIL YOU GUYS REVOKE IT. YEAH. MIKE. YEAH. OKAY WAY HAVE A MONTH AND WE HAVE A 2ND 2ND WAVE OF EMOTION AND SECOND ALL IN FAVOR. SAY AYE, AYE OPPOSED ON MOST CARRIES. TILL THE NIGHT. HEY, I[8. Discussion/Action to approve Budget Amendment #28 for the procurement of purchase of vest for Caldwell County Jail. ]
HAD TO MAKE DISCUSSION ACTION TO APPROVE A BUDGET AMENDMENT 28 FOR THE PROCUREMENT OF PURCHASE OF VEST FOR CALDWELL COUNTY JAIL. AND THEIR AH, SEEKING TONTO MOVE. 5000 FROM 1430 FOR 810. IN 5000 FROM OTHER 1431. OH, SO I GOT A QUICK QUESTION THAT WERE MOVED.YEAH WE'RE MOVING MONEY. FROM. 43153. WELL, THEY GOT THE SAME NUMBER THE MACHINERY AND EQUIPMENT NUMBERS IS SAYING. OKAY. THAT'S WHICH ONE'S WHICH CAUSE WE GOT. WE GOT. OH, I SEE.
I'M THE SEX CREDIT. THANK YOU. ONES 4300 SECONDS. 43 SORRY ABOUT THAT. OKAY, SO WE'RE GOOD. SO I'M GONNA GO START OVER. SO WE'RE MOVING 5000 FROM 1 43 100 FOR 81 OF TRAINING 5000. AND 5000 FROM 1431. OH 531, OH MACHINERY AND EQUIPMENT 5002. OH 143 OF MACHINERY,
[00:50:09]
