[Call Meeting to Order]

[00:00:03]

TUESDAY NIGHT THEIR MARCH 2021 AT NINE. A.M. COMMISSIONER ROLAND WOULD YOU MIND LEADING US AN INDICATION THIS MORNING? THE BIBLE SAYS. THERE IS A WAY. WHICH SEEMS RIGHT. WITH A MAN.

BUT THE END THEREOF. ALL THE WAYS OF DEATH. PROVERBS 14 12. LET US PRAY. OUR FATHER, WHICH ART IN HEAVEN. THE FATHER OF OUR LORD AND SAVIOR. JESUS CHRIST. WHILE THERE'S ONCE AGAIN THAT YOU'RE WEAK AND HUMBLE SERVANT STANDING HERE IN THIS COURTROOM JUST TO SAY THANK YOU. THANK YOU FOR ALL THE MANY THINGS YOU HAVE DONE FOR ALL OF US. I KNOW WE GET UP SOMEONE AND THEY DON'T THINK TO PRAY. LOT I'LL TRY MY BEST EVERY MORNING. I GET UP AND PRAY WE SHOULD ALL PRAY AND WON'T WE PRAY WE SHOULD ASK GOD FOR WHAT WE WANT. ALSO THE REASON WHY WE DON'T HAVE IT IS BECAUSE WE DON'T ASK. GOD, I PRAY FOR THIS COMMISSIONER'S COURT IS ONE OF THE BEST COURSE THAT I'VE BEEN ON. ONE OF THE BEST AND I, THEY'RE ALL REALLY CLOSE. A LOT. I THINK I WOULD JUST HOPE YOU WOULD GIVE US THE KNOWLEDGE AND THE STRENGTH TO DO THE RIGHT THING. AND I DO THINK THAT WE'VE DONE THE RIGHT THINGS SINCE I'VE BEEN HERE.

ANYWAY LORD, I APPRECIATE EVERYTHING THAT YOU HAVE DONE FOR ME. THIS COURT THIS COUNTY THIS STATE. NAME OF JESUS. WE PRAY A MAN THEY NEVER. UNDER THAT. THANK ITS LIFE . ALL RIGHT. COMMISSIONERS IF YOU DON'T MIND, I'D LIKE TO DO AN ANNOUNCEMENT

[Announcements]

REALLY QUICKLY SO THAT YOU DON'T COME ALL THE WAY AROUND HERE AND I FORGET TO DO THIS ANNOUNCEMENT. WE'RE GOING TO FAR AS COVERT GOES AND MASS POLICY GOES AND TAKING TEMPERATURE. THE DOOR GOES, WE'RE GOING TO CONTINUE WITH OUR CURRENT POLICY OF ASKING CITIZENS. AND EMPLOYEES TO WEAR THEIR MASK IN PUBLIC SPACES. UH HUH. UNTIL WE GET A FEW MORE PEOPLE VACCINATED. WE WILL CONTINUE TAKE TEMPERATURE CHECKS IN THAT TYPE OF THING FOR THE NEAR FUTURE. WE STILL ONLY HAVE ABOUT 11% OF OUR POPULATION HERE IN THE COUNTY THAT HAS HAD A FIRST DOSE. AND ABOUT HALF THAT AMOUNT HAS HAD A SECOND DOSE. SO WE'VE GOT SOMEWHERE IN THE ORDER OF 92 95% OF PEOPLE IN THIS COUNTY STILL HAVEN'T BEEN VACCINATED.

SO WE'RE GOING TO CONTINUE WITH OUR CURRENT POLICIES UNTIL WE GET A FEW MORE PEOPLE VACCINATED NOW THE GOOD NEWS IS WE VACCINATIONS ARE BECOMING MORE MORE AVAILABLE. JUST IS IT WAS WITH THE TESTING. I THINK YOU'LL SEE A BIG INCREASE IN THE NUMBERS OF PEOPLE THAT ARE BEING VACCINATED OVER THE NEXT FEW WEEKS. AND WITH JOHNSON AND JOHNSON. WE WON'T HAVE TO DO THE SECOND DOSE. SO I THINK THAT THINGS WERE GONNA IMPROVE GREATLY. THING THEY'RE ALREADY SOME JOHNSON AND JOHNSON VACCINES IN THE STATE. WE CONTINUE TO BE A PART OF THE COLLABORATIVE UP IN AUSTIN. UH, WE'RE WORKING, TONTO. GET A COMPANY INTO HELP US WITH THAT HAVEN'T DECIDED WHICH ONE YET, SO THAT IT'S NOT ALL WHILE IN TEARS YOU CAN IMAGINE.

VACCINATING 10 TO 14,000 PEOPLE OVER A PERIOD OF THREE DAYS IS TO SAY THE LEAST WEARING WEARING ON THE PEOPLE THAT ARE DOING THE VOLUNTEERING. ESPECIALLY ON THE CLINICAL SIDE. THEY HAVE TO BE. RIGHT NOW, UH, COMMUNITY CARES EMPLOYEES OR PEOPLE THAT ARE ASSOCIATED WITH COMMUNITY CARE SO THAT THAT ORGANIZATION IS HAVING A TREMENDOUS BURDEN PLACED ON IT HAS DONE A WONDERFUL JOB. THEY OBVIOUSLY CAN'T GO LIKE THAT FOREVER. SO WOW. WE'LL BE TALKING WITH THE OTHER JUDGES HERE IN THE COMING DAYS TO DECIDE HOW WE'RE GOING TO GO FORWARD WITH GETTING GETTING A LITTLE MORE STABLE STAFF FOR THAT. AND THAT'S ALL I HAVE TO GO AHEAD. COMMISSIONERS NO THAT'S MR MAY START. OKAY WHAT DOWN THE WRONG PIPE? WEEKEND, SKIPPY AND COME BACK. NO, IT'S OKAY. UM I'D LIKE TO SAY THAT WE LOST A LONG

[00:05:01]

TIME. MCMAHON RESIDENTS ONA ANTON SHE WAS IN HER NINETIES. THE WONDERFUL LIFE SO I'M BACK.

EVERYBODY KEEP HER FAMILY AND MY FRIENDS. RECENT PERIOD. THE ANNOUNCEMENTS LISTEN, ROMAN OKAY? CITIZENS COMMENTS. RANDY LAINEY. MANDY LANE. PERIOD CAPS. EUROPE MR LAINEY SYSTEMS

ALTHOUGH I ONLY LIVED, YOU KNOW, AND PASTORAL COUNTY I WAS STILL 1.67 MILES FROM THE LITANY INTERCEPTION. 197 PEOPLE IN THE COUNTY LINE. BUT I CALLED IT IN SPRING IS MY HOME AND ALWAYS WILL. BUT UM, IT'S JUST NOT LETTING SPRINGS THAT WE ALL WANT WE ARE USED TO KNOW. AND WHEN CONSTABLE REALLY ROUND OR TODAY AH! CHIEF DEPUTY SHE WAS DEPUTY. UM. CHANDLER JAILER, THANKS IS GOING TO COME AND ASK. MORE RESOURCE IS. THEY NEED HIM. THEY NEED MORE GUYS THAN NEED MORE CARS ANYMORE. SPIKE STRIPS AND PROBABLY STILL NEED SPIKE STRIPS. UM. THEY NEED EVERYTHING AND PLUS MORE THAN THEY CAN ASK. I CAN'T. I CAN'T EMPHASIZE ENOUGH. YOU KNOW, AND I WISH I COULD BRING EACH AND EVERY ONE OF YOU OUT OF A SATURDAY NIGHT AND JUST DRIVE TO LET SPRING SO YOU CAN SEE EXACTLY WHAT I'M TALKING ABOUT, BECAUSE YOU JUST. I'VE MADE A COMMENT ONE. ABOUT LOUD MUSIC IN THE COMMENT WAS ALL I'VE HAD KIDS, YOU KNOW, I KNOW WHAT IT'S LIKE TOE HAVE TO LIVE WITH A LOT OF YEARS KNOW THAT Z EVEN GO IN AND FLIP THE SWITCH OFF OF A KID, BUT WHEN YOU GOT TO HEAR MUSIC TILL FOUR O'CLOCK IN THE MORNING AND THAT EVER PRESENT SOMETHING SOMETHING. BUT IN THE LAST FIVE YEARS, IT IS JUST IT'S THAT IT'S JUST GOING DOWNHILL, AND I DON'T KNOW WHAT THE QUESTION IS BECAUSE I CONSISTENTLY GOT PEOPLE CALLING ME UP. OR CONTACT ME ON GLUTEN SPRINGS, TEXAS FACEBOOK PAGE TOWN GET IN GET IN THE COUNTY COMMISSIONER'S COURT. GET THIS TAKEN CARE OF, AND I KEEP TELLING THE SAME THING. LIKE YOU ALL. TELL ME YOUR HANDS WERE TIED. BUT YOUR HANDS ARE TIED AND GIVE ME GENTLEMEN.

RESOURCE IS THEY NEED, AND I HOPE THAT WHATEVER HE REACHING THERE, SAYS TODAY, CHIEF DEPUTY RAY CHANDLER SAYS HOPE YOU'LL HEED. MY WARNING. AND GIVE THAT MAN WHATEVER. RESOURCE IS HE'S ASKING FOR. PLUS. THANK YOU VERY MUCH. NO MORE CITIZENS COMMENTS. OKAY, THANK YOU.

RIGHT COMMISSIONERS IN THAT CASE WILL MOVE TO THE CONSENT AGENDA. ARE THERE ANY QUESTIONS

[CONSENT AGENDA]

[00:10:07]

SAY AYE, I SUPPOSE NONE MOTION CARRIES. ADAM 11 DISCUSSION ACTION REGARDING THE BURNED

[11. Discussion/Action regarding the burn ban.]

MAN, HECTOR. GOOD MORNING, JUDGE COMMISSIONERS. MAYBE THE HIGH NUMBERS OR AS FOLLOWS.

MINIMUM IS 1 11 MAX IS 4 65. AVERAGES 3 13 WITH A CHANGE OF THREE WE'VE HAD A COUPLE OF PRETTY BIG FIRES OUT IN THE COUNTY IN THE LAST IN THE LAST TWO WEEKS. UM AND I'D LIKE TO JUST SAY TO THE CITIZENS THAT ARE OUT THERE WHO ARE GONNA HAVE CONTROLLED BURNS. CAN YOU PLEASE CONTACT YOUR NEIGHBORS AND LET THEM KNOW THAT YOU'RE GONNA HAVE FIRES? OR YOU'RE GONNA HAVE A CONTROLLED BURN. ALSO NOTIFY THE SHERIFF'S DEPARTMENT. AH THAT YOU'RE GOING TO BE BURNING OUT THERE AND HAVE SOMEBODY WATCHING THESE FIRES BECAUSE THESE FIRES HAVE GOTTEN AWAY FROM SOME OF THE PEOPLE. THAT IT HAD CONTROLLED BURNS. WELDERS IF YOU'RE GOING TO BE DOING WELDING OUT THERE ON FENCES OR ANY TYPE OF EQUIPMENT THAT YOU'RE DOING WELDING HAVE A SPOTTER TO SPOT FOR YOU. HAVE SOME TYPE OF WATER OR FIRE EXTINGUISHING DEVICE. SHE PUT UP FIRE OUT IF IT DOES HAPPEN. WE HAD ONE OF THOSE CASES ALSO IN THE LAST TWO WEEKS. SO THAT I ASKED THAT THAT YOU KNOW YOU'RE. WATCH WHAT YOU'RE DOING OUT THERE. IF YOU'RE FARMING, ALSO ESPECIALLY BALING HAY. WE'VE HAD A COUPLE OF TRACTORS BURN UP FROM HAY BALERS GETTING TOO HOT. AND THEY BURN UP AN EXPENSIVE PIECE OF EQUIPMENT.

SO I RECOMMEND TO THE COMMISSIONER'S COURT. WE KEEP THE BURN BEEN OFF BECAUSE WE GOT SOME HEAVY RAIN COMING IN ON SATURDAY, POSSIBLY ABOUT 60. SO THAT WILL KEEP OUR FIRE DANGER DOWN SOMEONE. SO I RECOMMEND THAT WE KEEP THE FIRE DANGER. I MEAN, THE FIRE BURN BURN OFF FOR ANOTHER TWO WEEKS. I'LL MAKE THE MOTION OF THE BURN BAN OFF. OKAY? WE HAVE EMOTION. DO WE HAVE A 2ND 2ND? WE HAVE EMOTION AND SECOND LEAD THE BURN BAND OFF ALL IN FAVOR.

SAY AYE, UH. WAS NONE. MOTION CARRIES. THANK YOU, HECTOR. DON'T 12 DISCUSSION ACTION TO

[12. Discussion/Action to approve Personal Services Agreement between Caldwell County and Devante Coe for Information Technology services for Caldwell County Emergency Management Services.]

APPROVE PERSONNEL PERSONAL SERVICE AGREEMENT BETWEEN CHOLERA COUNTY DEVANTE CODE FOR INFORMATION TECHNOLOGY SERVICES FOR COUNTY EMERGENCY MANAGEMENT SERVICES COMMISSIONER. UH, WE HAVE HAD DEVANTE WORKING FOR US ON A VOLUNTEER BASIS FOR SOME TIME. AND THEN WE HAD A DISCUSSION WITH HIM ABOUT DOING THIS. I P ECE. I'M VERY MUCH IN FAVOR OF IT. HE HAS HELPED US ENORMOUSLY. WE'RE HAVING TO, YOU KNOW, SEND OUT EMAILS. GET ELECTRONIC SURVEY REGISTRATION LINKS OUT. THE PEOPLE GET HIM REGISTERED. FIGURE OUT WHO'S BEEN VACCINATED. HE HASN'T BEEN VACCINATED WHO DIDN'T SHOW UP? ON AND ON IT, Z. I CAN'T EVEN TELL YOU HOW CUMBERSOME AND COMPLICATED THIS EFFORT HAS BEEN. AND IN THE EYES IN IT'S IMPOSSIBLE FOR HANK AND HACKER TO DO THAT. AND ALL THE OTHER DUTIES THAT THEY HAVE TO DO, SO WE'RE ASKING FOR THIS. PSH TO BE EXECUTED SO THAT WE CAN CONTINUE TO HAVE THIS I T SERVICE AVAILABLE TO US, TOO.

MANAGE OUR VACCINATION EFFORTS. I'LL MAKE A MOTION THAT WE APPROVED. SPECIAL SERVICES.

OKAY WE HAVE A MOTION TO APPROVE THE P ECE FOR THE MTA CODE. WE HAVE A SECOND. SECOND HAVE EMOTIONS SECOND ALL IN FAVOR. SAY AYE, AYE, THOSE NONE. MOTION CARRIES. ADAM 13

[14. Discussion/Action to approve Resolution 18-2021 in support of legislation authorizing Caldwell County to expand purchaser protections covering the use of executor contracts for residential lots of 20 acres or less.]

RESOLUTION 18-2021 SUPPORT OF LEGISLATION AUTHORIZING KAWAKAMI TO EXPAND PERCH, PURCHASER PROTECTIONS COVERING THE USE OF THE EXECUTE ERCOT EXECUTE CONTRACTS FOR RESIDENTIAL LOTS OF 20 ACRES OR LESS COMMISSIONERS. UH COMMISSIONER SHOUTING, I KNOW ASKED FOR THAT COPY OF THAT BILL, WHICH HAS HAD EVERY SENT OUT TO YOU ALL YESTERDAY. IT WAS NOT IN THE BACK OF MY APOLOGIES FOR THAT. AND SO IF WE NEED TO HAVE SOME CONVERSATION ABOUT THAT WOULD BE THE TIME. LOVE EVERY BOX SUPPORT THIS. YOU KNOW, I BELIEVE THAT ALL ENHANCE PROTECTIONS TO FOLKS UNDER PURCHASING PROPERTY. MY WAY CAN BE SEEN IS VERY PREDATORY. UH, LENDING. HEY, THANK YOU. DON'T MONK, ARE YOU OKAY? JUST CAN'T HEAR YOU. SO I'M VERY MUCH IN SUPPORT OF THIS. I BELIEVE IT'LL. IT'LL PROVIDE IN THE LONG RUN FOR. OR BETTER DEVELOPMENT WITH IN KABUL ACCOUNTING OKAY? MICHENER'S ANY OTHER COMMENTS. I AM. READ THIS SEVERAL TIMES THAT I DID WANT TO READ IT. HUH? I THINK FOR THE PUBLIC'S KNOWLEDGE, MAYBE GIVEN THEM THE EXPLANATION OF THE EXECUTIVE ORI CONTRACT.

MANY THINGS THAT I KIND OF HAVE TO LOOK THAT UP AND READ THAT MYSELF AND I AND I SUPPORTED AS WELL. BECAUSE AFTER I READ THEM, THAT KIND OF MADE SENSE TO ME. J. J. YOU AND TAKE THAT.

TO BE EXTREMELY BRIEF COMMISSIONERS. EXECUTIVE ORRY CONTRAST COMMONLY KNOWN AS THE CONTRACT FOR DEED. GREAT. METHOD OF CONVINCING PROPERTY AND FINANCING, ESSENTIALLY WHERE THE PROPERTY IS SOLD TO SOMEBODY, BUT RATHER THAN ACTUALLY ACQUIRING THE TITLE.

THEY DON'T RECEIVE THE TITLE TO THE PROPERTY AND LEGAL OWNERSHIP UNTIL THEY FINISH PAYING OFF THE CONTRACT AT THE END, AS OPPOSED TO A NORMAL SITUATION WHERE YOU MIGHT HAVE A MORTGAGE, THEY ACTUALLY RECEIVED THE TITLE OF PERSON THAT HOLDS THE LIEN HAS THE RIGHT TO FORECLOSE. DOESN'T ACTUALLY HAVE THE DOESN'T RETAIN THE TITLE IN THE SAME WAY THAT THEY DO IN A CONTRACT FOR DIY TYPE SITUATION. CONTRACTS FOR DEEDS HAVE BEEN USED AND ARE RIGHT, POTENTIALLY FOR EXPLOITATIVE PRACTICES. THERE'S BEEN REVISIONS TO THE CODE TO ALLOW FOR CERTAIN CONSUMER PROTECTION PROVISIONS WHEN THESE AIR USED HAVE TO BE CERTAIN WARNINGS. CERTAIN TIMELINES THAT ARE INVOLVED THAT THE CONSUMERS NEED TO KNOW ABOUT AS A RESULT OF THOSE WHEN THOSE TYPES OF TRANSACTIONS AIR USED. WHAT THIS PROPOSES TO DO IS EXPAND THE AUTHORITY OF THE COUNTY TO OVERSEE WHAT GOES INTO SOME OF THOSE CONTRACTS AND KIND OF DICTATE WHEN THEY CAN AND CAN'T BE USED. AND THE GOAL IS TO PROVIDE GREATER CONSUMER PROTECTION AGAIN BECAUSE THESE TYPES OF TRANSACTIONS ARE HAVE THE POTENTIAL TO TAKE ADVANTAGE OF PEOPLE. THANK YOU. OKAY, THAT WAS GREAT EXPLANATION. THERE'S NO WAY I COULD HAVE BEEN A LITTLE BIT JOBS. UM AND YOU KNOW, SO THIS IS SOMETHING WE'VE BEEN WORKING ON THAT BILLS AND LEGISLATIVE COUNCIL SHOULD COME OUT HERE IN THE NEXT COUPLE OF DAYS. WE'VE BEEN WORKING WITH SENATORS AFTER RENEE'S OFFICE AND STATE REPRESENTATIVE SYRIA'S OFFICE. TO GAIN THEIR SUPPORT, SPOKE WITH. REPRESENTING SYRIA THIS MORNING, AND HE'S JUST WAITING TO SEE YOU KNOW, IF ANY CHANGES WERE MADE TO R OUR OUR BILL WHEN IT COMES OUT, ALLEGED COUNSEL. I THINK THERE'S A CORRECTION HE'S BEING MADE

[00:20:03]

PURCHASING OFF OF THIS SPOT, MISS FULL, OKAY, WAIT DO THAT WELL, I'M SORRY, LADS. COUNCIL WILL CHECK CHECK THAT THEY'RE GONNA MAKE IT GOES IN THE LEDGE COUNCIL. THEY THEY LOOK AT IT.

THEY MAKE TWEAK IT. THEY MAY MAKE A COUPLE LITTLE CHANGES TO IT, AND THEN IT COMES OUT.

LEDGE COUNSEL TO THE REPRESENTATIVE FOR THE SENATOR. SO WE'LL MAKE WE'LL MAKE NOTE ABOUT, THOUGH, AND CORRECT THAT. THERE ANY OTHER DISCUSSION? OH, OKAY. ALL RIGHT. IN THAT CASE OF IT PLEASES THE COURT. WE LOOKED FOR A MOTION TO APPROVE RESOLUTION. 18 2021. MAKE THE EMOTION. HEY WE HAVE EMOTIONS. WE HAVE A SECOND SECOND HAVE EMOTION AND SECOND ALL IN FAVOR. SAY AYE AYE WAS NINE MOTION CARRIES. ADAM 15 DISCUSSION

[15. Discussion/Action to approve Resolution 19-2021 to submit an "Emergency Management Performance Grant" (EMPG) to the Texas Department of Emergency Management (TDEM) to receive 50% reimbursement for eligible Caldwell County Homeland Security Emergency Management Office expenses.]

[17. Discussion/Action to approve Resolution 21-2021, authorizing the County Judge to execute an Interlocal agreement between Caldwell County and City of Lockhart regarding administration of the Farmer's Market on the Courthouse Square.]

ADAM 17 DISCUSSION ACTION TO PROVE RESOLUTION 21 DASH. 2021 AUTHORIZING COUNTY JUDGE EXECUTING IN HER LOCAL AGREEMENT. BETWEEN KABUL COUNTY AND CITY OF LOCKHART REGARDING ADMINISTRATION OF THE FARMERS MARKET. IN THE COURTHOUSE SQUARE. COMMISSIONERS HAVE THE RESOLUTION IN YOUR PACKET. IT'S WHAT WE'VE DISCUSSED. OVER AND OVER COPY OF THE INNER LOCAL AGREEMENTS IN THERE THAT OUTLINES WHAT'S REQUIRED OF THE FARMERS MARKET BILL COME BACK DOWN IN THE SQUARE. INCLUDES BIBLE ONE C STATUS AND BEING REGISTERED AS A. FARMERS MARKET AND THEN THERE ARE SOME OTHER ITEMS IN THERE THAT THEY WILL CAPTAIN THAT THEY WILL COMPLY WITH US. SEE YOU OVER THERE. JENNIFER, DO YOU HAVE ANYTHING YOU'D LIKE TO COME UP HERE AND ADD. S OKAY. WE'VE ALL DONE IT. UM, WHEN IT WAS JENNIFER BOMB, AND I AM THE PRESIDENT OF THE

[00:25:18]

LOCKER FARMERS MARKET NONPROFIT, WE ARE CURRENTLY A FIVE OH, THREE OR ONE SEAT 34 BEFORE. I THINK IT'S A SIGNAL FOR YES, IT'S AH WELLNESS ORGANIZATION TYPE OF NON FRONT PROFIT. ASSES FAR IS THE CERTIFICATION. WE ARE ALMOST READY TO SEND IT IN. IT'S JUST THAT THERE'S A LOT OF LITTLE THINGS, SO WE HAVE TO CLICK IN THAT IN THOSE BOXES. INSURANCE HAS BEEN PAID.

BATHROOMS HAVE BEEN ACQUIRED. PARKING HAS BEEN ACQUIRED FOR US TO RETURNING TO THE SQUARE.

WE'RE GOING TO BE PARKING AT THE BANK. IT WAS OKAY. UM. AS FAR AS WEEDING OUT VENDORS. WE PRETTY MUCH GOT EXACTLY THE TYPE OF VENDORS WE WANT TO SEE AT THE SQUARE. I DON'T KNOW WHAT ELSE WE'RE JUST WAITING ON. YOU GUYS TO TELL US YOU CAN COME BACK. OKAY VERY GOOD, UM, COMMISSIONERS, I'LL GO AHEAD AND READ THIS RESOLUTION. RESOLUTION 21-2020 RESOLUTION.

KAWA COUNTY COMMISSIONERS COURT, WHEREAS PERCENT TEXAS LOCAL GOVERNMENT CODE CHAPTER 7 91 LOCAL GOVERNMENTS MAY CONTRACT AMONG AND BETWEEN THEMSELVES TO PERFORM GOVERNMENTAL FUNCTIONS AND SERVICES. INCLUDING GOVERNMENTAL FUNCTIONS IN WHICH THE CONTRACTING PARTIES ARE MUTUALLY INTERESTED, AND WE'RE AS CITY OF LOCKHART IN KABUL COUNTY, TEXAS, ARE MUTUALLY INTERESTED IN THE OPERATION ADMINISTRATION. OF A FARMER'S MARKET WITHIN THE BOUNDARIES OF KABUL COUNTY AND WITHIN THE CITY LIMITS OF LOCKHART, TEXAS. AND WHEREAS HOWARD COUNTY HEREBY FINDS THE PROPOSED THEIR LOCAL AGREEMENT WILL FACILITATE COOPERATION BETWEEN THE CITY OF LOCKHART, KAHLIL COUNTY FOR THE PROVISION OF GOVERNMENTAL FUNCTIONS. AND SERVICE IS RELATED TO THE OPERATION OF A FARMER'S MARKET ON THE COURTHOUSE SQUARE. NOW, THEREFORE, BE IT RESOLVED BY THE CALDWELL COUNTY COMMISSIONERS COURT THAT COLE COUNTY JUDGES AUTHORIZED EXECUTE THE INNER LOCAL AGREEMENT. BETWEEN CARBON COUNTY AND THE CITY OF LA CARTE REGARDING THE OPERATION OF THE FARMERS MARKET ON THE COURTHOUSE SQUARE. COMMISSIONERS DO IS THERE ANY OTHER DISCUSSION? THE ONLY OTHER THING I SAW RED AND I THOUGHT IT WAS REALLY GOOD. IS A THE BLOOD MOBILE. YOU KNOW, THEY COME FOUR TIMES A YEAR. OH YEAH, THAT'S NOT A PROBLEM. I GOT A NEW BUS AND CAMPHOR FROM SAN ANTONIO. SO THEY'RE GOING TO REQUEST THE SOUTH SIDE LIKE I DID IN THE LAST ROUND. WAY ACCOMMODATED THEM IN THE PAST. YEAH, SO THAT'S NOT A PROBLEM. SO THERE'S SO MUCH THAT IS STILL REMEMBERED, AND I WILL GIVE THOSE STATES TO THE COUNTY JUDGES TO WINDOWS OR SOMETHING.

YOU'LL BE AWARE. YEAH MEETING ISSA'S WONDERS. YOU GUYS LET US KNOW WE CAN ACCOMMODATE OR WE CAN, YOU KNOW, MOVE BACK TO, YOU KNOW, JUSTICE CENTER FOR THE EVENT. THAT'S NOT A PROBLEM.

WAKE SURE WE DON'T LEAVE THAT OUT. WE ACTUALLY HAVE A REQUEST FOR YOU, MR HAYDEN. UM WE WERE WONDERING IF THERE IS ANY WAY THAT WE COULD HELP. HOLD EVENTS ON SUNDAYS AT THE JUSTICE CENTER. WILL COME SEE ME AFTER THIS, SINCE IT'S NOT ON THE AGENDA. WE CAN'T DISCUSS IT RIGHT NOW. OKAY I'M SORRY. WE'LL TALK ABOUT IT. OKAY. ALL RIGHT. YEAH, SO THE ONLY THING THAT WE HAVEN'T DONE ON THAT LIST IS JUST PRETTY MUCH THE CERTIFICATION IN THEM. I MEAN, WE HAVE ALL THE REQUIREMENTS, BUT JUST PUTTING EVERYTHING TOGETHER. IT'S GONNA BE LIKE STUCK LIKE THAT. VERY GOOD. COMMISSIONERS IF THERE'S NO FURTHER DISCUSSION, I LOOK FOR A MOTION TO APPROVE RESOLUTION. 21-20 ALSO MOVED. WE HAVE EMOTIONS. WE HAVE A SECOND.

STEP IN IT. YEAH OCEAN IN SECOND ALL IN FAVOR. SAY AYE AYE POSE. MOTION CARRIES. THANK YOU. UM ONE LAST QUESTION. HOW SOON CAN WE GO BACK? GOTTA GET ALL YOUR STUFF DONE. AND THEN THEY WERE READY. OH THANK YOU SO MUCH. THANK YOU. 18 DISCUSSION ACTION TO CONSIDER

[18. Discussion/Action to consider an MOU with Curative to handle Caldwell County Vaccination Program.]

AN MOU WITH CURATIVE THE HANDLE COLLIN COUNTY VACCINATION PROGRAM COMMISSIONERS CURATIVE IS THE VENDOR THAT WE'RE CURRENTLY USING FOR OUR TEST SITES. THEY ARE NOW GEARED UP, TONTO. TO DO VACCINATIONS AND THEY'RE PRETTY MUCH A ONE STOP SHOP. THEY HAVEN'T A REGISTRATION PROGRAM. THEY CAN HANDLE, GETTING EVERYTHING IN THE CONTRACTS. THEY HAVE VACCINATION PERSONNEL THEY HAVE SCREENING PERSONNEL WE HAVE TO DO IS PROVIDE THEM A PLACE.

[00:30:01]

THERE IS NO COST OF THE COUNTY FOR THE SERVICE. JUST AS WITH THE TESTING. I CAN TELL YOU THAT WE WILL HIT NIGHT. THIS VENDOR, WE WILL NEED A VENDOR AND. TO PERFORM THIS SERVICE FOR US BECAUSE GIVEN THE EXPERIENCE OF WHAT'S GOING ON AT THE CODE OF THE LAST COUPLE OF WEEKS IF WE GET LARGE. ALLOCATION OF VACCINE AND WE DON'T PERFORM WELL. IT'LL BE THE LAST LARGE ALLOCATION OF VACCINE WE GET. SO YOU'RE TALKING ABOUT HAVING IT HERE HERE IN COLLEGE AND TONS OF PEOPLE CALL ME CAN'T GET TO COAT. IT TAKES TOO LONG THAT THIS WILL BE A BLESSING AND YOU KNOW, IT'S ALL HANDS. NOTHING'S CHANGED AS FAR AS HOW THE ALLOCATIONS GO, BUT THEY ARE BEEN PROVIDER. SO THE ALLOCATIONS CAN COME STRAIGHT SECURITY. WE DON'T HAVE TO GO. YOU KNOW, HAVE THE ALLOCATION SENT TO RIGHT NOW, THE WAY IT WORKS. THAT ALLOCATION GOES FOR COCA TO ASCENSION SENSE AND THEN TURNS IT OVER. THE COMMUNITY CARES. COMMUNITY CARRIS IS 100% LIABLE FOR EVERY SHOT. GOES INTO EVERY HARM, SO AS YOU CAN IMAGINE. THEY'RE CONCERNED ABOUT WHO'S DOING THAT. THIS TAKES. THIS TAKES THAT PASSAGE OF THE VACCINE AWAY AND IT COMES DIRECTLY TO CURATIVE. THEY'RE RESPONSIBLE FOR THE VACCINE START FINISH WEEK. WE, HECKER. AND HANK AND DAVANTE WOULD PROVIDE THEM A PLACE TO HAVE THESE. HE'S DR THREE CLINICS OR IF IT'S NOT BIG, WE CAN HAVE HAVEN'T BEEN ADAM'S JIM, WE ALREADY HAVE OUR TODD PLAN, THEY CALL IT IN PLACE FOR THAT. WE'RE ACTUALLY DOING A SIMILAR ONE. THIS THURSDAY WITH B OF THE MILITARY SO YEAH. THAT'S THAT'S WHAT WE'RE GONNA DO WITH THIS, AND I'M RIGHT. THIS IS THIS IS JUST ASKING FOR YOU TO ALLOW ME TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH PERIOD SO THAT WE CAN PURSUE THIS FURTHER. IS THAT A POSSIBILITY? I GUESS MAYBE ASKING YOU. IN FACT, YOU'RE BOTH IS IT A POSSIBILITY THAT IT COULD BE DONE? MAYBE THEY WOULD DO SOME HERE IN LOCKHART AND THEN MAYBE THEY WOULD JUST ONE IN LULING. YOU KNOW, LIKE WHAT ONE WOULD CARE ONE WAS THERE SO THAT YOU KNOW WHAT AHEAD. HECTOR HECTOR HAS ACTUALLY BEEN WORKING ON ON THE SITES. WE'VE ALREADY GOT SIGHTS ESTABLISHED ALREADY. I HAVE ONE SIDE ALREADY LOCATED IN LULING. I'M WORKING ON THE PLAN RIGHT NOW FOR THE LOO IN SIGHT. AND I HAVE ONE HERE IN A LOCKED CAR BEING THAT THIS IS GONNA BE A BIG OPERATION. WE NEED A LOT OF ROOM. SO THE SITES HAVE ALREADY BEEN NO SELECTED AND WITH THE JUDGE'S APPROVAL AND. I'VE GOT PERMISSION FROM THE CITY OF LULING AND THE CITY MANAGER TO USE THE SITE. SO WE JUST HAVE TO MAKE THIS HAPPEN. IT'S BEEN IT'S BEEN A THIS IS A FAIRLY NEW DEVELOPMENT WITH CURATIVE. THEY ARE DOING IT ELSEWHERE AROUND THE STATE IN THE NATION, SO THEY YOU KNOW THEY HAVE PROVEN COMMODITY IF YOU WILL.

THEY'VE BEEN SUCCESSFUL WITH THEIR MODEL WERE. HOPING THAT BY DOING THIS THAT WE CAN GET MORE VACCINE HERE, YOU KNOW, AS I DISCUSSED EARLIER, WE VACCINATED EITHER. YOU TWO DOSES. THEY'RE ONE DOES ALMOST 6000 PEOPLE. MOST OF THAT HAS OCCURRED WITHIN THE LAST MONTH OR SO. HMM. YOU KNOW, AND I'VE PREPARED ME SAY THIS BEFORE, BUT I NEVER GET TIRED OF SAYING AND IF YOU THINK BACK TO A YEAR AGO, YOU HAD TO BE ALMOST DAD TO GET TESTED. AND NOW NOW YOU CAN GO JUST ABOUT ANYWHERE AND GET TESTED. THAT'S GONNA CONTINUE CORRECT. AND THAT'S GOING TO CONTINUE THE TESTING. YES. CURRENTLY WE HAVE TESTING RIGHT NOW IN LA CARTE AHEAD OF SIGHT AND MARTIN DEAL, BUT THE NUMBERS NUMBERS WERE REAL LOW. THEY WERE ONLY TESTING ONE IN TWO PEOPLE A DAY. SO WE SHUT THAT SITE DOWN TO SAVE. TEACH HIM SOME MONEY. WE DO HAVE A SITE HERE IN LOCKHART BEHIND MY OFFICE IN A BIG WHITE TENT THAT IS RUNNING SEVEN DAYS A WEEK FROM EIGHT A.M. TO FOUR. P.M. THAT IS, YOU KNOW, EVERY DAY. SO IF ANYBODY NEEDS TO GET TESTED, PLEASE GO TO THAT SITE DRIVE UNDER THE TENT AND THEY TAKE ALL YOUR INFORMATION AND GET TESTED. GET YOUR IS THIS M O IS APPROVED. HOUSING IS SOMETHING JUST DEPENDS ON STATE, SO NOTHING'S CHANGED FAR AS THAT GOES BEDS MAKE THE ALLOCATION THAT BOARD DECIDES WHO GETS WHAT. IT FLOWS THROUGH DSHS 30 THEM. AND SO IT'S HARD TO SAY COULD BE NEXT WEEK.

COULD BE TWO OR THREE WEEKS COULD BE A MONTH. IT Z THAT THAT PART'S OUT OF OUR CONTROL WE CAN DO IS JUST SET UP. THE RESOURCE IS AND WAIT FOR THEM TO ALLOCATE. STILL GOOD NEWS.

YES. I'LL MAKE A MOTION THAT WE APPROVE. ITEM NUMBER 18. OKAY WE HAVE EMOTION. DO WE HAVE A SECOND? SECOND HAVE EMOTIONAL SECOND ON FAVOR. SAY I, UH THOSE NINE MOTION CARRIES. ADAM

[19. Discussion/Action to consider the approval of Constable, Precinct 4 increasing the number of reserved deputies.]

[00:35:01]

19 DISCUSSION ACTION TO CONSIDER THE APPROVAL OF CONSTABLE PRECINCT FOR INCREASING NUMBER OF RESERVE DEPUTIES. COMMISSIONERS JUST A REMINDER. THESE AIR RESERVE DEPUTIES. NOT PAID DEPUTIES AND IT WON'T PUSH US OVER R OUR 40 REMEMBER OF 40 THAT WE WANT TO TRY TO STAY UNDER ABOUT THEM HAVING TO GO AND REQUIRED. COST DEPUTY CONSTABLES TO CARRY THEIR OWN BOND RIGHT NOW. WELL WE'LL STILL REMAIN UNDER THAT NUMBER WITH REQUESTS THAT BECAUSE CHIEFS IS A CHEAP NOW, YES, OK, BUT CHANDLER IS ABOUT TO DON'T YOU DESCRIBE TO US? GO AHEAD, CHIEF. GOOD MORNING, JUDGE. COMMISSIONERS WE HAD HOPED NOT TO BE HERE UNTIL THE NEW BUDGET CYCLE. THAT'S WHY WE DIDN'T ASK FOR AN INCREASE WHEN WE MADE THESE CHANGES SOMETIME BACK. UNFORTUNATELY LIFE HAPPENS BECAUSE OF COVERT. WE'VE HAD A LOT MORE PEOPLE IN OUR PRECINCT THAT HAVE LOST THEIR JOBS. AND BECAUSE OF THAT, THEY'RE NO LONGER AFFORDABLE TO PAY THEIR HOUSE OR THEIR HOMES AND THEY'RE BEING EVICTED. AS WELL AS WE SERVE. A LOT OF RITZ ARE SO OUR PAPERWORK AS INCREASED EXPONENTIALLY. AND WAIT ATTRIBUTE THAT TO COVERT BUT ALSO THAT. WE'RE SEEING THE GROWTH IN OUR COMMUNITY, NOT JUST IN PRECINCT FOR BUT OBVIOUSLY HERE IN PRECINCT 13 AND TWO AND WE NEED TO START STAYING ON TOP OF THE GROWTH. OUR SHERIFF'S OFFICE IS GOING THROUGH A GROWTH RIGHT NOW AND CHANGE AND WE'RE TRYING TO MAKE SURE THAT THEY DON'T HAVE TO RESPOND IS TO AS MANY CALLS AS WE HAVE IN OUR AREA. AND ALTHOUGH AH. RANDY LAINEY WAS CORRECT ON THE DRUGS AND THE GUNS AND THE MUSIC. WAY USUALLY DON'T RESPOND TO THOSE BECAUSE THOSE ARE MORE ON THE CRIMINAL SIDE, AND THE SHERIFF'S OFFICE TRIES TO HANDLE THAT. BUT. I COULD SEE THAT AS WE GROW.

WE'RE GOING TO START PICKING UP THOSE KINDS OF CALLS AS WELL. YOU SHOULD START RECEIVING A MONTHLY REPORT FROM OUR DEPARTMENT. I'M NOT ONE THAT WILL SPEAK FOR THE OTHERS FROM OUR DEPARTMENT WILL START RECEIVING A MONTHLY ACTIVITY REPORT OF WHAT WE'RE DOING AND WHAT WE'RE HANDLING AND HOW MUCH YOU SEE COMING IN. SO WE HAVE A CURRENT ROSTER OF EIGHT.

WE'RE ASKING FOR THREE ADDITIONAL RESERVE DEPUTIES NON PAID AND WE'VE ALSO ASKED THAT FOR THE REST OF THIS YEAR. THAT THEY PAY THEIR OWN BOND. AND THEN AS WE GET INTO THE NEW BUDGET YEAR, WE'LL DISCUSS WHAT THE COUNTY CAN DO IN REFERENCE TO INCREASING THE BOND FOR EVERY OFFICER. WE STILL HAVE TO ASK OFFICERS TO BUY MOST OF THEIR EQUIPMENT IN WHICH IS NOT THE MOST IDEAL THING TO DO. BUT HOPEFULLY AS WE GROW IN THE FUTURE GIRLS WITH US THAT WE WILL BE ABLE TO START. WE'RE LEAVING SOME OF THAT. A BURDEN OFF OF THE OFFICERS THAT ARE COMING TO WORK. ONE OF THE THINGS YOU NEED TO REMEMBER. IS THAT ALL OF OUR OFFICERS HAVE FULL TIME JOBS, AND IT'S VERY DIFFICULT TO SCHEDULE THEM TO COME IN, AND WE REQUIRE 24 HOURS A MONTH TO PUT IN AN R DEPARTMENT TOW HAVE YOUR COMMISSION CARRIED SO WHEN YOU ONLY HAVE THREE OFFICERS TO CHOOSE FROM TO COVER SIX DAYS A WEEK, IT MAKES IT VERY DIFFICULT. SO WE'RE ASKING THAT YOU WOULD APPROVE THE THREE FOR THIS YEAR AND THEN WE WILL COME BACK IN THE NEW BUDGET CYCLE. WITH NEW WISH LIST, SO TO SPEAK, OKAY, AND I THINK CHANDLER IF WE STAY UNDER THAT NUMBER OF 40, WHICH IS STILL WILL, IT PROBABLY WON'T BE NECESSARY FOR THEM TO PAY THEIR OWN. ON AT THIS POINT THAT THAT CHARLES DEPARTMENTS CALL ONES. THEY'RE BONDED. YES, I THINK WE'LL BE OKAY. I THINK WE'RE JUST GONNA ASK THEM TO SUPPLY BOND TO COVER PROTECT THE COUNTY AND US AS WELL TILL WE GET TO THE END OF THE YEAR, OKAY? AND THEN WE'LL ASK THE COMMISSIONERS FOR AN INCREASE IN THE BOND FOR ALL THE DEPUTIES FOR THE COUNTY IN THE COMMENTS FROM THE COURT, BUT YEAH, I DID GET A CALL FROM CONSTABLE AREN'T VERY YELL AND I'M ALL ONBOARD FOR THAT IS WE NEED MORE HELP OUT THERE, ESPECIALLY IN THE COUNT. AND I WILL SAY THAT ART'S NOT HERE THIS MORNING. HIS AUNT DIED LAST NIGHT. SO HE SAID, IT'S A VERY ROUGH FIRST OF THE YEAR. AND FOR THOSE OF YOU WHO ARE ABLE TO MAKE CHIEF WARS IS VIEWING OR SERVICES. I WANT TO SAY THANK YOU FOR HONORING HIM. WE STILL HAVE ONE MORE. ACT TO DO FOR HIM AND THAT IS ON MARCH, 18TH WILL ESCORT HIS BODY ON DOWN TO FORT SALMON, WHERE HE'LL BE BURIED. I'M VERY SORRY TO HEAR THAT ABOUT THE ARTS. FAMILY MAN. RIGHT COMMISSIONERS.

ANY OTHER DISCUSSION? NOT LET FOR EMOTION. SO MOVE. WE HAVE A MOTION TO APPROVE. POSSIBLE PRECINCT FOR INCREASING NUMBER OF RESERVE DEPUTIES TO SEVEN FROM FOUR. DO YOU HAVE A SECOND? GO AHEAD, OKAY, YOU HAVE EMOTIONS SECOND ALL IN FAVOR, SAY AYE. UH I WAS NINE MOST
