THIS IS WHERE WHEN AN INDIVIDUAL IS ARRESTED AND THEY CANNOT AFFORD AN ATTORNEY, ONE IS APPOINTED FOR THEM AND THE COUNTY IS OBLIGATED TO PAY THOSE FEES.
AND WE TRACK ON A MONTHLY BASIS ALL OF THOSE ATTORNEYS FEES.
AND AT THE END OF THE YEAR, WE SUBMIT ONE ANNUAL REPORT TO THE TEXAS INDIGENT DEFENSE COMMISSION SEEKING SOME FORM OF A REBATE OR REIMBURSEMENT FOR SOME OF THOSE EXPENSES.
THERE HAD BEEN A COUPLE OF YEARS WHEN WE RECEIVED NO REIMBURSEMENT.
IT'S AT THE DISCRETION OF THE COMMISSION.
I CAN TELL YOU THAT IN 2018 I ANNUALLY WE SUBMIT TOTAL ATTORNEYS FEES OF AROUND THREE HUNDRED THOUSAND DOLLARS.
IN 2018 WE GOT A LITTLE OVER TWENTY TWO THOUSAND SEVEN HUNDRED DOLLARS BACK IN TWENTY NINETEEN THIRTY THOUSAND THREE HUNDRED SIXTY THREE DOLLARS THIS PAST YEAR TWENTY WE HAD ABOUT THREE HUNDRED AND SEVENTEEN THOUSAND DOLLARS IN LEGAL EXPENSES RELATED TO INDIGENT DEFENSE. COMMISSIONERS THIS BILL IS WAS AUTHORED AND SUBMITTED IN THE HOUSE AND THE LONG AND THE SHORT OF THIS BILL IS IT WOULD TAKE AWAY OUR ALREADY LIMITED POWER TO CONTROL DRAINAGE AND ITEMS LIKE THAT ON CONDOMINIUMS. ONE OF THE REASONS THAT THAT WAS IN THE BACK OF MY MIND WHEN I TOOK THIS JOB IS I WAS WORKING AS A JUDGE AT A POLLING PLACE HERE.
AND WE HAD WE HAD PEOPLE COME IN THAT WERE IN THE WRONG IN THE WRONG SPOT TO VOTE.
AND A LOT OF THOSE PEOPLE THAT WERE COMING IN HAD ALREADY BEEN TO A POLLING PLACE AND THEY HAD TOLD THEM TO COME TO MY POLLING PLACE WHEN IN ACTUALITY THEY NEEDED TO BE AT ANOTHER POLLING PLACE. SO IT MAKES FOR UPSET VOTERS.
THEY GET AGGRAVATED, THEN THEY DON'T VOTE AT ALL.
AND ALSO LOOKING AT IT, WE HAVE ABOUT 35 PERCENT OF OUR PEOPLE THAT LIVE HERE IN CALDWELL COUNTY THAT DON'T EVEN WORK IN CALDWELL COUNTY.
AND AS WE LOOK AT THE AGE OF OUR VOTERS, THE MAJORITY OF OUR VOTERS ARE 65 AND OVER.
SO WE'RE LOSING THAT WHOLE 19 TO 29, 30 TO 39, 40 TO 49 GROUP OF VOTERS.
AND I THINK A LOT OF THAT HAS TO DO WITH THE FACT THAT THEY DO WORK OUTSIDE THE COUNTY.
IT'S HARDER FOR THEM TO GET TO A POLLING PLACE BEFORE IT CLOSES.
AND SO THEY JUST DON'T VOTE BECAUSE IT'S NOT CONVENIENT FOR THEM TO DO SO.
SO I WOULD LIKE TO MOVE FORWARD WITH GETTING STARTED WITH THAT, PUTTING TOGETHER AN ADVISORY COMMITTEE AND MOVING FORWARD WITH BRINGING CALDWELL INTO THIS CENTURY ACTUALLY.
