IT'S GOING TO BE HELD AT 1403 BLACKJACK STREET HERE IN LOCKHART, TEXAS.
HOURS OF OPERATION ARE SEVEN DAYS A WEEK, FROM 8:00-4:00.
WE'RE DOING A RAPID TEST KIT, AND THE RAPID TEST KIT CONSISTS OF HAVING YOUR NOSE SWABBED, AND THEN YOU'LL FIND OUT IN 15 MINUTES WHILE YOU SIT IN THE PARKING LOT.
YESTERDAY, WE HAD A LARGE TURN OUT.
OUT OF THOSE 177, 34 TESTED POSITIVE.
WE ALSO HAD A VACCINES SITE YESTERDAY.
WE'RE HOSTING PFIZER, AND MODERNA.
MAJORITY OPTED FOR THE MODERNA VACCINE, AND THERE WERE 36 VACCINATED YESTERDAY.
THIS TEST SITE WILL GO ON UNTIL THE 30TH WITH A POSSIBLE EXTENSION FROM THE GOVERNOR'S OFFICE FOR THE MILITARY FORCES TO STAY IN PLACE WITH US UNTIL ANOTHER EXTENSION COMES THROUGH, BUT THEY WILL BE HERE WITH US FOR 30 DAYS.

RESOLUTION 34-2021, RESOLUTION OF CALDWELL COUNTY COMMISSIONERS COURT.CALDWELL COUNTY CURRENTLY LACKS A WRITTEN CASH HANDLING POLICY APPLICABLE TO COUNTY DEPARTMENTS AND OFFICES.
WHEREAS BASED ON THE RECOMMENDATION AND THE COUNTIES EXTERNAL AUDITOR, THE COUNTY RECOGNIZES THE NECESSITY OF IMPLEMENTING STANDARDIZED CASH HANDLING POLICIES AND PROCEDURES APPLICABLE TO EMPLOYEES, DEPARTMENT HEADS, AND ELECTED OFFICIALS FOR ACCEPTING SAFE GUARDING, DEPOSITING, AND ACCOUNTING FOR CASH PAYMENTS MADE TO THE COUNTY.
WHEREAS THE PROPOSED CASH HANDLING POLICY IS INTENDED TO ESTABLISH STRONG INTERNAL CONTROLS FOR CASH COLLECTIONS THAT ARE NECESSARY TO PREVENT MISHANDLING OF COUNTY FUNDS, AND SAFEGUARD, AND PROTECT EMPLOYEES FROM INAPPROPRIATE CHARGES OF MISHANDLING FUNDS, BE DEFINING RESPONSIBILITIES ON CASH HANDLING POLICY.
NOW, THEREFORE, BE IT RESOLVED THE CALDWELL COUNTY COMMISSIONERS COURT, THE PROPOSED CASH HANDLING POLICY IS HEREBY ADOPTED AND EFFECTIVE IMMEDIATELY UPON PASSAGE.

THE PART THAT WE HAVE CONTINUED TO BE HUNG UP ON IS HOW MANY DAYS ARE WE GOING TO HAVE TO MAKE DEPOSITS? WHAT THE STATUTE ALLOWS IS BRINGING IN THAT DAY, IF YOU CAN NOT BRING IT IN THAT DAY, THE STATUTE ALLOWS AN ADDITIONAL FIVE WORKING DAYS TO GET DEPOSITS IN; IS THAT CORRECT?
I WOULD JUST CLARIFY, JUDGE, THAT IT DOES SAY THAT THE MONEY MUST BE DEPOSITED ON OR BEFORE THE NEXT REGULAR BUSINESS DAY, AFTER THE DATE THE MONEY IS RECEIVED.
IF THAT CAN'T BE DONE, THE MONEY MUST BE DEPOSITED ON OR BEFORE THE FIFTH BUSINESS DAY AFTER WHICH THE MONEY IS RECEIVED.
I WOULD READ THAT TO MEAN THAT THE FIRST DAY OF THE DEPOSIT WOULD ALSO BE ONE OF THE FIVE TOTAL BUSINESS DAYS, SO TOTAL TIME PERIOD WOULD THE FIVE BUSINESS DAYS [OVERLAPPING] FOR IT'S DEPOSIT.

THAT'S WHERE WE WERE ASKING JUST FOR A COUPLE OF DAYS, JUST TO PUT IN THE POLICY.

AS A COUNTY, EVERY COMMISSIONERS COURT, SOMEBODY'S LATE OR SOMEBODY'S NEEDING ONE EXTRA DAY, TWO EXTRA DAYS.
I THINK IT WOULD JUST SAVE A LOT.

DEPENDING ON WHAT THE ACTUAL POPULATION OF THE COUNTY IS, THE EXTENSION MAY NOT BE EFFECTIVE IF WE CROSS THAT 50,000 INHABITANTS THRESHOLD, IT'S GOING TO REVERT BACK [OVERLAPPING] TO THIS DISTORTED DEADLINE.
>> JUST BY WAY OF CONVERSATION, WE HAVE A NORTHERN CALDWELL COUNTY COALITION MEETING LAST WEEK AND IN THE PROCESS OF RESEARCH IN OUR PRESENTATION, THE LATEST ESTIMATE FOR CALDWELL COUNTY IS NOW SITTING AT 44,500.
THAT'S AN INCREASE OF A THOUSAND THIS YEAR FROM LAST YEAR.
I CAN SEE IS IN A COUPLE OF YEARS HAVING TO REVISIT THIS POLICY ANYWAY BECAUSE WE'RE NO LONGER GOING TO BE ABLE TO GIVE AN EXTENSION.
