BUT BECAUSE I LIVE SOUTH OF YOUNG LANE, I'LL BE MOVING INTO PRECINCT 2 ACCORDING TO THE CURRENT MAP.

THE THING IS, ON THE MAP, THEY DON'T SHOW THAT THAT AREA IS RESERVED FOR SEAWILLOW COMMUNITY WHERE THE TOWN OF SEAWILLOW USED TO BE.

BY SPLITTING UP BETWEEN THE CURRENT PRECINCT LINE ON YOUNG STREET, YOU'LL BE SPLITTING UP THE COMMUNITY OF SEAWILLOW IN BETWEEN TWO PRECINCTS.

I'VE BEEN ELECTION WORKER SINCE BEFORE OBAMA WAS ELECTED IN OFFICE.

THAT'S HOW LONG I'VE BEEN WORKING ELECTIONS.

IT'S BEEN MANY YEARS SINCE I'VE SEEN THE TOTAL [NOISE] NUMBER OF REGISTERED VOTERS FOR PRECINCT 102, BUT IT'S ABOUT 100-120, BUT THAT NUMBER IS A COUPLE OF YEARS OFF.

WE'VE NOT HAD MUCH TO INCLUDE AT LEAST A MILE OF SOUTH OF YOUNG LANE TO BE STAYING IN PRECINCT 1, BECAUSE FROM WHERE I LIVE, I GO ABOUT FIVE MILES, SIX MILES TO THE CURRENT POLLING PLACE THAT WE NORMALLY USE IN THE LOCKHART EVENING LIONS CLUB.

FOR PEOPLE SOUTH OF YOUNG LANE, AND THERE'S A WHOLE STRIP OR HOMES RIGHT THERE ON SOUTHSIDE.

EVERYBODY WOULD HAD TO MOVE, GO DOWN INTO LULING TO VOTE.

THAT'S 11 OR 12 MILES DEPENDING ON EXACTLY THE POLLING PLACE DOWN LULING.

ALL I'M ASKING IS, I JUST FEEL LIKE A MILE SOUTH OR EVEN A THREE QUARTERS OF A MILE SOUTH, YOU INCLUDE EVERY HOME ALONG YOUNG LANE IN THAT LULING COMMUNITY FOR US TO STAY IN PRECINCT 1, BECAUSE RIGHT NOW YOU'RE SPLITTING UP PRECINCT 102 IN HALF.

YOU GUYS MADE SURE YOU DIDN'T INTRUDE ON ST. JOHNS COMMUNITY, BUT AT THE SAME TIME YOU'RE SPLITTING UP THE COMMUNITY OF SEAWILLOW.

BASED ON WHAT I FOUND IN THE STATE, THEY BASE THEIR MAPS ON THE NUMBER OF REGISTERED VOTERS IN EAST COUNTY, NOT HOW MANY RESIDENTS, BECAUSE YOU CAN BE HERE ON VISA AND RENT AN APARTMENT OR A HOUSE.

YOU CAN HAVE A GREEN CARD AND RENT AN APARTMENT OR A HOUSE.

YOU'RE GOING TO BE ILLEGAL AND RENT OR BUY A HOUSE.

BUT TO VOTE, THE FIRST QUESTION THEY ASK, AND I JUST LOOKED AT THE SECRETARY OF STATE WEBSITE, USA TO REGISTER A VOTE, IS FIRST QUESTION THEY ASK IS, "ARE YOU A US CITIZEN? " IF YOU ARE, OKAY.

THEY'LL ALLOW YOU TO GO ON AND FINISH REGISTERING.

IF NOT, THEY STOP YOU.

FROM WHAT I'M SEEING IN THE PAPERS, YOU GUYS WERE BASING THE NUMBERS TO BALANCE OUT THE-

DISCUSSION ACTION TO CANVAS THE NOVEMBER 2ND, 2021 CONSTITUTIONAL AMENDMENT, GENERAL ELECTION.

CAMBER IS GOING TO CANVAS THAT FOR US.

I SEE VERY FEW SMILES UP THERE.

[LAUGHTER] I'M PRETTY EXCITED ABOUT HOW THE ELECTIONS WENT.

THANK YOU, COMMISSIONER SHELTON FOR WHAT YOU SAID ON THE COMMISSIONERS COURT THIS LAST WEEK. WE APPRECIATE THAT.

WE THOUGHT IT WENT WELL, WE SOLVED SEVERAL THINGS THAT WE NEEDED TO WORK ON AS FAR AS TRAINING IS CONCERNED.

BUT OVERALL, WE THINK THE ELECTIONS WENT WELL.

OUR CONSTITUTIONAL AMENDMENT ELECTIONS WERE PRETTY DISAPPOINTING IN THE TURNOUT.

WE ONLY HAD 1,999 PEOPLE THAT SHOWED UP FOR VOTING FOR THE CONSTITUTIONAL AMENDMENTS.

I WAS SURPRISED WITH THE AMOUNT OF PEOPLE THAT SHARED WITH US THAT THEY DIDN'T KNOW THAT THAT WAS COMING UP.

WE HAD POSTED THAT SEVERAL TIMES IN THE PAPER, ON ALL THE WEBSITES TO BE ABLE TO DO THAT.

BUT I THINK THAT WAS PART OF THE REASON THAT THE TURNOUT WAS SO LOW THAT IN FACT WE DIDN'T ACTUALLY HAVE CANDIDATES RUNNING AT THIS POINT.

BUT OF OUR 25,000 VOTERS, WE ARE JUST 100 OFF OF HAVING A TOTAL OF 25,000 VOTERS.

WE'RE ADDING TO THAT EVERY SINGLE DAY.

SO WE'RE MOVING UP THERE FOR GETTING PEOPLE READY TO VOTE FOR OUR MARCH ELECTIONS.

I WANT TO JUST GO THROUGH A LITTLE BIT.

WE'LL GO BACK COUNTY BY COUNTY, BUT I'M NOT GOING TO READ EACH AMENDMENT.

WE'RE JUST GOING TO CHECK THE TOTALS, THAT'S ALL WE REALLY HAVE TO DO TO DO THAT.

I HOPPY HADEN, COUNTY JUDGE, CALDWELL COUNTY, TEXAS IS MADE UP OF COMMISSIONERS COURT, SITTING IS A CANVASSING BOARD TO CANVAS THE GENERAL ELECTION OF NOVEMBER 2ND, 2021 AND NOVEMBER 15TH, 2021, LOCKHART, TEXAS.

I CERTIFY THAT FIGURES ON THE TALLY SHEETS CORRESPOND TO THE FIGURES ON THE RETURNS WITNESSED IN MY HAND THIS 15TH DAY OF NOVEMBER 2021.

WE WILL PROBABLY CLOSE THOSE ELECTION PRECINCTS AND MOVE THOSE TO A LARGER PRECINCT.

WE'RE REQUIRED BY THE TEXAS LEGISLATURE AND TEXAS LAW TO HAVE NO LESS THAN 100 VOTERS IN EACH ELECTION PRECINCT.

WE'LL BE LOOKING AT THAT AND PUT TOGETHER A SMALL GROUP OF PEOPLE TO HELP ME TO LOOK THROUGH THAT AND TO GO THROUGH IT.

THEN WE'LL BE BRINGING THAT BACK TO COMMISSIONERS COURT HOPEFULLY IN MID-DECEMBER. THANK YOU.

WE'RE GOING TO GO AHEAD AND RECONVENE COURT, AND IN OUR PUBLIC HEARING AT 9:15 PRESENT THE CHAPTER 551 OF THE TEXAS GOVERNMENT CODE.

THE PUBLIC IS HEREBY GIVEN NOTICE THAT THE COMMISSIONERS COURT OF COLLIN COUNTY, TEXAS WILL CONVENE A SPECIAL SESSION ON THE 15TH, DAY OF NOVEMBER 2021 AT 9:15 TO RECEIVE PUBLIC COMMENT ON REDISTRICTING THE COUNTY ELECTION JUSTICE OF THE PEACE AND COMMISSIONERS COURT PRECINCTS.

AFTER THE HEARING, THE COMMISSIONERS COURT WILL TAKE UP FOR CONSIDERATION AND TO TAKE POSSIBLE ACTION REGARDING ONE OR MORE ALTERNATIVE PLANS FOR THE REDISTRICTING OF COUNTY COMMISSIONERS COURT PRECINCTS.

THE COURT RESERVES THE RIGHT TO TAKE ANY AND ALL APPROPRIATE ACTIONS REGARDING THE REDISTRICTING OF CALDWELL COUNTY POLITICAL BOUNDARIES, INCLUDING THE ACCEPTANCE OF NEW BOUNDARIES FOR THE COMMISSIONERS COURT PRECINCTS, MODIFICATIONS OF ANY BOUNDARIES, AND OR TABLING THE PENDING PROPOSALS FOR LATER CONSIDERATION, AND/OR ACTION.

I JUST WANT TO COME BEFORE THE COURT AND HAVE IT PUT ON THE RECORD THAT I WANT TO THANK YOU ALL FOR WORKING WITH US, FOR HELPING, LETTING US SHOW YOU SOME OF THE PROBLEMS THAT WE SAW IN THE FORMER MAP, AND WE APPRECIATE IT.

I WAS TELLING THE JUDGE EARLIER I'VE BEEN TALKING WITH SOME FRIENDS FROM CORPUS, AND I SHOWED THEM THE MAP THAT WE HAD COME UP WITH, AND THE NUMBERS, AND EVERYTHING, AND THEY WERE VERY SURPRISED.

THE FIRST THING THEY ASKED ME WAS, "IS THIS THE COURT THAT'S ALL DEMOCRATS," AND I SAID, "NO, ACTUALLY IT'S A MAJORITY REPUBLICANS." I'M VERY PROUD OF WHAT WE CAN DO AS A GROUP TOGETHER OPENING IT UP TO EVERYBODY. THAT'S ALL I WANT TO SAY.

ONE THING I WOULD ASK IF WE COULD GET A MAP THAT DOESN'T HAVE THE BIG THICK YELLOW LINE ON THERE, WITH THE STATE HIGHWAYS ON IT BECAUSE I WAS GOING TO BE IN 1, AND NOW I'M BACK IN 4 EVIDENTLY, BUT THAT THICK YELLOW LINE THAT WAS COVERING UP WHERE MY ROAD WAS, WHERE MY STREET IS, AND I WANTED TO MAKE SURE IT WAS CLEAR ON THAT.

IT LOOKED LIKE ALL THE PEOPLE WANTED TO MIGRATE TO PRECINCT 4.

IT JUST LEFT US IN A REAL TOUGH POSITION.

BUT I THANK ALL THE PEOPLE THAT CHIPPED IN AND HELPED US AND I THANK YOU-ALL VERY, VERY MUCH.

THIS IS A REALLY SHARP COURT RIGHT HERE EXCLUDING ME.

BUT ANYWAY, HE WANTED TO VOTE FOR ME, BUT HE THOUGHT HE WAS NOT IN MY PRECINCT.

THEN WHEN I DROVE THROUGH THE DONUT PALACE, HE WAS IN THERE EATING AND HE SAW ME DRIVE UP, HE FLEW OUTSIDE, "YOU WE'RE ON MY BALLOT." [LAUGHTER] PEOPLE THOUGHT WE WERE CRAZY.

[LAUGHTER] BUT THIS HAS BEEN A REAL TRIP FOR ME.

>> WELL, WHAT ARE THE CHANCES, I MEAN, IT'S A LOT OF PEOPLE.

WE NOW HAD TWO WORKSHOPS AND TWO PUBLIC HEARINGS AND A LOT OF OPINIONS EXPRESSED.

DISCUSSION ACTION CONSIDER THE APPROVAL ORDER ADOPTING REDISTRICTING PLAN FOR CALDWELL COUNTY COMMISSIONERS COURT PRECINCTS AND THIS IS ALSO JP BOUNDARIES.

I'LL GO AHEAD AND READ THE ORDER IN THE COMMISSIONERS COURT OF CALDWELL COUNTY, TEXAS, ORDER ADOPTING REDISTRICTING PLAN FOR COMMISSIONERS COURT PRECINCTS.

BE IT REMEMBERED THAT ON THE 15TH DAY OF NOVEMBER 2021, CAME ON TO BE CONSIDERED THE ISSUE OF PERIODIC REDISTRICTING OF COUNTY POLITICAL BOUNDARIES.

THIS COURT HAS IN DUE TIME GIVEN DELIBERATE CONSIDERATION TO THE LEGAL ISSUES OF THE GOVERNMENTAL DUTIES IMPOSED BY THE STATE AND FEDERAL LAW.

IN ADDITION, THE COURT HAS PREVIOUSLY ENTERED INTO THE MINUTES OF THIS COURT CRITERIA BY WHICH ANY REDISTRICTING PLAN WOULD BE CONSIDERED.

THE PRIOR ORDER ESTABLISHING CRITERIA BEING INCORPORATED HERE IN BY REFERENCE.

THIS COURT HAS COMMISSIONED AND HAS RECEIVED AN INITIAL ASSESSMENT BY QUALIFIED PROFESSIONALS, EXPERIENCE IN THE FIELD OF REDISTRICTING LAW FOR THE PURPOSE OF MAKING A PRELIMINARY DETERMINATION, THE POPULATION DISTRIBUTION BETWEEN THE FOUR COMMISSIONERS COURT PRECINCTS, AND THE OBLIGATION THAT COMPLY WITH ONE PERSON ONE VOTE BALANCE AS REQUIRED BY APPLICABLE STATE IN FEDERAL LAW.

THIS ASSESSMENT HAS BEEN FILED IN THE MINUTES OF THIS COURT AND IS INCORPORATED BY THIS REFERENCE AS EXHIBIT 1, INITIAL ASSESSMENT.

FINDINGS BASED UPON THIS ASSESSMENT, RECOGNIZE A LEGAL DUTY TO REDRAW POLITICAL BOUNDARIES TO COMPLY WITH THE APPLICABLE LAW AND A COPY OF THIS BINDING IS ENTERED INTO THE MINUTES OF THIS COURT BY WHICH REFERENCE THIS PRIOR FINDING IS INCORPORATED IN THE ORDER THAT THE COMMISSIONERS COURT EXHIBIT 2 ORDER REQUIRING REDISTRICTING.

AFTER CONVENING AND PUBLIC HEARING FOR COMMENT UPON ANY AND ALL PROPOSED PLANS AND AFTER MEETING IN OPEN SESSION FOR THE PURPOSE OF CONSIDERING ALTERNATIVES AVAILABLE TO THE COUNTY FOR MODIFICATION OF EXISTING POLITICAL BOUNDARIES IN A MANNER DESIGNED TO ACHIEVE BOTH ACCEPTABLE LEVELS OF NUMERICAL BALANCE BETWEEN THE FOUR COMMISSIONERS COURT PRECINCTS AND TO PROTECT THE VOTING RIGHTS OF ALL THE RESIDENTS OF CALDWELL COUNTY COMMISSIONERS COURT IS DETERMINED TO ADOPT THE REDISTRICTING PLAN ATTACHED TO THIS ORDER IN MAP AND DATA FORM EXHIBIT 3, PROPOSAL NUMBER 4.

THE COMMISSIONERS COURT HAS DETERMINED TO ALSO ADOPT THE REDISTRICTING PLAN ATTACHED TO THIS ORDER FOR THE JUSTICE OF THE PEACE/CONSTABLE PRECINCT, EXHIBIT 4.

JUSTICE OF THE PEACE/CONSTABLE PRECINCT FOLLOW THE BOUNDARIES OF THE COMMISSIONERS COURT PRECINCTS.

AT A LATER DATE, THIS COURT WILL RECEIVE A MORE COMPLETE DESCRIPTION OF THIS PLAN, INCLUDING A MAP DEPICTION OF ALL NEW POLITICAL BOUNDARIES, POLLING PLACES, AND ELECTION PRECINCT BOUNDARIES.

THIS SUPPLEMENTAL ORDER WILL BE TAKEN UP AND CONSIDERED BY THE COURT AFTER PUBLIC NOTICE IS REQUIRED BY LAW.

IT IS THEREFORE ORDERED A JUDGE AND DECREED THAT THE REDISTRICTING PLAN DEPICTED IN THE MAPS AND DATA ATTACHED TO THIS ORDER ARE HEREBY APPROVED AND ADOPTED BY THE COMMISSIONERS COURT OF CALDWELL COUNTY, TEXAS.

THE REDISTRICTING PLAN PROPOSAL 4 AND THE REDISTRICTING PLAN FOR

THE JUSTICE OF THE PEACE/CONSTABLE PRECINCTS ADOPTED BY THIS ORDER SHALL BE EFFECTIVE IMMEDIATELY FOR USE IN THE 2022 PRIMARY AND FOR ALL SUBSEQUENT ELECTIONS UNTIL CHANGED OR MODIFIED BY LATER ORDER OF THIS COURT, SIGNED THIS 15TH DAY OF NOVEMBER 2021.
