WE'RE EXPECTING THEY'RE INSTALLING SOME GATES AND FENCING FOR THE LANDOWNER AND THEY'RE WORKING ON THE DETOUR THEY'RE GOING TO BE SETTING UP ON THAT ROAD AND THAT SHOULD BE SETUP THIS WEEKEND. THEY'LL BE WORKING WITH THE SHERIFF'S OFFICE TO ADVISE PUTTING DETOUR SIGNS UP AND PREPARING WORK FOR HARWOOD ROAD CALDWELL PROJECT. I'M GLAD TO SEE THAT PROJECT UNDERWAY. THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION HAS AWARDED ITS FIRST TWO GRANTS. THESE WERE GRANT APPLICATIONS THAT WERE SUBMITTED TO US BECAUSE OF SOME TIME-SENSITIVE NEED. AT IT'S NOVEMBER 18TH MEETING, THE BOARD AWARDED TWO GRANTS, $2,891 TO THE ALIVE ON PURPOSE MINISTRIES ON BEHALF OF THE RETIRED NURSES OF CALDWELL COUNTY. IT'S TO FUND CERTIFIED NURSE'S AID TRAINING. WE ALSO AWARDED $15,000 TO THE NEWLY CREATED CALDWELL COUNTY ANIMAL COALITION TO FUND SIX SPAY NEUTER CLINICS THIS COMING YEAR. [00:05:01] I'M ALSO PLEASED TO ANNOUNCE THAT THE ST. DAVID'S FOUNDATION HAS AWARDED THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION A GRANT OF $91,810 FOR THE FOLLOWING ACTIVITIES, WE WILL BE CONDUCTING SIX TWO DAY GRANT WRITING WORKSHOPS THROUGHOUT THE COUNTY THIS COMING YEAR. PROPOSED WORKSHOP SITES RIGHT NOW INCLUDE MCMANN, MARTIN DALE, LYTTON SPRINGS, HULEN, LOCKHART, AND LULING. THIS WILL GUARANTEE AT LEAST ONE WORKSHOP IN EACH PRECINCT IN THE COUNTY. AS A NEW STARTUP WE'RE GOING TO USE SOME OF THE FUNDS TO PURCHASE SOME EQUIPMENT WE NEED. WE NEED A LAPTOP, WE NEED A PROJECTOR, WE NEED A SCREEN SO WE CAN DO REMOTE TRAINING AND SO FORTH, VPN. WE'RE ALSO GOING TO BE CONTRACTING WITH A GRANT WRITER THAT WILL BE AVAILABLE TO HELP THE NON-PROFITS IN CALDWELL COUNTY WRITE RAMPS AND ALSO FIND FUNDING SOURCES FOR THEIR PROJECT. THAT IS SOMETHING CERTAINLY OUR OFFICE CAN DO BUT WE WOULD BE INUNDATED WHEN WE HAVE THAT. WE HAVE SOME RESOURCES NOW FROM THE ST. DAVID'S FOUNDATION TO HELP US CONTRACT WITH SOMEONE TO DO THAT. THEN I MENTIONED IN SOME PREVIOUS DISCUSSIONS, THERE ARE OVER 291 REGISTERED NON-PROFIT ORGANIZATIONS IN CALDWELL COUNTY. THAT LIST NEEDS TO BE UPDATED, PURGED. SOME OF THOSE ORGANIZATIONS NO LONGER EXIST. WE'VE ADDED NEW ONES. WE'RE GOING TO CONTRACT WITH SOMEONE THAT CAN HELP US PURGE THAT LIST AND COME UP WITH A FRESH, ACCURATE, CURRENT DATABASE OF NON-PROFITS IN THE COUNTY. THEN WE'RE GOING TO USE SOME OF THE MONEY TO BEGIN SOME NETWORKING AMONG ALL OF THE NON-PROFITS IN THE COUNTY, INCLUDING SPECIAL WORKSHOPS THAT WE CAN HELP THEM WITH SOME NON-PROFIT ORGANIZATION MANAGEMENT SKILLS THAT WE'VE IDENTIFIED THAT THEY MIGHT NEED. IN THE LAST WEEK OR SO, I HAVE NOTED THAT THE ENTRANCES HAVE BEEN REDONE AND REDUCED, BUT CERTAINLY NOT TO 14. AS OF THIS MORNING, THERE ARE 19 PIPES, BUT A LOT STILL SEEM TO BE UNDEVELOPED. THEN WE GOT OUR NOTICE TO PROCEED IN SEPTEMBER, 2020 [NOISE] AND WE DID COMPLETE CONSTRUCTION IN AUGUST, OF THIS YEAR, SO AGAIN, WE ARE ON TRACK. YOU MAY REMEMBER THE IMPROVEMENTS THROUGH THIS PROJECT INCLUDED LIGHTING UPGRADES, INTERIOR, AND EXTERIOR COUNTYWIDE, THE REPLACEMENT OF 34 HVAC UNITS AROUND THE COUNTY. HOPEFULLY, THE BUILDINGS THAT YOU'VE BEEN IN WERE THOSE WERE REPLACED, YOU'VE NOTICED AN IMPROVEMENT IN COMFORT. WE DID REPLACE SOME STAND-ALONE THERMOSTATS COUNTYWIDE. SPECIFICALLY AT THE JAIL, WE DID SOME WATER CONSERVATION IMPROVEMENTS AND INSTALLED NEW ISOLATION VALVES ON THE DOMESTIC PIPING IN THE JAIL, WHICH WAS A BIG ITEM THAT NEEDED TO BE ADDRESSED. WITHIN ALL OF THOSE ITEMS, SOME ENERGY SAVINGS AND OPERATIONAL SAVINGS WERE CREATED. ONE THING THAT I WANTED TO POINT OUT, FIM, STANDS FOR FACILITY IMPROVEMENT MEASURE. OUT OF ALL OF THE FIMS THAT WERE IMPLEMENTED THAT I'VE MENTIONED ON THE PREVIOUS SLIDE, YOU'LL NOTICE THAT LIGHTING CREATED A LARGE AMOUNT OF SAVINGS, WHICH WE DID EXPECT. BUT WHEN YOU COMBINE THE ISOLATION VALVES IN THE WATER UPGRADES SPECIFICALLY AT THE JAIL, THAT IS A HUGE CHUNK OF SAVINGS IN THIS PROJECT. I WANTED TO COMMEND ALL OF YOU, YOU MAY REMEMBER WHEN I CAME AND PRESENTED AFTER OUR PROJECT DEVELOPMENT BEFORE THE CONTRACT WAS APPROVED IN JUNE OF '20, YOU HAD THE OPTION OF INCLUDING THE WATER CONSERVATION MEASURES OF THE JAIL AS AN ADDITIONAL MEASURE, AND YOU VOTED TO INCLUDE THAT. THAT WAS A GREAT MOVE BECAUSE IT CREATED A LOT OF SAVINGS, [BACKGROUND] AT THE JAIL ALONE. I'VE HEARD JUST IN CONVERSATIONS THAT THE UTILITY BILLS AT THE JAIL ARE ALREADY COMING BACK, MAYBE HALF OF WHAT THEY WERE BEFORE. YOU'RE SEEING SUBSTANTIAL SAVINGS FROM ALL OF THESE MEASURES BEING IMPLEMENTED. WE NEEDED TO ABSORB THOSE ELECTION PRECINCTS INTO OTHER ELECTION PRECINCTS. ALSO, AS WE WERE GOING THROUGH AND LOOKING AT THE NUMBERS THAT WE HAD IN THOSE ELECTION PRECINCTS, WE FOUND THAT SOME OF THEM WERE CONSIDERABLY LARGER THAN THE OTHER ONES. WHAT WE DID IS WE LOOKED AT THOSE ELECTION PRECINCTS AND WE MOVED THOSE INTO AND COMBINED THOSE OR DIVIDED THOSE INTO OTHERS TO BRING THOSE NUMBERS WHERE WE THOUGHT THEY MIGHT BE. WHEN WE STARTED, WE HAD 31 COUNTY ELECTION PRECINCTS. WHEN WE GOT THROUGH, WE HAD 24 COUNTY ELECTION PRECINCTS. WE REALLY REDUCED THOSE TO WHERE THE STANDARDS THAT THEY ACTUALLY NEEDED TO BE. WE DON'T HAVE ANY OF THOSE ELECTION PRECINCTS THAT ARE UNDER 500 AT THIS POINT, WHICH IS, AS WE CONTINUE TO GROW, THOSE NUMBERS WILL CONTINUE TO GROW AND WE'LL BE ABLE TO ADD TO THOSE. YOU CAN HAVE UP TO 5,000 VOTERS IN EACH ELECTION PRECINCT. I WANTED TO SHARE WITH YOU A LITTLE BIT UP HERE ABOUT SOME OF THE THINGS THAT WE DID.
