ITEM 6, DISCUSSION AND ACTION REGARDING THE BURN BAND, HECTOR.
[6. Discussion/ Action regarding the burn ban. ]
>> GOOD MORNING, JUDGE, COMMISSIONERS, STAFF AND GALLERY.
I JUST WANT TO GIVE YOU A BRIEF UPDATE ON OUR FIRE SITUATION IN THE COUNTY.
WE'VE HAD MINIMAL FIRES AND A LOT OF THEM WERE SMALL LOT OF GREEN A JUNKIE RIGHT NOW, BUT THE TEMPERATURES ARE IN THE HUNDRED, NINETIES PRETTY HIGH.
THERE'S NO RAIN FORECASTED FOR THE NEXT THREE WEEKS.
MAYBE THE FIRST WEEK OF JUNE, THERE'S A SLIGHT CHANCE, BUT RIGHT NOW I DON'T SEE IT.
RIGHT NOW THE KBDI NUMBERS, THE MINIMUM IS 381, MAX IS 510, THE AVERAGE IS 426 AND RISING WITH A CHANGE OF PLUS 12.
OUR HAYES INDEXES AT FIVE AND IT FLUCTUATES BACK FOUR-FIVE, BUT SIX IS THE MAXIMUM HAYES.
I WOULD RECOMMEND WE KEEP THE BURN BAND-OFF SITUATION.
FIRE DANGER GOES CRITICAL THAN WE CAN IMPOSE A BURN BAND BUT RIGHT NOW, I RECOMMEND THAT WE KEEP IT OFF FOR ANOTHER TWO WEEKS.
>> THANK YOU, HECTOR. COMMISSIONER.
>> I'LL MAKE THE MOTION TO LEAD THE BURN BAN OFF.
>> MOTION ON LEAVE THE BURN BAN OFF. DO WE HAVE A SECOND?

ITEM 11, DISCUSSION AND ACTION TO CONSIDER APPROVAL OF AN INTER LOCAL AGREEMENT
[11. Discussion/Action to consider approval of an Interlocal Agreement between Caldwell County and the Dale Volunteer Fire Department for the transfer of fire-fighting equipment. ]
BETWEEN CALDWELL COUNTY AND THE DALE VOLUNTEER FIRE DEPARTMENT FOR THE TRANSFER OF FIREFIGHTING EQUIPMENT.I BELIEVE THIS IS ONE RADIO [NOISE] THAT WE'RE GOING TO HAVE
[00:15:01]
AN INTER LOCAL AGREEMENT TO ALLOW DALE VOLUNTEER FIRE DEPARTMENT TO USE A FEW LUCK IN THE BACKUP.IT TELLS WHICH ONE IT IS, GOT ITS ASSET TAG NUMBER, SERIAL NUMBER.
ARE THERE ANY QUESTIONS? IF NOT, LOOK FOR A MOTION TO APPROVE, ITEM 11.
>> WE HAVE A MOTION TO APPROVE 11. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> POST-HEARING NONE. MOTION CARRIES.
[NOISE] ITEM 12, DISCUSSION AND ACTION TO CONSIDER THE RATIFICATION
[12. Discussion/Action to consider the ratification of an Emergency Manual Request for Dewitt Poth & Son. ]
OF AN EMERGENCY MANUAL REQUEST FOR [INAUDIBLE] AND SONS.WE MOVED SCOTTY TO BECOME A CONTRACT FULL-TIME EMPLOYEE.
THIS WAS HIS LAST INVOICE THAT CAME LATE FROM THE [INAUDIBLE].
WE WENT AHEAD AND PAID THAT SO THAT SCOTTY COULD GET PAID.
THAT'S WHAT THIS IS, AND THE AMOUNT OF $9,810 FOR, I BELIEVE IT WAS THE MONTH OF APRIL.
ANY QUESTIONS? NOW, I'D LOOK FOR A MOTION TO APPROVE ITEM 12.
>> I'LL MAKE THE MOTION TO APPROVE ITEM 12.
>> WE HAVE A MOTION. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> POST-HEARING NONE. MOTION CARRIES.
[13. Discussion/Action to consider the ratification of a contract with Citibank for the implementation of commercial charge card services. ]
ITEM 13, DISCUSSION ACTION TO CONSIDER THE RATIFICATION OF A CONTRACT WITH CITIBANK FOR THE IMPLEMENTATION OF COMMERCIAL CHARGE CARD SERVICES.DANNY, YOU'RE GOING TO TAKE THIS ONE?
>> YES. BACK IN DECEMBER BEFORE I LEFT FOR LEAVE, WE WERE TRYING TO GET THE COUNTY TRANSITIONED OVER TO THE P CARD SYSTEM AND START GETTING RID OF THE CREDIT CARDS.
BEFORE I LEFT, WE WERE SUPPOSED TO TAKE THE CONTRACT TO COURT FOR COMMISSIONER'S APPROVAL.
IT IS ON SMART BUT IT'S ALREADY PRE-BID, EVERYTHING LIKE THAT.
THERE'S ZERO CHARGES FOR THIS SERVICE.
THEN CITIBANK SENT US AUTHORIZATION FORMS, WHICH LOOKED ALMOST LIKE A PREREQUISITE, JUST AUTHORIZATION USERS FOR THE P-CARD SYSTEM.
AFTER THAT WAS SENT BACK TO THEM, ALL OF A SUDDEN THEY SENT US OUR P-CARDS AND WITH A $25,000 THRESHOLD FOR THE P-CARD SYSTEM.
I THINK THERE WAS JUST SOME MISCOMMUNICATION BETWEEN MYSELF AND CITIBANK WITH THAT SERVICE.
WE'RE JUST TRYING TO RATIFY IT.
IF WE DON'T WANT TO DO IT, I CAN CALL CITIBANK AND WE CAN TERMINATE, BUT IT'S A ZERO CHARGE.
ALL THE CARDS ARE GOING TO BE DEPARTMENT-BASED.
THEY HAVE THE DEPARTMENTS ON THEM.
IT'S A LOT CLEANER AND MORE EFFICIENT OF WHO'S CHARGING WHAT AND WHEN, AND IT'S A LOT EASIER TO KEEP TRACK OF INSTEAD OF JUST USING THE COUNTY CREDIT CARD SYSTEM.
>> ANY QUESTIONS? THE MAIN THING IT DOES, IT JUST GIVES US A LITTLE MORE ACCOUNTABILITY BY DEPARTMENT.
WE'RE HAVING TO GO THROUGH THE ENTIRE BILL EVERY MONTH TO FIGURE OUT WHO DID WHAT?
>> THERE HAS BEEN SOME DEPARTMENTS THAT HAVE SAVED THE CREDIT CARD INFORMATION AND FEEL THE NEED THAT THEY CAN JUST USE IT WHENEVER THEY WANT, AND THEN WE DON'T KNOW WHEN IT'S BEING SPENT BY WHO? MYSELF, FOR THE PURCHASING DEPARTMENT, CAROLYN, SHE'S HAVING TO REACH OUT TO EVERY DEPARTMENT BI-WEEKLY AND SAY WHO'S THIS CHARGED FROM? WITH THE P-CARDS, IT CAN HAVE THEIR NAMES ON IT, THEY CAN PINPOINT THEM THAT MUCH TO WHERE IT CAN HAVE THAT INDIVIDUAL'S NAME ON IT INSTEAD OF JUST A DEPARTMENT, BUT IT'S GOING TO MAKE IT A LOT EASIER TO TRACK THOSE CHARGES.
>> WE USED THESE YEARS AGO WHEN I WORKED FOR A&M, AND IT'S A GOOD SYSTEM, A LOT MORE ACCOUNTABLE.
IT JUST GIVES ACCOUNTABILITY DIRECTLY BACK TO THE USER AND IT'S NOT SO MUCH WORK ON THE BACKSIDE TO FIGURE OUT WHO'S PURCHASING WHAT AND IF IT'S WITHIN THEIR BUDGET AND [NOISE] ON AND ON, THAT WAS FRAUGHT WITH OPPORTUNITY TO GET OUTSIDE YOUR BUDGET.
THIS WILL BRING US BACK INTO COMPLIANCE WITH BUDGETARY ITEMS. ANY OTHER QUESTIONS? NOW, I'D LOOK FOR A MOTION TO RATIFY THE CONTRACT WITH CITIBANK FOR IMPLEMENTATION.
>> WE HAVE A MOTION. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> POST-HEARING NONE. MOTION CARRIES.
ITEM 14, DISCUSSION ACTION TO CONSIDER THE APPROVAL
[14. Discussion/Action to consider the approval of the updated Caldwell County Capitalization Policy. ]
OF THE UPDATED CALDWELL COUNTY CAPITALIZATION POLICY.>> BASICALLY, WE WERE TAKING A LOOK AT A LOT OF THE PURCHASING POLICIES AND PROCEDURES.
WE NOTICED THAT WE DO NOT CURRENTLY HAVE A CAPITALIZATION POLICY FOR THE COUNTY.
BETWEEN MYSELF, GABBY, AND DANNY, WE LOOKED AT A COUPLE OF THE OTHER COUNTIES, SAW WHAT THEY WERE DOING AND WE PUT ONE TOGETHER FOR OUR COUNTY,
[00:20:05]
WHICH WE WOULD LIKE TO GO AHEAD AND GET IT APPROVED, SO THAT WE CAN ADD IT TO OUR CURRENT POLICIES AND PROCEDURES.>> CAN WE ASK YOU, THIS DEFINES WHAT'S CONSIDERED CAPITAL? TELL US WHY IT'S CONSIDERED CAPITAL, AND UNDER WHAT CIRCUMSTANCES ITS CONSIDERED CAPITAL, SO IT DOESN'T LEAVE ANYTHING TO CHANCE. ANY QUESTIONS?
>> NO, I THINK THIS HAS BEEN SOMETHING THAT WE PROBABLY NEEDED FOR A WHILE.
THANK YOU ALL FOR WORKING ON IT.
DO WE HAVE A MOTION TO APPROVE THE UPDATED CALDWELL COUNTY CAPITALIZATION POLICY?
>> JOE, IT'S YOURS [LAUGHTER] WE HAVE A MOTION BY COMMISSIONER ROLLIN AND [LAUGHTER] A SECOND BY COMMISSIONER WESTMORELAND.
[LAUGHTER] ALL IN FAVOR SAY AYE.
>> OPPOSED HEARING NONE, MOTION CARRIES.
WE GOT A LOT OF TIE GOING IN THE RENDER STUFF TODAY.
ITEM 15, DISCUSSION AND ACTION TO CONSIDER BUDGET AMENDMENT 54 TO TRANSFER
[15. Discussion/Action to consider Budget Amendment #54 to transfer monies for salary increase for appointed Sanitation Director.]
MONIES FOR SALARY INCREASE FOR APPOINTED SANITATION DIRECTOR.WE APPROVED THIS LAST COMMISSIONERS COURT AND THIS IS THE DIFFERENCE BETWEEN THE SALARIES THAT WE HAVE TO APPROVE, COMMISSIONERS.
>> WE HAVE A MOTION TO APPROVE 15,881, DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSED HEARING NONE, MOTION CARRIES.
[16. Discussion/Action to consider Budget Amendment #55 to transfer money from (001-6000-0950) Insurance Proceeds to (001-8700-4260) Transportation for TAC Insurance Vehicle Repairs for 8700 County Agent. ]
ITEM 16, DISCUSSION AND ACTION TO CONSIDER BUDGET AMENDMENT 55 TO TRANSFER MONEY FROM 00160000950 INSURANCE PROCEEDS TO 00187004260.TRANSPORTATION FOR TAC, INSURANCE, VEHICLE REPAIRS FOR 8,700 COUNTY AGENT.
ONE OF THE AG EXTENSION VEHICLES GOT BROKEN INTO.
WE FILED OBVIOUSLY AN INSURANCE CLAIM, TAC SENT US A CHECK FOR THE REPAIRS.
>> IT WAS IN THE AMOUNT OF $728, THAT'S RIGHT?
>> A MOTION TO APPROVE ITEM 16.
>> WE HAVE A MOTION TO APPROVE ITEM 16. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSED HEARING NONE, MOTION CARRIES.
[17. Discussion/Action to consider Budget Amendment #56 to transfer money from (001-3201-4825) Tax Abatement to (001-3201-3151) Disposal Fees to move funds to continue to cover disposal fees. ]
ITEM 17, DISCUSSION ACTION TO CONSIDER BUDGET AMENDMENT 56, TO TRANSFER MONEY FROM 00132014825 TAX ABATEMENT TO 00132013151, DISPOSAL FEE TO MOVE FUNDS TO CONTINUE TO COVER DISPOSAL FEES. DANNY?>> YES, SO WHAT THIS NEW DEPARTMENT, I KNOW LUNA IS DOING A GREAT JOB OF GETTING OUT THERE AND REALLY REINFORCING, PICKING UP ANY DEBRIS.
WITH THAT BEING SAID, THERE WASN'T ENOUGH BUDGETED PRIOR, SO HE'S NOW WE'RE GETTING THESE ADDITIONAL DISPOSAL FEES.
I KNOW I'LL SIT WITH HIM THIS COMING BUDGET CYCLE AND MAKE SURE THAT WE PLAN A LITTLE BIT BETTER FOR THAT LINE ITEM.
HE CAME IN THAT WITH BLINDERS ON, NOT REALLY KNOWING.
>> WE HAD THIS BRAND NEW DEPARTMENT.
THE GOOD NEWS ABOUT THIS IS THEY HAVE REALLY BEEN BUSY IN GETTING A LOT OF THINGS DISPOSED OF, SO THEY HAVE EXCEEDED EXPECTATIONS IN THAT DEPARTMENT.
WE'RE ACTUALLY PRETTY PROUD OF THAT.
DO WE HAVE A MOTION TO APPROVE BUDGET AMENDMENT 56?
>> WE HAVE A MOTION. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSED HEARING NONE, MOTION CARRIES.
ITEM 18 DISCUSSION AND ACTION TO CONSIDER BUDGET AMENDMENT 57 TO
[18. Discussion/Action to consider Budget Amendment #57 to move money from (002-1101-4640) Vegetation Management to (002-1101-3138) Harwood Rd. - Culvert to pay the remainder of the contract sum of $210,000.00 to 304 Construction, LLC.]
MOVE MONEY FROM 00211014640, VEGETATION MANAGEMENT TO 00211013138 HARWOOD ROAD CULVERT TO PAY REMAINDER OF THE SUM OF THE CONTRACT $210,000 FOR 304 CONSTRUCTION. DANNY?>> YES. EARLIER IN THE YEAR THERE WAS SOME ENGINEER FEES TAKEN OUT OF THAT HARDWOOD ROAD CULVERT LINE ITEM WHICH SHOULD NOT HAVE BEEN TAKEN OUT.
THEY SHOULD HAVE BEEN TAKEN OUT OF THEIR, THIS SET HAS A BLANKET PURCHASE ORDER OUT OF PROFESSIONAL SERVICES THAT SOMEHOW GOT TAKEN OUT OF THE HARWOOD ROAD CULVERT.
UNIT ROAD WAS GRACIOUS ENOUGH TO ALLOW US TO IT TAKE SOME ADDITIONAL MONEY FROM THEIR VEGETATION LINE ITEM THAT $14,546 AND MOVE IT INTO THAT HARWOOD ROAD CULVERT TO PAY THAT REMAINDER OF THAT 304 CONTRACT AND THAT WILL CLOSE THAT PROJECT OUT AT ITS FINAL PAYMENT.
>> THAT WAS OUR VERY LAST HARVEY PROJECT
>> HARVEY PROJECT. COMMISSIONERS, DO WE HAVE A MOTION TO APPROVE BUDGET AMENDMENT 57?
[00:25:04]
>> WE HAVE A MOTION. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSED HEARING NONE, MOTION CARRIES.
[19. Discussion/Action to consider approval to pay half ($152,463.00) for a new ambulance for the City of Lockhart/ Caldwell County.]
ITEM 19, DISCUSSION AND ACTION TO CONSIDER APPROVAL TO PAY HALF IN THE AMOUNT OF $152,463 FOR A NEW AMBULANCE FOR THE CITY OF LOCKHART, CALDWELL COUNTY.>> COMMISSIONERS, WE HAVE I BELIEVE IT WAS $85,000 BUDGETED FOR A REMOUNT.
HOWEVER, THEY HAVE FOUR UNITS AT THE CITY OF LOCKHART, ALL OF WHICH ARE GETTING VERY HIGH MILEAGE ON THEM.
THE CITY OF LOCKHART APPROACHED US AND SAID THAT THEY HAD IDENTIFIED A BRAND NEW AMBULANCE THAT WAS AVAILABLE, BUT WE HAD TO ACT QUICKLY IN ORDER TO GET IT.
WE'VE PREVIOUSLY BEEN UNABLE TO FIND A CHASSIS OR REMOUNT BOX, DUE TO SUPPLY CHAIN ISSUES.
WE DECIDED THAT WE SHOULD PROBABLY GO AHEAD AND PULL THE TRIGGER ON THIS NEW AMBULANCE, SO THAT WE HAVE AT LEAST ONE AMBULANCE THAT'S IN GOOD CONDITION.
THE OTHER ONES HAVE SINCE BEEN REPAIRED.
HOWEVER, THEY HAVE VERY HIGH MILEAGE, SO WE'RE PROBABLY GOING TO BE LOOKING AT DOING THIS AGAIN DURING THE NEXT BUDGET CYCLE IN THE INTEREST OF FULL DISCLOSURE.
BUT SINCE WE WERE ABLE TO GET THIS, WE HAD TO DO IT RIGHT AWAY.
THE CITY OF LOCKHART ISSUED THE PO FOR THE FULL AMOUNT, AND WE WILL BE PAYING THEM BACK.
>> JUDGE ARE OUR OBLIGATIONS SPELLED OUT AS PART OF AN AGREEMENT?
>> YES. THEY'RE VERY OLD AGREEMENTS AND WE'VE HAD STARTED RENEGOTIATING THEM RIGHT PRIOR TO COVID.
DURING THIS CONVERSATION, WE'VE DECIDED TO REVISIT THIS WITH LOCKHART FIRST.
THEN WE'LL GO TO LULING AND REVISIT OUR ARRANGEMENT WITH THEM BECAUSE WE DO PAY FOR A PERCENTAGE OF THE LOSS FOR BOTH SERVICES EACH BUDGET CYCLE.
>> BROADBAND'S IS IN THE COUPLE HUNDRED THOUSAND DOLLAR RANGE AND LOCKHART'S IN THE NINETY-SOMETHING THOUSAND DOLLAR RANGE EACH YEAR.
THIS IS OUR OBLIGATION TO COVER HALF AND WE HAD A SCHEDULE PUT TOGETHER AND THAT'S WHY WE HAD A REMAP BUDGET, TO REMAP THE NEW AMBULANCE A YEAR AND REMAP A YEAR BUT WE JUST COULDN'T FIND ANY REMAPS, BUT THEY FOUND THIS ENTIRE UNIT, SO DECISION WAS MADE TO GO AHEAD AND GET IT.
ANY OTHER QUESTIONS? IF NOT, I'D LIKE FOR APPROVAL TO PAY HALF OF A NEW AMBULANCE, WHICH IS $152,463.
I FORGOT TO MENTION THAT THE BALANCE IS COMING OUT OF RPA FUNDS.
>> WE HAVE A MOTION TO APPROVE ITEM 19.
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSED, HEARING NONE, MOTION CARRIES.
ITEM 20, DISCUSSION ACTION AND CONSIDER BUDGET AMENDMENT

58 TO TRANSFER MONEY FROM 01910005169, BROADBAND TO 01910001572, LOCKHART EMERGENCY SERVICES FOR PARTIAL PAYMENT OF LOCKHART EMS AMBULANCE IN THE AMOUNT OF $67,463.THAT'S WHAT I JUST MENTIONED TO YOU.
>> I'D LIKE A MOTION TO APPROVE ITEM 20.
>>WE HAVE A MOTION TO APPROVE ITEM 20. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSED, HEARING NONE. MOTION CARRIES.
[21. Discussion/Action to consider the approval of REQ01647 for City of Lockhart EMS in the amount of $152,463.00.]
ITEM 21, DISCUSSION AND ACTION TO CONSIDER THE APPROVAL OF REQUISITION 01647 FOR CITY OF LOCKE REMS IN THE AMOUNT OF $152,463.AGAIN, JUST APPROVAL OF THE REQUISITION, COMMISSIONERS.
>> WE HAVE A MOTION TO APPROVE REQUISITION 01647. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSED, HEARING NONE, MOTION CARRIES.
[22. Discussion/Action to consider the approval of payment of invoice #11552 for City of Lockhart EMS in the amount of $152,463.00. ]
ITEM 22, DISCUSSION TO ACTUALLY CONSIDER THE APPROVAL OF PAYMENT OF INVOICE NUMBER 1152 FOR CITY OF LOCKE REMS IN THE AMOUNT OF $152,463.>> THAT'S OKAY. DO WE HAVE A MOTION TO APPROVE THE PAYMENT OF INVOICE NUMBER 11552?
>> WE HAVE A MOTION. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> OPPOSE, HEARING NONE. MOTION CARRIES.
>> THAT DOESN'T USUALLY HAPPEN,
[00:30:01]
BUT TO CUT THE CHECK TODAY, WE CANNOT [LAUGHTER].>> WE HAD TO SIGN BACKUPS FOR EACH ONE.
>> YEAH. [LAUGHTER] IT'S LIKE A BOOK REPORT, IT MAKES OUR LIFE REALLY BIG AND IMPORTANT.
[23. Discussion of the update of Black Ankle Rd. in the CDBG-DR Program Infrastructure Projects.]
DISCUSSION OF THE UPDATE OF BLACK ANKLE ROAD IN THE CDBG-DR PROGRAM INFRASTRUCTURE PROJECTS.>> THANK YOU, JUDGE, COMMISSIONERS.
AS WAS DECIDED AT THE LAST COMMISSIONERS COURT THERE WILL BE ON THE AGENDA OF ONGOING COMMISSIONER COURT MEETINGS, UPDATES ON THE STATUS OF THE BLACK ANKLE ROAD PROGRESS OF THE PROJECT.
FORTUNATELY, WEATHER IS LOOKING PRETTY GOOD FOR US AND WE HAD A MEETING WITH THE CONTRACTOR YESTERDAY AND WE FORESEE MORE ACTIVITY VISUALLY GOING ON OUT AT THE SITE.
FOR AN UPDATE, I'M GOING TO TURN THE PROGRAM OVER TO DAVID CLARK WHO'S WITH DULCET ENGINEERING.
HE'S OUR PROJECT ENGINEER ON THIS PROJECT.
>> JUDGE AND COMMISSIONERS, DAVID CLARK WITH DULCET.
I'M PROJECT MANAGER FOR DULCET, THE ENGINEER FOR THE COUNTY ON THIS PROJECT.
AS DENNIS MENTIONED, WE HAD OUR BIWEEKLY MEETING WITH CONTRACTOR AND PROJECT MANAGEMENT TEAM YESTERDAY.
MOVING FORWARD, WE'RE GOING TO MAKE SURE THAT WE HAVE THE COMMISSIONERS FOR EACH PRECINCT INVITED.
COMMISSIONER [INAUDIBLE] I APOLOGIZE, WE WEREN'T ABLE TO CONNECT, LOOK LIKE WE HAD SOME TECHNICAL ISSUES.
>> NO, I WAS ON THERE FOR THE SECOND HALF.
>> OKAY. UNDERSTOOD. MOVING FORWARD, WE'RE GOING TO MAKE SURE THAT YOU HAVE THE INVITES, BUT THEN WE'RE ALSO GOING TO ASSEMBLE MEETING MINUTES FROM EACH OF OUR MEETINGS TO COVER ALL THE ITEMS DISCUSSED.
DENNIS AND MYSELF ARE ALREADY TAKING A LOOK AT BIGGS AND WITTER, THE TWO REMAINING SITES BESIDES POLITICAL AND BLACK ANKLE ROAD, TO IDENTIFY AND MITIGATE ANY ISSUES.
SPECIFICALLY, THE ONES THAT HAVE TROUBLED THE PROJECT SO FAR, ARE UTILITY COORDINATION, WEATHER ISSUES AS WELL.
AS DENNIS MENTIONED, THE WEATHER OUTLOOK LOOKS VERY GOOD FOR BLACK ANKLE TO CONTINUE AND INCLUDE.
WE REQUESTED A SCHEDULE FROM WJC FOR THE BLACK ANKLE SITE.
ON THEIR CURRENT SCHEDULE, IT LOOKS LIKE THEIR FIRST POUR FOR THE BOX CULVERT IS THE FOUNDATION POUR IS SCHEDULED FOR NEXT TUESDAY, MAY 17TH.
FOLLOWING THAT HERE TIME, THE FINAL POUR, WHICH IS THE WALLS AND THE TOP OF THE BOX CULVERT IS SCHEDULED FOR THE FIRST WEEK OF JUNE.
WITHIN ANTICIPATED COMPLETION DATE AT BLACK ANKLE ROAD, IN THE FIRST WEEK OF JULY.
ALL OF THIS, OF COURSE, IS WEATHER PERMITTING.
MOST OF THE MATERIALS, BOTTLENECK ISSUES HAVE BEEN SORT AT THIS POINT.
CONTRACTOR HAS MATERIAL ORDERED IS ON-SITE RIGHT NOW LAYING UNDER ALIGNMENT FOR THE BOX CULVERTS INCLUDING SOME LARGE, SIZABLE ROCK.
ONE LESSON THAT WE LEARNED AT POLITICAL ROAD, CONTRACTOR HAD REBAR AND FORMS SETUP FOR THE FOUNDATION POUR, A BIG RAIN CAME THROUGH AND WASHED ALL OF THAT OUT CAUSING SIGNIFICANT DELAYS TO THE SITE AND BASICALLY TRYING TO WAIT FOR THE SITE TO DRY OUT WAS NOT PRACTICAL.
RATHER THAN JUST EXCAVATING OUT, LAYING THE BOX CULVERT UNDER ALIGNMENT AND GOING FORWARD, WE'RE ACTUALLY INSTALLING ADDITIONAL FOUR TO SIX INCH BULL ROCK OR LARGE ROCK RIP RAP TO BASICALLY GIVE THE CONTRACTOR THEIR EQUIPMENT AND MORE STABLE GROUNDS EVEN IF THERE IS SOME SLIGHTLY DAMP SITE CONDITIONS.
THESE ARE SOME OF THE MEASURES THAT THEY ARE IMPLEMENTING MOVING FORWARD FOR ALL FOUR SITES.
IT'S SOMETHING THAT WE DEFINITELY HAVE LEARNED THAT LESSON FROM POLITICAL ROAD.
MOVING FORWARD ON POLITICAL ROAD, CONTRACTOR WILL EXPEDITE THE PAVEMENT OF POLITICAL ROAD.
ORIGINALLY, THEY HAD PLANNED FOR TWO MOBILIZATIONS FOR THEIR PAVEMENT PORTION FOR ALL FOUR SITES.
WE'RE GOING TO GO AHEAD AND PAVE POLITICAL ROAD SEPARATE FROM BLACK ANKLE.
WE'RE GETTING DOWN ON THE SCHEDULE RIGHT NOW.
WE DON'T HAVE A DEFINITE DATE, BUT WE WILL HAVE THAT BY THE NEXT COMMISSIONERS COURT MEETING.
THAT WILL NOT INCUR ANY ADDITIONAL COST.
BREAKING THE TWO MOBILIZATIONS THAT THE CONTRACTOR HAD ANTICIPATED, THE SEPARATION OF THE TWO WILL INCUR ADDITIONAL MOBILIZATION COST AT BLACK ANKLE SINCE IT WAS NOT INCLUDED IN THE ORIGINAL BID, BUT MOVING FORWARD WITH BIGGS AND WITTER, WE SHOULD BE ABLE TO PAVE THE TWO IN ONE AS WELL.
>> I HAVE A QUICK QUESTION ON THAT.
>> I'M HAVING A HARD TIME UNDERSTANDING.
YOU'RE GOING TO MOBILIZE TWO CREWS SIMULTANEOUSLY TO PAVE THOSE TWO PROJECTS; IS THAT RIGHT?
>> NO, SIR. THE TWO PROJECTS WILL BE PAVED IN ONE EFFORT.
>> THE ORIGINAL PLAN WAS TO PAVE THEM BOTH AT THE SAME TIME; IS THAT CORRECT?
>> YOU WEREN'T GOING TO BE MOVING EQUIPMENT FROM ONE SIDE TO THE NEXT.
[00:35:03]
YOU'RE GOING TO HAVE EQUIPMENT BOTH SIDES OR WERE YOU STILL GOING TO PAVE POLITICAL ROAD AND THEN GO STRAIGHT TO BLACK ANKLE?>> PAVE ONE SITE AND THEN MOVE TO THE NEXT SITE, BUT IN TERMS OF SCHEDULING THE EQUIPMENT AND MATERIAL FOR THAT PAVEMENT, IT WAS CONSIDERED ONE MOBILIZATION.
>> OKAY. I GUESS THAT'S WHAT I'M HAVING A HARD TIME GETTING MY HEAD AROUND.
YOU'RE GOING TO LOAD THE EQUIPMENT UP, TAKE IT TO THE SITE, PAVE IT, LOAD THE EQUIPMENT UP, TAKE IT TO THE SITE, PAVE IT IN EITHER SCENARIO?
>> I CAN'T UNDERSTAND WHY WE'RE HAVING A SECOND MOBILIZATION FEE.
>> UNDERSTOOD. I WILL GET CLARIFICATION FROM THE CONTRACTOR.
I BELIEVE IT'S TIED TO BASICALLY SCHEDULING THE EQUIPMENT AND PERSONNEL FOR EITHER A ONE OR A TWO-DAY ACTIVITY, AS OPPOSED TO SCHEDULING ONE SITE, COMPLETING THAT, WAITING SEVERAL MONTHS, SCHEDULING FOR THE NEXT SITE, WAITING SEVERAL MONTHS.
>> IF YOU CAN GIVE ME THAT BECAUSE IT JUST SEEMS LIKE IT'S THE SAME AMOUNT OF EFFORT AND I CAN'T UNDERSTAND WHY IT'S GOING TO COST MORE.
>> DAVID, PUSH TO GET THAT DONE SOONER THAN LATER ON POLITICAL ROAD BECAUSE THAT TOPPING IS STILL VULNERABLE TO THE FLOOD.
IF SOMETHING COMES ALONG IT CAN PULL THAT BASE OUT OF THERE.
>> I AGREE WITH THE JUDGE ABOUT THE SECOND FEE.
LET'S SAY YOU GOT ONE DONE AND WE GOT A TORRENTIAL RAIN FOR TWO WEEKS AND YOU COULDN'T GET TO THE OTHER ONE ANYWAY.
I DON'T AGREE WITH US BEING CHARGED EXTRA FOR THAT.
>> ESPECIALLY WITH ALL THE OTHER CIRCUMSTANCES.
>> IT JUST FEELS TO ME LIKE IT'S THE SAME AMOUNT OF EFFORT.
I UNDERSTAND THAT FROM BEGINNING THOUGH NOW THE COST OF MATERIALS GONE UP, BUT I'M IN CONSTRUCTION TOO, I SUFFER THROUGH THAT EVERY DAY.
>> UNDERSTOOD THAT. THAT'S WHY THE COUNTY HAS A CONTRACT WITH CONTRACTORS.
>> YEAH. I WOULD NEED SOME MUCH BETTER CLARIFICATION OF WHY BECAUSE THE SAME AMOUNT MOBILIZE AND PERSONNEL EQUIPMENT, THE WORKPLACE, LOAD THEM UP, TAKE THEM IN THE NEXT PLACE, WHETHER THAT HAPPENS THE NEXT DAY OR 10 DAYS FROM NOW.
THE ONLY GATHERED THING IS THAT THEY'RE GOING TO HAUL IT AWAY AND THEN HAUL IT BACK.
I CAN SEE THAT, BUT THAT'S NOT OUR FAULT.
WE DIDN'T CREATE THIS SCENARIO.
>> I KNOW LAST TIME WE TALKED ABOUT IN ADDITION TO THE COMMISSIONER FROM EACH PRECINCT BEING ON THE UPDATE CALLS FOR WHATEVER PROJECT IS COMMENCED.
I KNOW WE ALSO DISCUSSED HAVING THE WORK SCHEDULE FROM WJC PRESENTED, I BELIEVE, TO THE JUDGE'S OFFICE SO HE COULD DISSEMINATE IT TO THE REST OF THE COURT.
I KNOW THAT WAS SUPPOSED TO BE GIVEN SOMETIME LAST WEEK.
I DON'T THINK ANYBODY HAS THAT BECAUSE I HAVE JUST JOTTED DOWN SOME NOTES WHEN YOU WERE SPEAKING ABOUT THE FIRST POINT AND WHATNOT.
SO IS THAT SOMETHING THAT CAN BE SHARED AT THIS POINT?
>> I RECEIVED A SYNOPSIS EMAIL ON WHAT WAS DISCUSSED IN THE LAST COMMISSIONER'S COURT MEETING AND I WOULD APPRECIATE AT LEAST THE SCHEDULE JUST AS WE HAVE SOME IDEA OF WHAT IS BEING PROPOSED FROM A TIMELINE STANDPOINT, BECAUSE THAT IS WHAT MOST RESIDENTS ARE INTERESTED IN, IS THE TIMELINE.
>> JUST TO GET IT ON THE RECORD, WE'RE VERY MUCH UP AGAINST THE WALL ON A TIME-FRAME, AND I THINK YOU ALL KNOW THIS, BUT I JUST WANT TO GET IT ON THE RECORD.
WE HAVE TO BE DONE BY NOVEMBER, THERE'S NO MORE OPPORTUNITY FOR EXTENSION.
THEY HAVE ABSOLUTELY GOT TO BE COMPLETE AND INSPECTED AND DONE BY NOVEMBER.
>>YES SIR. UNDERSTOOD. WJC HAS PROVIDED A SCHEDULE FOR BLACK ANKLE SITE.
THEY SAID THAT TO ME FRIDAY, SO I'LL MAKE SURE TO FORWARD THAT ABOUT THE DENTIST DONALD AND ALSO OUR JUDGE COMMISSIONERS COURT.
>> IS IT A GANTT CHART. IS THAT WHAT THEY'RE GOING TO SEND US?
>> WHEN DO YOU ANTICIPATE GANTT CHARTS FOR THE LAST FEW PROJECTS?
>> WE'LL REQUEST THOSE FROM WJC AND HOPEFULLY GET THOSE BY NEXT COMMISSIONERS COURT MEETING WITH BLACK ANKLE SOLIDIFIED ON THEIR SCHEDULE, THEY SHOULD BE ABLE TO PROJECT OUT FOR WINTER AND BEGS DEPENDING ON ANY OTHER ISSUE.
>> OKAY. VERY GOOD. THANK YOU.
>> LIKE I SAID, I WAS ON THE UPDATE CALL YESTERDAY SO I DON'T HAVE ANY ADDITIONAL QUESTIONS THAT I HAVEN'T ALREADY HAD ANSWERED OR DISCUSSED WITH DENNIS YESTERDAY.
[24. Discussion/Action to consider variance/exemption to 50' road frontage per tact for family land grant to son and daughter. ]
DISCUSSION AND ACTION AND CONSIDER VARIANCE EXEMPTION THAT 50 FOOT ROAD FRONTAGE PER TRACK FOR FAMILY LAND GRANT TO THE SON AND DAUGHTER, COMMISSIONER SHELTON AND LINDA HINKLE.>> YES. MR. HESS AND HIS FAMILY, HIS SON, HIS DAUGHTERS HERE, IF THEY WANT TO STEP UP TO THE PODIUM AS WELL, AND HIS WIFE WAS HERE AS WELL.
THEY HAVE A TRACK OF LAND, YOU'LL SEE IN YOUR BACK OFF THAT CONSIST OF 58 ACRES.
[00:40:03]
BUT THE SON AND DAUGHTER WOULD LIKE TO BUILD A HOUSE OUT ON THESE TRACKS LAND AND START SETTLING IN THEM.THE PARCEL ONLY HAS 58 FEET OF ROAD FRONTAGE.
THEY WOULD LIKE TO CREATE A JOINT USE ACCESS AND THEY'LL DO THEIR MAINTENANCE AGREEMENT SO THAT THEY CAN BOTH GET OUT THERE AND BUILD A HOUSE AND THE BACKUP.
YOU'LL SEE A PICTURE OF THE TRACK LAND AND WHERE THE END OF THE COUNTY ROAD IS, AND THAT'S THE CLEARANCE THEY HAVE TO THE WHOLE TRACK.
IT'S BEEN THAT WAY FOREVER IN 30 YEARS.
THEY'RE JUST WANTING TO BE ABLE TO, AND I'M GOING TO CALL THEM YOUR KIDS, BECAUSE THAT'S WHAT THEY ARE, TO GO OUT THERE AND ESTABLISH THEIR HOMESTEADS AND LIVE OUT ON THE PROPERTY THAT THEY'RE EVENTUALLY GOING TO GET IN THE TRUST.
>> I DON'T SEE A PROBLEM WITH THIS.
I THINK IT'S A FAMILY TRANSACTION AND I THINK PROTECTIONS ARE IN PLACE TO AVOID FUTURE SITUATIONS WHERE MIGHT GET SOLD OFF TO A NON-FAMILY MEMBER.
>> GO AHEAD, COMMISSIONER. I WAS GOING TO ASK FOR REMORSE.
>> I'M GOING TO MAKE A MOTION FOR THE VARIANCE EXEMPTION TO THE 50 FOOT ROAD TRIP FRONTAGE PER TRACK FOR A FAMILY MAIN GRANT BRANCH TO THE SON AND DAUGHTER OF MR. AND MRS. HARRIS.
>> WE HAVE A MOTION. DO WE HAVE A SECOND?
>> WE HAVE A MOTION AND A SECOND.
>> POST HEARING NONE, MOTION CARRIES. THANK YOU.
