DISCUSSION ACTION THAT COVERS THE MAY 24, 2022 PRIMARY RUNOFF ELECTION.

THANK YOU FOR COMING IN TODAY FOR THIS SPECIAL COMMISSIONERS COURT, I APPRECIATE YOU DOING THAT.

I KNOW YOU HAVE LOTS OF THINGS TO DO AND I APPRECIATE YOU COMING IN.

WE HAD A FAIR TURNOUT FOR THE RUNOFF, NOT WHAT WE WOULD HAVE LIKED TO HAVE SEEN.

WE HAD A TOTAL OF 1,762 REPUBLICAN VOTERS THAT ACTUALLY CAME IN TO VOTE.

WE HAD 566 DEMOCRAT VOTERS THAT CAME IN FOR BOTH ELECTIONS, WHETHER IT BE BALLOT BY MAIL, EARLY VOTING, OR ELECTION DAY.

WE ACTUALLY HAD MORE PEOPLE COME IN FOR ELECTION DAY THAN WE DID EARLY VOTING.

THIS ELECTION, WHICH WAS REALLY SURPRISING TO THE OFFICE BECAUSE THAT'S NOT NORMALLY HOW THAT COMES IN.

I'M GOING TO READ THROUGH THESE.

I WANT YOU TO KNOW THAT ALL 24 COUNTIES WERE COUNTED.

OUR MANUAL COUNT WAS CORRECT, IT WENT THROUGH.

WE HAD ZERO ISSUES WITH THIS ELECTION ALONG WITH THE MAY 7TH, ELECTIONS.

WE WERE EXCITED TO FINALLY GET IN THE GROOVE AND FIGURE OUT WHAT WE'RE ACTUALLY DOING.

THAT WAS GREAT.

SO FAR FOR NOVEMBER, IT LOOKS LIKE WE'RE GOING TO HAVE FIVE CONTRACTS RUNNING SO FAR FOR EXTRA ELECTIONS THAT ARE COMING THROUGH.

WHEN WOULD BE IN THE MAXWELL, THE ONE THAT WE WILL DO FOR FREE FOR MAXWELL DUE TO AN ISSUE THAT THEY HAD IN 2020.

WE'LL ALSO DO A BOND ISSUE FOR MARTIN DALE WE'LL HAVE THE LOCKHART CITY ELECTIONS, AS WELL AS THE LOCKHART SCHOOL DISTRICT ELECTIONS, AS WELL AS ANOTHER UTILITY DISTRICT THAT WE SEE COMING IN.

WE'LL HAVE A BIG ELECTION IN NOVEMBER.

WE WILL BE OUT HUNTING FOR VOLUNTEERS TO WORK THAT.

RIGHT NOW WE ARE NOT MEETING THE STATE LAW WITH POLLING PLACES, SO WE'RE GOING TO HAVE TO INCREASE THESE POLLING PLACES WHERE WE HAVE TWO PRECINCTS THAT ARE IN THE SAME POLLING PLACE, 306 AND 400.

WE CAN'T DO THAT ANY LONGER, IT'S AGAINST THE LAW TO DO THAT SO WE WILL BE HAVING TO FIND OTHER PLACES FOR 306 TO GO.

WE'RE POUNDING THE PAVEMENT LOOKING FOR PLACES SO AS YOU GUYS ARE OUT AND LOOKING IN YOUR AREAS, JOE, I KNOW FOUR IS A BIG THING AND I'M LOOKING FOR PLACES IN FORT BARBARA FOR YOU, FOR TWO, SOME OF YOUR AREA IS IN TWO.

WE HAVE PLENTY OF PLACES FOR YOU.

[LAUGHTER] COMMISSIONER WESTMORELAND, YOU HAVE A PLETHORA OF PLACES BUT WE'LL BE LOOKING AT [INAUDIBLE] FOR YOU TOO, WE'RE GOING TO BE LOOKING FOR SOME 300 WHICH IS OVER WHERE THE [INAUDIBLE] IS, I'M LOOKING FOR SOMEPLACE OVER IN THAT AREA.

I CAN'T HAVE MORE THAN ONE POLLING PLACE PER ELECTION PRECINCT, SO THAT'S AN ISSUE UNTIL WE GET READY TO GO TO COUNTYWIDE VOTING AND WE WILL BE APPLYING FOR THAT AGAIN, IN LIGHT THIS YEAR FOR 2023.

WE ARE GOING TO DO A SURVEY FOR THAT AND AT THE NOVEMBER POLLING, WE'LL HAVE A SURVEY FOR PEOPLE TO FILL OUT AND TALK TO, THAT THEY CAN PUT IN WHETHER THEY THINK THAT'S A GOOD IDEA, AND THEN WE'LL BE GOING AROUND THE COUNTY WITH YOUR PERMISSION TO HOLD SOME PUBLIC HEARINGS AND GET SOME FEEDBACK ON THAT.

BUT WE WANT TO GO TO THOSE PLACES TO GET THAT FEEDBACK INSTEAD OF HAVING THEM COME HERE TO DO THAT, BUT WE WILL GET WITH YOU, JUDGE AND THE COMMISSIONERS TO FIGURE OUT IF YOU GUYS CAN BE PRESENT FOR THOSE, AND WHEN WE DO THOSE, JUST PUT THAT IN YOUR MIND THAT WE'RE GOING TO BE ASKING YOU TO DO THAT AND HELP US TO DO WHAT WE NEED TO DO TO GET THE VOTERS IN TO VOTE.

ALTHOUGH I DO HAVE PERMISSION FROM THE SECRETARY OF STATE TO DO THE PUPPET POLLING PLACES, ONLY WE'RE GOING TO CALL THEM ROLLING POLLING PLACES, TO BE ABLE TO COVER SOME OF THAT DURING EARLY VOTING.

WE'LL HAVE SEVERAL TEAMS SET OUT THAT WILL DO TWO DAYS IN MARTIN DALE,

BECAUSE WE FOUND OUT THAT EARLY VOTING IN MARTIN DALE OVER TWO DAYS WAS A WASTE OF OUR RESOURCES AND WE GAVE IT THREE ELECTIONS TO SEE WHAT WOULD HAPPEN THERE, SO THAT'LL BE A TWO DAY.

WE'LL DO A LITTLE SPRINGS THAT TWO-TODAY, WE'LL DO A [INAUDIBLE] THAT TWO-TODAY, WE'LL DO A [INAUDIBLE] WE'LL ROW THOSE OUT FOR TWO DAYS AND WE CAN GET AWAY WITH SOME OF THAT.

IT LOOKS LIKE WE'RE PROBABLY GOING TO END UP HAVING BETWEEN 18 AND 22 INSTEAD OF THE 24.

WE'LL SEE HOW THAT WORKS AND HOW THAT COMES OUT.

WE HAVE ENOUGH EQUIPMENT TO DO THAT, THE JUDGE WILL SEE DURING BUDGET HEARINGS OUR BUDGET MEETINGS WITH THAT, BUT WE DO HAVE MOSTLY WHAT WE NEED.

IT'S JUST FINDING THE VOLUNTEERS TO WORK THEM THAT IS GOING TO BE THE ISSUE SO WE'LL BE OFFERING LOTS AND LOTS OF ELECTION OFFICIAL TRAINING AS WELL AS GOING TO THE SCHOOLS.

WE HAVE MEETINGS WITH ALL THE SUPERINTENDENTS IN CALDWELL COUNTY TO TALK TO THEM ABOUT GOING TO THE SCHOOL AND GETTING STUDENTS TO WORK ON ELECTION DAY THAT THEY GET CREDIT FOR STUDENT ELECTION WORKERS. [OVERLAPPING]

WE EVEN THOUGHT ABOUT THE BANK, IF THE BANK WOULD LET US DO THAT AND SOME OF THOSE PLACES, CHURCHES, ARE EXCELLENT FOR THAT.

WE DO NOT WANT TO DO SCHOOLS AND THE REASON WE DON'T WANT TO DO SCHOOLS IS BECAUSE EVERYONE GETS TO VOTE AND WE HAVE PEDOPHILES IN VETERAN CALDWELL COUNTY AND THOSE PEOPLE GET TO VOTE AND THEY ARE NOT SUPPOSED TO BE ON SCHOOL GROUNDS BUT WE CANNOT DENY THEM THE RIGHT TO VOTE.

FOR SAFETY FOR OUR KIDS AND FOR THE OTHER THINGS THAT ARE GOING ON IN OUR STATE RIGHT NOW, WE JUST DON'T FEEL LIKE SCHOOLS ARE A GOOD PLACE TO DO THAT.

BUT AT THE UTILITY BUILDING, ANY PLACE LIKE THAT IS GOOD FOR US.

SOME PLACES WE HAVE TO WATCH BECAUSE THEY'RE JUST TOO EXPENSIVE, SO IF WE CAN TALK THOSE PEOPLE INTO GIVING US A BREAK OR EVEN DOING IT FOR FREE FOR JUST ONE DAY, THAT WOULD BE A GOOD THING BECAUSE MARTIN DALE CHARGES US $250-$500 A DAY.

WE'VE STARTED OUT AT 500 WE'RE DOWN TO 250, WE KEEP NEGOTIATING DOWN TO THOSE BUT THOSE ARE THE KINDS OF PLACES WE'RE LOOKING. COMMISSIONER SHELTON.
