THE BOY SCOUTS DOES THIS, AND IT IS JUST A FANTASTIC, VERY TOUCHING EVENT, AS WELL AS THE MCMAHON COMMUNITY WILL BE HAVING THEIR JULY 4TH CELEBRATION ON JULY 2ND.

ON SATURDAY.

THEY'RE GOING TO HAVE A PARADE STARTING AT 5:00 PM AND THEN THEY'RE GOING TO HAVE A FIREWORKS DISPLAY.

IT IS A FABULOUS FIREWORKS DISPLAY AND THERE'LL BE FOOD AND DRINKS AVAILABLE.

AND IT'S JUST TO HELP THE MCMAHON FIRE DEPARTMENT AND THE COMMUNITY CENTER RAISE FUNDS. AND A LOT OF THIS IS DONATED BY WIZARD HALL.

SO THEY'RE A VERY BIG CONTRIBUTOR TO HELPING THAT COMMUNITY STAY ALIVE.

I BELIEVE IT WAS AT LAST COMMISSIONERS COURT MEETING YOU ALL TABLE TAKING ACTION ON A GRANT REQUEST, DONATION REQUEST FROM THE CARTES PROGRAM, BECAUSE WE WERE GOING TO LOOK AT THE POSSIBILITY OF SEEING IF THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION COULD TAKE AND TAKE CARE OF THAT GRANT.

LAST THURSDAY, THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION BOARD MET AND WE AMENDED OUR BYLAWS TO OPEN UP THE ELIGIBILITY FOR GRANTS TO MORE THAN JUST 500 183 ORGANIZATIONS. WE OPENED IT UP TO INCLUDE SEE FOUR, SIX, EIGHT, TEN, 12 AND 19 TAX GROUPS AS WELL AS STATE AND LOCAL GOVERNMENT BODIES.

SO OUR FOUNDATION IS NOW ELIGIBLE TO CONSIDER FUNDING THE CARTES DONATION REQUEST THAT YOU RECEIVE. SO I WOULD SUGGEST AT YOUR NEXT COMMISSIONERS COURT MEETING, YOU PUT BACK ON THE AGENDA THAT ITEM AND THAT YOU DENY FUNDING IT AND WE'LL TAKE CARE OF IT THROUGH THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION.

ALSO, I WANT TO REPORT TO YOU ABOUT OUR TIRE ONLY COLLECTION EVENT THAT WE CONDUCTED IN MAXWELL THIS LAST SATURDAY.

YOU KNOW, WE HAD A DELAY IN GETTING OUR CONTRACTS APPROVED FROM THE TCU.

WE FINALLY GOT THOSE LIKE EIGHT DAYS BEFORE THE EVENT WAS TO HAPPEN.

A LOT OF LOGISTICAL WORK HAD ALREADY TAKEN PLACE.

WE HAD TO LINE UP WORKER VOLUNTEERS.

WE HAD TO CONTRACT WITH RELIANT TIRE DISPOSAL COMPANY OUT OF BURN IT TO GET FOUR SEMI-TRUCK TRAILERS DELIVERED.

AND SO WE WERE ABLE TO DO THAT.

BEAR WITH ME, BECAUSE IT WAS A SUCCESSFUL EVENT.

AND I DO WANT TO RECOGNIZE SOME SOME FOLKS FOR THEIR CONTRIBUTIONS.

KEEP IN MIND, LAST SATURDAY, IT WAS 105 DEGREES OUTSIDE AT THE TOWER EVENT.

AND I WANT TO THANK THE FOLLOWING GROUPS AND ORGANIZATIONS.

THE CALDWELL COUNTY ENVIRONMENTAL ENFORCEMENT UNIT HAD FIVE VOLUNTEERS THERE NEAL, ALBERTO, TONI, JAMES AND LISA.

SOME OF THEM ARE STATIONED OVER HERE.

THEY DON'T LOOK TOO HAGGARD FOR THE DAY THAT WE PUT IN OUT THERE.

UNIT ROAD PROVIDED MIKE CHEATHAM AND A LOADER AND A BUCKET TO HELP LOAD UP LOAD THE TIRES. HAYS COUNTY PROVIDED 11 VOLUNTEERS AND THAT WAS COORDINATED BY THE HAYS COUNTY GRANTS DEPARTMENT. LINDSEY MCALOON AND AND SIMON CAPRI.

PEGASUS SCHOOLS SENT 14 VOLUNTEER WORKERS.

THEY SENT A CREW OF SIX.

AND BECAUSE OF THE DEMAND THAT WE HAD, THEY CALL IT A SECOND CREW IN AND HAD 14 WORKERS.

ALSO, THE EMERGENCY MANAGEMENT OFFICE PROVIDED FANS AND A GENERATOR SO THAT WE COULD PUT THOSE FANS INSIDE THOSE TRACTOR TRAILER RIGS TO MAKE IT SOMEWHAT BEARABLE TO LOAD TIRES. I'M HAPPY TO ANNOUNCE THAT ALL FOUR TRACTOR TRAILERS WERE FILLED BY 2 P.M.

AND WE COLLECTED MORE THAN 2000 TIRES SATURDAY.

THE VALUE OF THAT, IN MY EYES, IS EVERY TIRE WE COLLECTED IS ONE LAST TIRE THAT'S GOING TO END UP ON THE SIDE OF THE ROAD OR IN A CREEK BED OR THE RIVER.

AND I DO APPRECIATE THE PARTICIPATION OF OUR RESIDENTS IN HAYS AND CALDWELL COUNTY.

WE HAD 116 INDIVIDUAL DONORS FROM CALDWELL COUNTY 19 FROM HAYS COUNTY.

AND I'VE GOT TO TELL YOU, WE HAD ONE YOUNG MAN DROVE ALL THE WAY FROM VIEW TO TURN IN ONE TIRE, HAD IT IN HIS BACK SEAT OF HIS CAR, BUT HE WAS JUST ECOLOGICALLY AND ENVIRONMENTALLY MINDED AND SAID, I JUST WANTED TO GET RID OF MY TIRE IN A SAFE AND A SAFE MANNER. BUT WE COLLECTED MORE THAN 2000 TIRES.

RELIANT TIRE WILL NOTIFY US A LITTLE BIT LATER ON WITH THE EXACT COUNT, BUT IT WAS AN INCREDIBLE DAY TO COLLECT THAT MANY TIRES.

SO, YOU KNOW, THERE WAS REALLY A BIG STRUGGLE THERE.

SO WE IMPLEMENTED THIS PROGRAM.

ON SECOND PAGE, TRAVIS COUNTY FIRE RESCUE IS ACTUALLY A CONSORTIUM OF TRAVIS COUNTY EMERGENCY SERVICE. DISTRICT NUMBER 11, TRAVIS COUNTY EMERGENCY SERVICE DISTRICT NUMBER 15. AND CALDWELL HAYS, EAST ONE OPERATING IS ONE COLLECTIVE FIRE DEPARTMENT.

THE MAP THAT YOU SEE SHOWS THAT WE COVER PORTIONS OF A SMALL PORTION OF HAYS COUNTY, A LARGER PORTION OF CALDWELL COUNTY, AND OBVIOUSLY THE SOUTHEAST SECTION OF TRAVIS COUNTY. BUT WE OPERATE AS ONE ORGANIZATION.

CURRENTLY THERE ARE TWO FIRE STATIONS OPERATING IN CALDWELL, SD ONE WITH PLANS FOR A THIRD AS QUICKLY AS WE CAN POSSIBLY GET THE LAND AND GET IT BUILT.

WE ARE IN THE PROCESS OF ADOPTING A FIRE CODE FOR BOTH CALDWELL HAYS, SD ONE AND TRAVIS COUNTY, SD 15 TO COVER THE WHOLE SERVICE AREA.

AND THE QUESTION IS WHY NOW? AND THE COMPLEXITY AND THE DEVELOPMENT THAT WE'RE SEEING, WE HAVE A COUPLE OF PROBLEMS. WE USED TO JUST GET A METAL BUILDING.

NOW WE'VE GOT MULTIFAMILY DWELLINGS.

CURRENTLY THERE IS NO FIRE CODE WITHIN THE TRAVIS COUNTY SORRY, CALDWELL COUNTY SECTION, BUT THERE'S THE 2018 VERSION OF THE FIRE CODE IN OUR HAYS COUNTY SECTION, THERE'S THE 2015 FIRE CODE AND OUR TRAVIS COUNTY SECTION.

SO AS A SERVICE AREA, WE REALLY KIND OF HAVE THIS HODGEPODGE OF CODE ENFORCEMENT.

IN SOME PLACES IT EXISTS.

IN SOME PLACES IT DOESN'T.

OUR GOAL IS TO HAVE ONE AREA OF FIRE CODE TO ADAPT TO THE AVAILABLE INFRASTRUCTURE AND PROVIDE ALTERNATIVE MEANS OF COMPLIANCE TO TO DEVELOPERS.

THIS HAS NOTHING TO DO WITH RESIDENTIAL DEVELOPMENT AND THEN ALSO TO ADDRESS THE COMPLEXITIES OF THE BUILDINGS THAT ARE CURRENTLY BEING BUILT.

AND JUST FROM AN INTEREST STANDPOINT, WHEN YOU'RE LOOKING AT THAT MAP, YOU SEE THESE AREAS LIKE I CALL ONE OUT A CC 1105.

THAT'S WHAT WE WOULD REFER TO AS A RESPONSE AREA POLYGON.

WE MEASURE THE NUMBER OF CALLS AND WHAT OUR RESPONSE TIMES ARE IN EACH OF THOSE POLYGONS, AND THAT HELPS US PLAN FOR FUTURE STATION PLACEMENT AND WHERE WE'RE NOT MEETING OUR RESPONSE TIME GOALS.

IF WE SLIDE TO THE NEXT PAGE, WHICH IS FOUR ON THE LEFT HAND SIDE, I DEMONSTRATE WHAT THE CURRENT STATE IS.

I KNOW THAT HAYS COUNTY AND BOTH TRAVIS COUNTY ARE ARE PROBABLY NOT AT THE SAME TIME, BUT THEY WILL BE MOVING TO THE 2021 CODE.

AND SO OUR FUTURE STATE, AS WE SEE IT AT SOME TIME IN THE NEAR FUTURE WOULD BE THE 2021 CODE IN ALL OF OUR SERVICE AREA.

THE PAGE FIVE IS IS THE DUTIES AND POWERS OF THE EMERGENCY SERVICE DISTRICT BOARD TO ADOPT A FIRE CODE. OR JUST YOUR REFERENCE? I WILL SAY THAT IN OUR CASE IN THE TRAVIS COUNTY SIDE AND ON THE HAYS COUNTY SIDE, WE CAN'T CONFLICT WITH THE COUNTY FIRE CODE.

SO WE CAN BE MORE STRINGENT, BUT WE CAN'T CONFLICT WITH BECAUSE IN A FIRE CODE THAT'S ALREADY BEEN ADOPTED THERE.

AND THEN LASTLY, ON SLIDE SIX, THIS WOULD GO INTO EFFECT ON OCTOBER ONE.

IT WOULD NOT IMPACT ANYBODY CURRENTLY UNDER DEVELOPMENT.

IT WOULD BE FOR EVERYBODY PULLING A PERMIT AFTER THAT TIME.

DOESN'T IMPACT SINGLE FAMILY DWELLINGS.

IT WOULD HAVE AN IMPACT ON MULTIFAMILY DWELLING AND COMMERCIAL DEVELOPMENT.

THIS WILL BE AN ONLINE SUBMITTAL AND REVIEW AND THE FEE STRUCTURES ARE CURRENTLY BEING DETERMINED. OUR GOAL WAS TO SPLIT SOMEWHERE BETWEEN WHAT TRAVIS COUNTY AND HAYS COUNTY IS TO JUST HAVE KIND OF A A NOMINAL FEE.

YES. FROM FROM THE COUNTY STANDPOINT, WE'VE LOOKED AT ADOPTING CERTAIN SECTIONS OF THE FIRE CODE, MAYBE RELATED TO SAFE ACCESS TO FOR EMERGENCY VEHICLES.

THAT THAT'S BEEN SOMETHING WE'VE LOOKED AT.

AND THEN ALSO RV, MOBILE HOME PARKS, TRYING TO GET THE AUTHORITY TO ADDRESS SEPARATION OF STRUCTURES AND THOSE KIND OF THINGS.

THERE'S BEEN I RECALL DURING THOSE MEETINGS, WE'VE HAD SOME FROM LEGAL ADVICE DURING THOSE THAT THERE WAS SOME CONCERNS THAT IF IF IT WERE APPLIED THE WHOLE FIRE CODE TO THE COUNTY, THAT THAT IT WOULD IMPOSE ADDITIONAL COST ON US RELATED TO REVIEW OF DEVELOPMENT APPLICATIONS FROM THE STANDPOINT OF NEEDING TO REVIEW UNDER THESE THE 2021 FIRE CODE AND WHAT THAT ENTAILED. WE WOULD ALSO NEED TO CONTRACT WITH A FIRE MARSHAL TO PROVIDE INSPECTIONS AND THOSE TYPES OF SERVICES.

SO IF YOU GUYS MOVE FORWARD WITH THIS ADOPTION IN YOUR AREA WITHIN CALDWELL COUNTY, WHAT WHAT WOULD BE THE REQUIREMENTS FOR US, THE CALDWELL COUNTY AS FAR AS MOVING FORWARD WITH OUR DEVELOPMENT REVIEW, OUR INSPECTIONS? AND THEN HOW WOULD THAT CHANGE? I GUESS COST RELATED TO THESE.

I COME TODAY AND I WANT TO BUILD A 5000 SQUARE FOOT OFFICE SOMEWHERE NORTH OF LOCKHART. I WOULD GO THROUGH THE COUNTY'S TYPICAL DEVELOPMENT PERMITTING PROCESS.

WE HAVE A COMMERCIAL DEVELOPMENT PERMIT WHERE WE REVIEW DRAINAGE AND THINGS LIKE THAT. YES, SIR. SO ALL OF THAT STAYS THE SAME.

AND AND THE ONLY DIFFERENCE WOULD BE, LET'S SAY THAT THE SAME THING OCCURRED ON OCTOBER THE FIRST, THEN THAT SAME PERSON WOULD HAVE TO GO THROUGH THAT SAME PROCESS, BUT THEY WOULD ALSO HAVE TO SUBMIT THE PLANS TO US FOR REVIEW AND AND DETERMINATION.

DOES THIS REQUIRE SPRINKLERS? WILL IT HAVE ADEQUATE RADIUS FOR ENTRY AND EXIT? ARE THE WIDTHS OF THE STREETS, FIRE LANES, HYDRANT LOCATIONS? WHAT ARE THE FIRE FLOW REQUIREMENTS? WE WOULD THEN COMMUNICATE THAT BACK TO THAT PERSON AND THEN THEY WOULD HAVE TO COMPLY WITH THAT. IN AN IDEAL SEARCH CIRCUMSTANCE.

Y'ALL WOULDN'T SIGN OFF UNTIL WE SIGNED OFF AND WE WOULDN'T SIGN OFF UNTIL YOU ALL SIGNED OFF. AND THAT RELATIONSHIP WOULD EXIST IN ALL THREE COUNTIES.

SO UNDER THE FIRE CODE, WOULD THERE BE AN EXPECTATION WITHIN THESE AREAS REGARDING FIRE HYDRANTS SPRINKLING, THOSE KIND OF THINGS? YOU KNOW, A LOT OF AREAS, THE AREA IS OCCUPIED BY RURAL WATER SYSTEMS. YOU MIGHT HAVE A 2 TO 4 INCH LINE OUT THERE PROVIDING DOMESTIC WATER SERVICE.

YES. SO ONE OF THE MAIN ISSUES THAT WE WANT TO ADDRESS IS IF YOU LOOK AT THE FIRE CODE, JUST AS PRESCRIPTIVE, I THINK THAT IS I THINK IT'S BAD PUBLIC POLICY.

I THINK YOU HAVE TO LOOK AT WHAT ARE THE ALTERNATIVE MEANS OF COMPLIANCE.

IT IS UNREALISTIC TO HAVE SOMEBODY BRING IN.

WELL, LET ME GIVE YOU THIS.

IF I BUILD ONE SQUARE FOOT OF A BUILDING, THE FIRE CODE REQUIREMENT AS IT SITS TODAY IS 1500 GALLONS OF WATER A MINUTE.

THAT IS UNREALISTIC INTO THE COUNTY.

SO DO WE STOP DEVELOPMENT? THAT DOESN'T MAKE SENSE TO ME.

AND THEN THERE'S SOME RISK ISSUES TO THAT.

SO IN LIEU OF THAT, IN A BUILDING THAT WOULDN'T OTHERWISE NEED TO HAVE SPRINKLERS, DOES IT NOT MAKE SENSE TO SPEND 15 GRAND TO PUT A SPRINKLER SYSTEM IN OR EVEN 20 GRAND TO PUT A SPRINKLER SYSTEM IN? OR DO I MAKE THEM BUILD AN $80,000 TANK THAT I'M PROBABLY NOT GOING TO USE ANYWAY? THAT SEEMS TO ME TO BE MAKING MORE SENSE TO WHAT IS OUR WHAT IS OUR END OBJECTIVE HERE? I DON'T WANT THESE PEOPLE TO SPEND ANY MORE MONEY.

AND I'LL GIVE YOU THE PROBLEM IN TRAVIS COUNTY AND TRAVIS COUNTY, BECAUSE WE HAVE THE SAME PROBLEM.

WE DON'T HAVE THE INFRASTRUCTURE, THE WATER INFRASTRUCTURE.

SO THE COUNTY FIRE MARSHAL, INDEPENDENT OF THE FIRE DEPARTMENT, HAS MADE THE DECISION WE'RE GOING TO MAKE YOU PUT THESE TANKS UP.

WELL, THAT'S AN $80,000 INVESTMENT.

I CAN PUT A 13 D SPRINKLER SYSTEM IN TODAY.

IN THE LAST ONE WE PUT INTO ONE OF OUR FIRE STATIONS WAS 15,000.

NOW IT'S CLOSER TO 25.

BUT THAT SEEMS TO ME TO BE A SAVINGS.

OUR GOAL IS, IS REALLY WE DON'T WANT ANYBODY TO DIE IN THAT BUILDING.

WE WANT EARLY NOTIFICATION.

WE WANT EARLY WATER ON THE FIRE, AND WE WANT TO KEEP IT ON THE TAX ROLLS IF WE'RE ALL BEING HONEST WITH ONE ANOTHER.

LOCKHART IT'S NOT IDEAL, BUT THERE'S REALLY NOT A GOOD SOLUTION.

THE FIRST CLEANUP EVENT WAS LAST WEEK AND THE CONTRACTS WERE APPROVED PER GRANT DEPARTMENT GUIDELINES IN INSTANCES WHERE APPROVAL OF A GRANT IS NECESSARY BUT OCCURS BETWEEN COMMISSIONERS COURT MEETINGS.

THE JUDGE CAN SIGN THE CONTRACT, BUT RATIFICATION OF THE AGREEMENT MUST BE BROUGHT BEFORE THE COMMISSIONERS COURT FOR TRANSPARENCY AND LEGAL CONCURRENCE OF THE CONTRACT.
