WE HAD A LIGHTNING STRIKE ON A TRANSFORMER THAT STARTED A FIRE.

IT JUST TAKES A SPARK RIGHT NOW EVEN WITH THE RAIN THAT WE'VE HAD.

THE GRASS FIRE THAT WAS GOING ON OUT IN MCMAHAN WAS GOING ON DURING THE RAIN [LAUGHTER] AND IT KEPT BURNING SO IS INCREDIBLY DRY.

KBDIS ARE AS HIGH AS I'VE EVER SEEN THEM.

FOR THOSE OF YOU WHO DON'T KNOW, THAT'S AN INDEX THAT THE FORESTRY SERVICE USES, 575 IS CONSIDERED DROUGHT AND WE'RE IN THE 700 NEIGHBORHOOD.

IT'S CRITICALLY DRY SO PLEASE BE CAUTIOUS THIS WEEKEND.

THIS TRUCKING COMPANY, THEY JUST MOVED IN LAST SUMMER.

THEY WEREN'T HERE TWO MONTHS AND WE ALREADY HAD A FIRE INCIDENT FROM TWO TRUCKS PACKED TOGETHER.

IT APPEARS TO BE A TRUCKING COMPANY DOWN THERE.

THERE'S TRUCKS THAT ARE IN THERE AND OUT OF THERE.

BUT I WAS VERY CONCERNED ON DECEMBER THE 19TH.

WHEN I WOKE UP TO GO TO CHURCH THAT MORNING I DROVE PAST IT.

THESE TRUCKS WERE JUST FINE WHEN I WENT TO BED AND I WOKE UP AND THEY WERE MELTED.

THERE WAS A BIG, HUGE FIRE OUT THERE IN THE MIDDLE OF THE NIGHT.

I WAS NOT INFORMED OF IT.

I HAVE CATTLE, I HAVE SMALL BUT IT IS AN AGRICULTURAL OPERATION OUT THERE AND I WAS IN AWE THIS HAPPENED AND I DIDN'T EVEN KNOW ABOUT IT.

YOU'RE RIGHT. THIS HAPPENED DECEMBER THE 19TH, WE WEREN'T AS DRY.

BUT IF IT HAPPENED TODAY WE'D ALL BURN UP.

NOT TO MENTION, MY FRIEND HERE WHO'S SUPPORTING ME, THOSE TRUCKS HOLD 200 GALLONS OF DIESEL.

IF YOU'VE GOT TWO OF THEM SIDE-BY-SIDE YOU'VE GOT 400 GALLONS OF DIESEL.

IT'S A VERY BIG CONCERN.

BUT WE DO, HOWEVER, HAVE ONE VOLUNTEER THAT GOES ABOVE AND BEYOND.

NOT ONLY DOES THIS GENTLEMAN COME WHEN CALLED, HE SHOWS UP AT THE OFFICE TWO OR THREE TIMES A WEEK JUST TO SEE IF WE NEED ANY ASSISTANCE, IF THERE'S ANYTHING THAT HE CAN DO TO HELP US.

I JUST WANT TO GIVE YOU A BRIEF UPDATE ON OUR BURN BAN AND FIRE SITUATIONS THROUGHOUT THE COUNTY.

SINCE THE LAST COMMISSIONERS COURT, WE HAD 29 FIRES IN TWO WEEKS.

SOME OF THOSE FIRES WERE PRETTY BIG ONES WHERE WE HAD TO USE RESOURCES FROM OUTSIDE THE COUNTY TO BRING THEM IN HERE.

SOME OF THOSE RESOURCES WERE BASTROP COUNTY, TRAVIS COUNTY, AND THE TEXAS FOREST SERVICE.

OUR KBDI NUMBERS ARE HIGH LIKE YOU WERE SAYING, JUDGE.

THE MINIMUM IS 632, THE MAX IS 709, FOR AN AVERAGE OF 681 PLUS FOUR.

THE ONE IN THE MIDDLE, THE 709, IS THE ONE THAT WE WORRY ABOUT.

WE'VE NEVER BEEN UP THAT HIGH IN A LONG TIME.

OUR HAYES INDEX IS AT FIVE.

NOW, YES WE HAD SOME RAIN, AND ACCORDING TO COCORAHS, WHICH IS A NATIONAL RAIN MONITORING SERVICE THROUGHOUT THE UNITED STATES, I WILL GIVE YOU THE NUMBERS OF THE RAIN THAT WE HAD IN THE COUNTY.

WE ALSO WHILE WE WERE FIGHTING A FIRE YESTERDAY OFF OF FM3158 AND FM713 AT 20, WE EXPERIENCED SOME VERY STRONG WINDS OUT THERE.

AS WE WERE GOING TO ONE FIRE, I HAD TO LITERALLY PULL OVER AND CALL THE NATIONAL WEATHER SERVICE TO SEE IF WE WERE HAVING TORNADIC ACTIVITY IN THAT AREA.

THEY SAID NO, WE ARE HAVING STRAIGHT-LINE WINDS 40-50 MILES PER HOUR WHERE WE WERE AT FIGHTING THAT ONE FIRE.

WE ALSO RECEIVE PEA SIZE HAIL SO IF YOU'VE GOT A PEA SIZE HAIL OUT IN THE AND MCMAHAN BAYWOOD AREA, IT WAS OFFICIAL.

MARTIN DALE WAS REPORTED TO HAVE 2.5 INCH HAIL AND THAT'S PRETTY BIG, AND THAT WAS BEING TRACKED BY ALL THE WEATHER SERVICES THROUGHOUT OUR AREA.

ALSO, WE HAVE ONE TROPICAL DEPRESSION OR A TROPICAL STORM OUT IN THE GULF.

WE SHOULD KNOW SOMETHING TODAY.

IT'S AT 30 PERCENT RIGHT NOW.

IT'S LOOKING LIKE IT MIGHT TAKE A TURN TO THE EAST AND HEAD TOWARDS HOUSTON, BUT I'M HOPING IT COMES FURTHER WEST TOWARDS CORPUS SO WE CAN GET THE OUTER BANDS OF THE RAIN ON THE EAST SIDE OF THE STORE AND SO WE CAN GET MORE RAIN.

THERE'S TWO MORE STORMS THAT ARE OUT SOUTH OF THE YUCATAN.

ONE OF THEM HAS A 90 PERCENT CHANCE OF FORMATION SOMETIME BY THE END OF THE WEEK WITHIN THE NEXT FIVE DAYS,

THAT ONE IS PREDICTED AT 70 PERCENT.

I'M MAKING A RECOMMENDATION TO THE COMMISSIONERS THAT WE KEEP THE BURN BAN OFF.

A LOT OF PEOPLE ARE BURNING TRASH IN THEIR CONTAINERS AND LEAVING THEM UNATTENDED, AND I GUESS THOSE LITTLE AMBERS FLY OFF AND THEN WE LOSE FIVE ACRES OF LAND OR ENDANGER OTHER HOUSES AND ENDANGER OUR FIREFIGHTERS.

I WANT THE BURN BAN TO STAY ON AND WE'LL MAKE ADJUSTMENTS AS NEEDED.

FOR JUNE 2022 IS ELDER ABUSE PREVENTION MONTH FOR CALDWELL COUNTY.

IF I CAN EVER GET TO IT, I'LL HAPPILY READ THAT PROCLAMATION.

[LAUGHTER] DIG IT OUT OF MY PILE. HERE WE GO.

2022 PROCLAMATION DECLARING JUNE IS ELDER ABUSE PREVENTION AWARENESS MONTH.

WHEREAS PEOPLE WHO ARE ELDERLY OR HAVE DISABILITIES, HAVE CONTRIBUTED TO THE GENERAL WELFARE OF CALDWELL COUNTY BY HELPING TO PRESERVE CUSTOMS, CONVICTIONS, AND TRADITIONS, AND MANY PEOPLE FROM DIVERSE BACKGROUNDS.

WHEREAS THESE RESIDENTS ARE VITAL AND INTEGRAL MEMBERS OF OUR SOCIETY, AND THEIR WISDOM AND EXPERIENCE HAVE ENRICHED OUR LIVES.

WHEREAS ABUSE OF THE ELDERLY AND PEOPLE WITH DISABILITIES AND DOMESTIC AND INSTITUTIONAL SETTINGS IS A WIDESPREAD PROBLEM AFFECTING HUNDREDS OF THOUSANDS OF PEOPLE ACROSS THE COUNTRY.

WHEREAS TEXAS APS, IN-HOME CASEWORKERS IN CALDWELL COUNTY HAVE INVESTIGATED 166 INTAKES OF WHICH 105 CASES OF ABUSE, NEGLECT, OR EXPLOITATION WERE CONFIRMED AGAINST OUR ELDERLY TEXANS OR THOSE WITH DISABILITIES IN 2021.

WHEREAS ELDER ABUSE IS GROSSLY UNDER-REPORTED BECAUSE THE ELDERLY WHO ARE BEING ABUSED FIND IT VERY DIFFICULT TO TELL ANYONE OR ARE USUALLY ASHAMED AND SOMETIMES AFRAID.

WHEREAS ELDER ABUSE HAPPENS TO MEN AND WOMEN OF ALL INCOME LEVELS, ALL CULTURAL AND ETHNIC GROUPS, WHETHER THEY ARE IN GOOD HEALTH, OR ARE INCAPACITATED IN SOME WAY IN POOR NEIGHBORHOODS, AND IT'S SUBURBIA.

WHEREAS MANY OF THE CASES INVESTIGATED BY ADULT PROTECTIVE SERVICES IN TEXAS INVOLVE SELF NEGLECT AND IT IS OUR DUTY AS CITIZENS TO REACH OUT TO PEOPLE IN NEED.

NOW THEREFORE, I HOPPY HADEN, COUNTY JUDGE, DO HEREBY PROCLAIM THE MONTH OF JUNE 2022 TO BE ELDER ABUSE PREVENTION MONTH IN CALDWELL COUNTY AND URGE ALL CITIZENS TO WORK TOGETHER TO HELP REDUCE ABUSE AND NEGLECT OF PEOPLE WHO ARE ELDERLY OR HAVE DISABILITIES, DATED THIS 28TH DAY OF JUNE 2022.

SHE IS THE PRIMARY CASEWORKER THAT COVERS CALDWELL COUNTY AND SHE JUST HAS A FEW THINGS TO SAY.

ELDER ABUSE IS THE MISTREATMENT OR HARMING OF THE ELDER OR DISABLED PEOPLE.

IT CAN INCLUDE PHYSICAL, EMOTIONAL, SEXUAL ABUSE, ALONG WITH NEGLECT OR FINANCIAL EXPLOITATION.

THE ELDER OR DISABLED PERSON CAN OCCUR ANYWHERE.

IT CAN OCCUR IN HOME, THEY CAN INCUR IN NURSING HOMES OR OTHER COMMUNITY SETTING HERE.

WE ARE MAKING PROGRESS ON ALL THREE ROADS.

HAD RUN INTO SOME CHALLENGES THAT HAVE BEEN PRESENTED TO US.

ONE INSTANCE ON BLACK ANKLE WHERE WE HAD TO HAVE WATER TO COMPLETE THE BACKFILL PROCESS.

A COUPLE OF WATER [INAUDIBLE] CORPORATIONS WERE CONTACTED AND THEY WOULD NOT SELL THE WATER TO THE CONTRACTOR THAT WAS NEEDED.

I WANT TO THANK UNIT ROAD AND DONALD LECLERC FOR MAKING AN OFFER TO OUR CONTRACTORS TO ACCESS OUR WATER SUPPLY THAT WE HAVE OUT AT DALE.

I BELIEVE THE CONTRACTORS MAY HAVE GONE AND WORKED WITH THE CITY OF LOCKHART TO GET THAT WATER FOR THAT PROCESS.

WE'VE ALSO RUN INTO INDUSTRY-WIDE PROBLEMS IN THE CONCRETE INDUSTRY AND THAT'S GETTING CEMENT.

OUR GOAL WAS TO GET WITTER AND BLACK ANKLE SUBSTANTIALLY DONE TO WHERE WE CAN OPEN UP TRAFFIC AGAIN BEFORE WE TEAR UP BIGGS ROAD BECAUSE WE DIDN'T WANT TO HAVE FOUR SITES OR THREE SITES.

MORE SO AND WE'VE DONE ON ALL THE OTHER ROADS.

ALL THE FIRST RESPONDERS HAVE BEEN CONTACTED ABOUT THAT WITTER ROAD DETOUR.

ALSO ON THE POLITICAL ROAD, WE'VE BEEN WORKING WITH MRS. GREG ON THE PIECE OF THE PROPERTY.

THERE WERE TWO GATES THAT NEEDED TO BE INSTALLED.

THOSE WERE PART OF THE EARLY NEGOTIATIONS WITH THE GREG FAMILY, AND THOSE GATES HAVE NOW BEEN INSTALLED, REPLACED THE GAPS THAT WERE TAKEN DOWN.

ALSO, THE GREG FAMILY HAS AGREED TO, REMEMBER THERE WAS A QUESTION ABOUT THEIR WANTING THE THE DEBRIS AND THE ASPHALT AND SO FORTH ON THEIR PROPERTY TO BE USED FOR SOME THINGS ON OTHER THE ROADS IN THEIR PROPERTY.

THEY'VE AGREED TO ALLOW US TO STOCKPILE AT THE CONSTRUCTION SITE ONLY THE DEBRIS THAT'S ACCEPTABLE TO THEM.

THAT AGREEMENT HAS BEEN REACHED WITH THE GREG FAMILY AND THEY'RE OKAY WITH THAT.

THERE WAS A THOUGHT THAT THEY HAD ASKED WHETHER UNIT ROAD OR WHETHER THE CONTRACTOR COULD MOVE THE MATERIAL 3-4 MILES FROM THE CONSTRUCTION SITE AND THEY'VE AGREED NOW TO ALLOW US TO STOCKPILE THAT DEBRIS RIGHT THERE AT THE CONSTRUCTION SITE AND THEY'LL MOVE IT THEMSELVES AS THEY NEED IT.

WE'RE MAKING PROGRESS WITH THEM.
