OK WITH THAT, WE'LL MOVE TO ITEM ONE WORKSHOP TO DISCUSS DEPARTMENTAL REQUESTS AND BUDGET FY 2023.

A COUPLE OF THINGS FROM LAST TIME I'M STILL WORKING ON GETTING, I SENT OUT A REQUEST TO SEVERAL ENTITIES LOCALLY AND TO A COUPLE OF COUNTIES THAT ARE SIMILAR TO OUR SIZE THAT HAVE PIOS TO COMPARE SALARIES.

I KNOW COMMISSIONER SHELTON HAS DONE A COMPARISON OF OUR OWN THAT WE CAN GO OVER, SO I GUESS WE'LL GO OVER YOURS, COMMISSIONER, AND THEN I WILL HAVE TO PROBABLY GET THE REST OF MINE HERE FOR THE NEXT BUDGET WORKSHOP FOR RIGHT NOW.

WE JUST LEFT IT THE SAME IN THE BUDGET.

I JUST DID A VERY SMALL, BRIEF RESEARCH OF COUNTIES IN TEXAS, NOT REAL HEAVY, JUST SEEING IF ANYBODY WAS HIRING A PIANO AND THERE IS ONE IN BELL COUNTY ON THEIR WEBSITE AND THEY HAVE A JOB OPENING AND THE SALARY FOR THAT IS 42 912 TO 52 SEVEN, 88,000. AND THEIR DUTIES IN THIS ARE VERY LAID OUT, VERY STRONG.

I DON'T KNOW IF THIS IS WHAT RPI OFFICER IS ENTAILED IN DOING BECAUSE THIS ACTUALLY HAS SOME DUTIES IN IT.

I KNOW THE JUDGE HASN'T GOT TO SEE IT YET, BUT HE CAN HAVE THIS COPY OR WE'LL MAKE A COPY TO SEE IF THE THE DUTIES TO WHAT WE'RE ASKING RPIO IS IS TO THE SAME MAGNITUDE OF WHAT THIS ONE IS.

THE DIFFERENCE IS THEIR POPULATION IS 385,505 PEOPLE VERSUS WHERE WE'RE JUST, YOU KNOW, 46,000 PEOPLE.

AND COUNTYWIDE WE'RE NOT THAT MANY.

SO THAT'S JUST ONE THAT I FOUND.

IT'S REALLY DIFFICULT WITHOUT GOING INTO EVERY COUNTY'S BUDGET TO SEE IF THEY HAVE A PIO.

AND THAT TAKES A LOT OF MORE HOURS OF READING THAN WHAT I HAD TO GIVE.

AND I HAVE A FEW, SEVERAL I'VE GOTTEN LOCKHART'S AND TRYING TO GET THE CITY STILL AND THEN I'VE GOT A COUPLE OF COUNTIES THAT I'M LOOKING INTO ALSO, BUT I DON'T THINK THERE'S SO MUCH BASED OFF OF POPULATION AS THEY ARE JUST WHAT IT COSTS TO HIRE A PIO IN. AND I'M SEEING SIMILAR RANGES TO WHAT YOU FOUND FOR THOSE AS WELL.

SO IT'S JUST THAT'S WHAT IT COSTS TO GET ONE.

AND SOME OF THEM ARE ACTUALLY PAYING MORE THAN 50 TO 70, 88.

SO IT'S JUST THAT IT'S JUST A I'LL HAVE THAT I'LL HAVE THAT STUDY.

AND I WILL INCLUDE WHAT YOU FOUND TO THE COMMISSIONER AND I'LL HAVE THAT BACK FOR THE NEXT WORKSHOP.

I APOLOGIZE. I HAD KIND OF A CRAZY WEEK LAST WEEK AND WAS DEALING WITH SOME STUFF THAT TOOK ME AWAY FROM THAT.

BUT I WILL GET BACK TO IT.

THE HANDOUT THAT I GAVE YOU GUYS IS THIS IS A SUMMATION OF FEES COLLECTED OVER THE LAST TWO YEARS, OF FEES PAID OVER THE LAST TWO YEARS AND THE DIFFERENCE, THE DIFFERENTIAL.

AND SO YOU CAN YOU CAN KIND OF GO DOWN THROUGH THIS THING AND AND THEY'RE ALL SPELLED OUT BY A SUBDIVISION.

AND THEN YOU GET TO THE GRAND TOTAL.

WE COLLECTED $1,202,720.55 IN FEES WE PAID OUT TO DO SET $505,091.58 FOR A NET TO CALDWELL COUNTY OF $697,628.97, WHICH IS ABOUT 58% OF WHAT WE COLLECTED WAS KEPT BY US.

AND IF YOU FLIP TO THE VERY BACK PAGE THAT SUNSET OAKS ONE IS NOT INCLUDED IN THOSE NUMBERS.

AND THEN THERE WERE SOME SOME FEES THAT WERE, FOR INSTANCE, THE LOS ESTANCIA AND SUNSET OAKS WERE FOR SOME ROAD STUFF THAT DOES THAT DID THAT WAS ABOUT 50,000.

THAT WON'T OCCUR AGAIN.

AND THE 30 70609 HOPEFULLY WON'T OCCUR AGAIN.

SO THOSE THOSE NUMBERS ARE THINGS THAT ARE IN THERE THAT THAT PROBABLY WILL NOT OCCUR AGAIN.

SO AND THEN OF COURSE, WE HAD PERRY LEAD TRAFFIC STUDY, WHICH WAS 18 K OF THAT.

AND SO THOSE, THOSE THINGS I WANTED TO ASK CASEY TO MAKE NOTE OF THAT ARE SORT OF SEPARATE FROM SUBDIVISION FEES THAT WERE THAT ARE KIND OF ONE TIME ISSUES THAT WON'T COME BACK UP AGAIN.

SO AND THEN, YOU KNOW, RIGHT NOW WE'VE GOT SO WE'VE GOT OUR NEW PERSON THERE WITH CASEY AND SHE'S DOING A LOT OF PRELIMINARY REVIEW.

THEN IT GOES TO DOUCET TO THEIR PLANNER WHO IS BILLING US AT $135 AN HOUR RATHER THAN $275 AN HOUR, WHICH WE WERE PAYING TRACY SO THAT'S GOING TO ELIMINATE A WHOLE LOT OF BILLING CYCLE WITH DOUCET.

AND THEN OF COURSE, TRACY WOULD CONTINUE TO DO THE VERY LARGE SUBDIVISIONS AND THOSE WOULD GET BILLED AT HIS RATE AND THEN HE WOULD DO THE FINAL REVIEW OF EVERYTHING. SO THAT'S KIND OF THAT MIGHT BE A SUGGESTION.

I KNOW THAT I STILL HAVE TO MEET WITH THE ENGINEERING COMPANY THAT COMMISSIONER SHELTON BROUGHT IN TO DISCUSS WHAT THEY OFFER.

I HAVE NOT HAD A CHANCE TO DO THAT YET, BUT I COMMITTED TO DOING THAT AND I INTEND TO DO THAT.

SO I THINK THAT, AS YOU CAN SEE, THOUGH, WE'RE QUITE A LOT HIGHER THAN 15% AS FAR AS WHAT WE'RE MAINTAINING ON OUR FEES. SO I DON'T KNOW IF THAT'S SOMETHING WE WANT TO DO OR NOT BASED ON THIS THIS WAS SORT OF AN EYE OPENER TO ME.

I KNOW, COMMISSIONER, YOU HAD A QUESTION ABOUT ONE OF THE SUNSET OAKS, THE HUNDRED AND 166,665.

I WILL SAY THE PERCENTAGE BREAK OUT WAS, UH, WAS A LOT DIFFERENT IN A GOOD WAY THAN WHAT I WAS ANTICIPATING.

SO. OKAY.

SO. BUT, COMMISSIONER, I COMMITTED TO MEET WITH THOSE FOLKS, AND I WILL TO HEAR WHAT THEY HAVE TO SAY.

BUT THIS IS THIS WAS PRETTY EYE OPENING.

ANYWAY, SO I'M LEANING TOWARDS KIND OF GOING WITH THE SETUP THAT WE HAVE NOW GOING FORWARD FOR NEXT YEAR TO SEE HOW IT GOES AND SEE IF IT REDUCE, OUR FEES REDUCE AS FAR AS WHAT WE'RE SPENDING WITH THE SET.

AND IF OUR IF OUR SUBDIVISION FEES INCREASE, WHICH I SUSPECT THEY WILL, THEN I THINK THAT THAT MAY BE A BETTER ROUTE TO GO.

AND WE MAY PUT THE ENGINEER ON HOLD FOR THIS YEAR.

WELL, BUT YEAH, BUT HE WOULDN'T BE ABLE TO DO THE TRAFFIC STUDY.

HE WOULDN'T BE ABLE TO DO SOME OF THESE OTHER THINGS, BUT HE'D STILL BE PAYING AN OUTSIDE SERVICE TO DO THOSE THINGS.

SO I DO THINK, UH, YOU KNOW, WITH, WITH THE CHANGE AT DOUCET TO, UH, MORE OF A PLANNER RATE AS OPPOSED TO TRACY'S FULL RATE, I MEAN, THAT'S LITERALLY HALF A LITTLE MORE THAN THE HALF.

SO I THINK, YOU KNOW, YOU LET THAT, UH, EXTEND OUT FOR THE NEXT BUDGET AND SEE WHAT, SEE HOW THAT ACTUALLY, YOU KNOW, IT'S KIND OF WHERE I'M LEANING. AND, AND TO BE HONEST, IF THAT IF THAT WORKS OUT, IT WOULD SAVE US MORE MONEY THAN HAVING AN ENGINEER ON STAFF.

IF THAT WORKS OUT, THAT THAT'S WHAT WE HAVE.

AND THEN I THINK WHEN WE GO BACK OUT FOR BID ON THIS AGAIN, I THINK THAT'S GOING TO NEED TO BE A REQUIREMENT THAT THAT WHATEVER ENGINEERING FIRM THAT WE USE NEEDS TO HAVE A PLANNER THAT'S REVIEWING THIS AND NOT A NOT A FULL ON ENGINEER THAT'S COSTING US A SMALL FORTUNE.

SO.

YEAH. SHE PUT SHE HELPED PUT A LOT OF THIS TOGETHER.

SO IT WAS VERY HELPFUL HAVING HER THERE.

AND I WAS SURPRISED AND PLEASANTLY, BY THE WAY IT TURNED OUT SO.

BUT I WANTED TO SHARE THAT WITH YOU, COMMISSIONERS, AND THEN OPEN IT UP TO ANY OTHER QUESTIONS.

THERE ARE NONE, THEN I GUESS WE'LL HAVE A MOTION TO ADJOURN.

I DON'T SEE A NEED FOR THEM TO HAVE SHOTGUNS IN THEIR CARS.

AND WE HAVE A HOST OF LAW ENFORCEMENT THAT WOULD RESPOND IN THE EVENT OF AN ACTIVE SHOOTER SITUATION.

AND SO I JUST DON'T I JUST DON'T SEE THE NEED FOR IT.

AND I DON'T I DON'T FEEL LIKE THAT'S A GOOD USE OF TAXPAYER FUNDS.

THAT'S MY OPINION. WELL, I THINK, YOU KNOW, AND I WOULD AGREE, IT'S EVERY OFFICE I THINK WOULD BE ABLE TO COME BEFORE US AND HAVE SOME SORT OF JUSTIFICATION, WHETHER WHATEVER THAT WOULD BE.

EVERY PRECINCT FACES ITS OWN UNIQUE SET OF CHALLENGES.

AS WAS MENTIONED EARLIER IN IN PREVIOUS MEETING.

AND SO I THINK THAT FOR ME, YOU KNOW, THOSE TYPES OF SITUATIONS ARE INCREDIBLY UNFORTUNATE AND INCREDIBLY DIFFICULT TO DEAL WITH, BUT THAT OUR LAW ENFORCEMENT AGENCIES TRAINED FOR THOSE AND I DON'T SEE THAT BEING ENOUGH OF AN IMPETUS FOR US TO, TO PURCHASE THAT TYPE OF EQUIPMENT SO AND IT'S NEVER EVEN BEEN SUGGESTED.

AND I KNOW PRECINCT FOUR IS PICKING UP A BIG LOAD RIGHT NOW FOR ONE OF THE OTHER CONSTABLES AND ALSO HELPING SHERIFF'S OFFICE WITH SOME STUFF.

AND THEY'VE NOT COME AND REQUESTED ANYTHING LIKE THIS.

THEY DID ASK FOR ANOTHER PERSON, WHICH I HAVE PUT IN THE BUDGET BECAUSE THEY ARE THEY'RE SPREAD PRETTY THIN.

THEY'RE DOING BAILIFF DUTIES AT PRECINCT TWO.

THEY'RE SERVING PAPERS FOR PRECINCT TWO RIGHT NOW AND PRECINCT FOUR.

AND YOU KNOW THAT WORKING IN CONJUNCTION WITH THE SHERIFF'S OFFICE TO GO OUT IN THE SUBDIVISIONS AND AND MAKE THEM AWARE OF THE ORDINANCES.

AND SO THEY THEY'VE REALLY BEEN BUSTING IT AND THEY'VE NEVER ASKED FOR ANYTHING LIKE THIS.

AND SO I THINK I THINK IF THERE WERE A PRECINCT THAT THEY COULD PROBABLY MAKE SOME JUSTIFICATION FOR IT.

IT MIGHT BE THOSE GUYS AND THEY HAVEN'T.

SO I'M I'M COMFORTABLE WITH SAYING THAT.

I FEEL LIKE OUR OTHER LAW ENFORCEMENT ENTITIES IN THIS COUNTY ARE VERY WELL ARMED AND VERY WELL TRAINED TO HANDLE THOSE SITUATIONS.

I WONDER IF THERE'S A LIKE A SPECIFICATIONS AVAILABLE FOR A PROPERLY EQUIPPED PEACE OFFICER.

YEAH. AND I MEAN, TRUTHFULLY, IF YOU JUST LOOK AT THE STATUTE, CONSTABLES ARE THERE TO SERVE PAPERS.

I MEAN, THAT IS THEIR ONLY STATUTORY DUTY RUN IN TRAFFIC AND ALL THESE OTHER THINGS THAT THEY DO ARE NOT STATUTORILY REQUIRED.

AND SO WE'VE EXPANDED THOSE OFFICES AND IT IS HELPFUL, YOU KNOW, AND WE'VE SPENT A LOT OF MONEY ON THEM.

I JUST DON'T THINK EQUIPPING THEM TO BE A FRONTLINE RESPONSE TEAM TO A DOMESTIC TERROR SITUATION IS NECESSARY. OH, CRAZY PEOPLE.

YEAH. I MEAN, THEY'RE EVERYWHERE, BUT IT'S IT'S, YOU KNOW, I THINK WE'VE GOT YOU KNOW, WE'VE GOT AT LEAST THREE VERY WELL EQUIPPED POLICE, TWO POLICE FORCES AND THE SHERIFF'S OFFICE HERE, NOT TO MENTION DPS AND THE TEXAS RANGERS.

SO, YOU KNOW, I FEEL LIKE WE'RE VERY WELL PROTECTED AND WE'RE AND THOSE FOLKS ARE VERY WELL TRAINED TO RESPOND TO THOSE SITUATIONS.

AND THEY WE HAVE GONE TO GREAT LENGTHS IN THE LAST THREE OR FOUR YEARS TO PROVIDE THEM WITH THE EQUIPMENT THAT THEY NEED TO DO THAT.

AND SO I JUST I'M NOT COMFORTABLE SPENDING TAXPAYER MONEY ON, YOU KNOW, EIGHT MORE SHOTGUNS AND HOWEVER MANY SHIELDS.

AND, YOU KNOW, WE'VE GOTTEN EVERYBODY BALLISTIC VESTS, WE'VE GOT EVERYBODY CAMERAS, WE'VE GOT EVERYBODY CARS, WE'VE GOTTEN EVERYBODY YOU KNOW, WE'VE GOTTEN THEM THEIR EQUIPMENT UP TO SNUFF. AND I JUST FEEL LIKE THAT'S ENOUGH AT THIS POINT.

WE WERE, YOU KNOW, WITH INFLATION AND EVERYTHING ELSE THE WAY IT IS, WE'RE STRUGGLING TO PUT A BUDGET TOGETHER THAT'S BALANCED RIGHT NOW WITHOUT ADDING ALL THIS OTHER STUFF. YEAH.

I DON'T KNOW IF YOU WANTED TO ADD ON TO THAT JUDGE WITH THAT REQUEST OF THE WITH THE REVENUE ANYWAYS THAT'S COMING IN FROM THE JP'S AND CONSTABLES. YES. AND THAT'S ANOTHER THING.

SO IN THE FUTURE I WILL BE DOING REVENUES FIRST IF I'M DOING THE NEXT BUDGET BECAUSE DURING THE COURSE OF DOING, GOING THROUGH THE REVENUES, OUR JP'S OFFICES AND OUR CONSTABLE OFFICES ARE SITTING ROUGHLY AT HALF OF WHERE THEY ARE SITTING ON FEES THIS YEAR COMPARED TO A COVID YEAR LAST YEAR AND THE YEAR BEFORE.

AND SO IT'S HARD FOR ME TO JUSTIFY PUTTING MORE FUNDS INTO THOSE DEPARTMENTS WHEN THEIR REVENUES ARE DOWN BY HALF.

AND SO AND THE SAME CAN BE SAID FOR OTHER AREAS.

AND SO IN THE FUTURE I WILL OR IF SOMEBODY TAKES MY PLACE, I WILL HAPPILY SUGGEST TO THEM THEY RUN YOUR REVENUES FIRST.

LET'S SEE WHO'S DOING WHAT BEFORE YOU DO THE BUDGET CYCLE.

BECAUSE IT WAS WHEN WE SAT DOWN AND DID THAT LAST YEAR, WE BUDGETED FOR I MEAN, AND I'M TALKING I'M COMPARING REAL NUMBERS LIKE WHAT THEY DID LAST YEAR TO THIS YEAR, NOT WHAT WAS BUDGETED FOR LAST YEAR COMPARED TO THIS YEAR.

AND THEY'RE ALL OFF BY HALF ON THEIR REVENUES.

AND I DON'T KNOW IF THAT'S YOU KNOW, IT'S BEEN SUGGESTED TO ME THAT THAT'S POSSIBLY DUE TO NOT NEAR AS MANY TICKETS BECAUSE DBS IS AT THE BORDER AND THEY'RE NOT UP HERE WRITING TICKETS. THAT COULD BE PART OF IT.

BUT THE FACT IS THAT THOSE REVENUES JUST AREN'T THERE AND THEY'RE NOT GOING TO BE THERE BY THE END OF THE YEAR, ANYWHERE CLOSE TO WHERE THEY WERE LAST YEAR IN THE YEAR BEFORE.

SO OH, THAT'S A SIGNIFICANT METRIC.

YEAH. AND SO, YOU KNOW, AS WE WERE GOING THROUGH THOSE REVENUES, DANNY AND EZZY AND I, THAT WAS KIND OF AN EYE OPENER, YOU KNOW, WHICH RESULTS IN US HAVING WE ALWAYS HAVE TO TRANSFER MONEY BACK FROM THE FUND BALANCE.

ALL THESE FEES GO IN.

IT RESULTED IN A FUND TRANSFER FOR THOSE DEPARTMENTS OF HALF A MILLION DOLLARS.

AND IN THE PAST IT'S BEEN TWO OR 300,000.

SO THEY WERE WAY, WAY OFF.

AND SO IT'S HARD, HARD TO JUSTIFY BUYING MORE EQUIPMENT WHEN THE FUNDS AREN'T THERE TO DO IT.

OKAY. I'M OFF MY SOAPBOX.

AND HE SUGGESTED A FIVE YEAR PLAN.

SO I AM MORE THAN HAPPY.

THE PLAN THAT I HAD PRESENTED ORIGINALLY TO THE JUDGE WAS A 10% RAISE THIS YEAR AND THEN A SIX AND A QUARTER PERCENT RAISE OVER THE NEXT FOUR YEARS.

I WANT TO PLANT THE SEED THIS YEAR JUST TO LET YOU ALL KNOW THAT THAT'S WHAT I'M GOING TO TRY TO DO.

MY MY GOAL IS GOING TO BE SIX AND A QUARTER PLUS WHATEVER YOU GIVE ACROSS THE BOARD TO THE OTHER EMPLOYEES.

I'M TRYING TO GET MY MY PEACE OFFICERS, MY DISPATCHERS AND MY JAILERS UP NEXT YEAR.

IT WILL NOT BE AS BIG A NUMBER.

I'M TRYING TO GET EVERYBODY THIS YEAR COVERED AND TAKEN CARE OF.

BUT NEXT YEAR, WE'RE I'M GOING TO TRY TO JUST MAINLY FOCUS ON FOLKS, THE FOLKS THAT ARE ACTUALLY DOING AND DON'T GET ME WRONG, I HAVE SOME OF THE GREATEST EMPLOYEES IN THE COUNTY, IF YOU ASK ME, AND HARDEST WORKING AND WE'VE DONE WE'VE DONE MORE WITH LESS FOR AS LONG AS I CAN REMEMBER.
