JUST DON'T HAVE ANYTHING, ALL RIGHT? I GOT JUST A COUPLE.
ONE IS WANT TO THANK COMMISSIONER SHELTON AND HER ENTIRE FAMILY.
THEY PUT ON A REALLY NICE FUNDRAISER THIS PAST WEEK, AND IT WAS WELL ATTENDED, AND YOU COULD TELL THAT A LOT OF HARD WORK HAD GONE INTO THAT , AND ALSO WANT TO THANK EVERYONE THAT PUT ON THE CELEBRATION OF THE 100TH ANNIVERSARY OF DISCOVERY OF OIL AND LULING AND EDGAR B DAVIS'S LIFE. THAT ALSO WAS WELL ATTENDED, AND THERE ARE A LOT OF VOLUNTEERS, ESPECIALLY THE ONES COOKING THAT WERE WERE SWEATING AND WORKING HARD.
SO I JUST WANTED TO THANK THOSE FOLKS AS WELL.
WITH THAT, I THINK WE HAVE AT LEAST ONE STAFF ANNOUNCEMENT, DENNIS.

[9. Discussion/Action regarding the burn ban. Speaker: Judge Haden/ Hector Rangel; Backup: 3; Cost: None.]
GOOD MORNING, JUDGE, COMMISSIONERS, STAFF AND GALLERY.JUST WANT TO BRING YOU UP TO DATE ON OUR FIRE SITUATION IN CALDWELL COUNTY.
I KNOW THAT WE GOT SOME RAIN YESTERDAY, BUT ACCORDING TO THE COCOA REST, RAIN GAUGES THROUGHOUT OUR COUNTY, DALE HIGH GOT 0.5 AND THE NORTH WEST SIDE OF CALDWELL COUNTY GOT 0.09.
OUR NUMBERS RIGHT NOW ARE SITTING AT 673 FOR THE MINIMUM.
THE MAX IS 772 AND THE AVERAGE IS 745.
HAINES INDEX IS AT FIVE AND WE'VE HAD A TOTAL OF SEVEN BRUSH FIRES AND SEVEN ILLEGAL BURNS SINCE THE LAST COMMISSIONERS COURT.
ONE OF THE FIRES THAT WE HAD LAST WEEK WAS OFF OF 713 AN OLD COLONY WITTER ROAD, WHICH SIX STRUCTURES WERE IN DANGER AND IT BURNED 40 ACRES.
NO INJURIES WERE IN THAT FIRE.
WE HAD TO CALL THE FOREST SERVICE OUT.
WE'VE ALSO HAD THE US FOREST SERVICE STATIONING AT OUR OFFICE OVER AT THE SCOTT ANNEX AND IT MADE IT EASIER FOR THEM TO DEPLOY INTO THE CENTRAL TEXAS REGION AROUND HERE.
SO IT'S BEEN A BEEN A BLESSING THAT WE HAVE THOSE TEAMS HERE.
THERE'S STORMS OUT IN THE GULF RIGHT NOW, AND I'M HOPING AND PRAYING THAT WITH THE HIGH MOVING TOWARD THE NORTH IS GOING TO BRING SOME OF THOSE STEERING CURRENTS AND THE STORMS INTO OUR AREA.
SO WE'RE HOPING FOR SOME GOOD RAIN.
THERE'S A DEPRESSION RIGHT NOW THAT JUST CAME OFF THE AFRICAN COAST.
IT'S BEEN OUT ON THE WATER ABOUT TWO WEEKS.
IT'LL TAKE ABOUT FIVE WEEKS TO GET HERE PROBABLY, AND WE'RE PRAYING FOR THAT ONE, TOO.
IT'S SAD TO SAY THAT WE PRAY FOR A HURRICANE, BUT WE NEED THE RAIN OFF THAT HURRICANE.
I WANT TO MAKE A RECOMMENDATION.
KEEP IT ON. I MEAN, KEEP IT ON NOT OFF.
I'LL MAKE THE MOTION TO LEAVE THE BURN BAN ON.
WE HAVE A MOTION TO LEAVE THE BURN BAN ON.
AYE. OPPOSED HEARING NONE MOTION CARRIES.
[10. Discussion 4-H Roundup for the youth, and present members that received scholarships. Speakers: Judge Haden/ Extension Agents; Backup: 1; Cost: None]
ITEM. THANK YOU, HECTOR.ITEM 10 DISCUSSION FOR A ROUND UP FOR YOU AND PRESENT MEMBERS THAT RECEIVE SCHOLARSHIPS.
ANYBODY HERE? UP COMES WAYNE. ALL RIGHT, WE'VE GOT A WHOLE GROUP COMING UP, SO BEAR WITH US FOR A SECOND.
GOOD MORNING, COMMISSIONER AND JUDGES.
A LOT OF OUR KIDS ENDED UP GOING TO MAJORS THIS YEAR.
WE HAD TO INCREASE THE NUMBER FOR CATTLE GOING TO MAJORS AS WELL AS SHEEP AND GOATS.
WE ALSO HAD ONE OF OUR KIDS, KIRSTEN REED WAS A SENIOR THIS PAST YEAR.
SHE'S BEEN SHOWING SINCE SHE WAS EIGHT.
SHE MADE HER FIRST SALE THIS YEAR AT HOUSTON WITH HER [INAUDIBLE].
SO WE WERE AWFULLY PROUD OF HER FOR THAT.
THANK Y'ALL. GOOD MORNING, JUDGE AND COMMISSIONERS.
ALSO, WE HAD A COUPLE OF KIDS DURING THE ROUNDUP.
THEY ADVANCED FROM THE DISTRICT LEVEL TO THE STATE LEVEL.
WE HAD A COUPLE OF TEAMS. ONE TEAM IS HERE, ANOTHER TEAM THAT ISN'T HERE.
WE HAD A NUTRITION TEAM IT COMPOSED OF NOAH [INAUDIBLE] SETH [INAUDIBLE] IVAN [INAUDIBLE] AND KIRSTEN REED, AND WE ALSO DID THE CHISHOLM TRAIL ROUNDUP PARADE THIS YEAR.
[00:10:01]
GOOD. HI, I'M ELSIE LACEY, AND WE HAD A FOOD SHOW, WHICH WE HAVE SOME OF THEM HERE, BUT WE HAD SHARED THE FUN.MICHAEL [INAUDIBLE] PLAYED THE CELLO AND HE'S AN INTERMEDIATE.
SO I'M GOING TO INTRODUCE TONI MARTINEZ AND SHE IS THE PRESIDENT OF THE 4-H COUNCIL, AND THEN I'M GOING TO LET HER INTRODUCE THE KIDS, AND THEY CAN EACH TELL THEIR OWN STORY, BUT WE ALWAYS APPRECIATE Y'ALL SUPPORT.
AS MS. ELSIE SAID, I AM TONI MARTINEZ.
I HAVE BEEN IN 4-H FOR NINE YEARS THIS YEAR.
I WILL BE TAKING HER TO SAN ANTONIO, THE [INAUDIBLE] SUPER BOWL AND AUSTIN LIVESTOCK SHOWS.
THAT WAS REALLY FUN, BUT I HAVE TO WRITE THANK YOU LETTERS EVERY MONTH TO ALL THE SPONSORS.
MY TEAM WAS THE FIRST FIRST PLACE LIVESTOCK QUIZ BOWL TEAM IN DISTRICT THIS YEAR AND WE WENT TO STATE AND WE WON ONE ROUND AND LOST THE NEXT TWO AND I AM THE PRESIDENT OF PLUM CREEK 4-H AND THE CALDWELL COUNTY COUNTY COUNCIL.
THIS YEAR I HAVE ATTENDED LEADERSHIP LAB AND NEXT YEAR I PLAN TO RUN TO BE A DISTRICT OFFICER.
I HAVE GONE TO AN AD CAMP, PUT ON [INAUDIBLE] SEXTON IN GONZALES COUNTY.
THAT WAS A REALLY GOOD CAMP, AND WE'RE GOING TO TRY TO GET ONE STARTED HERE NEXT YEAR, HOPEFULLY.
MR. HOPPY HADEN WAS OUR JUDGE, AND HE JUST CAME AND ASKED THE KIDS QUESTIONS THAT THEY HAD THERE.
WE CALL THEM MENTORS, ANIMALS WITH THEM.
THEY TOOK THEM IN THE RING AND GOT TO NAME THEM FOR THAT FEW MINUTES.
THEIR FAVORITE SNACK, WHAT THEY LIKE TO DO IN THEIR FREE TIME, WHATEVER THEY WANTED.
I HAD A KID THAT NAMED HIS BUNNY COCOA.
WE GOT TO GO INTO ALL THE ROOMS IN THE CAPITOL.
WE GOT TOUR THE SENATE ROOM, THE REPRESENTATIVES ROOM.
SO MY BILL WAS ON THE PROPER LABELING OF LAB MADE PROTEINS.
SO ANYBODY THAT ANY LAB THAT CREATES A LAB MADE PROTEIN AND TRIES TO SELL IN THE STORE HAS TO LABEL IT AS A MEATLESS LAB CREATED AND THAT IT CANNOT BE SOLD NEXT TO THE MEATS.
IT IS GOING TO BE A SEPARATE PRODUCT BECAUSE IT IS NOT A RANCH PRODUCED BEEF.
I'M GOING TO HOPE TO GO TO NATIONAL CONGRESS NEXT YEAR.
IT'S LIKE STATE CONGRESS JUST ON A BIGGER SCALE.
IT'LL BE IN GEORGIA, AND I THINK IT LOOKS REALLY FUN AND I JUST WANT TO TRY IT OUT.
THIS WEEK, I'M DOING A TOASTMASTERS CAMP.
I'M ACTUALLY GOING TO GO TO THAT RIGHT AFTER THIS, AND WE'RE JUST LEARNING HOW TO GIVE A LOT OF PRESENTATIONS, A LOT OF LONG PRESENTATIONS, AND WE HAVE TO MAKE A MOTIVATIONAL SPEECH. I JUST WANT TO SAY THANK YOU FROM ME AND MY FELLOW 4-HERS FOR ALL THE SUPPORT WE GET FROM CALDWELL COUNTY, AND WE COULDN'T DO IT WITHOUT YOU ALL.
SO ONE OF MY FAVORITE THINGS ABOUT DOING THE PROJECTS IN 4-H IS THAT YOU GET TO MEET A LOT OF NEW PEOPLE THAT SHARE THE SAME PASSIONS THAT YOU DO.
THE FASHION SHOW IS ONE OF THOSE EXAMPLES.
THIS WAS MY FIRST YEAR IN 4-H.
SOME OF MY PROJECTS WERE FOOD, FASHION AND PHOTOGRAPHY AND ARCHERY.
I WON MANY AWARDS AND, AND AT THE COUNTRY AND DISTRICT LEVEL, I AM MOST PROUD OF MY FASHION STORYBOARD. I WORKED HARD DESIGNING AN OUTFIT FOR A TIGER AND WON FIRST PLACE AT DISTRICT.
[00:15:09]
I ALSO MADE THE OUTFIT I WAS WEARING TODAY.GOOD JOB. [APPLAUSE] MY NAME IS YUNA [INAUDIBLE].
I AM 15 AND I'VE BEEN IN 4-H FOR SEVEN YEARS.
THIS YEAR I SHOWED LAMBS AT THE COUNTY AND AT THE AUSTIN STOCK SHOW AND I ALSO WAS PART OF THE DISTRICT TEAM THAT WON FIRST DISTRICT AND WENT TO STATE FOR LIVESTOCK EXPO.
I REALLY ENJOYED THIS YEAR OF 4-H AND I LEARNED A LOT THROUGH THE LIVESTOCK AS WELL.
I ALSO WENT TO LEADERSHIP LAB AND PARTICIPATED IN THE [INAUDIBLE] WHERE I CAUGHT A CALF AND I BOUGHT A [INAUDIBLE] THAT I HOPE TO SHOW AT AUSTIN NEXT YEAR. THANK YOU FOR YOUR SUPPORT FOR 4-H.
HI, I'M LAUREN MEYER AND I'M 14 AND I'LL BE A FRESHMAN THIS YEAR AND I'VE DONE QUIZ BOWL AT DISTRICT FOR ABOUT FOUR YEARS , AND I'M EXCITED THAT AS A SENIOR 4-HER, I'LL BE ABLE TO COMPETE AT STATE AND I'LL ALSO BE SHOWING TURKEYS AT MAJORS FOR THE FIRST TIME NEXT YEAR.
GOOD MORNING. MY NAME IS LILLIAN MEYER AND I HAVE BEEN IN 4-H FOR EIGHT YEARS.
THIS PAST YEAR WAS MY SENIOR YEAR AND ALSO MY LAST.
I SHOWED TURKEYS AT OUR COUNTY SHOW AS WELL AS AT SAN ANTONIO AND THE AUSTIN DOG SHOW THIS YEAR.
THANK YOU, AND I JUST WANT TO SAY TO OTHERS, RECEIVED SCHOLARSHIPS.
THERE WAS $35,000 JUST FROM THE 4-H FOUNDATION FOR OUR THREE YOUNG LADIES, LILLIAN MYER, KIRSTEN REED AND GRACE HALLE.
[APPLAUSE] DO YOU GUYS WANT TO COME UP AND GET A PICTURE? COMMISSIONER TERRIO WOULD LOVE TO, I THINK; SO WOULD I.
[INAUDIBLE] I HAVE TO SAY, I'M JUST SO IMPRESSED WITH HOW WELL-SPOKEN THOSE YOUNG MEN AND WOMEN ALL ARE.
I WOULD HAVE BEEN PETRIFIED TO STAND UP THERE AT THEIR AGE AND DO THAT.

WE'VE GOT THAT TENTATIVELY SCHEDULED BEGINNING THE END OF NEXT WEEK, THROUGH THE FOLLOWING WEEK FOR THE ROAD SITES THAT ARE OPEN RIGHT NOW, TEMPORARY TRAFFIC CONTROLS WILL BE INSTALLED DURING THE PAVEMENT SO THAT ONCE PAVING IS COMPLETE, BASICALLY WE OPEN THE ROAD UP COMPLETELY FOR THE BIGGS ROAD SITE, WE HAVE NOT MOBILIZED THAT SITE YET.
WE ARE FOCUSING ON THE THREE THAT WERE UNDER ACTIVE CONSTRUCTION.
SINCE THERE'S A NEW COORDINATOR FOR THE BUSSES FOR LOCKHART ISD.
WE NEED TO GO AHEAD AND SET UP THAT COMMUNICATION IF IT HASN'T ALREADY TAKEN PLACE, AND THEN TWO WEEKS BEFORE CONTRACTOR'S READY TO MOVE TO THAT SITE, WE'LL SEND OUT NOTICES TO THE RESIDENTS IN THE AREA AND MAKE SURE THAT THE COUNTY WEBSITE IS UPDATED WITH THE DETOUR ROUTES, A MAP AND A DESCRIPTION OF THE DIRECTIONS THAT FOLKS NEED TO TAKE.
SO THE PAVING, WHEN IS THAT ANTICIPATED TO OCCUR? WE'RE ANTICIPATING BEGINNING THE END OF NEXT WEEK, THROUGH THE WEEK OF THE OF AUGUST 22ND THROUGH THE 26TH, SHOULD BE COMPLETED IN THE MIDDLE OF THAT WEEK.
OKAY, SO BEFORE THEY START ON BIGGS ROAD, NOT ONLY SENDING NOTICE TO THE RESIDENTS, BUT THERE'S OTHER PEOPLE WHO TRAVEL THAT DON'T LIVE IN THAT VICINITY.
IS IT POSSIBLE ON THE BOTH CONNECTING ROADS? IT'S KIND OF LIKE MAKING AN H OUT OF THIS.
[00:45:04]
AT LEAST ANYBODY THAT JUST TRAVELS THROUGH VISITING FAMILY, WHATEVER WILL BE NOTIFIED.YEAH, THAT'S A VERY GOOD IDEA.
WE DISCUSSED SOME, I BELIEVE MESSAGE BOARDS ARE PART OF THE TRAFFIC CONTROL.
WE'LL TALK WITH THE CONTRACTOR. WE CAN PUT THOSE OUT BEFORE.
YOU KNOW, BEFORE THEY START MOVING TO THAT AREA, AND EXACTLY LIKE YOU'RE SAYING, ROAD CLOSED, EXPECTED START DATE TO END DATE, AND THEN I DON'T KNOW ON THE MESSAGE BOARD IT'S PROBABLY DIFFICULT TO SAY SEE COUNTY WEBSITE BUT MAKING SURE THAT INFORMATION IS AVAILABLE, AND I THINK WE ALSO DO OUTREACH ON ON FACEBOOK AND SOME OTHER SOCIAL MEDIA PLATFORMS, BUT YES, DEFINITELY WE'LL INVESTIGATE LOOKING AT PUTTING THOSE MESSAGES OUT BEFORE WE START TAKING THAT DETOUR OUT.
YOU CAN CONTACT THE ISD, BUT IF THERE'S FAILURE IN COMMUNICATION TO THE BUS SERVICES, AT LEAST THAT BUS DRIVER THAT'S DRIVING IT EVERY DAY IS GOING TO SAY, OH, IN TWO WEEKS, I GOT TO KNOW ANOTHER ROUTE AND THEN THEY'VE GOT TO ADD TIME TO THEIR ROUTE.
SO I JUST THINK THAT WOULD BE WISE.
ONLY OTHER THING SINCE WE'RE TALKING ABOUT SIGNAGE, I RECEIVED A COUPLE JUST NOT I WOULDN'T CLASSIFY THEM NECESSARILY AS COMPLAINTS, BUT JUST A COUPLE OF CALLS ON FRIDAY AND MONDAY THAT THEY PROBABLY NEEDED TO BE CHECKED AGAIN OVER AT BLACK ANKLE.
I KNOW WE DISCUSSED THAT AT THE UPDATE MEETING PHONE CALL LAST MONDAY, WHICH I APPRECIATE, BY THE WAY, THOSE CALLS ARE VERY INFORMATIVE AND HAVE BEEN VERY HELPFUL.
SO, THE PAYMENTS WE'RE GOING TO CONSIDER LATER THERE ARE THOSE THE FINAL PAYMENTS ON POLITICAL.
NO SIR THE POLITICAL ROAD SITE, THE ONLY ITEMS THAT HAVE NOT BEEN PAID YET ARE THE PAVING RELATED ITEMS. EVERYTHING ELSE IS COMPLETE.
WE'RE ABOUT 95 TO 98% COMPLETED THE POLITICAL ROAD SITE FOR BLACK ANKLE.
I BELIEVE THAT PAYMENT COVERS UP TO BEFORE THE RAIL INSTALLATION.
SO ROUGHLY ABOUT 50 TO 60% AT THAT SITE WITTER ROAD SITE'S ABOUT 60 TO 70%.
WE GOT QUITE A BIT OF WORK DONE PRETTY QUICKLY OUT THERE AND THIS APPLICATION WAS SUBMITTED ABOUT FOUR WEEKS AGO, THE WITTER ROAD SITE, JUST BECAUSE IT'S BEEN TALKED ABOUT WHY THAT ONE WAS FINISHED FASTER AS OPPOSED TO BLACK ANKLE, BECAUSE THAT WAS ONE QUESTION THAT I HAD.
THEY DID NOT THEY WERE NOT REQUIRED TO POUR FOUNDATIONS FOR THE GUARDRAIL AT THAT SITE, AND THAT'S WHAT'S BEEN THE HINDRANCE AT BLACK ANKLE IS THE INABILITY TO GET THOSE POURED HERE LATELY, JUST FROM AVAILABILITY OF CONCRETE STANDPOINT.
SO THAT'S WHY THAT ONE WAS ABLE TO PROGRESS AT A FASTER AS WAS EXPLAINED TO ME.
RIGHT. THAT WAS ABLE TO PROGRESS AT A FASTER RATE THAN BLACK ANKLE WAS.
I STILL STILL WOULD JUST LIKE TO GET IT OPEN AS SOON AS WE CAN.
SO. ABSOLUTELY, AND ONE LAST QUESTION.
AS THESE PROJECTS FINISHED, IS THERE A FINAL INSPECTION THAT YOU OR SOMEONE PERFORMS AND THEN A PUNCH LIST? YES, ONCE PAVING IS INSTALLED AT POLITICAL, AND BASICALLY THAT'LL BE THE TEMPLATE FOR THE OTHER THREE SITES.
FOR EXAMPLE, A POLITICAL ROAD.
WE HAD BRUSH PILES FOR A WHILE.
WE HAD A FENCE THAT NEEDED TO BE REPAIRED.
MAKE SURE WE GET ANY RED LINES FROM THE CONTRACTOR TO REFLECT IN THE AS-BUILTS, AND THEN ONCE PUNCH LIST ITEMS ARE DONE, I'LL PREPARE AS BUILDS FOR EACH SITE INDIVIDUALLY AND SUBMIT THEM AND THAT WILL CLOSE OUT THE SITE.
THANK YOU. ONE LAST THING I'D LIKE TO MAKE SURE WJC COMMUNICATES TO THEIR VENDORS THAT THEY HAVE THE PROPER ADDRESS FOR ANY NOTIFICATIONS WE SEND A NOTIFICATION OF INTENT TO FILE ON THE BOND TO A PRIVATE RESIDENCE HERE IN THE COUNTY, AND THEY WERE LESS THAN PLEASED.
SO. RIGHT, MAKE SURE THAT DOESN'T HAPPEN AGAIN.
WE'RE NOT SURE WHY THAT HAPPENED IN THE FIRST PLACE.
THERE WAS NO REASON FOR THAT TO HAPPEN, BUT WE WILL MAKE IT ABUNDANTLY CLEAR THAT THEY NEED TO HAVE THE RECIPIENT'S CORRECT ADDRESSES AND WILL NOT HAPPEN AGAIN. OKAY.
THANK YOU. ALL RIGHT, COMMISSIONER'S ANY MORE QUESTIONS ON ITEM 33?

OF $57,490.50 FOR WJC CONSTRUCTION SERVICES, LLC FOR APPLICATION PAYMENT NUMBER THREE CDBG B-R POLITICAL ROAD AT DICKERSON CREEK.WE HAVE A MOTION TO APPROVE PAYMENT.
DO WE HAVE A SECOND? SECOND. WE HAVE A MOTION AND A SECOND.
[27. Discussion/Action to consider the approval to apply for a 2022 - 2023 Feral Hog harvesting grant of $20,000.00 offered by the Texas A&M AgriLife Extension Service: Caldwell County Paying 50% of bounty fees. Speaker: Judge Haden/ Dennis Engelke; Backup: 10; Cost: $2,500.00]
2023 FERAL HOG HARVESTING GRANT OF 20,000 OFFERED BY THE TEXAS A&M AGRILIFE EXTENSION SERVICE.CALDWELL COUNTY PAYING 50% OF BOUNTY FEES.
COMMISSIONER CALDWELL COUNTY HAS PARTICIPATED IN THE FERAL HOG ABATEMENT PROGRAM SINCE 2012.
WE HAVE PARTNERED WITH MEADOW CENTER FOR WATER AND ENVIRONMENT AND ALSO THE PLUM CREEK WATERSHED PARTNERSHIP TO ASSIST IN THE IMPLEMENTATION, RESEARCH AND EDUCATIONAL COMPONENTS OF THIS PROGRAM.
OUR PROGRAM HAS BEEN THE MODEL FOR OTHER TEXAS COUNTIES DESIRING TO CREATE SIMILAR PROGRAMS. IT'S ESTIMATED THAT SINCE 2012 WE HAVE HARVESTED MORE THAN 16,000 INVASIVE WILD PIGS IN CALDWELL COUNTY, BUT THEY'RE STILL COMING, BUT SO WE'VE MADE SOME SOME GOOD IMPROVEMENTS THERE.
OUR HOG COLLECTION NUMBERS WERE DOWN THIS LAST YEAR FOR SEVERAL REASONS, DROUGHT, COVID.
PART OF THE GRANT THIS YEAR WAS WE CONTRACT WITH VELOCITY AVIATION OUT OF SEGUIN TO DO SOME AERIAL HUNTING AND THE LAND THAT THEY HAVE PERMISSION TO DO THE HUNTING ON IS UNDER LAND DEVELOPMENT INITIATIVES RIGHT NOW.
SO THAT TOOK THAT OUT OF THE PICTURE, AND ALSO THE VOLUME FROM CERTIFIED BUYING STATIONS THAT BUY THE FERAL HOG MEAT HAS BEEN SUBSTANTIALLY DECREASED, SO THERE'S BEEN PROBABLY LESS INCENTIVE TO PARTICIPATE IN THAT.
WE ENDED UP THIS YEAR PROBABLY HARVESTING 947 HOGS WHEN WE WERE PROJECTED TO DO ABOUT 2000, BUT I'M COMING BEFORE YOU TODAY TO SIMPLY ASK FOR PERMISSION TO APPLY FOR THE 2023 FERAL HOG GRANT.
AGAIN, WE'RE GOING TO BE ASKING FOR 20,000.
THE GRANT APPLICATIONS ARE DUE AUGUST THE 19TH, AND I JUST NEED YOUR PERMISSION TO SUBMIT AN APPLICATION TO THE TEXAS AGRILIFE EXTENSION SERVICE FOR THE 2023 FERAL HOG PROGRAM.
COMMISSIONERS. WE HAVE MOTION TO APPROVE.
MOTION, DO WE HAVE A SECOND? WE HAVE A MOTION AND A SECOND.
OPPOSE HEARING NONE MOTION CARRIES.
[28. Discussion/Action to consider the approval of a Right of Entry License between the County and the owner of 595 Sandholler Rd. Speaker: Judge Haden/ Neil Kucera/ Chase Goetz; Backup: 3; Cost: None]
595 SANHOLLER ROAD.CHASE. THIS IS A REQUEST FROM THE ENVIRONMENTAL DIVISION.
THEY IF YOU LOOK AT YOUR BACKUP, THERE IS A PICTURE OF THE TRASH THAT IS TO SOME EXTENT BLOCKING EITHER A CULVERT OR SOME SORT OF WATER PASSAGEWAY UNDERNEATH THE COUNTY ROAD.
THEY'RE HOPING TO GET THAT CLEANED UP BEFORE IT ACTUALLY DOES RAIN TO JUST PREVENT ANY POSSIBLE DAMAGE TO THE ROAD BUT IN ORDER TO GET TO IT, THEY HAVE TO GET CONSENT FROM THE LANDOWNER AND FROM THE COUNTY TO GO IN THERE AND ACTUALLY GET ON THIS PERSON'S PROPERTY TO GET INTO THAT WATERWAY , AND IS THE LANDOWNER AMENABLE TO DOING THIS? MY UNDERSTANDING IS, YES, I WOULD PREFER SOMEONE FROM THE ENVIRONMENTAL UNIT TO BE HERE TO ANSWER THAT, BUT MY UNDERSTANDING IS YES.
[00:55:03]
ANY QUESTIONS? SO I KNOW WE HAD ONE SIMILAR TO THIS BEFORE, NOT TOO LONG AGO.WHAT DID WE DECIDE ON THAT? SO IF WE DO A RIGHT OF ENTRY LICENSE BETWEEN US AND THE OWNER, WE'RE FINE, BUT WITHOUT IT, WE'RE NOT TO GO ON THEIR PROPERTY.
SO AND THIS HAS AN EFFECTIVE DATE, SO TO SPEAK.
SO IT'S NOT [INAUDIBLE], BUT I KNOW IT WILL BE.
RIGHT. IT DOES HAVE A DATE TO WHEN IT STARTS AND THEN IT'S JUST TO COMPLETE THE PROPERTY.
AS FOR YOUR INITIAL QUESTION, A COUPLE OF MONTHS BACK, THERE WAS A SIMILAR THING, BUT THE DIFFERENCE WAS THAT WAS TO GO INTO SOMEONE'S PRIVATE PROPERTY, TO CLEAN UP SOMEONE'S PRIVATE PROPERTY. THIS IS TO PREVENT DAMAGE TO A ROADWAY IN THE EVENT THAT IT RAINS, BECAUSE AGAIN, IT'S IN A WATERWAY THAT WOULD OBSTRUCT A CULVERT.
BEING ABLE TO GET ACCESS TO GET DOWN INTO [INAUDIBLE].
IT WOULD WASH OUT OF THERE AND PLUG THE CULVERT.
I'LL MAKE A MOTION WE APPROVE.
DO WE HAVE A SECOND? SECOND. WE HAVE A MOTION AND A SECOND.
ALL IN FAVOR, SAY AYE OPPOSE HEARING NONE.
[29. Discussion/Action to consider the approval to adopt a development agreement between the County and Maxwell Farms Partners, LP for the Misty Farms subdivision located on Misty Lane (CR 229). Speaker: Commissioner Theriot/ Kasi Miles/ Tracy Bratton/ Trevor McManis; Backup: 16; Cost: None]
FOR MISTY FARMS SUBDIVISION LOCATED ON MISTY LANE COUNTY ROAD 229.COMMISSIONERS. WE HAVE BEEN IN DISCUSSIONS WITH MR. CRONENBERG FOR SEVERAL WEEKS AND HAVE COME TO AN AGREEMENT ON THE TERMS OF THIS DEVELOPMENT AGREEMENT.
THE AGREEMENT WILL PROVIDE FOR SITE BUILT STRUCTURES, AND IT WILL ALSO PROVIDE FOR MR. CRONENBERG'S GROUP TO CONTINUE TO IMPROVE MISTY LANE FROM FARMERS LANE UP TO WHERE ANOTHER DEVELOPMENT IS PICKING IT UP WENT UP TOWARDS 21 AND I'D LIKE TO APPRECIATE OR THANK MR. CRONENBERG AND HIS GROUP FOR THAT AGREEMENT.
COMMISSIONERS, ANY QUESTIONS FOR MR. CRONENBERG? JUST TO REFRESH MY MEMORY, BECAUSE IT'S BEEN A COUPLE OF MONTHS SINCE THE LAST TIME THIS WAS ON THE AGENDA.
WHAT WAS THE WASTE WATER SOURCE OF [INAUDIBLE].
THIS WILL BE A PUBLIC SYSTEM THAT I'LL [INAUDIBLE] WE'LL HAVE A LIFT STATION ON THE PROPERTY.
ANY OTHER QUESTIONS? I'D LOOK FOR A MOTION TO APPROVE THE DEVELOPMENT AGREEMENT.
WE HAVE A MOTION TO APPROVE DEVELOPMENT AGREEMENT BETWEEN THE COUNTY AND MAXWELL FARM PARTNERS LP FOR THE MISTY FARM SUBDIVISION LOCATED ON MR. LANE COUNTY ROAD 2 TO 9.
DO WE HAVE A SECOND? I'LL SECOND. WE HAVE A MOTION AND A SECOND.
OPPOSED, HEARING NONE, MOTION CARRIES.
ITEM 30 DISCUSSION ACTION TO CONSIDER THE APPROVAL OF A PARTIAL REPLATING OF BLOCK ONE AND
[30. Discussion/Action to consider the approval of a partial Re-Platting of Block 1 in Prairie Lea. Speaker: Commissioner Shelton; Backup: 16; Cost: None]
PRAIRIE LEA. COMMISSIONER SHELTON.I SEND IN THE BACKUP, PROBABLY THE BEST DESCRIPTION OF A SCENARIO.
MR. PATTON OWNS SOME PROPERTY THAT USED TO BE THE GIN DOWN IN PRAIRIE LEA.
PRAIRIE LEA WAS LAID OUT BACK IN LIKE 1898 IN DIFFERENT LOTS AND BLOCKS, AND SINCE THEN, THEY EVERYBODY HAS WENT IN, MOVED A LOT LINES, CUT OUT WHAT THEY WANTED TO BE THEIR LOTS BECAUSE IT WAS MAINLY OWNED BY FAMILIES.
SO MR. PATTON OWNS ALL OF LOTS, THREE AND FOUR, PART OF TWO, FIVE AND SIX IN BLOCK ONE.
HE HAS THREE STRUCTURES ON THERE.
HE HAS TWO HOUSES, WELL, A HOUSE, A MOBILE HOME AND THEN A COMMERCIAL BUILDING.
THEY EACH AND ALL HAVE THEIR OWN SEPTIC.
THEY HAVE ALL OF THEIR UTILITIES, AND WHAT HE'S WANTING TO DO IS TO RE-PLAT THOSE LOTS INTO THREE LOTS. EACH WILL HAVE THEIR OWN INDIVIDUAL IDENTIFICATION THROUGH THE APPRAISAL DISTRICT SO THAT WHEN TIME COMES HIS TWO SONS EACH
[01:00:03]
WILL GET THEIR LOT.THE LOT THAT HE SPECIFIES TO THEM AND THE COMMERCIAL LOT EITHER IF HE SELLS IT PRIOR TO THAT OR THEN AT THAT POINT THEY BOTH BECOME OWNERS OF IT AND THEY JOINTLY HAVE TO DO SOMETHING WITH IT TOGETHER INSTEAD OF THERE BEING ARGUMENTS OR FIGHTS, WHATEVER YOU MAY HAVE.
WE ALLOW RECORDED SUBDIVISIONS AND WE ALLOW RECORDED TOWNS.
BACK IN THE DAY, THEY WERE CALLED TOWNS TO RE SUBDIVIDE OR REPLAT THEIR LOTS.
SO BEING THAT WE MET WITH MR. [INAUDIBLE] AND HIS ONLY CONCERN WAS HE EXPRESSED THAT THE LOTS NOT BEING ONE ACRE, THERE'S NO LOT IN PRAIRIE LEA ONE ACRE, THEY'RE ALL LIKE A 10TH OF AN ACRE OR 0.25 OF AN ACRE.
IF YOU'VE BEEN THERE, YOU KNOW, BUT BEING THIS, HE'S NOT ASKING FOR ANY NEW PERMITS OR SEPTIC OR ANYTHING. I THINK IT WOULD BE ONLY LOGICAL THAT HE SHOULD BE ABLE TO REPLAT THESE LOTS SO THAT THEY ARE IN A BETTER CONFIGURATION THAN WHAT THEY ARE.
THIS IS MR. PATTON. DO YOU HAVE SOMETHING YOU WANT TO ADD? YOU SAID IT PRETTY MUCH, RIGHT ON.
OKAY. SO WE JUST WANTED TO BRING THIS TO THE COURT, BEFORE HE SPENT A BUNCH OF MONEY WITH A SURVEYOR AND EVERYTHING DOING THE RE-PLATTING PROCESS.
WE WANTED TO MAKE SURE THAT EVERYONE ON THE COURT WAS OKAY WITH HIM BEING ABLE TO REPLAT THESE LOTS, BEING THEY HAVE THEIR OWN UTILITIES ALREADY.
SO I'D LIKE TO MAKE A MOTION THAT WE WOULD ALLOW MR. PATTON TO REPLAT THE LOTS HE OWNS INTO THREE LOTS AND GET IT ON THE APPRAISAL DISTRICT THAT WAY.
WE HAVE A MOTION TO APPROVE PARTIAL REPLATTING OF BLOCK ONE AND PRAIRIE LEA.
DO WE HAVE A SECOND? I'LL SECOND. WE HAVE A MOTION AND A SECOND.
OPPOSED HEARING NONE. MOTION CARRIES.
THANK YOU. THANK YOU. THANK YOU.
[31. Discussion/Action to consider the approval of an Order authorizing the filing of a Final Plat (Short Form Procedure) for Fox Tail Estates located on Fox Lane. Speaker: Commissioner Westmoreland/ Kasi Miles; Backup: 20; Cost: none]
LOCATED ON FOX LANE.THERE WERE THREE MINOR THINGS THAT NEEDED TO BE CORRECTED.
WE HAVE A MOTION TO APPROVE ITEM 31.
DO WE HAVE A SECOND? I'LL SECOND. WE HAVE A MOTION, AND SECOND, ALL IN FAVOR SAY AYE CLOSED HEARING NONE MOTION CARRIES.
ITEM 32 DISCUSSION ACTION TO CONSIDER 2022-2023 TAX RATE.
[32. Discussion/Action to consider 2022-2023 Tax Rate. If the proposed tax rate will exceed voter-approval rate or no-new revenue tax rate, whichever is lower, a recorded vote is to be taken and to schedule public hearing to adopted 2022-2023 tax rate. Speaker: Judge Haden/ Danie Teltow; Backup: 2; Cost: None]
IF THE PROPOSED TAX RATE WILL EXCEED THE VOTER APPROVAL RATE OR NO NEW REVENUE REVENUE TAX RATE, WHICHEVER IS LOWER, A RECORDED VOTE IS TO BE TAKEN AND TO SCHEDULE THE PUBLIC HEARING TO ADOPT THE 2022 2023 TAX RATE, AND WE'LL TALK ABOUT THIS A LITTLE MORE. THE BUDGET WORKS OUT, BUT IT'S QUITE A BIT LOWER.SORRY. RIGHT NOW, LAST YEAR IT WAS 0.6363.
THIS YEAR WITH THAT THREE, THREE AND A HALF PERCENT INCREASE.
NOT THE NO NEW BUT IT'LL BE IT DROPPED ALL THE WAY TO .5532 AND SO THAT WILL BE WHAT WHAT WE POST FOR THE HEARING.
YES, AND I CAN LET ME PULL IT UP HERE.
LET ME MAKE A CORRECTION. SO LAST YEAR, THE 2021 TAX RATE WAS 0.6719.
THE 2022 NO NEW REVENUE TAX RATE WOULD BE 0.5270, AND WE ARE RIGHT NOW, I BELIEVE WHAT'S BEING
[01:05:02]
RECOMMENDED IS THE 2022 VOTER APPROVAL ADJUSTMENT FOR UNUSED INCREMENT RATE, WHICH IS GOING TO BE THE 0.5532.WITHOUT THAT THREE AND ONE HALF PERCENT INCREASE, IT WOULD BE 0.5529 TO EVERY 100 COMMISSIONERS.
WE HAVE TO TAKE A ROLL CALL VOTE ON THIS AND JUST SIGNIFY BY SAYING AYE OR NAY.
SO IT'S THE NEW RATE BEING PROPOSED AS 0.5532 WHICH IS LIKE 14 PENNIES LOWER ALMOST THAN LAST YEAR.
THAT REPRESENTS A THREE AND A HALF PERCENT INCREASE IN REVENUES.
YES, SIR. WITHOUT THE THREE AND ONE HALF WOULD BE THAT 0.5529.
IF WE GO BEYOND THAT, THEN WE HAVE TO [INAUDIBLE].
ALSO, COMMISSIONERS, BECAUSE OF THIS CHANGE OF THE SIGNIFICANT STUFF THAT WE HAD, DANIE GAVE YOU A LIST OF THE MAJORITY OF THE STUFF THAT WE CHANGED.
WE ARE GOING TO HAVE TO REPOST, REFILE AN AMENDED PROPOSED BUDGET.
SO WE'LL BE WORKING ON THAT AND GET THAT DONE AS SOON AS POSSIBLE.
OKAY. SO WE HAVE TO HAVE A ROLL CALL VOTE.
THE BEST WAY I CAN SAY IT, JUDGE, IS TO APPROVE THE HEARING.
YEAH, YOU CAN KIND OF COMPARE IT FOR THE NO NEW TAX RATE OPTION IS YOUR 0.5270, AND THEN THE VOTER APPROVAL ADJUSTMENT WITH THAT THREE AND ONE HALF PERCENT INCREASE IS THE 0.55, AND THAT'S WHAT WE'LL PUT OUT.
YES, BUT WE STILL HAVE TO DO A ROLL CALL VOTE TO APPROVE POSTING OF THAT RATE.
YES, SIR. COMMISSIONERS, WE'RE GOING TO DO A ROLL CALL VOTE.
SIGNIFY YOUR APPROVAL OF 0.5532 PER $100 WITH AYE OR NAY.
SO WE WILL POST IT AT THAT RATE.
[34.
