AND IT WILL BE CONDUCTED OUT AT THE UNIT ROAD FACILITIES 1700 FARM MARKET ROAD 2720.
ALSO, I'M PLEASED TO ANNOUNCE THAT THE GENERAL LAND OFFICE HAS APPROVED THE ENVIRONMENTAL ASSESSMENT REPORT FOR THE SITE OF THE EVACUATION SHELTER AND HAS RELEASED THE AUTHORIZATION FOR THE USE OF GRANT FUNDS, MEANING THE COUNTY CAN NOW PROCEED WITH THE LAND ACQUISITION WITH THE CITY OF LULING.
FOLLOWING THAT PROJECT, ARCHITECTS CAN COMPLETE THEIR CONSTRUCTION PLANS.
THEN THE COUNTY CAN BEGIN SOLICITING BIDS FOR CONSTRUCTION CONTRACTORS FOR THE PROJECT.
THE FACILITY IS SCHEDULED TO BE CONSTRUCTED IN JANUARY OF 2025, BUT AN EXTENSION IS POSSIBLE.

AS WE ALL KNOW, EARLIER THIS YEAR, GREEN GROUP HOLDINGS SH 130 FILED A MAJOR PERMIT AMENDMENT TO THEIR PERMIT FOR THE DUMP THAT WE HAVE IN CALDWELL COUNTY, WHERE THEY WANTED TO CHANGE THE HOURS OF OPERATION.
THE TCQ AND GRANTING THIS PERMIT OF THE THE HOURS OF OPERATION WERE A MAJOR POINT OF CONTENTION.
NOW, THEY FILED A MAJOR AMENDMENT TO THEIR MAJOR AMENDMENT.
OBVIOUSLY, WHEN THE COMMISSIONERS COURT PASSED THE RESOLUTION OPPOSING THE HOURS EXTENSION, THAT THREW A CURVE TO THEM AND THEY HAD TO DO SOMETHING ABOUT IT. THE CONCERNED CITIZENS OF CALDWELL COUNTY REQUESTED THAT THE COMMISSIONERS DO THIS.
THIS HAS ACTUALLY THROWN GREEN GROUP HOLDINGS SH 130 INTO A BIT OF A PANIC.
AND THEY'VE OFFERED A FEW CARROTS OUT THERE I.E.

WE HAVE PEOPLE THAT ARE IMPACTED CURRENTLY ON A DAILY BASIS WITH NOISE.DO YOU SUPPORT THAT OR DO YOU SUPPORT GETTING A FEW CARROTS? KEEP IN MIND ALSO THAT THIS IS THE SAME GROUP, GREEN GROUP HOLDING IN THE 2013 WHEN THEY FIRST SNUCK INTO TOWN, ANNOUNCED THAT WE FILED OUR PERMIT WITH THE THE STATE AND THERE'S NOTHING THE COUNTY COMMISSIONERS CAN DO ABOUT IT.
I THOUGHT THAT WAS KIND OF INSULTING THING.

ABOUT THE AGREEMENT THAT YOU'RE CONSIDERING POSSIBLY ON THE 130 EP LANDFILL , I THINK THAT IT'D BE GREAT IF YOU STEP BACK AND THINK THROUGH THAT REALLY WELL.
YOU KNOW, YOU TALK ABOUT THE THE SCHOOL DISTRICT AND HAVING AN ENVIRONMENTAL SUSTAINABILITY PROGRAM WITH THEIR GRANT FOR $1,500.
I THINK THAT IT WOULD BE MORE LOGICAL TO THINK ABOUT THE COST OF WHAT IT WOULD TAKE TO STAFF SOMETHING LIKE THAT, AND THE LANDFILL GROUP THAT COULD EASILY AFFORD PAYING THE SALARY FOR THAT STAFF.
THERE'S THE AND I'M JUST [INAUDIBLE] POINTS THAT IN THAT LETTER I DIDN'T GET MUCH SLEEP LAST NIGHT.
YOU KNOW, THERE'S A LOT OF THOUGHTS THAT COME IN ABOUT THE LANDFILL COMPANY AND HOW THEY'VE WORKED OVER THE LAST DECADE AND HOW HARD IT IS TO HAVE A RELATIONSHIP, A TRUSTING RELATIONSHIP WITH THEM.
AND WHAT'S GOING TO HAPPEN IF THE STATE OF TEXAS COMES BACK AND AND DOES NOT GRANT THEM HOURS? WHAT WOULD ANY AGREEMENT THAT YOU SIGNED TODAY, HOW WOULD THAT BE AFFECTED BY THAT? THERE ARE SEVERAL ISSUES IN HERE, BUT ONE THAT I'D REALLY LIKE TO POINT OUT IS THAT THE COUNTY NEEDS TO CONSULT WITH THEIR ATTORNEY AND UNDERSTAND A LOT OF IMPLICATIONS THAT I'VE MENTIONED IN THAT LETTER THERE.

HOW DOES THAT AFFECT YOUR SITING ORDINANCE? THESE THESE THINGS REALLY NEED TO BE UNDERSTOOD IN DEPTH PRIOR TO SIGNING AN APPLICATION.

AND IT'S NICE TO BE BACK HERE AFTER A WHILE.

WE IN SEPTEMBER OF LAST YEAR DID FILE A MODIFICATION TO THE PERMIT FOR THE LANDFILL TO CHANGE THE OPERATING HOURS FOR THE FACILITY TO BE CONSISTENT WITH WHAT WE ORIGINALLY APPLIED FOR.
HARD TO BELIEVE, BUT NINE YEARS AGO WHEN WE FIRST FILED THE INITIAL APPLICATION FOR THE SITE AND ALSO TO BE CONSISTENT WITH THE ALL THE OTHER DISPOSAL FACILITIES OPERATING HOURS IN THE MARKETPLACE, IT'S NOT OUR INTENT TO GO TO A 24/7 OPPORTUNITY FOR OPERATING HOURS, NOT THAT WE INTENDED TO ACTUALLY OPERATE DURING THOSE HOURS, BUT IT WOULD GIVE US THE FLEXIBILITY IF THERE WAS A UNIQUE NEED OR AN EMERGENCY OR SOMETHING LIKE THAT, THAT WE COULD HAVE THOSE HOURS.
AND AS PART OF THE PROCESS, WE HAVE TO PROVIDE NOTIFICATION.
AND THEN THERE'S AN OPPORTUNITY FOR CITIZEN COMMENT AND PUBLIC COMMENT ON THE APPLICATION.
AND AND YOU AS THE COMMISSION ALSO EXPRESSED CONCERN WHICH RESULTED IN A RESOLUTION BEING ADOPTED OPPOSING THAT CHANGE IN OPERATING HOURS TO 24/7.
HOPEFULLY WE'RE DECENT LISTENERS AND WE DID HEAR THE CONCERNS THAT WERE RAISED AND ON OUR OWN INITIATIVE BASED ON THOSE COMMENTS, WE DECIDED TO CHANGE THE REQUEST AT THE TCQ TO FURTHER LIMIT THE APPLICATION TO MOVE AWAY FROM A 24/7 REQUEST TO SIMPLY OPERATIONS ON SATURDAY FROM 6 A.M.
TO 5 P.M., AND TO BE ABLE TO OPEN ONE HOUR EARLIER FOR DISPOSAL OF WASTE DURING THE WEEKDAYS AND NO OPERATIONS ON SUNDAY.
SO THE IDEA DURING THE WEEK IS THAT IF WE COULD OPEN ONE HOUR EARLIER, THAT WOULD ALLOW THAT FIRST GROUP OF TRUCKS TO COME IN AND DISPOSE OF THEIR WASTE BEFORE RUSH HOUR AND BEFORE THE SCHOOL HOURS.
AND THEN ONE OF THE THINGS FOR THOSE OF YOU WHO'VE BEEN INVOLVED IN THIS FOR A NUMBER OF YEARS, KNOW THAT WE OFFERED A SERIES OR DISCUSSED A SERIES. ACTUALLY, WE OFFERED THEM IN THE FORM OF A HOST AGREEMENT, A SERIES, YOU HAVE ONE MINUTE, OK THANK YOU.
AND SO WHAT AS PART OF OUR CHANGE IN APPLICATION, WE ALSO PRESENTED TO THE COUNTY A COMMITMENT TO CHANGE THESE THINGS THAT WE COULD DO FOR THE COUNTY TO ADDRESS ILLEGAL DUMPING OPEN ON SATURDAY, FOR CITIZENS TO DUMP FOR FREE, FOR THEIR RESIDENTIAL GARBAGE, PARTICIPATE IN CITIZEN CLEANUPS.

SO I JUST WANTED TO LET YOU KNOW, WE SUPPORT WORKING WITH THE COUNTY ON AN AGREEMENT, BUT THAT WE ALSO THINK IT MIGHT BE A GOOD IDEA TO TABLE THE MATTER UNTIL WE CAN COMPLETE THE DISCUSSIONS AND BRING IT BACK TO YOU AT THAT TIME.

GIVEN WE NEED TWO DAYS TO RECOVER FROM THE SOUND OF THE MACHINES AND THE OCCASIONAL SO FAR OCCASIONAL SMELL THAT COMES ACROSS ALSO.
THERE'S I REPRESENT AND HAVE INVOLVED MANY OF THE PEOPLE ON [INAUDIBLE] TRAIL, ESPECIALLY THE SPANISH SPEAKING PEOPLE I PROVIDED OR CONTACTED THE TCQ IN ORDER TO GET A SPANISH SPEAKING LETTER TO THEM BECAUSE THAT WAS NOT PROVIDED ORIGINALLY AND ARRANGE FOR DIFFERENT PEOPLE TO SEND IN LETTERS.

SO THERE ARE A LOT OF THOSE PEOPLE DIDN'T EVEN KNOW WHAT WAS HAPPENING.
AND I HOPE THAT YOU'LL REPRESENT THOSE CITIZENS AND NOT ACCEPT THE, AS WAS SAID, THE CARROTS THAT ARE BEING PUT FORTH, WHICH ARE FRANKLY VERY SMALL LITTLE CARROTS.
AND SOMETHING I READ AND WHEN I DOWNLOADED SOME OF THE INFORMATION, I THOUGHT THEY WERE OPEN 7 TO 7.

BUT A QUICK SUMMARY, THE NOVEMBER 2022 BOND REALLY IS PRETTY VANILLA BASIC BOND.WE ALL KNOW IN 2019 THE SCHOOL DISTRICT HAD A FAILED SCHOOL BOND.
WE'VE TAKEN THAT FEEDBACK, LISTEN TO THE COMMUNITY AND REALLY BUILT THIS BOND.
SO WE'RE THAT THAT WAS A BIG FACTOR.
SO THIS BOND ONLY INCLUDES CLASSROOM SPACE.
IT'S OUR HIGHEST NEED AREAS IN THE DISTRICT WHERE WE HAVE OVER AND OVER ENROLLMENT AND CROWDED CLASSROOMS. AND THAT'S ALL THAT'S IN THIS BOND.
AND THAT'S A ZERO CENT TAX RATE INCREASE.
THE LAND SITE THAT WE'RE LOOKING AT IS JUST OUTSIDE OF LOCKHART CITY PROPER OFF OF ORCHARD LOOP AND 142 AND THE PERRY HOMES DEVELOPMENT THAT IS COMING OVER 1,400 HOMES MASTER PLANNED COMMUNITY.
AND THAT'S WHERE THE PROPOSED SCHOOL SITES WILL BE OFF OF ORCHARD LOOP THERE.
THERE'S A TWO ADDITIONAL TWO STORY WING IS PROPOSED TO TO TO BE BUILT THERE ON SITE AT LOCKHART HIGH SCHOOL, TO GIVE US AN ADDITIONAL AT LEAST 500 STUDENTS CAPACITY, MORE THERE IN THAT LOCATION AT LOCKHART HIGH SCHOOL.
AND THAT'S THAT'S ALL THAT'S INCLUDED IN THE BOND.
IT WON'T HAVE ANYTHING FOR OTHER CAMPUSES.
IT WON'T HAVE ANY UPGRADES, IMPROVEMENTS.
WHEN WE LOOK AT HOW DID WE PICK THOSE AS THE PRIORITY, I HAVE SOME CHARTS AND I KNOW IT'S A LITTLE HARD TO SEE ON TV, BUT YOU DO HAVE THE PRINTED AND YOU CAN SEE OUR ELEMENTARY SCHOOLS. ALL OF THEM, EXCEPT FOR ONE, ARE OVERCAPACITY.
ALL OF OUR SCHOOLS, EXCEPT FOR ONE, HAVE PORTABLE CLASSROOMS BEING UTILIZED TO EDUCATE KIDS.
IF YOU IF YOU'RE IN K THROUGH FOURTH GRADE, YOU GO TO PLUM CREEK ELEMENTARY SCHOOL.
SO IF YOU MOVE IN ACROSS THE STREET ON CLEAR FORK AND YOU'RE ZONED TO GO TO CLEAR FORK ELEMENTARY AND YOU'RE NEW TO TOWN, YOU WILL GO TO PLUM CREEK NOW BECAUSE THAT'S WHERE THE SPACE IS AND WE JUST DON'T HAVE THE SPACE AT ANY OF OUR ELEMENTARY SCHOOLS.
WHEN WE LOOK AT OUR SECONDARY SCHOOLS, LOCKHART JUNIOR HIGH SCHOOL IS AT 90% CAPACITY AS OF SEPTEMBER 1ST, LOCKHART HIGH SCHOOL IS OVER 109% CAPACITY, WHICH IS WHY WE'RE HAVING TO BUILD THAT ADDITIONAL WING AT LOCKHART HIGH SCHOOL AND PRIDE HIGH SCHOOL, WHICH IS OUR HIGH SCHOOL OF CHOICE.
OUR CENTRAL OFFICE ADMIN BUILDING IS ALSO PRIDE HIGH SCHOOL, SO WE SHARE THAT CAMPUS WITH THEM.
WE HAVE 61 STUDENTS CURRENTLY ATTENDING THERE, SO WE HAVE PLENTY OF ROOM TO GROW THAT.
WHEN WE LOOK AT THE GROWTH NOTES, IT WAS MENTIONED HERE THE COMMUNITY IS SEEING GROWTH.
LOCKHART ISD, I REALIZE, IS ONE OF THREE SCHOOL DISTRICTS WITHIN CALDWELL COUNTY BOUNDARIES.
WITHIN THAT CALDWELL COUNTY, OVER 300 SQUARE MILES IS LOCKHART ISD BOUNDARIES.
WE WE HAVE ABOUT 10,000 HOMES WITHIN OUR DISTRICT BOUNDARIES THAT HAVE BEEN THAT ARE BEING PLANNED TO BE DEVELOPED OVER THE NEXT FEW YEARS. SO WE KNOW THAT THIS BOND IS CURRENTLY THE 2022 BOND IN NOVEMBER IS FOR OUR STUDENTS WHO ARE HERE WHO ARE ALREADY OVER CAPACITY. BUT WE ALSO ARE PLANNING PHASE TWO AND PHASE THREE BECAUSE OF THE GROWTH THAT IS COMING.
WE PROJECTED A 3% GROWTH FOR THIS SCHOOL YEAR.
WE PROJECTED TO HAVE 63 50, AND WE ARE ALREADY AT 6477 AS OF TODAY.

AND, YOU KNOW, IT'S LIKELY THAT THE COMMUNITY WILL GROW GROW FASTER THAN 3%.
SO I WANT TO GO QUICKLY OVER HOW SCHOOL FINANCE WORKS IS DIFFERENT THAN THE COUNTY.
THERE ARE SOME SIMILARITIES, BUT THE SCHOOL FUNDING SYSTEM WORKS A LITTLE BIT DIFFERENT.
AND I'LL GO OVER THAT IN A SECOND.
THE MAINTENANCE AND OPERATIONS BUDGET IS HOW WE OPERATE THE SCHOOL DISTRICT.
THAT'S HOW WE PAY TEACHER SALARIES.
85% OF THAT BUDGET IS TO PAY OUR STAFF.
SO BY AND LARGE, THE MAJORITY OF THAT MONEY GOES TO PAY STAFF.
WHEN WE LOOK AT OUR TOTAL TAX RATES, LOCKHART ISD NOT ONLY HAS THE LOWEST TAX RATE AND CALDWELL COUNTY OF THE THREE SCHOOL DISTRICTS, OUR TAX RATE THAT WAS JUST APPROVED LAST MONTH AS $1.1223 PER LEAS AT $1.24 AND LULING IS AT $1.255.
HAYS OUR NEIGHBOR JUST WEST OF US, IS AT $1.37.
AND YOU SEE THE OTHER SCHOOL TAX RATES THEY'RE AROUND.
SO OUR OUR SCHOOL BOARD, ONE OF THE REASONS WHY THEY WERE AWARDED SCHOOL BOARD OF THE YEAR IS BECAUSE THE DISTRICT IS AROUND THE STATE BEING RECOGNIZED FOR ESSENTIALLY DOING MORE WITH WITH LESS IN TERMS OF THE REVENUE THAT WE RECEIVE.
WHEN WE LOOK AT OUR STUDENT DEBT COMPARISON.
SO HOW MUCH DEBT DOES THE DISTRICT HAVE? THAT'S THAT INS TAX RATE THAT COMES THAT THE SCHOOL DISTRICT HAS TO TAKE TO THE VOTERS TO BUILD NEW BUILDINGS.
AGAIN, BY FAR, LOCKHART ISD HAS A DEBT PER STUDENT OF $12,040.
LULING IS AT $33,000 AND PRAIRIE LEAS' AT $44,534.
AND THEN MANER KIND OF LEADS OUR OUR AREA WITH $89,000 PER STUDENT IN TERMS OF DEBT.
IF THE BOND WERE TO PASS IN NOVEMBER, LOCKHART ISD WOULD STILL HAVE THE LOWEST DEBT PER STUDENT OF $31,670, EVEN WITH PASSING THIS NOVEMBER BOND. Y'ALL WOULD STILL HAVE THE LOWEST DEBT RATE.
SO LOWEST TAX RATE AND LOWEST DEBT PER STUDENT.
SO IN THE SCHOOL FUNDING SYSTEM IN THE STATE OF TEXAS.
THAT'S HOW WE RECEIVE OUR STATE FUNDING.
AND WHAT THE SCHOOL DISTRICT HAS AN OPPORTUNITY TO DO THIS NOVEMBER IS NOT ONLY LOWER THE TAX RATE, BUT TAKE IT TO THE COMMUNITY TO ESSENTIALLY KEEP AN EXTRA PENNY IN THE TAX RATE THAT WOULD GENERATE MORE LOCAL FUNDS FOR LOCKHART ISD. SO THIS SCHOOL YEAR I JUST MENTIONED, OUR TAX RATE IS A $1.1223.
LAST YEAR WAS $1.1297, SO ABOUT 0.7 OF ONE PENNY THE VOTERS WOULD HAVE TO APPROVE AN EXTRA PENNY IS WHAT THE STATE OF TEXAS CALLS A GOLDEN PENNY, AND THAT WOULD GENERATE ABOUT A MILLION DOLLARS OF EXTRA REVENUE FOR OUR OPERATING BUDGET.
FOR LOCKHART ISD, ABOUT $225,000 OF THAT WOULD COME FROM THE LOCAL TAXPAYERS.
THAT'S WHAT THAT EXTRA PENNY WOULD WOULD GENERATE.
THE STATE OF TEXAS WOULD PROVIDE THE OTHER $700,000 AS ADDITIONAL REVENUE TO TO LOCKHART ISD.
SO ON THE ON THE ELECTION OR ON THE BALLOT IN NOVEMBER, WE HAVE THE BOND AND A VOTER APPROVED TAX RATE ELECTION THAT WOULD BRING OUR TAX RATE DOWN 0.7 OF A PENNY, BUT WOULD GIVE US THE ABILITY TO BUILD AN ELEMENTARY SCHOOL, TO BUILD AN ADDITION AT LOCKHART HIGH SCHOOL AND TO GENERATE AN EXTRA MILLION DOLLARS IN OUR OPERATING BUDGET TO HELP US BE MORE COMPETITIVE WITH OUR PEERS IN LULING, WITH OUR PEERS IN PRAIRIE LEA, AND THEN CERTAINLY OUR COMPETITORS IN HAYS COUNTY TO GET US A LITTLE CLOSER BECAUSE THEY'RE GENERATING A LOT MORE REVENUE.

IT WAS $1.33, THEN IT WENT TO $1.26, $1.16 IN 2021, $1.297 LAST YEAR.
AND IF THE BOND AND THE VATRE ARE APPROVED, THE TAX RATE WOULD BE AT $1.1223.
IF THE BOND AND THE VATRE ARE NOT APPROVED, IT WOULD BE $1.1123.
SO WHETHER THE IF THE BOND PASSES OR NOT, THAT DOESN'T REALLY AFFECT OUR TAX RATE WOULD AFFECT OUR TAX RATE IS IF THE VATRE THE TAX RATIFICATION ELECTION PASSES OR FAILS, THERE WOULD BE A PENNY DIFFERENCE THERE.
SO IF IT FAILS, THE COMMUNITY DOESN'T IT WOULD GO DOWN TO $1.11.

SO THE ANNUAL INCREASE WITH THE PROPOSED BOND AND VATRE WOULD BE $100 FOR THE AVERAGE RESIDENT.
THAT'S THE ANNUAL SO $8.33 PER MONTH.
AND THEN IF THE VATRE WERE TO FAIL, IT WOULD BE $84.
SO THERE'S A SWING OF $16 WORTH OF THAT PASSES OR FAILS TO THE AVERAGE HOMEOWNER.
I WANT TO ALSO JUST REMIND EVERYONE, ELECTION DAY IS NOVEMBER 8TH.
AS WE CONTINUE TO GROW AS A DISTRICT, IT'S IMPORTANT THAT WE HAVE TRANSPARENCY AND FOLKS WHO WILL HOLD THE DISTRICT ACCOUNTABLE TO ENSURE THAT THE PROMISES THAT ARE BEING MADE ARE BEING KEPT, HAVING FREQUENT MEETINGS.

AS MR. ESTRADA STATED, GROWTH IS EVIDENT AND WITH GROWTH, THE IMPLICATIONS FOR STUDENTS AND TEACHERS IS VERY MUCH IMPORTANT TO ACTUALLY THINK ABOUT WHEN WE THINK ABOUT WHAT THE IMPLICATIONS ARE, WHEN WE HAVE GROWTH, WE HAVE LARGER CLASSROOM, I MEAN LARGER STUDENT CLASSROOM SIZE.
WE HAVE LIMITED SPACE IN THE CLASSROOMS. AND WITH THAT, THE IMPACT ON ON THE LEARNER IS CRITICAL BECAUSE STUDENTS ARE IN CROWDED CLASSROOMS AND THEY DON'T GET THE FEEDBACK THAT THEY NEED FROM THE TEACHERS. THERE ARE SO MANY STUDENTS AND THEN THEIR INTERACTION IS LIMITED.
WHEN YOU HAVE LARGER NUMBERS IN THE CLASSROOMS, THEN YOU HAVE LESS OPPORTUNITY TO INTERACT.
AGAIN, IN CLASSROOMS WHERE THE SIZE IS SO MUCH LARGER, THE IMPACT IS GREAT FOR KIDS THAT ARE SECOND LANGUAGE LEARNERS AS WELL AS FOR STUDENTS ARE AT RISK AND THERE ARE SOME KIDS THAT ARE ONE OR TWO GRADE LEVELS BELOW.
SO WHEN YOU TALK ABOUT INTERACTION, INTERACTION IS LIMITED BECAUSE YOU HAVE SO MANY MORE STUDENTS IN EVERY CLASSROOM AS WELL AS IN THE DIFFERENT LEVELS ACROSS FROM ELEMENTARY TO SECONDARY AT THE HIGH SCHOOL.
KIDS PERFORM BETTER IN SMALLER CLASSES, IN EVERYDAY SUBJECTS, IN EVERYDAY COURSEWORK.
AND THERE IS A SIGNIFICANT IMPACT WHEN YOU HAVE SMALLER CLASSES.
KIDS DO BETTER IN THEIR COURSEWORK, THEY DO BETTER IN THEIR ASSESSMENTS.

AND THEN ALSO IN INTERACTING WITH KIDS, WHEN YOU HAVE SO MANY KIDS IN A CROWDED CLASSROOM, WHEN YOU TALK ABOUT A TEACHER PLANNING FOR INSTRUCTION, THEY'RE LIMITED DUE TO SPACE AS FAR AS PROVIDING KIDS OPPORTUNITIES TO DO GROUP WORK, TO DO WORK WITH A PARTNER, TO INTERACT BECAUSE THERE IS NOT SPACE IN THE CLASSROOM IN ORDER FOR IT TO BE CONDUCIVE FOR THEM TO MOVE AND MOVE AROUND WHEN WHEN THERE IS NO SPACE.

COMMISSIONERS, BEFORE YOU, IS A CHAPTER 381 AGREEMENT WITH THE ZIEGENFELDER COMPANY, WHICH IS A COMPANY BASED OUT OF WHEELING, WEST VIRGINIA, THEY PRODUCE FROZEN NOVELTY MANUFACTURING, PRODUCING FROZEN ICE TREAT'S SIGNATURE ITEM AS A BUDGET SAVER, SORT OF TWIN POPS YOU'LL SEE AT HEB OR WAL MART ACROSS THE COUNTRY. THEY HAVE THREE OF THESE PRODUCTION FACILITIES CURRENTLY ACROSS THE COUNTRY IN THEIR HOMETOWN OF WHEELING, WEST VIRGINIA, CHINO, CALIFORNIA AND DENVER, COLORADO.
SO THIS WOULD BE THEIR FOURTH MANUFACTURING PLANT.
AND WE EXPECT THE PRODUCT TO HAVE 100 JOBS AT FULL EMPLOYMENT.
THE INVESTMENT WOULD BE ABOUT $37 MILLION, AND THEY WOULD CONSTRUCT A 96,000 SQUARE FOOT FACILITY IN LOCKHART INDUSTRIAL PARK, THREE AT SH 130. THEY'RE UNDER CONTRACT.
WE JUST NEED TO GET THROUGH SITE PERMITS ONCE THOSE ARE APPROVED BY P&Z, WHICH WE EXPECT TO OCCUR AT THE FIRST MEETING IN OCTOBER, HOPEFULLY THEN WE WOULD MOVE TO CLOSE ON THE LAND AND START CONSTRUCTION AT THAT TIME.
THE INCENTIVE FOR YOU WOULD ONLY REQUIRE 60 JOBS OUT OF 100, SO THAT'S THE MINIMUM.
AND IN RETURN, THE 381 WOULD BE A FIVE YEAR PROPERTY TAX REBATE STARTING AT 80% AND REDUCING TO 33% IN YEAR FIVE. THE NET BENEFIT TO CALDWELL COUNTY OVER TEN YEARS IS ESTIMATED TO BE ABOUT $1.8 MILLION TO THIS PROJECT.
AND AS THE JUDGE ALREADY MENTIONED, CITY COUNCIL PASSED AN IDENTICAL 380 AGREEMENT LAST TUESDAY AT CITY COUNCIL, AND LAST NIGHT AT LOCKHART EDC, WE PASSED A PERFORMANCE AGREEMENT AS WELL.
