WE HELD 110 COMMUNITY BASED CLINICS AND THOSE WERE HOSTED BY SOME OF OUR PARTNER ORGANIZATIONS WITH THE SCHOOL DISTRICTS, CHURCHES, COMMUNITY CENTERS, LIBRARIES. WE HAD GREAT SUPPORT FROM ALL OF EACH OF THE CALDWELL COUNTY SCHOOL DISTRICTS, AND OVER HALF OF OUR CLINICS WERE HOSTED BY SCHOOL CAMPUSES, WHICH WAS REALLY WONDERFUL BECAUSE THEY HAD NOT ONLY THE FACILITIES BUT THE ABILITY TO REACH OUT TO ALL OF THE FAMILIES IN THE DISTRICTS AND GET THEM INFORMED AND HELP BRING PEOPLE. AND SO AFTER DOING THAT WORK, WE HAD DEVELOPED A REALLY STRONG NETWORK OF PARTNERSHIPS. AS I MENTIONED, ALL THESE ORGANIZATIONS WHO HELPED HOST CLINICS HELPED GET THE WORD OUT, AND SOME WHO ALSO HELPED MAKE BY GIVING DONATIONS. WE HAD BUSINESS SPONSORS. AND SO WORKING OFF OF THAT AND BUILDING OFF OF WHAT WE'VE LEARNED IN THE COMMUNITY ABOUT SOME OF THE THE DIFFICULTIES PEOPLE ARE FACING TO ACCESSING HEALTH CARE AND OTHER ISSUES THEY'RE DEALING WITH. WE, OVER THE SUMMER DECIDED THAT WE WANTED TO EXPAND WHAT WE'RE WORKING ON AND BECOME OUR OWN 503(C)(3). SO WE'VE STARTED THAT APPLICATION PROCESS AND CHANGED OUR NAME TO CORN, WHICH IS COMMUNITY ORGANIZATIONS REACHING NEIGHBORS. AND REALLY WHAT WE'RE MOVING TOWARDS IS BECOMING SORT OF A BRIDGE BETWEEN THE LOCAL RESIDENTS AND NONPROFITS, RESOURCE AND SERVICE PROVIDERS, AND TO HELPING EDUCATE RESIDENTS ABOUT WHAT IS ALREADY AVAILABLE, AND THEN ALSO HELPING ADVOCATE TO BRING WHATEVER RESOURCES ARE NOT HERE TO THE COMMUNITY, WHETHER THAT'S HELPING FIND ADDITIONAL FUNDING FOR DIFFERENT ORGANIZATIONS OR HELPING THEM FIND A LOCAL OFFICE SPACE, WHATEVER WE CAN DO TO MAKE MAKE THE SERVICES MORE ACCESSIBLE, OUR GOALS AS WE MOVE FORWARD, WE WANT TO, IN THE NEXT YEAR, REDUCE THE RATE OF UNINSURED CLIENTS THAT WE SERVE. ON AUGUST 21ST OF 2019, THE CITY OF LULING ENTERED INTO A CONTRACT WITH WILDWOOD AVIATION CORPORATION, A SKYDIVING ENTERPRISE UNDER THE OWNERSHIP AND MANAGEMENT OF JOE JOHNSON. IN THE CONTRACT, THERE WERE SEVERAL RESTRICTED USE RESTRICTIONS, INCLUDING THE FOLLOWING NO MOTOR VEHICLE TRAILER OR OTHER TRANSPORTATION MODE MAY BE PERMANENTLY OR HABITUALLY PARKED ON OR STORED ON OR IN THE LEASED PREMISES. LESSEE SHALL NOT OPERATE ANY NON AVIATION RELATED BUSINESS OR ACTIVITY ON THE LEASED PREMISES. LEASEE SHALL NOT SUBLEASE, ASSIGN, SELL OR TRANSFER THIS CONTRACT AGREEMENT ON ANY RIGHT HERE UNDER TO ANY PERSON, CORPORATION, ASSOCIATION OR OTHER ENTITY WITHOUT PRIOR WRITTEN AGREEMENT OF THE LESSER. ON JUNE 21ST OF 2021, THE CITY OF LULING GAVE WILDWOOD AVIATION CORPORATION 90 DAYS WRITTEN NOTICE OF TERMINATION OF THE AIRPORT GROUND LEASE AGREEMENT FOR THE FOLLOWING REASONS. THERE WAS THE PLACEMENT OF TWO LARGE PORTABLE BUILDINGS ON THE PROPERTY OUTSIDE OF THE LEASED AREA, CONNECTING UTILITIES TO THE BUILDINGS WITHOUT LULING PERMITS OR WRITTEN APPROVAL, AND THERE WERE OCCURRENCES OF OPEN SEWAGE ON THE GROUND IN SOME OCCASIONS. THERE WAS THE OPERATION OF A DOG KENNEL ON THE PROPERTY OUTSIDE OF THE LEASED AREA, AND THEN THERE WAS THE SUBLEASING OUT TO TENANTS. ON NOVEMBER 8TH OF 2021, THE CALDWELL COUNTY COMMISSIONERS COURT VOTED TO APPROVE THE CITY OF LULING AS THE SITE FOR THE NEW EVACUATION SHELTER COMMUNITY CENTER. THE SELECTION OF THE CITY, NOT A SPECIFIC SITE ON THAT PROPERTY. ON NOVEMBER 10TH, 2021, THE CITY COUNCIL OF LULING VOTED TO CLOSE THE AIRPORT PROPERTY THAT WAS DUE TO RENOVATION NEEDS. THE FACT THAT THE FAA HAD REFUSED ANY ADDITIONAL FUNDING FOR THE UPKEEP OF THAT AIRPORT. SO THE CITY COUNCIL VOTED ON NOVEMBER 10TH OF 2021 TO CLOSE THE AIRPORT. IN EARLY 2022, I DON'T KNOW THE SPECIFIC DATES, JOE JOHNSON AND HIS HEAD PILOT, STEPHEN LOOK, BEGAN TO CALL OUR ELECTED OFFICIALS SENATORS CRUZ, CORNYN, HUD, THE GLO, STATING THAT AND I'VE SEEN THIS IN WRITING THAT THE CARTER MEMORIAL AIRPORT WAS BEING CONVERTED INTO AN EVACUATION SHELTER AND THAT THEY WERE DUE RELOCATION, FINANCIAL ASSISTANCE. NOW, HUD DOES HAVE A UNIFORM RELOCATION ASSISTANCE PROGRAM TO HELP INDIVIDUALS AND BUSINESSES WHO ARE BEING DISPLACED. ON JUNE 9TH, 2022, THE JUDGE, HADEN, RECEIVED THE FOLLOWING NOTICE FROM THE TEXAS GENERAL LAND OFFICE, QUOTE, AFTER MEETING WITH HUD AND DISCUSSING WHAT OPTIONS ARE AVAILABLE AND GOING OVER ALL EVIDENCE PROVIDED, THE GLO AND HUD DETERMINED THAT COMPLIANCE WITH THE UNIFORM RELOCATION ASSISTANCE PROGRAM WOULD BE REQUIRED WITH THE PLACEMENT OF THE EVACUATION SHELTER AT THE AIRPORT SITE WITHOUT DEFINITIVE ASSURANCE THAT THIS DISPLACEMENT WAS NOT CAUSED BY THE COUNTY'S PROJECT. URA ADHERENCE MUST BE ADDRESSED IMMEDIATELY. CONTINUING IN THAT CORRESPONDENCE, AT THIS MOMENT, YOUR CONTRACT DOES NOT LIST THE AIRPORT AS THE FUTURE SITE OF THE EVACUATION SHELTER. AND THAT'S A KEY POINT. ON AUGUST 3RD, 2022, A URA DISCUSSION MEETING WAS CONDUCTED IN THE OFFICE OF JUDGE HADEN AND REPRESENTATIVES FROM THE GLO, A HUD URA RESOURCE PERSON. THE CITY OF LULING, CALDWELL COUNTY DORSETT, ENGINEERS AND LANGFORD COMMUNITY MANAGEMENT SERVICES CONTINUE TO MEET BY ZOOM MEETINGS TO HASH OUT A URA PLAN, WHICH YOU NOW HAVE BEFORE YOU TODAY. [00:25:03] THE FIRST COURSE OF ACTION WAS TO INITIATE PLANS TO LOCATE ANY POTENTIAL CLAIMANT WHO DEEMED THEY WERE DUE RELOCATION ASSISTANCE. I WAS THE POINT OF CONTACT FOR WORKING WITH JOE JOHNSON AND STEVE LOOK IN IDENTIFYING POTENTIAL CLAIMANTS. JOE AND STEVE SAID THAT THERE WERE 14 INDIVIDUAL AND NINE BUSINESSES THAT WERE AFFECTED BY THE CLOSING OF THE AIRPORT. POTENTIAL CLAIMANTS BEGAN CONTACTING ME AND PROVIDING ADDRESS INFORMATION. WE ARE ALSO REQUIRED TO PROVIDE A PUBLIC NOTICE IN THE LULING NEWS BOY AND SIGNAL, WHICH PROVIDES POTENTIAL CLAIMANTS INFORMATION ABOUT HOW TO CONTACT ME. AND A SITE MAP SHOWING THE LOCATION OF THE EVACUATION SHELTER FACILITY. ONE FEATURE IN ESTABLISHING THE URA PLAN WAS THE DESIGNATION OF AN INITIATION OF NEGOTIATION DATE. THIS WAS ESTABLISHED BY THE URA RESOURCE PERSON THAT WE WERE WORKING WITH. THE DATE SELECTED BY THE HUD YOU ARE A REPRESENTATIVE WAS JUNE 14TH, 2022, AND THAT WAS BECAUSE THAT WAS THE DATE THAT THE COUNTY SUBMITTED A PERFORMANCE STATEMENT OF CHANGE REQUEST TO THE GLO FOR THE FIRST TIME, SHOWING AN APPROXIMATE LOCATION SELECTED FOR THE EVACUATION SHELTER FACILITY. PRIOR TO THAT DATE, IF YOU WERE TO ASK ME WHERE IS THE EVACUATION SHELTER GOING TO BE LOCATED, I WOULD HAVE TOLD YOU IT'S GOING TO BE NORTH OF THE OF THE BIG CITY OF LULING WATER TOWER AND SOUTH OF THE CARTER MEMORIAL LIBRARY, SOMEWHERE IN THE 20 ACRE TRACT IN THERE. AT NO TIME, AND THIS CONTINUES TODAY. AT NO TIME HAS THE EVACUATION SHELTER BEEN DETERMINED OR PROMOTED AS BEING LOCATED ON THE FORMER CARTER MEMORIAL AIRPORT PROPERTY, MEANING NO FEDERAL HUD DOLLARS WOULD NEED TO BE ALLOCATED FOR A URA PLAN. HOWEVER, BECAUSE JOE JOHNSON AND STEVE LUCK HAD STARTED MAKING PHONE CALLS AND CONTACTING ELECTED OFFICIALS, ET CETERA, THAT TRIGGERED ON IN HUD AND GLO'S PERSPECTIVE THAT TRIGGERED US HAVING TO INITIATE THE URA PLAN AND WE MUST FOLLOW THROUGH. POTENTIAL CLAIMANTS HAVE 90 DAYS FROM THE RECEIPT OF THEIR LETTER TO SEND IN EVIDENCE OF OCCUPANCY, A LEASE, A UTILITY BILL, SOMETHING TO ME. THAT'S WHAT TRIGGERED ALL OF THIS. I THINK THE MOST FRUSTRATING PART FOR ME THROUGH THIS WHOLE THING WAS THE AMOUNT OF TIME AND STAFF HOURS THAT HAVE GONE INTO TO THIS AND THE AMOUNT. AND IT'S FOR MY PART AND I'LL GO TO MY GRAVE SAYING THIS, THIS HAS BEEN ONE OF THE BIGGEST WASTES OF TAXPAYER MONEY THAT I'VE EVER SEEN IN MY LIFE. WE WROTE LETTERS TO BOTH SENATORS EXPRESSING THAT, BUT HERE WE ARE. SO WE'RE GOING TO GO THROUGH THE PROCESS AND ALLOW THEM AN OPPORTUNITY TO PROVE UP THEIR RESIDENCY. AND IF THEY CANNOT, AND THEY WILL NOT GET PAID. YEAH.
