I WOULD JUST LIKE TO SAY ON BEHALF OF MY FAMILY, THE WESTMORELAND FAMILY, I WOULD JUST LIKE TO THANK THE COMMUNITY OF LOCKHART FOR 122 YEARS OF SERVICE FOR OUR FAMILY BUSINESS.

IT WAS A PLEASURE TO SERVE EACH AND EVERY ONE OF YOU, AND I HAVE SOME OTHER COMMENTS FOR COMMISSIONER ROLAND, BUT I'LL SAVE THEM FOR THE ITEM.

I ALSO WANT TO SAY THIS IS MY LAST COMMISSIONERS COURT MEETING.

I WANT TO THANK THE CONSTITUENTS OF PRECINCT TWO FOR THE OPPORTUNITY OF OF SUPPORTING THEM AND BEING SOMEONE WHO CAN HELP THEM.

I HOPE THAT CONTINUES ON.

AND IT'S REALLY BEEN A PLEASURE.

A LOT TO LEARN.

AND IF THEY EVER NEED ANYTHING, THEY CAN STILL CALL ON ME.

IT'S BEEN A GREAT COMMISSIONERS COURT TO SIT ON.

I'VE WATCHED A LOT OF COMMISSIONER COURTS IN DIFFERENT COUNTIES.

I'VE SEEN MANY OF THESE COMMISSIONER COURTS.

I DO THINK THIS COURT FUNCTIONED VERY WELL COMPARED TO THE OTHERS.

WE ALL HAVE DIFFERENCES, BUT WE STILL AGREE TO DISAGREE AND THAT SHOULD ALWAYS BE A WAY TO CONTINUE.

SO, AGAIN, THANK YOU AND THANK YOU ALL FOR THE OPPORTUNITY TO DO THIS.

THANK YOU. I JUST WANT TO THANK GOD FOR ALLOWING ME TO GET THIS JOB IN THE VERY FIRST PLACE, BECAUSE IT NEVER, EVER CROSSED MY MIND THAT I WOULD WANT TO BE A COUNTY COMMISSIONER.

AND THE WAY IT HAPPENED WAS AND I'M JUST GOING TO PUT THIS IN THERE.

I WAS AT MY BAR PLAYING OUTSIDE AND A LOT OF GUYS COME AND TALK, AND EVERY TIME A CALL WOULD GO BY, SOMEBODY WOULD BLOW OR HOLLER AT ME OR SOMETHING.

AND THIS GUY WAS FROM PFLUGERVILLE.

HE LOOKED AT ME AND SAID, HAVE YOU EVER THOUGHT ABOUT RUNNING FOR PUBLIC OFFICE? I SAID, SHOES, NO, I DON'T WANT TO GO.

BUT HE CAME DOWN TO WHERE I HAD TO GET MY LICENSE, MY BEER LICENSE BACK.

AND SO I HAD TO GET EVERYTHING SET UP.

I HAD TO GET ENOUGH SIGNATURES TO FORCE A SPECIAL ELECTION, WHICH I DID.

AND WE WON THAT SPECIAL ELECTION 2 TO 1.

AND I LOOKED AROUND A LITTLE BIT AND I SAID, YOU KNOW, THE INCUMBENT IS HE'S GOING TO BE GOING OUT THIS TIME.

I'M GOING TO RUN AGAINST HIM.

SO I DID.

AND IT WAS FOUR OF US RUNNING FOR THAT RACE.

AND I ACTUALLY I GOT THE MOST VOTES.

BUT OF COURSE, IT WAS A RUNOFF WITH THE INCUMBENT.

AND I BEAT HIM 2 TO 1.

BUT HE WAS A REAL NICE GUY.

HE WAS REAL NICE TO THE BLACKS.

AND WE LOVED HIM. GO TO HIS TANK FISHING.

HE WAS ONE HECK OF A GREAT MAN.

BUT THIS IS HOW IT WORKED OUT.

AND THANK YOU, GOD.

JUST WANTED TO GIVE YOU A LITTLE REPORT OF WHAT HAPPENED OVER THE WEEKEND.

WE HAD THREE STRUCTURE FIRES THROUGHOUT CALDWELL COUNTY IN A 12 HOUR PERIOD.

I WANT TO THANK ALL THE VOLUNTEER FIRE DEPARTMENTS FOR BEING OUT THERE BEARING THE COLD WEATHER.

I MEAN, WE HAD THINGS ICING UP ON THEM AND ALL THAT.

THEY DID A TREMENDOUS JOB AND NEVER COMPLAINED.

ONCE WE HAD THREE BRUSH FIRES.

ONE WAS A POWER LINE.

ONE WAS DUE TO BURN IN A BRUSH PILE.

IT GOT AWAY, BURN UP SOME ONE NEIGHBOR'S GRAZING LAND.

SO IT HAD TO KIND OF COOL SOME TEMPERS THERE DURING THAT.

BUT MOVING ON OUR KBDI LEVEL AS OF YESTERDAY IS PROBABLY BEEN ONE OF THE LOWEST THAT WE'VE HAD IN A LONG TIME.

THE MINIMUM WAS FOUR.

THE MAXIMUM WAS 360 AND THE AVERAGE WAS 198.

THEY HAD A CHANGE OF ONE POINT.

SO WE'RE LOOKING GOOD.

I MEAN, WE DO HAVE DRY GRASS OUT THERE.

I WOULD LIKE TO KEEP THE BURN BAN OFF, BUT REMIND EVERYBODY TO REALLY USE CAUTION BECAUSE THE GROUND IS WET.

WE'VE HAD A COUPLE OF BRUSH STROKES GET STUCK.

EVERYTHING STILL BURNS ON TOP OF IT.

DISCUSSION AND ACTION CONSIDER THE APPROVAL OF A PROCLAMATION, RECOGNIZING COMMISSIONER ROLAND'S YEARS OF SERVICE AND ALSO LIKE TO TAKE THIS OPPORTUNITY TO PRESENT HE AND COMMISSIONER SHELTON WITH PLAQUES AND APPRECIATION OF THEIR SERVICE.

PROCLAMATION RECOGNIZING COMMISSIONER JOE IVAN ROLAND FOR 32 YEARS OF SERVICE, OF 32 YEARS OF DEDICATED SERVICE TO THE CITIZENS OF CALDWELL COUNTY.

WHEREAS COMMUNITY COMMUNITIES EXIST, THRIVE AND ARE ENHANCED THROUGH THE TALENT, SKILLS AND COMMITMENT OF THOSE CITIZENS WHO DEDICATE THEMSELVES TO A POSITIVE PURPOSE GROUNDED IN PUBLIC SERVICE. AND.

WHEREAS, CALDWELL COUNTY COMMISSIONERS COURT, MINDFUL OF THE IMPORTANCE OF POSITIVE CITIZENSHIP, BELIEVES IN THE SIGNIFICANCE OF RECOGNIZING THOSE INDIVIDUALS WHO POSITIVELY, POSITIVELY AFFECT COMMUNITIES IN WHICH THEY LIVE AND WORK.

ON OR ABOUT JANUARY 1ST, 1990, THE CITIZENS OF PRECINCT FOUR OF CALDWELL COUNTY ENTRUSTED THEIR INTERESTS IN PUBLIC GOOD TO JOE IVAN ROLAND FOR ELECTING HIM COUNTY COMMISSIONER. WHEREAS, RECOGNIZING HIS LEADERSHIP AND EXEMPLARY EXEMPLARY DEDICATION TO PUBLIC SERVICE, THE CITIZENS OF PRECINCT FOUR HAVE CONTINUED TO ELECT COMMISSIONER ROLAND TO BE THEIR VOICE ON THE CALDWELL COUNTY COMMISSIONERS COURT FOR EIGHT CONSECUTIVE TERMS. WHEREAS COMMISSIONER ROLAND, THE LONGEST TENURED MEMBER OF THE COURT, HAS EXPRESSED HIS INTENT TO RETIRE FROM THIS COURT, PRESUMABLY TO BETTER SUPPORT HIS BELOVED DALLAS COWBOYS.

AND. WHEREAS, COMMISSIONERS COURT DESIRES TO HONOR COMMISSIONER ROLAND FOR HIS DEDICATION TO CALDWELL COUNTY NOW THEREFORE, BE IT PROCLAIMED THAT CALDWELL COUNTY COMMISSIONERS COURT THAT IN APPRECIATION OF THE POSITIVE INFLUENCE COMMISSIONER JOE IVAN ROLAND HAS HAD AND CALDWELL COUNTY THE COURT WISHES TO HONOR AND RECOGNIZE HIM UPON RETIREMENT FOR 32 YEARS OF DEDICATED SERVICE TO THE CITIZENS OF CALDWELL COUNTY, THIS STATE AND THIS NATION.

ITEM NINE DISCUSSION ACTION TO CONSIDER THE APPROVAL OF RESOLUTION 042023 APPROVING AN INTERLOCAL COOPERATION AGREEMENT BETWEEN THE COUNTY AND LCRA FOR RADIO EQUIPMENT SERVICES.

RESOLUTION OF CALDWELL COUNTY COMMISSIONERS COURT APPROVING THE INTERLOCAL COOPERATION AGREEMENT WITH LCRA FOR THE CRITICAL INFRASTRUCTURE, RADIO, EQUIPMENT AND SERVICES.

WHEREAS, CALDWELL COUNTY, TEXAS, IS THE POLITICAL SUBDIVISION OF THE STATE OF TEXAS.

WHEREAS, CALDWELL COUNTY, AFTER CONSIDERING ITS CURRENT AND FUTURE INFRASTRUCTURE NEEDS, HAS DETERMINED THAT IT SHOULD SEEK A PROVIDER FOR CRITICAL INFRASTRUCTURE, RADIO EQUIPMENT AND SERVICES, INCLUDING INSTALLATION, REPAIR, MAINTENANCE AND SUPPORT.

WHEREAS, THE LOWER COLORADO RIVER AUTHORITY IS A CONSERVATION AND RECLAMATION DISTRICT OF THE STATE OF TEXAS THAT PROVIDES CRITICAL INFRASTRUCTURE, RADIO EQUIPMENT AND SERVICES. WHEREAS THE COUNTY AND LCRA DESIRE TO ENTER INTO AN INTERLOCAL COOPERATION AGREEMENT, THE AGREEMENT TO PROVIDE FOR CRITICAL INFRASTRUCTURE RADIO SERVICES WITHIN CALDWELL COUNTY.

AND. WHEREAS, AN INTERLOCAL COOPERATION AGREEMENT SATISFIES CALDWELL COUNTY'S REQUIREMENT TO SEEK COMPETITIVE BIDS FOR THIS PROJECT.

AND. WHEREAS, AFTER HEARING STATEMENTS OF SUPPORT FOR THIS AGREEMENT FROM CALDWELL COUNTY FIRST RESPONDERS WHO IN TIMES OF EMERGENCY AND DISASTER WILL BE RELIANT ON CRITICAL INFRASTRUCTURE RADIOS TO PROVIDE EMERGENCY ASSISTANCE TO THE CITIZENS OF CALDWELL COUNTY.

AND. WHEREAS, THE AGREEMENT CONSISTS OF A MULTI-YEAR CONTRACT FOR CRITICAL INFRASTRUCTURE, RADIO EQUIPMENT AND SERVICES, INCLUDING INSTALLATION, REPAIR, MAINTENANCE AND SUPPORT WITHIN THE ENTIRETY OF CALDWELL COUNTY AND WHEREAS, SECTION 791.014 OF THE TEXAS LOCAL GOVERNMENT CODE REQUIRES WRITTEN APPROVAL FOR PROJECTS THAT IMPROVE A FACILITY UNDER THE INTERLOCAL COOPERATION AGREEMENT BE GIVEN IN A DOCUMENT OTHER THAN THE ACTUAL AGREEMENT.

NOW, THEREFORE, BE IT RESOLVED BY CALDWELL COUNTY COMMISSIONERS COURT, THAT ONE THE INTERLOCAL COOPERATION AGREEMENT ATTACHED IS EXHIBIT ONE AS APPROVED BY THE COUNTY JUDGE, IS AUTHORIZED TO EXECUTE THE AGREEMENT AND THE COUNTY JUDGE IS AUTHORIZED TO MANAGE THE AGREEMENT ORDERED THIS 27TH DAY OF DECEMBER 2022.
