ONE IS FOOD PRESERVATION AND I DO IT WITH TRAVIS COUNTY AND I DID IT AT CALLA HANDS WITH TRAVIS COUNTY AND WE PROVIDED HOW TO CAN SAFELY AND WE ALSO DID ON IN TO THE POTS AND HOW TO TAKE CARE OF ORANGE SKILLETS AND IRON WIRE.
THEN ON THE SECOND IN DEPTH, WE DID FOOD HANDLERS, FOOD SAFETY MANAGEMENT AND ONE OF THE RESIDENTS, MAITRE HARRISON, SHE GAVE MONEY

I'M GOING TO FOCUS MORE ON THE LIVESTOCK SIDE AND AGRICULTURAL SIDE.
THAT'S MY MAIN FORTE WITHIN EXTENSION.
WITHIN ONE OF THE DOCUMENTS THAT I HAVE IN FRONT OF YOU ALL IS THE 2022 LIVESTOCK AND LAND MANAGEMENT PLAN.
I THOUGHT THAT PLANT WENT VERY WELL THIS YEAR.
YOU CAN SEE SOME OF THE NUMBERS ON THE FRONT OF THAT PAGE, 33 PERCENT OF THE TOTAL LAND MASS WITHIN CALDWELL COUNTY IS USED FOR AGRICULTURAL PRODUCTION.
WE LOOK AT AN ESTIMATED VALUE OF JUST OVER $79 MILLION IN AGRICULTURAL PRODUCTION WITHIN CALDWELL COUNTY SO WE STILL HAVE WHAT'S CONSIDERED A RURAL COUNTY BY POPULATION AND LAND MASS AND PRODUCTION AS FAR AS AGRICULTURE IS CONCERN.
WE'RE GOING TO CONTINUE ON THAT FOREFRONT AND HELP OUR PRODUCERS GAIN SOME KNOWLEDGE AND HOPEFULLY COME OUT MORE IN THE BLACK RATHER THAN THE RED.
THAT'S ONE OF OUR MAIN GOALS IS TO MAKE THEM MORE EFFICIENT TO SAVE MONEY IN THE LONG RUN.
YOU CAN SEE ON THE BACK OF THAT DOCUMENT.
A FEW OF THE PROGRAMS THAT WE DID THIS YEAR AND I FOCUSED ON THE PROGRAMS WHERE WE ACTUALLY IMPLEMENTED SOME SURVEYS TO TEST KNOWLEDGE GAINED AS WELL AS ECONOMIC IMPACT AND WILLINGNESS TO ADOPT NEW PRACTICES THAT ARE MORE EFFICIENT.
SOME REALLY GOOD NUMBERS CAME OUT OF THIS YEAR.
IF YOU LOOK AT THE CALDWELL COUNTY PECAN FIELD DAY, THAT'S THE FIRST ONE THAT WE'VE HAD IN AT LEAST THE LAST 15 YEARS, THAT WAS A REALLY GOOD TURNOUT FOR THE AMOUNT OF PRODUCERS WE HAVE IN THIS AREA.
A LOT OF THEM CAME FROM OUTSIDE OF THE COUNTY EVEN, $92,000 WORTH OF ECONOMIC IMPACT WAS ESTIMATED BY THOSE PRODUCERS BASED OFF THE INFORMATION GIVEN, THOUGHT THAT WAS AN OUTSTANDING NUMBER.
THE AG LITERACY DAY FITS A LITTLE BIT DIFFERENT.
THAT'S WHERE WE FOCUS ON THE FIFTH GRADE STUDENTS FROM THE LU LENG ELEMENTARY SCHOOL.
THEY COME OUT TO LU LENG FOUNDATION, THEY LEARN WHERE FOOD COMES FROM.
WE HAD A 35 PERCENT INCREASE IN KNOWLEDGE OVER THAT TOTAL POPULATION BASED OF PRE AND POST-TEST OFF THOSE KIDS AGRICULTURAL LITERACY SKILLS.
THE LIVING FOUNDATION FIELD DAY IS A STAPLE.
WE'VE ALL BEEN IN THIS COUNTY.
WE KNOW IT'S A MAJOR EVENT THAT HAPPENS EVERY YEAR.
THIS YEAR WE HAD AROUND 250 GUESTS.
AGAIN, WE'D REACHED ANOTHER 400 ONLINE BY STREAMING IT LIVE THROUGH FACEBOOK.
THIS WAS ACTUALLY THE FIRST YEAR SINCE THE LIVING FOUNDATION FIELD DAY IS STARTED, THE 95TH ONE.
THIS YEAR, WE ACTUALLY IMPLEMENTED AN ACTUAL SURVEY BASED OFF OF AGRA LIFE'S INFORMATION THIS YEAR TO GAIN SOME ACTUAL FIGURES AND NUMBERS, AND YOU CAN SEE THEY'RE JUST OUT OF THE 83 PARTICIPANTS FROM 250 THAT FILLED OUT THAT SURVEY.
WE ESTIMATED JUST SHY OF $500,000 OF ECONOMIC IMPACT BASED OFF THE INFORMATION GIVEN BY AGRA LIFE EMPLOYEES.
THE BEEF CATTLE RANGE LAND MANAGEMENT WORKSHOP KEPT OFF OUR YEAR.

LOOKING AT JUST OVER $323,000 OF ECONOMIC IMPACT FOR THOSE PRODUCERS.
THEY HAD SOME GOOD TOPICS THAT WERE VERY BENEFICIAL, ESPECIALLY LOOKING AT ECONOMIC OUTLOOKS AND FUTURE MARKETS FOR THE CATTLE PRODUCTION SCHEME AND THOSE GUYS, I THOUGHT THE PROGRAMS IN GENERAL TURNED OUT VERY GOOD THIS YEAR, BUT WE'RE GOING TO TRY TO IMPROVE THAT AND CHANGE IT UP.
HAVE MORE OF A SERIES BASED OPTION THIS YEAR FOR OUR PRODUCERS, AND AGAIN, WE JUST APPRECIATE ALL YOUR SUPPORT.

AS YOU ALL KNOW, THE LEADING FOUNDATION HAS BEEN HERE SINCE THE ESTABLISHMENT BY EDGAR B DAVIS.
IT'S AN IMPORTANT STAPLE WITHIN THIS COMMUNITY TO EDUCATE AGRICULTURAL PRODUCERS ON NEW TECHNIQUES TO BE MORE EFFICIENT, SAVE THEM MONEY AND OVERALL, JUST EDUCATE THOSE PRODUCERS.
WE AS CALDWELL COUNTY, BEING THE COUNTY THAT HOSTS THE LEADING FOUNDATION FARM, CONTINUOUSLY HAVE TWO MEMBERS ON THE BOARD.
WE HAVE BILLY RAY BUCHNER WHO SERVED FOR THE LAST COUPLE OF YEARS, AND WE HAVE MR. GARY DICKINSON WHO'S SERVED AS ON THE BOARD FOR THE LAST 23 YEARS.
THERE'S NOT ANOTHER MEMBER ON THAT ASSOCIATION THAT I FEEL IS MORE COMPETENT AND CAPABLE TO PLAY THAT ROLE IN AN EFFICIENT MANNER LIKE HE DOES.
WE'D REALLY ENJOY GETTING HIM BACK ON THE BOARD.
WE ALSO HAVE ANOTHER PERSON WHO'S INTERESTED IN GETTING ON THE BOARD, BEING BRIAN NIELSEN.
HE'S ONE OF THE GUYS WHO'S UP AND COMING WITHIN THE PRODUCERS AREA.
HE'S VERY ACTIVE, HE'S ON SEVERAL OTHER COMMITTEES THAT WE HAVE THROUGHOUT OUR LIFE EXTENSION.

WE'VE LEARNED FROM THE LAST WINTER STORM THAT PERMIAN HIGHWAY PIPELINE WAS ONE OF THE REASONS THE LIGHTS STAYED ON, NOT AN EXAGGERATION.
THAT'S POST EVENT ANALYSIS BECAUSE IT ACTED AS A MASSIVE STORAGE FACILITY,

BUT WE KNOW FROM EXPERIENCE IN BUILDING THESE STATIONS ON OUR LAST PROJECT, REALLY ACROSS THE COUNTRY, WE HAVE HUNDREDS OF THESE, THAT LOCATION IS IMPORTANT AND WE DON'T WANT TO INTERFERE IN ANY WAY WITH PLANNED OR FUTURE DEVELOPMENT.
THE JUDGE WAS VERY SPECIFIC ABOUT FUTURE PLANS AND THE AREA WE CHOSE THROUGH A VARIETY OF FOLKS YOU KNOW MUCH BETTER THAN ME, BUT IT'S DESIGNED FOR MANUFACTURING OR INDUSTRIAL OR THOSE TYPES OF USES.
THAT WAS THE FIRST STEP AND FIND A COMPATIBLE LOCATION.

NOISE IS ONE OF THE MAJOR ISSUES WITH COMPRESSOR STATIONS, SO HOW DO YOU MAKE THE NOISE DOWN TO THE 55 DECIBELS THAT THE COMMISSIONER WAS TALKING ABOUT? WHAT THAT IS BY THE WAY THAT'S NORMAL CONVERSATION LEVEL WITHOUT YOU? [NOISE] NORMAL CONVERSATION BETWEEN TWO PEOPLE, THAT'S 55.
YOU DO A LOT OF CONFIGURATION OF THE SYSTEM ITSELF AND SOUND MITIGATION BEFORE EVER GETTING TO THE POINT OF CREATING A SOUND PERIMETER, WHICH WE'VE ALSO AGREED TO DO AT THE JUDGE'S REQUEST ON THIS FACILITY.
THE SOUND PERIMETER WILL ACT AS A VISUAL AND THE SOUND BARRIER.
BUT BEFORE THAT EVEN STARTS, THE MITIGATION BEGINS WITH THE CONSTRUCTION OF THE FACILITY.

I THINK WE FOUND A LOCATION THAT WITH THE SITE ITSELF AND THE MITIGATION PROCESSES THAT ARE VERY CLEARLY DESCRIBING THE DEVELOPMENT AGREEMENT WILL BE CONSISTENT WITH THE CURRENT AND FUTURE PLANS FOR THAT PARTICULAR PART OF THE COUNTY.
THE COMMISSIONERS AND THE PUBLIC SHOULD KNOW THAT THE JUDGE AND THE COMMISSIONER WERE VERY SPECIFIC AND DIRECT [LAUGHTER] ON HOW THIS WAS GOING TO WORK IF WE WANTED TO HAVE THE PRIVILEGE OF CONSTRUCTING THIS IN CALDWELL COUNTY, AND WHAT WE WANT AT THE END OF THE DAY IS A FACILITY THAT IS COMPATIBLE WITH THE AREA, AND I THINK WE'VE DONE THAT.

THE GRANT WE'RE GETTING A $42,804.15 HAS NO LOCAL MAX TO IT.
WHAT WE'RE ASKING IS APPROVAL OF THIS BUDGET AMENDMENT.

THE STAKEHOLDERS THROUGHOUT THE COUNTY, WHICH INCLUDES THE CITIES OF RULING, LOCKHART, MARTIN DALE, THE FIRE DEPARTMENTS, POLICE DEPARTMENTS, WATER CONSERVATION DISTRICTS, ETC, ALL HAD A PART IN THE PREPARATION OF THIS PLANT.
YOU HAVE TO HAVE A FEMA APPROVED HAZARD MITIGATION PLAN IN ORDER TO BE ELIGIBLE TO RECEIVE ANY FUTURE FUNDING FOR DISASTER RELIEF, ETC.
WHAT FEMA IS ASKING OR IS RECOMMENDING TWO COUNTIES NOW IS THAT THEY GO AHEAD AND BEGIN TO PREPARE THEIR 2025-2030 FIVE-YEAR MITIGATION PLAN BECAUSE OF THE TIME INVOLVED WITH THE STAKEHOLDERS TO MEET AND PUT THEIR ACTIVITIES TOGETHER.
GET THIS TO FEMA, FOR THEM TO APPROVE SO THAT IT WILL BE HOPEFULLY

APPROVED AND IN PLACE FOR OUR 2025 FISCAL YEAR.WHAT I'M ASKING TODAY AND KEEP IN MIND, THIS IS THE MITIGATION PLAN THAT INCLUDED SUCH THINGS AS THE EVACUATION SHELTER THAT CAME OUT OF THIS WAS IDENTIFIED AS ONE OF OUR ACTIVITIES.
WE HAD OTHER ACTIVITIES THAT WE HAD SUBMITTED FUNDING FOR THAT DID NOT GET FUNDED, BUT EVERYTHING JUST TO REMIND PARTICULARLY THE TWO NEW COMMISSIONERS, WE HAD PUT TOGETHER OUR GRANT REQUEST TO REPAIR OR REPLACE 19 ANTIQUATED BRIDGES LOCATED THROUGHOUT THE COUNTY THAT WERE BUILT BACK AROUND 1950 OR PRIOR TO THAT, THAT NO LONGER WOULD HOLD THE WEIGHT OF A FIRE TRUCK OR EMERGENCY VEHICLES.
WE ALSO WANTED TO PUT SOME LOW-WATER CROSSING SENSING DEVICES AT ALL, A LOW-WATER CROSSINGS THROUGHOUT THE COUNTY.
AND THEN THERE ARE STILL SOME ROADS AND THE 2013 CALDWELL COUNTY TRANSPORTATION PLAN THAT HAVEN'T BEEN DEALT WITH.
THESE WERE ALL IDENTIFIED IN OUR 2020, 2025 ACTION PLAN.
BUT UNFORTUNATELY TO THIS DATE HAVE NOT YET BEEN BEEN FUNDED.
WHAT'S INVOLVED IN THE PREPARATION OF A PLAN IS WE'RE REQUIRED TO HAVE THREE STAKEHOLDER MEETINGS THROUGHOUT THE YEAR.
STAKEHOLDERS, AGAIN, ARE THE CITIES, THE COUNTY FIRE DEPARTMENTS, WATER CONSERVATION DISTRICTS, ETC, TO BEGIN IDENTIFYING THEIR ACTIVITIES THAT THEY THINK THEY COULD POSSIBLY NEED FUNDING FOR IN THE FUTURE.
IN ADDITION TO THE THREE STAKEHOLDER MEETINGS, YOU ALSO HAVE TO HAVE THREE PUBLIC MEETINGS TO INVITE THE PUBLIC AND TO LOOK AT THE RECOMMENDATIONS OF ACTIVITIES.
HAVE ANY INPUT TO THAT BEFORE WE MAKE THE FINAL SUBMISSION TO FEMA.

I THINK I'M ASSUMING THEN IS THAT WE'LL TALK ABOUT SOME OF THE THINGS WE DIDN'T GET LAST TIME GOING BACK INTO THE PLAN.

FUNDING IS DIRECTED TO ADDRESS INFRASTRUCTURE MITIGATION ISSUES AROUND THE COUNTRY.
ONE OF THE GRANT PROGRAMS THAT IS AVAILABLE THROUGH THIS PROGRAM WITH THE NEW LAW IS WHAT WE REFERRED TO AS THE RES PROGRAM,

REBUILDING AMERICAN INFRASTRUCTURE WITH SUSTAINABILITY AND EQUITY.SHA-130 CONCESSIONS HAS ASKED THE COUNTY TO SERVE AS ITS GRANTEE TO APPLY FOR A 25 MILLION DOLLAR GRANT THROUGH THIS PROGRAM TO CONSTRUCT A FIRST-CLASS, STATE-OF-THE-ART SEMI-TRUCK PARKING FACILITY.
WE ASSISTED SHA-130 CONCESSIONS WITH THIS PROJECT IN 2021, 22 WITH THE FEDERAL HIGHWAY COMMISSION.
BUT UNFORTUNATELY, THE HIGHLY COMPETITIVE GRANT WAS NOT APPROVED.
BUT WHAT WE'VE DISCOVERED IN OUR RESEARCH IS THAT TRUCKERS SPEND AN AVERAGE OF 38 MIN ONCE THEY ARRIVE AT A TRADITIONAL TRUCK STOP, JUST DRIVING AROUND, TRYING TO FIND A PLACE TO PARK.
WHAT MANY OF THEM DO IS THEY JUST HAD TO PULL OVER ON THE SIDE OF THE ROAD AND PARK, WHICH ARE NOT REALLY SUPPOSED TO DO.
THIS PROJECT IS TO HELP US MITIGATE WHAT I'D CALL THE HIDE AND SEEK POSTURE THAT'S CURRENTLY IN PLACE.
THE FACILITY THAT IS SEEN AS A WAY TO REDIRECT OR DETOUR HEAVY TRAFFIC OFF OF IH-35, WHICH WOULD THINK IS APPEALING.
HERE ARE SOME OF THE FEATURES OF THIS TRUCK FACILITY.
IT'S A GATED FACILITY FOR MAXIMUM SECURITY, TRUCKERS EXPERIENCED STAFFS AND VANDALISM, TWO LOADS AND EQUIPMENT.
THIS SECURITY FEATURE IS ESPECIALLY IMPORTANT TO FEMALE TRUCKERS.
HERE'S HOW IT WOULD WORK, IF I WAS A TRUCKER AND I'M LEAVING WACO HEADING THIS WAY, IT'S ALMOST THE END OF MY DAY.
I CAN CONTACT THIS FACILITY HERE AT HIGHWAY 80 AND SHA-130, SEE IF THEY'VE GOT A PARKING SPACE AVAILABLE.

THESE FOOD SERVICE, SHOWERS, REST AREAS, FUELING STATIONS, ETC.
GRANT REQUIRES A 7 MILLION DOLLAR MATCH.
AN SHA-130 CONCESSIONS HAS AGREED TO PAY OR FURNISH THAT LOCAL MATCH.
ALSO, SHA-130 WILL CONSTRUCT THE COMMUNICATIONS TOWER FOR THE BENEFIT OF THE COUNTY AND THE TRUCKERS.
THE APPLICATION DEADLINE IS COMING UP IN FEBRUARY AND I'M SEEKING PERMISSION TODAY TO SERVE AS THE GRANTEE FOR A RAISE GRANT ON BEHALF OF SHA-130 CONCESSIONS.

>> THANK YOU AGAIN, JUDGE AND COMMISSIONERS, THE WEATHER IS GOING TO PUT A LITTLE DELAY ON FINISHING UP TO PROJECT OUT THE BIG ROAD, BUT I THINK WE'LL HAVE A REPORT OR A MOMENTARILY FROM DAVID CLARK WHO DID ON-SITE VISIT THIS MORNING, I JUST WANTED TO REPORT THAT WE HAVE BEEN GRANTED AN ADDITIONAL 60-DAY GRANT EXTENSION OR AN EXTENSION ON THIS PARTICULAR GRANT SO THAT WE HAVE PLENTY OF TIME TO FINISH OUT ALL THE FINANCIAL TRANSACTIONS THAT ARE OCCURRING AS WE WRAP UP THIS PARTICULAR ROAD PROJECT.
WE'VE JUST RECEIVED APPROVAL OF A 60-DAY EXTENSION ON THIS GRANT WHICH WILL TAKE US THROUGH MARCH THROUGH APRIL.

IT LOOKS LIKE BACKFILL IS NEARLY COMPLETE, THE PLAN TODAY AFTER TALKING WITH THE CONTRACTOR IS TO INSTALL GUARD RAIL AND RIP RAP, WHETHER SHOULD NOT HOLD THEM UP TOO BAD WITH THAT, THEY'RE PLANNING TO BEGIN THE ROAD BASE INSTALLATION AT THE END OF THIS WEEK AND THROUGH THE BEGINNING OF NEXT WEEK, AND PAVEMENTS SLID OUT TO THE END OF NEXT WEEK.
WALKTHROUGH SHOULD BE THE FOLLOWING WEEK.
THE FIRST FULL WEEK OF FEBRUARY, WE SHOULD BE ABLE TO DO A PUNCHLINE SWAP THROUGH AND MAKE SURE EVERYTHING IS BUTTONED UP AND GET THE SITE CLOSED OUT.
AS DENNIS MENTIONED, THE RAIN HAS BEEN A LITTLE BIT OF AN ISSUE AT THE ROADSIDE.
WATER STACKS UP AT THE UPSTREAM AND THE DOWNSTREAM HEAD WALL, CONTRACTORS CONSTANTLY WORKING ON DEWATERING, BUT IT DEFINITELY HELPS IF THEY'VE GOT THE CULVERT STRUCTURES IN PLACE.
IT'S HELPING TO KEEP THE ACTUAL WORKING SURFACE WORKABLE AND NOT MUDDY.
