YOU MAY RECALL, WE RECEIVED A GRANT EARLIER THIS YEAR OR LATE LAST YEAR TO BUY SOME WRAPPER-RESISTANT BODY ARMOR.

I WANT YOU TO KNOW THE BODY ARMOR HAS ARRIVED AND IS BEING STORED OUT AT PURCHASING DEPARTMENTS AREA, AND AS SOON AS WE INVENTORY THE EQUIPMENT AND SO FORTH, WE WILL CALL THE SHERIFF'S OFFICE AND EACH OF THE CONSTABLE'S OFFICES AND MAKE PLANS FOR THEM TO COME OUT AND PICK UP THEIR ALLOTTED BODY ARMOR.

WE MAY RECALL THAT WAS A GRANT OF $42,740 AND 49 CENTS WITH NO LOCAL MATCH.

ALL THAT BODY ARMOR IS PURCHASED TOTALLY WITH A GRANT.

UPDATE ABOUT THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION, WE, TO DATE, HAVE FUNDED 21 NON-PROFIT ORGANIZATIONS IN THE COUNTY AND HAVE AWARDED $192,341 AT THIS TIME.

I ALSO WANTED TO LET YOU KNOW THAT THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION HAS RECEIVED AN ADDITIONAL GRANT FROM ST. DAVID'S FOUNDATION, A 200,000 DOLLAR GRANT, TWO-YEAR GRANT, OF WHICH 75% OF THE FUNDS WILL BE FOR RE-GRANTING PURPOSES, WHICH MEANS WE CAN TAKE A PORTION OF THAT MONEY AND AWARD IT AS GRANTS.

TWENTY FIVE PERCENT IS FOR WHAT ST. DAVID'S FOUNDATION IS CALLING THE CAPACITY-BUILDING ACTIVITIES, WHICH COULD BE EVERYTHING FROM LEADERSHIP TRAINING, VISIONING, BACK-OFFICE SUPPORT FOR NON-PROFITS, ETC.

THAT PARTICULAR DIMENSION OF THE GRANT IS STILL BEING DEFINED.

ALSO THIS WEEK, WE HAVE SCHEDULED SEVEN MORE TWO-TODAY GRANT WRITING WORKSHOPS IN CALDWELL COUNTY, FOUR IN LULING AND THREE IN LOCKHART, THE ONES IN LULING ARE MARCH 22ND-23RD, APRIL 26TH AND 27TH, JULY 26TH-27TH, AND SEPTEMBER 13TH AND 14TH.

THOSE WORKSHOPS WILL BE OUT AT THE ZEDLER PAVILION.

LOCKHART, THE DATES ARE APRIL 18 AND 19, MAY 24TH AND 25TH, JULY 18TH AND 19TH.

THOSE WILL BE IN THE GOLDEN AGE HOME COMMUNITY ROOM.

THE NUMBER OF ANIMALS IN THE SHELTER WOULD BE TO ENCOURAGE THE COMMUNITY TO MICROCHIP THEIR PETS.

WE'RE CURRENTLY WORKING ON CREATING FLIERS FOR DISTRIBUTION FOR MICROCHIPPING AND ALSO AWARENESS OF THE EUTHANASIA RATE CURRENTLY IN THE SHELTER.

DEPUTY TOWNSEND IS TRYING TO OBTAIN DATA FROM ANIMAL CONTROLS DATABASE TO FIND HOW MANY DOGS IN THE SHELTER ARE FROM THE COUNTY VERSUS THE CITY.

I AM CURRENTLY RESEARCHING FUNDING OPPORTUNITIES FOR MICROCHIPPING CLINICS AND EVENTS IN THE FUTURE, AND THAT IS ALL. THANK YOU.

I JUST WANT TO GIVE YOU A BRIEF FIRE UPDATE.

WE'VE HAD A FEW FIRES IN THIS PAST WEEK, SOME MORE THIS WEEKEND.

WE HAD ONE THAT WAS AN ILLEGAL BURN WHERE THEY BURNED TIRES, CONSTRUCTION MATERIAL, FREEZERS, KID'S TOYS MADE OF PLASTIC.

I URGE THE CITIZENS OF THE COUNTY, PLEASE DO NOT BURN ANY OF THOSE ITEMS AS THEY ARE ILLEGAL.

OUR ENVIRONMENTAL DEPARTMENT WITH THE COUNTY IS LOOKING INTO THAT CASE.

FOR THE NEXT COUPLE OF DAYS, WE HAVE SOME NICE LITTLE SHOWERS ARE GOING TO BE COMING IN FROM DIFFERENT DIRECTIONS.

THEN WE GO INTO A LITTLE DRY SPELL UP TO ABOUT THE 21ST.

ON THE 21ST, WE SHOULD HAVE ABOUT A 75% CHANCE OF RAIN, AND THEN IT STARTS TO DRY OUT AGAIN.

WE HAVE ANOTHER CHANCE OF SOME GOOD RAIN ON SUNDAY.

WITH THAT BEING SAID, THE KBDI NUMBERS, THE MINIMUM IS 15, THE MAX IS 96, THE AVERAGE IS 35 FOR A CHANGE OF THREE.

SINCE WE HAVEN'T ANY SHOWERS, I WOULD LIKE TO KEEP THE BURN BAN OFF.

DISCUSSION ACTION TO CONSIDER THE APPROVAL OF AN ORDER 012-023 AUTHORIZING THE SALE OF FIREWORKS FOR TEXAS INDEPENDENCE DAY.

THIS IS OUR USUAL ORDER.

COMMISSIONERS, NO STICKS AND BANS.

[NOISE] JAY ORDER AUTHORIZING TEXAS INDEPENDENCE DAY FIREWORKS SALES WERE AS COMMISSIONERS COURT OF CALDWELL COUNTY HAS AUTHORIZED UNDER OCCUPATIONS CODE SECTION 2154.202H TO ISSUE AN ORDER ALLOWING RETAIL FIREWORK PERMIT HOLDERS TO SELL FIREWORKS, THE PUBLIC AND CELEBRATION OF TEXAS INDEPENDENCE DAY AND WHEREAS, ON THE 14TH DAY OF FEBRUARY 2023, THE COMMISSIONERS COURT OF CALDWELL COUNTY HAS DETERMINED THAT CONDITIONS ARE FAVORABLE TO ISSUE SUCH AN ORDER.

NOW THEREFORE, THE COMMISSIONERS COURT, CALDWELL COUNTY ADOPTS THIS ORDER AUTHORIZING SALE OF FIREWORKS TO THE PUBLIC BY RETAIL FIREWORKS PERMIT HOLDERS DURING THE TEXAS INDEPENDENCE DAY PERIOD BEGINNING FEBRUARY 25TH, 2023, AND ENDING MIDNIGHT MARCH 2ND, 2023, SUBJECT TO THE FOLLOWING RESTRICTIONS.

THIS ORDER EXPIRES ON THE DATE THAT TEXAS FIRE SERVICE DETERMINES DROUGHT CONDITIONS EXIST IN THE COUNTY OR MIDNIGHT MARCH 2ND, WHICHEVER IS EARLIER.

THE SALE OF RESTRICTED FIREWORKS IS DEFINED BY TEXAS LOCAL GOVERNMENT CODE SECTION 352.051, INCLUDING SKYROCKETS WITH STICKS AND MISSILES, WITH FINS IS PROHIBITED PREVIOUS 14TH DAY OF FEBRUARY 2023 BY COMMISSIONERS COURT COMMISSIONERS TO ADD MOTION TO APPROVE ORDER 0120 T3.

COMMISSIONERS, THIS IS THE SAME PERMIT THAT WE'VE BEEN LOOKING AT FOR THE LAST SEVERAL YEARS.

AS HE I THINK THAT DR. LAWRENCE HAVE HE HAD A COUPLE OF THINGS HE LIKED TO SEE AND THEN BUT OTHERWISE, I THINK WE'RE IN A GOOD POSITION TO APPROVE THIS WITH THE BATTLING CHANGES.

>> YEAH. THE ONLY THING THAT HE MENTIONED OF COURSE ITEM NUMBER 6 HAD A TYPO I THINK IT SHOULD BE 6,500 TICKETS, NOT THAT 65,000 I'M HOPING.

WHEREAS BLACK COMMUNITIES HAVE BEEN AN INTEGRAL PART AND VITAL PART OF THE OVERALL EDUCATION, DEVELOPMENT, AND ECONOMIC GROWTH OF CALDWELL COUNTY.

WHEREAS PLANNED OBSERVATIONS DURING THE MONTH OF FEBRUARY WILL SERVE AS A REMINDER OF THE OUTSTANDING CONTRIBUTIONS MADE BY MEMBERS OF THE BLACK COMMUNITY TO OUR NATION.

WHEREAS RESPECTFUL, SUPPORTIVE, AND NON-VIOLENT RELATIONSHIPS ARE KEY TO THE SAFETY, HEALTH AND ACADEMIC SUCCESS.

AT THE END OF THE YEAR, WE SUBMIT ONE FINAL REPORT TO THE INDIGENT DEFENSE COMMISSION AND EXPENDITURES IN THE PAST HAD BEEN SEVERAL HUNDRED THOUSAND DOLLARS AND WE MIGHT GET AT THE DISCRETION OF THE INDIGENT DEFENSE COMMISSION 35-40,000 SOMETHING DOLLARS AND WHICH IS DETERMINED BY THEM AS AN ALLOCATION TO HELP US SUPPORT THAT PROGRAM.

THIS PARTICULAR RESOLUTION BEFORE YOU TODAY IS ONE THAT WE ENDORSE EVERY YEAR.

IT'S A REQUIREMENT IN ORDER FOR US TO RECEIVE FUNDING FROM THE INDIGENT DEFENSE COMMISSION I WILL NOW READ THE RESOLUTION, RESOLUTION 062023- 2023, CALDWELL COUNTY RESOLUTION INDIGENT DEFENSE GRANT PROGRAM.

WHEREAS, UNDER THE PROVISIONS OF THE TEXAS GOVERNMENT CODE, SECTION 79.037 AND TEXAS ADMINISTRATIVE CODE CHAPTER 173.

COUNTIES ARE ELIGIBLE TO RECEIVE GRANT FROM THE TEXAS INDIGENT DEFENSE COMMISSION TO PROVIDE IMPROVEMENTS IN INDIGENT DEFENSE SERVICES IN THE COUNTY AND WHEREAS THIS GRANT PROGRAM WILL ASSIST THE COUNTY AND THE IMPLEMENTATION AND THE IMPROVEMENT OF INDIGENT DEFENSE CRIMINAL DEFENSE SERVICES IN THIS COUNTY.

WHEREAS CALDWELL COUNTY COMMISSIONERS COURT HAS AGREED THAT IN THE EVENT OF LOSS OR MISUSE OF THE FUNDS, CALDWELL COUNTY COMMISSIONERS REASSURES THE FUNDS WILL BE RETURNED IN FULL TO THE TEXAS INDIGENT DEFENSE COMMISSION.

IT WAS JUST ASKING FOR A FULL-TIME POSITION AND I GUESS WE SHOULD HAVE ASKED MORE QUESTIONS, BUT WE JUST ASSUME THAT THEY WERE GOING TO BASE IT OFF OF THE OTHER CONSTABLE'S SALARY.

I WAS APPROACHED BY THE DEVELOPER TO PUT THIS BEFORE THE COURT TO CONSIDER THIS AMENDMENT AS RELATIVELY MINOR IN ITS COVERAGE IN THE CURRENT AGREEMENT, THEY HAVE A 1,900 SQUARE FOOT MINIMUM LIVABLE SPACE HOME, AND THEY ARE REQUESTING TO AMEND THAT TO A MINIMUM OF 1,600.
