[00:00:04]
DEAR GOD, WE THANK YOU FOR THIS DAY.
WE THANK YOU FOR THE WONDERFUL WEATHER.
WE JUST ASK YOU TO BLESS THIS TIME TOGETHER.
BLESS US AS WE LEAVE HERE AND GRANT US SAFETY AND BE WITH US THROUGHOUT THIS WEEK.
THANK YOU. THANK YOU, EVERYONE THAT WAS ABLE TO STAND.
WE'LL GO AHEAD AND GET INTO OUR MEETING.
AMY, WOULD YOU PLEASE CALL THE ROLL?
[Citizens' Comments]
YOU HAVE 14 PRESENT.WE CAN DO THE BUSINESS OF THE COUNTY.
IS THERE A RECOMMENDATION? SO MOVED. SECOND. A MOTION WAS MADE WITH THE SECOND THAT WE APPROVE THE MINUTES FROM OUR LAST MEETING.
ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE.
AYE. THOSE OPPOSED OUR MINUTES HAVE BEEN APPROVED FROM OUR LAST MEETING.
ITEM SIX, SELECTION OF OUR ASSOCIATION OF ARKANSAS COUNTY INDIVIDUAL. IS THERE A RECOMMENDATION? JUSTICE STOWERS.
YES, SIR, I WOULD LIKE TO NOMINATE MR. PAUL ELLIOTT. HE HAS SERVED FAITHFULLY IN THIS CAPACITY AND THEREFORE HAS BUILT RELATIONSHIPS WITH THE ASSOCIATION AND HIS QUORUM COURT COLLEAGUES ACROSS THE STATE, AND I PRAY THAT HE BE ELECTED TO THIS POSITION AND I YIELD WITH THAT.
SO WE HAVE A RECOMMENDATION FOR JUSTICE ELLIOTT.
ARE THERE ANY MORE RECOMMENDATIONS? I MOVE THAT THE NOMINATION [INAUDIBLE].
SECOND. SECOND. WELL, IT'S A TOUGH FILL UP HERE, PAUL.
[CHCUKLING] BY ACCLAMATION, YOU WILL SERVE IT'S A YEAR--IT'S TWO YEARS.
SO YOU'VE GOT ANOTHER TWO YEAR TERM.
CONGRATULATIONS. [APPLAUSE] WOW.
AMY, WOULD YOU PLEASE READ ITEM 23-I-17? AN ORDINANCE AMENDING ORDINANCE 22-OR-45 2023 ANNUAL BUDGET PULASKI COUNTY, ARKANSAS TO RECOGNIZE AN APPROPRIATE GRANT FUNDS FOR THE YOUTH SERVICES DEPARTMENT FOR THE CHAMPIONS FOR ORAL HEALTH PROGRAM.
I SEND IT TO THE FULL QUORUM COURT WITH A DO PASS.
A MOTION WAS MADE WITH THE SECOND THAT WE SEND ITEM 23-I-17 TO THE FULL QUORUM COURT WITH A DO PASS RECOMMENDATION.
JUSTICE LEWISON, WOULD YOU LIKE TO EXPLAIN? I'D LOVE TO EXPLAIN, BUT I'M GOING TO HAVE MISS SCOTT COME UP AND EXPLAIN IT BETTER THAN I COULD EXPLAIN IT.
THANK YOU. THIS IS KIND OF TOUGH.
OKAY, GOOD EVENING, DIRECTOR SCOTT PULASKI COUNTY YOUTH SERVICES.
THIS IS A CONTINUATION GRANT THAT WE HAVE FROM DELTA DENTAL, I BELIEVE, AND IT ALLOWS FOR US TO DO HEALTH AND ORAL EDUCATION IN OUR PROGRAMS. SO WE'RE JUST TRYING TO FIGURE OUT WAYS TO ADD ENHANCEMENTS TO OUR EVERYDAY AFTER SCHOOL SERVICES, AND SO GOOD ORAL HYGIENE HAS BEEN A GOOD BENEFIT TO THE KIDS.
SOME OF THEM WEREN'T FLOSSING REGULARLY AND WE'RE DOING FAMILY ACTIVITIES WITH THEM AS WELL, AND SO DELTA DENTAL HAS KIND OF SPOTLIGHTED US AS ONE OF THEIR PREMIER PARTNERS BECAUSE WE'RE DOING A LOT OF PROMOTION AND ADVOCACY WITH THE WHOLE FAMILY.
SO WE CREATE SURVEYS AND THE FAMILIES ARE MORE ENGAGED TOO, AND SO PARENTS ARE GIVING US FEEDBACK OF THE KIDS JUST BEING MORE ENGAGED AND WANTING TO JUST TAKE CARE OF THEIR HYGIENE A LITTLE BETTER, AND SO THIS IS JUST ONE OF THE SIMPLE WAYS THAT WE CAN ADD TO THE SERVICES THAT WE PROVIDE, AND SO WE'RE THANKFUL FOR THE SUPPORT OF DELTA
[00:05:02]
DENTAL. THANK YOU FOR THAT EXPLANATION, BUT DON'T RUN OFF BECAUSE WE DO HAVE SOME LIGHTS.JUSTICE STOWERS YEAH, FIRST OF ALL, MISS SCOTT, REALLY APPRECIATE THE WAY YOU ARE ALWAYS TRACKING DOWN NEW AND INVENTIVE WAYS TO EVERYTHING FROM RAISE REVENUE THROUGH GRANTS TO THE EXPANSION OF DESPERATELY NEEDED PROGRAMS IN DESPERATELY NEEDED COMMUNITIES AND THEN FOR THIS PARTICULAR ITEM, I WANT TO THANK DELTA DENTAL FOR BEING A PARTNER WITH US AND FOR PROVIDING
[CONSENT AGENDA]
THIS GRANT. OUR KIDS SHOW UP WITH JUST A LOT OF NEEDS, IF THAT MAKES SENSE.THEY MIGHT NEED SCHOOL SUPPLIES.
[11. Discussion/Action regarding the burn ban. ]
OKAY, JUSTICE MASSEY.I JUST WANT TO SAY I DO SUPPORT THIS AND I THINK ANY TYPE OF WRAPAROUND SERVICES FOR THE YOUTH IS VERY VITAL AND IMPORTANT TO THEIR GROWTH. THANK YOU, JUSTICE MASSEY.
I'D LIKE TO BE ADDED. JUSTICE BLACKWOOD.
YES, I'D LIKE TO BE ADDED TO THIS, PLEASE.
MASSEY. OH, JUSTICE ELLIOTT WOULD LIKE TO BE ADDED.
JUSTICE CURRY WOULD LIKE TO BE ADDED.
IS THERE ANYBODY THAT WOULD NOT LIKE TO BE ADDED? [CHUCKLING] SEE I GOT SOME.
JUSTICE CURRY DID HAVE A QUESTION.
[15. Discussion/Action to consider the approval of Resolution 10-2023 allowing the Grant Department to apply for a "Other Victim Assistance Grant" (OVAG) to support the Victim Service Department in the Caldwell County Sheriff's Office.]
CAN YOU GIVE US SOME IDEA AS TO THE NUMBER OF PARTICIPANTS? THIS IS NEW. OF COURSE THIS IS NEW THIS YEAR, CORRECT? I HAVE UP TO ALMOST EIGHT AFTERSCHOOL PROGRAMS THAT I OVERSEE, AND SO THIS WILL BE A SERVICE THAT'S PROVIDED IN ALL OUR AFTER SCHOOL PROGRAMS AND SUMMER PROGRAMS. SO IT'S BEEN--WE WE GOT THE GRANT LAST YEAR, SO THIS IS A CONTINUATION.ONE WEEKEND AND ACTUALLY HAVE THE DENTIST COME IN AND DO IT, BUT THEY WANTED US TO FOCUS MORE ON EDUCATION AND THE IMPACT IT CAN HAVE IN A FAMILY INSTEAD OF JUST A ONE DAY EVENT, AND SO THAT'S WE WENT AT THEIR DIRECTION AND THEY'VE BEEN REALLY GOOD PARTNERS FOR US.
DO YOU HAVE ANY NUMBERS? KIND OF THE ONES THAT WERE SERVICED PREVIOUSLY? WE HAVE THE DATA BECAUSE THEY REQUIRED US TO DO LIKE A PARENTAL SURVEY TO SEE, YOU KNOW, WHAT KIDS WERE DOING BEFORE AND WHAT THEY'RE DOING AFTER THE EXPOSURE THROUGH THE PROGRAM.
SO I'M HAPPY TO SHARE THAT WITH YOU.
THANK YOU. THANK YOU, DIRECTOR SCOTT.
WE APPRECIATE THAT INFORMATION.
AMY, WOULD YOU PLEASE CALL THE ROLL? 14 AYES.
14 AYES. WE WILL SEND 23-I-17 TO THE FULL QUORUM COURT WITH A DO PASS RECOMMENDATION AND I'LL ASK IF WHEN YOU'RE SEEING RESPONDENT IF YOU SPEAK JUST UP JUST A LITTLE BIT BECAUSE I DON'T HAVE YOUR MICS ON.
ALL RIGHT, AMY, WOULD YOU PLEASE READ 23-I-18? AN ORDINANCE AMENDING ORDINANCE 22-OR-45 2023 ANNUAL BUDGET PULASKI COUNTY, ARKANSAS TO RECOGNIZE AND APPROPRIATE REIMBURSEMENT FUNDS FOR THE CRISIS STABILIZATION UNIT.
A MOTION WAS MADE WITH A SECOND THAT WE SEND 23-I-18 TO THE FULL QUORUM COURT WITH A DO PASS.
RECOMMENDATION. JUSTICE STOWERS, WOULD YOU LIKE TO EXPLAIN? I WOULD BE GLAD TO. THANK YOU, MR. KEITH, AND THIS IS MORE OR LESS TO HELP BRING OUR NEW MEMBERS UP TO SPEED ON WHAT THIS IS.
[16. Discussion/Action to consider approval of Resolution 11 -2023, in support of legislation creating the Maxwell Municipal Utility District.]
THAT IS A COLLABORATION AND A PARTNERSHIP WITH THE STATE AND WITH UAMS HERE IN PULASKI COUNTY.IT IS A PLACE FOR LAW ENFORCEMENT TO TAKE PEOPLE WHO ARE HAVING A SUBSTANCE EPISODE OR A MENTAL HEALTH EPISODE RATHER THAN TAKING THEM TO THE JAIL.
PEOPLE WHO HAVE ADDICTIONS AND PEOPLE WHO HAVE MENTAL HEALTH ISSUES DO NOT BELONG IN A JAIL SETTING.
[00:10:01]
THEY BELONG IN THE STATE HOSPITAL OR SUCH ENVIRONMENT FOR PEOPLE THAT HAVE THOSE TYPES OF ISSUES.SO THAT'S WHAT THE CRISIS STABILIZATION UNIT IS.
THE GOOD NEWS IS WHAT THIS ORDINANCE IS, IS SOMETHING THAT YOU WILL SEE EVERY MONTH OR EVERY OTHER MONTH, AND SIMPLY THE STATE REIMBURSES US FOR CERTAIN COSTS RELATED TO THE CRISIS STABILIZATION UNIT, AND SO THIS IS A GOOD THING.
WE'RE GETTING MONEY BACK FROM THE STATE.
SO I WOULD ENTERTAIN ANY QUESTIONS.
CAN YOU PLEASE SPEAK IN YOUR MICROPHONE, PLEASE? THANK YOU. YES, THANK YOU, JUSTICE KEITH.
I ATTENDED A NEIGHBORHOOD MEETING AND AT THAT PARTICULAR MEETING THERE WERE QUESTIONS AND THERE WAS A LOT OF CRITICISM FOR THE SAKE OF BREVITY, I WILL SAY THAT THE CRITICISM BASICALLY EVOLVED AROUND THE LENGTH OF TIME THAT THE RESIDENTS ARE ALLOWED TO STAY THERE AT THAT STABILIZATION UNIT, AND THERE ARE CLAIMS THAT IT'S NOT SO MUCH A REVOLVING DOOR, BUT THERE IS A REVOLUTION TO IT, SOME REVOLVING IN TERMS OF THEY COME IN, THEY STAY A LITTLE WHILE. THEN THEY GO BACK OUT AND THEN THE SAME PROBLEMS ARE ENCOUNTERED AGAIN , AND PERHAPS A NEED FOR MAYBE MAKING SOME TYPE OF ALTERATION, ALTERATIONS IN THE AMOUNT OF TIME AND I DON'T KNOW IF THAT'S FEASIBLE OR NOT THAT THEY'RE ALLOWED TO STAY.
ALSO, MORE WRAPAROUND SERVICES.
SO WOULD YOU LIKE TO ADDRESS THAT? YEAH THE CSU IS A SHORT TERM STABILIZATION UNIT.
IT'S NOT A LONG TERM SOLUTION, AND AS WITH ANYTHING WITH MENTAL HEALTH, I MEAN, WHEN WE WENT TO MEMPHIS, ONE OF THE FIRST THINGS THEY SAID IS YOU'RE GOING TO GET TO KNOW WHO THESE PEOPLE ARE BECAUSE THEY ARE GOING TO ENTER IN HERE QUITE OFTEN.
IT'S NOT JUST FOR LAW ENFORCEMENT EITHER.
YOU CAN HAVE WALK UPS, YOU CAN HAVE FAMILY ADMISSIONS AS WELL.
SO IT'S NOT JUST LAW ENFORCEMENT REFERRAL.
THAT'S HOW IT WAS ORIGINALLY DESIGNED BY THE STATE.
SO THE CSU BEING A 16 BED FACILITY IS DESIGNED SPECIFICALLY FOR THAT REASON.
ANYTHING OVER 16, IT BECOMES A LONG TERM CLINICAL HOSPITAL BASICALLY.
SO THAT'S WHY YOU HAVE A 16 BED CAP.
SO IT'S NOT INTENDED FOR SOMEBODY TO STAY THERE FOR 30 DAYS.
SO SOMEBODY COULD COME IN AND BE THERE FOR EIGHT HOURS, GET STABILIZED AND BE OUT.
IT'S BASICALLY FOR ACUTE CRISIS, MENTAL HEALTH PROBLEMS.
[17. Discussion/Action to consider approval of Resolution 12-2023, in support of legislation adding powers of a MUD to Open R Fresh Water Supply District.]
IT'S NOT A LONG TERM TREATMENT SOLUTION.AGAIN, ALL OF THIS IS VOLUNTARY.
SO IF SOMEBODY IS NOT RECEPTIVE OR DOESN'T WANT TO DO IT OR LEAVES BECAUSE YOU CAN'T SMOKE IN THE FACILITY, THERE'S NOT MUCH YOU CAN DO ABOUT IT, BUT IT'S BETTER THAN THEM CYCLING IN AND OUT OF YOUR COUNTY JAIL OR YOUR ERS.
ALSO, WE DON'T RUN THAT FACILITY.
UAMS, THAT'S THEIR WHOLE PROGRAM, AND ANOTHER THING THAT THEY DO, THEY OFFER REFERRAL SERVICES, INDIVIDUALS THAT HAVE SUBSTANCE ABUSE, SUBSTANCE USE DISORDERS, THEY GENERALLY REFER THEM TO LONG TERM TREATMENT FACILITIES 30 DAYS OR LONGER.
NOW, OF COURSE, IF THERE'S A MENTAL HEALTH ILLNESS THAT THEY'RE DEALING WITH, THEN BAPTIST, THEY HAVE TO SEEK OUT OTHER AVENUES FOR TREATMENT THERE, BUT AS JUSTIN SAID, IT'S A SHORT TERM. YES, I DO KNOW, AND OF COURSE, THEY KNOW THAT IT'S SHORT TERM, AND I THINK THAT THEY'RE SAYING, WELL, WE NEED SOMETHING MORE, BUT THERE ARE SOME EXTENSIVE SERVICES IN TERMS OF WHAT CONNECTING THEM, LIKE YOU SAID, PERHAPS REFERRAL SERVICES.
IS THERE ANY KIND OF A RECORD IN TERMS OF HOW MUCH RECIDIVISM THERE IS? THAT'S A UAMS QUESTION.
YEAH, I COULD GET THE DATA AS FAR AS HOW MANY PEOPLE ARE COMING IN AND OUT AND IF THEY CAN IDENTIFY.
I'M SURE THAT WE CAN FIND SOME SORT OF DATA ON THAT.
NO PROBLEM. ALL RIGHT, JUSTICE ELLIOTT.
[00:15:03]
YEAH, I WAS WONDERING ABOUT THE SAME QUESTION SHE SAID.I WAS WONDERING ABOUT HOW MANY PEOPLE.
I MEAN, [INAUDIBLE] THE SHERIFF'S DEPARTMENT HAS TAKEN IN.
[18. Discussion/Action to consider approval to add one part-time deputy constable to the Precinct 1 Constable's Office, at an hourly rate of $14.63.]
WE CAN GET ALL THE DATA AS FAR AS THEY TRACK WHAT LAW ENFORCEMENT AGENCIES ARE BRINGING THEM IN, HOW THEY'RE REFERRED, IF THEY'RE SELF REFERRED.I UNDERSTAND THAT, BUT MY OTHER QUESTION KINDLY IS, REPEAT.
IT IS, WE'RE DEALING WITH A POPULATION THAT HAS PRIOR TO THE CSU'S GENERALLY WOULD GO IN AND CYCLE IN AND OUT OF YOUR JAILS, OUT OF YOUR ERS AND SOMETIMES IN THE STATE HOSPITALS.
WE HAD SOME PEOPLE THAT WERE IN THE ORIGINAL COHORT THAT SPENT OUT OF 365 DAYS.
THEY WERE PROBABLY EITHER IN JAIL OR IN THE ER 250 DAYS OUT OF THE YEAR.
ALL RIGHT, I APPRECIATE IT. YEAH, AND WHAT THEY HAVE TO REMEMBER, THESE ARE SICK INDIVIDUALS.
I MEAN, MOST OF THEM ARE DUALLY DIAGNOSED, SUBSTANCE ABUSE AND MENTAL HEALTH.
NO OTHER QUESTIONS. AMY, WOULD YOU PLEASE CALL THE ROLL? 14 AYES, 14 AYES.
[19. Discussion/Action to consider the approval to pay 2023 Annual Membership Dues to the South Texas County Judges and Commissioners Association. ]
WE WILL SEND 23-I-18 TO THE FULL QUORUM COURT WITH A DO PASS RECOMMENDATION.AMY, WOULD YOU PLEASE READ 23-I-19? AN ORDINANCE AMENDING ORDINANCE 22-OR-45 2023 ANNUAL BUDGET PULASKI COUNTY, ARKANSAS TO APPROPRIATE AMERICAN RESCUE PLAN FUNDS FOR THE PURPOSES OF PURCHASING A RECORDS MANAGEMENT SOFTWARE SYSTEM FOR THE SHERIFF'S DEPARTMENT.
[20. Discussion/Action to consider the approval of Order 04-2023, designating the approved departments/offices and spending limits for P-Cards.]
I MOVE THAT WE SEND THIS TO THE FULL QUORUM COURT WITH A DO PASS RECOMMENDATION.JUSTICE BLACKWOOD, WOULD YOU LIKE TO EXPLAIN? I THINK WE HAVE SOMEONE HERE THAT CAN EXPLAIN THAT.
ERIC, WOULD YOU COME UP? GOOD EVENING.
GOOD EVENING. WE'RE SEEKING FUNDING TO GET A NEW RECORDS MANAGEMENT SYSTEM TO REPLACE OUR ZUERCHER SYSTEM. I DID SEND OUT A PACKET TO EVERYONE TO EXPLAIN THE NEEDS OF A NEW SYSTEM AND SOME INFORMATION ABOUT HOW WE CAN MEET THOSE NEEDS.
SO TODAY I'M LOOKING FOR FUNDING FOR THIS PURPOSE.
YEAH, INSIDE JOKE THERE BETWEEN ME AND MR. CURTIS. [CHUCKLING] SO, SHERIFF, I LET YOU KNOW BEFORE THE MEETING THAT I AM SUPPORTIVE OF THIS ITEM.
SEE THE NEED. APPRECIATE YOU BRINGING IT FORWARD, AND, YOU KNOW, SOME FOLKS HAVE KIND OF BEEN A LITTLE HESITANT SAYING, WELL, WE JUST PURCHASED SOMETHING 2 OR 3 YEARS AGO.
WELL, I'VE USED THE ANALOGY OF YOU GO TO A CAR LOT.
BEAUTIFUL. THE SALESMAN GIVES YOU A GOOD DEAL, MAN, AND HE TELLS YOU ALL THE BELLS AND WHISTLES, BUT YOU GET THE CAR HOME, AND AFTER ABOUT THREE MONTHS, IT'S KNOCKING AND ALL THAT. THAT CAR WAS BEAUTIFUL FROM THE FACTORY.
OKAY, THAT'S THE WAY I LOOK AT WHAT WE PURCHASED 2 OR 3 YEARS AGO FROM AN ANALOGY PERSPECTIVE.
SO WE'VE GOT TO GO A DIFFERENT DIRECTION, BECAUSE THIS IS NOT JUST COMING FROM YOU.
I THINK PEOPLE NEED TO REALIZE THAT IT'S COMING FROM THE NEW PROSECUTOR.
IT'S COMING FROM SEVERAL AREAS OF LAW ENFORCEMENT, THIS NEED.
ONE THING THAT I DO UNDERSTAND IS THAT A PARTICULAR VENDOR HAS NOT BEEN CHOSEN AND THAT WHATEVER VENDOR THE COUNTY DECIDES TO GO WITH WILL GO THROUGH THE COUNTY PROCUREMENT PROCESS.
WHAT WE'RE LOOKING AT, I THINK WHAT THE COUNTY IS GOING TO NEED IS SEPARATE SYSTEMS. I DON'T BELIEVE YOU CAN PICK ONE SYSTEM POSSIBLY TO MANAGE WITH THE SHERIFF'S OFFICE.
WE'RE MANAGING THE RECORDS MANAGEMENT SYSTEM THAT WE DO ON REPORTS.
WE'RE ALSO MANAGING OUR 911 SYSTEM AND THE JAIL MANAGEMENT SYSTEM, INCLUDING BILLING.
SO THAT'S A BIG SYSTEM THAT YOU'RE TRYING TO GET THE RIGHT VENDOR TO PROVIDE THOSE SERVICES.
[00:20:02]
SELECT THE PROSECUTORS OFFICE SELECT OR THE TREASURER'S EXCUSE ME, THE CLERK'S OFFICE SELECT.ONE OF THE THINGS YOU RUN INTO IS TRYING TO CONNECT ALL THE DIFFERENT SYSTEMS TOGETHER WITH THE RIGHT VENDOR, FOR THAT SERVES THE NEEDS OF THE SHERIFF'S OFFICE, SERVES THE NEEDS OF THE PROSECUTOR'S OFFICE AND THE CLERK'S OFFICE.
SO WE'RE GOING TO LOOK AT WHAT SYSTEMS ARE OUT THERE.
WE'VE TAKEN A LOOK WE'VE LOOKED AT SOME SYSTEMS OUT THERE, AND WE'RE GOING TO CONTINUE TO DO THAT.
[21. Discussion/Action to approve payment of Spectrum invoice # 0226726020423 for $229.17 and Quadient invoice # 9800334 for $345.11.]
WE'RE AT THE POINT OF SEEKING FUNDING SO THAT WE CAN MOVE FORWARD WITH THE PROCESS OF SELECTING A SYSTEM THAT MEETS THE NEEDS OF THE SHERIFF'S OFFICE , AND I'M SURE THAT HUTCH AND HIS PROCUREMENT TEAM WILL BE VERY HAPPY IN ASSISTING WITH THAT PROCESS AS ALWAYS.I SUPPORT YOUR BILL TONIGHT, SHERIFF, AND THANK YOU FOR THE TIME.
THANK YOU. THANK YOU, JUSTICE [INAUDIBLE] STOWERS.
I'VE BEEN CALLED WORSE. [CHUCKLING] DON'T RUN OFF, SHERIFF HIGGINS; GOT A FEW LIGHTS ON RIGHT NOW.
THANK YOU. I JUST WANT TO SAY I DO SUPPORT THIS HAD CAME IN HERE WITH THE INTENT TO SUPPORT IT AND OF COURSE, THEN THE JUDGE ALSO SENT OUT A LITTLE MEMO STATING HOW IT'S GOING TO COMMUNICATE WITH ALL OF THE OTHER AGENCIES.
SO IT'S GOING TO BE VERY VITAL AND IMPORTANT THAT WE SUPPORT THIS.
THANK YOU. THANK YOU, JUSTICE MASSEY, THANK YOU.
SO MY QUESTION MIGHT BE MORE FOR HUTCH.
[22. Discussion/Action to consider the approval to open a new operating bank account for the Tax Assessors Collector's Office.]
SO I GUESS WE STILL HAVE ENOUGH OF THE ARPA FUNDS FOR THIS? CORRECT. OKAY, THAT'S ALL.I JUST WANT TO MAKE SURE WE STILL HAVE THAT MONEY THERE.
I WOULDN'T LET THEM PUT THIS IN THERE IF YOU DIDN'T.
MY QUESTION WAS WITH TYLER TECHNOLOGY.
DID I HEAR THAT WE'RE NOT SET ON THAT ONE? SO WHAT WE'RE GOING TO DO IS MOVE FORWARD IN LOOKING AT WHAT SYSTEMS WE'VE LOOKED AT, WHAT SYSTEMS ARE OUT THERE.
WE'RE GOING TO WORK WITH THE PROCUREMENT PROCESS TO MOVE FORWARD WITH THE PURCHASE.
I THINK THIS COMPANY IS DEFINITELY A CONTENDER IN PROVIDING SOME OF THE SERVICES, BUT WE HAVEN'T.
THERE'S NO CONTRACT OR ANYTHING LIKE THAT.
SO IN VOTING FOR THIS, ARE WE INVOLVED IN THAT PROCESS OR IS THAT ONLY YOU? SO WHAT WOULD HAPPEN IN THE PROCESS? WE'LL WORK WITH HUTCHENS OFFICE TO LOOK AT WHAT COMPANIES AGAIN OUT THERE.
[23. Discussion/Action to consider the approval of Budget Amendment #23 to transfer money from Continency to Fund 003 District Clerk Binding District Clerk. ]
ONCE WE COME INTO AGREEMENT AND THERE IS A CONTRACT, IT'S GOING TO GO TO THE WE'LL APPROVE WHAT'S IN IT.THE JUDGE WILL WILL HAVE TO SIGN IT TO APPROVE IT AS WELL, BUT THE COUNTY WILL PUT OUT A SPEC SHEET.
COMPANIES WILL RESPOND TO THAT.
SHERIFF'S OFFICE AND PURCHASING WILL REVIEW IT TO MAKE SURE ALL THE I'S ARE DOTTED, T'S ARE CROSSED.
IT MEETS THE LEGALITIES OF THE LAW WITH BONDING AND THINGS LIKE THAT.
QUORUM COURT, IN THEIR CAPACITY DOES NOT HAVE A SAY IN THAT THING.
THAT'S JUST THE WAY THE LAW IS.
Y'ALL ARE THE FUNDING PART, BUT IT'LL HAVE TO BE, THEY'VE GOT TO MEET ALL THE CRITERIA, MEET THE JUSTIFICATIONS, HAVE THE LEGALITIES, ALL THAT STUFF.
IT'S NOTHING THAT HAPPENS VERY QUICK, AND IF YOU DO GET NEW SOFTWARE MOST, AND I DON'T KNOW ABOUT THIS SOFTWARE IN PARTICULAR, BUT LIKE A FINANCIAL SOFTWARE, IT CAN TAKE UP TO TWO YEARS TO COME ONLINE.
THIS STUFF WILL PROBABLY BE QUICKER, BUT IT'S NOT AN OVERNIGHT THING.
THEY DON'T FLIP A SWITCH AND IT HAPPENS.
WE'RE LOOKING AT AN 18 MONTH PROJECT.
WHEN ZUERCHER WAS PURCHASED IN ACTUALLY IN 2018, BEFORE I TOOK OFFICE, IT TOOK US UNTIL THE END OF 2019 BEFORE THE SYSTEM WAS FULLY IN PLACE, AND SO THERE'S GOING TO BE ABOUT AN 18 MONTH PROJECT TO IMPLEMENTATION ONCE ONCE WE GO THROUGH THE PROCESS OF OF IDENTIFYING THE COMPANY AND THE CONTRACT IS SIGNED, THEN YOU'RE LOOKING AT TRYING TO WORKING WITH THE COMPANY AGAIN ABOUT WHAT DATA
[24. Discussion/Action to consider the approval of Budget Amendment #24 to transfer money from Grants American Rescue FundO 19 (019-400-0101)to (019-1000-5164)Kologik for Constable's Kologik Invoices.]
YOU NEED, HOW YOU WANT THE SYSTEM TO LOOK, AND THEN IT'S PULLING INFORMATION.ALL THE DATA THAT ZUERCHER HAS, PULLING ALL THAT INFORMATION OVER INTO THE NEW SYSTEM AND ENSURING THAT IT WORKS PROPERLY AND YOU HAVE THE RIGHT INTERFACES TO WORK WITH OTHER SYSTEMS. SO IT'S A LONG PROCESS AND THAT'S THE IMPORTANCE OF, OF GETTING THE FUNDING SO WE CAN START MOVING FORWARD BECAUSE WE CAN'T MOVE FORWARD IF WE DON'T HAVE THE
[00:25:07]
FUNDING. THEY'RE NOT ALLOWED TO GO OUT TO BID WITHOUT FUNDING IN PLACE.[INAUDIBLE]. OKAY, AND THIS IS A QUESTION FOR HUTCH.
SO WHEN WE'RE TALKING ABOUT THE INTERFACE, THEN IS IT UNREASONABLE TO THINK THAT POTENTIALLY ONCE THE SHERIFF'S DEPARTMENT IDENTIFIES THE COMPANY FOR THEIR SOFTWARE, THEN OTHER COUNTY AGENCIES OR OTHER COUNTY OFFICES WILL HAVE TO PURCHASE SOFTWARE AS WELL? WELL, THEY DON'T HAVE TO.
I MEAN, THEY DON'T HAVE THE SAME SOFTWARE THEY HAVE NOW.
NO, I'M SAYING FOR THE INTERFACE, YOU'RE GOING TO GET A SOFTWARE THAT EVERYBODY IS EITHER CAN INTERACT WITH OR IF THERE'S A SOFTWARE THAT AND THAT WILL BE A QUESTION THAT'S ASKED, I'M SURE.
IS THERE A SOFTWARE THAT EVERYBODY CAN USE?
[25. Discussion/Action to consider the approval of Kologik invoices #10707 and #10711 totaling $13,838.11 for subscription fees FY 22-23]
OKAY, IT CAN'T BE SOMETHING NEW BECAUSE YOU HAVE COUNTIES LIKE LA COUNTY, HARRIS COUNTY.MUCH LARGER COUNTIES THAN US, THIS CAN'T BE A NEW PROBLEM.
OKAY, NOW THE QUESTION WOULD COME IN.
CAN YOU AFFORD IT? WILL IT WORK FOR US? IS IT TOO BIG FOR US? THAT KIND OF THING, BUT WE CAN'T GO, AND TAKE THOSE KIND OF OFFICIAL RESPONSES WITHOUT FUNDING IN PLACE.
OKAY, OKAY, ALL RIGHT, WE STILL GOT SOME LIGHTS ON.
[26. Discussion/Action to consider the approval of REQ02234 in the amount of $ 111,499.08 for Langford GLO-MIT bid phase costs.]
JUSTICE MCMULLEN.I DON'T KNOW. I'M THINKING MAYBE I NEED TO JUST PASS, BUT BECAUSE I DON'T WANT TO, I DON'T KNOW.
I THINK IT'S A VERY NEEDED PROJECT.
VERY NEEDED PROJECT, AND I'M HOPING THAT WE DON'T COME ACROSS SOME PROBLEMS IN THE FUTURE.
SOMETIMES OUR MEMORIES ARE SHORT AND WE TEND TO FORGET ABOUT THE SIGNIFICANCE OF SOMETHING OR, YOU KNOW, OR WHAT HAPPENED LAST NIGHT OR DAY BEFORE YESTERDAY.
[27. Discussion/Action to consider the approval of Langford Community Management Services Invoice #5026 in the amount of $111,499.08.]
THAT WE YOU KNOW, THAT WE ARE, AND I GUESS MAYBE THIS IS A QUESTION FOR YOU.YOU DO NOT EXPECT US TO COME UP AGAINST ANY TYPE OF PROBLEMS WITH THE FUNDING, HUTCH, DO YOU? NO, MA'AM, THE MONEY IS IN THE ACCOUNT.
THAT WAS WHAT MR. ROBINSON ASKED. YEAH, THE MONEY'S THERE.
OH, I DIDN'T HEAR HIM ASK THAT.
[INAUDIBLE] WELL, NO, IF THE MONEY WASN'T IN THE ACCOUNT, WE WOULDN'T LET THEM BRING THE ORDINANCE.
[28. Discussion/Action to consider the approval of REQ02242 to the City of Lockhart for county cost of ambulance remount.]
OH, OKAY, WELL, I MEAN, YOU KNOW, THAT SOUNDS REALLY GOOD.THANK YOU. ALL RIGHT, JUSTICE MCCOY.
WE USUALLY DON'T AGREE THAT QUICKLY.
TO MR. STOWERS' POINT, CAN WE BUY A WARRANTY ON THIS CAR, ON THIS PROGRAM? [CHUCKLING] BUT ANYWAYS, REAL QUICK, WHAT WERE SOME OF THE SPECIFIC ISSUES WITH AND EXCUSE MY PRONUNCIATION WITH ZUERCHER IF I'M PRONOUNCING IT CORRECTLY.
I'LL LET OUR IT DIRECTOR TALK ABOUT ZUERCHER.
HE CAN PROBABLY ADD SOME INFORMATION FOR YOU.
YEAH, WHAT WERE SOME OF THE SPECIFIC PROBLEMS AND KIND OF SPECIFICALLY, WHAT IS IT SUPPOSED TO ACCOMPLISH? AND YOU CAN BE GENERIC.
YOU CAN GIVE AN ANALOGY IF YOU WANT TO MAKE IT BRIEF,ZUERCHER.
[29. Discussion/Action to consider the approval of payment to the City of Lockhart for the county cost of ambulance remount.]
COME ON. IT DIDN'T TURN ON.NO, I'M JUST KIDDING. SO, GOOD EVENING.
I'M JAMES KINGSBURY, IT DIRECTOR AT THE SHERIFF'S OFFICE.
YOU KNOW, THE BIG THING IS THERE'S NO BASIC EDIT CHECKS.
SO AND I'VE TALKED WITH THE COMPANY MULTIPLE CALLS AND THEY'RE NOT WILLING TO ADD THESE EDIT CHECKS.
SO WHAT I MEAN BY EDIT CHECKS IS WE HAVE CLERKS OR DEPUTIES WHO CAN INPUT, YOU KNOW, LIKE LET'S SAY WE TAKE INTAKE FOR EXAMPLE WHEN THEY BOOK AN INMATE, IF THEY ACCIDENTALLY PUT THE YEAR 2035, IT ACCEPTS IT OR IF THEY PUT THAT THEY'RE BORN IN THE YEAR 1875, IT ACCEPTS IT.
SO WE'VE FOUND THOSE ISSUES IN OUR SYSTEM.
SO IT HAS A DATABASE THAT WE CAN CREATE OUR OWN REPORTS, BUT THERE'S NO DASHBOARD, THERE'S NO WAY TO REALLY SEE ANY TRENDS OR AND WHEN I SAY DASHBOARD, THERE'S NO KIND OF, YOU KNOW, YOU TAKE A STEP BACK AND REALLY SEE WHAT THE DATA IS TRYING TO TELL YOU.
SO THAT'S NOT BUILT INTO IT EITHER.
THE OTHER BIG THING FOR OUR PATROL AND ENFORCEMENT DEPUTIES IS YOU CAN'T WORK IN AN OFFLINE STATUS.
SO IF YOU'RE NOT CONNECTED IN THAT CAR, YOU CAN'T LOG IN.
[PUBLIC HEARING @ 9:30]
THE SYSTEM DOESN'T WORK.[00:30:01]
CAN'T WORK A CRASH REPORT.YOU CAN'T WRITE A TICKET. YOU CAN'T WORK OR FILL OUT YOUR INCIDENTS OR ANYTHING LIKE THAT.
SO THOSE ARE KIND OF THE THREE BIG THINGS WE'RE LOOKING AT AND THEN WE'RE JUST NOT EVEN ABLE TO GET A COPY OF OUR DATA, YOU KNOW? SO I'VE GOT SOME SMART PEOPLE ON THE TEAM WHO COULD IF WE COULD GET THAT DATA, WE CAN TAKE IT BACK AND START, YOU KNOW, RUNNING OUR OWN QUERIES AND REALLY LOOKING AT WHAT THE DATA HAS TO TELL US BECAUSE THEIR ANALYTICAL SYSTEM IS LACKING, FOR LACK OF A BETTER WORD , AND TO MY OTHER QUESTION, WHAT WOULD WHAT IS THIS SUPPOSED TO DO, THIS SOFTWARE--AND AGAIN, YOU CAN GIVE ME AN ANALOGY IF YOU WANT--BUT WHAT IS THE SOFTWARE SUPPOSED TO DO? WELL, I DON'T WANT TO PUT WORDS IN YOUR MOUTH, BUT WHAT IS THE SOFTWARE SUPPOSED TO DO? I THINK I HAVE AN IDEA OF WHAT IT'S SUPPOSED TO DO.
SO IT'S KIND OF ALL ENCOMPASSING.
IT'S GOING TO STREAMLINE A LOT OF OUR PROCESSES.
IT'S GOING TO ALLOW US TO SCALE OUT KIND OF WITH SOME OF THE EXAMPLES I JUST GAVE YOU THERE, AND, YOU KNOW, REALLY WHAT THAT MEANS IS ARE WE ABLE TO NOW LOOK AT THE DATA AND, YOU KNOW, LOOK INTO THE FUTURE, SO TO SPEAK? RIGHT. WE GET OUR LITTLE MAGIC EIGHT BALL AND WE, YOU KNOW, THE LITTLE THING THAT COMES UP ON THE BOTTOM, IF YOU REMEMBER THAT FROM BACK IN THE DAY, BUT--I GOT ONE IN THE OFFICE IF YOU ALL NEED IT. [CHUCKLING] YEAH, STREAMLINED SOME PROCESSES.
FOR ANOTHER EXAMPLE IS OUR JUDICIAL AREA.
A LOT OF THE REPORTS, YOU KNOW, STACK OF PAPERS, YOU KNOW, WE'RE LOOKING AT WITH THIS WITH THIS SOFTWARE, IT CAN BE SCANNED IN OR PUT INTO THE SYSTEM SO THE DEPUTIES WON'T HAVE TO COME INSIDE, GET THEIR STACK OF PAPERS, KIND OF GO THROUGH THEM.
IT'LL BE ON THEIR COMPUTER IN THE CAR ALREADY, YOU KNOW.
SO IN THEORY, THEY WON'T HAVE TO COME TO THE OFFICE.
THEY CAN, YOU KNOW, START THEIR SHIFT AND GO OUT AND START SERVING THEIR PAPERS AND ALL THE THINGS THAT THE JUDICIAL SECTION DOES, BUT YEAH, SO HOPEFULLY THAT ANSWERS YOUR QUESTION, BUT REALLY TO KIND OF STREAMLINE, MAKE IT MORE EFFICIENT AND REDUCE HEADACHES FOR ME.
SO WOULD IT BE TRUE TO SAY THAT REALLY THE KEY OF THIS SOFTWARE IS THE INMATE OR THE PERSON WHO'S ARRESTED OR SO ON, OR IS THAT JUST ONE PIECE? ONE PIECE, SO THE JAIL IS GOING TO BENEFIT FROM IT.
THE JAIL BUILDING. SO RIGHT NOW WE HAVE TWO PIECES.
WE GET ALL THE DATA FROM A PERSON WHO'S BOOKED INTO THE JAIL, AND THEN WE HAVE TO PULL ALL THAT DATA OUT AND SPREADSHEETS, AND WE HAD TO, YOU KNOW, GET A SEPARATE COMPANY TO WRITE THAT SOFTWARE. THEN WE TAKE THAT AND CRUNCH THOSE NUMBERS FOR THE JAIL BUILDING ORDINANCE THAT PASSED LAST YEAR.
SO THIS WILL BE AN ALL ENCOMPASSING.
WELL, THAT'S NOT TRUE, AND SO THEN WE GOT TO PAUSE AND THAT DELAYS THE BILLING PROCESS.
SO, YOU KNOW, KIND OF TO STREAMLINE EFFICIENCY.
IT'S FOR THE INMATE, THE DETENTION DEPUTIES, IT'S FOR THE OFFICERS ON PATROL.
IT'S FOR THE JUDICIAL DEPUTIES THAT WORK THAT, AND THEN, YOU KNOW, CID AS WELL OR CRIMINAL INVESTIGATIVE DIVISION STREAMLINE THAT PROCESS, AND YOU KNOW, WE HAD A DEEP CONVERSATION, A LONG CONVERSATION WITH HOW DOES THIS SOFTWARE REALLY MAKE US BETTER HOLISTICALLY? SO THE ENTIRE TEAM LOOKED AT IT, YOU KNOW, AND I THINK IN THE PACKET, YOU KNOW, IT'S BEEN A WHILE, ABOUT 14 MONTHS, WE'VE KIND OF BEEN LOOKING AT SOME VENDORS, AND SO KIND OF WHAT WE FOUND IS, HEY, THIS FITS EVERYTHING WE REALLY NEED.
SO HOPEFULLY THAT ANSWERS YOUR QUESTION.
YES I WANT TO SAY THANK YOU ALL FOR WHAT YOU'RE DOING IN THIS ARENA, AND I KNOW EFFICIENCY IS VERY IMPORTANT, AND IF YOU CAN BRING THAT TOGETHER IN A NEW SYSTEM AND I'D LIKE TO BE ADDED TO THE APPROVAL.
THANK YOU. ALL RIGHT, SECOND ROUND.
YEAH, I'LL BE BRIEF TO THE QUESTION ON THE PROCUREMENT DEPARTMENT.
SO THE PROCUREMENT DEPARTMENT WORKS FOR THE COMPTROLLER, WHO IS THIS GUY RIGHT HERE, WHO WORKS FOR JUDGE HYDE AND SO CONCERNS ABOUT WHAT MIGHT BE CHOSEN OR NOT CHOSEN, THE ULTIMATE DECISION AND WHETHER IT'S COMING OUT OF THE SHERIFF'S OFFICE, THE CLERK'S OFFICE, THE TREASURER, THE ASSESSOR GO ON DOWN THE LIST.
[12. Discussion/Action to consider the approval of Wild Plum Estates Replatof Lot 3-A located on Wild Plum Road and Old Colony Line Rd.]
SO ALTHOUGH THE SHERIFF'S OFFICE MIGHT HAVE INPUT OR THE CLERK'S OFFICE OR THE PROSECUTOR'S OFFICE, ULTIMATELY THAT DECISION IS THE JUDGE'S.THE JUDGE IS THE DECISION MAKER.
WHETHER WE LIKE THAT OR WE DON'T LIKE THAT, THAT'S ARKANSAS STATE LAW.
I YIELD. THANK YOU FOR THAT INPUT, JUSTICE STOWERS.
YEAH. OKAY, I JUST WANT TO, AND I'M GOING TO BE BRIEF ALSO.
[13. Discussion/Action to consider the approval of Wild Plum Estates Replat of Lot 4-A located on Wild Plum Road and Old Colony Line Rd.]
SPECIFICALLY, I KNOW THAT IT'S BEEN A WHILE PROBABLY SINCE YOU ALL RECEIVED THE BOOKLET, AND I THINK THAT THE SHERIFF[00:35:09]
DID A VERY GOOD JOB IN DOING THIS.VERY PROFESSIONAL. I KNOW THAT IT'S BEEN A WHILE, BUT YOU CAN YOU KNOW, WHEN YOU GET A CHANCE, YOU CAN LOOK OVER IT AND AS YOU GO THROUGH IT, YOU WILL SEE JUST ABOUT AN ANSWER TO ALL OF THE USEFULNESS OF IT, ALL OF THE UPDATE AND THE TECHNOLOGY THAT'S GOING TO BE USED.
[14. Discussion/Action to consider the approval of Churchill Ranch Addition Replat of Lot 13 & 14 located at Seales Creed Rd.]
THE GOAL AND I THINK THAT, YOU KNOW, IT'S GOING TO EXPLAIN VERY WELL WHAT THE OPERATIONAL BENEFITS FROM THE PROPOSED SOFTWARE WILL BE, AND ONE THING ALSO IS GOING TO BE, OF COURSE, FOR CITIZEN TRANSPARENCY , AND I THINK THEY CALL THAT CITIZEN CONNECT.I JUST WANT TO BE ADDED TO THE SPONSOR.
THANK YOU. OKAY, [INAUDIBLE] QUESTION NOW.
THANK YOU. SO I STARTED THINKING, SINCE YOU'VE BEEN UP THERE, IF MEMORY SERVES, WE DID A SOFTWARE
[30. Discussion/Action to consider the approval of Budget Amendment #22, transferring money from Professional Services (001-65104110) to Insurance (001-6510-4845) to complete payment to TAC for liability claim.]
UPDATE SO MANY YEARS AGO AND THEN SOMETHING HAPPENED AND WE ENDED UP HAVING TO COME BACK AND ALLOCATE SOME MORE MONEY FOR COMPUTERS, MAINFRAMES, WHATEVER.IN THIS MONEY THAT WE'VE I GUESS WE'RE ALLOCATING HERE, DO YOU SEE A NEED WITH ANY KIND OF NEW SOFTWARE WHERE WE'RE GOING TO HAVE TO UPGRADE THE COMPUTER SYSTEMS? I MEAN, IS THIS GOING TO CAUSE ANOTHER, HEY, WE NEED MORE MONEY? I DON'T BELIEVE IT WILL, AND THE REASON BEING WHAT WE'RE LOOKING AT, THE THE MODEL WE'RE LOOKING AT IS, I GUESS, A VENDOR MANAGED SYSTEM.
SO THE CLOUD SO, YOU KNOW, THE SERVERS ARE, YOU KNOW, THEY'RE NOT GOING TO BE TO WHERE IF WE HAVE A FIRE OR A FLOOD OR A POWER OUTAGE, YOU KNOW, WITH WEATHER RELATED INCIDENT OR ANYTHING LIKE THAT, YOU KNOW, THOSE SYSTEMS AREN'T AREN'T GOING TO BE HOUSED IN OUR CLOSET, YOU KNOW, DOWN THE HALL, IT'S GOING TO BE, YOU KNOW,
[31. Discussion/Action to ratify a donation agreement between the County and Daniel and Raquel Rosenburg, for the donation of an easement along Holtz Rd/CR224.]
WE'RE LOOKING AT THE AMAZON CLOUD, AMAZON WEB SERVICES, SO THINGS LIKE THAT.SO AS FAR AS SERVER WISE AND BIG INFRASTRUCTURE WISE, NO, YOU KNOW, BUT AS WITH ANY ENTITY OR COMPANY, THE ACTUAL, YOU KNOW, COMPUTERS AND LAPTOPS AND ON YOUR DESK AND THOSE ARE ALWAYS IN A, YOU KNOW, A CONTINUOUS CYCLE OF UPGRADE, BUT THE ACTUAL UPGRADE OF THE SOFTWARE, I DON'T BELIEVE IT WILL REQUIRE ANY, ANY TYPE OF NEW PURCHASING.
I YIELD. ALL RIGHT, THANK YOU, JUSTICE MEDLOCK.
I WAS JUST GOING TO ASK, YOU HAD MADE A COMMENT ABOUT THE SYSTEM.
CAN YOU SPEAK IN YOUR MIC FOR ME, PLEASE? THANK YOU. IS IT ON? SORRY.
THE SYSTEM DIDN'T HAVE THE ABILITY TO CHANGE MISTAKES.
LIKE IF YOU PUT IN THE WRONG YEAR A PERSON WAS BORN OR WHAT HAVE YOU.
IS THERE ANY WAY TO GET A REFUND ON ANY OF THAT SINCE IT DIDN'T DO? THOSE SEEM LIKE BASIC THINGS TO ME.
NO. SO, YOU KNOW, WE'VE PURCHASED IT AND IT WAS IN 2018 AND THEN SO IN THE 19 EARLY 20, YOU KNOW, WE REALLY GOT ROLLING LIVES BEFORE MY TIME IN THE SHERIFF'S TIME, AND, YOU KNOW, I'VE HAD THOSE CONVERSATIONS WITH THE VENDORS.
[32. Discussion/Action to consider approval of an Interlocal cooperation agreement between Caldwell County and Hays County, for the improvement of FM 2001.]
SO NOW WE'RE IN THE PAYING THE ANNUAL MAINTENANCE MODE AND, YOU KNOW, FOR THE SUBSCRIPTION.YEAH BECAUSE IT SEEMS LIKE THOSE ARE BASIC THINGS THAT A SYSTEM SHOULD PROVIDE.
FOR FUTURE REFERENCE IF ANYTHING WE PURCHASE DOES NOT MEET THE SPECIFICATIONS.
IF WE KNOW ABOUT IT, THEN WE CAN ADDRESS THOSE.
PUT A CLAUSE IN THERE IN OUR CONTRACT.
WE DON'T KNOW ABOUT THE SHORTFALLS.
NOW WE'RE SO FAR YOU CAN'T COME BACK FIVE YEARS LATER AND GO, THERE'S A PROBLEM.
THAT'S WHEN WE ADDRESS THESE, EVEN WITH OUR FINANCIAL SYSTEM, ANYTHING ELSE, WHEN WE'RE RUNNING THE TESTS AND YOU FIND OUT THERE'S A PROBLEM THERE, YES, THAT'S WHEN YOU ADDRESS IT. SO ARE WE STILL UNDER CONTRACT WITH THIS COMPANY? HOW LONG IS OUR CONTRACT? ARE WE GOING TO HAVE ANY PROBLEMS GETTING OUT OF CONTRACT WITH THEM? WELL, IF THEY STILL HAVE THE SOFTWARE, THEN YOU STILL HAVE A CONTRACT WITH THEM, AND I'LL TELL YOU, WHEN I TOOK OFFICE IN 2019 AND STARTED WORKING WITH THIS COMPANY, I
[33. Discussion only of the GLO Infrastructure Grant Roads.]
WILL TELL YOU THAT I WOULD HAVE NOT GONE WITH THIS COMPANY BECAUSE IT WAS CLEAR THAT THEY COULDN'T HANDLE THE AMOUNT OF DATA THAT THE SHERIFF'S OFFICE[00:40:05]
HAS.WHAT THEY WERE PROVIDING, AND SOME OF YOU MAY NOT KNOW, I RETIRED FROM LITTLE ROCK POLICE DEPARTMENT IN 2015 AND THEY COULDN'T PROVIDE THE LEVEL OF ANALYTICS THAT WE HAD IN 2015, AND THIS WAS A PURCHASE IN 2018, AND WE'VE BEEN BATTLING WITH THEM, TRYING TO GET MORE SERVICE OUT OF THEM, AND IT'S TIME TO MOVE ON.
I YIELD. THANK YOU. THANK YOU.
WHAT IS GOING TO BE THE CANCELLATION CHARGE AND IS THAT INCLUDED IN WHAT WE'RE APPROPRIATING TONIGHT? USUALLY OUR CONTRACTS DON'T HAVE A CANCELLATION CHARGE.
YOU HAVE A CERTAIN AMOUNT OF TIME TO NOTIFY THEM WHEN THE CONTRACT IS GOING TO BE CANCELED.
OKAY, THAT'S WHAT YOU DON'T PAY THE ELECTRIC BILL, THEY'LL TURN THE LIGHTS OFF.
THERE'S NO YOU KNOW, THAT'S HOW THOSE THINGS WORK.
OKAY, ALL RIGHT, GOOD DEAL. THE ONLY THE ONLY THING I MIGHT ADD ADD TO THAT WHEN WE WENT TO ZUERCHER, WHAT WE RAN INTO THE PREVIOUS RECORDS MANAGEMENT SYSTEM THEY HAD IN THE JAIL, THEY HELD THE DATA HOSTAGE.
BASICALLY, WE HAD TO PAY FULL YEAR PART OF THAT THEIR CONTRACT TO GET THE DATA.
I DON'T THINK WE'RE GOING TO HAVE THAT ISSUE HERE WITH ZUERCHER, BUT WE'LL WORK WITH HUTCH'S OFFICE TO MAKE SURE THAT WE CAN ACCESS OUR DATA WITHOUT HAVING TO PAY A FEE.
OKAY. MR. ELLIOTT. YES, [INAUDIBLE] ON WHAT YOU HAVE NOW AND WHAT YOU'RE GETTING LATER DOWN THE LINE.
[34. Discussion/Action to consider the approval of the Final Plat for Chamberlin Ranch consisting of 9 residential lots on approximately 15.26 acres located on Chamberlin Road (CR 167). ]
IS THERE A WARRANTY WITH THAT OR NOT? WELL, WHAT YOU [INAUDIBLE] WELL, NOT THE RIGHT WORD.YOU PAY A LICENSING FEE, BUT WHEN YOU'RE BUYING THE SOFTWARE, WHEN YOU'RE INSTALLING IT, WHEN YOU'RE GOING THROUGH IT, THAT'S WHEN YOU GUARANTEE IT'LL DO WHAT IT'S SUPPOSED TO DO.
[INAUDIBLE] IT'S NOT LIKE IT'S NOT LIKE A CAR WHERE THEY GO, HEY, IN THE NEXT FIVE YEARS, IF SOMETHING GOES WRONG, WE'RE GOING TO FIX IT.
YOU CAN'T LOSE YOUR DATA, RIGHT? SO YOU'RE GOING TO RUN YOUR NEW ONE, WHICHEVER ONE IT IS, FOR A WHILE, AND DOES IT DO EVERYTHING, AND SO THEIR IT GUY'S GOING TO PUT STUFF IN THAT THEY HAD A PROBLEM WITH ZUERCHER'S AND GO, YEAH, THIS WORKS.
THIS IS DOING WHAT IT'S SUPPOSED TO DO.
IF YOU DO HAVE A PROBLEM AT THAT POINT, YOU CALL THEM.
THEY TURN THEIR PROGRAMMERS ON AND THEY FIX YOUR ISSUE.
OKAY, I APPRECIATE IT. THANK YOU.
[35. Discussion/ Action to consider the approval of the Preliminary Plat for the Replat of Sagada Dos Subdivision, Phase II consisting of 14 residential lots on approximately 16.691 acres located on Homann Road and Homannville Trail. ]

14 AYES, WE WILL SEND 23-I-19 TO THE FULL QUORUM COURT WITH A DO PASS RECOMMENDATION.
