AND COMMISSIONER THOMAS, WOULD YOU LEAD US IN THE INVOCATION? OKAY, COMMISSIONERS, ANY ANNOUNCEMENTS THIS MORNING?
[Announcements]
NO ANNOUNCEMENTS FROM ME, JUDGE.NOT AT THIS TIME. COMMISSIONER THERIOT.
GREAT. COULD BE PRETTY INTERESTING.
ANYBODY ELSE? ALL RIGHT. IF NOT, WE'LL MOVE TO CONSENT.
[CONSENT AGENDA]
COMMISSIONERS ANY QUESTIONS ON CONSENT? IF NOT, I'D LOOK FOR A MOTION TO APPROVE.WE HAVE A MOTION. DO WE HAVE A SECOND? SECOND. I HAVE A MOTION AND A SECOND.
OPPOSED. HEARING NONE. MOTION CARRIES.
JUDGE, CAN WE DO CITIZENS COMMENTS? OH, YEAH. SORRY I SKIPPED OVER THAT.
CAN'T IMAGINE. DO WE HAVE ANY CITIZENS COMMENTS? THERE ARE NO CITIZENS COMMENTS.
THANK YOU. I'M IN A HURRY TO GET TO DR.
DESANTOS SPECIAL PRESENTATION.
[SPECIAL PRESENTATION]
AND YOU'RE UP.GOOD MORNING, JUDGE HAYDEN, COMMISSIONERS AND MEMBERS OF THE PUBLIC.
AL DESANTOS, AND I'M A FACILITATOR FOR COLORADO STATE UNIVERSITY AND WHARTON SCHOOL OF BUSINESS.
HOWEVER, ONE OF MY BEST EXPERIENCES IS SERVING AS A VETERANS SERVICE OFFICER.
AS I WORKED TO ENSURE THAT VETERANS ARE AWARE OF AND RECEIVE THOSE BENEFITS THEY HAVE EARNED.
THAT SAID, I WOULD LIKE TO PROVIDE SOME INSIGHT INTO THE WORKINGS OF THIS OFFICE.
SO THE VETERAN SERVICE OFFICER, I KIND OF GAVE EACH OF YOU ALL A COPY OF THIS.
AND WHEN I SPEAK OF VETERAN BENEFITS, SHOULD BE AWARE THAT THE VA HAS SIX DIFFERENT DIVISIONS EDUCATION, CEMETERIES, COMPENSATION, PENSIONS, MEDICAL HOUSING AND KIND OF A RECORD.
BUT THAT'S KIND OF SO ANYWAY, IT'S NOT JUST SITTING THERE AND WORKING WITH ONE GROUP.
HOWEVER, THE JOB OF A COUNTY SERVICE OFFICER IS TO WORK WITH VETERANS IN THIS PARTICULAR AREA COMPENSATION AND PENSION AND ASSISTING WITH BURIALS AND ASSISTING WITH WE DON'T DO MEDICAL APPOINTMENTS.
HOWEVER, WE CAN REFER THEM TO THE HEALTH CARE ADVOCATES FOR THE ENTIRE STATE.
NEXT SLIDE. SO HERE'S A HERE'S THE CRUX OF THIS PRESENTATION.
THESE FIGURES ARE FROM FY 21, WHICH IS THE LATEST NUMBERS THAT WE HAVE.
THESE ARE TOTAL EXPENDITURES BY THE VETERANS ADMINISTRATION AT CALDWELL COUNTY.
$29,247,000. IF WE WERE TO LOOK AT TODAY'S BUDGET FOR THE COUNTY, THAT FIGURE REPRESENTS 96% OF THE COUNTY'S BUDGET. THIS IS NOT THE COUNTY'S BUDGET.
THIS IS MONEY THAT COMES TAX FREE TO VETERANS AND THEIR FAMILIES.
[00:05:01]
COMPENSATION AND PENSION WITH OUR OFFICE DOES $17,446,000.AGAIN, THIS IS QUITE A LARGE SUM.
THESE DOLLARS FLOW INTO CALDWELL COUNTY AND SUPPORT LOCAL BUSINESSES AND PROVIDE JOBS FOR LOCAL RESIDENTS, GROCERY STORES, NURSING CARE FACILITIES, HOMES, PHARMACIES AND DOCTORS, RESTAURANTS, CLOTHING, GENERAL MERCHANDISE, HOMEBUILDERS, CAR SALES AND A VARIETY OF SMALL BUSINESSES.
[INAUDIBLE] THIS EXPENDITURE BY THE VA EQUAL TO 96% OF THE CALDWELL COUNTY BUDGET.
SO AGAIN, THIS WE LOOKED AT $29 MILLION WAS FY 21.
THIS REPRESENTS A RETURN ON INVESTMENT TO CALDWELL COUNTY OF APPROXIMATELY 209%.
I DON'T THINK THERE'S ANYTHING ANY ORGANIZATION WITHIN THE COUNTY THAT'S DOING THAT RIGHT NOW.
I GUARANTEE YOU IT'S BETTER THAN [INAUDIBLE] DOES.
WE'VE LOST ALL OF OUR WORLD WAR TWO OR OUR KOREAN.
NOW WE'RE WORKING WITH VIETNAM AS MYSELF.
WE'RE ALL AGING. SO THROW THIS IN ONE OF THE VA THINGS IS APPLY [INAUDIBLE]] THEY DIE.
THAT'S THE TRUTH. THAT'S A TRUISM.
TO MAINTAIN AN ADVANCED CURRENT CLAIMS AND PENSIONS.
A LOT OF PEOPLE THINK THAT I SIT AROUND AND MAYBE LARRY, [INAUDIBLE] WE SIT AROUND AND DRINK DR.
I JUST COMPLETED A MILITARY SEXUAL TRAUMA OF MST CASE THAT TOOK THREE YEARS.
THAT, TO ME, IS WORTH MY WHOLE JOB RIGHT THERE.
THAT DOESN'T HAPPEN EVERY DAY.
THE OTHER WE HAVE A LOT OF 20,000-50,000.
HERE'S ANOTHER THING FOR YOU ALL COME ELECTION TIME.
THINK ABOUT THAT. WE HAVE LIAISONS WITH COMMUNITY SERVICE ORGANIZATIONS, RELIGIOUS ORGANIZATIONS AND OTHER SUPPORT GROUPS OUTSIDE CALDWELL COUNTY NEED TO BE MAINTAINED AND ESTABLISHED. AND WHEN I TALK ABOUT THAT, I WORK FOR JUDGE HAYDEN AND YOU ALL AND THE VETERANS OF CALDWELL COUNTY, TVC THINKS I WORK FOR THEM.
THE VA THINKS I WORK FOR THEM.
I TRY TO DO WHAT'S BEST FOR THE VETERANS, AND WHEN I SAY THAT, I DON'T FOLLOW OUR OFFICE DOES NOT FOLLOW POLITICS, PER SE.
OKAY. I WILL TELL YOU THE TRUTH.
IF YOU ASK ME SOMETHING, I'M GOING TO TELL YOU THE TRUTH WHETHER YOU LIKE IT OR NOT.
WE TRY TO HAVE TVC IN THE VA LEAVE US ALONE.
I HAD 248 OFFICERS REPORTING TO ME.
WE REPORTED DIRECTLY TO THE COMMISSIONERS OF THE TEXAS VETERANS COMMISSION.
SOME OF THE THINGS THAT WE PROVIDE ADDITIONAL SERVICE.
WE DO PTSD WEEKEND RETREATS FUNDED BY A GRANT FROM THE CALDWELL COUNTY COMMUNITY SERVICES LAST YEAR.
WE DID ONE, THIS YEAR WE'RE DOING TWO.
THIS IS A THREE DAY RETREAT WHERE WE PROVIDE HAVE A GROUP OF ACADEMY OF FOUR PSYCHOLOGISTS.
WE PROVIDE FIELD SUPPORT AND WE PROVIDE FREE MATERIALS.
WE DO MONTHLY VISITS TO NURSING HOMES IN CALDWELL COUNTY AND ALSO THE HOSPITAL'S.
QUARTERLY FREE LEGAL CLINICS FOR VETERANS AND THEIR FAMILIES.
WE HAVE ONE COMING UP MAY 24TH AT THE JUSTICE HENDRICKS ALL DAY, FREE LEGAL SERVICE.
IT DOESN'T MATTER WHAT IT IS WE HAVE.
I THINK I HAVE SIX LAWYERS THAT WILL BE THERE.
WHEN I SAY WE COORDINATE WE PROVIDE THEM WITH INFORMATION.
THEY LOOK TO US FOR GUIDANCE AND FOR INFORMATION.
IF WE DON'T HAVE IT, WE TRY TO FIND IT.
WE HAVE MEMORIAL DAY REMEMBRANCE AND LUNCH, VETERANS DAY AT LUNCH, MEALS AND DONATIONS, MEALS AND DECORATIONS ARE PROVIDED BY DONATIONS FROM PUBLIC AND LOCAL BUSINESSES. HERE'S SOMETHING IMPORTANT NO COUNTY FUNDS ARE USED DURING THESE REMEMBRANCES OR THESE MEALS BECAUSE, AS YOU KNOW, WE'D HAVE TO PROVIDE IT FOR EVERY MEMBER OF THE COUNTY. FINALLY, MEMORIAL DAY THIS YEAR WILL BE HELD MAY 28TH AT THE AMERICAN LEGION POST 177 AT 250 EAST DAVIS
[00:10:02]
STREET, BEGINNING AT 10 A.M.WILL BE SERVED AFTER THE CEREMONY.
I LOOK FORWARD TO SEEING ALL OF YOU THERE.
THAT'S IT. ANY QUESTIONS? I'LL BE GLAD TO ANSWER THEM. OR YOU CAN CALL ME WHATEVER.
COMMISSIONERS. I JUST WOULD LIKE TO SAY.
DR. SANTOS, I APPRECIATE ALL YOUR YOUR VERY THOROUGHNESS AND THE WAY YOU HANDLE YOUR OFFICE.
AND IT'S VERY EVIDENT THAT YOU ARE VERY PASSIONATE ABOUT IT.
AND I KNOW THAT OUR OUR VETERANS IN THIS COUNTY BENEFIT FROM FROM THAT PASSION.
AND I'M SORRY IF I GET TOO PASSIONATE AND SOMETIMES I GET A LITTLE BIT FAR OUT.
THANK YOU VERY MUCH. YOU ALL HAVE A GOOD DAY.
UH, ITEM SIX DISCUSSION ACTION REGARDING THE BURN BAN, HECTOR.
[6. Discussion/Action regarding the burn ban.]
GOOD MORNING, JUDGE, COMMISSIONERS, STAFF AND GALLERY.I JUST WANT TO GIVE YOU A BRIEF UPDATE ON FIRE SITUATIONS OUT HERE IN THE COUNTY.
IT WAS A TOTAL LOSS AND NO LOSS OF LIFE.
AND THE SHERIFF'S DEPARTMENT RESPONDED TO THAT.
WE HAD A SMALL FIRE LAST NIGHT ON 671 AND 183 PEOPLE ARE BURNING BRUSH BUT LEAVING IT UNATTENDED.
SO THAT'S A THAT'S A LITTLE PROBLEM.
BUT I THINK, YOU KNOW, EVERYTHING IS WET.
THEY CAN BURN. IT GETS REPORTED TO US AND WE HAVE TO GO OUT AND PUT IT OUT.
I WANT TO THANK GOD FOR BRINGING US THE MUCH NEEDED RAIN THAT WE HAD.
SOME GOT 2, BUT WE GOT SOME GOOD RAIN.
OUR NEXT CHANCES OF RAIN ARE NOT UNTIL SATURDAY THE 15TH WITH 60%, AND WEDNESDAY THE 19TH WITH 50%.
RIGHT NOW, OUR KDI NUMBERS ARE REAL LOW.
THE AVERAGE IS AN 11 WITH A CHANGE OF PLUS 5.
SO I'M RECOMMENDING TO THE COMMISSIONERS COURT THAT WE KEEP THE BURN BAN OFF ANOTHER TWO WEEKS.
ALL RIGHT. THANK YOU. DO WE HAVE A MOTION TO KEEP THE BURN BAN OFF? SO MOVED. WE HAVE A MOTION.
DO WE HAVE A SECOND? SECOND. WE HAVE A MOTION AND A SECOND.
MOTION CARRIES. THANK YOU, HECTOR.
[7. Discussion/Action to consider the approval of Proclamation for Caldwell-Travis Soil & Water Conservation District (SWCD) Stewardship Week.]
GOOD MORNING, JUDGE AND COMMISSIONERS.GOOD MORNING. ON BEHALF OF THE BOARD OF THE CALDWELL TRAVIS SOLAR WATER CONSERVATION DISTRICT, WE APPRECIATE YOUR CONTINUED SUPPORT OF THE WORK OF THE DISTRICT IN WORKING WITH LANDOWNERS TO CARRY OUT PROGRAMS FOR CONSERVATION OF OUR SOIL, WATER AND OTHER RELATED NATURAL RESOURCES.

WATERSHEDS COME IN ALL SHAPES AND SIZES, COVERING EVERY INCH OF THE EARTH.
OF ALL THE WATER USED IN TEXAS, ROUGHLY 40% IS DRAWN FROM SURFACE WATER.
THERE IS NO NATURAL RESOURCE WITH GREATER SIGNIFICANCE FOR THE FUTURE OF TEXANS THAN WATER.
THE DISTRICT WORKS WITH LANDOWNERS TO DEVELOP CONSERVATION PLANS FOR FARMS AND RANCHES TO IMPROVE WATER QUALITY AND QUANTITY IN THE COUNTY, WHILE PROVIDING RESOURCES ON RESPONSIBLE NATURAL RESOURCE MANAGEMENT.
WE WANT TO MAKE YOU AWARE THAT ON APRIL 26TH AT THE LULING FOUNDATION FARM, THE DISTRICT WILL HOST A PRODUCERS WORKSHOP TITLED MANAGING OUR WORKING LANDS, OFFERING TWO CEUS AND A WEALTH OF INFORMATION ON CONSERVING THOSE NATURAL RESOURCES.
AGAIN, WE THANK YOU FOR YOUR SUPPORT AND FOR CONSIDERING THE PROCLAMATION TODAY.
ALL RIGHT. THANK YOU. I'LL GO AHEAD AND READ THE PROCLAMATION.
SOIL AND WATER STEWARDSHIP WEEK PROCLAMATION.
WHEREAS HEALTHY SOIL AND CLEAN WATER IS A BENEFIT TO EVERYONE.
AND WHEREAS, OUR SECURITY DEPENDS UPON THE ROBUST MANAGEMENT OF NATURAL RESOURCES.
[00:15:01]
AND WHEREAS, STEWARDSHIP CALLS FOR EACH PERSON TO HELP CONSERVE THESE PRECIOUS RESOURCES, THEREFORE, I DO HEREBY PROCLAIM APRIL 30TH TO MAY 7TH, 2023, AS SOIL AND WATER STEWARDSHIP WEEK.COMMISSIONERS, DO WE HAVE A MOTION TO APPROVE THE PROCLAMATION? SO MOVED JUDGE.
WE HAVE A MOTION. DO WE HAVE A SECOND? SECOND, WE HAVE A MOTION AND A SECOND.
MOTION CARRIES. THANK YOU ALL VERY MUCH.
[8. Discussion/Action to consider the approval to appoint Jon Mitchell to the Plum Creek Conservation District. ]
CONSERVATION DISTRICT.COMMISSIONER HORNE, YOU WANT TO TALK ABOUT THAT OR.
YEAH. JON I TALKED TO JON OR MR. MITCHELL. HE REACHED OUT A FEW MONTHS AGO AND REALLY WAS INTERESTED IN THIS, THIS BOARD.
HE OWNS HE LIVES IN MCNEILL AND HE OWNS PROBABLY EIGHT MILES OF PLUM CREEK.
HE HAS FOUR WATER WELLS ON THIS.
SO I THINK HE'D BE A GOOD CHOICE FOR THIS BOARD.
WITH THAT, DO I HAVE A MOTION TO APPROVE JON MITCHELL TO THE PLUM CREEK CONSERVATION DISTRICT BOARD? SO MOVED JUDGE.
WE HAVE A MOTION. DO WE HAVE A SECOND? I'LL SECOND. WE HAVE A MOTION AND A SECOND.
ANY DISCUSSION? IF NOT ALL IN FAVOR SAY AYE, AYE.
AND WANT TO THANK MR. MITCHELL FOR AGREEING TO SERVE ON THAT BOARD.
[9. Discussion/Action to consider the approval of Budget Amendment #28 to transfer money for the Auditors Office to pay for W2 and 1099 IRS E-File. ]
IRS E-FILE.AND I THINK THAT'S IN THIS COST, $1,300.
COMMISSIONERS, IF THERE ARE NO QUESTIONS, I'D LOOK FOR A MOTION TO APPROVE BUDGET AMENDMENT 28.
DO WE HAVE A SECOND? SECOND. MOTION AND A SECOND.
ANY DISCUSSION? IF NOT ALL IN FAVOR SAY AYE, AYE.
[10. Discussion/Action to consider the approval of a change order to add $200,000.00 to AT&T Fiber Line blanket PO #01944.]
01944. THIS IS DEALING WITH THE T1 LINES THAT WE'VE BEEN TRYING TO GET THEM TO GIVE US A BID FOR SWITCHING TO FIBER FOR OVER A YEAR.AND IF YOU'LL RECALL, OVER A YEAR AGO, THEY RAISED OUR BILL FROM $20 SOME ODD THOUSAND DOLLARS A MONTH TO $40 SOME ODD THOUSAND DOLLARS A MONTH, AND INFORMED US THAT WHEN ASKED WHY WE WEREN'T NOTIFIED THAT THAT WAS GOING TO HAPPEN, THEY INFORMED US THAT IT WAS IN THE NEWS.
TURNS OUT IT SEEMS THAT THEY SENT IT TO THE CITY OF LOCKHART.
I FOUND OUT YESTERDAY RATHER THAN TO US.
AND I SAID, CITY DOESN'T PAY THAT BILL.
AND I HAVEN'T EVEN HAD TIME TO TELL CAROLYN'S GOT A SHOCKED LOOK ON HER FACE.
I HAVEN'T EVEN HAD TIME TO TELL CAROLYN THIS.
SO WE MAY OR MAY NOT NEED THE THIS, BUT LET'S GO AHEAD AND APPROVE IT.
AND THEY ARE GOING TO EMAIL A SOLUTION TO OUR PROBLEM TODAY AND THAT WE'RE SUPPOSED TO GET WITH THEM ON AND HOPEFULLY GET THIS CORRECTED FAIRLY QUICKLY SO WE DON'T NEED TO EXPEND ALL THOSE FUNDS.
BUT THAT'S KIND OF WHERE THIS IS AT.
AND CAROLYN, I DON'T KNOW IF YOU HAVE ANYTHING YOU'D LIKE TO ADD TO THAT, BUT.
AND THEY SAID THAT ONE OF THEY CAN PROBABLY DEAL WITH THREE OF THOSE LINES FAIRLY QUICKLY FOR ABOUT $500 A LINE.
AND THAT WILL ALMOST REDUCE THIS TO NOTHING ALL BY ITSELF.
AND THEN THE THIRD LINE MIGHT COST A LITTLE BIT OF MONEY.
AND WE'RE WAITING TO FIND OUT WHAT THE CONSTRUCTION COSTS ON THAT IS AND SHOULD KNOW SOON.
SO COMMISSIONERS, THAT'S WHERE WE ARE.
[00:20:03]
CHANGE TO THAT LATER ONCE WE GET THIS CORRECTED.ALL RIGHT, COMMISSIONERS, WITH THAT, DO I HAVE A MOTION TO CONSIDER ADDING $200,000 TO THE BLANKET PO NUMBER 01944. SO MOVED.
I HAVE A MOTION, DO I HAVE A SECOND? SECOND. MOTION AND A SECOND.
ANY FURTHER DISCUSSION? IF NOT ALL IN FAVOR SAY AYE, AYE.
OPPOSED HEARING NONE. MOTION CARRIES.
[11. Discussion/Action to consider the approval of final draft and solicitation of qualifications for RFQ 22CCP01Q for Engineering Services Pool. ]
22CCP01Q FOR ENGINEERING SERVICES POOL.COMMISSIONERS SOMETHING WE'VE BEEN WANTING TO DO FOR A WHILE.
AND THIS RFQ WILL GO OUT TO ANYONE THAT'S WISHES TO SUBMIT FOR IT.
IT WILL GIVE US A LIST OF ENGINEERING FIRMS THAT ARE QUALIFIED TO DO WHATEVER THEY SUBMIT THEIR QUALIFICATIONS FOR AND FOR SMALLER PROJECTS. IT WILL ALLOW US TO JUST TAKE TAKE SOMEONE OFF THE SHELF RATHER THAN HAVE TO DO AN RFQ EVERY TIME WE HAVE A PROJECT.
THIS WILL COVER MANY OF THE SMALL PROJECTS THAT WE DO.
SO WITH THAT, WE'D LOOK FOR A MOTION TO APPROVE THE FINAL DRAFT AND SOLICITATION OF QUALIFICATIONS FOR RFQ 22 CCP01Q SO MOVED, JUDGE.
WE HAVE A MOTION. DO WE HAVE A SECOND? SECOND, WE HAVE A MOTION AND A SECOND.
ANY FURTHER DISCUSSION OR QUESTIONS? NOT ALL IN FAVOR SAY AYE, AYE.
[12. Discussion/Action to consider the approval of the Preliminary Plat for Dewberry Point subdivision consisting of 74 residential lots on approximately 96.798 acres located on FM 1854 and Southeast of Highland Rach Way.]
LET ME JUST CHECK SOMETHING REAL QUICK.OKAY. TO APPROVE DEWBERRY POINT SUBDIVISION CONSISTING OF 74 RESIDENTIAL LOTS ON 96.798 ACRES LOCATED ON FM 1854 AND SOUTHEAST OF HIGHLAND RANCH WAY.
IT SAT IDLE FOR A LONG TIME, BUT THEY'RE ACTUALLY BACK ON BOARD NOW AND WE'RE MOVING FORWARD.
AND EVERYTHING HAS BEEN ADDRESSED TO THIS POINT THAT IS NEEDED FOR PRELIMINARY PLAT APPROVAL.
AND MATTHEW ALLEN DID ACTUALLY LOOK OVER THIS ONE AS WELL.
SO WE ARE READY TO MOVE FORWARD WITH THE APPROVAL FOR FOR PRELIMINARY PLAT.
OKAY, COMMISSIONERS, DO WE HAVE A MOTION TO APPROVE THE PRELIMINARY PLAT FOR DEWBERRY POINT SUBDIVISION? SO MOVED.
WE HAVE A MOTION. DO WE HAVE A SECOND? SECOND. MOTION AND A SECOND.
ANY DISCUSSION? IF NOT ALL IN FAVOR SAY AYE, AYE.
[13. Discussion/Action to consider the approval to ratify a contract with RingCentral for the implementation of a new cloud-based telephone system.]
SYSTEM. COMMISSIONERS WE HAD A VIA FOR A LONG TIME.THEY NO LONGER SUPPORT A LOT OF THEIR EQUIPMENT.
WE'RE NEEDING TO UPGRADE OUR PHONE SYSTEM.
AND SO THIS IS SOMETHING THAT BLUE LAYER HAS SUGGESTED TO US THAT WE DO.
THE COST IS $19,400, PARDON, FOR THIS YEAR.
AND THAT'LL GET US THE TRANSITION.
THAT'LL GET US THE PHONES ON YOUR DESK.
THAT'LL GET US IF YOU CHOOSE YOU CAN DO YOUR PHONE THROUGH YOUR LAPTOP OR YOUR COMPUTER.
IF YOU'RE OLD SCHOOL LIKE ME, YOU WANT A PHONE AND YOU CAN GET IT ON YOUR CELL PHONE.
IT'S JUST A MORE ROBUST PHONE SYSTEM.
SO YOUR CELL PHONE CAN LITERALLY BE YOUR DESK PHONE WHEREVER YOU GO.
SO IT'LL BE A MUCH NEEDED IMPROVEMENT.
I'LL SO MOVE. WE HAVE A MOTION.
DO WE HAVE A SECOND? I SECOND. A MOTION AND A SECOND.
ANY QUESTIONS OR DISCUSSION? JUST ONE QUESTION.
THE $19,400 FOR THIS YEAR, DO WE KNOW AN ESTIMATED GOING FORWARD.
I THINK WE DID EZZY IT'LL BE ABOUT $43,000.
CAROLYN, IS THAT CORRECT? $43-$44,000 A YEAR.
BECAUSE THEY'RE GIVING US A SIX MONTH PROMOTION PRORATED RATE.
ANY OTHER QUESTIONS OR DISCUSSION?
[00:25:03]
IF NOT, WE HAVE A MOTION AND A SECOND.ITEM FOURTEEN WE'RE PROBABLY GOING TO HAVE TO TABLE.
[14. Discussion/Action to ratify a donation agreement between the County and Gloria Matejowsky, for the donation of an easement along Holtz Rd/ CR224.]
WE STILL DO NOT HAVE THE PAPERWORK THAT WE'RE NEEDING FOR THIS, SO I'D LOOK FOR A MOTION TO TABLE ITEM FOURTEEN.I'LL SO MOVE. WE HAVE A MOTION.
DO WE HAVE A SECOND? SECOND. SO WE HAVE A MOTION AND A SECOND.
[15. Executive Session Pursuant to Texas Government Code Sections 551.072 and 551.089: the deliberation regarding the purchase, exchange, lease, or value of real property; and the deliberation regarding the deployment, or specific occasions for implementation, of critical infrastructure. Possible action may follow in open court.]
SESSION SINCE I'M THE ONLY ONE THAT KNOWS WHAT THOSE ARE AND I'M GOING TO HAVE TO RECUSE MYSELF, I'M GOING TO HAVE TO MAKE A QUICK COST ANALYSIS FOR YOU, COMMISSIONERS AND COUNTY, SORRY YOU DROVE ALL THE WAY HERE TODAY, BUT THIS CAME UP THIS MORNING.I WOULD LIKE TO MAYBE PUT IT ON FOR A SPECIAL SESSION NEXT TUESDAY, IF THAT WORKS FOR Y'ALL'S CALENDARS, IF YOU COULD CHECK SO THAT WE CAN CONTINUE TO KEEP THIS PROJECT MOVING ALONG.
AND IN THE MEANTIME, WE'LL MAKE MAPS AND A COST ANALYSIS.
THERE'S THERE'S BASICALLY THREE OPTIONS ASSOCIATED WITH THIS.
AND I'LL PUT TOGETHER A COST ANALYSIS OF EACH.
AND THEN YOU GUYS CAN GO IN EXECUTIVE SESSION AND DISCUSS THAT.
BUT I NEED TO RECUSE MYSELF FROM THIS ONE.
SO WITH THAT, I'D LOOK FOR A MOTION TO TABLE THE EXECUTIVE SESSION UNTIL NEXT TUESDAY.
WE HAVE A MOTION. DO WE HAVE A SECOND? SECOND. WE HAVE A MOTION AND A SECOND.
AND WE HAVE ABOUT THREE MINUTES BEFORE I CAN CALL THE EXECUTIVE SESSION.
SO YOU GUYS DON'T MIND? WE'LL JUST SIT TIGHT AND WAIT TILL 9:30 GETS HERE.
I MEAN, NOT EXECUTIVE SESSION, PUBLIC HEARING.
AND IF YOU'D LIKE A RECESS, WE CAN RECESS FOR 3 MINUTES.
OKAY. WE'RE GOING TO GO AHEAD.
[PUBLIC HEARING]
I'M GOING TO GO AHEAD AND CALL THIS PUBLIC HEARING TO ORDER AT 9:30 FOR THE REPLAT OF LONGHORN RANCH AND CATTLE COMPANY SUBDIVISION LOT 8 AND 9, PROPERTY ID 29420, LOCATED ON PRIMROSE LANE COUNTY ROAD 214.AND WE'LL LEAVE THIS OPEN FOR A COUPLE OF MINUTES OR AS LONG AS IT TAKES FOR COMMENTS TO OCCUR.
OKAY SEEING NO ONE WISHING TO SPEAK.
DO WE HAVE A MOTION TO ADJOURN? SO MOVED. WE HAVE A MOTION.
DO WE HAVE A SECOND? SECOND. WE HAVE A MOTION AND A SECOND.
WE ARE ADJOURNED AT 9:32.
