I AM ANDREW MACLEISH, A RESIDENT OF PRAIRIE LEAGUE, TEXAS.

I'M HERE TODAY TO EXPRESS MY DISAPPOINTMENT WITH THE DELAY IN REMOVING UNNECESSARY STOP SIGNS IN OUR COMMUNITY.

IT HAS BEEN OVER A YEAR SINCE THE COURT AGREED TO TAKE THEM DOWN, BUT THEY ARE STILL CAUSING DELAYS AND INCREASING THE RISK OF TRAFFIC ACCIDENTS.

AS RESIDENTS, WE TAKE OUR SAFETY SERIOUSLY AND WANT TO MAKE SURE THAT ANY PHYSICAL RISKS TO OURSELVES AND OUR COMMUNITY MEMBERS ARE MINIMIZED.

WE HAVE CONDUCTED TWO TRAFFIC SAFETY STUDIES, WITH THE FIRST ONE RECOMMENDING THE REMOVAL OF THE STOP SIGNS.

MORE RECENTLY, STRUCTURE POINT CONDUCTED A SECOND STUDY ON THE 4TH OF JULY WEEKEND IN 2022, BUT WE HAVE YET TO RECEIVE THE RESULTS.

MAY I ASK WHY IS IT TAKING SO LONG TO GET THE RESULTS TO BE RELEASED? WE URGE OUR ELECTED OFFICIALS TO PAY ATTENTION TO OUR CONCERNS AND TAKE TIMELY ACTION TO IMPLEMENT THE SAFETY GUIDELINES TO THE COMMUNITY AS WE EXPECT PROMPT REMOVAL OF THESE STOP SIGNS WHICH ARE PROLONGING OUR TRAVEL TIME AND PUTTING US AT RISK.

THE CONTINUED PRESENCE OF THE STOP SIGNS DEMONSTRATES A LACK OF CONCERN AND DISRESPECT FOR OUR COMMUNITY AND ITS SAFETY.

AND AS A MEMBER OF THIS COMMUNITY, I STRONGLY URGE YOU TO ADDRESS OUR CONCERNS AND PROVIDE ANSWERS.

WE DESERVE A BETTER AND SAFER FUTURE, AND WE SHOULDN'T HAVE TO WAIT ANY LONGER.

WANTED TO LET YOU GUYS BE AWARE THAT BVRT CURRENTLY PROVIDES WASTEWATER SERVICE IN THE CITIES OF ULAND, NIEDERWALD AND THEN ALSO PROVIDES WATER AND WASTEWATER SERVICES BOTH TO CITY OF MUSTANG RIDGE.

BVRT WOULD BE OPPOSED TO THIS PERMIT.

RAINS ARE GOING TO PERSIST THROUGHOUT THE REST OF THE WEEK, SOME BEING A LITTLE SEVERE TONIGHT AND WEDNESDAY.

THEN WE'LL HAVE A COUPLE OF DRY DAYS STARTING AS OF SATURDAY AND MOVES ON.

CURRENTLY, OUR KBDI NUMBERS ARE REAL LOW.

THE MINIMUM IS A THREE.

THE MAX OF 94, THE AVERAGE 53 WITH A PLUS MINUS OF TWO ON THE CHANGES.

I RECOMMEND THAT WE KEEP THE BURN BAN OFF ANOTHER TWO WEEKS AND LET PEOPLE KEEP ON BURNING AS LONG AS THEY BURN SAFELY.

[8. Discussion/Action to consider the approval of a Proclamation for Air Quality Awareness Week for May 2023. ]

OKAY. PROCLAMATION AUTHORIZING RECOGNITION OF AIR QUALITY AWARENESS WEEK 2023.

WHEREAS AIR QUALITY CAN THREATEN OUR ENVIRONMENT, ECONOMY AND HEALTH OF THE RESIDENTS OF CALDWELL COUNTY.

AND. WHEREAS, IN 2022, THE AUSTIN ROUND ROCK, GEORGETOWN METROPOLITAN STATISTICAL AREA MSA EXPERIENCED ITS WORST OZONE SEASON IN OVER A DECADE, WITH MORE THAN 30 DAYS WHEN OZONE LEVELS WERE UNHEALTHY FOR SENSITIVE GROUPS AND TWO DAYS UNHEALTHY FOR ALL.

WHEREAS AIR POLLUTION LEVELS IN CENTRAL TEXAS WERE CONSIDERED CONSIDERED MODERATE OR WORSE ON 47% OF THE DAYS IN 2022, ACCORDING TO THE NATIONAL AIR QUALITY INDEX.

AND. WHEREAS, CHILDREN, OLDER ADULTS, PEOPLE WITH LUNG DISEASE AND PEOPLE WITH HEART DISEASE, WHICH MAKES UP ABOUT HALF OF ALL RESIDENTS IN CENTRAL TEXAS, ARE PARTICULARLY AFFECTED BY POOR AIR QUALITY.

AND. WHEREAS, GROUND LEVEL OZONE LEVELS IN THE MSA REMAIN CLOSE TO EXCEEDING THE 03 NATIONAL AMBIENT AIR QUALITY STANDARDS NAAQS FOR AND REVISIONS TO THE ANNUAL FINE PARTICULATE MATTER.

PM 2.5 NAAQS, CURRENTLY BEING CONSIDERED BY THE US ENVIRONMENTAL PROTECTION AGENCY, COULD PLACE THE MSA AT GREATER RISK OF NONATTAINMENT DESIGNATION.

AND. WHEREAS, REMAINING IN COMPLIANCE WITH THE NAAQS IS IMPORTANT NOT ONLY FOR PUBLIC HEALTH BUT ALSO FOR THE REGION'S ECONOMY AND ABILITY TO CONDUCT TRANSPORTATION PLANNING. AND.

WHEREAS, CALDWELL COUNTY SUPPORTS SORRY.

AND. WHEREAS, CALDWELL COUNTY SUPPORTS THE EFFORTS OF THE CENTRAL TEXAS CLEAN AIR COALITION, THE US ENVIRONMENTAL PROTECTION AGENCY, TO PROMOTE AIR QUALITY.

AND. WHEREAS, THE EPA HAS DESIGNATED MAY 1ST THROUGH FIFTH 2023 AS NATIONAL AIR QUALITY AWARENESS WEEK.

NOW, THEREFORE, CALDWELL COUNTY DOES HEREBY PROCLAIM MAY 1ST THROUGH FIFTH 2023, AS AIR IS AIR QUALITY AWARENESS WEEK IN CALDWELL COUNTY AND ENCOURAGES OUR RESIDENTS AND EMPLOYEES TO TAKE ACTION TO BE AIR AWARE AND EDUCATE THEMSELVES ABOUT LOCAL AIR QUALITY BY VISITING CAPCOG'S AIR CENTRAL TEXAS WEBSITE AND AIR CENTRAL TEXAS.ORG AND PROMOTING AIR QUALITY AND AIR QUALITY AWARENESS WITHIN OUR COMMUNITY.

THE AREA BETWEEN 2001 AND SCHULKE ROAD HAVE RECEIVED NOTICE OF A PROPOSED DISCHARGE PERMIT ON SOME ACREAGE.

THE COUNTY HAS NOT YET RECEIVED ANY SUBMITTALS OR OR APPLICATIONS FOR ANY DEVELOPMENT ASSOCIATED WITH IT, BUT SEVERAL OF THE RESIDENTS ARE HERE WANTED TO ADDRESS THE COURT.

UM, THE AND AFTER YOU DO, IF YOU'D LIKE TO, TO ADDRESS THE COURT, I'LL MAKE SOME RECOMMENDATIONS REGARDING OUR EXPERIENCES ON SOME OTHER APPLICATIONS.

BUT BETH OR MICHAEL, IF,Y'ALL WOULD LIKE TO COME UP OR DID YOU INTEND TO TO SPEAK? THIS IS 91 ACRES.

AND ON THIS 91 ACRES, THEY PROPOSE TO PUT 435 LOTS.

IT FACES THE EAST ON SCHULKE ROAD AND I AM ON THE NORTH SIDE OF THIS.

I HAVE PROPERTY OVER THERE WHERE I LIVE AND HAVE BEEN THERE SINCE 1966.

THIS PLOT, I BLEW IT UP BECAUSE IT'S ALSO AT THE LIBRARY.

THE LIBRARY HAS ALL THE INFORMATION ABOUT WHAT THEY PROPOSE TO DO.

THEY KEEP CHANGING THEIR MINDS ABOUT WHAT THEY'RE GOING TO DO.

RIGHT NOW, THEY SAY THEY THERE'S A HOUSE AND A BARN, A BARNDOMINIUM, AND THEY'VE PULLED A HOUSE OUT OF THE 91 ACRES AND THEY'RE GOING TO SELL FIVE ACRES BECAUSE THE FIVE ACRES HAS A WATER METER AND ELECTRICITY AND A SEWER SYSTEM.

BACK IN THE FALL, THEY THEY CONTACTED GOFORTH, SAID THEY WANTED 350 WATER METERS.

THAT'S WHAT GOT OUR ATTENTION.

THE 350 WATER METERS WON'T EVEN SUPPLY THE 435 LOTS THAT THEY'VE PROPOSED.

GOFORTH TOLD THEM THAT IF THEY GOT IF THEY GET WATER FROM GOFORTH, THEY WOULD HAVE TO DO A NEW TRUNK LINE FROM FROM 21 TO SCHULKE DOWN TO SCHULKE ROAD TO THIS PROPERTY AND IT WOULD COST 3 TO $5 MILLION.

THAT LINE HAS BEEN IN PLACE SINCE THE EARLY 60S, SO THEY HAVE NOT CONTACTED GOFORTH AGAIN ABOUT WATER.

SO THEY DON'T HAVE ANY WATER.

AND I'VE GIVEN THE JUDGES AND THE SECRETARY COPIES OF THE NOTES THAT I'VE TAKEN.

BUT PRIMARILY IT WILL IMPACT SCHULKE ROAD TO JUST LIKE WHAT YOU CAN'T EVEN IMAGINE THE NUMBER OF CARS I MEAN 435 MORE CARS GOING DOWN SCHULKE MULTIPLIED BY A SECOND FAMILY MEMBER OR CHILDREN.

IT'S JUST MIND BOGGLING TO ME.

IF ANYBODY WOULD LIKE TO SEE THIS PLAT, I HAVE IT AND I'D BE GLAD TO SHARE IT WITH YOU.

SO FROM MY HOUSE SOUTH, THERE ARE MULTIPLE HOMES DOWN ROLAND RIDGE THAT ARE THAT ARE IMPACTED BY THIS BECAUSE WHEN PLUM CREEK FLOODS, THEY CAN'T GET OUT THEIR DRIVEWAYS.

WELL, THEY'RE GOING TO HAVE THIS THIS SEWER, THIS TREATED WATER, SO TO SPEAK, IS GOING TO SIT THERE IN THE GROUND BECAUSE IT'S BECAUSE IT'S DRY WEATHER AND WE GET THESE BIG FLOODS AND WE DO HAVE THEM.

YEAH. AND IT'LL IT'LL IMPACT THE WHOLE AREA IS WHAT THEY'RE GOING TO DO.

THEY DON'T CARE ABOUT THE DENSITY OF THE DEVELOPMENT OR WHAT IT IS THEY CARE ABOUT WATER QUALITY.

SO THE THE TYPES OF COMMENTS THAT MAKE THE MOST IMPACT WITH THEM RELATE TO WATER QUALITY IN THE CREEK AND POTENTIAL DAMAGES THAT CAN RESULT AS RELATED TO THAT FROM TO YOUR CATTLE OR ESPECIALLY DOWNSTREAM.

AND SO THAT'S STILL THE WAY THAT IT SITS TODAY.

NOT ALL OF IT IS HAS BEEN MITIGATED AT THIS POINT.

SO THAT'S ALSO SOMETHING TO KEEP IN MIND THAT IT IS ALSO STILL LISTED ON THE FEDERAL REGISTRY FOR THAT, TOO.

SO. OKAY. AND THAT THAT IMPACTS THAT IMPACTS THESE DISCHARGE PERMITS BECAUSE IT'S ALREADY LISTED AS AN IMPAIRED WATERWAY.

SO AND AND WOULD IS THAT THE PLUM CREEK DRAINAGE DISTRICT.

THAT'S THE WE'RE THE COUNTY IN GENERAL HAS BEEN INVOLVED IN THE WATERSHED PARTNERSHIP FOR WELL OVER A DECADE.

AND THAT'S THAT'S A VOLUNTARY REGULATORY WAY OF TRYING TO MITIGATE THE IMPAIRMENT ISSUES.
