AND I'M A BOARD MEMBER ON THE LYTTON SPRINGS PARK ASSOCIATION.
I'M HERE TODAY TO TALK ABOUT THE PARK, WHICH CONSISTS OF SEVERAL ACRES OF WOODS, LARGE OAK TREES, OPEN FIELDS, THE SITE OF THE SPRINGS AND A HISTORIC TABERNACLE BUILT IN 1913.
ON MAY THE 4TH, I REACHED OUT TO CONSTABLE VILLAREAL AND I WENT IN PERSON TO THE SHERIFF'S DEPARTMENT TO REQUEST MORE PATROLS ON HOLIDAY NIGHTS IN PARTICULAR, AND TO LEARN WHAT OUR RIGHTS ARE SINCE WE ARE PRIVATELY OWNED.
A DEPUTY FROM THE SHERIFF'S DEPARTMENT EXPLAINED THAT BECAUSE WE ARE PRIVATELY OWNED, IF SOMEONE WAS TRESPASSING OR VANDALIZING, WE COULD CALL THE SHERIFF'S DEPARTMENT AND WE COULD PRESS CRIMINAL MISCHIEF CHARGES.
ON MOTHER'S DAY NIGHT, SOME FOLKS WERE DOING DONUTS THROUGH OUR PROPERTY AND THEY GOT STUCK.
THE DEPUTY DROVE AROUND THE BLOCK AND DID NOT STOP TO RENDER AID.
THE VANDALS TOOK OFFENSE TO OUR BOARD MEMBERS PRESENCE THERE AND THEY SO HE LEFT AND THEY CHASED HIM IN ANOTHER VEHICLE AROUND THE BLOCK TWICE, EVEN THROUGH THE CEMETERY, DEMANDING HIS INFORMATION.
I INSISTED, FEELING THAT THE SITUATION WAS ESCALATING.
AND EVENTUALLY A DEPUTY DID STOP AT THE PARK.
THE DEPUTY DECIDED TO NOT DO ANYTHING TO HELP US.
THEY HAD FOUND THEM LYING AROUND.
ALTHOUGH WE HAD PICTURES, ANOTHER DEPUTY SHOWED UP AND BEGAN TO CHIT CHAT WITH THE PEOPLE ABOUT THEIR STUCK TRUCK, WHAT YEAR MODEL IT WAS, HOW MUCH THEY PAID FOR IT, THINGS LIKE THAT.
I WOULD LIKE A FOLLOW UP MEETING WITH SHERIFF MIKE LANE ABOUT WHY WE WERE NOT ABLE TO GET ASSISTANCE AT THE PARK, WHY WE HAD TO CALL NUMEROUS TIMES EVEN NEIGHBORS WERE CALLING ABOUT THE SITUATION.
AT THE PARK WE FEEL UNSAFE AND UNHEARD BY THE SHERIFF'S DEPARTMENT.
WE DO GET A RESPONSE OUT OF THE CONSTABLE AND WE HAVE SUPPORT FROM OUR COUNTY COMMISSIONER.
HOW CAN WE, AS CITIZENS OF LYTTON SPRINGS ENCOURAGE THE SHERIFF'S DEPUTIES TO LEAN INTO THEIR CALLING TO BE THE HEROES THAT OUR COMMUNITY NEEDS AND THAT WE KNOW THAT THEY WANT TO BE.
I DON'T FEEL THIS IS AN ISSUE OF BUDGET.

WE'RE GOING TO MOVE TO OUR SPECIAL PRESENTATION.PRESENTATION FOR FROM DANIEL [INAUDIBLE] REGARDING CALDWELL COUNTY EVACUATION CENTER.
WE SO APPROXIMATELY TWO YEARS AGO, AS PART OF OUR MITIGATION STRATEGY, ONE OF THE PROJECTS THAT WE PUT IN AND THE GRANTS DEPARTMENT WAS ALMOST SOLELY RESPONSIBLE FOR MAKING THIS HAPPEN WAS A $17.8 MILLION EVACUATION CENTER PROJECT THAT WAS FUNDED THROUGH FUNDS FROM THE GLO.
WE WERE AWARDED THAT PROJECT AND SO BEGAN THE PROCESS OF DESIGNING THE PROJECT AND ENGINEERING THE PROJECT, AND THAT BROUGHT US TO ABOUT TWO MONTHS AGO.
WE HAD THE THE PROJECT CAME IN, WE HAD TO WE NEEDED I REALIZED AT THAT POINT WE NEEDED TO MAKE SOME DESIGN CHANGES AND SOME ENGINEERING CHANGES. FRANKLY, RELOCATING SOME OF THE BUILDINGS SO THAT WE COULD BRING THIS BUDGET, THIS IN ON BUDGET.

TRACK. JOHN THERIOT HAS DONE AN EXCELLENT JOB OF DOING THAT AND THIS PRESENTATION IS THE RESULT OF THOSE EFFORTS.SO AS JUDGE HADEN MENTIONED, THIS HAS BEEN A GRANT THAT WE'VE HAD FOR SEVERAL YEARS.
AND AS WE'VE GONE THROUGH THE PROCESS, I DON'T KNOW IF YOU ALL HAVE NOTICED, BUT THE CONSTRUCTION PRICES HAVE GONE UP, NOT NOT ONLY FOR COMMERCIAL LIKE THIS, BUT BUT ALL TYPES OF CONSTRUCTION. AND SO WITH THAT, OUR PROJECT AS WELL AS WE'VE GONE THROUGH THE DESIGN PROCESS, THE PRICING HAS GONE UP.
AND SO WE DECIDED TO GO AHEAD AND REGROUP.
BUT THAT WAS A GOOD THING BECAUSE DURING THAT SAME TIME PERIOD THERE WAS SOME OPPORTUNITY TO PURCHASE MORE LAND THAN JUST THE INITIAL 20 ACRES THAT CAME WITH THE WITH THE GRANT.
AND SO IN LOOKING AT THAT JUDGE AND COMMISSIONER HORNE, WE DECIDED TO LOOK AT BIGGER AND AND THE OPPORTUNITIES, AS WE'VE ALL TALKED ABOUT EVEN SINCE I WAS A COUNTY COMMISSIONER HERE WITH YOU GUYS ABOUT MAYBE HAVING SOME TYPE OF RODEO ARENA OR SOME TYPE OF PLACE WHERE WE COULD HAVE LARGER EVENTS AND THINGS THAT THE COUNTY HAS BEEN DESPERATELY NEEDING FOR, ESPECIALLY FOR THE CITIES OF LULING AND LOCKHART.
SO WITH THAT, WE TOOK A STEP BACK KNOWING THAT WE NEEDED TO DO SOME DESIGN CHANGES.
WE DECIDED TO LOOK AT THE SITE IN A BIGGER PICTURE AND LOOK AT THE POSSIBILITY OF A RODEO ARENA AND A SHOW BARN AREA, AND THEN ALSO TIE IN THAT TO THE EVACUATION CENTER THAT CAN ALSO BE USED.
AND THIS IS PART OF THE GRANT PIECE OF IT.
IT COULD BE ALSO BE USED FOR AN ACTIVITY CENTER OR A BANQUET HALL, CONVENTION TYPE TYPE SETTING.
SO WITH THAT, WE BASICALLY JUST STARTED WITH A CLEAN SLATE.
SORRY, SORRY ABOUT THAT, TRACY AND DANIEL, BUT WE DECIDED TO TO KIND OF START FROM SCRATCH AND LOOK AT IT FROM A DIFFERENT PERSPECTIVE, LOOKING AT THE FUTURE, LOOKING AT THAT FUTURE GROWTH.
SO ONE OF THE THINGS THAT WE DID, COMMISSIONER THERIOT AND JUDGE HADEN HAD VISITED WILLIAMSON COUNTY, MAYBE SOME OF THE OTHERS HAVE DONE THAT, AND OTHERS IN THE ROOM HAVE SEEN WILLIAMSON COUNTY.
THEY HAVE A AWESOME RIDING ARENA, RODEO ARENA SHOW BARN THAT IS TIED TO A CONVENTION CENTER.
WITH THAT, WE TOOK THOSE IDEAS AND WENT BACK TO OUR ARCHITECT, DANIEL, WHO WILL SPEAK HERE IN JUST A MINUTE AND WITH DOUCET AND ASSOCIATES AND WENT THROUGH AND RELAYED OUT WHAT THE FUTURE MIGHT LOOK LIKE, NOT ONLY JUST HAVING THIS EVACUATION CENTER AND CONFERENCE AREA, BUT ALSO TO TYING IT INTO THE ARENA.
WITH THAT, WE WENT OUT ONTO THE SITE AND I BELIEVE THE COMMISSIONERS COURT'S ALREADY APPROVED AN ADDITIONAL WAS IT 30 ACRES? WE HAVEN'T APPROVED IT YET.
SO THIS WILL BE SOMETHING GOOD TO SEE.
THEN AS THE AS WE LOOK AT THE ADDITIONAL PROPERTY TO BE PURCHASED FROM THE CITY OF LULING, IT BASICALLY WRAPS AROUND THE 20 ACRES, THE INITIAL SITE AND THAT IS.
AGAIN, THIS IS HERE AT THE THE THE EXISTING OLD LULING AIRPORT AIRPORT SITE.
WHEN WE START LOOKING AT THE SITE AND WE'LL KIND OF JUMP AROUND A LITTLE BIT, BUT ONCE WE START LOOKING AT THE SITE BEYOND THE EVACUATION CENTER, WE WILL SHOW THE POSSIBILITY OF WHERE THAT EXTRA ACREAGE WILL ALLOW US TO HAVE THIS POTENTIAL FOR AN ARENA.
AND THEN THE SHOW BARN AND THEN THE WARM UP AREA.
THAT'S ALSO PART OF THAT ARENA AREA.
AND THEN ALSO TOO BE THINKING ABOUT, AS YOU ALL REMEMBER, THE HANGARS HAVE BEEN TORN DOWN NOW, BUT AS IT KIND OF SLOPES DOWN INTO THAT AREA GOING TO THE NORTH, THAT AREA IS ALSO SOME PROPERTY THAT COULD BE PURCHASED BY THE COUNTY.
BUT IT'S ALSO AN OPPORTUNITY FOR US TO MAYBE HAVE THE FAIRGROUNDS OR SOMETHING LIKE THAT OR GROW IT INTO SOMETHING BIGGER AND HAVE A NEW NEW TRADITION HERE IN CALDWELL COUNTY. SO WITH THAT, DANIEL, I WANT TO INTRODUCE YOU GUYS AND WE CAN GO THROUGH AND START PRESENTING PROBABLY ON THE SITE.

THIS LENDS ITSELF TO A COMFORTABLE, COMFORTABLE AMOUNT OF FLEXIBILITY FOR THE FUTURE EXPANSION THAT MR. [INAUDIBLE] WAS DISCUSSING.
THIS ALSO PROVIDES ACCESS FOR THE DAY TO DAY OPERATIONS TO THE BACK AND ANY KIND OF MAINTENANCE FACILITIES THAT ARE REQUIRED FOR THE FACILITY . OVER TO THE RIGHT OF THE PAGE, WHICH IS ON THE NORTH OF THE SITE.

THERE IS SEPARATION OF INTENTIONALLY OF THE PARKING YOU SEE ON THE LEFT SIDE AS WELL ON TOP AS AS INTENDED TO BE FOR WORKERS AND STAFF AND TO SEPARATE THAT FROM THE GENERAL PUBLIC PARKING IN FRONT.

WE'VE GOT AMPLE STORAGE FOR TABLES AND CHAIRS AND OTHER INCIDENTAL THINGS YOU MIGHT NEED TO OPERATE THE FACILITY AND THEN BUILDING SUPPORT SPACES ADJACENT TO A FENCED IN SERVICE YARD WHERE YOU WOULD ALSO HAVE A BACKUP GENERATOR FOR THE FACILITY.
EACH SIDE IS ALSO SET WITH A KIND OF PASS THROUGH WITH OVERHEAD DOORS SO LARGE VEHICLES CAN COME DIRECTLY INTO THE FACILITY, WHICH WILL MAKE, EXCUSE ME, SETTING UP FOR LARGE EVENTS AND STOCKING UP FOR EVACUATION EVENTS MUCH MORE EASILY DONE AND MUCH MORE QUICKLY DONE. THE EXTERIOR IS VERY SIMPLE.

AND THEN WE'VE JUST GOT A COUPLE MORE IMAGES GOING THROUGH.

I WAS IN BASTROP DURING THE WILDFIRES IN 2011 AND THE CITY OF BASTROP USED THEIR CONVENTION CENTER FOR THAT IN THAT EVENT, AND IT DID NOT HAVE A WHOLE LOT OF OUTDOOR SPACE.
AND ONE OF THE THINGS THAT WAS VERY MUCH HAPPENING IS BRINGING PEOPLE INSIDE THE SPACE.
YOU DON'T YOU NEED TO QUEUE THEM UP.
PEOPLE WERE RELYING ON FACEBOOK.
AND SO THERE WERE THINGS LIKE ADDRESSES OF HOMES THAT WERE LOST AND DESTROYED POSTED OUTSIDE.
SO THERE'S THERE'S BEEN A LOT OF THOUGHT PUT INTO THE OUTDOOR SPACE INTERACTION WITH THAT, AS WELL AS THINKING THROUGH PEOPLE BEING IN EVACUATION CENTER, EVEN IF IT'S FOR A FAIRLY SHORT 3 OR 4 OR 5 DAYS PERIOD, AN OPPORTUNITY FOR THEM TO BE OUTSIDE BUT NOT NECESSARILY BE IN THE TEXAS RAIN OR THE TEXAS SUN.
