JUST GIVE YOU A BRIEF UPDATE ON THE PAST TEN DAYS.

WE ONLY HAD ONE FIRE AND THAT WAS THE OTHER NIGHT WAS DUE TO LIGHTNING STRIKE ON THE TANK BATTERY DOWN IN NEAR STAIR TOWN.

FIRE WAS OUT PRETTY QUICK AND IT WAS ABOUT 650 BARRELS OF OIL THAT BURNED.

ALL THE AGENCIES WERE CONTACTED.

THE TEMPERATURES HAVE BEEN IN THE HIGH HUNDREDS AND REMAINED TO BE IN THE HIGH HUNDREDS FOR THE NEXT COUPLE OF WEEKS.

OUR HIGHEST CHANCES OF RAIN WOULD BE JULY THE 6TH WITH 55%, JULY 7TH WITH 45% AND JULY THE 8TH WITH 35% DECREASING.

OUR NUMBERS ARE STILL IN THE LOW 200S.

BUT AS THE YOU KNOW, WE GET GETTING THESE HIGH TEMPERATURES, GRASS IS GOING TO DRY AND EVERYTHING'S GOING TO GO DRY PRETTY QUICK.

OUR NUMBERS RIGHT NOW ARE AT A MINIMUM OF 80 MAX, ONE 419 AVERAGE OF 220 WITH A CHANGE OF PLUS 21.

I DO RECOMMEND TO ALL THE FARMERS AND RANCHERS OUT THERE THAT ARE BALING HAY TO CHECK THEIR EQUIPMENT, MAKE SURE IT'S ALL GREASED AND NO FIRES ARE CAUSED BECAUSE I DON'T WANT YOU TO LOSE MUCH OF BALES OF HAY THAT YOU MIGHT NEED THIS WINTER.

IF YOU'RE TRAVELING ON COUNTY ROAD, STATE ROADS OR HIGHWAYS AND YOU'RE TOTING HEAVY EQUIPMENT, MAKE SURE THAT YOUR CHAINS ARE SECURED AND NOT DRAGGING ON THE SIDE OF THE ROAD AS THE GRASSES ARE REAL DRY ALONG THE ROAD GREENS.

PROCLAMATION COMMEMORATING THE DEATH OF PRIVATE KRISTIAN MENCHACA.

WHEREAS, BEFORE ENLISTING IN THE ARMY, KRISTIAN MENCHACA FURTHERED HIS EDUCATION BY ATTENDING JERRY GARY JOB CORPS CENTER IN SAN MARCOS FROM SEPTEMBER 2004 TO SEPTEMBER FEBRUARY 2005, EARNING A CERTIFICATE AND COMPLETING THE SECURITY OFFICER PROGRAM.

WHEREAS, DURING HIS JOB CORPS TRAINING, KRISTIAN MENCHACA, AN INSPIRING YOUNG MAN, VOLUNTEERED HIS TIME AND TALENTS AT A NUMBER OF LOCAL EVENTS, INCLUDING THE SIGHTS AND SOUNDS OF CHRISTMAS, WHILE DEMONSTRATING RESPECT FOR OTHERS AND ADMIRABLE COMMITMENT TO HIS GOAL, WHICH EXEMPLIFIED THE JOB CORPS CORE VALUES.

WHEREAS IN 2006, WHILE ASSIGNED TO FIRST BATTALION 502ND INFANTRY REGIMENT, SECOND BRIGADE, 101ST AIRBORNE DIVISION, PRIVATE MENCHACA WAS KILLED FOLLOWING AN INSURGENT ATTACK ON A UNIT US ARMY CHECKPOINT SOUTH OF BAGHDAD, IRAQ, AND WAS POSTHUMOUSLY AWARDED THE BRONZE STAR, PURPLE HEART AND PRISONER OF WAR MEDALS.

WHEREAS IN 2019, HAYS COUNTY DESIGNATED A PORTION OF STATE HIGHWAY 21 BETWEEN HIGHWAY 80 AND YARRINGTON ROAD AS THE PFC KRISTIAN MENCHACA MEMORIAL HIGHWAY.

AND. WHEREAS, WILLING TO LAY DOWN THEIR LIVES IN THE SERVICE OF THEIR FELLOW CITIZENS, THE MEN AND WOMEN OF THE US ARMED FORCES DEMONSTRATE EXCEPTIONAL COURAGE, HONOR AND LOVE OF COUNTRY IN TIME CAN NEVER DIMINISH THE PROFOUND DEBT THAT ALL AMERICANS OWE TO KRISTIAN MENCHACA FOR THE CHALLENGE HE UNDERTOOK AND THE IMMENSE SACRIFICE HE RENDERED.

AND. WHEREAS, JUNE 16TH, 2023, MARKED 17TH ANNIVERSARY OF THE DEATH OF US ARMY PRIVATE FIRST CLASS KRISTIAN MENCHACA OF BROWNSVILLE, PROVIDING A FITTING OPPORTUNITY TO REFLECT ON HIS LIFE AND SERVICE OF HIS COUNTRY.

AT THE BEGINNING OF THE BUDGET CYCLE LAST YEAR, PRECINCT FOUR CONSTABLE DID GET APPROVED FOR A FULL TIME DEPUTY, BUT HIS BUDGET ACTUALLY WENT INTO THAT PART TIME LINE ITEM. SO WE'RE MOVING THAT FULL TIME SALARY INTO THE FULL TIME LINE ITEM WHICH WILL BE SOLELY BY ITSELF.

AND THEN THERE WAS AN ISSUE THAT CAME UP LAST PAYROLL CYCLE THAT DEPUTY SALAS WORKED OVERTIME AND THEY DIDN'T HAVE AN OVERTIME LINE ITEM BY LAW SINCE HE DID WORK THOSE HOURS.

WE DO HAVE TO PAY HIM, BUT HE HAS BEEN NOTIFIED THAT DEPUTY SALAS IS ONLY TO WORK 80 HOUR WORK WEEKS, NO OVERTIME.

AND CONSTABLE VILLAREAL DID CONFIRM BACK IN THAT EMAIL THAT HE'LL STAY UNDER THAT 80.

CHASE YES, COMMISSIONERS, THIS IS JUST RESCHEDULING IT TO THE 25TH OF JULY STATUTE REQUIRES THAT THERE BE AT LEAST 21 DAYS POSTING BEFORE WE DO THE PUBLIC HEARING THAT WHAT I'M GOING TO CALL THE OFFICIAL PUBLIC HEARING THAT IS REQUIRED.

HE DISAGREES WITH THE WAY THE APPRAISAL DISTRICT APPRAISES THE HOUSE AND ONE ACRE OF HIS PROPERTY AT WHAT THEY CONSIDER TO BE MARKET VALUE FOR THAT ONE ACRE INSTEAD OF THE AG'S VALUATION. AND HE HAS ASKED THAT WE CONSIDER FILING SUIT AGAINST THE APPRAISAL DISTRICT.

KIND OF FOR ME, IT THAT SEEMS RIGHT AND APPROPRIATE TO DO IT THAT WAY BECAUSE BECAUSE FRANKLY, THOSE OF US WHO DO HAVE AG PROPERTY GET QUITE A BREAK ON THE REST OF OUR LAND.

WHEN JUST CONSIDERATION FOR THE COURT IS THAT ULTIMATELY, IF WE WERE TO SUE THE APPRAISAL DISTRICT, YOU SHOULD ALWAYS GO FORWARD WITH THE THOUGHT THAT IT'S GOT TO BE RESOLVED IN THE EVENT THAT THE COURT WERE TO GO TO TRIAL OR THE THE SUIT WERE TO GO TO TRIAL, WE WOULD HAVE TO PROVE THAT THE APPRAISAL DISTRICT IS IN FACT NOT VALUING PROPERTY. RIGHT.

WHICH WOULD REQUIRE A NUMBER OF EXPERTS.

AND AT THIS POINT, OTHER THAN JUST ANECDOTAL.

MY PROPERTY SHOULD BE WORTH SOMETHING DIFFERENT.

WE HAVEN'T BEEN PROVIDED ANY SORT OF HARD EVIDENCE THAT THE APPRAISAL DISTRICT IS MISVALUING PROPERTY, AND THAT'S ONE THING THAT THE COURT SHOULD CONSIDER BEFORE WE BEFORE WE MOVE FORWARD.
