THIS WEEK THERE'S A VOLUNTARY PRESENTATION BEING PRESENTATIONS, I GUESS I SHOULD SAY, BEING MADE ON WEDNESDAY AND THURSDAY.
WEDNESDAY WOULD BE AT THE JUSTICE CENTER.
IT WOULD BE OUT AT UNIT ROAD, AND THEREAFTER WOULD BE AT THE SHERIFF'S OFFICE AND THIS IS GOING TO BE TAC, COMING IN AND MAKING PRESENTATIONS.
THEY'LL MAKE THREE ON EACH DAY, TELLING US WHAT'S OFFERED IS OUR MEDICAL VISION AND LIFE PLAN.

THE PRESENCE OF ILLEGALLY PLACED STOP SIGNS NEAR MY RESIDENCE.
I FIRMLY HOLD THAT THE I FIRMLY HOLD THE BELIEF THAT THESE SIGNS WERE UNLAWFULLY INSTALLED AND THEIR ONGOING PRESENCE COULD POTENTIALLY VIOLATE FEDERAL LAW AND POSE A SAFETY CONCERN.
IT IS A FEDERAL LAW FOUND IN TITLE 23 OF THE CODE OF FEDERAL REGULATIONS PART 655.603.
THIS APPROVAL COULD BE SEEN AS A BREACH OF THE LAW.
THE STANDARDS AND SPECIFICATIONS FOR STOP SIGNS ARE ESTABLISHED BY THE MUTCD, AND IT IS OUR RESPONSIBILITY TO COMPLY WITH THESE REGULATIONS AS THEY HOLD LEGAL SIGNIFICANCE. I'M HERE TO GIVE YOU A SHORT PRESENTATION OF WHAT WE RECENTLY PRESENTED IN JUNE TO THE PUBLIC AT THE PUBLIC HEARING FOR THIS PROJECT AND WALK THROUGH SOME OF THE PROPOSED IMPROVEMENTS AND HOW WE ARE CURRENTLY MOVING FORWARD WITH THE PROJECT.
A LITTLE BACKGROUND ON THE PROJECT.
SOME OF THE PROPOSED IMPROVEMENTS WILL INCLUDE A VARIETY OF TYPICAL SECTIONS.
THEY WILL START FROM 21 AT A FOUR LANE WITH A TWO WAY LEFT TURN LANE AND THEN IT WILL TRANSITION OUT TO A FOUR LANE DIVIDED SECTION, AND THEN AS YOU GET CLOSER TO THE RAILROAD CROSSING, IT'LL NECK DOWN TO A THREE LANE SECTION AND WE'LL LOOK AT THAT A LITTLE BIT MORE AS WE PROGRESS THROUGH THE PRESENTATION.
WE ALSO UNDERSTAND THAT THE ROAD IS DEGRADING DUE TO THE HEAVY TRUCK TRAFFIC OUT THERE AND THERE'S SOME DESIGN CONCERNS, SOME SAFETY ISSUES WITH SOME 90 DEGREE CURVES THAT WE'RE LOOKING TO FIX WITH UPDATING DESIGN CRITERIA.
THE PROJECT PURPOSE HERE IS TO ENHANCE SAFETY THROUGHOUT THE CORRIDOR, TO IMPROVE CONNECTIVITY AND MOBILITY FROM THE CITY OF UHLAND ALL THE WAY TO THE CITY OF LOCKHART AND MEET THE FUTURE TRAFFIC DEMAND THAT WILL BE ESTABLISHED AS DEVELOPMENT CONTINUES THROUGHOUT THIS AREA.
SO THIS IS A GRAPHIC OF THE EXISTING TYPICAL SECTION OUT THERE.
NOW WITH THE TWO LANE, SECTION ONE LANE IN EACH DIRECTION, MINIMAL SHOULDERS.
AS PART OF THAT, OUR TEAM SAT DOWN WITH TXDOT AND ESTABLISHED A COUPLE VARIOUS ALIGNMENTS WITH ANALYSIS ON MULTIPLE KEY FACTORS THAT WE'LL TALK ABOUT.
WHAT YOU'RE SEEING HERE IS TWO OF THE ALIGNMENTS THAT WE PRESENTED AT THE PUBLIC MEETING IN JUNE.
OPTION ONE MAINLY HUGS THE EXISTING ALIGNMENT OF 2720 WITH A COUPLE AREAS SUCH AS THE CURVES GETTING UPGRADED TO MEET CURRENT DESIGN CRITERIA, IMPROVE THE SAFETY ALONG THE ROADWAY.

THE FIRST SECTION THAT WE'RE LOOKING AT FROM 21 JUST TO SOUTH OF 228 IS TWO 12 FOOT LANES IN EACH DIRECTION WITH A 16 FOOT TWO WAY LEFT TURN LANE AND TEN FOOT SHOULDERS ON EACH SIDE, AND THAT WILL ALL BE ENCOMPASSED WITH A 160 FOOT RIGHT OF WAY.
ONCE YOU GET TO JUST SOUTH OF 228 WILL TRANSITION OUT TO A FOUR LANE DIVIDED SECTION WITH TWO LANES IN EACH DIRECTION AND A DEPRESSED MEDIAN WITH A CABLE BARRIER TO ENHANCE SAFETY AND SHOULDERS ON THE OUTSIDE, AND THAT'LL ALL BE WITHIN A 200 FOOT RIGHT OF WAY, AND THEN ONCE WE GET CLOSER TO THE RAILROAD AND THAT CONNECTION, THAT FUTURE CONNECTION TO 180, WILL BE NECKING DOWN TO A THREE LANE SECTION ONE LANE IN EACH DIRECTION WITH A TWO WAY LEFT TURN, LANE AND SHOULDERS, AND THAT'LL BE ABOUT 120 FOOT RIGHT OF WAY.
WE WANT TO MAKE SURE WE ARE MEETING THE PROJECT, NEED AND PURPOSE.
WE WANTED TO CONSIDER THE FUTURE CONNECTIONS AND CORRIDORS THAT ARE PLANNED IN THE AREA.
WE WANTED TO AVOID AS MUCH RIGHT OF WAY TAKE OR ACQUISITION AND WE WANTED TO AVOID DISPLACEMENTS.
SOME OTHER KEY FACTORS THAT WE LOOKED AT WERE ENVIRONMENTAL CONSTRAINTS THROUGHOUT THE CORRIDOR.
SO WE HAVE AN ENVIRONMENTAL TEAM WITH US THAT IS GOING TO PERFORM A NUMBER OF STUDIES ON THIS ALIGNMENT, INCLUDING SOME OF THE TOPICS YOU SEE HERE TODAY TRAFFIC, SOCIAL AND COMMUNITY IMPACTS, WATER IMPACTS AND ANY HAZARDOUS MATERIALS.
WE ARE AWARE OF A CEMETERY ALONG THE ALIGNMENT THAT WE'RE AVOIDING.
SO AS WE PROGRESS DESIGN, OUR ENVIRONMENTAL TEAM WILL ALSO BE DIGGING INTO ALL OF THESE KEY FACTORS AND WE'LL BE PUSHING FORWARD THROUGH ENVIRONMENTAL [INAUDIBLE] TO MEET THE NEPA PROCESS.
AS WE LOCK DOWN THE PREFERRED ALTERNATIVE, WE'LL BE ABLE TO CONDENSE THIS AREA SLIGHTLY, BUT AS OF RIGHT NOW, WE'RE LOOKING AT ABOUT 500FT OUT FROM THE EXISTING ALIGNMENT ON BOTH SIDES THROUGHOUT THE CORRIDOR, AND YOU'LL SEE ON THIS GRAPHIC A COUPLE OF THINGS THAT ARE HIGHLIGHTED OR FLOODPLAIN HIGHLIGHTED IN BLUE.
YOU'LL SEE THE ALIGNMENT ONE AND TWO COMPARED AGAINST EACH OTHER.
A COUPLE OF THINGS TO HIGHLIGHT ARE, AS I MENTIONED, RIGHT AWAY, PROPOSED RIGHT AWAY TAKES ALTERNATIVE TWO BEING LARGER BECAUSE WE ARE TRYING TO FLATTEN OUT THE CURVE AND THEN ANOTHER ONE HERE THAT'S HIGHLIGHTED IS IMPACTS TO WATERS OF THE US.
SO FOR EVERY ALTERNATIVE, WE'LL GO THROUGH A PROCESS LIKE THIS, COMPARE EACH ALTERNATIVE, AND THEN WORK WITH TXDOT TO CONFIRM AND VERIFY WHICH OPTION MAKES THE MOST SENSE AND IS THE MOST FEASIBLE.

WE COMPLETED THE PUBLIC MEETING IN JUNE AND NOW WE'RE IN A PHASE OF TRYING TO WORK WITH THE COUNTY AND THE CITY OF UHLAND AND CITY OF LOCKHART TO LOCK DOWN A PREFERRED ALTERNATIVE, MOVE INTO REFINING THE SCHEMATIC AND ENVIRONMENTAL CLEARANCE PROCESS, AND THEN FOLLOWING THAT, WE'LL BE COMING BACK TO THE PUBLIC WITH A PUBLIC HEARING TO SHOW YOU WHAT THAT PREFERRED ALIGNMENT LOOKS LIKE WITH A DETAILED SCHEMATIC.

IN 2022, WE SERVED OVER 34,000 MEALS TO 262 ADULTS IN CALDWELL COUNTY, AND TDA REQUIRES THE MATCH TO BE $0.25 PER OLDER ADULT BASED ON THE 2010 CENSUS.
