>> [BACKGROUND] GOOD MORNING. WE JUST WANT TO SHOW YOU ALL WHAT WE'RE DOING WITH THE TEXAS EXTENSION EDUCATORS ASSOCIATION FIRST.

WE REALLY APPRECIATE THE SUPPORT WE HAVE OF THE COUNTY AND THE COURT.

I'M JUST GOING TO LET THESE LADIES TALK AND TEEA WEEK IS THE SECOND WEEK OF OCTOBER.

HERE THEY'RE GOING TO TELL YOU ALL THE GOOD THINGS THEY'VE DONE THIS YEAR.

[NOISE] I'M CALDWELL COUNTY CHAIRPERSON.

WE HAVE THREE CLUBS, LUTHERAN, LOCKHART, AND CLINTHOR.

THEY ARE ALL OVER 100 YEARS OLD.

THESE CLUBS HAVE STARTED AS A TOMATO CLUB WITH AGENTS COMING IN HORSE AND BUGGY.

LAST YEAR, I THINK I GAVE FULL DESCRIPTION OF ALL THE WORK IS PROGRESSED FROM THE CHANGE OF NAMES FROM THE TOMATO CLUB TO THE HOME DEMONSTRATION CLUB.

TODAY WE'RE KNOWN AS TEEA, WHICH STANDS FOR TEXAS EXTENSION EDUCATION ASSOCIATION.

THAT'S WHY WE CALL IT TEEA.

IT'S MUCH EASIER. WE HAVE JUST RETURNED FROM A STATE CONFERENCE LAST WEEK FROM BEAUMONT.

WE ATTENDED CLASSES WHICH WERE VERY INFORMATIVE TO BRING BACK TO SHARE WITH THE REST OF THE CLUBS.

CALDWELL EEA WAS AWARDED ON A ROLL OF THE REST OF THE CLUBS, COUNTIES OUTSTANDING DISTRICT 10 AT THE 2023 STATE CONFERENCE.

[LAUGHTER] [NOISE] OUR LAST PROJECTS WERE TO MAKE ITEMS FOR THE LIBRARIES.

LOUIS WAS MADE 155 LITTLE KITTENS FOR THEIR LIBRARY.

LOCKHART GUILLAIN-BARRE HAS MADE

31 BOOK PILLOWS AND DONATED 289 BOOKS TO GIVE THE CHILDREN.

THEY CAN CARRY THEIR BOOKS INSIDE THE PILLOWS.

THESE WERE DONATED TO FAIRLY FOR THEIR NEW SCHOOL LIBRARY.

THIS IS A NON-PROFIT ORGANIZATION WHICH WE DO VOLUNTEER WORK WITH MANY PROGRAMS SUCH AS 4-H, NURSING HOMES, BOOT PANTRY SCHOOLS, AND MANY OTHERS.

WE ALSO HAVE A SCHOLARSHIP PROGRAM EACH YEAR.

OUR VOLUNTEER HOURS FOR INDIVIDUALS, GROUPS, AND FOR THE COMMUNITY WAS NOT AS GOOD AS PLANNED.

AS MANY CLUBS WERE JUST GETTING BACK INTO SHAPE.

HOURS, MILEAGE, DONATIONS FOR THE YEAR OF '22 AND '23 WAS $171,205.52.

WE WILL STRIVE TO DO MORE FOR NEXT YEAR.

I'M THE NEW 4-H AGENT AND I'M REALLY EXCITED TO BE IN THIS POSITION AND I LOOK FORWARD TO WORKING WITH YOU ALL.

WE HAVE TONY, JOSHUA, AND WYATT TODAY, TALK TO YOU ALL A LITTLE BIT.

I HAVE ATTENDED AND BECOME A TEXAS 4-H LIVESTOCK AMBASSADOR.

IF PUT ON JUNIOR LEADERSHIP LAB PROGRAMS TO BOOST ALL THE PARTICIPANTS AND THE 4-H PROGRAM FOR THIS YEAR.

WE ARE ALSO PLANNING ON DOING A FUNDRAISER FOR THE COUNTY COUNCIL.

IT WILL BE ON NOVEMBER 4TH, THERE WILL BE A BARBECUE PLATES SALE AND IT WILL TRY TO GET SOME MONEY BACK IN OUR BANK ACCOUNT SO WE CAN SEND KIDS TO ACTIVITIES AND CAMPS FOR THE WHOLE COUNTY AND TO DO LEADERSHIP ACTIVITIES.

I HAVE ATTENDED THE TEXAS 4-H CONGRESS AND HAVE BEEN ACCEPTED TO GO TO NATIONAL 4-H CONGRESS IN GEORGIA AT THE END OF NOVEMBER.

I THINK IT IS BOOSTED MY CONFIDENCE IN THE POLITICAL SIDE OF THINGS AND I'M LOOKING INTO BECOMING AN EXTENSION AGENT OR AGRICULTURE POLITICIAN AFTER I GRADUATE THIS YEAR.

4-H HAS JUST HELPED ME GET EXPERIENCE AND ALL OF THE THINGS TO DECIDE WHAT I WANT TO DO.

THE TYPE OF SUCCESS THAT THEY SEE THROUGH THEIR CONTEST IS JUST UNREAL AND WE REALLY EXTEND GRATITUDE TOWARD GEL FOR CONTINUING THAT POSITION, WE THANK YOU ALL SO MUCH

WE GAVE OUT THREE $6,000 SCHOLARSHIPS FROM CALDWELL COUNTY AND THEN WE'VE GOT LOTS OF KIDS APPLYING FOR SCHOLARSHIPS THIS YEAR.

OUR FIRE DANGER IS STILL VERY HIGH.

SNOW RAIN PREDICTED FOR THE NEXT 10 DAYS, THE MOST I'VE SEEN IS 10%, SO IT LOOKS PRETTY GRIM.

TROPICAL WEATHER THERE'S NOTHING OUT THERE EITHER.

WITH THAT BEING SAID, OUR KBDI NUMBERS MINIMUM TO 293, MAX 781, AVERAGE 649 WITH A CHANGE OF SIX, AND THE INDEX OF FIVE.

DISCUSSION ACTION TO APPROVE THE PROCLAMATION, RECOGNIZING OCTOBER 2023 AS NATIONAL DOMESTIC VIOLENCE AWARENESS MONTH, AND I THINK WE HAVE A SPEAKER THIS MORNING.

>> MY NAME IS MIKHAIL RANDA AND I'M WITH THE HAYS-CALDWELL WOMEN'S CENTER IN SAN MARCOS.

WE PROVIDE SERVICES TO VICTIMS OF DOMESTIC VIOLENCE, SEXUAL ASSAULT, AND CHILD ABUSE, COVERING HAYS AND CALDWELL COUNTIES.

WE HAVE BEEN ESTABLISHED SINCE 1978, SO 45 YEARS.

I'M SORRY, I DIDN'T BRING MY NUMBERS WITH ME, BUT FOR 2023, WE PROVIDED SERVICES TO VICTIMS OF DOMESTIC VIOLENCE TO 111 VICTIMS IN CALDWELL COUNTY ALONE.

BETWEEN THE TWO COUNTIES, I BELIEVE THERE WAS 976 SERVICES PROVIDED FACE-TO-FACE, AND WE'VE HAD OVER 8,000 DAYS AT OUR SHELTER.

PART OF THE SERVICES THAT WE PROVIDE FOR RESIDENTS IN HAZEN, CALDWELL COUNTY ARE EMERGENCY SHELTER, COUNSELING SERVICES, LEGAL ADVOCACY.

WE HAVE A CHILDREN'S ADVOCACY CENTER THERE AS WELL THAT PROVIDES SERVICES TO CHILD VICTIMS THAT ARE WITNESS TO OR FIRSTHAND RECEIVED VIOLENCE AT THE HAND OF A FAMILY MEMBER.

WE'VE ALWAYS PROVIDED THE SERVICES FREE OF CHARGE TO ANYONE LIVING AND WORKING IN HAYS AND CALDWELL COUNTY.

THERE IS NO AGE LIMIT, THERE'S NO DOCUMENTATION NEEDED OR ANYTHING LIKE THAT.

I'M VERY PROUD TO SAY THAT I'VE BEEN PART OF THE ORGANIZATION FOR JUST OVER 10 YEARS.

I'VE SEEN THE GROWTH, BUT A LOT OF THE GROWTH AND A LOT OF SUPPORT WE'RE ABLE TO GIVE TO THE CLIENTS IS DUE IN A GINORMOUS PART TO THE CITIZENS IN THE AREAS THAT WE SERVE.

WE HAVE A DONATION CENTER THAT PROVIDES RESOURCES TO OUR CLIENTS AS THEY NEED IT.

WE HAVE ADVOCATES IN THE COMMUNITY THAT DIRECT CITIZENS TO OUR SERVICES AND LET THEM KNOW THAT IT'S FREE OF CHARGE AND CONFIDENTIAL.

I COME FROM A SMALL TOWN.

I KNOW THAT IT REALLY DOES TAKE A COMMUNITY TO SUPPORT ONE ANOTHER AND TO KEEP EACH OTHER SAFE.

I THINK LOCKHART MAY ACTUALLY DOUBLE IN MY HOMETOWN SIZE, IF THAT GIVES YOU AN IDEA OF HOW SMALL I COME FROM.

BUT I KNOW THAT WE'VE ALWAYS BEEN SUPPORTED BY LOCKHART, WE'VE ALWAYS BEEN SUPPORTED BY CALDWELL COUNTY.

WE DO HAVE A COUPLE OF UPCOMING EVENTS FOR DOMESTIC VIOLENCE AWARENESS WALKS FOR THE MONTH OF OCTOBER.

WE'LL HAVE ONE HERE IN LOCKHART, OCTOBER 7TH.

IT'LL BE RIGHT HERE AROUND THE COURTHOUSE.

OUR WALKS ARE NEVER ANYTHING REALLY INTENSE AS FAR AS PHYSICAL.

WE'LL DO A COUPLE OF WALKS AROUND THE COURTHOUSE HERE IN LOCKHART.

OUR OTHER ONE, I BELIEVE WILL BE THE LAST SUNDAY IN OCTOBER.

I BELIEVE IT'S THE 26TH. I'M SORRY.

I DON'T HAVE MY CALENDAR IN FRONT OF ME.

THAT ONE WILL BE IN LULING AND THAT WILL START AT BLAKES THERE IN LULING.

THE PURPOSE OF THE RECOMPETE GRANT IS TO ALLOW APPLICANTS TO IDENTIFY ACTIVITIES THAT WILL ENGAGE OR RE-ENGAGE THE 25-54 YEAR OLD SEGMENT OF OUR POPULATION BACK INTO THE LOCAL WORKFORCE.

WHAT ACTIVITIES WILL GENERATE JOB CREATION OR REMOVE IMPEDIMENTS THAT PREVENT THE INDIVIDUAL FROM ENGAGING IN EMPLOYMENT PURSUITS WILL BE ADDRESSED.

THIS PROGRAM USES A NEW METRIC I HAD NOT BEEN FAMILIAR WITH.

IT'S CALLED A PRIME AGE EMPLOYMENT GRANT METRIC AS AN INDICATOR OF ECONOMIC DISTRESS BECAUSE IT ACCOUNTS FOR PRIME AGE WORKERS WHO HAVE STOPPED LOOKING FOR JOBS AND LEFT THE LABOR FORCE, NOT JUST THOSE WHO ARE CURRENTLY UNEMPLOYED.

PHASE 1 IS THE STRATEGIC PLANNING STAGE WHICH I'M PRESENTING TO YOU NOW, AND I'M GOING TO ASK FOR PERMISSION TO APPLY.

SUCCESSFUL APPLICANTS WILL BE AWARDED $500,000 TO DEVELOP THEIR STRATEGIC PLAN.

THE WORKFORCE SOLUTIONS RURAL CAPITAL AREA HAS OFFERED A ONE MILLION DOLLAR DONATION TO ENHANCE THE DEVELOPMENT OF THE TRAINING CENTER AND SUPPORT FOR WORKFORCE DEVELOPMENT ACTIVITIES THROUGHOUT THE COUNTY.

ONE EXAMPLE OF AN INSTITUTION, IF YOU WILL, THAT'S LOCATED IN THE COUNTY THAT COULD UTILIZE THESE FUNDS, IT IS LOCATED HERE IN LOCKHART.

IT'S THE GREGORY COLEMAN CORRECTIONAL FACILITY IN LOCKHART, AND THEY HAVE SUBMITTED A LETTER OF INTENT TO SUPPORT THE GRANT APPLICATION.

YOU MAY RECALL THAT THE COLEMAN FACILITY HAS A 1,000 BED CAPACITY ALL FEMALE INCARCERATION FACILITY THAT HAS A VOCATIONAL PROGRAM WHEREBY AREA INDUSTRY SET UP MANUFACTURING OPERATIONS WITHIN THE INSTITUTION, AND TRAIN AND PREPARE THE INMATES FOR GAINFUL EMPLOYMENT UPON THEIR RELEASE.

I'VE TOURED AT LEAST THREE TIMES THAT VOCATIONAL PROGRAM AND IT'S VERY SUCCESSFUL.

TRAINING VENTURES IN THE PAST HAVE INCLUDED BUILDING AND WIRING COMPUTER KEYBOARDS, ASSEMBLING INTERNAL COMPONENTS FOR HVAC SYSTEMS, ETC.

THE RECOMPETE IMPLEMENTATION PLAN WILL DEMONSTRATE THE FOLLOWING SIX ELEMENTS.

UNDERSTANDING OF REGIONAL CONDITIONS AND NEEDS, STRENGTH OF STRATEGY AND QUALITY OF POTENTIAL INVESTMENTS, EQUITY, INCLUSIVITY, ACCESSIBILITY AND DIVERSITY, REGIONAL ASSETS, TARGETED GEOGRAPHIC APPROACH AND PARTNERSHIPS AND POTENTIAL COMMITMENTS.

I'M JUST GOING TO REVIEW THE PROPOSED NEW ANNUAL PERCENTAGE YIELD RATES, PROPOSED APYS FOR ALL ACCOUNTS FOR THE PERIOD OF OCTOBER 1, 2023 THROUGH SEPTEMBER 30TH, 2025 WILL BE EQUAL TO 90 ONE DAY T-BILL DISCOUNT RATE, DISCOUNT IT BY 2% ADJUSTED MONTHLY, THERE'LL BE MINIMUM APY OF 0.50 AND THE MAXIMUM APY OF 1.50.

THIS COMES AT A GOOD TIME BECAUSE WHAT WE CURRENTLY HAVE IS A FLOOR AT 0.50 AND A MAXIMUM OF 1.0.
