THE RAIN PREDICTIONS FOR THE NEXT COUPLE OF WEEKS LOOK REALLY GOOD.

TUESDAY WITH 100%, WEDNESDAY WITH 80%.

FRIDAY, FEBRUARY THE 2ND GOES BACK UP TO 50, AND IT GOES ON FOR ABOUT FOUR DAYS.

WE'RE LOOKING AT MORE RAIN THEN IN THE NEXT TWO WEEKS.

I'M THE LOCKHART ISD, CTE COORDINATOR.

LAST YEAR, WHEN I CAME UP HERE TO DO THIS, I WAS THREE MONTHS INTO MY JOB, AND MR. ESTRADA AND I CAME UP TOGETHER AND SPOKE TO YOU.

THIS YEAR, I DECIDED I WOULD BRING AN ENTOURAGE, YOU CAN SEE.

THE REASON FOR CTE IS DEFINITELY NOT ME AND DEFINITELY NOT ANY OF THE ADULTS, BUT THE STUDENTS THAT ARE HERE WITH US.

I JUST WANTED TO GIVE YOU A FEW LITTLE TIDBITS ABOUT OUR CTE PROGRAM HERE IN LOCKHART.

THE STATE AVERAGE FOR STUDENTS THAT PARTICIPATE IN CTE COURSES AVERAGES BETWEEN 82-85% STATEWIDE, AND HERE IN LOCKHART, WE'RE AT 92%.

SO 92% OF OUR STUDENTS TAKE ONE OR MORE CTE CLASSES THAT LEAD TO EITHER COLLEGE OR CAREER READINESS.

OUR STUDENTS HAVE THE OPPORTUNITY TO TAKE THEIR IBCS, WHICH ARE CERTIFICATIONS THAT ARE INDUSTRY-BASED, THAT ARE CERTIFIED AND RECOGNIZED WITHIN THE STATE OF TEXAS, AND THE UNITED STATES.

I'M GOING TO HAVE EACH OF THESE STUDENTS COME UP HERE IN JUST A MINUTE TO INTRODUCE THEMSELVES.

I'D LIKE TO HAVE MR. ESTRADA COME UP, PLEASE.

CONSIDER THE APPROVAL OF SUBMITTING A GRANT APPLICATION FOR THE RURAL LAW ENFORCEMENT GRANT PROGRAM ESTABLISHED BY SENATE BILL 22 TO PROVIDE FINANCIAL ASSISTANCE TO THE SHERIFF'S OFFICE.

THEN IN THE NEXT ONE WILL BE DA.

THE SHERIFF HAS GIVEN US A LIST, A BREAKDOWN OF WHAT HE'D LIKE TO USE THE FUNDING FOR SHOULD WE BE APPROVED.

I'LL BE HANDLING THE APPLICATION AND ALL THE REPORTING.

WE'LL BE WORKING CLOSELY WITH THE SHERIFF TO MAKE SURE THAT THE FUNDING IS SPENT APPROPRIATELY AND IN THE TIMELINE THAT IT'S REQUIRED.

I WILL SAY THAT SHERIFF LANE HAS BEEN VERY GOOD ABOUT AGREEING TO SPEND THIS ALMOST ENTIRELY ON EQUIPMENT SO THAT IF THEY DECIDE NOT TO FUND IT, WE HAVEN'T DONE SOMETHING THAT'S NOT SUSTAINABLE.

THERE IS ONE POSITION FOR A LIEUTENANT IN CID, WE TALKED ABOUT THAT AND THERE IS A NEED AND HOPEFULLY BY THE TIME WE GET TWO YEARS DOWN THE ROAD, WE WILL BE ABLE TO AFFORD THE BUDGET FOR THAT POSITION.

BUT RIGHT NOW, IT'LL GIVE US SOMETHING THAT WE DRASTICALLY NEED.

GO AHEAD, SHERIFF.

THE SHERIFF'S OFFICE PROVIDES A UNIFORM STIPEND, BUT THE DEPUTIES COMING ON BOARD WHEN THEY FIRST COME ON BOARD, THEY HAVE TO PAY FOR THEIR ENTIRE UNIFORM.

THE ONLY THING WE PROVIDE FOR THAT IS THE BADGE AND THE VEST.

WHAT WE'RE GOING TO TRY TO DO IS WE'RE GOING TO TRY TO START PROVIDING THE PISTOL AS WELL.

I'M NOT SURE IF YOU ALL ARE FAMILIAR WITH DR HORTON, BUT WE ARE THE LARGEST BUILDER IN AMERICA.

WE BUILD AFFORDABLE HOUSING FOR FIRST TIME HOME BUYERS AND OTHER AFFORDED MINDED CUSTOMERS.

WE ARE CURRENTLY BUILDING IN CALDWELL COUNTY AND LOCKHART.

WE HAVE A LOT OF EXCITEMENT AND A LOT OF ANTICIPATION ABOUT CONTINUING TO DEVELOP IN CALDWELL COUNTY AND LOCKHART.

WE EVEN OPENED A DIVISION OFFICE DOWN IN SAN MARCOS TO REALLY ESTABLISH OURSELVES IN THE AREA.

WE ARE PROPOSING FOR LOT SIZES OF 40 FOOT AND 50 FOOT WIDE IN ORDER TO KEEP AN AFFORDABLE MINDED PRODUCT IN THIS AREA.

THIS PROJECT HAS 20 ACRES OF OPEN SPACE DRAINAGE COMMUNITY PARK WITH PLAYGROUNDS, WALKING TRAILS, ET CETERA.

THIS PROJECT WILL BRING WATER, WASTEWATER, THREE PHASE ELECTRIC, GAS AND FIBER COMMUNICATIONS TO THE 2720 CORRIDOR WHICH I KNOW THERE'S A LOT OF ANTICIPATED GROWTH OUT IN THIS AREA SO WE FEEL LIKE WITH THIS PROJECT WE'RE GOING TO BRING A LOT OF VALUE TO THAT AREA.

I WILL NOTATE THAT ON THE DEVELOPMENT AGREEMENT THAT WE SENT IN AS AN EXHIBIT FOR YOUR BACKUP, WE DID MAKE A COUPLE OF CHANGES AND THOSE WERE SUBMITTED IN THE LAST DAY OR TWO, JUST FROM OUR ENGINEER UPDATING SOME OF THE VARIANCES THAT WERE IN THE BACK OF THAT AGREEMENT, AND ALSO NOTATING A COUPLE OF CHANGES IN THE BODY OF THE AGREEMENT JUST ABOUT DRAINAGE AND DETENTION.

THIS NEXT EXHIBIT HERE IS GOING TO BE THE ONE THAT'S GOT THE GREEN SHOWING ALL OF OUR OPEN SPACE, WHICH IS ABOUT 20 ACRES OF THE PROJECT.

WE ARE LOSING ABOUT 30 ACRES, 27, AND ALMOST 29 ACRES TO FLOODPLAIN HERE ON THIS PIECE, AND WE ARE ALSO DEDICATING ABOUT 20 PLUS ACRES TO OPEN SPACE.

SO WE'LL ACCELERATE THAT AND BE A PARTNER OF THAT.

THE OTHER THING HERE TO NOTE IS THE TEXTA RIGHT AWAY WE HAVE BEEN IN CONTACT WITH TEXTA AND WE KNOW THAT THE 27 240 CORRIDOR IS PLANNING TO EXPAND.

SO WE ARE TAKING THAT INTO ACCOUNT IN OUR PLAN AND INTEND TO DEDICATE RIGHT AWAY TO TEXTILE FOR THAT EXPANSION.

AND THEN YOUR LAST SLIDE IS GOING TO BE A MAP OF ALL THOSE PROPOSED UTILITIES THAT WE ARE TALKING ABOUT.

THE WASTE WATER HERE IS GOING TO BE PROVIDED BY COUNTY LION WHICH IS THEY WILL BE DRAGGING A LINE DOWN 27 20 IN THE NEXT 12 TO 18 MONTHS TO PROVIDE SERVICE FOR OTHER DEVELOPMENTS ON 27 20 AND WE'VE BEEN MAKING A TIE IN.

YOU SEE THE PURPLE LINE THERE WITH GRAVITY SEWER GOING BACK THAT WAY AND SO THAT WOULD ALLOW ANY OF THESE OTHER PROPERTIES TO ACTUALLY UTILIZE THAT UTILITY.

IT'S OBVIOUSLY FOR PRECINCT ONE, IT'S RIGHT ON THE CORNER OF A BOUNDARY LINE BETWEEN 1 AND 3 SO FOR THAT FACT ALONE, I FELT IT WAS IMPORTANT TO HAVE THEM COME TO PRESENT THIS.

TRACY, DURING THAT CALL ALSO BROUGHT UP SOME POTENTIAL POLICY DISCUSSIONS THAT PROBABLY NEED TO HAPPEN AMONG THE COMMISSIONERS COURT AS FAR AS HOW THIS PROPOSED DEVELOPMENT AGREEMENT WOULD OR WOULD NOT COMPLEMENT OR ACCENTUATE ANY OTHER REQUESTS THAT WE'VE RECEIVED IN THAT AREA FOR ANYTHING ELSE.

THE DISCUSSION TODAY WAS TO ALLOW THEM TO PRESENT WHAT THEY ARE PROPOSING TO THE REST OF THE COURT, TO ALLOW ANY OF THOSE DISCUSSIONS TO OCCUR ON HOW THESE CONVERSATIONS GO FORWARD FROM HERE.
