WILLIAM WORKS WITH CAMPO.

CAMPO FUNDED AND HAS UNDERTAKEN THE UPDATE OF THE CALDWELL COUNTY TRANSPORTATION PLAN.

WE HAVE HAD A TRANSPORTATION PLAN BEFORE, BUT THIS IS PROBABLY THE FIRST MODERN TRANSPORTATION PLAN THAT THE COUNTY HAS HAD THAT I'M AWARE OF.

THE PURPOSE OF A TRANSPORTATION PLAN IS THAT WE'RE AWARE OF FUTURE ROADS WHERE THEY MIGHT BE.

IT ALSO PROVIDES THE LEGAL FOUNDATION FOR THE ACQUISITION OF RIGHT OF WAY DURING OUR SUBDIVISION PROCESSES.

IT'S AN IMPORTANT DOCUMENT.

YOU'LL SEE ON THE MAP. AND THIS IS A DISCUSSION ITEM ONLY.

YOU'LL SEE ON THE MAP, IT'LL SHOW BROAD LINES WHERE FUTURE ROADS MAY GO.

THIS IS ONLY A GENERAL REPRESENTATION OF WHERE THOSE ROADS WILL GO.

JUST QUICKLY, A LITTLE BIT OF BACKGROUND ON A CAPITAL AREA METROPOLITAN PLANNING ORGANIZATION, CAMPO. WHAT IS CAMPO? A METROPOLITAN PLANNING ORGANIZATION IS A FEDERALLY MANDATED ENTITY THAT COORDINATES TRANSPORTATION PLANNING AS WELL AS PRIORITIZES FEDERAL FUNDS FOR AN URBANIZED AREA.

IT'S REQUIRED IN ANY URBANIZED AREA WITH OVER 50,000 PEOPLE.

IT DEVELOPS A LONG RANGE TRANSPORTATION PLAN THAT CONTAINS PROJECTS WITH A 25 YEAR HORIZON, AS WELL AS A FOUR YEAR TRANSPORTATION IMPROVEMENT PROGRAM WHICH SETS FUNDING OBLIGATION FOR FEDERAL FUNDS.

IT'S GOVERNED BY A TRANSPORTATION POLICY BOARD.

AGAIN, WE COVER THE SIX COUNTY REGIONS IN THE GREATER AUSTIN AREA.

WE HAVE A 22 MEMBER TRANSPORTATION POLICY BOARD OF WHICH CALDWELL COUNTY IS REPRESENTED BY COMMISSIONER THERIOT.

GETTING INTO THE TRANSPORTATION PLAN FOR CALDWELL COUNTY.

A FEW YEARS AGO, CAMPO DEVELOPED WHAT WE CALL THE, REGIONAL ARTERIALS CONCEPT INVENTORY.

IT WAS A PLAN THAT DEVELOPED A RECOMMENDED NETWORK FOR REGIONALLY SIGNIFICANT ROADWAYS THROUGHOUT THE REGION.

LEVERAGING THAT WORK, WE WERE ASKED BY CALDWELL COUNTY TO TAKE THAT WORK AND DEVELOP A TRANSPORTATION PLAN JUST FOR CALDWELL COUNTY.

NOW, I KNOW CALDWELL COUNTY HAD A TRANSPORTATION PLAN ADOPTED I BELIEVE IN 2013, BUT IT HASN'T BEEN UPDATED MUCH SINCE THEN, SO THIS REALLY ACTS AS THE NEXT TRANSPORTATION PLAN FOR THE COUNTY TO USE.

COMMISSIONER THERIOT ALREADY DISCUSSED A FEW OF THESE POINTS, BUT WHY DEVELOP A TRANSPORTATION PLAN? IT'S A RECOMMENDED NETWORK OF ARTERIAL ROADWAYS FOR ALL OF CALDWELL COUNTY.

IT FUNCTIONS AS A MAJOR THOROUGHFARE PLAN WITH CONCEPTUAL CROSS SECTIONS.

THIS REALLY ASSISTS WITH RIGHT OF WAY PRESERVATION, PARTICULARLY AS DEVELOPMENT OCCURS THROUGHOUT THE COUNTY.

IT ALSO INCORPORATES THE PROJECTS FROM THE 2013 TRANSPORTATION PLAN, SO NONE OF THAT WORK IS LOST.

AND JUST FROM THE PERSPECTIVE OF THE MPO, TO BE ADDED TO OUR LONG RANGE TRANSPORTATION PLAN, A PROJECT MUST FIRST APPEAR IN A LOCAL PLAN.

BEYOND THAT, TO RECEIVE FEDERAL FUNDING, IT MUST FIRST BE IN THAT LONG RANGE REGIONAL TRANSPORTATION PLAN.

A COUPLE OF THE CONTRIBUTING DOCUMENTS TO THIS WORK,

AS I MENTIONED THE REGIONAL ARTERIALS CONCEPT INVENTORY, WHICH CAMPO COMPLETED A COUPLE OF YEARS AGO, THE 2013 CALDWELL COUNTY TRANSPORTATION PLAN, AND THEN A FEW OTHER PARTNERSHIP STUDIES THAT CAMPO HAS DONE WITH CALDWELL COUNTY, INCLUDING THE WESTERN CALDWELL COUNTY TRANSPORTATION STUDY, WHICH HAS LED TO CONCEPTUAL IMPROVEMENTS PROPOSED FOR SH 142, AS WELL AS WILLIAM PETTIS ROAD AND THE LULING TRANSPORTATION STUDY, WHICH LOOKED AT IMPROVEMENTS AND CONNECTIVITY BETWEEN SH 80 AND US 183.

>> JUST A QUICK OVERVIEW OF SOME OF THE ANALYSIS THAT FED OUR TRANSPORTATION PLAN.

IT INCLUDED LOOKING AT EMERGENCY RESPONSE TIMES, NETWORK CONNECTIVITY, AND TRAFFIC DATA, VULNERABILITY, ROADWAY SAFETY AS WELL AS ENVIRONMENTAL FACTORS LIKE SOIL PLASTICITY, FLOODPLAIN LOCATIONS, PRESERVED LAND AND SO ON.

ALL OF THIS CONTRIBUTED TO THE MAP THAT YOU SEE IN FRONT OF YOU RIGHT HERE.

THIS IS THE RECOMMENDED ARTERIAL NETWORK.

THIS REPRESENTS COORDINATION WITH AGENCY STAFF, ELECTED OFFICIALS AND THE PUBLIC TO ARRIVE AT THIS RECOMMENDED NETWORK.

THE MAP PARTNERS WITH THE TABLE, YOU SEE ON THE RIGHT.

THAT TABLE IS NOT THE WHOLE TABLE.

EVERY SINGLE ARTERIAL SHOWN ON THIS MAP HAS A LETTER, AND IN THE TABLE, YOU WILL SEE EACH LETTER ARTERIAL WITH INFORMATION ABOUT THE EXISTING AND PROPOSED CROSS-SECTION, BASIC NUMBER OF LANES, THE TYPE OF DESIGN.

THIS IS JUST THE INFORMATION THAT'S NEEDED TO HELP UNDERSTAND WHAT RIGHT AWAY PRESERVATION IS NEEDED FOR EACH SEGMENT OF EACH OF THESE LETTERED ARTERIALS.

IN ADDITION TO THE MAP IN THE TABLE, WE HAVE A SERIES OF CONCEPTUAL CROSS-SECTIONS FOR EACH OF THESE ARTERIAL DESIGN TYPES THAT YOU CAN FIND IN THE DOCUMENT THAT PAIR, AGAIN, WITH THE MAP IN THE TABLE.

AFTER ESTABLISHING THAT RECOMMENDED NETWORK, WE ALSO DID SOME PERFORMANCE MODELING.

BY THIS I MEAN WE TOOK THAT NETWORK.

WE PUT IT INTO WHAT'S CALLED A TRAVEL DEMAND MODEL TO UNDERSTAND HOW IT WOULD OPERATE IN THE FUTURE AS THE COUNTY GROWS AS IT ADDS POPULATION AND EMPLOYMENT.

WE LOOKED AT THREE DIFFERENT SCENARIOS.

WE MODELED THE EXISTING NETWORK, WHAT WE CALL THE FUTURE NO-BUILD NETWORK.

THAT'S IF THE COUNTY CONTINUES TO GROW, BUT DOESN'T IMPROVE ANY OF THE ROADWAYS, AND THEN THE FUTURE RECOMMENDED NETWORK.

THAT'S THE COUNTY CONTINUES TO GROW, BUT THE RECOMMENDED NETWORK SHOWN ON THE PREVIOUS SLIDE IS IMPLEMENTED.

WITH THE RECOMMENDED NETWORK, THE NUMBER OF ROADWAY LANE MILES DOES INCREASE, AND AS A RESULT, THE NUMBER OF VEHICLE MILES THAT PEOPLE NEED TO TRAVEL DECREASES.

ADDITIONALLY, THE TOTAL AMOUNT OF DELAY EXPERIENCED BY DRIVERS, THAT'S THE VEHICLE HOURS TRAVELED DECREASES BY ALMOST 25%.

WITH THAT, JUST WRAPPING UP MY VERY QUICK PRESENTATION HERE, I'LL LEAVE IT ON A SLIDE THAT HAS THE MAP SO WE CAN DISCUSS THAT.

WITH THAT, I'D BE HAPPY TO TAKE ANY QUESTIONS.

WELL, SINCE THEN, PART OF TUMBLEWOOD ESTATES IS PLATTED IN THE MIDDLE OF THAT.

OBVIOUSLY, THAT LINE WILL HAVE TO BE ADJUSTED IN ORDER TO ACCOMMODATE THAT.

NO ONE SHOULD TAKE THIS AS A, HEY, THIS LINE IS GOING IN THIS EXACT LOCATION.

IT'S AN INTENT TO CONNECT CORRIDORS FROM ONE PLACE TO ANOTHER.

IF WE COULD ADD THAT TO FUTURE ARTERIALS, IT WOULD BE A LONG WAY DOWN THE ROAD AND THEN JUST CONNECT THAT. THAT'D BE GREAT.

IT'S GOING TO BE NECESSARY TO TREAT THIS LIKE A LIVING DOCUMENT THAT IN THE NEXT FEW YEARS IT NEEDS TO BE UPDATED FOR WHAT'S HAPPENED, RIGHT AWAY WE'VE BEEN ABLE TO ACQUIRE AND WE'VE ACTUALLY ACQUIRED SOME OF THESE RIGHTS AWAY AND HAD DEVELOPERS CONSTRUCT PORTIONS OF THIS THAT ARE ON THE PLAN ALREADY.

WHEN I LOOK AT IT, I SEE.

AGAIN, WE HAVE TO MOVE IN INCREMENTS.

YOU'LL NEVER HAVE THE PERFECT SOLUTION AT ONE TIME.

ONE OF THE NEXT THINGS I WOULD DO IN AN UPDATE IN 2, 3, 4, 5 YEARS IS REALLY LOOK A LOT AT THAT SOUTHWESTERN PORTION OF THE COUNTY.

WE KNOW WE HAVE CONNECTIVITY ISSUES OVER THERE, REALLY 86-304.

THERE'S A LOT OF DISCONNECTED ROADWAYS OVER THERE.

A LOT OF PLACES THERE ARE EFFECTIVELY DEAD ENDS.

THAT AREA NEEDS TO BE ADDRESSED.

IT'S NOT GROWING AT THE SAME PACE AS THE WESTERN PART OF THE COUNTY.

I SAID SOUTHWEST BEFORE, IT'S SOUTHEAST. I DO THAT.

I WAS DRIVING THE LEFT SIDE OF THE ROAD LAST WEEK, SO I'M ALL BACKWARDS.

BUT THAT AREA DOES NEED ATTENTION.

I THINK WHAT THIS DOES IS GETS US AHEAD OR MAYBE CAUGHT UP WOULD BE A BETTER TERM OF THE VERY RAPID DEVELOPMENT THAT'S HAPPENING BETWEEN 130 AND THE WESTERN COUNTY BOUNDARY.

WE'RE ABOUT TO OPEN UP THE PROCESS TO RECEIVE APPLICATIONS FROM LOCAL AGENCIES FOR PROJECTS TO BE INCLUDED IN THE LONG-RANGE PLAN.

ONE OF THE REQUIREMENTS FOR THAT APPLICATION IS THAT A PROJECT APPEARS IN A LOCAL PLAN.

THIS PROVIDES A LOCAL PLAN FOR CALDWELL COUNTY WHEN THEY'RE APPLYING TO BE PART OF CALDWELL'S REGIONAL TRANSPORTATION PLAN.

BUT WE ALSO DO UPDATE THAT 2050 PLAN.

WE WILL BE UPDATING IT TWICE A YEAR.

IF CALDWELL COUNTY UPDATES THEIR PLAN, THEN THEY CAN APPLY TO UPDATE OUR REGIONAL TRANSPORTATION PLAN AS WELL TO MAINTAIN ELIGIBILITY FOR FUNDING FOR THOSE FACILITIES.

>> SOMETHING LIKE THAT WOULD BE THE CONGESTION IN WOULD BE IN THAT UPDATE.

>> THIS IS JUST ARTERIAL.

THIS IS JUST MAJOR ONES.

THE CONGESTION LIKE AT THE INTERSECTION OF 183 AND 90, WE HOPE WOULD BE ADDRESSED.

WHEREAS ABUSE AGAINST OLDER ADULTS AND PEOPLE WITH DISABILITIES IS GROSSLY UNDER-REPORTED BECAUSE OF SOCIAL STIGMA, EMBARRASSMENT, AND FEAR, AND WHEREAS ADULT ABUSE AFFECTS MEN AND WOMEN OF ALL INCOME AND ABILITY LEVELS, ALL CULTURAL AND ETHNIC BACKGROUNDS IN ALL COMMUNITIES, AND WHEREAS ELDER ABUSE IS EVERYONE'S BUSINESS.

ONE ELECTRICAL FIRE OUT OFF A YOUNG LANE, THAT WAS DUE TO BLUEBONNET WIRES DANGLING A LITTLE BIT.

WE HAD SOME HIGH WINDS CAUSED THE NARC AND CAUSED ABOUT A TWO ACRE FIRE.

NEXT ONE WAS A HAY BALE FIRE.

FARMERS ARE OUT THERE HAY BALING RIGHT NOW TRYING TO CUT THE GRASS AND STUFF, AND THAT ONE WAS CAUSED BY A HAY BALER.

DIDN'T BURN MUCH, BUT IT BURNED THREE HAY BALES.

WE HAD ONE HIGHWAY FIRE LAST FRIDAY, AND THAT TOOK ABOUT 200 OR 300 FEET OF ROADWAY IN THE MEDIAN.
