WE HAD A LIST OF ABOUT JUST OVER A BILLION DOLLARS WORTH OF PRIORITIES THAT WERE IDENTIFIED WORKING WITH STAKEHOLDERS AND GOING THROUGH THE PUBLIC PROCESS HERE IN CALDWELL COUNTY.

THE COURT THEN AUTHORIZED THE COUNTY JUDGE TO BRING A DRAFT RECOMMENDATION LIST AND FINANCIAL PLAN BACK TO THE COURT, WHICH HE DID SO LAST TIME WE MET AND BASED OFF Y'ALL'S COMMENTS AND DIRECTION.

WE HAVE NOW FINISHED OFF THAT LIST WHAT THE JUDGE'S RECOMMENDATION WOULD BE BASED OFF COURT INPUT.

WE FEEL VERY COMFORTABLE WITH THE NUMBERS THAT ARE HERE IN REGARDS TO THESE PROJECTS AND FEEL VERY COMFORTABLE WITH THE ESTIMATED NUMBER AND FINANCIAL PLAN THAT WAS PRESENTED TO Y'ALL LAST TIME WE WERE TOGETHER.

WE DO HAVE YOUR BOND COUNSEL HERE AND YOUR FINANCE ADVISORS IF ALL HAVE ANY QUESTIONS.

REALLY, THE ONLY PURPOSE OF TODAY IS TO ENSURE THAT THE COURT IS COMFORTABLE WITH THIS LIST.

THEN WE WILL HAVE DIRECTION, IF YOU SEE FIT, TO YOUR LEGAL COUNSEL AND TO YOUR FINANCE ADVISORS TO START GOING THROUGH THE FORMAL PROCESS OF CALLING AN ELECTION ON AUGUST THE 13TH.

WHEREAS DURING HIS JOB CORE TRAINING, KRISTIAN MENCHACA, AN INSPIRING YOUNG MAN, VOLUNTEERED HIS TIME AND TALENTS AT SEVERAL LOCAL EVENTS, INCLUDING THE SIGHTS AND SOUNDS OF CHRISTMAS WHILE DEMONSTRATING RESPECT FOR OTHERS AND AN ADMIRABLE COMMITMENT TO HIS GOALS WHICH EXEMPLIFY THE JOB CORPS CORE VALUES.

WHEREAS IN 2006, WHILE ASSIGNED TO THE FIRST BATTALION, 502ND INFANTRY REGIMENT, SECOND BRIGADE,

WHEREAS IN 2019, HAYS COUNTY DESIGNATED A PORTION OF STATE HIGHWAY 21 BETWEEN HIGHWAY 80 AND ARLINGTON ROAD AS THE PFC KRISTIAN MENCHACA MEMORIAL HIGHWAY.

WHEREAS WILLING TO LAY DOWN THEIR LIVES IN THE SERVICE OF THEIR FELLOW CITIZENS, THE MEN AND WOMEN OF THE US ARMED FORCES DEMONSTRATE EXCEPTIONAL COURAGE, HONOR, AND LOVE OF COUNTRY, AND TIME CAN NEVER DIMINISH THE PROFOUND DEBT THAT ALL AMERICANS OWE TO KRISTIAN MENCHACA FOR THE CHALLENGE HE UNDERTOOK AND THE IMMENSE SACRIFICE THAT HE RENDERED.

WHEREAS JUNE 16TH, 2024 MARKED THE 18TH ANNIVERSARY OF THE DEATH OF US ARMY PRIVATE FIRST CLASS, KRISTIAN MENCHACA OF BROWNSVILLE, PROVIDING A FITTING OPPORTUNITY TO REFLECT ON HIS LIFE AND THE SERVICE TO HIS COUNTRY.

WE ALL SUPERVISE ABOUT A TOTAL OF 3,000 INDIVIDUALS THAT ARE PLACED ON PROBATION.

WE ENFORCE THE CONDITIONS OF PROBATION.

PART OF THAT IS JUST MAKING A DIFFERENCE IN A SAFER COMMUNITY FOR OURSELVES AND FOR THE COMMUNITY HERE OF CALDWELL COUNTY AS WELL.

WE HAD ASSIST IN THE COLLECTIONS OF OVER $240,000 WORTH OF COURT ORDERED MONIES.

THAT'S RESTITUTION, COURT COSTS, ATTORNEY FEES, AND FINES AND THINGS LIKE THAT.

OUR TOTAL POPULATION, LIKE I SAID, IS ABOUT 3,000.

OUR REVOCATION RATE IS AMONG THE LOWEST IN THE STATE AS WELL, ROUGHLY ABOUT MAYBE 6 OR 7%, WHICH MEANS EVERY HUNDRED PEOPLE THAT ARE PLACED ON PROBATION, 94 SUCCESSFUL THROUGHOUT THE TERM OF THEIR PROBATION OR SO.
