I'M A CALDWELL COUNTY RESIDENT OF PRECINCT THREE.

AND THE REASON I'M HERE TODAY, IT'S ACTUALLY PEOPLE ADVISED ME TO COME HERE.

ONE OF THE REASONS I'M HERE IS I'VE BEEN PERSONALLY AFFECTED BY A LOT OF THE CELEBRATORY SHOOTINGS THAT YOU GUYS WE'RE TALKING ABOUT THE CAMPAIGN TRAIL, BUT PERSONALLY, WE HAVEN'T AFFECTED. I HAVE A LADY THAT IS ALSO COMING IN THAT AREA.

AND THE REASON IS I LIVE IN A SUBDIVISION, AND I BROUGHT, YOU KNOW, I LOOKED UP THE LAW AND IT SAYS THAT, YOU KNOW, THE CALDWELL COUNTY ADOPTED A LAW THAT THEY CANNOT SHOOT IN ACRES 2.1 OR LESS OR A SUBDIVISION.

WELL, I HAPPEN TO LIVE IN A SUBDIVISION.

MY PROBLEM IS WHEN MY NEIGHBORS LITERALLY NEXT TO ME, THEY SHOOT LIKE THEY'RE IN A WAR.

IT LITERALLY SOUNDS LIKE THAT BECAUSE THE SHOTGUNS, YOU KNOW, AR-15.

I CAN TELL THE DIFFERENCE ON GUNS.

I CALL THE SHERIFFS, AND NOBODY SHOWS UP.

AND SO I FINALLY TALKED TO THE SHERIFFS, AND THEY SAID, WELL, WE ONLY HAVE PERSONNEL, TWO PEOPLE AT NIGHT, AND THEN ONE PERSON ANSWERING THE PHONE.

SO SHORT STAFF, YOU KNOW, BUT MY NEIGHBORS ARE NOT IN THE RIGHT MIND BECAUSE WE COULD TELL THAT THEY'RE NOT, YOU KNOW, THEY'RE UNDER THE INFLUENCE OF SOMETHING.

AND SO TWO THINGS THAT I WANTED TO ADDRESS WAS THE FIRST THING IS, I KNOW THAT THE COUNTY IS ABLE TO SEND A LETTER STATING WHAT THE LAW SAYS, AND THAT WHAT'S ILLEGAL FOR A SUBDIVISION OR ACREAGE UNDER THE 2.1.

SO THAT WAS A REQUEST.

I'D LIKE TO ASK THE COUNTY TO DO THAT FOR US BECAUSE, LIKE I SAID, WE'VE BEEN PERSONALLY AFFECTED BY MY SON HAS BEEN WAKING UP SO MANY TIMES DURING THE MIDDLE OF THE NIGHT, 2 OR 3:00 IN THE MORNING. IT DIDN'T MATTER WHAT TIME IT IS.

IT COULD BE, YOU KNOW, 7:00.

SO THEY JUST START SHOOTING AND IT'S NOT SAFE BECAUSE THEY DON'T HAVE A PLACE SPECIFICALLY FOR THAT.

DOWN THE ROAD ON SKYLINE, YOU HAVE THE SAME THING.

SO ONE OF THE SHERIFFS DID LET ME KNOW THAT THEY SENT ONE TO THE SUBDIVISION IN KYLE OFF OF 21.

AND THAT DID STOP BECAUSE THEY SENT IT IN SPANISH AND ENGLISH.

AS YOU ALL KNOW, MAJORITY OF THE PRECINCT ON 21 AND 80.

IT'S HISPANIC. AND SO I HAPPEN TO LIVE THERE.

AND SO THE OTHER THING IS, I WANTED TO ALSO BRING TO YOUR ATTENTION IS THAT YOU CAN'T HAVE TWO PEOPLE RUNNING A PRECINCT, THREE, FOUR, YOU KNOW, A SKELETON CREW WHEN THERE'S SO MANY ISSUES ON THE WEEKEND HAPPENING LIKE THAT, BECAUSE, YEAH, I CAN REQUEST A CAR TO PARK THERE BECAUSE THEY HAVE TO PHYSICALLY SEE SOMEBODY SHOOTING IT IN ORDER FOR THEM TO TO GET A TICKET OR SOMETHING.

BUT THEN I TAKE AWAY FROM THE REST OF THE COUNTY WHEN IT WAS JUST 21, AND ANY ANYTHING ELSE, ANY RESOURCES THAT THEY MIGHT BE NEEDING.

SO IF I COULD JUST REQUEST, YOU KNOW, LIKE I SAID SOMETHING, THE LAW SAYING BY THE COUNTY TO ALL THE SUBDIVISIONS SPECIFICALLY BECAUSE I KNOW THERE'S MORE SUBDIVISIONS COMING INTO THE COUNTY, AND I KNOW THAT THERE'S ISSUES ALL OVER THE COUNTY AS FAR AS THE CELEBRATORY SHOOTING.

AND ONE NEIGHBOR RUINS IT FOR 30 NEIGHBORS.

OKAY, UNFORTUNATELY.

AND IT'S GOTTEN TO THAT POINT WHERE I'M STANDING HERE TODAY SAYING SOMETHING'S GOT TO BE DONE BECAUSE THESE PEOPLE ARE JUST NOT RESPECTING THE LAW.

HE'S FROM TCDS.

I KNOW THAT THROUGH THE GRAPEVINE THERE'S BEEN SOME DISCUSSION ABOUT INCREASING OUR EMPLOYER MATCH.

RIGHT NOW WE'RE AT 175%.

WE'RE WANTING TO CONSIDER HAVE THE COURT CONSIDER MOVING IT UP TO 225%.

RIGHT NOW IT'S JUST MORE.

TIM'S HERE TO KIND OF GIVE YOU GUYS A LITTLE BIT MORE INFORMATION ON WHAT THAT MIGHT LOOK LIKE.

THERE'S A FEW DIFFERENT SCENARIOS WE'VE RAN IN YOUR BACKUP.

YOU'RE GOING TO SEE A STAY AT THE 5% EMPLOYEE MATCH, WITH THE 225 INCREASE ON THE EMPLOYER SIDE WITH NO ADDITIONAL CONTRIBUTION. AND YOU'RE GOING TO WANT TO REALLY LOOK AT WHERE IT SAYS THE FUNDED RATIO AT THE BOTTOM.

SO AND THEN YOU'LL SEE THE OTHER SCENARIO, WHICH IS THE 5% WITH THE 225 INCREASE ON THE EMPLOYER SIDE WITH A $200,000 ADDITIONAL CONTRIBUTION, WHICH IS JUST GOING TO HELP INCREASE THAT FUNDED RATIO AT THE END OF IT.

AND THEN YOU HAVE THE 7% WITH THE SAME SCENARIO, YOU HAVE IT WITHOUT THE $200,000 ADDITIONAL CONTRIBUTION AND ONE WITHOUT IT.

WE ALSO PULLED UP THE PLAN CUSTOMIZER TO KIND OF RUN SOME DIFFERENT SCENARIOS, AND TIM'S GOING TO KIND OF GO THROUGH IT AND GIVE A LITTLE BIT MORE INFORMATION ON THAT.

SO IF YOU GUYS HAVE ANY QUESTIONS IN BETWEEN, JUST FEEL FREE TO INTERJECT.

WHAT I REALLY WANTED TO DO BEFORE I GET STARTED ON HERE, I WANT TO MAKE SURE THAT WE'RE ALL ON THE SAME PAGE ABOUT HOW THIS PLAN WORKS.

THE SIMPLEST WAY TO UNDERSTAND THIS PLAN IS THAT WE ARE AN ADVANCED SAVINGS PLAN.

SO WE'RE ALL SAVING FOR OUR FUTURE RETIREMENT.

THE EMPLOYEES ARE SAVING THE 5% OUT OF EACH PAYCHECK, AND WHEN THEY RETIRE, WHAT THEY HAVE SAVED, PLUS THE INTEREST EARNED, IS WHAT THEY ARE GOING TO BE ABLE TO RETIRE WITH.

LIKEWISE, THE COUNTY HAS PROMISED TO MATCH.

CURRENTLY, YOU'RE AT 175%, SO FOR EVERY DOLLAR THAT THE EMPLOYEE HAS SAVED, THE COUNTY IS GOING TO MATCH THAT $1.75. SO ULTIMATELY, WHEN THE RETIREMENT IS IN PLACE, WE'RE GOING TO COMBINE THE TWO.

AND THEN WE'LL MAKE A LIFETIME MONTHLY BENEFIT FOR EACH.

OKAY. SO BUT IT'S IMPORTANT TO REMEMBER THAT WE ARE AN ADVANCED SAVINGS PROGRAM BECAUSE WHEN WE LOOK AT THE PLAN CURRENTLY THE COUNTY IS PROVIDING OR SAVING IN ADVANCE FOR THE BENEFIT THAT YOU SEE ON THAT SCREEN.

IT'S A 5% THAT YOUR EMPLOYEES ARE SAVING.

AND THE 175% MATCH ANY TYPE OF PLAN CHANGE WILL AUTOMATICALLY INCREASE YOUR RATES. OKAY, BECAUSE IF YOU ARE PLANNING ON MOVING THIS MATCH TO 225%, YOU'RE CURRENTLY NOT SAVING FOR THAT.

SO WHAT WE HAVE TO DO IS WE HAVE TO ACTUALLY CALCULATE WHAT THE COUNTY NEEDS TO SAVE FOR THAT 225% MATCH.

THE TOOL THAT YOU SEE UP HERE IS WHAT WE CALL OUR PLAN CUSTOMIZER.

IT IS LOADED AND IT'S ABLE TO MAKE ANY TYPE OF CHANGES THAT THE COUNTY IS INTERESTED IN DOING AND DETERMINING AN EXACT COST FOR THE COUNTY STARTING IN TWO 2025.

SO NOT ONLY DO YOU KNOW WHAT THE COUNTY NEEDS TO SAVE FOR IN ADVANCE, BUT WHAT ALSO WHAT THE FUTURE COULD POSSIBLY HOLD IN STORE, BECAUSE THIS PLAN ALLOWS US TO MAKE PROJECTIONS INTO THE FUTURE AS WELL AS WHAT YOUR CURRENT RATE IS GOING TO BE.

SO WITH A 225% MATCH WITHOUT ANY OTHER CHANGES, YOUR RATE MOVES UP TO 7.29%. LET ME GET SOME.

AS YOU CAN SEE, YOUR FUNDED RATIO CONTINUES TO INCREASE BECAUSE ANY PLAN CHANGES THAT THE COUNTY MAKES HAS A CLOSED AMORTIZED PERIOD OF 15 YEARS.

SO WE'RE NOT GOING TO PASS THIS DOWN TO THE NEXT GENERATION.

WHAT WE'RE GOING TO DO IS WE'RE GOING TO WE'RE GOING TO INSTALL THIS NEW RATE WITH THE PLAN OF PAYING IT OFF IN 15 YEARS IF YOU JUST PAY THE REQUIRED RATE, OKAY.

SO YOUR RATES ARE GOING TO INCREASE A LITTLE BIT FOR THE NEXT FIVE YEARS.

THEY'RE GOING TO LEVEL OUT OVER THE NEXT TEN YEARS.

AND THEN THIS PLAN CHANGE IS GOING TO DROP DOWN TO THE NORMAL COST.

SO THERE'S NOT GOING TO BE ANY INCREASE.

AND THIS IS THERE IS AN END TO THE COST OF WHAT THIS PLAN IS.

THE BLUE BARS ARE WHAT THE FUTURE BENEFIT IF YOU DID MAKE A CHANGE TO THIS PLAN.

SO WHAT WE LOOK AT AND TO DETERMINE WHAT TYPE OF A BENEFITS YOU'RE RECEIVING, IS WHAT WE CALL REPLACEMENT RATIO.

HOW MUCH OF THAT FINAL SALARY OF EACH OF YOUR EMPLOYEES ARE THEY GOING TO BE ABLE TO REPLACE IN RETIREMENT.

SO IT GOES FROM 0% ALL THE WAY UP TO 100%.

AS YOU CAN SEE HERE, YOU'RE CURRENTLY OVER 50% AT YOUR CURRENT RATE.

IF YOU MOVE THIS RATE UP TO A 225% MATCH WITHOUT ANY OTHER CHANGES, THEN IT LOOKS LIKE IT'S GOING TO FAST APPROACH ABOUT 65 TO 70% OF THEIR FINAL SALARY IN RETIREMENT.

SO YOU'RE REALLY, BY MAKING A CHANGE LIKE THIS, YOU'RE REALLY BENEFITING YOUR STAFF, BUT NOT ONLY YOUR CURRENT STAFF, BUT IT'S ALSO WHAT YOU COULD POSSIBLY GET BY RECRUITING DIFFERENT STAFF.

I KNOW THAT HARRIS COUNTY EXCUSE ME, NOT HARRIS, HAYS COUNTY, TRAVIS COUNTY, FAYETTE COUNTY, THE SURROUNDING COUNTIES ALL ARE AROUND THAT 200% MARK THEMSELVES BY BEING ABLE TO OFFER A NICE RURAL SETTING, A SMALL TOWN SETTING, BUT STILL OFFER THE

SAME TYPE OF BENEFIT THAT THESE LARGER CITIES CAN DO CAN ACTUALLY PLAY A MAJOR ROLE IN RECRUITING FUTURE EMPLOYEES TO COME DOWN TO LOCKHART, TEXAS. AND NOT ONLY THAT, IF YOU THINK ABOUT YOUR CURRENT STAFF, YOU OFFER A LARGER BENEFIT LIKE THIS.

YOU'RE ALSO SAYING, HEY, WE KNOW WE'RE OFFERING WHAT ANY CITY CAN OFFER YOU RIGHT HERE.

IT WAS IT'S A GREAT RETENTION TOOL AS WELL.

OKAY. SO THIS IS JUST THE GENERAL HIGHLIGHTS OF THIS PLAN.

BUT WE TALKED WE TOYED WITH THE IDEA OF 7% RAISING THE EMPLOYEE CONTRIBUTION TO SEVEN.

I WOULDN'T MIND SEEING IF WE WERE CLOSE IN OUR CALCULATIONS OR NOT.

CERTAINLY. SO BY RAISING THE EMPLOYEE DEPOSIT RATE TO 7%, YOU'RE ALLOWING THEM TO SAVE MORE, OBVIOUSLY. BUT BY THEM SAVING MORE, THAT MEANS THAT THEY'RE GOING TO BE HAVING A LARGER SUM OF MONEY AT THE TIME OF RETIREMENT, WHICH IS GOING TO REQUIRE THE COUNTY, OF COURSE, TO SAVE MORE AS WELL.

SO THE COST IS GOING TO INCREASE ACCORDING TO THAT AS WELL.

SO IF WE WERE TO COME HERE AND DO THE 7%, COME BACK HERE AND DO THE 225%, AND THIS IS WITHOUT ANY TYPE OF ADDITIONAL CONTRIBUTION, YOUR RATE CURRENTLY IS 5.44%.

IT JUMPS UP TO 10.41%.

OKAY. SIMPLY BECAUSE THEY'RE SAVING MORE, YOU'RE ASKING FOR A LARGER MATCH.

YOU'VE GOT TO SAVE MORE YOURSELF.

ONE THING THAT I HAVEN'T TOUCHED ON, THAT I FEEL LIKE IT WOULD BE A GOOD TIME TO DO SO RIGHT NOW, IS THAT THIS PLAN ALLOWS FOR THE COURT A LOT OF FLEXIBILITY AND CONTROL. OKAY.

WE'RE GIVING YOU THESE RATES AND SAYING THIS IS HOW MUCH IT'S GOING TO COST.

BUT YOU DO HAVE AN OPPORTUNITY IF THE COURT OR THE COUNTY HAS ADDITIONAL MONIES NOT EARMARKED FOR ANY CERTAIN PROJECTS AT THE END OF THE YEAR, YOU CAN ALWAYS VOLUNTARILY APPLY A LUMP SUM OF MONEY TOWARDS THIS PLAN.

SO IF YOU THROW IN 50,000, 100,000, HALF $1 MILLION, WHATEVER IT IS THAT GOES TO REDUCING YOUR RATE DOLLAR FOR DOLLAR, THAT UNFUNDED LIABILITY THAT YOU SEE IN YOUR PLAN ASSESSMENT, THAT IS THE COST THAT HASN'T BEEN MATCHED OR MADE CURRENTLY.

IT WILL REDUCE THAT BY REDUCING THAT.

IT ALSO REDUCES THE COST OF THE PLAN.

ORIGINALLY IT WAS A 43 ACRE TRACT THAT DAVID AND MARISSA'S PARENTS OWNED, AND SO THEY LIVED OUT THERE ON THE PROPERTY FOR EIGHT YEARS IN A MANUFACTURED HOME. THEY HAVE NOW DECIDED THAT THEY WANTED TO BUILD A HOUSE.

SO IN APRIL 20TH 4TH TO 2024, THEY APPLIED FOR A FAMILY LAND GRANT WHERE THE FATHER HAD GIVEN HIS SON AND DAUGHTER IN LAW THE THREE ACRE TRACK. SO IN ORDER TO BE ABLE TO APPLY THAT, TO BE ABLE TO GET THE HOME LOAN, WELL, I GUESS WHEN THEY WENT IN TO DO THE HOME LOAN, FROM MY UNDERSTANDING THEY WERE DENIED BECAUSE OF THE FIVE YEAR PROVISION, BECAUSE I THINK THAT WITH THAT PROVISION ON THERE, THEY WERE STATING THAT THEY COULDN'T USE THAT AS COLLATERAL FOR THE LOAN.

SO AT THIS TIME, THEY'VE APPLIED FOR A VARIANCE, REQUESTING THE FIVE YEAR PROVISION TO BE REMOVED FROM THE FAMILY LAND GRANT.

WHEREAS COUNTY CURRENTLY HAS A NUMBER OF CONTRACTS WITH XEROX FINANCIAL SERVICES LLC AND XEROX BUSINESS SOLUTIONS.

SOUTHWEST AUSTIN XEROX FOR THE LEASING AND MAINTENANCE OF REPRODUCTION EQUIPMENT.

THE COUNTY HAS HAS BEEN EXPLORING ALTERNATIVES TO IMPROVE THE EFFICIENCY AND RELIABILITY OF COPYING AND REPRODUCTION SERVICES TO THE VARIOUS COUNTY PERSONNEL.

TOSHIBA FINANCIAL SERVICES.

TOSHIBA HAS MADE A THOROUGH REVIEW OF THE REPRODUCTION NEEDS OF THE COUNTY PERSONNEL, AND HAS MADE A PROPOSAL TO THE COUNTY TO REPLACE THE XEROX EQUIPMENT WITH EQUIPMENT SUPPLIED BY TOSHIBA ON FAVORABLE ECONOMIC TERMS, AND TO MAKE A ONE TIME PAYMENT TO THE COUNTY IN THE AMOUNT NECESSARY TO PAY OFF THE REMAINING LEASE BY PAYMENTS.

RE RELEASE LEASE PAYMENTS FOR THE XEROX SUPPLIED EQUIPMENT.

THE PAYMENT TOSHIBA IS A MEMBER OF THE TEXAS SMART BUY MEMBERSHIP PROGRAM, A COOPERATIVE PURCHASING PROGRAM EXEMPT FROM COMPETITIVE BIDDING PURSUANT TO SECTION 22 71.102 OF THE TEXAS LOCAL GOVERNMENT CODE.

AND WHEREAS COMMISSIONERS COURT BELIEVES THAT IT IS IN THE BEST INTEREST OF THE COUNTY AND TO LESSEN THE TAX BURDEN ON THE CITIZENS OF THE COUNTY, THAT WOULD RESULT FROM THE CHANGE IN COPYING AND REPRODUCTION SERVICES THAT XEROX CONTRACTS BE TERMINATED, AND THAT THE COUNTY ENTER INTO A CONTRACT WITH TOSHIBA FOR THE PROVISION OF REPRODUCTION EQUIPMENT AND SERVICES AND THE PAYMENT.

SO WE JUST DECIDED THAT IT MIGHT BE TIME TO START LOOKING FOR ANOTHER VENDOR.

WE WERE APPROACHED BY WEX AND THEY WERE ABLE TO PROVIDE A PROPOSAL TO THE COUNTY SHOWING THAT BY SWITCHING VENDORS, WE WOULD BE ABLE TO SAVE ABOUT $1,000 A MONTH, WHICH OVER TIME THAT DOES ADD UP.

THE ORIGINAL PLAN WAS WITH THOSE EXTRA VEHICLES TO EITHER RETURN THEM TO ENTERPRISE OR IF THEY WERE COUNTY ASSETS, TO AUCTION THEM OFF.

THE COG RECOGNIZED THAT WAS GOING TO BE A BURDEN ON ON THE RURAL COUNTIES AND MADE MONEY AVAILABLE AND CONTINUE TO MAKE IT AVAILABLE FOR US, BUT WE DO HAVE TO DO A RESOLUTION EACH YEAR TO ACCEPT THE ACCEPT THE MONEY AND IT'S VERY SHORT.

I'LL GO AHEAD AND READ IT. RESOLUTION 23 2024 AUTHORIZING THE COUNTY TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE CAPITAL AREA COUNCIL OF GOVERNMENTS FOR THE MAINTENANCE AND UPDATING OF AREAS 911 GIS DATABASE.

WHEREAS PURSUANT TO CHAPTER 791 TEXAS GOVERNMENT CODE, THE COUNTY MAY ENTER INTO AN INTERLOCAL AGREEMENT WITH OTHER LOCAL GOVERNMENTS, AND THE COUNTY HAS DETERMINED THAT IT'S IN THE BEST INTEREST OF THE COUNTY AND ITS CITIZENS TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE CAPITAL AREA COUNCIL OF GOVERNMENTS FOR THE MAINTENANCE AND UPDATING OF THE 911 GIS DATABASE.
