AND I KNOW THIS ONLY BECAUSE WE LOOKED WHEN WE BOUGHT OUT THERE BECAUSE I DIDN'T WANT TO HAVE TO DEAL WITH AN UNAFFILIATED ROAD.
AND SO THAT'S BEEN A COUNTY ROAD.
I THINK THE EVIDENCE SAYS FOR LITERALLY DECADES.
THERE ARE PROPERTY SURVEYS GOING OUT THERE THAT SAY THE SAME THING THAT IDENTIFY THAT AS A COUNTY ROAD.
AND ANECDOTAL EVIDENCE, THE ALLIANCE PIPELINE THAT WAS WORKING OUT THERE.
THE GUYS USED ALL OF SANDHILL ROAD, INCLUDING THE GRAVEL SECTION OUT TO KNL RANCH.
AND ONE WOULD ASSUME THEY DID THEIR DUE DILIGENCE ON RIGHT OF WAYS AND ACCESS THAT THEY WEREN'T TRESPASSING FOR TWO YEARS BECAUSE THEY DID NOT HAVE THE PRIVATE RESIDENTS OUT THERE PERMISSION IF THAT WERE IF WE WERE TO ASSUME THAT WAS A PRIVATE ROAD, THEY DIDN'T HAVE PERMISSION TO DO SO.
SO I THINK THE EVIDENCE IS CLEAR THAT IS A COUNTY ROAD.
SO THAT THAT STANDS ON ITS OWN.
ANOTHER ARGUMENT AGAINST THE MAINTENANCE THAT WE'VE HEARD IS THAT THE ROAD IS TOO NARROW.
IT DOESN'T MEET COUNTY STANDARDS AND SIMILAR JUSTIFICATIONS.
BUT I THINK THOSE ARE ACTUALLY THE BEST ARGUMENTS FOR TAKING THE ROAD INTO THE COUNTY MAINTENANCE BECAUSE IT REALLY LEADS US TO THE REAL CRUX OF THE MATTER,

THE REAL THRUST OF THE POINT, AND THAT'S THE SAFETY AND POTENTIAL LIABILITY THAT FOR THAT COUNTY ROAD.SO WE'VE SEEN THIS BEFORE THE COLONY LINE TRAIL DEVELOPERS IMPROVED THE ROAD, AND WE'VE SEEN IT AFTER THE PIPELINE GUYS WERE DOING THEIR WORK.
IF THAT ROAD IS NOT MAINTAINED, THE CONDITIONS IT JUST DETERIORATES TO JUST DEPLOORABLE CONDITIONS.
AND SO THE PROBABILITY OF A SIGNIFICANT ACCIDENT JUST INCREASES DRAMATICALLY WHEN THAT ROAD DETERIORATES.
AND OF COURSE, THERE'S THE RISK OF INJURY, OF COURSE, IS THERE, BUT ALSO, UNFORTUNATELY, IN TODAY'S ENVIRONMENT, THE POTENTIAL OF LIABILITY FOR THE COUNTY.
ACCESSIBILITY FOR EMERGENCY VEHICLES ALSO DECREASES DRAMATICALLY AS THAT ROAD CONDITION DECAYS.
THERE'S FARM RANCH, HUNTING ACTIVITY OUT THERE WITH HIGHER THAN NORMAL RISK OF INJURY.

AND THERE'S A MAJOR PARKING AND ACTIVITY AT THE DROP POINT FOR THOSE CHILDREN THAT LIVE FURTHER OUT ON SANDHILL ROAD.
AND THAT SPACE IS SIMPLY NOT SUITABLE FOR THAT DROP POINT FOR THE BUSES.
THAT IS TRULY A BIG TIME HAZARDOUS CONDITION RIGHT THERE AND PROBABLY THE WORST CASE SCENARIO OF A CHILD GETTING HURT BECAUSE OF JUST JUST INADEQUATE FACILITIES THERE TO HANDLE THAT DROP POINT AND THE TRAFFIC AND THE CHILDREN IN AND OUT OF THE BUSES.

I PURCHASED MY PROPERTY IN FEBRUARY OF 2018.
AT THAT TIME, WE DIDN'T HAVE TRASH SERVICE OUT THERE.
WE DIDN'T HAVE AMAZON, WE DIDN'T HAVE UPS.
WE DIDN'T HAVE FEDEX. WE ALSO HAD A HANDFUL OF FULL TIME RESIDENTS.
JUST WITHIN KL RANCHES, WE HAVE 20 FULL TIME RESIDENTS NOW.
WE HAVE THREE DIFFERENT TRASH SERVICES THAT COME OUT THERE.
THOSE DELIVERY VEHICLES, THEY DON'T CARE ABOUT THE CONDITION OF THE ROAD.
THEY CREATE A HAZARDOUS CONDITION.
FOR DECADES, THE RESIDENTS OF KANO RANCH HAVE MAINTAINED SAND HILL ROAD, BASICALLY FROM KANO RANCH ALL THE WAY DOWN TO THE ASPHALT WHERE THE COUNTY MAINTENANCE ENDS.
I'M HERE ASKING FOR YOUR SUPPORT AND HAVING THE COUNTY ADOPT THE MAINTENANCE OF SAND HILL ROAD, THE FULL 1.3 MILES FROM THE ASPHALT TO THE BEGINNING OF KANO RANCH.
WE CAN NO LONGER KEEP UP WITH THE DETERIORATION OF THE ROAD.
IT'S A SIGNIFICANT SAFETY HAZARD NOW.
THERE'S PLACES WHERE VEHICLES, THEY CAN'T PASS, THERE'S BLIND CORNERS, THERE'S HILLS WHERE YOU CAN'T SEE, AND THERE'S VEHICLES JUST FLYING THROUGH THERE.
WE ALSO HAVE SIGNIFICANT TRAFFIC PEOPLE CUTTING THROUGH KANO RANCH THAT FROM THE AREA BEHIND US OFF SAND HILL ROAD.
WE'VE TRIED TO MITIGATE THAT THE OWNERS OF KANO RANCH BY CLOSING OUR GATES, LOCKING OUR GATES.
WE'VE HAD OUR LOCKS CUT, WE'VE HAD THE HINGES OFF OUR GATES CUT.
SO AS OF NOW, WE HAVE MASSIVE NO TRESPASSING SIGNS, BUT WE HAVE NO WAY TO ENFORCE IT.
I KNOW SOME OF YOU HAVE BEEN OUT THERE AND YOU'VE SEEN THE TRAFFIC.
I ALSO HAVE A UNIQUE PERSPECTIVE I BECAME A MINORITY PARTNER IN THE RANCHES OF COLONY LINE TRAIL WHEN I LEARNED AT THE 11TH HOUR THAT SUBDIVISION WAS ABOUT TO HAPPEN, AND I KNEW THE DEVELOPER THAT WAS DOING IT.
PART OF THE IMPROVEMENTS THAT WE DID TO NOT ONLY GET THE SUBDIVISION PASSED, BUT TO MAKE IT ATTRACTIVE TO THE PEOPLE THAT WE'RE GOING TO BUY THE LOTS.
WE PUT 8 " OF MATERIAL DOWN FROM CALLING A LINE TRAIL ALL THE WAY DOWN TO THE ASPHALT.
THAT MATERIAL IS GONE. IT'S BEEN DESTROYED BY A LINES PIPELINE.
THEY CAME BACK IN, THEY PUT ABOUT 3 " OF MATERIAL DOWN.

IT'S NOT ADEQUATE.AND WE HAVE A SIGNIFICANT AMOUNT OF WASHOUTS NOW BECAUSE OF THEIR EASEMENT THAT THEY DID FOR THE PIPELINE.
IT'S JUST SAND. VEGETATION IS NOT GROWING BACK YET.
AND SO ANYTIME WE HAVE A RAIN EVENT, THE WATER JUST RUSHES OFF THE PROPERTY.
THERE'S A BIG AREA OFF NICHOLSON RANCH WHERE IT'S JUST TURNED INTO MUD ON THE ROAD.
IT'S THE WATER FLOW SO FAST IT'S ERODING THE ROAD AWAY.
IT'S CUTTING ACROSS THE ROAD, AND THERE'S GOING TO BE AN ACCIDENT OUT THERE.
WE'VE ALREADY HAD ISSUES WITH 53 NIGHT LANE, I THINK, IF YOU REMEMBER THAT, WHERE I HAVE LETTERS FROM FIRE AND EMS ALREADY SHOWING CONCERNS, AND THIS WAS A COUPLE OF YEARS AGO BEFORE ALLIANCE EVEN GOT GOING ABOUT RESPONSE TIMES OUT IN THE AREA.
WE HAD AN AGREEMENT WITH THE PREVIOUS COMMISSIONER THAT WE WOULD START DISCUSSING THE COUNTY TAKING OVER THE ROAD ONCE WE HAD DONE THE IMPROVEMENTS ON IT.
IT'S A LOT EASIER FOR THE COUNTY TO START MAINTAINING THE ROAD THAN TO ACTUALLY HAVE TO BUILD IT UP.
ONE OF THE AGREEMENTS THAT WE HAD MADE IS WE HAD CREATED A TURNAROUND AT THE RANCHES OF THE COLONY LINE TRAIL SO THAT THE SCHOOL BUS WOULD COME IN, THEY COULD DO THE TURNAROUND THERE AND THEN PICK UP THE MAJORITY OF THE STUDENTS THAT LIVE ON WHITE SANDS, INSTEAD OF THEM HAVING TO PARK DOWN AT THE ASPHALT AND CREATE THE SAFETY HAZARD THAT MR. JEWELL DISCUSSED.
I AM NO LONGER AFFILIATED WITH THE SUBDIVISION.
ALL THOSE TRACKS HAVE BEEN SOLD, BUT THOSE OWNERS HAVE AGREED TO ALLOW THE BUSES TO TURN AROUND THERE TO PICK UP STUDENTS OF WHITE SAND SO WE CAN ALLEVIATE THE SAFETY ISSUE DOWN AT THE ASPHALT.

THE LAND HAS BEEN IN MY FAMILY FOR FOUR GENERATIONS, AND MY DAUGHTER, WHO IS CURRENTLY IN THE PROCESS OF SURVEYING NEXT TO US WOULD BE THE FIFTH GENERATION.
I DON'T KNOW IF YOU'VE EVER DRIVEN ON OUR LITTLE ONE LANE COUNTRY ROAD, OR IN THE PAST, KNOW IT AS ROLLER COASTER HILL, WHICH WAS BY HANGMAN'S TREE. IF YOU KNOW, YOU KNOW.
BUT WE ENJOY BEAUTIFUL VIEWS IN THE QUIET COUNTRY LIFE WE SOUGHT WHEN MOVING THERE, WHICH IS THE HEART OF WHY WE DO NOT WANT THE LIFE WE CHOSE, MARRED BY TOXIC CHEMICALS IN THE AIR, LAND, AND WATER, NOISE AND LIGHT POLLUTION, NOR THE DANGEROUS TRAFFIC CONDITIONS THAT THIS PLANT WILL CAUSE.
CONCRETE PLANTS, EVEN THOSE THAT HAVE LOW EMISSIONS ARE A SOURCE OF TOXIC AIR POLLUTION IN SPITE OF THEIR BEST EFFORTS.
THIS ALSO CAN BE FAR REACHING WITH DOCTOR CRAWFORD CITING THAT ANYONE RESIDING WITHIN 5 MILES IS IN THE EXTREME DANGER ZONE AND WITHIN 20 MILES THE DANGER ZONE.
JUST FOR REFERENCE, 5 MILES ENCOMPASSES EVERY ONE OF OUR ELEMENTARY SCHOOLS EXCEPT PLUM CREEK AND ABS.
CONCRETE PLANT, SUCH AS THE ONE POSED BY LAUREN CONCRETE, RELEASE DAILY A HOST OF CHEMICALS AND PARTICULATE MATTER HARMFUL TO THE GENERAL POPULATION.
THESE CHEMICALS ARE ATTRIBUTED TO A HOST OF HEALTH CONCERNS SUCH AS RESPIRATORY PROBLEMS. FINE PARTICULATE MATTER AND DES CAN IRRITATE THE NOSE, THROAT, AND LUNGS, WHICH CAN EXASPERATE ASTHMA OR EVEN CAUSE IT, EXPOSURE TO THE PARTICULATE MATTER CAN PENETRATE THE LUNGS CAUSING MORE SERIOUS EFFECTS SUCH AS SCAR, SHORTNESS OF BREATH, AND LOSS OF LUNG FUNCTION.
CANCER HAS ALSO BEEN NOTED, AND CEMENT PLANTS HAVE BEEN LINKED TO AN INCREASED RISK OF CANCER, PARTICULARLY RESPIRATORY TRACT CANCER, BLADDER CANCER, AND SKIN CANCER.
WE DOCUMENTATION OF HOUSTON'S CONCRETE PLANT HEALTH ISSUES, NOTED INCREASED CARDIOVASCULAR AND RESPIRATORY HOSPITAL ADMISSIONS AND RESIDENTS SURROUNDING CONCRETE PLANTS.
ALSO NOTED, AS A RESULT OF HOUSTON'S POOR ZONING PROBLEMS, WHERE 5,200 PREMATURE DEATHS IN 2015 ALONE, NUMEROUS HEALTH PROBLEMS FROM VOLATILE ORGANIC COMPOUNDS, ALL OF WHICH WERE DOCUMENTED BY THE HARRIS COUNTY POLLUTION CONTROL DIRECTOR BABIN HAVE ALSO BEEN NOTED.
IT IS MY HOPE THAT THE GOVERNING BODIES OF CALDWELL COUNTY AND THE CITY OF LOCKHART SHOW GREATER CONCERN FOR THE HEALTH AND SAFETY OF ITS CONSTITUENTS.
ALL THE AFFIRMATION AIRBORNE CHEMICALS ARE ALSO A CONCERN FOR OUR WATERSHED.

ALSO CONCERN FOR US IS A LIGHT AND NOISE POLLUTION WITH NUMEROUS RESIDENTS RESIDING WITHIN 440 YARDS.
CONCRETE PLANTS ARE KNOWN TO BEGIN THEIR DAY AT TWO OR THREE IN THE MORNING AND SOMETIMES RUN THROUGH THE NIGHT.
THE NOISE AND LIGHT ALONE WILL MAKE THE LIVING RESIDENTS THERE UNTENABLE.
LASTLY, FOR THOSE WHO HAVE DRIVEN BY OUR LITTLE PIECE OF COUNTRY,

IT IS A GRAVE CONCERN THAT 18 WHEELERS, CEMENT TRUCKS, AND OTHER HEAVY EQUIPMENT WILL BE TRAVELING ON IT.
THERE ARE BLIND SPOTS ON BOTH OLD FENRIS AND HIGHWAY 20, WHERE NUMEROUS ACCIDENTS HAVE OCCURRED.
IN ADDITION TO THAT, THE AIR AND WATER POLLUTION FROM THE HEAVY EQUIPMENT WILL ALSO BE A CONCERN.
OUR NEIGHBORS ALSO HAVE GANG CHILDREN AND THE LST BUS ROUTE WILL HAVE TO NAVIGATE THE SAME NARROW ROAD AS USE TRUCKS CREATING EVEN MORE SAFETY CONCERNS. THANK YOU FOR YOUR TIME.

OKAY? IF THE LIEUTENANT GOVERNOR OF TEXAS IS CONCERNED WITH THE HEALTH OF THIS BASICALLY COMES OUT OF THE HOUSTON MARKET IS WHERE THE STUDIES HAVE BEEN FOUND AND WHERE THEY'RE HAVING EXTREME CONCERNS WITH HEALTH ISSUES AROUND THESE PLANTS WITHIN FIVE TO 10 MILES.

FAMILIES THAT LIVE NEAR HOLD CONCERNS WITH THE VIBRATIONS FROM THE PLANT, TRAFFIC, AND OTHER HEAVY MACHINERY THAT WILL BE NOT ONLY ON THAT ROAD, BUT ON THE PROPERTY, WHICH IS ABOUT 25 FEET FROM THAT PIPELINE, AND HOW THAT MIGHT AFFECT IT FROM GAS LEAKS, EQUIPMENT, MALFUCTION, OR EVEN EXPLOSIONS OF THE PIPELINE.
ALONG WITH THE PIPELINE, PLEASE TAKE INTO CONSIDERATION EVERY OTHER ENVIRONMENTAL AND COMMUNITY CONCERN INTO CONSIDERATION, AND I APPRECIATE YOUR TIME.

THEN IN 001, 2140, 1040 CLERICAL AND ASSISTANCE FOR THE TAX OFFICE.
WE ADDED A NEW FULL TIME EMPLOYEE OF 40,000 AND ONE PART TIME EMPLOYEE FOR 30,000.
THEN THE SO IN JAIL SALARIES, THERE WERE SOME INCREASES.
THE COURTHOUSE SECURITY IS GETTING A 5% INCREASE FROM LAST YEAR.

YOU DO HAVE TO ASSIST COMMUNITY IN SOME WAY AS FAR AS AGED HOMES THAT NEED NEW ROOFING OR SOLAR PANELS TO BE MORE EFFICIENT.
WINDOWS, ANYTHING THAT'S ENERGY EFFICIENT LIKE APPLIANCES SO THAT IS A PIECE THAT THEY DO REQUIRE, WE INCORPORATE IN SOME KIND OF WAY.
WE WOULD MORE THAN LIKELY NEED TO PARTNER WITH A NONPROFIT TO ASSIST US WITH DIRECTING US TO WHO NEEDS THOSE FUNDS AND HOW WE WOULD GO ABOUT THAT.
WE CAN ALSO USE THE FUNDING FOR DRAINAGE AND WASTEWATER TYPE PROJECTS.
WE ARE ASKING TO APPLY FOR THIS RIGHT NOW, BUT WE WILL NEXT COURT BE BRINGING BACK PERMISSION TO GO AHEAD AND HIRE FOR A GRANT ADMINISTRATOR.
