KEEP GOING. I APPRECIATE THE OPPORTUNITY TO SPEAK BRIEFLY ON BEHALF OF THE SCHOOL DISTRICT REGARDING THE CONDITION OF GREENHOUSE ROAD.

OVER THE LAST THREE YEARS, I'VE DIRECTLY OBSERVED THE DETERIORATING ROAD CONDITIONS AND WOULD LIKE TO EMPHASIZE THE IMPORTANCE OF THE COURT ASSUMING RESPONSIBILITY FOR THIS ROAD TO ENHANCE SAFETY FOR THE STUDENTS AND CHILDREN RESIDING IN THE AREA.

AS THE ROAD CONTINUES TO DETERIORATE, WE SEE DAILY REPERCUSSIONS ON THE STUDENTS WE TRANSPORT AS WELL AS ON OUR DRIVERS THAT DRIVE DOWN THE ROAD AND ALSO THE VEHICLES.

IN THE LAST THREE YEARS, TWO OF OUR DRIVERS HAVE TAKEN MEDICAL LEAVE DUE TO BACK ISSUES ARISING FROM THE DAILY TRAVEL UP AND DOWN GREENHOUSE ROAD.

ADDITIONALLY, WE HAVE HAD INCIDENTS INVOLVING STUDENTS, INCLUDING ONE STUDENT THAT HAS HURT THEIR HEAD BY HITTING THE WINDOW DUE TO THE ROAD CONDITIONS.

FURTHERMORE, SEVERAL OF OUR BUSSES HAVE REQUIRED PREMATURE PREVENTATIVE MAINTENANCE ON THEIR SUSPENSION SYSTEMS DUE TO THE DAILY TRAVEL OF GREENHOUSE ROAD.

I RESPECTFULLY URGE THE COURT OF COMMISSIONERS TO TAKE ACTION REGARDING THE MAINTENANCE OF GREENHOUSE ROAD.

THE INTERSECTION OF STATE HIGHWAY 142 AT GREENHOUSE ROAD IS NOT SAFE FOR US TO LOAD AND UNLOAD STUDENTS, SO WE HAVE NO CHOICE BUT TO DRIVE UP AND DOWN GREENHOUSE ROAD.

YOUR ASSISTANCE IN ENSURING THE MAINTENANCE OF THIS ROAD WOULD BE GREATLY APPRECIATIVE AND CONTRIBUTE TO THE SAFETY OF THE CHILDREN THAT WE TRAVEL AND PICK UP AND TAKE TO SCHOOL EVERY DAY. THANK YOU FOR YOUR TIME.

WE REALLY, REALLY NEED THAT ROAD REPAIRED BADLY.

IT'S NOTHING BUT POTHOLES.

IT'S LIKE LIVING IN A THIRD WORLD COUNTRY.

WE GOT 18 WHEELERS.

WE GOT COMMERCIAL VEHICLES GOING IN AND OUT EVERY DAY.

EVERY DAY.

WE GOT DUST ON THE ROAD ALL THE TIME.

WHEN IT RAINS, THE WATER JUST STANDS THERE FOR 3 OR 4 DAYS.

TURNS INTO A MOSQUITO HAVEN.

LIKE THIS GENTLEMAN SAID BEFORE ME, KIDS, WHEN THEY GO IN AND OFF THE BUS, THEY STEP IN THE POTHOLES.

YOU CAN JUST SEE THE BUS ROCKING.

WE AT GREENHOUSE ROAD, WE MAINTAIN IT NOW.

WE PITCH IN MONEY TOGETHER.

ONE OF OUR NEIGHBORS IS HAS COMMERCIAL VEHICLES, AND HE PAVES THE ROAD FOR US.

OKAY, WE FIX IT ONE DAY, THE 18 WHEELERS COME THE NEXT DAY AND TEAR IT UP, AND THIS HAS BEEN GOING ON FOR A LONG TIME.

NOW, I UNDERSTAND THAT BEFORE I MOVED THERE EIGHT YEARS AGO, THAT THE COUNTY WAS GOING TO DO THE MAINTENANCE ON IT, BUT ONE OF OUR RESIDENTS DID NOT

WANT TO PROVIDE THE EASEMENT FOR THE COUNTY TO GO IN THERE AND UPGRADE THE ROAD.

SO I DON'T KNOW WHAT WE CAN DO ABOUT THAT, BUT WE SURE WOULD LIKE TO GET YOUR HELP IN HELPING US AT LEAST GET THAT ROAD PAVED MAINTAINED AND KEEP IT SAFE FOR THE PEOPLE THAT LIVE THERE.

BECAUSE THE AREA IS GROWING AND WE'RE SEEING MORE PEOPLE MOVE THERE, AND THE MORE TRAFFIC AND THE MORE PEOPLE IT'S GOING TO MAKE THAT ROAD MORE DANGEROUS IF IT STAYS LIKE IT IS.

YES, JUDGE AND COMMISSIONERS, I JUST WANTED TO LET THE COURT KNOW THAT MY OFFICE DID A PROCEDURE AND CASH AUDIT ON THE TAX OFFICE ON SEPTEMBER 11TH, AND I WANTED TO KIND OF GO THROUGH SOME OF THOSE IMPROVEMENTS THAT THEY'VE MADE FROM THE PREVIOUS YEAR.

THERE HAVE BEEN SIGNIFICANT IMPROVEMENTS WITHIN THE TAX OFFICE REGARDING CASH HANDLING, SAFEGUARDING OF REVENUE AND OFFICE SECURITY.

THE TAX OFFICE TOOK THE LAST RECOMMENDATION TO ELIMINATE THE PERSONAL PETTY CASH, THEN WITHDREW FUNDS TO CREATE A PROPER PETTY CASH REGISTER AND PROCESS.

THERE HAVE BEEN IMPROVEMENTS WHEN PROCESSING VOIDS.

PRIOR TO THE LAST YEARS AUDIT, VOIDS WERE NOT REPORTED TO THE AUDITOR'S OFFICE.

THE TAX OFFICE IS NOW REPORTING ALL VOIDS, WHICH HELPS THE RECONCILIATION PROCESS IN THE TREASURER AND AUDITOR'S OFFICE.

THERE ARE SUBSTANTIAL IMPROVEMENTS DURING CLOSEOUT AND END OF DAY PROCEDURES.

THE TAX OFFICE HAS IMPLEMENTED A SECONDARY CLERK SIGN OFF ON THE RECONCILIATION PROCESS FOR EACH CLERK AT THEIR STATION, AND EACH CLERK IS NOW CROSSCHECKING, MAKING NOTES OF SHORTAGES, OVERAGES, AND THEN SIGNING OFF BEFORE PLACING THEIR DAILY DEPOSITS IN THE SAFE, AND THE TAX OFFICE ALSO PURCHASED A FIREPROOF AND WATERPROOF DIGITAL SAFE.

PRIOR TO THE AUDIT LAST YEAR, THERE WASN'T A SAFE FOR DEPOSITS TO BE PLACED AT THE END OF THE DAY AND THE TAX OFFICE HAS ALSO CREATED AN ENCLOSED OFFICE AREA, AND THIS ELIMINATES THE SECURITY CONCERN WHERE THE TAX THE TAX ASSESSOR WAS RECONCILING AND COUNTING CASH IN THE OPEN IN FRONT OF CUSTOMERS BEHIND A SMALL PARTITION PARTITION WHERE SHE WAS STILL VISIBLE.

THIS WILL ALSO CREATE A SAFE PLACE FOR SUPERVISORS TO HAVE PRIVATE CONVERSATIONS WITH STAFF AND OTHER COUNTY OFFICIALS.

THIS OFFICE ALSO NOW HAS THE ABILITY TO BE LOCKED ALONG WITH THE SAFE INSIDE, CREATING ADDITIONAL SECURITY FOR THE CASH, AND AT THE TIME OF THE SURPRISE CASH COUNTS, ALL COLLECTIONS WERE ACCOUNTED FOR FOR THE CALDWELL COUNTY TAX ASSESSOR'S OFFICE.

WE'D LIKE TO COMMEND THE TAX ASSESSOR, COLLECTOR AND HER STAFF FOR THEIR CONTINUOUS EFFORTS AND IMPROVEMENTS TO ENSURE THEIR EFFICIENCY IN THE CLOSE OUT PROCESS AND SECURITY OF COLLECTIONS FOR THEIR CUSTOMER SERVICE, AND FOR THEIR COOPERATION AND ASSISTANCE DURING THIS AUDIT.

GREAT. I'D ALSO LIKE TO ADD THAT, SINCE YOU'VE TAKEN OVER DANIE AND YOUR STAFF WE WEREN'T DOING A VERY GOOD JOB PRIOR TO THAT OF AUDITING OUR DEPARTMENTS, AND NOW THEY'VE ALL BEEN AUDITED, AND WHEN THERE ARE FINDINGS, THEY THEY DO A GREAT JOB, JUST LIKE YOU HEARD JUST NOW OF CORRECTING THAT, WHICH IS THE WHOLE POINT OF HAVING AN AUDITOR'S OFFICE, IS TO MAKE SURE THAT WE'RE FOLLOWING OUR PROCEDURES AND DOING THINGS PROPERLY.

IT'S BEEN A STANDING SITUATION OUT IN CALDWELL COUNTY FOR YEARS AND YEARS.

THE COUNTY IN THE PAST HAS VOTED TO ACCEPT THIS ROAD.

ON AT LEAST TWO OCCASIONS THAT I KNOW OF, AND THE ONE I THINK WAS MENTIONED EARLIER WHERE IT WAS CONTINGENT UPON DEDICATION OF RIGHT OF WAY OUT THERE AND THERE WAS A HOLD UP AND THAT DIDN'T GET DONE, I GUESS, BUT IT'S A SERIOUS SITUATION.

IT'S A SAFETY SITUATION.

I MET OUT THERE WITH SAN MARCOS ISD TRANSPORTATION PERSON AND THEY, THEY ACKNOWLEDGED OR TOLD ME STORIES THAT ARE THAT ARE TERRIBLE OUT THERE WHERE, WHEN THE ROAD GETS TO THE CONDITION IT'S IN, THEY HAVE TO PICK THE KIDS UP AT 142 AND GREENHOUSE ROAD, AND THERE'S NO PLACE TO TURN AROUND THERE.

IT'S AN UNSAFE SITUATION AND IT'S GOING TO RESULT IN AN INJURY THERE THAT WE DON'T WANT TO SEE HAPPEN.

THE ROAD DOES HAVE A ACCESS EASEMENT ON ITS ENTIRE LENGTH.

RIGHT NOW AND SUBDIVISIONS OVER THE YEARS, I KNOW OF TWO THAT I PULLED.

I IMAGINE THERE'S MORE HAVE DEDICATED RIGHT OF WAY ON THE ROAD.

SO THERE ARE STRETCHES THAT HAVE ACTUAL PUBLIC RIGHT OF WAY DEDICATED, BUT COULD I JUST ASK EVERYBODY TO STAND UP THAT'S OUT THERE THAT'S IN THE AUDIENCE TODAY.

I KNOW WE'VE GOT QUITE A FEW AND THANK YOU ALL, BUT I WOULD LIKE TO MAKE A RECOMMENDATION TODAY THAT WE ACCEPT AND ADOPT GREENHOUSE ROAD AS AN AMENDMENT TO THE OFFICIAL COUNTY MAP AS BEING A COUNTY ROAD MAINTAINED.

IT'S A SITUATION THAT'S COMMON THROUGHOUT THE COUNTY.

WE HAVE ALL TYPES OF ROADS THAT ARE EASEMENTS, EVEN SOME THAT DON'T HAVE EASEMENTS THAT ARE PRESCRIPTIVE RIGHTS.

SO THIS IS ACTUALLY BETTER THAN, THEN A LOT OF THE SITUATIONS OUT THERE, BUT I RECOMMEND ARE YOU READY FOR A MOTION, JUDGE, AND THEN WE CAN.

YEAH, AND THEN WE CAN HAVE SOME DISCUSSION BECAUSE I'VE GOT SOME THOUGHTS ON THIS AND THAT I WANT TO MAKE SURE THAT WE DO AND WE MAY HAVE TO AMEND THE MOTION.

THEY HAVE A COUPLE OF DIFFERENT CATEGORIES THAT YOU CAN APPLY FOR, AND YOU CAN APPLY FOR ALL OF THEM.

THERE'S NOT A MINIMUM OR MAXIMUM.

AFTER SPEAKING WITH SARAH AND VETERAN SERVICES, WE'RE THINKING ABOUT GOING AFTER THE GENERAL ASSISTANCE THAT WILL HELP WITH MORTGAGE AND RENT.

IT WILL HELP WITH UTILITIES, FOOD, TRANSPORTATION, ALL OF THE SAME THINGS THAT WE'VE PRETTY MUCH BEEN USING THE ARPA FUNDING FOR.

SO BY THE TIME THIS GRANT GETS ROLLED OUT THE ARPA FUNDING WILL PROBABLY BE COMING TO AN END.

IT'LL KIND OF IT MIGHT OVERLAP BY JUST A LITTLE BIT, BUT WE'RE HOPING IT WORKS OUT GOOD.

SARAH WOULD ALSO LIKE TO GO AFTER THE HOUSING FOR TEXAS HEROES.

THAT WILL HELP WITH HOME MODIFICATIONS.

FOR HANDICAPPED OR ANYTHING THAT NEEDS TO BE MODIFIED BECAUSE OF AGE.

IT CAN ALSO HELP WITH REPAIR PROJECTS AND ALSO ALSO WEATHERIZATION PROJECTS.

SO BOTH OF THOSE I THINK WERE GOING TO TRY TO ASK FOR ABOUT 100,000 THOUSAND EACH.
