I'M HERE TODAY TO EXPRESS MY VIEWS ON ITEM G 10 ON TODAY'S AGENDA REGARDING THE ALL WAY STOP SIGNS AND PRAIRIE LEA TEXAS.

AS I MAY NOT GET A CHANCE TO ADDRESS YOU DURING THAT AGENDA ITEM TO PROVIDE SOME CONTEXT, BACK IN AUGUST 2020, I COLLECTED AROUND 60 SIGNATURES FROM NEIGHBORS ADVOCATING FOR THE REMOVAL OF CERTAIN UNNECESSARY ALL WAYS STOP SIGNS.

ON SEPTEMBER 8TH, DURING ITEM 24, THIS COURT UNANIMOUSLY VOTED TO CONDUCT A TRAFFIC SAFETY STUDY.

JANUARY 11, 2022.

THE COURT REVIEWED THE FINDINGS FROM THAT STUDY, ACCEPTED THE RESULTS, AUTHORIZED THE RECOMMENDED CHANGES TO REMOVE THE ALL WAYS STOP SIGNS IN PRAIRIE LEA.

ON MARCH 8, 2022 UNDER ITEM 21, CONCERNED RESIDENTS VOICED THEIR BELIEF THAT THE INITIAL STUDY SHOULD HAVE BEEN CONDUCTED DURING THE SUMMER MONTHS FOR A BETTER, ACCURATE TRAFFIC COUNT, AND MOTION WAS MADE FOR A SECOND TRAFFIC SAFETY STUDY, WHICH PASSED.

TODAY, WE FINALLY HAVE THE RESULTS OF THAT SECOND TRAFFIC SAFETY STUDY ON THE AGENDA, AND I WANT TO EMPHASIZE THAT THE FIRST STUDY CONCLUDED THAT ACCORDING TO THE MUTCD, THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES.

EXCUSE ME, THERE ISN'T ENOUGH TRAFFIC TO JUSTIFY THE ALL WAYS STOP SIGNS IN PRAIRIE LEA, AND IT RECOMMENDED THEIR REMOVAL.

THE FIRST STUDY INDICATED THAT TRAFFIC VOLUMES AT THESE INTERSECTIONS ARE LOW AND DO NOT SATISFY THE CRITERIA OUTLINED IN ITEM C IN THE MUTCD, WHICH STATES THERE MUST BE AT LEAST 300 VEHICLES PER HOUR FOR ANY EIGHT HOURS OF AN AVERAGE DAY.

BOTH STUDIES CLEARLY INDICATE THAT THESE THRESHOLDS ARE NOT MET.

IN FACT, BOTH STUDIES REVEAL THAT TRAFFIC LEVELS WERE BELOW 100 VEHICLES PER HOUR, SIGNIFICANTLY SHORT OF THE 300 NEEDED TO JUSTIFY THE INSTALLATION OF ALL WAY STOP SIGNS, ACCORDING TO THE MUTCD.

THE MUTCD'S PURPOSE IS TO IMPROVE TRAFFIC SAFETY.

THE MUTCD IS REFERRED TO AS THE BIBLE OF AMERICAN ROAD DESIGN.

I BELIEVE IT WOULD BE IRRESPONSIBLE FOR THIS COURT TO DISREGARD THE FINDINGS OF THESE TRAFFIC STUDIES CONDUCTED BY AMERICAN STRUCTURE POINT.

I URGE YOU TO ACCEPT THE FINDINGS FROM THESE STUDIES AND FOLLOW THE RECOMMENDATIONS TO REMOVE THESE UNWARRANTED, ALL WAYS STOP SIGNS, JUST LIKE YOU DID ON JANUARY 11TH, 2022. THANK YOU.

BUT THE ONE ON LOOPSY SUBDIVISION, THE ONE THAT I HAD CONCERN WITH, IS THE ROAD [INAUDIBLE] THAT ROAD WHERE IT'S GOING TO BE IN THERE FOR THE CUL DE SAC.

IT HAS A LOT NUMBER.

WELL, IF IT'S GOING TO BE A ROAD, SHOULDN'T IT BE A RIGHT OF WAY? AND THEN NOW IT DOESN'T SAY ON THE MAP IF PEBBLESTONE IS OR IS NOT A COUNTY ROAD, BUT IT APPEARS TO BE ONE.

THE OTHER ONE'S, KASI SAID THAT JUST NOW THAT THEY WERE GOING TO TALK ABOUT THE OWNERSHIP CORRECTIONS, THEY'LL FIX THOSE.

THE ONLY ONE THAT ADDITIONAL ONE IS AN ITEM.

THAT'S TOO SIMILAR OF A NAME TO THE CITY OF DALE OR THE COMMUNITY OF DALE.

SO, JUDGE, I BROUGHT THIS BACK.

OF COURSE, I'VE GOT A CONCERNED CITIZEN ABOUT THE STOP SIGNS IN PRAIRIE LEA.

I WASN'T HERE WHEN ALL THAT WENT DOWN.

THE STOP SIGNS HAVE BEEN THERE SINCE 2017.

THEY'VE DONE SOME TRAFFIC STUDIES.

THE NEWEST TRAFFIC STUDY IT SHOWS TO ME THAT IT WORKS BOTH WAYS FOR THEM OR AGAINST IT.

SO HE'S NOT THE ONLY CONCERNED CITIZEN THAT I HAVE CONCERNED CITIZENS THAT LIKE THE STOP SIGNS, MIGHT NOT STOP AT THEM, BUT IT SLOWS THEM DOWN.

THIS STUDY THAT WAS DONE IN 2022, WE'VE HAD THAT'S TWO YEARS.

SO WE'VE HAD A RIVER RESORT, A NURSERY, AND THERE'S A RESTAURANT DOWN THERE.

SO RIVER ROAD IS THE HIGHWAY TO THE RIVER AND IT'S GOTTEN BUSIER.

ALSO, I PULLED UP 2007 WHEN GOOGLE MAPS AND WHAT WAS THERE? STOP SIGN.

SO ALL WE'VE DONE WAS ADD TWO EXTRA STOP SIGNS IN HIS AREA.

WELL, WE'VE ADDED A FEW MORE.

YOU KNOW, THERE'S THERE'S A THERE'S TWO SIDE STREETS.

I'M STILL FOR THE STOP SIGNS.

UNLESS WE WANT TO DO IT.

UNLESS THE COUNTY WANTS TO SPEND ANOTHER STUDY.

BUT IF WE'RE GOING TO DO ANOTHER STUDY, THEN WE NEED TO DO THE WHOLE TOWN.

WHICH WE'VE ALREADY SPENT A LOT OF MONEY ON THIS.

AND THE TWO YEARS THAT I'VE BEEN HERE OR NOT THE TWO YEARS THAT I'VE BEEN HERE, BUT BEFORE THAT.

I LIKE THE STOP SIGNS.

THE RESIDENTS KNOW THEY DON'T ABIDE BY THEM AT ALL TIMES.

BUT THEY DID NOTICE THAT THEY DO SLOW THEM DOWN.

AND WHEN WE GET SOME ENFORCEMENT OUT THERE, MAYBE IT'LL HELP A LITTLE BIT BETTER.

BUT AS OF RIGHT NOW, I LIKE THE STOP SIGNS.

I WOULD LIKE TO SEE THEM SIT.

OKAY. ALSO, I'D LIKE TO ADD THE STATE TRANSPORTATION CODE DOES NOT REQUIRE COUNTIES TO DO A WARRANT STUDY BEFORE PLACING A STOP SIGN IN A CORNER.

RIGHT. I READ THAT IN THE IN OUR TRANSPORTATION CODE.

THERE'S TWO CODES THERE.

AND IT GIVES. AND I'M SURE THEY DID THIS ON THE ONE I MEAN, IT GIVES US THE AUTHORITY TO SUBJECT TRAFFIC CONTROL AS LONG AS THEY DO THE PUBLIC HEARING, WHICH I'M ASSUMING THAT WAS DONE BACK IN 2018.

AND THEN ALSO, IT JUST GIVES US THE RIGHT.

SO, I MEAN, EVERYTHING WAS LEGAL.

THEY'RE NOT ILLEGAL LIKE WHAT WAS SAID.

COMMISSIONERS, WE'VE DONE THIS THE LAST TWO SESSIONS, I THINK.

ONE SESSION, WE ACTUALLY HAD A BILL THAT WENT THROUGH, AND THEY WERE VERY HELPFUL IN HELPING US GET A VERY IMPORTANT BILL PASSED ON BEHALF OF CALDWELL COUNTY.

LAST SESSION, THEY JUST TRACKED LOCAL ISSUES, WHICH ENABLED ME TO BE ABLE TO GO AND WEIGH IN DURING COMMITTEE HEARINGS WHEN THOSE ISSUES CAME UP.

AND THAT'S ALSO VERY HELPFUL BECAUSE WITHOUT THEY DON'T THEY DON'T ADVERTISE THOSE COMMITTEE HEARINGS.

AND THAT'S BY DESIGN SOMETIMES.

SO IT WAS VERY HELPFUL FOR US.

THEY'RE BASED THEY'RE CHARGED THE SAME RATES AS LAST TIME.

NOTHING'S REALLY CHANGED.

AND SO I WOULD I WOULD HOPE FOR AN APPROVAL TO GO AHEAD AND DO THIS AGAIN THIS DURING THIS SESSION.

AND THERE'S SOME POSSIBILITY THAT THAT WE, ALONG WITH SOME OF THE COUNTIES IN OUR DISTRICT, MAY BE PURSUING SOME LEGISLATION IN OUR HOUSE DISTRICT.

SO WITH THAT SAID AND ALSO IN OUR SENATE DISTRICT, THERE'S ONE POTENTIAL BILL, SO WE'LL NEED SOME HELP TRACKING THOSE.

I'M TRYING TO REMEMBER LAST TIME, JUDGE, DO THEY PROVIDE A KIND OF A LIST OF BILLS THAT THEY'RE MONITORING? I GET THEM ONCE A WEEK AND I CAN SHARE THEM WITH THE COURT WITH JUST A DO NOT REPLY.

YEAH THEY DO THEY PUT IT OUT.

THEY THEY IT HAS IT SHOWS WHAT BILLS HAVE BEEN THIS TIME OF YEAR.

IT'S WHAT BILLS HAVE BEEN FILED.

WE'VE HAD OVER THE YEARS, WE'VE HAD PEOPLE WANT TO USE THE COURTHOUSE GROUNDS AND THE BUILDING FOR FILMING, AND WE'VE NEVER REALLY HAD A VERY FORMAL POLICY ABOUT IT.

AND SO THIS IS A POLICY THAT STEPHANIE AND, AND RICHARD WORKED VERY, VERY HARD ON.

IT'S HAD A LOT OF ITERATIONS.

BUT I THINK WE'VE GOT IT REFINED TO A POINT WHERE IT'S IT'LL BE HELPFUL.

WE'VE HAD A FEW FIRES OUT IN THE COUNTY.

MOST OF THE PEOPLE ARE BURNING AT NIGHT AND THEY'RE BURNING BRUSH.

THE FIRES ARE LEFT UNATTENDED THEN THEY TEND TO DISPERSE FROM THE AREA THEY WERE BURNING.

NOW WE ARE ISSUING CITATIONS IF YOU VIOLATE THE BURN BAN.

AND I WANT TO MAKE IT CLEAR TO THE PUBLIC THAT YOU CANNOT BURN AT NIGHT.

WE'VE HAD EVERYTHING FROM BURNING OF SOFAS, MATTRESSES AND EVERYTHING.

I KEEP TELLING THE PEOPLE IF THEY WOULD JUST TAKE THEIR [INAUDIBLE] AND TAKE IT TO THE DUMP GROUND ON 1185, THEY CAN GO DUMP IT.

WHATEVER FITS IN THE BACK OF A TRUCK.

CURRENTLY, OUT OF 254 COUNTIES, 118 COUNTIES ARE UNDER A BURN BAN.

IT'S MOSTLY ALL OF CENTRAL TEXAS, ALL THE WAY TO EL PASO.

SO IT LOOKS VERY GRIM.

RAINFALL. RAINFALL I'M PREDICTING THAT DECEMBER THE 3RD THROUGH THE FOURTH.

WE HAVE A 60% CHANCE OF RAIN.

DECEMBER 11TH, 70% CHANCE OF RAIN.

AND ALSO RAIN PREDICTED THE WEEK OF CHRISTMAS STARTING THE 20TH THROUGH THE 25TH WITH 60% TO 20%.

THE EUROPEAN AND CANADIAN MODELS AND AMERICAN MODELS ARE SHOWING THAT THERE'S NO RAIN PREDICTED NOW TILL ABOUT THE 20TH OR THE 25TH, SO IT LOOKS VERY GRIM.

THIS ORDER DOES NOT PROHIBIT PERMISSIBLE FIREWORKS AS AUTHORIZED IN THE OCCUPATIONS CODE SECTION 2154.003A, AND A PERSON COMMITS AN OFFENSE IF THE PERSON KNOWINGLY OR INTENTIONALLY VIOLATES THE PROHIBITION ESTABLISHED BY THIS ORDER.

WE'RE JUST REQUESTING APPROVAL TO SEE IF WE CAN GET OUR RETIREMENT TO 225, 225%.

RIGHT NOW, IT'S AT 175.

SO WHAT THAT MEANS IS BASICALLY EVERY DOLLAR THAT THE EMPLOYEE PUTS IN CALDWELL COUNTY WAS MATCHING IT WITH $1.75.

WITH THIS AGENDA ITEM, WE'RE ASKING FOR EVERY DOLLAR THAT THE EMPLOYEE PUTS IN THE COUNTY IS GOING TO MATCH IT WITH $2.25.

THERE IS A 1.89% INCREASE, WHICH AVERAGES ABOUT $267,000 DURING BUDGET TIME.

WE DID ALLOCATE $300,000 FOR THIS INCREASE BECAUSE I KNOW THIS HAD BEEN A TOPIC DURING BUDGET CYCLE.

WE HAD THE REP FROM TCDRS COME IN AND TALK TO YOU GUYS ABOUT IT.

SO AND RIGHT NOW WE REALLY WOULDN'T EVEN NEED THAT THAT FULL INCREASE BECAUSE THIS DOESN'T TAKE EFFECT TILL JANUARY 1ST ANYWAY.

SO REALLY WE'RE PROBABLY SPENDING, I DON'T KNOW, 30,000 EXTRA THIS YEAR THAN WHAT WE WOULD PREVIOUSLY.

SO YOU'LL SEE THIS 267,000 INCREASE NEXT BUDGET CYCLE IN THE FULL YEAR.
