AND WARN CENTRAL TEXAS HAS BEEN A KEY WAY TO KEEP THE CITIZENS OF CALDWELL COUNTY SAFE.

BUT IT REQUIRES BOTH THE GOVERNMENT THEMSELVES, LIKE TO POINT OUT HECTOR, THE EMERGENCY MANAGEMENT COORDINATOR, AND I'M SURE THERE'S OTHERS, I SAW CAPTAIN KUYKENDOLL FROM THE SHERIFF'S OFFICE THAT ARE OUT THERE AND THE ONES CREATING THESE EMERGENCY MESSAGES AND MAKING SURE FOLKS ARE AWARE OF WHAT'S GOING ON.

I HAVE A COUPLE OF LITTLE DETAILS I WANTED TO SHARE WITH YOU GUYS, WHICH IS THAT WE HAVE IN OUR DATABASE, 34,018 TELEPHONE NUMBERS FOR RESIDENTS OF CALDWELL COUNTY.

BUT NONETHELESS, THAT PARTICULAR NUMBER IS 19,864 CELL PHONES.

NOW, THE COMMUNITY OF CALDWELL COUNTY HAS SELF REGISTERED 2,177 NUMBERS, WHICH IS REALLY GOOD.

BUT THAT MEANS THAT THERE'S PROBABLY SEVERAL THOUSAND PEOPLE IN CALDWELL COUNTY THAT HAVEN'T REGISTERED THEIR CELL PHONE AND THAT HECTOR AND CAPTAIN KUYKENDOLL AND THE JUDGE AND ALL OF THE PEOPLE THAT ARE IN PUBLIC SAFETY, THOSE FOLKS, WE WON'T BE ABLE TO REACH AN EMERGENCY.

IT'S A REAL IMPERATIVE THING.

THIS WINTER, WE'RE VERY CONCERNED ABOUT A WILDFIRE SEASON REGION WIDE, AND THIS IS THE WAY WE'RE ABLE TO REACH OUT TO YOU.

JUST PARENTHETICALLY, THE NUMBERS IN BASTROP COUNTY FOR SELF REGISTRATION ARE AMONG THE HIGHEST IN THE REGION.

WE KNOW WHY THAT'S FACT BECAUSE THEY HAVE BEEN HIT BY SO MANY MAJOR WILDFIRES.

THEY HAVE THIS NATURAL IMPETUS TO PROVIDE THAT INFORMATION.

WE PROVIDE A TREMENDOUS AMOUNT OF SERVICES TO CALDWELL COUNTY THROUGH OUR AGING SERVICES AS WELL AS OUR AGING AND DISABILITY RESOURCE CENTER.

WE ARE FUNDED THROUGH THE OLDER AMERICAN ACT OF 1965 AS AMENDED IN 2000.

THAT ACT IS UP FOR REAUTHORIZATION NOW.

AND I WANTED TO GO A COUPLE OF JUST BRIEFLY A COUPLE OF THE SERVICES THAT WE PROVIDE TO THE FOLKS THAT LIVE IN CALDWELL COUNTY.

WE HAVE MEDICARE BENEFIT COUNSELORS THAT SPECIALIZE IN MEDICARE.

WE JUST GOT THROUGH MEDICARE OPEN ENROLLMENT.

WE HELP FOLKS NAVIGATE THEIR MEDICARE SYSTEMS. WE ALSO HAVE INFORMATION AND REFERRAL, AND WE HELP PEOPLE IN THE HOME THROUGH OUR CARE COORDINATION AND CAREGIVER SUPPORT SERVICES.

WE ALSO SUPPORT THE NUTRITION PROGRAMS IN CALDWELL COUNTY, AS WELL AS WE DO SOME MEDICATION SCREENING.

I JUST WANTED TO GIVE YOU A COUPLE OF BRIEF NUMBERS ABOUT THE AMOUNT OF SERVICES THAT WE PROVIDED IN CALDWELL COUNTY IN FISCAL YEAR 2024.

TOTALLY, WE SPENT OVER $408,692 IN CALDWELL COUNTY, AND $24,000 OF THAT WAS WE PROVIDE RESPITE IN HOME.

IT CAN BE VERY DIFFICULT FOR FAMILY CAREGIVERS TO BE 24-HOUR CAREGIVERS AND THERE'S A LACK OF RESPITE RESOURCES.

THEY CAN CALL US AND WE CAN PROVIDE SOME RESPITE FOR THEM.

WE ALSO PROVIDED $20,000 WORTH OF RESIDENTIAL REPAIR TO SENIORS THAT LIVE IN CALDWELL COUNTY.

THOSE ARE ANYTHING FROM RAMPS TO ADAPTING SHOWERS AND BATHROOM SO THAT PEOPLE CAN BE INDEPENDENT.

THEN IN HOME DELIVERED MEALS, FOOD INSECURITY IS A BIG ISSUE IN OUR 10 COUNTIES, AND IT'S A BIG ISSUE IN CALDWELL COUNTY.

WE SUPPORT THE HOME DELIVERED MEAL PROGRAMS THROUGH LOCAL PROVIDERS, AND WE PROVIDED $317,000 IN HOME DELIVERED MEALS TO SENIORS AND THEIR FAMILY CAREGIVERS ALL THROUGHOUT CALDWELL COUNTY TO HELP WITH THEIR FOOD INSECURITY.

WE ALSO SUPPORT THE CONGREGATE MEALS, WHERE FOLKS GO TO CONGREGATE SITES AND HAVE SOCIALIZATION AND DAILY CHECK INS, AND WE SPENT APPROXIMATELY $40,000 ON CONGREGATE MEALS.

WE PROVIDE CAREGIVER SUPPORT SERVICES.

WE PROVIDE A LOT OF DIFFERENT SERVICES IN CALDWELL COUNTY, AS WELL AS THE AGING AND DISABILITY RESOURCE CENTER.

WE ARE A NAVIGATION CENTER FOR THAT ARE CAREGIVERS FOR FOLKS WHO HAVE A DISABILITY OF SOME SORT, WE ARE KIND OF THE NO WRONG DOOR APPROACH.

WE ENJOY DOING OUR SERVICES IN CALDWELL COUNTY, AND WE'RE HAPPY TO HELP ALL THE CONSTITUENTS 60 AND ABOVE AS WELL AS FOLKS WHO HAVE DISABILITIES.

OUR LAW ENFORCEMENT CONSULTANT WILL BE HERE ON FEBRUARY 6TH, AND WILL BE DISCUSSING TRANSITIONING TO LEADERSHIP.

QUITE A BIT OF MONEY WAS PAID TO THE PREVIOUS DEVELOPER.

WHEN I PURCHASED THE PROPERTY, I DIDN'T HAVE THE FULL BREADTH OF EVERYTHING THAT HAD GONE ON AND WHEN I DUG INTO IT, I WAS LIKE, WOW, THIS IS REALLY A BIG DEAL THAT WE HAVE TO SOLVE.

THOSE 12 FAMILIES I HAVE MET WITH, AND WE STARTED TO TALK ABOUT HOW WE COULD FIX IT.

WHAT I'M PROPOSING BASICALLY IS THAT WE DEVELOP THE FRONT HALF OF THE PROPERTY WITH A SMALL SUBDIVISION THAT WOULD HAVE 14 LOTS.

THOSE 14 LOTS, WE WOULD SELL TO THE FAMILIES THAT PURCHASED OR BELIEVED THEY WERE PURCHASING LAND, WE WOULD CREDIT ALL OF THE PAYMENTS THAT THEY MADE TO THE PREVIOUS DEVELOPER, AND WE WOULD GET AN APPRAISAL OF THE LOTS UPON COMPLETION, AND I WOULD GIVE THEM A CREDIT FOR THE FULL AMOUNTS THAT THEY HAD PAID, AND THEN WE WOULD FINANCE THEM FOR THE REMAINING PRICE DELTA.

WE WILL HAVE TO MOVE BACK ONE OF THE HOUSES AND GIVE THEM A SEPTIC SYSTEM AND GET THAT UP TO CODE.

THEN THE REMAINING LOTS WILL BE THE LOTS THAT WE WILL SELL TO THE FAMILIES THAT BOUGHT FROM THE PREVIOUS OWNER.

THAT'S BASICALLY ALL ON THAT FIRST LITTLE CUL DE SAC LOOP.

WE'D LIKE TO MOVE FORWARD AS QUICK AS POSSIBLE IN COMPLETING THAT FIRST PART OF THE SUBDIVISION, BECAUSE THOSE FAMILIES HAVE ESSENTIALLY BEEN WAITING FOR WHAT THEY THOUGHT THEY WERE GOING TO BUY FOR UPWARDS OF 2-3 YEARS NOW, AND MAYBE EVEN LONGER, BUT AS FAR BACK AS I CAN TRACE.

THAT'S THE PLAN FOR THE FIRST HALF IS TO DEVELOP THOSE LOTS, CREDIT THE PREVIOUS BUYERS WITH PURCHASE PRICES AND GIVE THEM AN OPPORTUNITY TO PURCHASE THOSE AND GET ENTITLED ON THOSE LOTS.

WITH REGARD TO THE SECOND HALF OF THE PROPERTY.

IF YOU GO A LITTLE FURTHER UP THE ROAD, WE HAVE TWO PROPOSED TRACKS OF LAND THAT ARE 10-ACRE TRACKS.

WHAT WE'RE PROPOSING WE DO IS WE BUILD BUILD-TO-RENT COMMUNITY ON EACH OF THOSE 10-ACRE TRACKS WITH SHARED SEPTIC SYSTEMS. IN ORDER TO GO BEYOND THE LOTS IN THE FIRST HALF, WE HAVE TO BUILD A TURN LANE.

ONCE WE GO BEYOND 12 LOTS, WE HAVE TO BUILD A TURN LANE PER TXDOT STANDARDS, AND BUILDING A TURN LANE IT'S JUST COST PROHIBITIVE IF WE'RE ONLY GOING TO BUILD 25 SINGLE FAMILY LOTS OUT THERE.

WE HAVE TO GET SOMEWHAT HIGHER DENSITY TO MAKE THE FIRST HALF OF THE PROJECT MAKE SENSE.

THEREFORE, THEY'RE NOT ABLE TO RECORD THE PLAT AND WERE CAUGHT IN THIS JURISDICTIONAL DISCREPANCY BETWEEN WHEN PERMITS ARE ISSUED.

THE VARIANCE REQUEST IS TO ALLOW THEM TO CONSTRUCT UP TO 12 SINGLE FAMILY HOMES.

THE INTENTION IS TO PUMP AND HAUL OUT OF THEIR LIFT STATION WET WELL, WHICH IS ABOUT 45 FEET DEEP WELL BACK INTO THE NEIGHBORHOOD NEAR WHERE THE WASTEWATER TREATMENT PLANT IS GOING TO GO.

I THINK THAT THE DEVELOPER'S ENGINEER MAY BE ABLE TO MAKE SOME REPRESENTATIONS ABOUT THE QUANTITY OF WASTEWATER THAT CAN HOLD, BUT IT'S QUITE SIGNIFICANT.

YOU CAN'T TURN A WASTEWATER TREATMENT PLANT.

THEY WOULD BE IN THIS SITUATION EVEN WITHOUT THE VARIANCE OF HAVING A PUMP IN A HOLE.

YOU CAN'T TURN A WASTEWATER TREATMENT PLANT ON DAY 1.

IT DOESN'T HAVE ENOUGH FLOW INTO IT.

YOU USUALLY HAVE TO GET SOMEWHERE DEPENDING ON THE SIZE OF THE PLANT 50 - 100 HOMES BEFORE YOU CAN EVEN TURN TO SWITCH TO TURN IT ON.

YOU HAVE TO PUMP IN A HOLE INITIALLY BECAUSE IT WON'T WORK RIGHT WITH INSUFFICIENT FLOW COMING TO IT.

THEY'RE GETTING BETTER AND BETTER AT GETTING IN AND THE LAST CASE THEY RESIDED IN OUR SYSTEM FOR OVER A MONTH BEFORE THEY DID ANYTHING.

THIS WOULD BASICALLY BE AN OUTSIDE AUDIT ON OUR EXISTING IT GROUP JUST TO MAKE SURE THAT WE'RE DOING EVERYTHING THAT WE POSSIBLY CAN TO MAKE SURE OUR SYSTEM IS AS HARDENED AS IT CAN BE.

UNFORTUNATELY, THE HACKERS NEVER SLEEP AND THEY HAVE GOTTEN VERY GOOD AT GETTING AROUND DUAL FACTOR AUTHENTICATION NOW.

WE'RE GOING TO BE FACED WITH PROBABLY SPENDING ANOTHER $50,000 A YEAR FOR ANOTHER LAYER OF PROTECTION ON TOP OF DUAL FACTOR AUTHENTICATION, BUT I JUST WANT TO GO THROUGH AND HAVE A SECOND SET OF EYES JUST GO THROUGH AND MAKE SURE THAT WHAT WE'RE DOING IS NOT ONLY FISCALLY RESPONSIBLE, BUT IS MAKING SURE THAT OUR SYSTEM IS AS HARDENED AS IT CAN BE.

THAT TERM CAME UP THIS YEAR.

WE WENT BACK OUT FOR PROPOSALS FOR THE SAME SERVICES.

WE HAD TWO THAT CAME IN THAT WERE PRETTY WELL QUALIFIED, BUT ARMSTRONG AND VON DID COME UP 10 POINTS HIGHER.

I'VE HAD SOME SCHEDULING ISSUES OR JUST TIMELINESS ISSUES WITH ARMSTRONG AND VON ON GETTING THE AUDIT REPORTS TURNED BACK INTO THE COUNTY BUT I THINK IF WE COMPOSE OUR NEW CONTRACT TO MAKE SURE THAT THERE'S SOME CONTRACT VERBIAGE IN THERE AS FAR AS KEEPING THEM ON THE SCHEDULED TIMELINE.

I THINK THAT WILL SOLVE THAT ISSUE BECAUSE RIGHT NOW THERE'S REALLY NOTHING HOLDING THEM ACCOUNTABLE TO GETTING THAT AUDIT TURNED IN A TIMELY FASHION.

OTHER THAN THAT, THEY'VE BEEN GREAT TO WORK WITH.

THEY'VE HELPED US THROUGH A LOT OF JUST GETTING OUR BOOKS BACK IN ORDER, GETTING OUR CASH BALANCING, HELPING BANK RECONCILIATIONS.

THEY DON'T CHARGE US FOR HELP.

THROUGHOUT THE YEAR, I CONSTANTLY CALL THEM FOR ADVICE AND RECOMMENDATIONS, AND THEY ANSWER IMMEDIATELY AND ARE WILLING TO HELP, SO WHICH IS GREAT.

THEY ALSO DON'T CHARGE FOR ASSISTANCE ON JOURNAL ENTRIES AT THE END OF THE YEAR, WHICH MOST FIRMS DO.

WE WANT TO GET THAT ONE TAKEN CARE OF, AS WELL AS THAT MACHINERY AND EQUIPMENT LINE ITEM IS IN THE NEGATIVE DUE TO THE UNEXPECTED GENERATOR EXPENSE THAT HAD HAPPENED LAST YEAR AND THE MOTOROLA NON-COMPLIANT PURCHASE.

WE'RE JUST GETTING THOSE EXPENSE LINE ITEMS TO BALANCE, AND WE'RE MOVING SOME MONEY AROUND FROM DIFFERENT CATEGORIES.

YOU HAVE UNIFORMS, DUES AND SUBSCRIPTIONS, POSTAGE, TRANSPORTATION, REPAIRS AND MAINTENANCE, RENTALS, AND SO ON.
