GOOD MORNING EVERYONE. MY NAME IS ANDREW MCLEISH. I'M A RESIDENT OF PRAIRIE LEA, TEXAS.

TODAY I'M HERE TO DISCUSS THE ISSUE OF STOP SIGNS AGAIN IN OUR COMMUNITY.

I URGE THIS COURT TO REEVALUATE THEIR DECISION CONCERNING THESE STOP SIGNS, AND I'M ADVOCATING FOR THEIR REMOVAL TO ENHANCE ROAD SAFETY AND UPHOLD THE RULE OF LAW. I'D LIKE TO SHARE SOME RELEVANT NEWSPAPER ARTICLES.

HEADLINE READS STOP SIGNS TO REMAIN IN PRAIRIE LEA.

IT MENTIONS THAT WHILE SOME RESIDENTS ADMITTED THEY DON'T ALWAYS STOP FOR THE SIGNS, THEY RECOGNIZE THAT THESE SIGNS SERVES AS AN IMPORTANT REMINDER TO REDUCE SPEED WHILE DRIVING THROUGH PRAIRIE LEA. AND ANOTHER PAPER HERE HIGHLIGHTING COMMISSIONER HORNE OF PRECINCT TWO, WHO STATED THAT HE HEARD CONCERN CONCERNS FROM BOTH RESIDENTS ON BOTH SIDES REGARDING THE POTENTIAL REMOVAL OF REMOVAL OF THESE SIGNS.

HE NOTED THAT EVEN IF PEOPLE DON'T COME TO A COMPLETE STOP, THEY ARE AT LEAST SLOWING DOWN.

THE COMMISSIONERS ALL VOTED FIVE ZERO IN FAVOR OF KEEPING THESE STOP SIGNS.

COMMISSIONERS, THESE STOP SIGNS ARE UNWARRANTED, UNNECESSARY, AND UNSUPPORTED BY A TRAFFIC ENGINEER'S REPORT.

INSTALLING STOP SIGNS IN LOW VOLUME AREAS, WHICH THEY ARE, CAN LEAD TO DISREGARD FOR TRAFFIC LAWS AMONG DRIVERS.

AND IN AMERICA, WE ARE GOVERNED BY LAWS, AND A STOP SIGN MANDATES A COMPLETE STOP FROM DRIVERS.

WHEN I LEARNED TO DRIVE, THAT WAS THE LAW AND I UNDERSTOOD IT.

YET HERE IT SEEMS THAT WE ARE CONTEMPLATING A DIFFERENT APPROACH IN THIS CASE, ONE THAT SUGGESTS IT'S ACCEPTABLE FOR DRIVERS TO MERELY SLOW DOWN INSTEAD OF STOPPING. THIS UNDERMINES THE PURPOSE OF TRAFFIC LAWS AND THREATENS ROAD SAFETY.

IF DRIVERS ARE NOT STOPPING AT THESE SIGNS, IT SIGNIFIES A LACK OF RESPECT FOR THEM.

I SEE SOME REPUBLICANS UP HERE WHO STAND FOR THE PARTY OF LAW AND ORDER.

SO ARE WE SUGGESTING IT'S ACCEPTABLE FOR PEOPLE TO NOT STOP AT STOP SIGNS AS LONG AS THEY'RE DRIVING SLOWLY? AS YOU CAN SEE, I'M LEFT WITH SOME CONFUSION.

DO I NEED TO STOP AT THESE SIGNS, OR IS IT SIMPLY ACCEPTABLE TO DRIVE SLOWLY AND RUN THE SIGNS? IN CLOSING, I URGE THE COMMISSIONERS COURT TO RECONSIDER THEIR DECISION REGARDING THESE STOP SIGNS AND HAVE THEM REMOVED IMMEDIATELY.

THIS SPRING, I WILL ALSO BE GETTING A PETITION GOING, MY THIRD ONE ON THIS ISSUE, AND I ASK THE COURT TO PRIORITIZE ROAD SAFETY.

PROCLAMATION, THE CALDWELL COUNTY PROGRESSIVE CLUB, CALDWELL COUNTY COMMISSIONERS COURT, OBSERVED BLACK HISTORY MONTH AS AN OPPORTUNITY TO REFLECT ON BLACK HISTORY IN TEXAS AND TO COMMEMORATE THE CONTRIBUTIONS OF AFRICAN AMERICAN ORGANIZATIONS AND NONPROFITS TO THE CALDWELL COUNTY AFRICAN AMERICAN COMMUNITY.

WHEREAS CONTRIBUTIONS AND ACHIEVEMENTS OF OUR AFRICAN AMERICAN CITIZENS ARE A CENTRAL PART OF THIS TEXAS HISTORY THROUGHOUT THE YEAR.

FEBRUARY, BLACK HISTORY MONTH PROVIDES A DESIGNATED OPPORTUNITY TO HIGHLIGHT THE UNIQUE CONTRIBUTIONS TO LOCKHART HIGH SCHOOL BY AFRICAN AMERICAN GRADUATES AND COLLEGIATE EDUCATIONAL GROWTH BY THE CALDWELL COUNTY PROGRESSIVE CLUB.

WHEREAS IN 1974, FOUR AFRICAN AMERICAN CONSTRUCTION WORKERS AMMIE CARTER JUNIOR, HIAWATHA FRANK SENIOR, NATHANIEL "BUBBA" BENNETT JUNIOR, AND HOMER WILLIAMS SENIOR LEARNED THAT THERE WAS A DISPARITY IN THE OPPORTUNITY TO COLLEGE SCHOLARSHIPS FOR AFRICAN AMERICAN STUDENTS GRADUATING FROM LOCKHART HIGH SCHOOL. WHEREAS, IN ANSWER TO THE SCHOLARSHIP CHALLENGE, A NONPROFIT, THE CALDWELL COUNTY PROGRESSIVE CLUB, WAS ORGANIZED.

CALDWELL COUNTY PROGRESSIVE CLUB PROVIDES SCHOLARSHIPS EACH YEAR TO THE LOCKHART HIGH SCHOOL GRADUATES, WHO APPLY AND MEET ALL QUALIFICATIONS OF SCHOLARSHIP CRITERIA.

THIS CLUB HELD ITS FIRST SCHOLARSHIP BANQUET AT LOCKHART INTERMEDIATE SCHOOL, NOW NAVARRO ELEMENTARY, IN FEBRUARY 1975, THAT MADE STEVE MANNING AND JOHNNIE WINN JUNIOR RECEIVED THE FIRST SCHOLARSHIPS AWARDED BY THE CALDWELL COUNTY PROGRESSIVE CLUB.

WHEREAS IN FEBRUARY 1978, DURING THE FOURTH ANNUAL BANQUET OF CALDWELL COUNTY PROGRESSIVE CLUB, MARSHALL HILL, A GRADUATE OF LOCKHART HIGH SCHOOL WHO IS A CURRENT MEMBER OF THE CALDWELL COUNTY PROGRESSIVE CLUB AND WHO IS THE PRESIDENT OF THE SAINT JOHN 19TH BODY, SAINT JOHN COLONY, TEXAS, WAS THE RECIPIENT OF ONE OF THE SCHOLARSHIPS AWARDED IN THE FOURTH ROUND IN THE FOURTH ROUND OF YEARLY SCHOLARSHIP AWARDED BY CALDWELL COUNTY PROGRESSIVE CLUB. WHEREAS, IN ALIGNMENT WITH THE REALIZED VISION TO IMPROVE AFRICAN-AMERICAN STUDENT EDUCATIONAL SCHOLARSHIPS, EQUITY THE COMMISSIONERS COURT OF CALDWELL COUNTY OBSERVED THE HONOR INITIATIVES OF THE CALDWELL COUNTY PROGRESSIVE CLUB, WHOSE ONGOING SIMPLISTIC GOAL FOR 51 CONTINUOUS YEARS HAS BEEN TO PROVIDE SCHOLARSHIPS TO AFRICAN-AMERICAN GRADUATES FROM LOCKHART HIGH SCHOOL. WHEREAS IN 51 YEARS, THE CALDWELL COUNTY PROGRESSIVE CLUB HAS AWARDED OVER 200 SCHOLARSHIPS.

WHEREAS, DURING THE BLACK HISTORY MONTH OF FEBRUARY, THE CALDWELL COUNTY COMMISSIONERS COURT ENCOURAGE, EDUCATE STUDENTS AND CITIZENS TO LEARN ABOUT THE HERITAGE AND ACHIEVEMENTS OF AFRICAN AMERICANS AND ENCOURAGE COMMUNITY SUPPORT TO EDUCATIONAL INITIATIVES OF ORGANIZATIONS SUCH AS THE CALDWELL COUNTY PROGRESSIVE CLUB.

THEREFORE, BE IT RESOLVED THAT THE CALDWELL COUNTY COMMISSIONERS COURT DOES HEREBY ADOPT PROCLAMATION TO ACKNOWLEDGE AND HONOR 51 YEARS OF CONTINUOUS SCHOLARSHIP SUPPORT BY THE CALDWELL COUNTY PROGRESSIVE CLUB FOR THE AFRICAN-AMERICAN GRADUATES FROM LOCKHART HIGH SCHOOL, CALDWELL COUNTY, TEXAS, AND EXPRESSES HIS DESIRE THAT THE INITIATIVES WILL CONTINUE IN THE MISSION IN SUPPORT OF THE AFRICAN-AMERICAN GRADUATE OF LOCKHART HIGH SCHOOL. IN EXCHANGE FOR THAT, THE DEVELOPER IS MAKING A DONATION TO THE [INAUDIBLE] ROAD DEPARTMENT FOR ROAD REPAIRS.

THIS DOES ABUT A, BARTH ROAD, IS THAT CORRECT? COMMISSIONER THOMAS. YEAH, THAT ABUTS BARTH ROAD.

THE CONDITIONS ALSO REQUIRE SHARED USE DRIVEWAYS ON THOSE LOTS ALONG FM 672. SO THERE'S NO INCREASE IN THE NUMBER OF DRIVEWAYS OVER THERE WHAT THERE WOULD BE WITHOUT THE VARIANCE.

TXDOT IS ALWAYS, HAS ALREADY APPROVED THOSE DRIVEWAY LOCATIONS.

THEY'VE ALSO AGREED TO A MUCH MORE SUBSTANTIAL FRONT YARD SETBACK IN THOSE LOTS.

BEST I RECALL AT THE TOP OF MY HEAD, 150FT MIGHT BE 100FT.

AND THAT KEEPS THOSE THOSE IF IF THEY ARE RESIDENTIAL LOTS KEEPS THOSE AWAY FROM THE HIGHWAY.

AND THOSE ARE THE KIND OF THINGS THAT WE'RE TRYING TO MITIGATE WITH MANDATING A LARGE FRONTAGE ON STATE HIGHWAYS, LIMITING THE NUMBER OF DRIVEWAYS, KEEPING RESIDENCES OFF THE HIGHWAY BECAUSE THEY TEND TO COMPLAIN ABOUT NOISE AS THE COUNTY DEVELOPS AND THOSE THINGS.

THERE WAS JUST A FEW RECOMMENDATIONS ON CASH HANDLING AND SOME SECURITY THAT THAT COULD BE BUMPED UP, BUT NOTHING THAT WOULD PUT THEM OUT OF COMPLIANCE OR ANYTHING LIKE THAT.
