I'M PASTOR JODI FISCHER FROM OLD LITTON SPRINGS CHURCH.

I'M ALSO AN OFFICER ON THE LITTON SPRINGS PARK BOARD.

I SERVE IN THE ORDER OF THE EASTERN STAR, AND I VOLUNTEER AT THE DALE COMMUNITY CENTER, SO I'M A BUSY BODY.

I JUST WANTED TO UPDATE Y'ALL.

TWO YEARS AGO, I CAME IN HERE QUITE UPSET ABOUT THE LACK OF RESPONSE IN LAW ENFORCEMENT IN THE DOWNTOWN LITTON SPRINGS AREA.

IT'S IMPORTANT TO ME THAT WHEN THINGS IMPROVE, I LET MY LEADERS KNOW THAT I'M GRATEFUL THAT THEY RESPONDED, AND THINGS HAVE IMPROVED WITH OUR RESPONSE FROM THE SHERIFF'S DEPARTMENT IN PARTICULAR.

I WANT TO MAKE SURE TO COMMEND OUR CONSTABLES, I HAVE ALWAYS GOTTEN RESPONSES FROM OUR CONSTABLES.

NEVER HAD A PROBLEM THERE.

BUT NOW IF WE HAVE AN ISSUE WITH THE PARK, VANDALISM, HOMELESS FOLKS, DIFFERENT THINGS LIKE THAT, I REALLY GET A LOT OF GOOD COMMUNICATION OUT OF THE SHERIFF'S DEPARTMENT.

I'M GRATEFUL TO MIKE LANE AND TO THE RESPONSE THAT WE'RE GETTING OUT THERE.

THREE YEARS AGO, OUR EASTER EGG HUNT ONLY HAD 18 PEOPLE SHOW UP, AND THAT WAS SO DISAPPOINTING CONSIDERING THE GROWTH THAT'S HAPPENED IN LITTON SPRINGS.

LAST YEAR, WE MERGED WITH THE PRECINCT 4 JUSTICE OF THE PEACE AND THE CONSTABLES OFFICE AND WE HAD ABOUT 150 PEOPLE SHOW UP.

THAT EVENT HAS EXPLODED, AND I REALLY BELIEVE THAT'S BECAUSE OF THE EFFORTS OF OUR CONSTABLE AND OUR JUSTICE OF THE PEACE, JUDGE MORALIS, WHO MAKES REALLY GOOD CAKES FOR OUR CAKE WALK.

I JUST WANT TO TELL YA, THANK YOU ALL FOR THE RESPONSE AND THE IMPROVEMENT IN OUR COMMUNITY.

MAKE SURE THAT I COMMUNICATE TO Y'ALL GOOD AND BAD 'CAUSE I'M SURE I'LL BE BACK HERE AGAIN FOR SOMETHING.

BUT IT'S A MUCH BETTER FEELING TO KNOW THAT THE SHERIFF'S DEPUTIES ARE SHOWING UP OUT THERE NOW AND SO I WANT TO THANK OUR COUNTY FOR THAT AND INVITE Y'ALL TO THE EASTER EGG HUNT. THANK Y'ALL.

I LIVE IN PRAIRIE LEA.

I WANT TO ADDRESS PRESSING SAFETY CONCERNS IN MY NEIGHBORHOOD REGARDING STOP SIGNS.

IT SEEMS THAT VEHICLES ARE NOT STOPPING AT THE INTERSECTIONS LIKE THEY SHOULD.

THIS PAST SATURDAY, I REVIEWED FOOTAGE FROM MY SECURITY CAMERAS AND RECORDED TRAFFIC FROM 7:00 AM TO 7:00 PM.

IN TOTAL, I OBSERVED 119 VEHICLES WAY SHORT OF WHAT'S NEEDED, BUT WHATEVER.

Y'ALL ARE LEAVING THE STOP SIGNS UP.

ALARMINGLY, ONLY 44 OF THOSE VEHICLES CAME TO A COMPLETE STOP WHILE 75 EITHER DID NOT STOP OR ROLLED THROUGH THE STOP SIGN.

I DON'T BELIEVE THIS IS ACCEPTABLE.

EVEN IF MY FIGURES ARE NOT ENTIRELY ACCURATE, IT STILL SUGGESTS A TROUBLING SITUATION.

APPROXIMATELY 50% OF THE DRIVERS ARE IGNORING THE STOP SIGNS.

I BELIEVE THIS IS A SAFETY ISSUE.

IN THE PAST, WE HAD A TRAFFIC SAFETY STUDY DONE BY TRAFFIC ENGINEER, AND HE RECOMMENDED THAT THE STOP SIGNS ARE NOT CONSIDERED TO BE WARRANTED BECAUSE OF THE LACK OF TRAFFIC.

BUT THE COMMISSIONERS DECIDED NOT TO TAKE THE TRAFFIC ENGINEERS SUGGESTIONS AND HAVE LEFT THE STOP SIGNS UP.

THESE ARE JUST SOME THINGS I'VE GOOGLED ON GOOGLE.

GOOGLE IS A WONDERFUL THING.

WHY DO PEOPLE IGNORE STOP SIGNS? IT'S OFTEN BECAUSE THEY CAME FROM A CITY OR COMMUNITY THAT USES STOP SIGNS INAPPROPRIATELY, LIKE THEY ARE IN PRAIRIE LEA SO THEY GOT IN THE HABIT OF IGNORING THEM.

THERE'S A REASON WHY THE MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES SPECIFICALLY SAYS THAT STOP SIGNS ARE NOT TO BE USED AS A METHOD OF SPEED CONTROL, WHICH I BELIEVE THAT'S WHAT THE STOP SIGNS OUT THERE ARE BEING USED FOR OUR SPEED CONTROL.

IT SAYS HERE, I FOUND ANOTHER THING.

IF THE COMPLAINT OR CONCERN IS FOR DRIVERS NOT STOPPING AT STOPS, IT'S LIKELY THAT THE SIGN HAS BEEN USED IMPROPERLY, WHICH I BELIEVE IT HAS.

ACCORDING TO A TRAFFIC ENGINEER TOO, IT SHOULD BE REMOVED.

OVER USE OF STOP SIGNS, THERE USED TO BE EIGHT STOP SIGNS IN PRAIRIE LEA.

NOW THEY'RE 16, SO OVERUSE OF STOP SIGNS WILL RESULT IN ADDITIONAL DELAYS FOR DRIVERS, DISRUPTION IN TRAFFIC FLOW, AND OR TRAFFIC CONGESTION.

INCREASED FUEL CONSUMPTION, AND MORE NOISE, DUST, AND EVIDENTLY NON COMPLIANCE BECAUSE MOTORISTS DON'T FEEL LIKE THEY NEED TO STOP.

ACCORDING TO THE TRAFFIC ENGINEER, THESE ARE UNWARRANTED STOP SIGNS.

UNWARRANTED STOP SIGNS ARE NOT CONSIDERED SAFE FOR CHILDREN BECAUSE THEY CAN CREATE A FALSE SENSE OF SECURITY, LEADING DRIVERS TO DISREGARD STOP SIGNS.

I HAVE MY NEPHEWS COMING TO VISIT ME THIS SUMMER.

HOW DO I EXPLAIN TO THEM THAT, "WATCH OUT, THAT STOP SIGN, ONLY 50% OF THE VEHICLE STOP." I SURE WISH YOU WOULD HAVE JUST FOLLOWED THE INSTRUCTIONS FROM THE TRAFFIC ENGINEER BECAUSE I WOULDN'T BE HERE TODAY.

ANYWAYS, I HOPE Y'ALL HAVE A NICE WEEK.

WE APPROVED THE PRELIMINARY PLAT BACK IN APRIL OF '22 AND THEY'VE JUST GONE THROUGH A LOT OF DIFFERENT CHANGES, AND WE'RE FINALLY AT THE POINT WHERE WE'RE ABLE TO PRESENT A FINAL PLAT AND LOOKING FOR RECOMMENDATION.

THERE WAS SOME CONCERNS THAT CAME UP YESTERDAY.

I THINK OUR ENGINEER HAS CLEARED ALL THE COMMENTS.

WE STILL HAVEN'T GOT ANY SUFFICIENT RAIN IN THE LAST WEEK, EVEN THOUGH WE HAD SOME THE OTHER NIGHT SOMEWHERE UP TO JUST TWO-TENTHS OF AN INCH.

THERE'S RAIN COMING IN FROM MEXICO, BUT THAT'S LOSING A LITTLE FACE RIGHT NOW.

RIGHT NOW, THE KBDI NUMBERS, THE MINIMUM IS 323, MAX, 514, AVERAGE, 433, WITH A CHANGE OF -31.

I'M GOING TO SUGGEST THAT WE KEEP THE BURN BAN ON.

THE REASON BEING UNTIL WE CAN GET SUFFICIENT RAIN ON THE GROUND.
