IN EARLY 2017, COMMISSIONER MOSES AND A LOCAL RESIDENT DECIDED TO ADD MORE STOP SIGNS TO SLOW DOWN SPEEDERS. HE BROUGHT IT TO THE COURT WHERE HE, JUDGE SUAVE, COMMISSIONER TARRIO, ATTORNEY JORDAN, DISCUSSED ADDING ALL WAYS STOP SIGNS TO SLOW DOWN TRAFFIC. JUDGE SUAVE SAID THAT MORE SIGNS MIGHT ACTUALLY INCREASE THE RISK OF ACCIDENTS. COMMISSIONER TARRIO MORE THAN ONCE RAISED CONCERNS ABOUT LIABILITY, AND THE NEED TO FOLLOW TEXT.RULES. IN SEPTEMBER OF 2017, JUDGE SUAVE QUOTED THE COUNTY ENGINEER IS SAYING, "THERE'S REALLY NO JUSTIFICATION FOR A STOP SIGN THERE." COMMISSIONER TARRIO SUGGESTED WAITING FOR A REPORT FROM THE COUNTY ENGINEER. BUT IN OCTOBER, WITHOUT A TRAFFIC ENGINEER REPORT, COMMISSIONER TARRIO DECIDED TO SUPPORT COMMISSIONER MOSES. FOUR YEARS LATER, IN OCTOBER OF 2021, A TRAFFIC ENGINEER STUDY DETERMINED THAT THESE ALL WAYS STOP SIGNS WERE NOT WARRANTED, AND IT RECOMMENDED THEIR REMOVAL. IN JULY OF 2022, THE STUDY WAS UPDATED TO ACCOUNT FOR SUMMERTIME TRAFFIC. THE INCREASED TRAFFIC VOLUME WAS DETERMINED TO BE INSIGNIFICANT. A YEAR AND A HALF LATER, THE STUDY WAS FINALLY BROUGHT TO THE COURT. IN IT, IT REINSTATES FROM EARLIER REPORT, "INTERSECTIONS ARE EXPECTED TO OPERATE AT AN ACCEPTABLE LEVEL OF SERVICE UNDER BOTH THE EXISTING ALL WAY STOPS AND ONE WAY STOP CONTROL." COMMISSIONERS, LEVEL OF SERVICE IS A TERM OF ART, CATEGORIZING TRAFFIC FLOW. THE ENGINEERING STUDY IS TELLING US THERE IS SO LITTLE TRAFFIC WITH OR WITHOUT STOP SIGNS, THERE WILL BE NO CONGESTION. IT SAYS THESE ALL WAYS STOP SIGNS ARE STILL NOT WARRANTED AND SHOULD BE REMOVED. FOR SOME GOOD REASONS, THEY ARE ILLEGAL. YES, THEY ARE ILLEGAL. FEDERAL STANDARD SAYS STOP SIGNS SHALL NOT BE USED FOR SPEED CONTROL. THEY DON'T WORK. DRIVERS TEND TO SPEED UP BETWEEN STOPS TO MAKE UP FOR LOST TIME. [00:05:04] STUDIES HAVE SHOWN THAT ALL MOTORISTS COME TO A ROLLING STOP AND 25% DON'T STOP AT ALL. BECAUSE OF THIS, THEY ARE UNSAFE. STOP SIGNS CAN GIVE PEDESTRIANS A FALSE SENSE OF SAFETY. TRAFFIC SAFETY ENGINEERS EXPLAIN THAT STOP SIGNS ARE INTENDED TO ASSIGN THE RIGHT AWAY AND TO MAINTAIN SMOOTH, PREDICTABLE TRAFFIC FLOW, NOT TO REDUCE SPEED. RESEARCH SHOWS THAT WHEN STOP SIGNS ARE USED AS SPEED DETERRENTS, THEY CAN LEAD TO ACCIDENTS BECAUSE DRIVERS OFTEN IGNORE THEM. JUDGE, COMMISSIONERS, I ASK YOU TO GOOGLE THIS.
