AT THE LAST MEETING, WE CONTINUED OUR JOURNEY INTO THE PRAIRIE LEA POLITICAL ALWAYS STOPS.

WE LEFT OFF WITH A SECOND HEARING WHERE THOSE WHO OPPOSED THE SIGNS CAME TO VOICE THEIR CONCERNS.

THREE COURT MEETINGS LATER AT THE URGING OF JUDGE SHAWLY, COMMISSIONER MOSES BROUGHT IT BACK TO COURT FOR DISCUSSION.

THIS TIME HE CLAIMED TO HAVE CONSULTED WITH TXDOT.

HOWEVER, HE HAD NO DOCUMENTATION TO SUPPORT HIS CLAIMS. HE SPOKE OF AN EMAIL FROM TXDOT, YET FAILED TO PRODUCE IT.

THEN HE DECLARED, "I'M NOT FOR CHANGING WHAT WE HAVE OUT THERE." JUDGE SHAW REPLIED, "I GOT A LITTLE BIT OF A DIFFERENT STORY.

THE COUNTY ENGINEER REFERRED BACK TO ME AND BASICALLY STATED THAT THERE WAS REALLY NO JUSTIFICATION FOR A STOP SIGN." RECOGNIZING THE CONTRADICTION, COMMISSIONER THERIOT WISELY MOVED TO TABLE THE ITEM UNTIL THE COUNTY ENGINEER COULD REPORT ON IT, AND THAT WAS THE RIGHT MOVE, BUT THEN AT THE NEXT MEETING, THE SAME STORY UNFOLDED.

COMMISSIONER MOSES CLAIMED THAT HE TALKED TO TXDOT ABOUT NARROW ROADS, CURBS, PLAY AREAS, FOOT TRAFFIC, GOLF CARTS, FOUR WHEELERS, EVERYTHING BUT THE KITCHEN SINK, AND STILL NO DOCUMENTATION, NO ENGINEERING REPORT, AND AGAIN, NO INPUT FROM THE COUNTY ENGINEER.

NOW, PLEASE TAKE NOTICE THAT COMMISSIONERS HAYDEN AND ROLAND DID NOT PARTICIPATE IN ANY OF THESE STOP SIGN DISCUSSIONS.

COMMISSIONER THERIOT AND JUDGE SHAW WERE THE ONLY ONES QUESTIONING THE PROCESS.

THERIOT WAS DOING IT OVER STOP SIGNS IN ANOTHER COMMISSIONER'S PRECINCT'S.

WHAT IS COMMISSIONER THERIOT TO DO? WELL, HE FOUND A WAY FOR HIS CONCERNS TO BE REDUCED.

COMMISSIONER THERIOT EXPLAINED TO THE COURT, "I'D ASKED FOR THIS TO BE TABLED UNTIL WE COULD GET OUR ENGINEER TO TAKE A LOOK AT IT AND PROVIDE US WITH SOME INFORMATION ALSO.

WE'VE LOOKED AT THAT." WHAT HE DIDN'T TELL YOU IS WHAT THE INFORMATION WAS.

THE INFORMATION FROM THE COUNTY ENGINEER WAS THE SAME AS WHAT JUDGE SHAW REPORTED AT THE PREVIOUS MEETING.

"THERE WAS NO JUSTIFICATION FOR A STOP SIGN.

THE COUNTY ENGINEER ALSO RECOMMENDED A TRAFFIC STUDY TO CONFIRM IT.

NOW, DESPITE THAT AND WITHOUT EXPERT TESTIMONY OR DOCUMENTATION, COMMISSIONER THERIOT ENDED WITH "I SUPPORT COMMISSIONER MOSES' DETERMINATION ON THIS." COMMISSIONER THERIOT CHOSE TO SUPPORT THE COMMISSIONER'S JUDGMENT OVER THAT OF A COUNTY ENGINEER.

JUDGE SHAW, HAVING ALL HIS CONCERNS STRANGELY FADE AWAY, HAD NO QUESTIONS OR COMMENTS.

HE SIMPLY ASKED, "WELL, WITH THAT SAID, APPARENTLY, THERE'S GOING TO BE NO ACTION ON THIS ITEM." COMMISSIONER MOSES RESPONDED, "CORRECT." JUST LIKE THAT, THE DEAL IS DONE, NO DOCUMENTATION, NO STUDY, NO EXPERT ADVICE, AND IT ALL WENT A LITTLE TOO SMOOTHLY, LIKE THE KIND OF SMOOTH YOU GET WHEN THE ROUGH PARTS ARE HANDLED IN ADVANCE.

MY TEAM SAY, WELL, WE ALL KNOW THERE'S A LOT OF CHANGES HAPPENING IN LOCKHART.

HOW DO WE CAPTURE THAT VISION TO WELCOME THE NEW PEOPLE FROM AUSTIN AND SAN ANTONIO? ALSO WELCOME THOSE WHO ARE ALREADY HERE THAT HAVE NOW MORE OPTIONS TO LIVE.

WHAT YOU SEE IN FRONT OF YOU IS THE MOOD BOARD, IF YOU WILL, OF WHAT WE SAW AS LOCKHART.

SORT OF THIS RETRO, VERY CHARMING TEXAN TOWN THAT HAS CHANGED QUITE A BIT.

THAT CHANGE WE'RE TRYING TO CAPTURE WITHOUT LOSING THE ESSENCE OF WHAT LOCKHART IN THE COUNTY IS.

THE ESSENCE OF THIS COMMUNITY IS REALLY BASED ON THIS GRITTY THROWBACK TO OLD AUSTIN, BUT ALSO NOT LOSING ITS ESSENCE OF LOCKHART.

WITH THAT, WE CAME UP WITH ESSENTIALLY FIVE KEY PRINCIPLES TO OUR VISION.

I THINK WE'RE ALL PRETTY TIRED OF SEEING THE SAME MCMANSION COMMUNITIES, THE SAME HOMES ACROSS EVERY COMMUNITY, THE SAME PRICE POINTS, THE SAME FINISHES INSIDE.

IT'S REALLY REPETITIVE, AND BUILDERS ARE WONDERING WHY IT'S SLOW OUT THERE.

THE AVERAGE HOME BUYER VISITS SEVEN HOMES BEFORE THEY BUY ONE.

WHAT WE'RE TRYING TO DO HERE IS OFFER UP TO 12 DIFFERENT HOME TYPES, DIFFERENT SIZES, DIFFERENT PRICE POINTS, WHICH WILL HELP US INVITE ALL DIFFERENT INCOME LEVELS.

IN THIS COMMUNITY, WE MORE THAN DOUBLE THE AVERAGE IN THE NATION FOR PARKS AND LANDSCAPE.

THE AVERAGE HOME BUYER TODAY, THE FIRST HOME AGE IS 38-YEARS-OLD.

PEOPLE IN THAT ERA WANT TO CONNECT WITH THEIR NEIGHBORS, THEY WANT TO BE PART OF A COMMUNITY.

THE NUMBER 1 AMENITY THAT PEOPLE WANT IS TO ACCESS TO TRAILS IN NATURE.

I THINK WE ALL KNOW HEALTH IS IMPORTANT TODAY.

WE ALL HAVE PETS, AT LEAST SOME MORE THAN ONE, AND HEALTH AND FITNESS IS STILL OF HIGH IMPORTANCE.

WHEN WE LOOK AT MOXI, WE DID A LOT OF RESEARCH AS TO WHO WE THINK WILL BE MOVING THERE, WHAT INCOME LEVELS THEY WILL BE IN OUR HOMES PRICE SOMEWHAT IN THAT RANGE.

WHAT I DID FIND INTERESTING IS THAT WE ARE SEEING SOME INCOME LEVELS INCREASE THROUGH THE COUNTY, AS YOU MAY KNOW.

I JUST SAW THAT NEWS BIT WITH BARRY ELLISON'S INVESTMENT ON THE OLD IRONOX SITE.

THOSE SCIENTISTS ARE MAKING ABOUT 140 A YEAR WHEN THEY START, WHICH IS PRETTY PHENOMENAL.

WE ARE GOING TO SEE SOME INCOME LEVELS INCREASE HERE IN THE CITY AND THE COUNTY, WHAT THAT MEANS FOR THE HOMES IS THESE HOMES WILL PRICE SOMEWHERE BETWEEN 300,000 TO A HALF MILLION DOLLAR, AND WE'LL HAVE SOME CUSTOM HOMES TOO THAT WILL GET PRETTY CLOSE TO A MILLION DOLLARS.

LET'S TALK ABOUT WHAT WE'RE ACTUALLY DOING TODAY AND WHAT YOU CAN EXPECT TO SEE HERE IN THE NEXT REALLY 2-4 MONTHS.

WE'RE ABOUT 12-14 MONTHS INTO PHASE 1.

WE SHOULD BE DOING ASPHALT HERE NEXT MONTH, SO YOU'LL START SEEING HOMES GO UP, FRAMING PROBABLY MARCH WITH THE FIRST HOME SALE ESTIMATE TO BE IN MAY.

WHAT YOU SEE HERE IS OUR GRAND ENTRANCE.

YOU CAN GET YOUR CORNER STORE GROCERIES, SANDWICHES, GRAB AND GO COFFEE, WINE, BEER, WHAT HAVE YOU.

WE'LL HAVE CONCERTS ON THE LAWN ON THE BACK SECTION THERE.

WE'LL HAVE FARMER MARKETS ON SATURDAYS, BARBECUE FESTIVALS, ART EXHIBITS, AND THE WHOLE NINE.

WHAT'S INTERESTING ABOUT THIS, IF YOU GO TO A TYPICAL BUILDER COMMUNITY, THE MODEL HOMES ARE SECTIONED OFF FROM ANYTHING AND YOU JUST GO THROUGH THE MODEL HOME TO DO THE SALE.

WE SHOULD START BUILDING THIS HERE IN JANUARY, FEBRUARY.

AGAIN, THIS IS GIVING THE FEEL OF OUR PARK INVESTMENT.

WE WILL HAVE PAINTED SIDEWALKS, WE HAVE A HUGE INVESTMENT ALL THROUGH THE COMMUNITY WITH PARKS AND LANDSCAPE, AS MUCH AS WE CAN, ZERO SCAPING AND DROUGHT RESISTANT PLANTS.

WE KNOW WATER IS AN ISSUE, SO WORKING TO ACHIEVE THAT WHERE WE GO FROM HERE AND THIS IS JUST SOME HIGH LEVEL VISION, BUT I DO WANT TO SHOW YOU.

AS YOU MAY KNOW, LOCKHART IST GOT THEIR BONDS PASSED BACK IN MAY.

THEY PLAN TO START CONSTRUCTION IN JANUARY FOR THIS VERY EXPENSIVE SCHOOL, TWO FOOTBALL FIELDS, INDOOR PITCH, THE WHOLE NINE.

WE DID DEDICATE THE LAND TO THEM, THAT WAS PART OF THE AGREEMENT, CONTINGENT UPON THEM BUILDING THE SCHOOL IN THIS UPCOMING YEAR.

THIS WILL BE RIGHT CONNECTED NEXT TO OUR PHASE 1 INTO OUR PHASE 2, SO WE'LL BE BUILDING ALONG AS THEY'RE BUILDING, OUR BUILDERS SHOULD BE BUILDING HOMES. ANOTHER RENDERING.

I THINK ONE OF THE THINGS HERE THAT I'M TRYING TO SHOW YOU ALL IS THAT INSTEAD OF BUILDING HOMES IN ONE LOCATION AND JUST KEEPING THE PARK BY ITSELF, WE'RE TRYING TO INTEGRATE ALL OF THE HOMES, THE TRAIL SYSTEMS, AND THE AMENITIES WITHIN THE PARK SYSTEM.

OUR BIG BET IS THAT BUYERS OF THIS COUNTY WILL WANT TO BE IN COMMUNITIES THAT HAVE THIS ACCESS TO PARKS AND TRAILS.

THESE ARE ALL OBVIOUSLY INSPIRATIONAL, MUCH BIGGER SCALE, BUT WE DID WANT TO BRING IT DOWN TO SCALE HERE AND WHAT YOU CAN SEE IS HARD TO SEE FROM THIS FAR AWAY, BUT ESSENTIALLY, WHAT WE'RE DOING IN OUR COMMUNITIES ARE TRYING TO CREATE THESE VILLAGE CENTERS.

WHAT THAT MEANS IS OVER TIME, WE'LL BE DOING THINGS LIKE BUILDING OUT DAYCARES, WE'LL BE BUILDING OUT URGENT CARES, PLACES TO HAVE YOUR DOG ROOM, VETERINARIAN CLINICS, GRAB AND GO FOR COFFEE.

INSTEAD OF HAVING THE CLUBHOUSE AND POOL, WHICH WE'LL HAVE IN A LATER PHASE, WE'RE REALLY THINKING THAT PEOPLE WANT TO HANG OUT WHERE THERE'S CONVENIENCE AND ACCESS FOR THEIR KIDS AND THEIR PETS.

THE WHOLE IDEA IS THAT YOU CAN WALK TO THE DAYCARE CENTER AND DRIVE 30 MINUTES LIKE EVERYONE DOES TODAY.

THIS IS GOING TO BE A 20-YEAR BULLET BUILD.

AS I SAID A YEAR AGO, WHEN WE GOT THE ORIGINAL AGREEMENT APPROVED.

MOVED 13 YEARS FORWARD, THE SON HAS NOW DECIDED HE WANTS TO MOVE BACK TO WHERE HE WAS ORIGINALLY FROM, AND THAT HE IS WANTING TO SELL THE PROPERTY.

WELL, NOW SINCE THE FAMILY AND GRANT WAS NOT OBTAINED, AND EVERYTHING, HE'S JUST ASKING FOR A VARIANCE TO BE ABLE TO SELL THE PROPERTY, A VARIANCE FROM THE FAMILY LAND GRANT PROVISION.
