WHILE I HAVE, I HAVE BEEN VOLUNTEERING AT SHELTERS AS A FOSTER AND WORKING WITHIN RESCUES FOR AROUND SEVEN YEARS NOW. THE LAST FOUR YEARS HAVE BEEN INCREDIBLY TAXING AND IT DOES NOT FEEL LIKE WE HAVE ANY FORWARD MOMENTUM. RATHER, WE ARE MAINTAINING CONSTANTLY ON THE VERGE OF A BREAKING POINT. I'VE REACHED MY MAXIMUM CAPACITY WITH LONG TERM FOSTERS, AND I'M WATCHING THIS HAPPEN TO MANY OTHERS WITHIN THE RESCUE COMMUNITY. WE NEED A NEW SHELTER, BUT MY FEAR IS A NEW SHELTER WILL QUICKLY JUST BECOME ANOTHER FULL SHELTER WITH DEADLINES AND PLEAS FOR RESCUES AND FOSTERS. WHILE ANIMALS ARE STUCK IN THE SHELTER SYSTEMS AND OTHERS ARE LEFT TO ROAM THE COMMUNITY. WE ARE LUCKY TO HAVE DEDICATED SHELTER WORKERS AND RESCUES AND I, LIKE MOST OF THEM, WORK WITHIN THE PARAMETERS OF NO-KILL, BUT THEY CANNOT BEAR THE FULL RESPONSIBILITY OF THIS ON THEIR OWN. THEY NEED THE SUPPORT FROM THEIR COMMUNITY AND THEIR LOCAL GOVERNMENT. WHICH BRINGS ME TO WHY I AM HERE INSTEAD OF FILLING UP ANOTHER SHELTER, LET'S HAVE A SMALLER SHELTER AND DIRECT THOSE FUNDS INTO GETTING TO THE ROOT OF WHY WE ARE IN CONSTANT CRISIS. WE NEED ACCESSIBILITY TO LOW AND IN SOME CASES NO COST SPAY AND NEUTER. ONE PREGNANT CAT AND HER OFFSPRING CAN TURN INTO 10,000 CATS WITHIN FOUR YEARS. A PREGNANT DOG CAN BECOME 400 WITHIN FOUR YEARS. SO MULTIPLY THAT TIMES. THE NUMBER OF STRAYS AND UNFIXED PETS WE ALREADY HAVE IN YOUR SHELTER IS ALREADY FULL. IN THE SAME REGARD, THE CONVERSE IS TRUE ONE SPAY CAT CAN KEEP 10,000 CATS OUT OF OUR COMMUNITY, ONE DOG UP TO 400. EVERY UNEXPECTED LITTER MAKES IT THAT MUCH HARDER FOR DOGS AND CATS WITHIN THE SHELTER TO GET ADOPTED, LEADING TO LONGER SHELTER STAYS, WHICH CAN IN TURN LEAD TO STRESS AND MENTAL DECLINE, WHICH MAKES IT EVEN MORE DIFFICULT TO GET THEM ADOPTED OUT. WE HAVE FOLKS READY TO CREATE, VOLUNTEER, TRAP AND RELEASE PROGRAMS TO TURN OUR STRAY CATS INTO COMMUNITY CATS AND PREVENT THEM FROM FURTHER LITTERS. WE HAVE BRILLIANT RESCUES, AND IF WE COULD SLOW DOWN INTAKE, THEY COULD FOCUS THAT ATTENTION BACK ON AIDING THE SHELTERS WITH ADOPTIONS. USING THE DATA WE HAVE FROM ACOS AND SHELTERS INTAKES, WE COULD ISOLATE WHERE THE LARGEST NUMBER OF DOG INTAKE CALLS ARE COMING FROM, AND FOCUS SPAYING FEMALES IN THOSE AREAS TO FIRST IMMEDIATELY OUT THE GATE DIRECTLY TO THE ROOT. MY EXPERIENCE IS FOLKS DON'T KNOW ABOUT SPAY AND NEUTER OR HOW TO GET ONE, OR FOLKS CANNOT AFFORD THE 2 TO $500 THEY ARE QUOTED, OR TAKE OFF THE SPECIFIC DAY OF WORK FOR THE MOBILE CLINIC. WE HAVE SO MANY NEW HOMES BEING BUILT IN OUR AREA. ASSUMING THOSE HOMES FOLLOW THE CURRENT US AVERAGE OF 70% OF HOUSEHOLDS HAVING 1.5 TO 2 ANIMALS, THAT'S THOUSANDS OF NEW PETS COMING INTO OUR AREA. AND IF WE DO NOT HAVE SPAY AND NEUTER SERVICES READILY AVAILABLE, THAT HAS THE POTENTIAL TO EXPLODE THE CAT DOG POPULATION WELL PAST THE BREAKING POINT. WHILE I OBVIOUSLY AM AN ADVOCATE TO ME, I SEE NO DISTINCTION IN ADVOCATING FOR ANIMALS AND ADVOCATING FOR YOUR COMMUNITY. BY AND LARGE, WE SEE STRAYS AFFECTING LOWER INCOME AREAS MUCH MORE DRASTICALLY, WHICH PUTS AN UNFAIR BURDEN ON THEM. ALSO, NO ONE WANTS TO BUY THE HOUSE WHERE STRAYS ARE RUNNING WILD. THAT AFFECTS PEOPLE'S PROPERTY VALUES. BUSINESS OWNERS DON'T WANT THEIR CUSTOMERS TO SEE CATS RUN OVER IN THE STREETS BEFORE THEY GET TO THEIR SHOP. AND FINALLY, IN THE COUNTRY, LANDOWNERS ARE FORCED TO MAKE HARD DECISIONS WHERE NO ONE WINS WHEN IT COMES TO STRAY HUNGRY DOGS AND LIVESTOCK. BECAUSE LIVESTOCK ARE BELOVED DOMESTICATED ANIMALS AS WELL AS LIVELIHOOD. NO ONE SHOULD HAVE TO MAKE THE DECISION BETWEEN WHICH LIFE TO SPARE THAT TEARS COMMUNITIES APART AND TRAUMATIZES EVERYONE INVOLVED. LET'S MAKE THAT A NON-ISSUE SO NO ONE SUFFERS. SO I AM HERE JUST TO TALK ABOUT WATER. WE'RE OUT OF WATER. IT'S JUST A SAD REALITY IN TEXAS, WHICH IS WHY PROP 4 PASSED SO OVERWHELMINGLY. SO THE SAN MARCOS RIVER IS AT HALF THE AVERAGE FLOW, AND SEVERAL COMMUNITIES IN CALDWELL COUNTY DO DEPEND ON THE SAN MARCOS RIVER FOR THEIR DRINKING WATER. SO I LOVE THAT THE DEVELOPERS HERE TODAY FOR THE NEW DATA CENTER WILL NOT REQUIRE WATER FOR COOLING THEIR POWER GENERATION. THIS IS A HUGE DEAL. THERE IS A DISCONNECT WITH THE PUBLIC ABOUT HOW MUCH WATER IS NEEDED FOR COOLING POWER, ESPECIALLY NATURAL GAS POWERED PLANTS. NOT COOLING NATURAL GAS POWERED PLANTS IS GOING TO BE CRITICAL GOING FORWARD BECAUSE WE DO NOT HAVE THE WATER. SO I WOULD RESPECTFULLY ASK THE COURT TO GO BACK TO THE TWO DATA CENTERS ON FM 2720. AND IF THEY ARE GOING TO BE CREATING THEIR OWN POWER GENERATION, IF Y'ALL COULD GET THEM TO VOLUNTARILY AT THIS POINT, UTILIZE TECHNOLOGY THAT DOES NOT REQUIRE COOLING THROUGH WATER, WE DO NOT NEED TO BE SPENDING POTABLE WATER ON THINGS LIKE COOLING, POWER GENERATION AND COOLING DATA CENTERS. SECONDLY, WE REALLY APPRECIATE THAT 2D MODELING WILL BE UTILIZED FOR STORMWATER CAPTURE. THE EDWARDS AQUIFER AUTHORITY CLIMATOLOGIST. HAS DONE A LOT OF WORK AND LOOKED AT A LOT OF MODELS ABOUT WHAT THE FUTURE OF RAIN AND TEXAS IS GOING TO LOOK LIKE. AND ON THERE ARE NINE MODELS THEY'RE LOOKING AT ON AVERAGE. WE'RE GOING TO GET ABOUT THE SAME AMOUNT OF RAIN, BUT IT'S GOING TO BE EVENTS THAT ARE FEWER AND FARTHER BETWEEN. SO WE'RE GOING TO HAVE THESE DRY SPELLS. I MEAN, WHEN WE'RE HAVING A PRAYER AND WE'RE PRAYING FOR RAIN, WE KNOW THERE'S A PROBLEM, RIGHT? SO BETWEEN THE DRY SPELLS, WE'RE GOING TO HAVE MUCH STRONGER STORM EVENTS. AND WE SAW IT IN 2015. WE HAD 2 250-YEAR STORM EVENTS. THAT IN TURN, MADE THE OLD 50-YEAR STORM EVENT TURN INTO A 25-YEAR STORM EVENT. SO THESE STRONGER EVENTS CHANGE WHAT WE CONSIDER THE 50 AND 100 YEAR STORM EVENT. RIGHT. SO ON THAT NOTE, I KNOW THAT THE COURT CANNOT REQUIRE THAT THE DEVELOPER MODEL TO 100 YEAR STORM EVENT, BUT I WOULD RESPECTFULLY ASK THAT THE DATA CENTER DEVELOPER BUILD THEIR STORMWATER DETENTION TO 10% ABOVE THAT OF A 100 YEAR STORM EVENT. AND THAT'S NOT ONLY IN THE BEST INTEREST OF THE DATA CENTER, IT'S IN THE BEST INTEREST OF THOSE DOWNSTREAM OF THE DATA CENTER. SO AXIS, THE AXIS TERMINAL BETWEEN SAN MARCOS AND CALDWELL OR LOCKHART, THEY ARE DOING THAT. THEY'RE GOING TO DETAIN STORMWATER 10% ABOVE THAT OF 100 YEAR STORM EVENT. HUGELY HELPFUL. AND THEN LASTLY, I WOULD ASK THE COURT IF Y'ALL HAVE AN OPPORTUNITY TO WEIGH IN ON PROP 4 MONEY, AND HOW IT'S SPENT. THERE'S A LOT OF TALK OF DESALINIZATION. AND WE'VE SEEN THIS IN CALIFORNIA. WE'VE GOT WATER WELLS STICKING UP SIX FEET OUT OF THE GROUND BECAUSE THE PRESSURE IS GONE AND THE LAND LITERALLY SINKS. SO WE WOULD ASK FOR LOCALIZED SOLUTIONS LIKE FIXING LEAKY PIPES, WHICH IS RESPONSIBLE FOR 30% OF POTABLE WATER LOSS. SO LET'S START WITH COMMISSIONER MOSES, THE INSTIGATOR AND ARCHITECT OF THE ALWAYS STOPS. HIS DECISIONS LACKED ENGINEERING DATA, RELIED ON A FRIEND'S INPUT, RESISTED REVIEW, AND IGNORED EXPERT ADVICE. HE PROMISED TO CONTACT THE SHERIFF'S OFFICE AND TXDOT, BUT PROVIDED NO DOCUMENTATION, DESPITE CONCERNS RAISED BY THE PUBLIC AND THE COURT. THE STOP SIGNS WERE APPROVED BASICALLY BASED SOLELY ON HIS OPINION. AND JUDGE (INAUDIBLE), WELL, HE RECOGNIZED SPEEDING AS THE REAL CONCERN AND QUESTIONED IF THE STOP SIGNS WERE JUSTIFIED. HE URGED COMMISSIONER MOSES TO HOLD A SECOND HEARING AFTER RESIDENTS COMPLAINED. YET EVEN AFTER EVIDENCE SHOWED THE STOP SIGNS WERE UNWARRANTED, HE SURPRISINGLY LET THE ISSUE DROP ONCE COMMISSIONER THERIOT CHANGED HIS POSITION. SPEAKING OF COMMISSIONER THERIOT, HE INITIALLY RAISED CONCERNS ABOUT LIABILITY AND CALLED FOR SOUND ENGINEERING PRACTICES. HE ASKED FOR EXPERT REVIEW AND RECEIVED AN ENGINEER'S CONCLUSION THAT THE STOP SIGNS WERE UNJUSTIFIED. IN SPITE OF THAT, HE REVERSED COURSE AND SUPPORTED COMMISSIONER MOSES. BUT LATER, WHEN COMMISSIONER SHELTON BROUGHT THE ISSUE TO THE HAYDEN COURT, HE REVERSED COURSE AGAIN, STATING TRAFFIC VOLUMES WERE TOO LOW AND SUPPORTED A TRAFFIC STUDY TO CONFIRM IT. NOW COMMISSIONER SHELTON, WHO REPLACED COMMISSIONER MOSES, SHE REOPENED THE ISSUE THREE YEARS LATER, SHE FOUND NO EVIDENCE OF ANY TRAFFIC STUDY SUPPORTING THE STOP SIGNS. SHE INSISTED ON DATA, PUSHED FOR A TRAFFIC STUDY AND BROUGHT INTEGRITY BACK TO THE DISCUSSION. AND COMMISSIONER ROLAND.
