[Special Presentations]

PRESERVATION STUDY PROJECT YOU FOLKS WOULD LIKE TO COME AND DO YOUR PRESENTATION THIS TIME. I APPRECIATE IT. MORNING JUDGE COMMISSIONERS OF INTRODUCED MYSELF KIND OF GET THIS UP ON GOING. MY NAME IS ALAN CLOSURE. WORK WITH HDR ENGINEERING, AND I AM THE PROJECT MANAGER FOR THE HAYS COUNTY STATE HIGHWAY 21 ORDER PRESERVATION STUDY. VERY EXTREME. HERE.

[00:05:12]

HERE WE GO. THIS PROJECT WAS DONE IN CONJUNCTION WITH GAP STRATEGIES.

AND JUST AS A BRIEF OVERVIEW OF WHAT SCOPE OF THE PROJECT WITH CONSISTS SERVICE, WE WERE TASKED BY HAYS COUNTY. TAKE A LOOK AT THE 21 CORRIDOR FROM STATE HIGHWAY 80 ALWAYS STATE HIGHWAY 1 30. LOOK AT WHAT YOU KNOW WHAT TYPE OF ANTICIPATED. POPULATION GROWTH TRAFFIC GROWTH TO OCCUR. OVER THE NEXT 20 YEARS. UPTO 2040. INVESTIGATE THAT AND TAKE A LOOK AND SEE WHAT IMPROVEMENTS WILL BE NEEDED ON THAT QUARTER CORRIDOR TO ACCOMMODATE THAT GROWTH IN THAT TIME PERIOD. START IDENTIFYING THE RIGHT AWAY THAT WOULD BE NEEDED FOR THOSE IMPROVEMENTS SO THAT BOTH COUNTIES AND CAN EITHER IN THERE THROUGH THE DEVELOPMENT PROCESS AND OVER THE STATE CAN ACTUALLY START. TRYING TO GET THAT CASE OUT OF THIS RIGHT AWAY. THE DEVELOPERS COME IN, AS YOU KNOW THAT CORRIDOR'S BEING FLOODED BY DEVELOPERS RIGHT NOW AND SO IT'S GOING TO BE CRITICAL. MAN. THAT WE CAN TO MAKE SURE THAT WE CAN CONTROL THAT SOME DEGREE SO THAT THOSE DEVELOPERS ARE DEDICATING RIGHT AWAY AS THEY COME IN. THANK YOU. SO WE'LL START OUT WITH STAKEHOLDER OUTREACH. FIRST THING WE DID WE ARE CONTRACT WAS EXECUTED TOWARDS THE END OF JANUARY OF THIS YEAR. HE STARTED REACHING OUT TO THE MAJOR STAKEHOLDERS ALONG THE PROJECT FOUR DOOR. OF COURSE THAT CONSISTED OF PROBABLE COUNTY BECAUSE, AS YOU KNOW, 21 PRETTY WELL BY SIX DAYS COUNTY AND CALDWELL COUNTY IN HAYS COUNTY ON THE WEST AND COMING ON EAST WE'VE COORDINATED THROUGH SECRETARY OH'S OFFICE THAT WAS JEFF MARTIN WAS DOING A LOT OF THAT FOREST WAY, ALSO OPENED UP IN DISCUSSIONS WITH CITY OF SAN MARCUS. THEY HAVE, BECAUSE THEIR INVOLVEMENT THEY HAVE.

THE SOUTHERN END OF THE PROJECT IS IN THEIR CITY LIMITS. WE ALSO HAVE THE AIRPORT THERE, GARY JOB FOR CENTER. WE'VE REACHED OUT TODAY. I'M STARTED DISCUSSING WITH THEM. CITY YULAN WAS A VERY IMPORTANT COMPONENT OF OUR OUTREACH. AS YOU KNOW, THEY HAD. JUST SHORTLY AFTER WE STARTED THIS PROJECT AHEAD OF FATALITY ACCIDENT THERE AND YOU LOOK SO THAT YOU AND I HAVE HAD SEVERAL IN THE PAST. SO THAT'S BEEN ONE OF OUR, UH KEEP KEEP PEOPLE THAT STAKEHOLDERS WE WANTED TO REACH OUT TO COURSE YOU PR BECAUSE THEY HAVE A FACILITY THAT RUNS THROUGH THEIR PACES. WE'VE ALSO REACHED OUT TO THE LOCKER AT I S D ON, JUST TO GET THOSE NASTY HAS SEVERAL FACILITIES ALONG THE CORNER ALREADY AND ARE PLANNING MANY MORE. ON, LASTLY, REACHING OUT TO SEVERAL MAJOR DEVELOPERS, JUST AS, FOR INSTANCE, ONE MAJOR ONES THAT HAS PROPERTY ALL ALONG 21 GROUP. ONCE WE HAD A STAKEHOLDER OUTREACH, WE DID SCHEDULE A VIRTUAL TOWN HALL, WHICH RAN FROM MAY 18 THROUGH MAY 31ST AND WE'LL TALK ABOUT THE RESULTS OF THAT A LITTLE BIT LATER. AS FAR AS GROWTH PROJECTIONS REGIONAL POPULATION IN THIS AREA ALONG THIS QUARTER IS ANTICIPATED TO GROW AT LEAST 150% BY 2040. WE'RE SAYING IN OUR TRAFFIC PROJECTIONS AS YOU CAN SEE OUR. EITHER DOUBLING OR TRIPLING, DEPENDING ON WHAT SECTION OF THE HIGHWAY THAT WE'RE LOOKING AT BY 2040 AS WELL. THE SOUTHERN SECTION IS SEEING A LITTLE BIT DIFFERENT GROWTH PATTERN IN THE NORTH. SO THAT THAT'S ONE THAT ADAM THAT WE'RE LOOKING AT. AS PART OF THE GROWTH PROJECTIONS WE STARTED LOOKING AT HOW THE HIGHWAY IS CURRENTLY PERFORMING, LOOKING AT THE INTERSECTIONS AS WELL AS HOW THE HIGHWAY WOULD PERFORM. UNDER THOSE PROJECTED TRAFFIC FINES, AND AS YOU CAN SEE, KIND OF THE COLUMNS WITH MOSTLY GREEN IN A LITTLE BIT OF YELLOW. THAT'S THE CURRENT OPERATIONS AND WE'RE LEVEL C FROM MOST PART THAT'S A THAT'S A PRETTY GOOD LEVEL OF SERVICE. AS YOU START GETTING TOO 2040.

YOU CAN SEE IT VERY MUCH. EVERYTHING GOES TO HELL AND THE LEVEL OF SERVICES HAVE A DEFINITION. THERE IS BASICALLY THE AMOUNT OF DELAY WHERE LOVELESS, EH? BASICALLY FREE FLOWING ALL THE TIME. LEVEL OF SERVICE SERVICE F MEANS THAT THERE'S A SIGNIFICANT DELAY. UP AND AT THE INTERSECTIONS FOR TRAVEL. THEN WE ALSO STARTED COMPILING ACCIDENT DATA OVER

[00:10:05]

THE PAST. I THINK WE HAVE DATA OVER THE PAST FIVE YEARS WE WERE ABLE TO GATHER FROM THE TEXT, NOT SYSTEM. NO, AND YOU CAN SEE THAT HI ALONG 21 ACCIDENTS ARE UP 68% 2014 AND WE ANTICIPATE THAT TOO. JUST CONTINUE TO INCREASE. NO IMPROVEMENTS ARE DONE. AND YOU CAN SEE WE DO HAVE KIND OF A HEAT MAP HERE AND YOU COULD SEE WHERE THE MAJORITY OF FACTS THAT WERE HAPPENING LATER, WALLED IN ULAN WERE THE TWO KEY. AREAS WHERE A LOT OF THAT BUT THOSE WERE HAPPENING. RECURRING. AS I MENTIONED EARLIER, WE HAD DID HAVE A VIRTUAL TOWN HALL WHERE WE PRESENTED MUCH OF THIS INFORMATION TO THE PUBLIC ADVERTISEMENTS RUN ON THE 20TH AND 27TH OF MAY. HEY FREE PRESS LOCKHART POST REGISTER HAD DIGITAL OUTREACH WELL ON FACEBOOK NEXT DOOR. AND WE ALSO HAD PUBLICATIONS AND TIO, TWO OF THE SPANISH NEWSPAPERS, PRENSA AND EL MINGO. OVER 200 DIRECT MAILINGS TO RESIDENTS BASED BUSINESSES IMMEDIATELY ADJACENT TO THE HIGHWAY AS WELL TO MAKE SURE THAT THEY KNEW ABOUT THE VIRTUAL TOWN HALL. WE WERE ABLE TO PARTICIPATE. MEGSIE OVER ON THE RIGHT SIDE HAVE KIND OF A SUMMARY OF THE FLY'S NOT SURE HOW MANY OF YOU WERE ACTUALLY ABLE TO GO IN AND PARTICIPATE IN THE VIRTUAL TOWN HALL. MUCH OF THE SAME DATA WE EXPRESSED TO THE PUBLIC. WHY WE'RE DOING THIS. THE DATA THAT WE HAD FOUND. AND THEN WE STARTED PRESENTING A LITTLE BIT MORE INFORMATION REGARDING THE ACCIDENTS OF TRAFFIC GROWTH. PROJECT'S SCHEDULE. SOME OF THIS. ANTICIPATED POTENTIAL ROADWAY IMPROVEMENTS THAT WE'RE LOOKING AT. AS WELL AS WE INFORMED THE PUBLIC WE FELT WAS AFFORD TO INFORM THE PUBLIC OF THE TEXT OFF PROJECT SUPER TO PROJECT WHICH SHOULD BE STARTING ANY TIME NOW. IN FACT, THEY NEED TO GO CHECK THAT THEY'VE ACTUALLY TURNING DIRT NOW. I KNOW I LET A COUPLE OF MONTHS AGO FOR CONSTRUCTION. WE WANNA MAKE SURE THAT THEY UNDERSTOOD THAT THIS. WE JUST HAD THE STUDY. THERE'S GONNA BE CONSTRUCTION GOING ON 21. THEY'RE NOT THE SAME PROJECT AND SO THAT THERE WAS A PROJECT GOING OUT THERE THAT WAS GOING TO BE AN INTERIM IMPROVEMENT KIND OF A BAND AID, SO TO SPEAK, TO TRY TO ADDRESS SOME OF THE ISSUES OUT THERE SOME SAFETY ISSUES OUT THERE, BUT IT WASN'T ALONG. THERE WASN'T GOING TO MAKE THE LONG TERM NEEDS. UH, LOOKING AT THE.

ANTICIPATED ROADWAY IMPROVEMENTS. AS WE STARTED INVESTIGATING JUST THE NEEDS FOR THE CORRIDOR. ONE THING WE WANT TO GIVE YOURSELF SOME OPTIONS GOING TO SEE WHAT WHAT WAS PERFORMED BEST, AND THE COUPLE OF THINGS WE'RE LOOKING AT WAS WHAT IS CALLED A DIVIDED SIX LANE DIVIDED MAJOR ARTERIAL OR A MAD SIX. THAT'S WHAT 21 IS DEFINED AS BEING IN THE HAYS COUNTY TRANSPORTATION PLAN, THE STATE TRANSPORTATION PLAN. NOW. WE ALL HAVE WAY. ALSO WANT TO LOOK AT. YOU KNOW HOW WOULD A TRUE FREEWAY SECTION LOOK? HOW WOULD'VE BEEN PERFORM AS WELL AS THE POTENTIAL OF POSSIBLY INTRODUCING MANAGED LANES? SO ONCE THIS WAS DONE, WE AST PART ALSO IS PART OF THE VIRTUAL PANEL. WE GAVE THE PUBLIC AN OPPORTUNITY TO PROVIDE FEEDBACK. ON THAT FEEDBACK WAS THERE IS COMMENT FORM AND THEN A NICE DIGITAL MATH MAPPING EXERCISE WHERE REPUBLICAN ACTUALLY GO INTO THE MAP, CLICK ON THE MAP AND LEAVE A COMMENT.

WHETHER IT WAS CONCERNED ABOUT ACCIDENTS, SAFETY TRAFFIC. CONCERNED ABOUT PROPERTY BEING TAKEN WHATEVER WAY HAD THAT OPPORTUNITY. THEY GAVE HIM THE OPPORTUNITY TO DO THAT. WE FELT THAT THIS WAS THE TIME FACE COUNTY HAS DONE A VIRTUAL TOWN HALL ON A PROJECT SPECIFIC BASIS. THEY'VE DONE IT ON ON PROGRAMS. BUT THIS FIRST TIME THEY'VE EVER DONE IT ON A SPECIFIC PROJECT. BASED ON THE RESPONSE THAT WE HAVE WE CONSIDER IT WAS THE SUCCESS WE HAD NEARLY 1400 UNIQUE VISITORS AND THOSE WERE EVALUATED BASED ON I P ADDRESSES THAT PEOPLE HAVE VISITED THE WEBSITE NEARLY 3000 INDIVIDUAL PAGE PAGE VIEWS AND RECEIVED 101 COMMENTS. I'M NOT GOING TO THE SPECIFICS OF HOW THEY ACCESS, BUT A WIDE VARIETY WAS USED ON. I SHOULD KNOW THAT WEBSITE, UH, VIRTUAL TOWN HALL WAS ALSO IT WAS PRESENTED IN ENGLISH AS WELL. A SPANISH SO WE WANTED TO GIVE EVERY OPPORTUNITY TO DO THAT. AND WE ALSO HAD. A PHONE NUMBER FOR PEOPLE THAT MAY NOT HAVE HAD INTERNET ACCESS WHERE THEY COULD ACTUALLY TEXT IN AND GET

[00:15:01]

INFORMATION OR LEAVE COMMENT VIA TEXT. AS WELL. THE MOST POPULAR, OF COURSE, WELCOME VIDEOS. THERE WERE TWO THERE WERE WELCOME VIDEOS BY COMMISSIONERS JONES, COMMISSIONER SINGLE BIG THEY'RE BOTH REPRESENTED. NOW BEARS THE TWO ENDS OF THE CORRIDOR. AND WE HAD PEOPLE SPENT. ABOUT 11 MINUTES ON THE SITE, REVIEWING IT AND LEAVING COMMENTS ON THEN ROUGHLY 6% OF PEOPLE REVIEWING THE INFORMATION IN SPANISH. HERE'S IN GENERAL, WHAT WE HEARD IN GLOBAL HEAVEN OVERALL SUMMARY AND ON THE RIGHT IS A SAMPLE OF THAT MAPPING EXERCISE THAT I MENTIONED EARLIER. OF COURSE, PEOPLE EXPRESSED CONCERN OVER THE REGIONAL GROWTH THAT IS OCCURRING. THEY ALSO EXPRESSED CONCERN OVER THE ANTICIPATED TRAFFIC VOLUME INCREASE. GENERAL SAFETY CONCERNS REGARDING TURN LANES ON A HIGHLIGHTED A FEW SPECIFIC LOCATIONS SUCH AS THE AIRPORT HIGH ROAD ARM, 1 50. THOSE WERE THE ONES THAT GOT THE MOST COMMENTS REGARDING THAT, AND SEVERAL THOSE WILL BE ADDRESSED WITH THE SUPER TO THAT TEXT I WAS DOING THEY ALSO HAD CONCERNS ABOUT THE SHOULDERS IN GENERAL BECAUSE MUCH OF THE HIGHWAY DOES NOT HAVE SHOULDERS. THERE WERE SOME CONCERNS EXPRESSED ABOUT THE OVERALL IMPACT RIGHT AWAY AND THEN BACK TO INDIVIDUAL PROPERTIES. I WILL. ADD TO THAT A LITTLE BIT THAT IN GENERAL. THE COMMENTS THAT WE HAD ALONG WITH THAT WERE ALSO VERY UNDERSTANDING THAT SOMETHING HAD TO BE DONE ON THE COURT. SO. THEY UNDERSTOOD SOMETHING HAD TO BE DONE, BUT THEY WERE NAILS ARE CONCERNED THEY'RE ON THEN ALSO, JUST AS WE FULLY EXPECTED JUST BECAUSE OF THE COMMUNITIES THAT WERE IMPACTING CONCERNED ABOUT TRYING TO KEEP THE SMALL TOWN FEEL AS WELL AS THE DARK SKIES, NOT WANTING A LOT OF UPWARD LIGHT. DRINK. SO THE NEXT STEP WHERE WE'RE GOING RIGHT NOW WE'RE IN THE PROCESS OF FULLY COMPILING ALL OVER THE COMMENTS RECEIVED AND PREPARING A VIRTUAL TOWN HALL SUMMER REPORT. AND MOVING FORWARD INTO THE EVALUATION OF THE VARIOUS ALTERNATIVES BASED ON TRAFFIC PROJECTIONS THAT WE HAVE THE NEED TO SAFETY AND WE'RE BASING ON WE'RE LOOKING AT THE ALTERNATIVES WITH RESPECT TO THE COMMENT IN THE BACK THAT WE RECEIVED FROM THE PUBLIC. SO THAT WE CAN DETERMINE THE BEST ROADWAY SECTION TO SERVE THE LONG TERM NEED DETERMINER RIGHT AWAY FROM A LONG TERM NEED. AND THEN THE NEXT STEP ONCE WE GET THAT DONE, WILL BE PRESENTING FIND THOSE FINDINGS AND RECOMMENDATIONS TO BOTH HEYES AND CALDWELL COUNTY AS WELL AS THE PUBLIC. AND WE'RE ANTICIPATING DOING A SECOND. WE'RE NOT GONNA BE A VIRTUAL AT THIS TIME. THAT KIND OF APPEARS IT WILL BE ANOTHER TALENT FALL IN AUGUST. TO PRESENT THE INFORMATION. AND THEN THAT WILL BE ALSO BE FOLLOWED UP WITH THE COMPILATION OF THE PUBLIC COMMENTS AND A PROJECT SUMMARY REPORT. AT THAT TIME, WE'LL BE HAPPY TO ENTERTAIN ANY QUESTIONS THAT YOU MAY HAVE.

MISTERS QUESTIONS. EDDIE DARROW. ALL RIGHT. WE APPRECIATE IT. THANK YOU FOR GIVING US THE TIME. THAT'S GOOD. CASEY I THINK WE'RE GOING TO GO AHEAD AND MOVE TO THE SIDE OF AGENTS. FIRST TODAY. GET THOSE DONE, AND THEN WE'LL WE'LL MOVE BACK TO CITIZENS COMMENTS. OKAY. READY, CASEY. CATCH YOU OFF GUARD. THERE'S TRYING TO GIVE YOU A CHANCE.

[Citizens' Comments.]

FEW COMMENTS UP KEEPING THAT PRETTY STRICTLY THIS MORNING. I WOULD ASK THAT WE NOT HAVE A LOT OF APPLAUSE OR OUTBURSTS DURING CITIZENS COMMENTS AND BE RESPECTFUL OF ONE ANOTHER.

OKAY. THANK YOU. FOUR MINUTES STARTING. YES I'M GOING TO JUDGE HAYDEN AND ANIMAL COMMISSIONER'S COURT. THANK YOU FOR THE OPPORTUNITY TO STAND BEFORE YOU FOR THESE FOUR MINUTES AND ALSO ANOTHER OPPORTUNITY TO ADD A FIRST TO MY LIST. THIS IS MY FIRST TIME.

EVEN BEFORE THE COMMISSIONER'S COURT. I STAND BEFORE YOU TODAY AS ONE OF THE COMMITTEE MEMBERS TO RECALL TO REQUEST AND TO GET APPROVAL TO SUPPORT AND TO ORGANIZE CALDWELL COUNTY AFRICAN AMERICAN HERITAGE AND CULTURE COMMISSION. WHAT IS THAT US? GOOD QUESTION. IT'S AN ORGANIZATION WHICH ARE RECOGNIZES AND HOW LIFE THE RESILIENCE AND CONTRIBUTIONS OF AFRICAN AMERICANS FROM THE SEMINAL MOMENT TO THIS PRESENT TIME. WHY? SIMULTANEOUSLY ACKNOWLEDGING THE PAINFUL IMPACT OF SLAVERY, RACIAL DISCRIMINATION, AND THE MARKET

[00:25:06]

HAS LEFT ON OUR NATION, ARE STATES OUR CITIES, OUR COMMUNITIES AND OUR NEIGHBORHOODS? IT IS A SMALL GROUP OF AFRICAN AMERICAN CITIZENS OF CALDWELL COUNTY THAT BELIEVE THAT PEOPLE WITHOUT KNOWLEDGE OF THEIR PAST HISTORY AND ARJUN. ON CULTURE IS LIKE A TREE WITHOUT ROOTS, AND THAT WE RECOGNIZE AND ARE MOTIVATED TO COME TOGETHER AND ORGANIZED THIS COMMISSION WERE LONG CAN EDUCATE ONE PERSON. BUT IF WE ORGANIZE THIS COMMISSION, WE CAN EDUCATE GENERATIONS. UM. BALA CRY IS NOT TO PANIC IN TIMES LIKE THESE, BUT TOW ORGANIZED AND I BELIEVE THAT THIS COUNTY, THE CITY WOULD BUILD ON OUR FUTURE ON THE CONVERSATIONS THAT WE'RE HAVING HERE TODAY IN THIS COMMISSIONER'S COURT. WAY STAND BEFORE YOU TODAY TO SAY WE ARE WILLING TO DO OUR PART TO DO THE WORK TO BELIEVE IN THIS TO TRUST IN THIS AND TO KEEP OUR HEADS UP. TO STAY FOCUS AND BUSY ON THE THINGS THAT ARE, I WAS TO DO WITHOUT ANXIETY OR CONCERNED ABOUT WHAT OTHERS ARE DOING, NOT DOING SHOULD'VE DONE COULD'VE DONE OUT OF DONE. BUT A VITAL PART OF THIS VISION OF THIS AFRICAN AMERICAN. THIS CAR WILL COUNTY AFRICAN AMERICAN CULTURE HERITAGE COMMISSION ALSO IS THAT WE MOVE FORWARD IN THIS VISION THAT WE BRING ALONG WITH US IN SAVING AND RESTORING THE OLD CARVER VOCATIONAL SCHOOL AS A DEPOSITORY AS WE GATHER ALL THIS INFORMATION. WE WANT THE WALLS OF CARVER AND THOSE ROOMS TO BE FIELD WITH ALL OF THIS INFORMATION AND DOCUMENTS THAT WERE GATHERING.

WE WANT A PLACE FLAG COUNTY HISTORY TO STORE OUR HISTORICAL MATERIALS AND DOCUMENTS FROM OTHER ORGANIZATIONS. SO THAT YOU THE COMMISSIONER'S COURT AND THE GENERATIONS DOWN THE GENERATIONS TO COME. WOULD BE ABLE TO COME TOGETHER AND STUDY HISTORY A HISTORY THAT CAN BE SHARE THIS MORE PERSONAL HISTORY THAT WE AS AFRICAN AMERICANS NEED TO SHARE WITH OUR CHILDREN. BUT MOST IMPORTANT, ALL OF GAUL WHERE COUNTY. SO THAT WE CAN UNDERSTAND THE GLUE THAT HOLDS US TOGETHER TO UNCOVER THE OTHER SIDE OF HISTORY THAT HAS BEEN BURIED. THIS COMMISSION COMMITTEE IS EXCITED BECAUSE JUST IN THE RESEARCH THAT HAS BEEN DONE, WHICH IS NOT EVEN A TIP OF IT. SIGNS ON THE FACT THAT IT TRANSCENDS ALL OCCUPATIONS, NATIONALITIES AND RELIGIOUS BOUNDARIES. I HAVE IN HAND TODAY A PART OF MY HISTORY FROM THE 18 HUNDREDS TO THIS PRESENT TIME, A HISTORY THAT I COULD NOT HAVE SHARED WITH MY CHILDREN, OUR GRANDCHILDREN, NIECES, THE NEPHEWS UNTIL NOW. IT WAS HIDDEN. IT WAS VARY. IT NEEDS TO BE ON DISPLAY FOR OTHERS TO READ AND BE ENCOURAGED AND CAN APPRECIATE.

THE JOURNEY ALSO HAVE SUPPORT LETTERS FROM LOCAL CHURCHES. PASTORS ALSO MEMBERS OF CITY COUNCIL MEMBERS OF THE SCHOOL BOARD EDUCATORS, EX STUDENTS OF CARVER, BUSINESS OWNERS AND ALSO THE RELIABLE FACEBOOK PAGE. WE HAVE MANY LIKES AND COMMENTS ON PAGE THERE'S A SAYING, IF YOU WANT TO GO, QUIT, GO ALONG. IF YOU WANT TO GO FAR GO TOGETHER WERE NOT CREATED TO GO ALONG HISTORY AND THE BIBLE. WHO'S THAT TO US? OVER AND OVER AGAIN? I THANK YOU FOR MY FOUR MINUTES AND ALL THIS LEFT IS YOUR APPROVAL AND SUPPORT THAT WE DO A PAT, WE HAVE A PACKET HERE PREPARED TO SHARE WITH YOU, AND WE HOPE THAT WE GET ANOTHER OPPORTUNITY TO BE PLACED ON THE AGENDA SO THAT WE CAN ADDRESS THIS MATTER, FATHER, I THANK YOU.

THANK YOU VERY MUCH. STERLING RILES. MORNING. GOOD MORNING. I'D LIKE TO TAKE THIS TIME TO READ SOME WORDS THAT WERE SPOKEN BAR, TEXAS STATE SENATOR JUDITH. REFRAINING. GIVE ME IF I PRONOUNCE YOUR NAME CORRECTLY. WHEN ASKED ABOUT CONFEDERATE MONUMENT, SHE STAYS.

CONFEDERATE STATUE SYMBOLS AND LEADERS SHOULD NOT BE HONORED FOR CRUELTY. AND DESPICABLY ABUSING HUMAN BEINGS AS CHATTEL. INVITING OUR NATION'S DEFEND THEIR PRACTICE. THEY SHOULD BE INAPPROPRIATE, SITUATIONAL CONTEXT WITH ACCURATE RELATED INFORMATION AS PART OF HISTORY LESSONS THAT CAPTURED. THE ATROCITIES OF SLAVERY JUST AS HOLOCAUST MUSEUMS CHRONICLE THE BRUTALITY OF THE NAZI WAR CRIMINAL WITHOUT HONORING HIM. SHE STAYS, SHE HAD VOTED ACCORDINGLY. COME ON. TODAY. I WOULD LIKE TO TAKE THE TIME TO.

ALLOW SOME OF THE VOICES TO BE HEARD THAT WE'RE NOT ABLE TO BE HERE THIS MORNING DUE TO VARIOUS REASONS. AND. THIS ONE IS FROM SONNY SULLIVAN. SAID ROBERT E. LEE IS A PART OF

[00:30:09]

HISTORY THAT IS NOTHING TO BE DISPUTED. MY REQUEST FOR REMOVING THE MONUMENTS SHOULD NOT BE MISTAKEN FOR REQUESTING RACE HISTORY FOR IN DOING SO, WE ARE DOOMED TO REPEAT IT.

RATHER, MY REQUEST IS TO REMOVE THE MONUMENT. SIGNORE. IF I WAS A PERSON WHO FOUGHT FOR HIS RIGHT TO ENSLAVE AFRICAN AMERICANS. THE TRUE HISTORY OF ROBERT E. LEE GOES FAR BEYOND HIS DESIRE TO PRESERVE SLAVE. HE BRUTALLY BEAT THESE INDIVIDUALS. HE SEPARATED FAMILIES, SOME NEVER TO BE. RIAN REUNITED. HE ORDERED THE KILLINGS OF AFRICAN AMERICANS WHO ATTEMPTED TO SURRENDER. KIDNAPPED THREE SLAVES AND STRIPPED THEM OF THEIR FREEDOM.

AND HE DID SO IN THE NAME OF CHRISTIANITY WHILE PROCLAIMING IT WAS WHAT WAS BEST FOR BLACK PEOPLE. WITH THAT INFORMATION. IT SHOULDN'T BE HARD TO UNDERSTAND AND EMPATHIZE WITH THOSE IN OUR COMMUNITY. WHO SEE THE MONUMENT. FOR WHAT IT IS. A SYMBOL OF HATE AND OPPRESSION.

DID HE CUT OFF MY BACK? UM. THIS HOUR THIS WEEK, WE CELEBRATED 19 AND YOU'RE BLESSED. DROVE THROUGH THE SQUARE. AND. WE WERE AGAIN TAKEN BACK BY THE FACT THAT. NO TALK WAS TAKEN OFF THE MONUMENT DURING THIS CELEBRATION WHERE JUNETEENTH IS ABOUT. YOU KNOW HOW LONG IT TOOK AFTER SLAVERY. FOR THE WORD TO GET TO THE SOUTH. IF AFRICAN AMERICANS WERE FREE. THE EYE ASSESSES AND FAMILIES WERE FREE. AND TO ME IT WAS A. A MOMENT TO REFLECT AND IT TOOK ME BACK AGAIN. IT BOTHERED ME BECAUSE WHEN I DROVE BY, UH, HEARD SONG WAS ON THE RADIO. AND IT JUST SO HAPPEN TO COME, ALL RIGHT, AT THE SAME TIME AS WE WERE PASSING THE MONUMENT. AND IT MADE ME WHEN I LOOKED AT THE MONUMENT I DIDN'T SEE A MONTH.

I SAW BURNING PROBLEMS. BECAUSE. THERE'S SO MANY PEOPLE FOR SO LONG THAT TYPE OF SYMBOL. COMES OFF AS SOMETHING THAT. AGAIN WILL INTIMIDATE AND DISCOURAGED. AND. MAKE US ALL UNEASY. ROBERT E. LEE WAS A MAN WHO WHO FELT LIKE THESE IN THESE MONUMENTS SHOULD BE ERECTED BECAUSE HE WANTED TO SEE THE UNION HE'LL HE WANTED TO PUT THESE THINGS ASIDE.

WE'RE WITNESSING THIS EVERYDAY. WE'RE WITNESSING THIS TODAY IN THE STREETS. I'M NOT ASKING FOR HISTORY HISTORY TO BE REWRITTEN. WE'RE NOT ASKING FOR HISTORY BE A RACE. WE'RE JUST ASKING THAT THIS MONUMENT THIS DISRESPECTFUL MONUMENT TOW US. BE PLACED IN THE PLATE AREA WHERE IT COULD BE PRESERVED. AND KILL FOR PEOPLE WHO WANT TO COME AND SEE IT. WITHOUT IT BEING AN OFFENSE TO EVERYBODY ELSE. THANK YOU. THANK YOU. HOMER WILLIAMS SR. GOOD MORNING. HURD'S HAYDEN AND COMMISSIONERS. MY NAME IS HOMER WILLIAMS. I STAND BEFORE YOU TODAY. I ENCOURAGE YOU TO AGREE ON THE ESTABLISHMENT OF THE CAR WHERE KIND OF AFRICAN AMERICAN CULTURE HERITAGE COMMISSION. STAND IN SUPPORT OF THE FORMATION OF THIS COMMISSION FOR MANY REASONS. HOWEVER, ONE OF THE MAIN REASON IS A LANDLOCKED, VOCATIONAL COVER HOT TOO. YOU FALL ON ENERGY, SPECIFICALLY FOCUSED ON AFRICAN AMERICAN HISTORY PRESERVATION.

LOCKHART VOCATIONAL PROBLEM HI LOCATED 11 04 MARKET STREET. AND LOCKHART, TEXAS, IS A STRUCTURE OF SIGNIFICANT HISTORICAL VALUE. FOR THE LOCAL COMMUNITY. ACCOUNTING. AND THE STATE DETECTIVE. FROM 1919 64 GOING IN ERROR. OFF SCHOOL SEGREGATION IN THE UNITED STATES. THE SCHOOL PROVIDED EDUCATION OF SERVICE. FOR THE BLACK COMMUNITY IN LOCKHART AND SURROUNDING AREAS. THIS SCHOOL AND THAT RECOGNIZED IN THE NATIONAL REST OF HISTORICAL PLACES. AS IT IS ONE OF THE OLDEST RODENT WHILE LEARNING INSTITUTIONS IN THE COUNTY COUNTRY. THERE'S A HISTORICAL MARKER. OUT FRONT OF THAT INDICATES SUCH. IT IS ALSO THE LAST 1 TO 2 STORY BUILDING BUILT IN TEXAS STILL STANDING. LOCK UP LOCATION COVER HIGH,

[00:35:03]

SHIPTON IMPORTANT HISTORICAL SITE. TO THE PUBLIC TO ENSURE THAT BLACK COMMUNITIES HERITAGE.

SCHOOL'S HERITAGE, HERITAGE AND HISTORY. OVER THE YEARS I HAVE BEEN INTERVIEW ABOUT THE SCHOOL BY HARD STOOL AND COLLEGE STUDENTS. TOP COMPLETING THEIR VARIOUS PROJECTS. THOSE CONVERSATIONS LEAD TO ASK MORE QUESTIONS ABOUT THE AFRICAN AMERICAN HISTORY OF LARK ARE.

WHEN ASKED WHERE THEY CAN FIND THAT INFORMATION. TELL THEM THEY HAVE TO TALK TO AFRICAN AMERICANS IN ALL FROM LOCKHART, TEXAS. BECAUSE THE HISTORY IS NOT DOCUMENTED A LOCATED IN ONE SPECIFIC PLACE. IN 2014. MY WIFE SHIRT, WE'VE BEEN ATTENDANT ROOSEVELT SCHOOL INITIATIVE IN TUSKEGEE, ALABAMA. WE LEARNED ABOUT THE HISTORY OF THE ROSENWALD SCHOOLS. THE NEED FOR PARTICIPATION AND SUPPORT. FOR THE PRESERVATION OF THE DOCUMENTATION OF ROAD IN ALL SCHOOLS. AND THE IMPORTANCE OF FORMING ORGANIZATIONS LIKE THE CALL RED COUNTY. AFRICAN AMERICAN HERITAGE COACH'S COACH HERITAGE COMMISSION PROPOSED HERE TODAY. THANK YOU FOR YOUR CONSIDERATION. THANK YOU, SIR. THANK YOU. CHARLIE WILLIAMS. GOOD MORNING. GOOD MORNING. MY NAME IS SHIRLEY WILLIAMS AND I'M A 78 YEAR OLD. SENIOR CITIZEN OF CAR WELL, COUNTY. TO COUNTY JUDGE HAYDEN. AND THE COMMISSIONER'S MY NAME IS SHIRLEY WILLIAMS. AS I STATED. AND I STAND BEFORE YOU TODAY TO ENCOURAGE YOU TO ALLOW THE STAMP SMITH OF THE CALDWELL COUNTY AFRICAN AMERICAN CULTURAL HERITAGE COMMISSION. I STAND IN SUPPORT OF THE FORMATION OF THIS COMMISSION FOR MANY REASONS, WHICH HAVE BEEN STATED EARLIER. I WILL TRY NOT TO REPEAT WHAT HAS BEEN SAID. I KNOW THE FORMATION OF THIS COUNCIL IS IMPORTANT, NOT ONLY FOR THE AFRICAN AMERICAN COMMUNITY AND LOCKHART, IT IS IMPORTANT FOR THE COMMUNITY AS A WHOLE. I CANNOT REMEMBER AS MY HUSBAND HAS STATED, SO I GUESS I AM REPEATING MYSELF THE TIMES THAT YOUNG STUDENTS HAVE COME TO US FROM LOCKHART HIGH SCHOOL TO ASK TO INTERVIEW US. ABOUT CARVER AND AS HE SAID THEY WOULD. GET CARVER'S INFORMATION, AND THEN THEY WOULD WANT TO KNOW OUR INFORMATION BROUGHT UP IN THIS COUNTY. AND SO WE WOULD DO SO AND OF LATE. WE'VE HAD TEXAS UNIVERSITY OF TEXAS. NO, NO TEXAS STATE UNIVERSITY TO COME AND INTERVIEW US AND WE'VE BEEN ON IT FOR THAT TO HAPPEN. AND THEY HAVE JUST BEEN INTERESTED AND NOT ON LY. LOCKHART LOCATION OF COVER, WHICH WERE THAT MOST I'M PART OF THE BUT THEY WOULD ALSO WANT TO INTERVIEW US AND WE FELT VERY HONORED TO DO THAT. THESE INTERVIEWS HAVE HELPED STUDENTS UNDERSTAND THE RICH AND DIVERSE HISTORY OF THE COMMUNITY. NOT ONLY THE COMMUNITY, BUT TEXAS AND THE COUNTRY AS A HOME BASED ON WHAT I'VE JUST SHARED IT CLEAR THAT AFRICAN AMERICAN HISTORY IS IMPORTANT TO THE STUDENTS OF LAW. COURT. AS WELL, A TEXT STATE UNIVERSITY STUDENTS. HAVING CAUGHT. CAN IN AFRICAN AMERICAN HARRIS COMMISSION WILL ALLOW LOCKHART AFRICAN AMERICAN HISTORY TO BE JUST DOCUMENT IT AND LOCATE IT, AS IT HAS BEEN SAID, AND MOVE A LOCATION AVAILABLE TO ALL. AND AS MY HUSBAND ALSO STATED, WE DID GO TO TUSKEGEE AND TO ATTEND INITIATIVE IN TUSKEGEE AND WHAT WE LEARNED ABOUT THE HISTORY. OF THE ROSENWALD SCHOOL AND IMPORTANCE OF FORMING AN ORGANIZATION LIKE THE CARVEL COUNTY, AFRICAN AMERICAN HERITAGE COMMISSION, BUT POLES HERE TODAY, I REPEAT, IT IS NOT ONLY BEEN A DAY EVER. AMERICAN WHAT THE LAW. KAMU. AS A WHOLE. AND THANK YOU. THANK YOU. ROSIE. HE'LL DARBY. GOOD MORNING. JUDGE PEYTON AND OTHER MEMBERS OF THE COMMISSIONER'S COURT. MY LAP IS FROM A TO YOU AS THE OTHERS THEY'RE SPOKEN.

BUT I AM. I AM A MEMBER OF THE COMMUNITY. THE FABRIC OF CARGO COUNTY ONCE DEEP IN MY BONES. I GREW UP HERE. I'M A DESCENDANT OF THE HELL OF FRANK'S PLAN. UM, I WENT TO SCHOOL IF I'M IN

[00:40:07]

LUCK OR HIGH SCHOOL GRADUATE, 1976 I GREW UP IN ST JOHN COLONIES. NORTH ST JOHN. AND, UM. NOW IT'S A PART OF THAT STOCK COUNTY. BUT THAT'S WHERE I GREW UP. AND WE, THE PEOPLE FROM SAINT JOHN COLONY IN ABOUT 1968 WAY INTEGRATED. MAN. WAS AN INTERESTING TIME, BUT IT WAS A GOOD TIME I HAD A. MR TOR OLD PRECINCT AND PRECINCT FOR JOE IVAN ROLAND'S BOOSTING.

HE'S PRETTY SICK ENCOMPASSES, COMMUNITIES AND BURIAL SITES WHERE AFRICAN AMERICANS LIVED AND THRIVED AFTER THE CIVIL WAR. MOST OF THE CITIES ARE COMMUNITIES ARE NO LONGER IN EXISTENCE NOT CAN BE FOUND ON A MOUNTAIN. THEY DO, HOWEVER, HAVE CEMETERIES. LET'S SPEAK TO THE HISTORY OF AFRICAN AMERICAN INHABITANTS WHO ONCE LIVED THERE. MANAGEMENT. AND RESPONSIBILITY OF HERITAGE AT LOCAL LEVELS IS OFTEN THE BEST MEANS TO ENSURE. IT'S LONG TIME CARE AND SUSTAINABILITY USED TO THE COMMUNITY EDUCATORS, TOURISTS, EDITOR SCHOOL SYSTEMS AND EVERYONE ELSE WE HAVE TO CARVEL COUNTY, AFRICAN AMERICAN CULTURAL HERITAGE COMMISSION DESIRE TO ADVOCATE FOR AND ADVISE THE COMMISSIONERS OF HARTWELL COUNTY ON THE PRESIDENT OF AFRICAN AMERICAN HISTORIC PLACES. AND IS A STORY WITHIN ITSELF. HAS MR WILLIAMS IDENTIFIED. THE SIGHT OF CARVER VOCATIONAL SCHOOL HAS BOTH EMOTIONAL AS WELL AS HISTORICAL SIGNIFICANCE TO THE AFRICAN AMERICAN COMMUNITY OF CARDWELL COUNTY. WE DESIRED TO INFUSE NEW LIFE INTO THIS SCHOOL ABOUT ENABLE AHEAD THROUGH RESTORATION TO ONCE AGAIN BECOME UNETHICAL PART OF THE COMMUNITY. THERE IS A TEXAS AFRICAN AMERICAN HERITAGE COUNSEL, HOWEVER, THAT ENTITY IS SEPARATE AND APART FROM THIS QUARTER, ACCOUNTING AFRICAN AMERICAN CULTURAL HERITAGE COMMISSION. WE WILL NOT BE THE FIRST GROUP AND TEXAS DEDICATED TO AFRICAN AMERICAN HERITAGE TEXAS HAVE WE PLAN TO BE PROACTIVE IN BECOMING THE FIRST AFRICAN AMERICAN CULTURE? COMMISSION FOR CARDWELL COUNTY. WAIT ARE A GROUP THAT COUNTY CONSIST OF EXCITED, DETERMINED VIOLENT YEARS WHOSE ROOTS LIE AND CLAUDE WILL COUNTY. WE'RE ASKING YOU TO PLEASE SUPPORT CARDINAL COUNTY AFRICAN AMERICAN CULTURAL HERITAGE COMMISSION.

THANK YOU VERY MUCH. THANK YOU. JOSEPH ROLLINS. HI MY NAME IS JUST RUNNING. LIKE TOM, PRESIDENT CALDWELL COUNTY, ORIGINALLY FROM ST JOHN'S. COLONY. IT WASN'T ABOUT A MONTH AGO BEFORE I FOUND OUT WHAT THAT STATUE WAS. AND JUST BECAUSE I JUST FOUND OUT. WHAT ITWAS DOESN'T MEAN THAT THE ISSUE WASN'T HERE TO GO OVER. HISTORY AND IT'S ALL RIGHT HERE. LOOK. ALL RIGHT, LOOK. SIR. THE RACISM, THE HATRED. IT'S ALL RIGHT HERE. THERE'S BLOOD IN THE STREETS OF CARVEL CAN WILLIS, ST JOHNS AND ALL SURROUNDING AREAS. I CAN SPEAK FROM EXPERIENCE. AS FARAS. WHAT? THAT STATUE HOW I LOOK AT IT EVERY TIME I PASS BY NOW, IF

[00:45:06]

IT WASN'T THIS VERY COURTROOM. MADE NIGHTIES. LATE NINETIES, WHEN MY BROTHER WAS IN HERE 10 YEARS OLD. HE HAD ACCIDENTALLY BURN DOWN, IT SHOULD BE UNLOCKED. LOCKHART DEAR TIME KIMBROUGH IN HIS GAME, TRIED EVERYTHING IN HIS POWER TO PUT MY BROTHER AWAY. FROM 10 YEARS OLD, SO HE WAS IN A DOOR AND THEN TRANSFER HIM STRAIGHT TO PRISON FROM A CHILD. WHICH WAS.

TO ME, BASICALLY DECIMALS BECAUSE THIS THAT A CHILD THAT AGE THAT WILL RUIN HIS LIFE. TO BE INCARCERATED ALL THAT TIME TO GROW UP IN THAT SYSTEM OVER AN ACCIDENT OVER A PLACE THAT DIDN'T EVEN HAVE A SPRINKLER SYSTEM. SO THEY, YOU KNOW, PUT IT ON HIM. IN WHICH THEY STILL ENDED UP GIVING HIM A BUNCH OF TIMES. IN JUSTICE MYSELF IN THIS VERY COURTROOM THAT WE STAND TODAY. I WAS HOME. FORCED TO TAKE A PLEA OF GUILTY BECAUSE I ALREADY HAD PRIORS.

BEAUTY OF A CHARGE THAT, UM. WAS NO EVIDENCE, BUT I WAS YOUNG AND I WAS. WASN'T AWARE OF EVERYTHING YOU KNOW AS FAR AS THE LAW'S AND EVERYTHING LIKE THAT, AT HAVE A GUILTY CHARGE, BUT NOT HAVE A SENTENCE. JUST HAVE IT ON. THEY KNOW. TELL ME ABOUT IT. GUILTY. WHICH IS DUE TIME, SIR, BUT IT'S STILL ON MY RECORD. HOME. I'VE BEEN A VICTIM OF POLICE BRUTALITY IN AUSTIN. YOU KNOW, I GOT PULLED OVER ABOUT 67 MONTHS AGO. HERE IN LOCKHART.

AND THE REASON THE OFFICER PULLED ME OVER, SAID I LOOKED AT HIM TOO MANY TIMES WHEN I WAS PASSING BY. YOU KNOW WHAT I MEAN? AND NOW THAT THAT STATUE WAS OUT THERE, AND NOW THAT I KNOW WHAT IT MEANS BEST REMINDS ME EVERY TIME I SEE YOU. THERE'S NOT A SINGLE PERSON WHO WAS FROM CALDWELL COUNTY. YOU CAN SIT HERE AND OPENED THEM UP AND HAVE THE DESK SAY THAT IT DOESN'T LIVE RIGHT HERE IN THIS COUNTY. BECAUSE IT HAPPENS EVERY SINGLE DAY HAPPENS IN SCHOOLS THAT HAPPENS, SPORTS I'VE BEEN COACHING YOUTH WORKING WITH TROUBLED KIDS AND LOCKHART. FOR OVER FIVE OR SIX YEARS. AND WHEN I HAVE TALKED WITH SOME OF THESE KIDS, IT IT BOTHERS ME TO SEE THAT ONE BROUGHT ONE'S CERTAIN SUBJECTS OF. BUT SOME KIDS JUST UNCOMFORTABLE SPEAKING ABOUT. IT BOTHERS ME TO SEE KIDS RUN AROUND JUST TO BE UNCOMFORTABLE AND THEY SCHEME. PLEASANT. SOMETHING THAT'S GONE ON HERE OR SOMETHING THAT'S HAPPENED TO THEM HERE. CALDWELL CAN. UM, I'VE BEEN. TARGET AND LOCK ON HIGH SCHOOL IS BEEN. I'M NOT SAYING THAT I WAS ALWAYS THE BEST KID, BUT IT'S HERE. IT'S HERE. YOU KNOW WHAT I MEAN? UM.

THE WHOLE STATUE WHEN IT WAS COVERED UP FOR OUR PROTEST ON THE TEAM. YOU KNOW WHAT I MEAN? IT WAS COVERED UP SO THAT I WOULDN'T BE DAMAGED OR WHATEVER THE REASON WAS, BECAUSE WHEN ASKED ABOUT IT, EVERYBODY WAS THROWN INTO LOUIS AND WE'RE GETTING ANSWERS. AND LIKE, HOURS AT A TIME, YOU KNOW, I MEAN, THAT WAS NEVER MATCHING GOOD. SO SORRY. TIME ALMOST THERE. OK, SO THAT BEING THE ISSUE IF THEY WERE GOING TO COVER FOR THE WHAT WOULD THEY COVER FOR JIM TEAM? IS THAT THE PERSON THAT PRIVATE INDIVIDUAL WHO S ON THE COVER? I GOTTA TALK TO MY HOUSE. KEEP THAT COVERED INTO WE FIGURE SOMETHING OUT. YOU KNOW WHAT I MEAN? IT'S JUST IT'S TIME FOR A LOCKER TO SHOW COMPASSION FOR EVERYBODY AROUND HERE AND YOU KNOW? JUST. THANK YOU. SHERIFF MCGREGOR. MORNING COMMISSIONERS. I'M HERE TO SPEAK ABOUT THE MEMORIAL ON THE TOWN SQUARE. UH FIRST OF ALL, I'VE BEEN LOCKARD ALMOST 20 YEARS, BUT I'M STILL A RELATIVE NEWCOMER. NONE OF MY FAMILY NAMES ARE ON THAT MEMORIAL.

I'VE HEARD FROM A LOT OF PEOPLE. IF YOU DO HAVE FAMILY NAMES INSCRIBED THERE. THEM. MY CONSCIENCE TELLS ME MY FEELINGS WOULD BE THE SAME REGARDLESS OF WHETHER MY FAMILY NAMES WERE THERE. THE MEMORIAL IS A SAD, SAD RELIC. IT'S GOT A PLACE IN HISTORY, I THINK, DESTROYING IT WHITEWASHES HISTORY IN A WAY THAT DOESN'T SERVE ANY OF US. THERE ARE LESSONS THERE THAT WE CANNOT FORGET. I THINK IT BELONGS TO BLOCKS DOWN THE STREET AT THE MUSEUM. A PLACE IN A CONTEXT. THIS COURTHOUSE SQUARE IS THE HIGHEST PLACE OF HONOR IN LOCKER AND IN THE COUNTY. AND THIS SPACE NEEDS TO BE RESERVED FOR CELEBRATIONS OF WHO WE ARE NOW. AND A MEMORIAL.

[00:50:10]

WE CAN'T SAY THAT. WE'RE NOT THAT IF WE LIVE IF WE LEAVE THAT RELIC SITTING THERE. IN THE SQUARE. IT NEEDS TO GET MOVED ON. WE'VE EVOLVED. WE'RE STILL EVOLVING, AND IT DOESN'T REPRESENT WHO WE ARE. NOW. I HOPE IT DOESN'T. YOU HEAR A LOT ABOUT PEOPLE SAYING WELL.

PEOPLE ON THAT MEMORIAL. WE'RE FIGHTING FOR A WAY OF LIFE AND I HAD NOTHING TO DO WITH SAFE SLAVERY. THEY WEREN'T BIG SLAVE OWNERS IN TEXAS. I DON'T KNOW HOW MUCH THAT HOLDS THAT I KNOW THAT MY FAMILY SETTLED IN CENTRAL TEXAS BEFORE THE CIVIL WAR. UH, THEY WERE.

SHARECROPPER'S MERCHANTS. COUPLE OF BOOTLEGGERS. AND SOME OF THEM WERE CONSCRIPTED TO FIGHT FOR THE CONFEDERACY. SOME OF THEM VOLUNTEERED. TIO PROTECT LANDS. I DON'T KNOW WHAT THEY KNEW OR DIDN'T KNOW A TIME ABOUT THE WAR AND WHAT IT MEANT. I KNOW THAT JUNETEENTH CELEBRATES THE DAY THAT TEXANS FOUND OUT ABOUT THE EMANCIPATION PROCLAMATION AND THAT TOOK 2.5 YEARS TO GET THAT INFORMATION DOWN TO TEXAS. I DON'T KNOW WHAT THEY KNEW. UH BUT THE THING IS, WE KNOW NOW. WE KNOW NOW WHAT IT WAS ABOUT. AND, NOW IS OUR CHANCE TO ACKNOWLEDGE THAT THERE'S NO WAY TO SEPARATE SOME IDEA OF AN ANTEBELLUM SOUTHERN WAY OF LIFE FROM THE ENSLAVEMENT OF BLACK PEOPLE. IT'S ALL ONE. YOU KNOW, WHILE WE'RE AT IT, IT WASN'T SO GREAT FOR WHITE WOMEN, EITHER. THE KID KNOWN PROPERTY COULDN'T HOLD OFFICE DIDN'T HAVE A JOB.

IF YOU WERE MARRIED, MOST OF US IN THIS ROOM WOULD NOT BE IN THIS ROOM. UH, IN THAT DAY AND TIME. I'M NOT CLIMBING INTO THAT TIME MACHINE AND GOING BACK THERE. I THINK NO ONE ELSE IN HERE ONCE THAT EITHER. THE OTHER THING WE KNOW IS THAT THIS MEMORIAL WAS ERECTED IN THE 19 TWENTIES. LONG AFTER THE WAR ENDED. IT WAS PUT UP. TO SHOW FEALTY TEO, A WHITE SUPREMACIST MOVEMENT THAT WAS TAKING HOLD IN LOCKHART AND CENTRAL TEXAS. I THINK IF WE WANT A CONVERSATION ABOUT WAS IT WAS IT IS TO BE SOUTHERN. TODAY. LET'S TALK ABOUT HOSPITALITY AND GRACIOUSNESS AND RESPECT AND OPEN DOORS AND OPEN TABLES AS LONG AS THAT EXTENDS TO EVERYBODY. THOSE ARE VALUES WEAKEN DEFENDANT THAT SERVICE AGAIN AS LONG AS IT'S INCLUSIVE. SO AGAIN, I JUST WANT TO ADVOCATE FROM MOVING THIS MEMORIAL. DOWN THE STREET TO THE HISTORY MUSEUM. I KNOW THERE'S A PROPOSAL TO PUT IT IN THE CEMETERY. PERSONALLY, I FEEL LIKE. PUTTING THE SAD, SAD RELIC IN THE CEMETERY IS NOT THE RIGHT THING TO DO. THE DEAD SHOULD REST IN PEACE, BUT CLEARLY THE WRONG CHOICES TO DO NOTHING. AND LET THAT CONTINUE TO STAND JUST A FOOTNOTE. I THINK THE AFRICAN AMERICAN CULTURAL COMMISSION IS. AN AMAZING IDEA. IT WOULD BE AN AMAZING GIFT TO THIS COMMUNITY. I THINK PROBABLY IT'S TIME FOR.

WHITE PEOPLE LIKE ME TO GET OFF THE MICROPHONE AND MAKE ROOM FOR VOICES TO TELL THE STORIES THAT WE HAVEN'T HEARD YET. THANK YOU FOR YOUR TIME. THANK YOU. MICHAEL LAIR. YOUR HONOR.

COMMISSIONERS OF THE COURT. LADIES AND GENTLEMEN, MY NAME IS MICHAEL LAYERED. I RESIDE AT 335 WEST PECAN, LOCKHART. I'VE LIVED HERE SINCE AUGUST 15TH 2007. OF THE GLOBAL COUNTY HISTORY COMMISSION. WHICH IS WHICH OF THE POSSIBLE ACTIONS LISTED. WOW. BE RECOMMEND. AS THE FIRST CHOICE. TO THE COMMISSIONER'S COURT. IN A SEC. QUESTION WOULD BE IF YOU COULDN'T IF THE CORPS COULD NOT DO FOR. WHAT WOULD BE YOU? SECOND RECOMMEND? AND THEN? NO THREE? WHAT IS THE LEAST? ACCEPTABLE RECOMMENDATION? TO THE COURT. GO. A FROM 78. [01:00:04]

IT HELPS. NOT MONIES THE WATER IN YOUR DECISIONS. I DID NOT. TAKE IT POSITION HERE. BUT I'M ACTING CHAIRMAN TIO. CONVEY THE INFIRM OF MEMBERSHIP. THANK YOU, SIR. SARAH BAR. MORE MORE.

UH THANKS FOR ALLOWING ME THE TIME TO SPEAK. UH MY NAME IS SARAH. BAR. REZ. OF THE MONTH.

PULLING THAT DOWN. A LITTLE. TO THE WEEKEND IS BETTER. YES THANK YOU DON'T HAVE THEIR WAY.

CAN. HEAR. YOU. ON THE ON THE LIVE STREAM. IT'S TOTALLY FAIR. UH MY NAME IS SARAH. BAR I AM A RESIDENT OF LAW. KAR. A CO. OF THE BUSINESS ON THE SCHOOL. LOCKHART ARTS. AND CRAFT AND TAXPAYER AND CALL. COUNT. FOR A. 12 YEARS. UM JUST LIKE TO SPEAK. BRIEFLY TODAY ABOUT THE MON. ON HER. COURT. LAWN I KNOW WE'VE HAD A LOT OF TALK OVER PAST FEW WEEKS. ABOUT THE MONUMENT. WE HEARD SOME AMAZING SPEAKERS. WE'VE PROBABLY LEARNED CEM. THINGS THAT WE DIDN'T KNOW BEFORE. VAULT HEARD A LOT OF TALK. FROM SOME OF OUR CITY. ABOUT HOW THE PEOPLE IN FAVOR OF REM THE MONUMENT ARJUN TROUBLE ME. YOU KNOW THAT NOT FROM HERE. THEY'RE NOT FROM TEX THERE FROM CAL. THERE FROM NEW YORK AND I THINK THAT'S REALLY SO. WAY TO DISK. THE ISSUE.

THAT ARE A HAND. ON YOU KNOW. A LOT OF THE PEOPLE THAT WE'VE HEARD FROM HIM. LIVED. IN LAW.

CARTE. CALLED CAN FOR THEIR ENTIRE LIVES. AND AS FOR MICE, EVEN THOUGH YOU KNOW, I MAY HAVE PURPLE HAIR, I MEAN, LOOK LIKE I'M FREE. TEXAS. I AM 1/7. GENERATION TEXAN. AND I VERY PROUD OF THAT. FACT I LOVE TEXAS. I'M NOT PROUD OF IS THE INSIST. THAT REM A P OF STE WILL SAY RAY HISTORY. I THINK IT'S CLEAR THAT THERE'S BEEN A LOT OF REAL AND A LOT OF PURE.

OF HISTORY AND TO THIS CITY WAR AND THE CONFEDERACY. THE TRUTH IS THAT WE WERE TO KNOW MORE.

ABOUT HISTORY. WE WANT TO KNOW. ARE ACURA. HISTORY. WE DON'T WANT TO NO LESS. OF WHAT THIS, MA DOES. IT. SIMPLY GLORY. LOVE. SERVER. OF HIS. THAT WE HAVE. BEEN FOR. MANY, MANY YEARS. I THINK WHAT? UM THE MONUMENT. DOES. TEACH IT. SIM. FLOOR. AND WE NEED TO FACE IT.

ON AND SAY THAT WE CAN DO BETTER. THAT WAY WRONG AND WE NO LONGER CONDONE IT. OH, THING WE'RE MOVING THIS MONUMENT MAKE A. THAT WHAT IF REP IS NOT ACCEPT. IN OUR COMMUNE. TODAY.

THAT'S THE BEAUTIFUL THING ABOUT HUMANITY AND THE HUMAN WRISTS ARE A BILL TO GROW OUT.

CHANGE. AND COME TOGETHER AND BE BETTER. GENERATION AFTER GENERATION. AND WE HAVE TO DO BETTER. IT'S ON EACH OF US IN AND AS A TOWN A COUNTY A STATE AND NATION AND WHAT WE MIGHT NOT BE ABLE TO FIX IT OF THE CUNT PROBLEMS FROM THIS ROOM TODAY, WHAT WE CAN DO. IT.

MOVE. THAT MA. TO EARTH. D. LOCATION. ULL. I WE NEED TO BE BETTER. LOVE. LISTEN. TOO. THE MEM. OF OUR COMM. THAT AIR SAYING THAT THIS EFFECTS. YOU KNOW? UH ISH. WE'VE HEARD. OF.

LOT. OF RG. FOR ALL SIDES. WE'VE HER. OF FAT. WE'VE HEARD. OF HAY. WE'VE HEARD A LOT OF PER ACCOUNT. AND MEOW. OF THE ARE FROM WHITE. PEOP. AND MY. ALL BEING WHITE. OBVIOUS. I THINK IT'S REALLY IMP THAT WE LISTENED JOE. LISTEN TO MARGARET. STERLING WE LISTEN TO DEREK. WHEN THEY TELL US THIS IS AN OPEN WOUND. THIS IS SOMETHING THAT'S HAPPENING NOW.

NO TO TAKE A AND WE NEED TO LISTEN. MOVING THE MONUMENT TO ME WHERE IT CAN'T BE. HAPPENED UPON AC. I THINK IS A REALLY GREAT COMPROMISE. THOSE THAT WISH TO REMEMBER AND THOSE THAT WISH TO LEARN CONVEY AND THE MONUMENT. PROP. CONT WITH SUPPORTING INFIRM OF PROPER DISCUSSION. CENTER OF LAW, INGER IN OUR COMMUNE. IS NOT A PLACE FOR THE MONEY, MAN. AND SHOULDN'T IN FACT, PLAY HOST TO ANY SIMP. IS SPA. THIS. MUCH TO PAY. IS THE BILL AND WHAT HAPPENS INSIDE STAND FOR FAIRNESS, EQUALITY AND JUSTICE FOR EVERYBODY. IT'S YOUR TIME.

THANK YOU. REBECCA ALAN. REBECCA ALAN. CODY CAMPBELL. MORNING, EVERYBODY. I WANTED TO GIVE EVERYONE HERE. INCLUDING THE CO. UM UH, ON THE PROGRESS MADE SENSE THE LAST MEETING TWO WEEKS AGO. I DID GET A QUOTE FROM A COMPANY CLOSE BY. THAT'S WILLING TO RE THE MONUMENT FOR 4000 AS LONG IT'S WITH FIVE MILES OF THE CURRENT LOCATION. WE HAVE RAISED ONLINE ABOUT 12 ALREADY, AND I THINK WE COULD RAISE THE REMAINDER IF WE GOT A FROM THE COURT TO DO. THIS. IF

[01:05:06]

THAT ENDS UP BEING CASE. AND THE TAP HERE IN CALLED COUNTY NO. WANT A PHONE. THE PROD. I WANT TO COAT. TO KNOW. THAT THOSE FUNDS ARE AVAILABLE TO YOU. AND IT WE DON'T END UP NEEDY THEM THERE GOING TO GO BACK. IN. THE COMMUNITY. TO RISTO. THE CARVER. SCHOOL. IN TURN. OF LOW. I THEY TOO A PRO. SIR. CEM. OF SIT, PA. OR CAR. MUSEUM. IF THE MA PERP IS TOE ON FOR. SOLDIERS. THAN I THOUGHT. THE SAME WILL BE IN. HOWEVER. IF OUR GOAL IS TO PRESERVE IT. AS A OF HAY. THAT I CAN SEE. THE BEING A GOOD PLACE TO AS LONG AS THERE IS A.

THERE. PRA HIS. CONTEXT. I FINE. WITH IT. OF THESE SOLUTIONS. AND I TRUST THAT.

TOO. BE UM TO MAKE THAT DECISION. MORE. THOUGHT. OF THE MON. ON RE. ON IT. AND HER TESS. FOR BELLA. I THINK THE CURRENT PLACEMENT OUT THE COURTHOUSE IS THE BIGGEST. EAT AND MOVES ON THIS DECISION. IT SHOWS THE PEOPLE OF THIS COURTROOM IS A PLACE WHERE THEY CAN BE HEARD, IT SAYS. WE'RE LISTENING AND IT'S A VERY IMPORTANT FIRST STEP. BECAUSE ONCE WE HAVE HEARD, WE CAN GET BACK TO THE REAL WORK CREATING NEW HISTORICAL COMMISSIONS.

REBUILDING THE CARVER SCHOOL, RESTORING OUR COMMUNITIES. LIKE COMMISSIONER ROLE INSTEAD, THERE'S A LOT OF OPINIONS AND IT'S HARD TO COME TOGETHER. IT IS. IT'S EASY TO ARGUE IN PERSON AND ONLINE. IT'S EASY TO WALK INTO A BUSINESS ON THE SQUARE AND CALL SOMEONE ERASED.

BECAUSE YOU WANT TO GO. WITH THEM. IT'S HER. TO LIE. AND PUT IN. THE WORK. TOO. AC. CHANGE.

OUR COMM. AND I HOPE THAT PEOPLE WHO HAVE BEEN TALKING A LOT OF TALK THE LAST COUPLE WEEKS. ALREADY. TOO. WAW THE WALK. ON THIS IS ALL OVER. UNNECESSARY STEP, BUT THERE'S A LOT MORE WORK TO BE DONE. SO I HOPE THE COURT WILL CONSIDER MOVING THIS MONUMENT. CONSIDER RELOCATING IT AND CONSIDER MAKING THAT DECISION TODAY. I WANTED TO SAY THANK YOU FOR BEING AVAILABLE AND THANK YOU FOR LISTENING. IT'S NOT EASY. I'VE ONLY HAD TWO WEEKS OF WHAT YOU DEAL WITH ALL THE TIME SO YOU WILL DEAL WITH A LOT AND I THINK YOU SAID UPA, SAM. FOR THE CITIZENS HERE. IN THE OTHER. COURTS. THERE. SIR. WHO WERE? WITH. THE SAME ISSUE.

THANK YOU. THANK YOU. DARE DANE. BRIAN. UM DEAD. DEREK. GOT WORD TO ME THAT HE HAS A FAMILY ISSUE AND WAS NOT ABLE TO BE HERE. THIS MORNING, SONYA LOCALS. GOOD MORNING, SONIYA VILLALOBOS, CARDINAL COUNTY LIFELONG RESIDENT. WE ARE NOW AT A TIME WHEN THE RACIAL DIVINE IT'S MORE PREVALENT NOW THAN IT HAS BEEN IN DECADES. WE HAVE GONE CENTURY. WITH THE NOW.

OF HISTORY. THAT IS NOT IN. OF PERSON. OF COLOR. MA. THAT IT. ON THE CO. LAWN. WAS DIRECTED.

DURING A PIT. OF EXTREME Y. BELIEFS. IN THE SOUTH. ALL IT ON THE SOLDIER. THAT GAVE THE LIVES. FOR THE. MONUMENT MOVING IT TO A LOCATION. TOO. TRUE HONOR. THESE THOSE SOLDIERS WOULD BE MORE FITTING THE COURTHOUSE LAWN IS NOT THAT PLACE. RETHINKING THE COURTHOUSE LANDSCAPE IS A NECESSARY STEP IN CREATING A MORE INCLUSIVE HISTORY AND INCLUSIVE PUBLIC SPACES FOR ALL TO ENJOY. WE COULD PRETEND THAT THE CONTROVERSY OVER CONFEDERATE SYMBOLS IS ABOUT PRESERVING OR FORGETTING ABOUT THE MONUMENTS HISTORY, BUT REALLY, IT'S ABOUT OUR VALUES. IT'S A WHETHER WE CARE MORE ABOUT MONUMENTS STANDING THAN PEOPLE FALLING BECAUSE WE KNOW THROUGH STATISTICS VIDEO, EH. AND STORY AFT. SIR THAT PEOPLE WHO ARE HURT BY THOSE SYMBOLS OF HATE ARE FALLING AT A DISPROPORTIONATE RATE ACROSS THE COUNTRY. THE REM. REALLY OF THIS MONUMENT IS NOT ABOUT HISTORY. IT'S ABOUT FUTURES. IT HAS BECOME TIRESOME DISCUSSING, DEBATING AND WAITING FOR PEOPLE TO SHOW THAT THEY ARE MORE INVESTED. AND REMOVING CHAINS THAT HONOR THOSE FIGURES WHO FOUGHT TO KEEP OTHERS IN THEM.

SILENCE IS WHAT'S DEAFENING. AND IN TIMES LIKE THIS, WHERE EVERYTHING IS SO TENSE. THERE SHOULD BE A HEIGHTENED FOCUS ON EXPERIENCES OF PERSONS OF COLOR. AND WE SHOULD ALLOW THERE. ARE VOICES TOO. BE HEARD. AND IF YOU WANT TO. BE A ASS. CARRIE PER. AWAY. IN THE COMMUNITY CARING AWAY OFFICIAL USE. YOUR WORD. USE YOUR VOICE. IF YOU SEE SOMETHING, AND IT MAKES YOU FEEL UNCOMFORTABLE. IT'S CRUZ. FOR YOU. TO SAY. UP. AND TO. ABOUT HOW THIS BA THIS

WHY CALL TERRORISTS BECAUSE YOU KNOW WHEN I JOINED THE NAMING I TOOK GOLD TO PROTECT THE CONSTITUTION. AND HIS PEOPLE FROM ALL ENEMIES, FOREIGN AND DOMESTIC. WHEN YOU START USING TACTICS THAT THE SOVIETS. THE TINY COMMUNIST CHINESE SOSA'S COUNTRIES. AL QAEDA. LET'S BAN ISIS USES. WHEN THEY TAKE OVER AREAS. TWO. DIST. HIM. SO THEY CAME ME A PHONE. PERSIA. OF HISTORY. AND YOU KNOW THESE PEOPLE SAYING ALL THIS REPRESENTS THIS AND YOU KNOW YOU KNOW, WE DON'T HAVE. PEOPLE FROM 19 TWENTIES TASK. OKAY. WHY'S REASON? THAT YOU PUT THIS UP. 1920. YOU KNOW, THERE'S A LOT OF SUMO VETERANS THERE DIED OFF, ARI. SOME MINDS. BE THERE THERE. BLOWN. OR 10 9 YEARS OLD. AND YOU KNOW THAT? YOU JUST LOOK AT THE WAR TO NATIONAL MOMENTS. IN WATCHING THE SAME TIME. YOU KNOW IT TOOK HIM THAT LONG TO YOUR TIME. BUILD IT, SIR. THANK YOU. THANK YOU. NO MORE CITIZENS COMING. OKAY, THANK YOU. [Consent Agenda]

THERE ANY QUESTIONS ABOUT THIS CONSENT AGENDA COMMISSIONERS? IF NOT, I'LL LOOK FOR A MOTION TO APPROVE THE CONSENT AGENDA. I MAKE A MOTION THAT WE HAVE CONSENT AGENDA. WE HAVE EMOTION.

DO WE HAVE A SECOND? SEC? WAVE? AH. SICK. ON FAITH. AYE. I WAS IN THE MOCHE. CARRIES. ADAM.

[Item 7]

THE BURN MAN. VISIT. WITH HECTOR. HE GAY ME THE KEY. EYE. THREE. HUH? GIVE ME JUST A.

I'LL TELL YOU EXACTLY WHAT IT IS. BURN. THEM. TOO. STAY A. DUDE PLANE WRANGLER ABOUT TO RECEIVE I MAKE THE MO. WITH THE BURDEN. VAN HOFF. WE HAVE EMOTIONAL. LEAVE THE BARON VAN OFF. WE HAVE A SECOND. WE HAVE EMOTION AND A SECOND ON FAVORS SAY I CHOSE NINE MOTION CARRIES. I KNOW, MATE. DISCUSSION ACTION REGARDING THE CONFEDERATE SOLDIER'S MONUMENT

[Item 8]

COMMISSIONERS. TWO WEEKS AGO, WE HAD A DISCUSSION ONLY HEY, WE HAVE A DISCUSSION POSSIBLE ACTION. ON THIS ITEM. YEAH. I HAVE GIVEN THIS A LOT OF THOUGHT. IT'S PROBABLY BEEN ON MY MIND 20 HOURS A DAY. I GET A LOT OF SLEEP. LOTS OF PHONE CALLS. FROM BOTH SIDES. WE GET LONG CALLS THAT PONY RIDES FROM. TEAR IT DOWN. GET RID OF IT. TWO. DON'T YOU TOUCH IT. AND EVERYTHING IN BETWEEN. I'VE HAD A LOT OF PEOPLE FOUND ME. I NEVER KNEW IT WAS THERE. THAT WAS THERE NOW. I WILL SAY ONE THING. THESE CHURCH ST JOHN'S COLONY DEPLORABLE. JUSTICE DEPLORABLE TO ME. I'LL PROBABLY GET A BIT EMOTIONAL COLLAPSE. PRETTY ANGRY, HUH? THAT MAN OVER THERE IS MY DEAR FRIEND. WHEN HE GETS CALLED ON UNCLE TOM. AND WITH HIS TASK. IT'S A.

AND SOMEBODY TRIES TO BREAK INTO IT. THAT'S JUST IS WRONG IS A KNICKS HANGING IN THAT CHURCH? HE IS. THAT. COUNT. FOR 30 YEARS. ALL. THROUGH. IT. SO I JUST WANT TO GET THAT. OUT.

THERE. BECAUSE HE WON'T. FACT. THE ER. I SAY. THAT CALM. COMMISH. I THINK LEE IT. THERE.

WRONG. THING. TO DO. WITH THIS. POINT. THIS IS MY OPINION. ON LEE. COUNT. JUDGE. THAT WOULD BE ME. FOR A COMPROMISE. I THINK THAT THAT, UH WELL. BEEN AWAY. LIST. TIME. ON THIS. CUT.

LISTEN. TO THE POLE. ENDS. OF EVER. HOUR. THAT ALL. THAT GIVES. THEA UNTIL WE STAY.

COMMING. WITH EACH OTHER. WE'RE GO. HAVE THESE PROP. OH, MY, MY SON. BE THAT, SIR. THROW IT OUT. TO THE CO. FOR YOU. CAR. JUDGE. YOU KNOW? I THINK LESS WEAK. WHEN A BAR MADE THE STATE.

I MADE WE SHOULD PUT IT. I CAN. ROAD. I DID THINK VERY MUCH OF IT. THIS. IS A LOT OF PRESSURE.

TO PUT ON. FIRE. PEOPLE. JOE. ALMOST IN ON THAT WITH YOU. BECAUSE I HAVE TAUGHT TO MEN PEOPLE. NAH. JUST HIM PRIEST. BUT ALL. THE COUNTY. AT PROM. HAVE A TALK. TO YOU. THAT I APPROVE TOO. TAKE IT TO THE CITY. SIR. TOO. VOTE. BECAUSE THEY SAY THEY'LL. TOE. IT.

[01:30:03]

MOVED. THEN. I HAVE, THOUGH. SAME. STE. YOU. HAVE NO I. HOW MANY PHONE CALL E MAIL. CHECK.

THAT WAY. GET ON. MATTERS. OF SIR. IMP. COLOR IN MY HOUSEHOLD. MATTER OF FACT, IT WASN'T TAUGHT IN MY FAMILY WHEN I WAS GROWING UP. BUT IT WAS THERE. MY DADDY'S PARENTS. WERE THERE, BUT WE DID NOT TEACH COLORS. WE ALL ARE COLORED. LOOK AT EVERY ONE OF YOU. NONE OF THOSE ARE OF ONE COLOR. YOUR CALL. IF SO, HAP. TO YOU, YOU A DONATION OF BLOOD OR STEM CELL.

YOU'RE NOT GOING TO KNOW WHO THAT RECIPIENT WAS WRONG. IT WAS SOMEBODY WHO CAN. AND DO CARE. WHO IT IS. YOU DON'T GO. IN SEPARATED. AND WOMEN. NOW. MY SUGGESTION IS IF IT DOES, AND IT GOES TO THE VOTERS. THEM THAT IT GOES TO JAIL MUSEUM. THAT'S THAT'S WHERE I WOULD SEE IT GOING. BUT I HAVE TALKED TO MANY PEOPLE. OF COLOR. UH, QUITE, UM, I MEAN, OF EVERY NATIONALITY. THERE'S REALLY NOT A COLOR. SO I, YOU KNOW, I STILL STAND FIRM. OF TAKING US TO THE VOTERS. EVERYBODY HAS THE RIGHT TO VOTE, EVERYBODY. IF YOU TAKE AND TAKE THE PEOPLE THAT JUST TALK TODAY, I WROTE EACH AND EVERY ONE OF YOU. ANY IF YOU CALCULATE THAT YOU HAVE MORE TO HAVE IT MOVED THEN YOU HAD FOR TO STAY. SO THINK ABOUT THE TURNOUT YOU WANNA HAVE OF PEOPLE COMING OUT TO VOTE ON? PROBABLY JUST THIS ONE PROPOSITION. BECAUSE I'M ATTAINING. THERE'S A LOT OF TIMES VOTERS GO OUT AND WHEN THEY VOTE, THAT'S ALL THEY VOTE ON HIS PROP. THEY DON'T VOTE. FOR. ANY OF US. THEY DON'T VOTE FOR YOU. PRESIDENT. THEY'LL VOTE. ON PROPOSITION. BECAUSE THAT WHAT MEN DO. MO TO THEM. ALL. SO I SEE. STAND. FIRM.

THAT I THING. WE SHOULD. TAKE THIS. TOO. THE BOW. THAT THAT'S ALMOST AND STRONG WITH I FEEL WE SHOULD TAKE IT TO THE VOTERS.

I'M SORRY. I DON'T THINK I DON'T SUPPORT PUTTING IT ON A BALLOT. I THINK IT WOULD BE THE MOST DIVISIVE. ELECTION. HELLO COUNTY HAS EVER EXPERIENCED. I THINK THE WINNING SIDE WHOEVER THAT WASS. IT WOULDN'T BE A DECISION MADE IS PART OF THAT ELECTION THAT THAT WOULD. THAT COULD BE CELEBRATED BY BY WHICHEVER SIDE PREVAILED. IT WOULD HAVE THE POTENTIAL. TO CONTINUE TO BE AN ISSUE AND CONTINUE TO DIVIDE THE FOLKS IN THIS COUNTY. SO PERSONALLY, I DO NOT SUPPORT. AN ELECTION. I BELIEVE THE FIVE OF US ARE CHARGES. WITH. MAKING A DECISION. AND. I THINK WE NEED TO ACCEPT THAT RESPONSIBILITY. AND. AND EXERCISE AT THAT AUTHORITY. I TOO, HAVE THOUGHT LONG AND HARD ABOUT THIS TALK TO LOTS OF PEOPLE HAD LOTS OF CALLS ACROSS THE SPECTRUM. AND I FEEL THE WEIGHT. THIS DECISION THAT I THINK IT'S EXTREMELY IMPORTANT AND NEEDS TO BE CAREFULLY CONSIDERED. HI. DON'T THINK THAT. MOVING THE STATUE TO THE CEMETERY OR THE MUSEUM IS AN ANSWER. WE DON'T OWN THE CEMETERY. I'M NOT SURE THE CITY OF LA CARTE WANT'S THE SENATE, TERRY. I'M NOT SURE THAT FOLKS HAVE FAMILY MARRIED IN THE SENATOR. WANTED IT. SINCE. I PERSONAL. DON'T THINK HAVE IT

[01:35:05]

AT THE MUSEUM IS APPROPRIATE. I WOULD NOT I DON'T KNOW. I CAN. I CAN IMAGINE CIRCUMSTANCES WHERE. WHERE PEOPLE WOULD NOT VISIT THE MUSEUM BECAUSE IT WAS THERE. SO. I DON'T BELIEVE THAT'S AN APPROPRIATE ACTION. WORST LOOKING TAKING WITH ALL OF THAT SAID. I KNOW THERE ARE 1300 OR EVEN MOHR. CONFESS. I THOUGHT. DURING THE CIVIL WAR FROM KABUL COUNTY AND LOOKING DOWN THAT THAT LIST OF NAMES YOU SEE UH, NAME? THAT ARES. STILL HERE. UM REED. BOY WENT IN FOUGHT. ARE PROBABLY THE REASONS THAT THAT BOY OF LEAD. THEIR HOME AND THOUGHT THROUGHOUT HISTORY, YOU KNOW, BECAUSE THEY WERE ASKED TO THERE WERE PASSIONS YOU KNOW THAT WERE RAISED. AND FOR YEARS. I WAS AWARE OF THE MONUMENT. I VIEWED IT AS A SOLDIER'S MEMORIAL. JUST. YOU KNOW, MEMORIAL TO THE KIDS THAT WENT FINE. FROM FROM THE COUNTY. I'VE LEARNED A LOT LOT. SINCE THEN. AND KNOW THAT THAT WHAT MONUMENT REPRESENTS. HURTS PEOPLE. THE END. THAT'S. SOMETHING THAT THAT I COULDN'T LIVE WITH REMAINING AS ISS.

BEFORE. YOU KNOW, I SAID, I THINK WE HAVE TO BE VERY CAREFUL MAKE IT AND MAKING A WELL THOUGHT OUT DECISION ON THIS, BUT BEFORE I DO MAKE A PERMANENT DECISION. I WANT TO FULLY EXPLORE THE POSSIBILITY. AND I HATE TO USE THIS TERM BECAUSE IT'S TRENDY NOW. BUT REPURPOSE ING THE MONUMENT. THERE IS POSSIBLY AND I DON'T KNOW IF THERE'S GONNA BE TRUE THAT THERE'S POSSIBLY AN OPPORTUNITY. THAT THAT IS THE RIGHT PLACE. RIGHT PROMINENT ON THE SQUARE. WAR. SOMETHING THAT HELPS. FOLKS OF KAHLIL COUNTING IN TEXAS AND ANY AND ALL OF OUR VISITORS. UNDERSTAND THE CIRCUMSTANCES. THE ATMOSPHERE. WHY THAT MONEY WAS PUT UP. A ACKNOWLEDGES THAT THE CAUSE OF THE WAR AND THE REASONS FOR THE WAR. OR THE PRESERVATION OF SOUTH OF SLAVE. THE MOST PROMINENT. ACKNOWLEDGES THE EXISTENCE OF SLAVERY IN CALDWELL COUNTY. IT WAS IT WAS WIDESPREAD. CAN AND PREVALENT BECAUSE WE'RE FARMING. WAS A FORMING ECONOMY. IT WAS PROBABLY GREATER THAN A LOT OF OTHER AREAS IN TEXAS IN CARMEL COUNTY. AND ACKNOWLEDGES HARDSHIPS FACED BY AFRICAN AMERICANS SINCE TWO TODAY. I DON'T KNOW HOW THE RIGHT WAY TO DO THAT WOULD BE THEIRS, FOLKS A LOT SMARTER THAN I AM THAT I WOULD LIKE TO DO YOU THINK I ASKED HIM TO THINK ABOUT THAT. BUT I WOULD THINK THERE ARE ASPECTS OF THE CURRENT MONUMENTS THAT ARE UNACCEPTABLE. YOU CAN'T REMAIN.

YOU KNOW THE PHRASE IN MEMORY OF OUR SOLDIERS. IS IS WHAT IT IS, AND I THINK, REGARDLESS OF ALL THE REASONS MOST PEOPLE PROBABLY WERE INVOLVED IN THAT I WAS TRULY WHAT IT WASS. THEY WERE REMEMBERING THEIR FATHERS. AND SUN SIGNS AND GRANDFATHERS AND FOLKS THAT WERE DEFINITELY DYING OFF. BUT, UH. THEY'RE CONFEDERATE BATTLE FLAGS ON EITHER SIDE. OF THE MONUMENT. I THINK ARE EXTREMELY OFFENSIVE. AND SYMBOLS. UH, TODAY HATRED. AND INTIMIDATION. PHRASE

[01:40:04]

CONFEDERATE ACROSS IT. ALSO IT WOULD BE SOMETHING THAT COULD BE LOOKED AT. BUT I FEEL LIKE JUST TAKING THAT MONUMENT AND MOVING IT SOMEWHERE ELSE. PASSES UP, EH? A UNIQUE. AND PROBABLY ONCE IN A LIFETIME OPPORTUNITY. YOU TELL A STORY. LET EVERYBODY IN THIS COUNTY COME TOGETHER AROUND THIS STORY. SO I'LL BE ASKING TODAY FOR THE HISTORIC COMMISSION. DO YOU COME BACK TO US WITH? RECOMMENDATIONS. REGARDING. REPURPOSE NG OF THAT STATUE.

AND. PROVIDING A MESSAGE. PROMISE MESSAGE IS PART OF THAT. I'M NOT TALKING ABOUT JUST A LITTLE PLAQUE. THAT, UM. TALKS ABOUT ACCEPTANCE PEELING. COMMISSIONER, I HAVE A QUESTION. SO ARE YOU. ARE YOU SAYING THAT YOU THINK THAT THE WERE CONFEDERACY IN THOSE FLAGS SHOULD BE REMOVED? AND SOMETHING TALKING ABOUT? THE HISTORY OF THAT MINING MAN. A MONUMENT WOULD BE CHANGED. IT WILL NO LONGER BE A MONUMENT TO THE CONFEDERACY. I RECOGNIZE THAT THERE WERE. PEOPLE WHO THOUGHT ALTHOUGH. PROBABLY FOR THE WRONG REASONS IN THE CONTEXT OF WHAT WE KNOW TODAY. NOT PROBABLY. WHAT DO YOU KNOW? THAT WAS NOT? THAT WAS NOT AN INSTITUTION THAT COULD REMAIN SHOULD REMAIN. SO JUST A LITTLE CLARIFICATION ON I DO THINK.

THAT. THAT THERE'S OFFENSIVE ASPECTS TO THAT MONUMENT THAT NEED TO BE ADDRESSED. I DON'T I DON'T KNOW WHAT THE RIGHT ANSWER IS THERE THERE. THEIR WAYS THAT THINGS COULD BE FABRICATED TO COVER THEM. WITH NEW MESSENGERS. AS FAR AS A MEMORIAL TO OUR SOLDIERS THAT SHOULD REMAIN IN MY OPINION. I FEEL STRONGLY ABOUT THAT. I VIEW THAT AS A WAY I WOULD I WOULD VIEW A GRAVESTONE. BUT, UM. IT HAS TO BE. ALL ASPECTS OF IT HAVE TO BE REVIEWED AND LOOK. KING. JUST ONE COMMENT ABOUT THE HISTORICAL COMMISSION, ONE THAT JUST HAS TO BE SAID OUT LOUD, MOSTLY LIKE PEOPLE. UH SO PLEASE DON'T CLAP. I'M NOT GONNA ASK YOU AGAIN. SO IF WE DO THAT, I WOULD GO DOWN A PATH LIKE THAT. I THINK IT HAS TO BE. A COMMISSION THAT THEY COULD BE INCLUDED. ABSOLUTELY BUT BUT ALSO. YOU KNOW SOMEBODY LIKE STERLING. BY SOMEBODY LIKE JOE. SOMEBODY LIKE HOMER WILL WILLIAMS, MARGARET, YOU KNOW OTHER PEOPLE IN HERE THAT THAT WOULD NEED TO WEIGH IN ON THAT? IF THEY'RE OKAY WITH IT AT ALL, AND WHAT I DO AGREE TO YOU ABOUT THE BOAT AND I HERE'S WHY. WE WERE ELECTED TO THIS POSITION TO MAKE THESE KIND DECISIONS. I MEAN, JOE IS ONE OF MY GOOD FRIENDS. BUT IF YOU WANT TO WATCH US ARGUE ABOUT SOMETHING, BRING UP THE TOP. HOPE. AGREE. WE DON'T AGREE. AT ALL. AND WE'LL PROBABLY START YOUNG EACH OTHER BEFORE THAT'S OPEN, SO. YOU KNOW, SO WE'RE JUST HUMAN BEINGS, AND WE ALL AGREE ON EVERY LITTLE THING. I DON'T. I DON'T THINK THAT'S A REASONABLE EXPECTATION, BUT I DO STILL BELIEVE THAT WE HAVE GOT TO REACH SOME SORT OF COMPROMISE ON THIS AND THE VOTE. THEY HAVE EITHER HAPPENS OR IT DOESN'T HAPPENED IS GONNA JUST LIED TO. THE DESTRUCTION OF THAT MONUMENT ALTOGETHER. IT'S NEVER GONNA HAVE THE OPPORTUNITY TO GO TO A MUSEUM OR GET REPURPOSE OR ANYTHING ELSE. THAT'S MY CONCERNN THIS. COUNTY THAT FEEL VERY STRONGLY ABOUT WHETHER YOU AGREE WITH THAT OR NOT. THEY ARE ALSO CITIZENS OF THIS COUNTY. AND

[01:45:04]

THEY DESERVE TO BE HURT. SO. YOU KNOW WHEN YOU KNOW YOU'VE BEEN FARES WHEN NOBODY'S TOTALLY HAPPY, SO LOOK FOR TOTAL HAPPINESS FOR ONE GROUP TOGETHER IS NOT A REALISTIC.

GO. IN MY OPINION. WE HAVE TO COME UP WITH SOMETHING. THAT'S THAT'S A REASONABLE COMPROMISE.

WHATEVER THAT MAY BE, AND PERHAPS WE DO NEED TO GET A COMMITTEE TOGETHER. I'VE BEEN CONCERNED ABOUT DOING THAT, AS ONE OF THE FIRST THINGS I BROUGHT OUT. HOWEVER APPARENTLY THERE'S ABOUT 287 PEOPLE IN THIS COUNTY TO BE PART OF THAT COMMITTEE, AND THAT'S NOT GONNA WORK. SO WAY WOULD HAVE TO GIVE. WE DID ANY KIND OF COMMITTEE. I DON'T THINK IT CAN BE ONE GREEN.

I THINK IT HAS TO BE REPRESENTATIVE. FROM MEAT. OPINION GROUP. IF THAT'S IF THAT'S A LITTLE OF THE COURT. I WOULD STILL RECOMMEND THAT IT BE THE HISTORIC PRESERVATION COMMISSION WITH IT'S ALWAYS BEEN MY IMPRESSION THAT SHIRLEY AND HOMER PART OF THE STORY.

RESERVATION COMMISSION. IF THEY'RE NOT, THEN THAT'S SOMETHING WE NEED TO REMEDY.

AND THEY ARE, YEAH. AND ANY ANY OTHER APPROPRIATE. FOLKS THAT NEED TO BE PUT ON ON THAT COMMITTEE. I THINK THEY STORE COMMISSION. THAT'S THEIR CHARGE IS LOOKING AT THINGS THAT ARE ON THE HISTORIC COURTHOUSE. LAWN. AND SO. I COULD SEE MISS CARTER JOINING THAT GROUP.

DEFINITELY. JOE IS A COMMISSIONER, REPRESENTATIVE. BUT. I WOULD. I WOULD NOT FEEL COMFORTABLE WITH AN AD HOC COMMITTEE IN THE COMMUNITY BEING A NEW COMMITTEE BEING CREATED. HI. AGREE WITH THE JUDGE. ON THE POINT THAT I DON'T THINK THAT THIS IS GOING TO THE VOTERS OF ISN'T APPROPRIATE ACTION. I DO THINK, REGARDLESS OF HOW HEAVY ISSUE IS, WE WERE ELECTED TO MAKE THE DECISIONS THAT WAS THE REFERENDUM, SO TO SPEAK. TWO.

IN MY OPINION, TRY TO SHY AWAY FROM THAT IS NOT APPROPRIATE. I HAVE CONCERNS OVER TRYING TO REPURPOSE. THE MONUMENT. AS COMMISSIONER. TERRIO STATED, I DO THINK THAT REGARDLESS OF ANY EFFORT TO REMOVE OR PUT INTO ANY KIND OF CONTEXT. ANY OF THE. ITEMS THEY'RE DEEMED INAPPROPRIATE ON THAT MONUMENT. I DON'T KNOW EVEN IF YOU REMOVE THEM IF YOU REMOVE THE FEELING, UH SO I HAVE I HAVE SOME CONCERNS ABOUT THAT. OBVIOUSLY IT IS. HISTORICAL SIGNIFICANCE.

TOO MANY MEMBERS OF OUR COUNTY AND OF OUR COMMUNITY. AND IF THIS COURT IS ANY INDICATION OF THE PHONE CALLS, E MAILS AND TEXT MESSAGES THAT I HAVE RECEIVED IS THAT THERE IS.

OPINIONS ALL OVER THE MAP IS WHAT THE CONSENSUS IS. UH, BUT I DO THINK WE NEED TO MAKE SOME SORT OF PATH. KNOWN FORWARD WHETHER THAT'S A COMMITTEE. I HAVE CONCERNS ABOUT AN AD HOC COMMITTEE BECAUSE THAT, UH, WE'VE HAD PROBLEMS WITH THOSE IN THE PAST AS FARAS. COMING BACK TO COURT IN AN APPROPRIATE TIME WITH THE RECOMMENDATION OR ANYTHING OF THAT MANNERS. THANK ANY SORT OF COMMITTEE MOVING FORWARD NEEDS TO BE VERY CAREFULLY THOUGHT OUT, AND IT HAS TO HAVE. IT HAS TO HAVE THE APPROPRIATE REPRESENTATION ON THAT COMMITTEE IN ORDER TO GET A LEGITIMATE BASIS. OF WHAT SHOULD BE DONE. THE ONLY CONCERN I HAVE ABOUT MOVING IT.

TO THE JAIL. IS THAT IT? SEEMS AS IF JAMES. THE E. WAY. OUT. ON THE J. PROPERTY. WAY. MOVE.

IT. WE CA. IT. IT. BUT IT IS THAT IS THE EASE? ROUTE? THE BEST ROUTE? THAT THAT THE ALL? CONCERN. THAT I THINK WE. NEED. WITH THE CEMETERY. THAT'S THE CITY. OF. WE HAVE NO CONSENSUS.

FROM THEM. WHAT. WHAT OF. AND CONSENSUS NEEDS TO BE REACHED. COMMISSIONER THAT JUST LOOKING

[01:50:10]

AT WHAT MR BUBER GAVE US, AND I MEAN EVEN ON THAT COMMITTEE ON THE CHOICES THEY'RE SCATTERED ALL OVER THE MAP ON EACH CHOICE. I MEAN, THERE'S NOT A CLEAR CONCENSUS EVEN ON THAT COMMITTEE. UM, I DON'T KNOW. I DON'T WANT THESE WERE DISAGREE THAT I DON'T THINK MOVING IT TO THE MUSEUM. I DON'T VIEW IT IS THE EASY WAY OUT, HUH? IT'S OKAY. EASY, COMPTEL. WE'VE BEEN VERY CAREFUL NOT TALK TO EACH OTHER BECAUSE WE'RE ALL OVER THE MAP ON OUR OPINION HERE.

THAT IS THE MUSEUM. A PLACE WHERE THINGS THAT NEED TO BE PLACED IN A HISTORICAL CONTEXT, I THINK SHOULD BE. I THINK IT CAN BE PUT THERE AND I THINK IT CAN HAVE A. FLACCO ARE ANOTHER MONUMENT RIGHT NEXT TO THAT. CONTEXTUALIZED ISN'T IN TODAY'S LINES. YOU KNOW, THAT'S. I CAN'T REMEMBER WHO'S UM, I TALKED ABOUT HOLOCAUST MUSEUM THAT MUSEUM EXISTS. SO THAT WAY, NEVER AS AS A WORLD SOCIETY. REPEAT WHAT HAPPENED TO SPEAK? MILLIONS OF PEOPLE MARCHED OFF AND EXECUTED. SO. UH, YOU KNOW THOSE KIND OF PLACES CAN THEY SERVE A PURPOSE IN THIS WORLD, AND THE PURPOSE IS TO NOT LOSE THE HISTORY GOOD OR BAD. WHATEVER IT MAY BE. CLEARLY SLAVERY IS WRONG CLEARLY. WITH THE EXCEPTION OF A VERY FEW. I DON'T I DON'T. I THINK I COULD GO ROUND UP 1000 PEOPLE RIGHT NOW AND BRING HIM IN HERE AND TAKE A POLL AND SAY YOU KNOW? ANONYMOUSLY HOW MANY OF YOU THINK SLAVERY'S OKAY? I DON'T THINK ANYONE WOULD SAY THAT.

WHEN YOU HANG IN NEWS IN THE CHURCH. YOU'RE SHOWING THAT YOU ARE AN IGNORANT HUMAN BEINGS.

SORRY. IT'S JUST OUR FIELD. WHEN YOU. BURNT DOWN STORES IN YOUR OWN NEIGHBORHOOD. SAME THING. THAT'S NOT GOOD, EITHER. WE DON'T DO THAT. HERE WE HAD A MARCH WAS PEACEFUL.

NEWSMAGAZINE PICK IT UP AND PICKED UP ON SOME COMMENTS OF TWO OF OUR PUBLIC OFFICIALS AND PAINTED EVERYONE IN THIS COUNTY IN THAT LIFE, AND I DON'T LIKE THAT EITHER. I'M NOT LIKE THAT.

MY KIDS ARE NOT LIKE THAT. I DON'T THINK ANYBODY ON THIS COURT'S LIKE THAT THINKING, LETTING THIS RINGS LIKE THAT. BUT I DO BELIEVE THAT THEN MONUMENTS OF THAT NATURE.

PROBABLY THAT, AS COMMISSIONER, TERRIO SAID, ARE VERY, VERY HURTFUL TO A LARGE SEGMENT OF OUR COMMUNITY. YOU SHOULDN'T BE FRIENDS CENTER FROM THE COURTHOUSE IN THAT STATEMENT, RIGHT? THERE IS GOING TO COST ME A LOT OF FRIENDS, LADIES AND GENTLEMEN. BEST. THAT'S ALL. I THINK WE'RE. WE'RE ALL OVER THE PLACE. WE ARE IN THE THING JUST CUT AND DRY. JUST ONE ONE MORE.

COMMENT ON IT, YOU KNOW, MOVING IT TO THE MUSEUM. I DON'T KNOW WHAT THE ATTENDANTS OF THE ANNUAL ATTENDANTS AT THE MUSEUM IS YOU HAPPEN TO KNOW ABOUT? I'M HAVING A HARD TIME HEARING OVER THERE. COULD YOU REPEAT THAT? WHAT'S ANNUAL ATTENDANCE AT THE MUSEUM? AROUND 2000 PEOPLE. UH IT VARIES BETWEEN 1,500,000 PEOPLE. ABOUT 90% OF THE INTENDANT MUSEUM IS OUT OF.

THE COUNTY AND, UH, GOOD, 50% EVER COUNTRY OR HAVE A STATE AND SO WHAT IS THAT? THE MUSEUM IS SEEN MORE BY OUT OF COUNTY PEOPLE IN IN CANADA PEOPLE. BUT I. I THINK, MOVING IT TO THE MUSEUM. AND PROVIDING SOME CONTEXTUALIZED. PARKER. YOU KNOW THAT IT HAS A CHANCE TO COMMUNICATE WITH A COUPLE 1000 PEOPLE IN A YEAR, AND MOST OF THOSE FOLKS, NOT FROM CALDWELL COUNTY. BUT I WOULD JUST I WOULD LIKE TO EXPLORE THE OPTION AND POSSIBILITY OF HAVING. A MONUMENT THAT COULD COMMUNICATE WITH 2000 PEOPLE IN A WEEKEND. BUT THAT'S NOT ON.

[01:55:14]

THE WEEKEND 2000 YEARS AND. ENDS AND SET CALDWELL COUNTY UP AS. AS AN EXAMPLE. OF A COMMUNITY. THAT IS ACKNOWLEDGING THE PAST. ATONING FOR THE PAST. LOOKING TOWARDS FUTURE JUST MINE. IF I COULD INTERJECT ONE THING, THE TEXAS HISTORICAL COMMISSION HAS OVERSIGHT. AND THEY'RE CERTAIN LAWS THAT COVER THAT MONUMENT. NO, I DON'T HAVE ONE OF THE SEVEN OPTIONS. I DIDN'T IMAGINE REPURPOSING. IN OTHER WORDS, BE FACING OR CHANGING MONUMENT.

ONE OF THE OPTIONS WASS TO PUT IT. ONE OR MORE PLAQUES THAT WOULD EXPLAIN THE CURRENT CONTEXT. NOT TO REPEAT NOT TO GLORIFY THE PAST. BUT TO LOOK AT A PAIR OF PRESENT AND FUTURE. HOME. I'M NOT SURE IF THE HISTORICAL COMMISSION TEXAS, TEXAS IN AUSTIN WOULD APPROVE. OF CHANGING THE MONUMENT DRASTICALLY. I DON'T KNOW. AND THAT WAS NOT ONE OF THE OPTIONS, BUT. OUT OF COLLEGE. GENEROUS AND HEARING THE REASONS WHY WE CAN'T DO THAT. THEY WOULD NOT THAT RESEARCH. WE'RE HAVING TO DO WHATEVER THE OCEAN, PRESSURE SCORED. BUT. THAT WAS JUST A THOUGHT. I'M SORRY. THANK YOU KNOW I DIDN'T WANNA START DOWN THAT PATH AND THEN NOT BE ABLE TO ACCOMPLISH. EVERYONE WOULD LIKE TO GET MORE CONSENSUS FROM THE HISTORICAL COMMISSION. ADDING OTHERS INTO A TIN MAN MAKING THE COMMITTEE YOU'RE TALKING ABOUT. YOU KNOW, INCLUDING. WE'RE INTERNS AND MISS CARTER, YOU KNOW, SO WE COULD GET A BETTER. YOU WERE ALL OVER THE PLACE. EVERYBODY'S GOT A DIFFERENT OPINION. I CAN TELL JUST BY THE DISCUSSION THAT WERE WE. IF I MAKE A MOTION TO MOVE ITS MUSEUM IS NOT GONNA PASS. IF I MAKE A MOTION TO HAVE THE VOTERS, IT'S NOT SO COMMISSIONERS MOTION LONG PAST COMMISSIONER TERRIO. SO WE SEEM STUCK. SO THE. THE NEXT STEP WOULD HAVE TO BE SOME KIND OF COMMISSION. I MEAN, I'M HAPPY TO MAKE EMOTION AND ABUSE, SO IF I NEED TO, BUT I DON'T BELIEVE IT'S GONNA PASS. NO, LIKE I'M JUST NOT. YOU KNOW, I FEEL LIKE A CE FARAS BOAT GOES.

I'M ALL FOR DEMOCRACY. THAT'S HOW ALL FIVE OF THE SCOUT UP HERE WE WERE VOTING IN THIS OFFICE TO MAKE DIFFICULT DECISIONS. SOME ARE EASY. YOU KNOW, WE HAVE A BUDGET AMENDMENTS ON HERE. THEY TAKE 15 SECONDS THEN WE HAVE. SHE'S LIKE THIS. IT TAKES SOME TIME.

YOU KNOW, WHEN THE LANDFILL WAS IN THIS COURT, IT WAS IN THIS COURT FOR A YEAR. BUT MY CONCERN IS THIS. WITH THE COMMITTEE. WE HAD A COMMITTEE. I'M I LOOK AROUND THIS ROOM AND SOME OF PEOPLE IN THIS ROOM WERE ON THAT COMMITTEE. NO. WE TOOK A LONG TIME WE HAD PEOPLE FROM BOTH ENDS OF THE SPECTRUM ON THAT ISSUE. WE PUT THINGS IN THE HOST AGREEMENT THAT BOTH BOTH GROUPS WANTED IN THERE. WE PRESENTED IT, AND IT DIED RIGHT THERE. NOTHING WAS EVER RESOLVED. AND SO HERE WE ARE TODAY. WITH THAT ISSUE, AND IT'S NOT CHANGED ONE BIT IN THREE YEARS, SO. THAT'S MY CONCERN, IF WE WERE TO GO THE COMMITTEE ROUND, I WOULD WANT TO HAVE HARD DEADLINES THAT THEY HAD TO MEET. AND REPORT BACK. I WOULD WANT TO SEE THEIR PEOPLE IN THIS ROOM RIGHT NOW THAT I THINK SHOULD BE A PART OF THAT COMMITTEE. IF WE DO THAT, I MEAN, IF THAT'S THE ONLY THING WE CAN AGREE ON RIGHT NOW, WE NEED A COMMITTEE TO GO FORWARD, IN THAT, MR BUCKLEY, SHAKE YOUR HEAD TILL THE WORLD ENDS. LIKE WE THIS IS

[02:00:04]

A. AND WE ALL HAVE AN OPINION. I THINK THAT. IT'S GONNA BE A LONG DRAWN OUT PROCESS AND WE'RE NOT GONNA GET IT. MY PERSONAL OPINION ON THAT. WE'LL SEE RIGHT NOW. A LOT OF THE PEOPLE UP IN ARMS ABOUT IT BECAUSE YOU KNOW, THEY GOT SHOCKED. CAME OUT AND WHAT THEY'VE BEEN HERE AND THEY ALL RISE ENOUGH. BUT IF THEY SEE WE'RE REALLY TRYING HARD TO DO WHAT'S RIGHT. YOU KNOW YOU GO THROUGH A LITTLE BIT. SEE THAT BANK GO RIGHT PROBLEM. I MEAN, WAIT. THAT ARRAY OF FRIENDS ALONE I'M THINKING, LOSE HALF. I'M JOKING. I'M GETTING I'VE GOT IN A REALLY FRIENDS IF WE HAVE TO VOTE RIGHT NOW IS I'M FIXING LOSE ABOUT HALF OF THEM.

SO I THINK WE NEED TO PUT EVEN THOUGH IT'S GOING TO TAKE MORE TIME. I THINK WE NEED TO PUT TIME INTO THIS BECAUSE IT'S REALLY IMPORTANT. WE MIGHT EVEN BE. A BEACON OF LIGHT FOR SOME OF THESE OTHER COMMUNITY THAT'S GOING THROUGH THE SAME THING. I THINK THAT WE INVOLVED PEOPLE WHO REALLY, REALLY AGAINST IT, AND THE ONES WHO DON'T REALLY CARE. AND YOU KNOW, AND YOU'RE ON ONE SIDE OR ANOTHER. WE GET TOGETHER WE CAN TALK ABOUT CIA'S LONG YOU ARE GOING ON.

YOU'RE NOT GONNA GET NOTHING ACCOMPLISHED. NOT ONE THING. BUT IF YOU COULD KIND OF YOU KNOW, IF YOU KEEP TALKING TO PEOPLE, YOU DON'T LEARN MORE ABOUT THEM. AND THEN YOU KNOW YOU'RE GOING TO SAY WELL, MAYBE I CAN'T BACK OFF OF THIS A LITTLE BIT, HARKING BACK OFF WITH THAT A LITTLE BIT TO MAKE THINGS GO SMOOTH. SMOOTHER. BECAUSE THERE WAY IT IS NOW.

WE'RE NOT GONNA WE'RE NOT GONNA WE'RE GONNA LOSE. A LOT OF A LOT OF PEOPLE ARE ALREADY ANGRY BECAUSE IT CAME UP LIKE IN THEIR FAITH, ALL OF A SUDDEN. SO I THINK IT'S BEST WE TRY TO PUT THIS COMMITTEE TOGETHER. AND THEN IF IT DON'T WORK, AT LEAST, YOU KNOW, WE'VE SHOWN THAT WE TRIED. ALL WE COULD DO AND THEN WE'LL HAVE TO MAKE A DECISION AFTER THAT. I'D ASK YOU TO COME BACK UP FOR ONE MORE. QUESTIONS. I KNOW. THE HISTORIC COMMISSION. RIGHT NOW.

HAS HAS FOLKS THAT ARE ACTIVELY LOOKING AT THE SITUATION RELATED TO THE MONUMENT. COULD.

COULD BE. AT OUR NEXT COMMISSIONER'S COURT MEETING. COULD YOU PRESENT TO US? A COMMITTEE. OF THE APPROPRIATE FOLKS THAT YOU BELIEVE ON THE HISTORIC COMMISSION. AND THAT WOULD NEED TO BE IN A DIVERSE GROUP OF FOLKS. THAT. THAT THE HISTORIC COMMISSION BELIEVES IS APPROPRIATE. TWO. CONSIDER. THE MONUMENT. AND I THINK WE CAN WEAKEN CHART. I WOULD LIKE TO SEE THE COMMISSION CHARGE OF THIS COMMISSION TO LOOK. LOOKING AT AT THE RE RE CONTEXTUALIZING THE WHOLE APPEARANCE OF THE MONUMENT AND PROVIDING A MESSAGE, BUT I BELIEVE THAT THE COMMITTEE IF. IT IS DETERMINED THAT THAT'S NOT PRACTICAL, OR THAT'S NOT ALLOWED. BY THE STATE OF TEXAS THEN JUST TO COME BACK AND PRESENT. US WITH THAT RECOMMENDATION ALSO BUT. IF YOU CAN GET US A LIST OF FOLKS. THAT COMMISSIONER'S COURT COULD EITHER RATIFY THAT COMMITTEE. AT OUR NEXT MEETING OR ADD TO IT. AS AS WE WOULD, WE WOULD THINK APPROPRIATE. IS THAT SOMETHING THAT THAT YOU BELIEVE? COULD BE DONE BY NEXT MEETING, HUH? YOU'RE REALLY THROWING THE BALL IN MY COURT. UH YEAH, I COULD DO THAT. UH THE MEMBERS WE HAVE NOT MET FOR MONTHS BECAUSE OF PANDEMIC AND A LOT OF THE THEY ARE SOME OF THE MEMBERS WORK DURING THE DAY AND SO THEY CAN. TAKE OFF TO MEET. SO WE MEET AT NIGHT. I. DID THE SURVEY BY EMAIL, AND IT WAS TOTALLY CONFIDENTIAL TO ENCOURAGE COMMENT IN BOATS AND THEY DID. IT WAS UNOFFICIAL. NONBINDING. GETTING THE MEMBERS OF THE HISTORICAL COMMISSION.

VOLUNTEER. TO DO THIS. MIGHT BE BLACK. PULLING HIM STATE IS DEPENDS ON THE INVOLVEMENT

[02:05:10]

ACTIVITY AT THE TIME IT TAKES. I'M NOT TRYING TO BACK OFF OF IT ALL. FIRST THING I WILL DO IS CONTACT THE HISTORICAL COMMISSION IN AUSTIN TO GET A FEEDBACK ON YOUR RECOMMENDATION. JUST INFORMALLY PLAN BOYS THAT IF IT WAS PASSED TO THE HISTORICAL COMMISSION, WE ALREADY HAVE SOMEONE HISTORIAN ONLY COMMISSION DONALD BRYCE WAS WORKING ON CONTEXTUALIZING PLAN. THAT WAS RECOMMENDED BUT LAYERED IN MAY. AND SO THE FIRST THING I WAS GOING TO DO IS ASK HIM A COUPLE OF THE MEMBERS OF THE COMMISSION TO WORK ON THE WORDING OF THAT FLAG. AND BRING IT BACK TO YOU. DEPENDING UPON WHAT YOU DECIDE TO DO. BUT, UM.

HOLD MEMBERS. I CAN TRY MY BEST TO GET THE RIGHT THE RIGHT GROUP OF MEMBERS FROM THE COMMISSION. AND BRING HIM BACK TO YOU. IF THAT'S WHAT YOU WERE ASKING ME TO DO, COMMISSIONER I I'LL SAY THAT I THINK WE NEED THIO POINT THAT COMMITTEE BECAUSE HISTORICAL COMMISSION DOESN'T KNOW START. THEY DON'T KNOW. MARGARET. THEY'RE NOT GOING, YOU KNOW UNTIL THE DAY IF WE HAVE DONE THIS WITHOUT CALLING OUT SOME NAMES, THEY WOULD NEVER REACH OUT. OIL. DID YOU KNOW ANY OF THESE FOLKS BEFORE? I'M SURE. DID YOU KNOW ANY OF THESE PEOPLE BEFORE TODAY? DO NOT SO YOU PROBABLY WOULDN'T HAVE REACHED OUT TO ANY OF THEM TO BE ON THE COMMISSION IF I WAS DRAWING JUST FROM THE COMMISSION. THEY'RE NOT ON COMMISSION RYAN.

SO, UM, I WOULD HAVE TO REACH OUT AND I DON'T KNOW. YOU REACH OUT TO YOU? I HAD NOTHING AGAINST THOSE FOLKS. I JUST DON'T KNOW. YES SIR. I UNDERSTAND THAT THAT WASN'T IN ANY WAY THAT YOU HAVE ANYTHING AGAINST ANYBODY. I JUST WASN'T WAS TRYING TO MAKE THE POINT.

THAT TO USE A COMMISSION THAT'S ALREADY ESTABLISHED THAT THAT DOES IT. DOESN'T KNOW. THOSE BOATS, I BELIEVE IS THE RIGHT WAY TO GO. THAT'S THAT'S WHAT I WAS THINKING, THOUGH, IS THAT IF WE COULD GET A CORE OF THE HISTORIC COMMISSION THAT HAS THE AUTHORITY TO MAKE THE RECOMMENDATIONS TO US AND HAS THE KNOWLEDGE TO WORK THROUGH THE STATE. UH THEN WE CAN ADD TO THAT COMMISSION THE FOLKS THAT WE THINK APPROPRIATE. WHAT WOULD YOU THINK ABOUT REPRESENTATIVE FROM THAT COMMISSION TO BRING FORTH TO THE COMMITTEE? WHAT THE COMMISSION IS TALKING ABOUT. I JUST DON'T WANT THE COMMITTEE TO BE OVERWHELMINGLY THE HISTORICAL COMMISSION. WILL REPRESENTED ON THE COMMITTEE. BUT IF WE'RE GONNA DO A COMMITTEE, IT MEANS REPRESENT FROM THE HISTORICAL COMMISSION. IT NEEDS REPRESENTATIVE LIKE FLOYD WILL HIM IT NEEDS A REPRESENTATIVE LIKE STERLING. YOU KNOW, HE STEPPED UP IN THAT.

BEFORE ALL THIS CAME UP. I FRANKLY STERLING. I DID. DID YOU KNOW ME? I DIDN'T KNOW YOU.

YOU MAKE IT THAT AND I WATCHED HIM GO FROM. BEING FREE DOG ON ANGRY, TOO COMING UP TO THIS PODIUM AND SPEAKING VERY ELOQUENTLY TODAY, SO, UH, YOU KNOW, AND THAT'S PART OF GROWING AS A LEADER OF HIS COMMUNITY, JUST LIKE JOE HAS BEEN A LEADER OF HIS COMMUNITY FOR A LONG TIME. WELL, I MEAN, A VERY SIMPLE COMMITTEE COULD SIMPLY BE, UH, US TAKING ACTION TO APPOINT THE JUDGE ONE COMMISSIONER, ONE FROM EACH SIDE AND ONE FROM THE HISTORICAL COMMISSION. THAT'S FIVE. AND THAT'S IT. I MEAN, THAT'S THAT'S SOMETHING I COULD I COULD DEAL WITH BECAUSE. I THINK EVERY ASPECT OF THIS ISSUE BE WELL REPRESENTED LIKE THAT. I JUST I JUST DON'T LIKE WE'RE GOING TO GO THIS ROUTE, AND IT SOUNDS LIKE WE'RE HEADING DOWN THAT PATH. ALTHOUGH I STILL GONNA VOTE FOR IT, BUT I WANT TO DISCUSS IT.

THEN IT I AGREE. IT NEEDS TO BE FIVE PEOPLE NEITHER ENORMOUS AMOUNT OF PEOPLE. WE GET A POINT. 0.22 AND A. AND LET THEM COME BACK WITH SOME SORT OF COMPROMISE SOLUTION ON IT MAY JUST BE ABOUT BEING RIGHT BACK TO THE MUSEUM. I DON'T KNOW. I'M JUST NOT OKAY WITH BEING PRIMARILY COMPROMISED THE HISTORICAL COMMISSION CAN HAVE REPRESENTATIVE THAT BRINGS BACK THEIR THOUGHTS. JASON MY QUESTION. LAST TIME DURING THE DISCUSSION, THERE WAS THE LEGAL ASPECTS THAT WERE BROUGHT UP UNDER. WHAT STATUTES? THIS THING THIS WAS POTENTIALLY COVERED UNDER DISCUSSION WAS THAT IT WOULD BE VETTED TO SOME EXTENT BY THIS MEETING. HAVE YOU HAD A CHANCE TO LOOK AT WHAT IT WHAT, IF ANY, IT'S COVERED UNDER THE ONLY REASON I

[02:10:03]

ASKED THAT IS, I DON'T WANT ANY DECISION WE MAKE TO POTENTIALLY AT THE COUNTY IN A LITIGIOUS SITUATION. UNDERSTAND. COMMISSIONER CAN YOU? CAN YOU PULL THAT DOWN CLOSE TO MAKE SURE. PLEASE. PEOPLE HERE. SURE THING IS THAT BETTER? SURE I'VE DONE SOME RESEARCH ON THAT. I'M PREPARING A MEMO OUTLINING THE LEGALITIES OF BOTH NATIONAL FEDERAL PROTECTION AND STATE PROTECTION THAT APPLIED TO THE COURTHOUSE IN THE COURTHOUSE DISTRICT. HERE IT IS, THE DISTRICT IS ITSELF IN THE NATIONAL REGISTER OF HISTORIC PLACES. A DISTRICT. AGAIN. I'M PREPARING A MEMO OUTLINING THE KIND OF INSANE OUNCE OF DIFFERENT PROTECTIONS THAT APPLY. I'LL BE PROVIDED TO THE COURT SHORTLY BEYOND THAT, BECAUSE THERE ARE AS YOU MENTIONED POTENTIAL LITIGIOUS ASPECTS OF THAT. THE FURTHER DISCUSSION THAT MAYBE APPROPRIATE FORAN EXECUTIVE SESSION CONSIDERING DELIBERATIONS WITH COUNSEL.

THAT'S SOMETHING THAT WE COULD TAKE UP LATER. BUT AGAIN, I DO INTEND TO PROVIDE A MEMO DISCUSSING THE DIFFERENT. APPLICABLE STATUTES TO THE MONUMENT THAT WE DO HAVE TO COURT DEFENDANTS IN HIS MOVEMENT, OKAY? AS A PROCEDURAL MATTER, COMMISSIONERS AND JUDGE I WOULD RECOMMEND IF YOU DECIDE TO TAKE THE ACTION THAT YOU'RE DISCUSSING NOW WITH DEPARTMENT OF A COMMISSION JUST DID IT TAKE THE FORM OF EMOTION TO REFER THIS MATTER. THIS IS COMING DIRECTLY FROM OUR PROCEDURES HERE FOR THE COURT. IT SEEMS LIKE THE MOST APPROPRIATE FOR WOULD BE TO MAKE A MOTION TO REFER THIS MATTER TO COMMISSION THAT YOU'RE GOING TO CREATE OUTLINE HOW IT SHOULD BE COMPOSED AND THE MEDELLIN TO BE SECONDED AND VOTE ON. TO CRETE. GOOD. HUH? MADE ONE? ON. SEE LIKE ALL I FEEL LIKE GIVING, GIVING LAUREN NOBODY ELSE HAS. IT DOESN'T MATTER MOVING IN OR NOT OKAY? YES. ONE CLARIFICATION FOR WE GO ANY FURTHER. I WOULD LIKE TO CLARIFY MY COMMENT FROM EARLIER. I DON'T NECESSARILY.

FEEL THAT MOVING IT WOULD BE, IN MY OPINION, THE EASIEST BUT I KNOW THAT SOME PEOPLE HAVE EXPRESSED THAT HAS BEEN THE EASIEST BUT I'M NOT NECESSARILY OPPOSED. FOR, SAY, TWO MOVING INTO JAIL. WE HAVE COMMISSIONS I GET OFF. I WAS GONNA I WAS GONNA MAKE A MOTION. BUT IF YOU OKAY? UM, I'LL MAKE A MOTION. IS IT A MOTION APPROPRIATE? EMOTION REEFER. I DON'T KNOW EXACTLY WHAT YOU'RE GONNA BE PROPOSING COMMISSIONER, BUT IF IT'S IN LINE WITH THE DISCUSSION OF FORMING A COMMITTEE SHOULD BE PROPERLY TERMISM MOTION TO REFER, OKAY.

OTHERWISE THAT NORMAL MOTION WOULD BE APPROPRIATE. UM, I'LL MAKE A MOTION TO REQUEST LOVE TO TWO. FORM. A COMMITTEE. MADE UP. OF AND I THINK I'D LIKE TO SEE THREE FROM THE FROM THE HISTORIC COMMISSION. THAT BEING DONLEY. AND HOMER AND SHIRLEY. OFF THE HISTORIC COMMISSION.

AND. AND THEN ALSO INCLUDING. AN APPOINTMENT FROM EACH COMMISSIONER. AND THE JUDGE. SO THAT BE A TOTAL OF EIGHT. YES. MAYBE. MAYBE JUST TWO OFF. THE HISTORIC COMMISSION HAS BEEN LIKENED DONNELLY AND SURELY. SO THAT WE HAVE AN ODD NUMBER. AND THEN THE REPRESENTATIVE. FROM THE COMMISSIONER'S COURT. WOULD BE THE JUDGE AND COMMISSIONER ROLAND. AND THE CHARGE OF THAT COMMITTEE. WOULD BE TOO EVALUATE. LEGAL ASPECTS OF ANY. OF MOVING, RETAINING, MODIFYING ALL THOSE ISSUES AND BILE THAT IS A REPORT BACK WITH THE COMMISSIONER'S COURT. AND TO MAKE RECOMMENDATIONS. REGARDING. ALL OPTIONS FOR. REPURPOSING CONTEXTUALIZING. MOVING. UH, THE MONUMENT. AND OKAY. SO, UH, DO WE NEED TEO DO THOSE APPOINTMENTS. JUST ONE MOMENT?

[02:15:05]

CODY AND I GET TO YOU? WOULD WE NEED TWO WAY HAVE EMOTION. WE HAVE SOME DISCUSSION. WE HAVE ONE CITIZEN, THE LESS COMMENT BEFORE WE VOTE. I WAS GONNA ADD ON A TIMELINE. YES. AND IF WE CAN DO THAT, YES. WE HAVE TO POINT THAT COMMITTEE TODAY. J. J. IT'S PART OF THIS MOTION. I DON'T KNOW THAT YOU WOULD HAVE TO JUDGE BUT THE MOTION WOULD HAVE TO PASS BEFORE YOU TAKE ANY ACTION ON. I DON'T THINK I'M PREPARED TO MAKE MY APPOINTMENT ACCOUNT. AND ADD ON TO THE MOTION WOULD BE TWO FOR. THE APPOINTMENTS TO THE COMMISSION. DARK ARE THE NEXT COMMISSIONER SPORT. AND THAT THE REPORT OF THE COMMITTEE. BE PROVIDED BACK TO THE COMMISSIONER'S COURT. BUT THEN A MONTH OF THE APPOINTMENT ONE MONTH. OKAY? COMMISSIONERS. WE HAVE A MOTION. WE HAVE A MOTION ON THE SECOND BROTHER DISCUSSION. CODY TOTALLY GIVE ONE MORE CITIZEN OPPORTUNITY. I JUST WANTED TO ADD THAT WE GOT A QUOTE FOR $4500 WHICH IS A VERY REASONABLE QUOTE TO MOVE THE MONUMENT. IT'S NOT GUARANTEED THAT THAT QUOTE WILL STAND FOR A PERIOD OF MORE THAN THE MOTHER, TOO. I'M ALSO NOT WILLING TO WITHHOLD FUNDS FROM MOVING THE MONUMENT FOR A PERIOD OF THAT LENGTH. IF WE KNOW A HARD DEADLINE, I'M WILLING TO HOLD THAT MONEY. BUT IF IT'S GOING TO GET CAUGHT UP, AND FOR WEEKS AT A TIME WE'RE GOING TO GET THEM RUN INTO THE COMMUNITY. WE'RE NOT GONNA HOLD IT ANY MORE, AND THE CORE IS GOING TO HAVE TO GET THEIR OWN QUOTE AND PAY FOR IT THEMSELVES. WE WON'T HAVE TO DO ANYTHING JUST BECAUSE YOU SAY SO. CODY. I UNDERSTAND. I'M JUST SAYING IN TERMS OF THE QUOTE THAT I'VE GOTTEN THE MONEY THAT I'VE RAISED, I'M NOT GOING TO HOLD IT FOR WITHOUT A HARD DEADLINE WHEN THAT DECISION WAS MADE, I UNDERSTAND. HEY, COMMISSIONERS.

WE HAVE EMOTION AND SECOND IN THE FURTHER DISCUSSION. IF NOT CALL A VOTE. OWN FAVOR. SAY AYE, AYE. I'M OPPOSED. MOTION CARRIES. I DON'T KNOW. NINE DISCUSSION ACTION TOE

THE DISPOSITION ABOUT STANDING JURY CHECKS. BARBARA, CAN YOU ELABORATE A LITTLE BIT ON THIS ONE. YES, SIR. WE'VE NOW THAT WE'RE. WE WENT BACK IN A CZ. YOU KNOW, WE RESTRUCTURED OUR JOB DESCRIPTIONS IN OUR INTERNAL AUDITOR WAS LOOKING AND BANK STATEMENTS AND REVIEWING OUR BANK STATEMENTS. WE WENT BACK TO DECEMBER 2013. YOU MADE 2019 AND LOOK AND REVEALED THAT WE HAD $11,000 IN OUTSTANDING CHECKS. AND SO REVIEWING THE INFORMATION, UM JAN'S DONE AN OUTSTANDING JOB AND FOUND THAT GOING BACK TO STATUTE WE'VE GOT, AS WE'VE NOTED IN THE INFORMATION THAT'S PROVIDED TIO COMMISSIONERS CORE SECTION 61.1 REIMBURSEMENT OF EXPENSES OF JURORS AND PROSPECTIVE JURORS AND AGAIN THIS GOES BACK TO 2013 OUTSTANDING CHECKS. WE'VE GOT THE OPTION OF A FEW THINGS HERE, AND I'LL JUST KIND OF GET TO THE POINT HERE. UM, THE MONEY REPRESENTED BY THE INSTRUMENT OR OTHER METHOD OF PAYMENT, MAYBE PLACED OR RICH. IN THE COUNTY. JURY FUND. OR THE COUNTY GENERAL FUND OR ANY OTHER FUND IN WHICH COUNTY FUNDS KHUN B. LEGALLY PLACED AT THE DISCRETION OF THE COMMISSIONER'S COURT. THE COLLAR COUNTIES. STATEMENT OF FINANCIAL GOALS AND POLICIES. YES, SIR. THE FINANCIAL GIRLS AND POLICIES. THIS IS SOMETHING THAT YOU'RE SURROUNDING COUNTIES THAT ARE MAYBE MID SIZE OR A LITTLE BIT BIGGER, WILL HAVE INTRODUCED DURING THE BUDGET. TIME. AND SO WE PUT THIS INFORMATION TOGETHER AND AGAIN, I DID HAVE OUR FINANCIAL ADVISORS REVIEW THE DEBT POLICY AND FUND BALANCE POLICY. I'VE WRITTEN A COUPLE OF FUND BALANCE POLICIES BEFORE, SO THIS IS IN LINE. WITH THE GAS BE PRONOUNCEMENTS, AND SO I JUST WANTED TO MAKE SURE AND OF COURSE, I SAT DOWN AND MADE SURE THAT JUDGE HAYDEN WAS COMFORTABLE. WITH THE BADGE. PAR. OF THIS. AND UH, PASS ON THE INFORMATION TO OUR WONDERFUL COUNTY ATTORNEY TO MAKE SURE THAT HE WAS COMFORTABLE WITH THE STATUTES THAT WERE THAT WE WERE REFERRING TIO. AND I MADE AND I JUST WANTED TO MAKE SURE THAT ANYTHING THAT'S WRITTEN IN HERE IN REFERENCE TO OUR CASH ALSO TIES TEO THE INVESTMENT POLICY THAT YOU'LL SEE HERE IN THE NEXT ITEM. THESE ARE THINGS THAT ARE PRETTY STANDARD, AND WE'RE JUST MAKING SURE THAT OUR COUNTY AS WE GROW THAT WE'RE IN COMPLIANCE WITH A LOT OF THESE AREAS, THESE THERE ARE THINGS THAT R EX OFF. ARE EX. ABOUT THEY WANT TO MAKE SURE THAT WE CAN JUST PICK UP OUR INFORMATION REFERENCE IT AND YOU HAD ALSO THE PERSONNEL SIDE. YOU HAD ALSO APPROVED A COUPLE OF MONTHS BACK, SO JUST STANDARD LANGUAGE, A LOT OF IT DEFAULTS TO STATUTE. AND WHEN WE'RE THE GRANT INFORMATION WAS SOMETHING THAT ARE G? L O. AND MY APOLOGIES. WHAT IS HER NAME IS I DON'T SEE DENNIS HERE, BUT OKAY THAT SHE HAD ALSO. PATTON PASTE AND PUT THE INFORMATION IN HERE. THIS INFORMATION ONCE IT'S BEEN REVISED, WILL BE SENT TIO R G L O FOLKS SO THAT THEY ALSO HAVE IT IN. THIS IS WHAT THEY WANT A LOT OF WHEN WE'RE WORKING WITH GRANTS. THEY LIKE TO SEE THIS KIND OF INFORMATION BECAUSE OUR FINANCIAL ADVISORS LIKE TO SEE IT WHEN WE'RE WORKING WITH GRANTS. IT JUST MAKES THE ORGANIZATION LOOKED A LOT MORE PROFESSIONAL THAT WE HAVE OUR STUFF TOGETHER. OKAY ARE THERE ANY QUESTIONS IN REFERENCE TO IT? I MEAN, I CAN GO SECTION BY SECTION, BUT I DON'T WANT IT. BUT YOU'VE ALREADY GONE THROUGH ENOUGH TODAY. SO THE COMMISSIONER'S READ IT. COMMISSIONERS. YOU HAVEN'T QUESTIONS ABOUT THIS.

ADAM 20 DISCUSSION ACCENT TO APPROVE OF OUR COUNTY INVESTMENT POLICY. SAME THING.

GO AHEAD. YES, SIR. THE INVESTMENT POLLO. IS A THAT SH BE. AND IT IS SOMETHING THAT OUR COUNTY TREASURE WILL BE BRINGING TEO YOU ANNUALLY. UM, IT IS IN COMPLIANCE WITH THE LOCAL GOVERNMENT CODE. 1 16.1 12 AND GOVERNMENT CODE CHAPTER 20 TO 56 RESOLUTION SHOULD BE

[02:35:01]

BROUGHT BEFORE YOU ANNUALLY. PER SECTION 22 56 05 AND ACCORDINGLY, REPORT SHOULD ALSO BE COME BEFORE YOU. HARDLY. AND SO THIS INFORMATION WILL BE BROUGHT BEFORE YOU. AGAIN QUARTERLY AND ANNUAL REPORTS SHOULD ALSO COME BEFORE, SO THIS IS JUST TO MAKE SURE THAT EVERYBODY'S COMFORTABLE WITH IT. THERE ARE THREE CRITERIA THAT ALL COUNTY. ALL OF GOVERNMENTS SHOULD COMPLY WITH SAFETY, LIQUIDITY AND YIELD. ALSO DIVERSIFICATION OF YOUR PORTFOLIOS IMPORTANT. AND THESE WERE THINGS THAT ARE JUST THE BASICS OF MAKING SURE THAT WHEN WE'RE INVESTING, UM AND WE INVEST IN LARGE IF WE INVESTING TAX POLE, AN MBA CLASS AND THOSE AIR THE INVESTMENT THAT WE CURRENTLY INVEST IN OF COURSE, FIRST. LAW. NATIONAL BANK IS THE, UM OUR DEPOSITORY SO THAT BEING SAID THE'S THIS INFORMATION SHOULD COME BEFORE YOUR QUARTERLY. WE SHOULD HAVE OUR BANK RECONCILIATIONS. RECONCILED SO THAT ALL OF THIS INFORMATION IS BROUGHT BEFORE YOUR COGNIZANT OF WHERE OUR FUNDS HOW MUCH MONEY WE'RE RECEIVING HONORE TO RETURN. AND THIS IS WHY THIS CRITERIA IS IMPORTANT. WE SHOULD NET OUR NET ASSET VALUE SHOULD ALWAYS BE EQUIVALENT TO HER, BUT. VALUE, WHICH SHOULD BE ABOVE ONE, OR ABOVE 100. SO THIS INFORMATION IS BASIC INFORMATION IS IN COMPLIANCE WITH STATE LAW AND ALL THAT GOOD STUFF IS RED IN THIS. I CAN'T REMEMBER THIS ONE'S THE 20 PAGE OR THE 15 PAGES SO MY APOLOGIES. I DIDN'T MEMORIZE THE NUMBER OF PAGES, BUT IT'S ALL IN COMPLIANCE WITH STATE LAW. AND I KNOW THAT I DID. DID PARTICIPATE AND I DID RECEIVE THE INVESTMENT POLICY CERTIFICATE CERTIFICATION AND I KNOW AND I AM COGNIZANT THAT SO HAS ANGELA. SO SHE WILL BE PROVIDING THESE REPORTS TO YOU. WE HAVE REACHED OUT TO. IN CODE SO THAT THEY CAN HELP US WORK WITH HER SO THAT WE CAN HELP HER WITH HER REPORTING IS WELL.

ARE THERE ANY QUESTIONS? WHERE WE GONNA READ. THERE IS AT LEAST IN THE DAY AND WE'RE JUST GONNA ACCEPT POLICY. THAT IS, WE'RE HOPING THAT THE RESOLUTION CAN BE SIGNED OFF ON AS WELL SO THAT THAT WILL MAKE THAT WILL ACTUALLY MAKE HER THE. THE INVESTMENT OFFICER BY LAW, SHE SHOULD BE THE INVESTMENT. OKAY J J D ANYTHING DAD BETTER. NOT ONLY JUST READ THE RESOLUTION, YOU KNOW, JUDGE I THOUGHT ABOUT THIS LAST TIME THIS CAME UP AND I DON'T THINK THERE'S ANYTHING IN THE PROCEDURE THAT WOULD REQUIRE YOU. TO READ. THESE I THINK IT'S LEFT. UP. TO YOUR DISK. AND IF YOU WANT TO READ IT, THEN YOU'RE MORE THAN WELCOME.

THIS. IS SHOW. ONE. SORRY. SO IT'S THE 20 PAGES THAT ARE EXHAUSTING. OKAY ATTACHMENT A RESOLUTION TO ADOPT COUNTY INVESTMENT POLICY AND FIND STRATEGIES AND APPOINT INVESTMENT OFFICER STATE OF TAKES HIS CAR COUNTY ADO OF 2020 HOWARD COUNTY INVESTMENT POLICY AND STRATEGIES INVESTMENT COMMITTEE, AN APPOINTMENT OF AN INVESTMENT OFFICER. LIKE 234 SOMETHING DOLLARS. THAT MONEY'S IN THE BANK OR NEEDS TO BE SET UP IN. WE'VE RECEIVED IT. WE GOTTA MOVE IT AND PUT IT INTO A NEW BANK. ACCOUNT. AND JUST TO KEEP IT SEPARATE ON AND KEEP THE TRANSACTIONS DEALING WITH THAT PARTICULAR GRANT CLEAN AND WE'RE NOT COMING WITH OTHER GRANT PROGRAMS DEALING WITH CORONA VIRUS OR WHATEVER. WELL, WE'RE ASKING. WE SET UP A SEPARATE BANK ACCOUNT FOR THAT. YOU MAY RECALL THE HELP AMERICA VOTE ACT, WHICH WASS, SECRETARY OF STATE'S OFFICE WAS ACTUALLY THREE GRANTS THAT WERE BROUGHT TO YOU LAST WEEK. OUR LAST MEETING, ONE WAS $37,000. DEPARTMENT OF EDUCATION PURCHASING COOPERATIVE NEEDED FOR PROCUREMENT REQUIREMENTS TO MOVE FORWARD WITH XEROX CONTRACT. MORNING JUDGE AND COMMISSIONERS. UM SO. AFTER THIS ITEM. THIS KIND OF GOES IN CORRELATION WITH IT. I'M TRYING TO GET RICO. OUT OF THE COUNTY AND WE'RE GOING TO GO SILLY WITH XEROX. WE ONLY HAVE A FEW RICO'S BUT PRINTER AND COPIERS.

MADAM. RIGHT NOW. WE WANT TO JUST KIND OF GET RID OF THAT OLD EQUIPMENT AND GET ON WITH ONE NEW AND THIS IS BASICALLY JUST REQUESTING APPROVAL TO USE THE PURCHASING COOPERATIVE.

HARRIS COUNTY DEPARTMENT OF EDUCATION. NEEDED TO MEET OR EXCEED OUR LOCAL, STATE AND FEDERAL PROCUREMENT REQUIREMENTS FOR ENTERING AN AGREEMENT AND OR CONTRACT WITH XEROX BUSINESS SOLUTION SOUTHWEST, THE CONTRACT CONTRACT NUMBER THROUGH HCG IS CONTRACT NUMBER ONE TO K. PRINTERS, FAXING AND COPIER SERVICES OF GRADING. STYLE NEW DAD. THROUGHOUT THE COW. YES.

SO I KIND OF JUST ON IT. TAIL END OF THAT. THE PURCHASING DIP. REQUEST. A PRUE, TOO ALL RICO DEVICES WITH XEROX DEVICES AND GET COUNTY AND GET THE COUNTY ON ONE VENDOR FOR OUR PRINTER, FAX AND COPY. NEEDS. THEY WILL BE TOW OF 39 DEVICE, BUT THAT'S WILL LET DAN WARBELOW KIND OF EXPLAIN HERE IN A MINUTE THERE, HE'S HERE TO ANSWER ANY QUESTIONS AND GO INTO DETAIL WITH THE UPGRADES. AND WHAT THAT INCLUDE AN A BUNCH. IN PRICE. PRY CONCERNS.

SO I'M HAND IT. ON. OVER. TO DAD. YEAH. AFTERNOON. JUDGE. COMMISSION. DAN WU. HIM. WAS IRAQ'S BUSINESS SOLUTION. SOUTHWEST I MANAGED THE CURRENT CONTRACT. WE HAVE 23 MULTIFUNCTION PRINTERS SCATTERED ALL OVER. I FOUND SOME JUST LAST WEEK. SANITATION AND JUSTICE OF THE PEACE. SO IN ADDITION, WE ALSO MANAGED 50 PRINTERS. THOSE AIR VARIOUS BRANDS THAT ARE SCATTERED AGAIN ALL OVER OFFICES. KEEP TALKING. I'VE HEARD YOU SAW KIND STEP OUT FOR ONE SEC. TO GO. HERE. OKAY? SO THEY SO BENEFIT. LIKE DAD. WAS. MENTIONING. THERE.

ARE FIVE RICO DEVICES, AND THOSE ARE I THINK THE LEAST EXPIRED A YEAR AGO. SO WE'RE LOOKING TO UPGRADE THOSE WITH XEROX HAVE THE COUNTY ON ONE PLATFORM. UH, ONE DEVICE, THE USER INTERFACE. THE SUPPLIES WILL ALSO BE STANDARD. I'M BRINGING SOME NEW TECHNOLOGY TO THE OFFICES. WE'VE ALSO PUT TOGETHER AN AGREEMENT THAT HAS UNLIMITED BLACK AND WHITE PRINTS, SO IT'S EASIER FOR US. WE DON'T HAVE TO COUNT HIM. YOU DON'T HAVE TO WORRY ABOUT HIM.

THAT'S ALSO DIFFERENT THAN THE OLD CONTRACT. WE PUT THE AGREEMENT IN PLACE AT THE EXACT SAME COST THAT COUNTY'S CURRENTLY PAYING, SO THERE IS NO NET INCREASE TO THE COUNTY.

BUT BRINGING IN AND THAT'S ALSO INCLUDING ONE ADDITIONAL DEVICE AT THE EMERGENCY MANAGEMENT OFFICE. ANY QUESTIONS ON THE XEROX DEVICES. IT'S JUST BASICALLY STREAMLINE EVERYTHING INTO 11 BRAND ONE BRAND ONE CONTRACT, ONE TERM, SO WE'RE NOT MANAGING MULTIPLE CONTRACTS WITH DIFFERENT EXPIRATION DATES. KIRSTEN. THE OTHER THING THAT WE'VE INCLUDED ON THIS IS A 90 DAY PAYMENT DEFERMENT. SO THE GOAL IS TO GET THE AGREEMENT SIDE TO START.
