OF THE IMPROVEMENTS, UH, SUPER TO IMPROVEMENTS TO HIGHWAY 21 HAVE STARTED BETWEEN 1 30 AND SAN MARCUS. SO THAT WILL BE A GREAT IMPROVEMENT WOULD BE A RAISES SAFETY. ON THAT FACILITY BY CREATING A PASSING LANE. SO EVERYONE JUST BE CAREFUL USING 21 FOR ABOUT NEXT YEAR. I'M GOOD. OKAY? THAT'S BEEN A BUSY COUPLE OF WEEKS AS YOU CAN IMAGINE THE COMMITTEE THAT COURT APPOINTED TO DISCUSS OF MONUMENT HAS MET. AND WE'LL BE GETTING THAT LATER ON IN THE IN THE AGENDA. ARE THERE ANY COMMENTS FROM STAFF? I KNOW DENNIS ASA. YES SIR. LET'S GO. THANK YOU. JUDGE MEASURES JUST A COUPLE OF UPDATES. CORONA VIRUS HAS CERTAINLY IMPACTED A LOT OF ACTIVITIES THAT WE HAD PLANNED TO TAKE. TO TAKE ACTION PHONE OR TO BE INVOLVED IN THIS YEAR. WE JUST CONDUCTED THIS MONTH, OUR SECOND FARREL HALL ABATEMENT COLLECTION EVENT. IN MARCH. WE COLLECTED 628 HUG. THIS MONTH. WE HARVESTED 931.
THAT'S A TOTAL OF 1559. WE BUDGETED IN OUR FERAL HOG ABATEMENT PROGRAM FOR HARVESTING AND HAVING BOUNTIES FOR 2000 TILL WE'RE CLOSE TO REACHING THAT MILESTONE. ALSO BACK IN ON MAY 26TH. WE SUBMITTED THE PAPERWORK TO THE I. R S SEEKING GAVEL EMBASSY THREE STAT FOR OUR CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION. WE HAVE NOT YET HEARD ANYTHING FROM THEM. THIS MORNING. I CONTACTED CONGRESSMAN CLOUDS OFFICE AND ASKED FOR THEIR ENGAGEMENT, HELPING US. CHECK ON THE STATUS FOR OUR FATHER WANTS THREE STATUS FOR ORGANIZATION. I THINK THAT WILL HELP EXPEDITE A FINAL DECISION. THANK YOU.
YANKEE. GO AHEAD, BARBARA. I'M SORRY. THAT'S ALL RIGHT. I JUST WANTED TO THINK SHANNA AND VICKI FOR TURNING AROUND THE CALCULATIONS IN THE DAY. WE TURN THAT FORMS OVER TO THEM,
[00:05:03]
AND THEY WERE ABLE TO TURN OVER THE EFFECTIVE TAX RATE TO US IN THE ROLE BACK GREAT. AND THEN MAY IT. A LOT. SIN. FOR US TO BE ABLE TO GET THE CALCULATIONS TOO. YOU JUDGE IN GETTING THE NUMBERS THAT YOU NEEDED FOR THE PROPOSED BUDGET. THANK YOU VERY MUCH. DO THEY ASK ME TO EVERYTHING'S KIND OF CRUNCHED UP TIME WISE SO. LATED US A TREMENDOUS FAVOR BY MY BARBER.THAT'S MUCH APPRECIATED. THEY JUMPED RIGHT ON IT AND TAKE CARE OF IT. SO THAT WE COULD MEET ALL OF OUR NEW DEADLINES. OR AT ANY OTHER ANNOUNCEMENTS. I'M GONNA GO AHEAD, AND, UH.
IT'S OKAY. I'M GONNA DO BURN BAN FIRST, AND THEN I'M GOING TO SKIP THE ITEM 19. TANKERS WE'VE GOT SOME FIRES IN THE COUNTY THAT HECTOR NEEDS TO GET TO WE'VE GOT 11 ITEM TO DEAL WITH REAL QUICKLY SO THAT SO THAT THAT PERSON CAN GET GOING AND THEN WE'LL MOVE ON TO CITIZENS COMMENTS SO JUST BEAR WITH US, WE'LL GET THERE PRETTY QUICKLY. SO ITEM. I DON'T FOR
[4: Discussion/Action regarding the burn ban.]
DISCUSSION ACTION REGARDING BURN BAN HECTOR. GOOD MORNING, JUDGE COMMISSIONER, STAFF AND GUESTS. I JUST WANT TO BRING YOU UP TO DATE WITH THE B NUMBERS FOR TODAY. THE MINIMUM IS 407 MAX IS 6 22 AVERAGES 509 A CHANGE OF MINUS 23. OUR NUMBERS ARE STILL HIGH. THEY'RE STILL IN THE DANGER AREA SINCE WE INITIATED THE BURN BAN. AND WE HAD THIS RAIN. WE'VE THE LAST TWO DAYS WE'VE HAD FIRES AND I'VE GOT ONE FIRE GOING ON NOW OUT IN THE COUNTY OUT IN THE ENTRANCE AREA. I RECOMMEND THAT WE STILL KEEP THE BURN BAN ON BECAUSE THE SOIL MOISTURE CONTENT IS REAL LOW AND THE GRASS IS EXTREMELY DRIVE. SO I WOULD HIGHLY RECOMMEND THAT WE KEEP THE BURNED MAN. I'LL MAKE THE MOTION. WE KEEP THE BURNED MAN. OKAY? WE HAVE EMOTION. DO YOU HAVE A SECOND 2ND WE HAVE EMOTIONS. SECOND KEEP BURNED. ON. ALL IN. FAVOR. SAY AYE. HI.POSED. MOST CARE. THANK YOU. HECTOR. APPRECIATE. IT. I'M NO. D. AT TOO. THIS GUY. F Y. 20
[19. Discussion/Action to discuss the FY 2021 contribution to Combined Community Action, Inc. on behalf of Meals on Wheels program.]
CON. TOO. COMM COMM. AT IN. OF ME. ON WHEELS. AND I BELIEVE WE HAVE A SPEAKER. MAKE SURE THE LITTLE GREEN LIGHT'S ON. YES, IT IS. I THANK YOU FOR HAVING ME THIS MORNING. I'M KELLY FRANKIE AND WITH COMBINED COMMUNITY ACTION. WAY ADMINISTER THE MEALS ON WHEELS PROGRAMME AND THE LAST QUARTER OF 2019 WE ACTUALLY TOOK ON AN ASSUMED NAME, SO IT'S THE MEALS ON WHEELS OF THE RULE. CAPITAL AREA NOW. WAIT R I'M HERE TODAY TO ASK FOR FUNDING FOR THE MEALS PROGRAM. WE HAVE FOUR SITES IN CALDWELL COUNTY. WE HAVE LOCKHART LULING. PRAELI IN THIS LAST YEAR, WE OPENED A SITE IN BIG MAN, WHICH HAS BEEN VERY SUCCESSFUL. IT'S ALL HOME DELIVERED MEALS, BUT WE HAVE A LOT OF PEOPLE THAT ARE GETTING MILLS THROUGH THAT CENTER NOW.SO IN 2019 WE SERVED OVER 20,750 MEALS. IN THE FIRST HALF OF 2020. WE HAVE SERVED 22,000 MEALS. WE ARE PICKING UP ADDITIONAL PARTICIPANTS IN THE PROGRAM BECAUSE SENIORS WORRIED ABOUT GETTING FOOD. AND SO WE'RE GIVING THEM ONE WEEK, FIVE FROZEN MEALS AND THEN THE NEXT WEEK THEY GET FIVE FROZEN MILLS IN FIVE SHELF STABLE MILLS. SO IN THOSE SHELF, STABLE MILLS, THERE'S CRACKERS AND JUICE AND FRUIT. AND CANNED GOODS AND THINGS LIKE THAT TO HELP THEM GET THROUGH IF THEY'RE UNABLE TO GET FOOD. OUR LOCAL SITE MANAGERS. WE HAVE FOUR. THEY CALL THE PARTICIPANTS 2 TO 3 TIMES A WEEK TO CHECK ON THEIR WELL BEING TO SEE IF THEY NEED ADDITIONAL FOOD. IF THERE'S JUST SOMETHING THEY NEED THAT THEY'RE NOT ABLE TO GO OUT AND GET SO IT'S BEEN VERY INTERESTING. WE'RE NOT DELIVERING THE FIVE FRESH HOT MEALS BECAUSE OF THE KITCHEN. WE GET OUR MEALS OUT OF AUSTIN, SO THEY HAD TO CLOSE THEIR KITCHEN, SO WE'VE HAD TO FIND A NEW WAY TO GET THE MEALS OUT TO THE SENIORS. TOOK US A COUPLE OF WEEKS TO GET OUR FOOTING. BUT ONCE WE GOT IT, WE'RE ABLE TO SPREAD IT OVER. YOU KNOW THE FIVE DAYS TRYING TO MAKE SURE WE DELIVER TO EVERYONE THAT NEEDS THE MEALS. I ALSO WANTED TO MENTION THAT WE HAVE TWO OTHER PROGRAMS THAT WERE PROVIDING CALDWELL COUNTY ONE IS OUR WEATHERIZATION ASSISTANCE PROGRAM. WE WEATHER EYES, HOMES FOR THE ELDERLY, DISABLED AND WE WEATHER ICE 40 UNITS LAST YEAR AND CALDWELL COUNTY TO MAKE THE HOME'S MORE ENERGY EFFICIENT. AND WE ALSO HAVE A PROGRAM FOR AT RISK YOUTH AND PREGNANT WOMEN. WE HAVE A SOCIAL WORKER THAT WORKS ON STAFF, AND SHE PROVIDES REFERRALS. GOES TO SCHOOL MEETINGS WHEN SCHOOL IS OPEN AND HELPS PARENTS THAT HAVE SPECIAL NEEDS STUDENTS THAT HAVE NEVER HAD TO DEAL WITH HIS TYPE TYPE OF THING. TO NAVIGATE
[00:10:05]
THE SYSTEM. HOW TO GET SERVICES. SO WE ALSO HAVE THAT PROGRAM HERE IS WELL. REASON I'M ASKING FOR THE MONEY IS THAT WE'VE TAKEN ON MORE PARTICIPANTS AND RIGHT NOW WE ARE GETTING REIMBURSED FOR MOST OF THOSE MEALS THAT CARES ACT, BUT THAT MONEY IS GOING TO END EVENTUALLY. AND THEN WE'RE GOOD. HAVE ALL THESE EH? PEOPLE WERE TRYING TO SERVE. AND WE DON'T HAVE. WE WON'T HAVE THE FUNDING TO KEEP DOING THAT WITHOUT ASKING FOR DONATIONS FROM THE OUTSIDE WAY. ALSO GET MONEY FROM THE TEXAS DEPARTMENT OF AGRICULTURE. IT'S THE TEXAS FEEDING TEXANS PROGRAM. AND THE COUNTY IN ORDER FOR US TO RECEIVE THAT FUNDING. THE COUNTY HAS TO MATCH A CERTAIN AMOUNT OF FUNDING FOR US TO GET THAT AND IN THE PAST SHALL HAVE BEEN GIVEN A $1700 SO ANYTHING MORE YOU CAN GIVE WILL JUST HELP US SERVE MORE PEOPLE. UM AND CALDWELL COUNTING OKAY? COMMISSIONERS OUS. YOU CAN SEE WE HAVE A NOT SUCCEED AMOUNT ON THIS OF $8000. DO HAVING A MOTION TO MAKE A CONTRIBUTION TO MEALS ON WHEELS, OR DO YOU GUYS HAVE ANY QUESTIONS OR COMMENTS? MIGHT I SAY? I DO KNOW THAT IT IS A GREAT PROGRAM.UH AND I WAS INVOLVED IN HELPING GET THE BIG MAN PICKED OFF IT. IT IS VERY SUCCESSFUL.
A LOT OF PEOPLE VERY APPRECIATIVE FOR WHAT ARE Y'ALL DOING? I KNOW IT WAS A HARD TRANSITION TO GO FROM WHAT YOU WERE WHAT YOU WERE DOING NOW, BUT I KNOW PEOPLE ARE EXPECTING IT. THERE ARE A LOT MORE OUT THERE NOT NOT EXPECTING IT. BUT THEY APPRECIATE IT. YES. SO I WOULD LIKE TO MAKE A MOTION THAT WE APPROVED NOT TO EXCEED $8000 IN DONATION TO THE MEALS ON WHEELS, SO WE HELP OUR COMMUNITY, OUR PEOPLE. TO MAKE SURE THEY'RE SAFE AND WITH THE OTHER TWO PROGRAMS ARE NOT I THINK IT'S VERY BENEFICIAL TO US. THANK YOU. THE OTHER DAY.
COME INTO DISCUSSING COMMISSIONERS. I'M NOT LOOKING FOR A MOTION TO MAKE A CONTRIBUTION TO MEALS ON WHEELS. BELIEVE BARBER DIDN'T MAKE THAT MUCH IN HERE. MAKE THE MOTION. WE HAVE EMOTION. DO WE HAVE A SECOND, I'LL SECOND HAVE EMOTIONS SICK AND ALL THE FAVOR SAY AYE. THOSE NON MOTION CARRIES. THANK YOU. THANK YOU ALL SO MUCH FOR HAVING ME TODAY. I APPRECIATE IT. THANKS FOR MOVING ME UP IN THE GYM. ONE MOMENT, COMMISSIONER. I HAD SOMEBODY ASKED. WE GET OPEN THE OTHER DOOR. YES, WE CAN OPEN THE OTHER DOOR. ALL RIGHT.
COMMISSIONERS WERE GOING TO GO AHEAD AND MOVE. TEO ITEM FIVE. NO CITIZENS COMMENTS FIRST. UH,
[Citizens' Comments]
SORRY ABOUT THAT. WHAT HAPPENS WHEN I GET OUT OF ORDER? RIGHT. WE'RE GONNA GO AHEAD AND START CITIZENS COMMENTS AT THIS TIME. MICHAEL LAYER. MICHAEL LAYERED. HE'S GOOD. HE'S COMING, ALL RIGHT.YES, SIR. YOU CAN'T THANK YOU, YOUR HONOR. COMMISSIONERS OF THE COURT.
MANY MISS MICHAEL LEERED LOCKHART RESIDENT SINCE 2007. I WANTED TO ADDRESS SOME OF THE LOGISTICS OF THE REMOVAL OF THE CONFEDERATE MONUMENT IF IT COMES TO THAT. THERE ARE THREE THERE'S A CREATION OF A NEW FOUNDATION. THERE IS THE PROCESS OF MOVING THE MONUMENT.
AND THEN THE DEMOLISHING OF THE FOUNDATION WHERE THE MONUMENT CURRENTLY STANDS. I WOULD LIKE TO PROPOSE LEAVING THE CURRENT FOUNDATION. AND HAVING A HISTORICAL MARKER PLACED ON TOP OR NEXT TO THE FOUNDATION. THE SIGNAGE COULD ALSO DIRECT INTERESTED PARTIES TO THE NEW LOCATION OF THE MONUMENT. THE HISTORICAL MARKER COULD ALSO CONTEXTUALIZED WHAT THE MARKER.
REPRESENTED AND ALSO THE. REASONS WHY IT HAS BEEN REMOVED FROM THE COURT HOUSE LOCATION.
I THINK THAT THE ABSENCE OF THE MONUMENT FROM THE COURTHOUSE SQUARE SHOULD BE REINFORCED.
[00:15:02]
AND NOT ANNIHILATED FOR MEMORY WITH GRASS OR PLANTS GROWING DIRECTLY OVER THE TOP OF IT. I THINK THAT'S WHAT WOULD HAPPEN IF THE FOUNDATION IS REPLACED. WHEREAS THE SYMBOLS OF THE MONUMENT. I BELIEVE ARE RACIALLY DEVICES ASSES WE HAVE SEEN HERE. AND CALDWELL COUNTY AND ELSEWHERE. THE FACT OF THE MATTER IS THAT THE MONUMENT HAS STOOD HERE SINCE 1923. AND THAT SHOULD BE MADE KNOWN. IT SHOULDN'T BE ERADICATED FROM FROM MEMORY. AS AN ASIDE I THINK THAT IT IS AND IT IS INESCAPABLE FACT THAT THE MONUMENT HAS BEEN HERE ALL THIS TIME SINCE 1923 AND THAT IT HAS SILENTLY PROCLAIMED THEN AS NOW, RIGHT NOW, THAT SLAVERY IS NOT ONLY ACCEPTABLE TO CALDWELL COUNTY RESIDENTS. BUT IT IS WORTHY OF MONUMENTAL IZING. SO FINALLY, IT IS COME TO MY ATTENTION THAT THE CALDWELL COUNTY COMMISSIONERS MAY NOT BE ABLE TO PAY OR MAY NOT BE INTERESTED IN PAYING FOR THE REMOVAL. AND REPOSITIONING OF THE MONUMENT. SO BE IT. IT IS ALSO MY UNDERSTANDING THAT A GO FUND ME CAMPAIGN IS IN THE MAKING, AND IT'S ACTUALLY VERY. SIGNIFICANTLY ALONG AND ITS DEVELOPMENT. IF THERE IS TO BE A HISTORIC MARKER PLACED ON THE SITE WHERE THE MONUMENT ONCE STOOD. I WOULD LIKE TO REQUEST FOR THE RECORD THAT THE PLAQUE, THEREFORE SPECIFICALLY STATE THAT THE COSTS FOR ITS REMOVAL WE'RE BORN BY PRIVATE DONATIONS. THANK YOU VERY MUCH. THANK YOU. JON CHRISTENSEN.JUST JUST A QUICK REMINDER, EVERYONE. I HOPE YOU CAN HEAR ME OUT THERE. YOU HAVE FOUR MINUTES VERSUS SINS. COMMENTS MR LAYER DID NOT GO OVER. BUT I JUST WOULD LIKE TO REMIND EVERYBODY OF WHAT WAS THE NAME AGAIN? JOHN. JON CHRISTENSEN. JOHN CHRISTIANSEN. ALSO ANNOUNCED IT AND I THINK THERE ARE SOME PEOPLE IN THE JURY GREEN. OKAY? OKAY? ALL OF JUDGE COMMISSIONERS. I'M JON CHRISTENSEN. I'M A VETERAN OF CERTAIN. U S. ARMY FROM 64 TO 1967 AND I'D LIKE TO SPEAK. ON OUR MONUMENT ARE CONFEDERATE MONUMENT IS NOT A RACIST MONUMENT. BECAUSE IT HONORS OUR BRAVE THEN WHO FOUGHT FOR THEIR COUNTRY. AND FOR THEIR COUNTRY'S HONOR. WHICH EASILY INCLUDES TENS OF THOUSANDS OF BLACKS. YOU SERVE THE CONFEDERACY. AS LABORERS. TEAMSTERS COOKS LEAVING THE SOLDIERS. SOME ESTIMATES AND INDICATE 25% FREE BLACKS AND 15% OF SLAVES ACTIVELY SUPPORTING THE SOUTH TURNED THE WAR. ONE OF MY FAVORITE STORIES IS ABOUT A BLACK REPRESENTATIVE. JOHN. IF HARRIS WHO WAS A LEGISLATOR. IN WASHINGTON COUNTY, MISSISSIPPI. WE HAD THE OPPORTUNITY TO VOTE FOR SENATE BILL NUMBER 25 WHICH WAS A BILL TO ERECT A CONFEDERATE MONUMENT ON THE CAPITOL SQUARE IN JACKSON, MISSISSIPPI. MR PARIS WHO WAS SICK. GOT OUT OF HIS BED TO GIVE HIS SPEECH BEFORE THE SENATE. AND ON FEBRUARY, THE 23RD AGING LANNY. THE DAILY CLARION LEDGER, JACKSON, MISSISSIPPI PRINTED HIS SPEECH AND FULL. I'D LIKE TO READ JUST A SMALL PORTION OF THAT SPEECH. MR SPEAKER. I HAVE ARISEN HERE IN MY PLACE. I OFFER A FEW WORDS ON THE BILL. I HAVE COME FROM THE SLICK BID. PERHAPS IT WAS NOT PRUDENT FOR ME TO COME.
SIR, I COULD NOT RIFT QUIETLY IN MY ROOM WITHOUT CONTRIBUTING A FEW REMARKS OF MY OWN. I WAS SORRY TO HEAR THE SPEECH OF THE YOUNG GENTLEMAN FROM OUR ACCOUNT. I AM SORRY THAT ANY SON OF A SOLDIER SHOULD GO ON RECORD AS OPPOSED TO THE ERECTION OF A MONUMENT IN HONOR
[00:20:08]
OF THEIR BRAVE DEAD AND SIR. I AM CONVINCED THAT HAVE YOU SEEN WHAT I SAW? IT'S SEVEN PINES.AND THEN THE SEVEN DAYS FIGHTING AROUND RICHMOND, THE BATTLEFIELD COVERED WITH THE MANGLED FORMS OF THOSE WHO FOUGHT FOR THEIR COUNTRY AND FOR THEIR COUNTRY'S HONOR. HE WOULD NOT HAVE MADE THAT SPEECH. WHEN THE NEWS CAME THAT THE SOUTH HAS BEEN INVADED, THOSE MEN WENT FORTH TO FIGHT FOR WHAT THEY BELIEVE, AND THEY MADE NO REQUEST FOR MONUMENTS.
BUT THEY DIED IN THEIR VIRTUE SHOULD BE REMEMBERED. SIR. I WENT WITH HIM TO WAR, THE GREAT THE SAME COLOR. MY MASTER WAR WE STAYED FOR LOAN YEARS AND IF THAT WAR HAD GONE ON UNTIL NOW, I WOULD HAVE BEEN THERE YET. I WANT TO HONOR THOSE BRAVE MEN WHO DIED FOR THEIR CONVICTIONS.
WHEN MY MOTHER DIED. I WAS A BOY WHO, SIR, THEN ACTED THE PART OF A MOTHER. TO THE ORPHAN'S SLAVE BOY, BUT MY OLD MRS. WAS SHE LIVING NOW? I COULD SPEAK TO ME FROM THOSE HIGHER GROUNDS WERE GATHER THE SAINT, AND THEN SHE WOULD TELL ME TO VOTE FOR THIS BILL. AND SIR, I SHALL VOTE FOR IT. I WANT IT KNOWN TO ALL THE WORLD THAT MY VOTE IS GIVEN IN FAVOR OF A BILL TO ERECT A MONUMENT AND HONOR OF BACON. THEN HERE WASN'T HAND BLACK MAN WHO WORE THE CONFEDERATE GREY AND HE UNDERSTOOD THE WAR WAS NOT A RACIST WAR. THE REPUTATION OF THE CONFEDERATE SOLDIERS WELL AS THE MOTIVES OF HIS SUFFERING AND SACRIFICE BEING CONSCIOUSLY DISTORTED BUS ON IN AN ATTEMPT TO ALTER HISTORY. IF WE DON'T RESIST THOSE EFFORTS AS UNIQUE PART OF OUR NATION'S CULTURAL HERITAGE WILL CEASE TO EXIST. THE CONFEDERATE ABOUT MONUMENT NEEDS TO REMAIN IN HIS CURRENT LOCATION, SO BLACK STAND. WHITES CAN BOTH TAKE PRIDE. AND THEY'RE CONFEDERATE HERITAGE. THANK YOU. THANK YOU, SIR. JOHN CAMERON. JOHN MCCAMMON.
GOOD MORNING. MY NAME IS MR CAMPBELL. WOULD YOU MIND POPPING YOUR MASK DOWN A LITTLE BIT? YOU KNOW WHY YOU'RE TALKING. IF YOU DON'T FIND IT'S HARD FOR THE MICROPHONE, OKAY, START NOW. JUST GO AHEAD. OKAY? MY NAME IS JOHN MCCAMMON. I'M A CHRISTIAN. I'M A VETERAN, HAVING SERVED FROM 1970 TO 74. UNITED STATES ARMY FIRST INFANTRY DIVISION QUARTER CAN. ALL VETERANS, MONUMENTS DESERVE RESPECT. JUDGE. COUNTY COMMISSIONERS. THANK YOU FOR THE TIME TO SPEAK ON AN IMPORTANT PART OF AMERICAN HISTORY. TODAY WE WATCH THE NEWS TO HEAR ANOTHER RIDE OF OURS IS BEING SQUASHED. WHAT PART OF OUR SOCIETY IS NO LONGER VALID. WHAT WORDS ARE NO LONGER ALLOWED TO SPEAK OR WORSE, EVEN THINK. WE FACE THE HORRORS OF WATCHING PEACEFUL DEMONSTRATIONS, DESTROYED NEIGHBORHOODS AND EVEN OUR SOCIETY WITH VIOLENCE. IS IT NOW SPREADS INTO RURAL AMERICA, OUR COMMUNITIES AND OUR VERY OWN HOMES. WE'RE TOLD THAT WE CAN LOOK IN. WHAT SORT OF ART WHAT NAMES ARE ACCEPTABLE. AND NOW WHAT OUR PARENTS HAVE TOLD US IS WRONG. REGARDING THIS.
HERE'S A QUOTE THAT YOU MIGHT RECOGNIZE. EVERY RECORD HAS BEEN DESTROYED OR FALSIFIED.
EVERY BOOK RE WRITTEN. EVERY PICTURE HAS BEEN REPAINTED. EVERY STATUE AND STREET BUILDING HAS BEEN RENAMED. EVERY DAY HAS BEEN OFFERED, AND THE PROCESS IS CONTINUING DAY BY DAY. MINUTE BY MINUTE. HISTORY HAS STOPPED. NOTHING EXISTS EXIST EXCEPT AN ENDLESS PRESENT. WHICH THAT PARTY SAYS IS ALWAYS RIGHT. ANOTHER QUOTE. IN A TIME OF DECEIT, TELLING THE TRUTH IS ACTUALLY A REVOLUTIONARY HANDS. HOW MANY TIMES HAVE YOU WATCHED IN AMAZEMENT AS PEOPLE? VALIDLY DESTROYED. BUSINESSES AND HOMES WERE BEING TOLD THAT THIS IS A PEACEFUL DEMONSTRATION. SHOULD YOU QUESTION IT? IF YOU DO, YOU'RE LABELED A RACIST. RENAE REMOUNTED FOR WANTING TO BE SAFE. WE'RE WATCHING TV AND BEING TOLD WHAT IS RIGHT. AND WHAT IS TRUTH BY THE EVENING NEWSCAST. DO YOU QUESTION THE ONE, SIR? OF THE KHAN? ARE SIR?
[00:25:01]
TODAY? QUOTE WHO CONTROLS THE PAST. CONTROLS THE FUTURE WHO CONTROLS THE PRESENT. CONTROLS THE PAST. TODAY. WE'RE WITNESSING THE DESTRUCTION OF CONFEDERATE MARKERS IN IT ALARMING RATE AND IS THE FEVER SPREADS. WE'RE NOW WITNESSING THE DESTRUCTION STATUES OF THOMAS JEFFERSON. GEORGE WASHINGTON. LINCOLN. BENJAMIN FRANKLIN AND EVEN THEODORE ROOSEVELT, FOUNDER OF THE NATIONAL PARK SYSTEM. MADNESS AND FAVORITE DESTROY. HISTORY EXTENDS TO MOUNT RUSHMORE AND NOW OUR VERY OWN ALAMO. OUR HISTORY HAS SWEPT UP IN AN UNCONTROLLED FEVER OF ERASER. AND REWRITING OF OUR VALUES. LISTEN, STEPHEN F AUSTIN. WE EMBARRASSED TRAVIS AND YES, SAM HOUSTON OR ALL NOW EVIL PEOPLE. AND THEY SHOULD BE REMOVED FROM PUBLIC SPACES. WHERE DOES IT END? WHEN DOES THIS STOP? THE HISTORY OF OUR WARS IS BEING ERASED AND VETERANS MONUMENTS OR BEING VANDALIZED, INCLUDING WORLD WAR ONE WORLD WAR, TWO KOREAN WAR IN ALL OF VIETNAM. MONUMENTS WHICH IS MY ERA OR BEING ATTACKED. WHERE DOES IT STOP? REMEMBER THIS ALREADY, IN QUOTE IN OUR CLOTHES. THE MOST EFFECTIVE WAY TO DESTROY A PEOPLE IS TO DENY AND OBLITERATE THEIR OWN UNDERSTANDING OF THEIR HISTORY.GENTLEMEN, LADIES. THE TIME TO STOP. THE MADNESS IS NOW THE PLACE WHERE IT STOPS IS HERE.
PEOPLE TO SAVE US FROM THAT PARTY IS YOU. SAVE THE MARKER ON THE SQUARE SAVER HISTORY, SO THEIR CHILDREN NO, WE ACTUALLY HAD A HISTORY. AND WE LEARN FROM IT. THANK YOU AGAIN FOR ALLOWING ME TO EXPRESS MY FIRST AMENDMENT RIGHTS WHILE WE STILL HAVE A CONSTITUTION. AND FREE SPEECH. REMEMBER ALL MONUMENTS DO MATTER. THANK YOU FOR YOUR TIME. THANK YOU, SIR. SUSIE CARTER. SUSIE CARTER. MAGIC. YES, MAN, OKAY. THANK YOU FOR YOUR WORK IS ELECTED OFFICIALS.
I'M SUSIE RUN ITS KEY. CARTER AND MY FAM SETTLED THIS IN THIS AREA OVER 100 YEARS AGO. AND TALKING ABOUT THE MONUMENT WITH FRIENDS AND FAMILY IN THE AREA. I'VE FOUND THAT NONE OF THEM WANT THE MONUMENT REMOVED. THEY REALIZED THE ISSUE IS NOT ABOUT WAR, AND IT'S NOT ABOUT RACE.
CLEARLY, THIS IS AN ATTACK ON MONUMENTS IN A WORLDWIDE EFFORT BY ANTIFA. AND BLACK LIVES MATTER AND THEIR SPINOFFS LIKE WHERE WE LIVE. BYE, CODY KIMBLE. BECAUSE DIVISION CHAOS AND DESTRUCTION IN OUR COMMUNITIES AND THEY WANT TO REMIND EVERYBODY, PLEASE DON'T COLLEAGUES. OTHER OUT MY NAME. OKAY OK, AND THE PURPOSE IS TO BRING ABOUT MARXISM IN THE COUNTRY. AUNT EVA HAS DESTROYED THE STATUES OF BLACK LEADERS LIKE FREDERICK DOUGLASS. THE MEXICAN LEADER WITH THE EQUESTRIAN STATUE OF THE HORNA IN LAHORE, NADA IN NEW MEXICO, WHO HAD NOTHING TO DO WITH WAR. OUR SLAVERY. HE'S JUST ABOUT HISTORY. ALSO FRANCIS SCOTT KEY. HE WROTE THE NATIONAL ANTHEM. THIS IS GETTING RIDICULOUS. THE STRATEGY OF THE MARXIST IS TO REMOVE THE HISTORIC ART AND THE CULTURE OF CALDWELL COUNTY. TRAVIS COUNTY, HAYS COUNTY AND COMMUNITIES ALL OVER THE WORLD. ACCORDING TO THE MARXIST PLAYBOOK, MONUMENTS ARE ONLY THE START OF THE RADICAL LEFT WAR ON WESTERN VALUES. THIS IS A WAR. THIS IS WORLD WAR THREE AGAINST OUR WESTERN VALUES. ALONG WITH THE DEMANDS FOR REMOVAL OF HISTORIC MONUMENTS AND MARKERS. THE ANTIFA BAILEY, UM, ARE REPORTED TO HAVE VANDALIZED PRIVATE PROPERTY. AND ATTACKED YOUR FELLOW CITIZENS HERE IN LOCKHART, TEXAS, AND SOME OF YOU ON THE COURT NOTICE VERY WELL PERSONALLY. BECAUSE IT'S HAPPENED TO YOU. CALDWELL COUNTY OFFICIALS HAVE BEEN RUDELY DIM, DENIGRATED BY A LOT OF THESE PEOPLE. WHAT ELSE WILL HAPPEN IF THEY CONVICT AWAY WITH TRYING TO HAVE A LOCAL TEACHER IN A LOCAL PRIEST FIRED FROM THEIR JOBS SIMPLY FOR HAVING A DIFFERENCE OF OPINION? IF YOU DON'T STOP THEM. MORE PEOPLE WILL BE ATTACKED. MORE PROPERTY WILL BE VANDALIZED THE NUMBER ONE JOB OF GOVERNMENT IS
[00:30:04]
TO PROTECT AND DEFEND THE CITIZENS AND THE PROPERTY AND THE HISTORIC ART. OF OUR COMMUNITIES. THE UNITED KINGDOM. PRIME MINISTER. HAS SIN WE CANNOT EDIT OR CENSOR OUR PAST. WE CANNOT PRETEND TO HAVE A DIFFERENT HISTORY. FRENCH PRESIDENT MACRON HAS SAID THE REPUBLIC WILL NOT ERASE ANY NAME FROM HISTORY. IT WILL NOT FORGET ANY OF ITS ARTWORKS OF HISTORY. GONZALEZ JUST DOWN THE ROAD. HAS DEFENDED ITS COME AND TAKE IT MONUMENT. WILL YOU BE PATRIOTS AND DEFEND THE PUBLIC MONUMENTS, THE PEOPLE AND THE PROPERTY. OF THIS COMMUNITY ARE WHAT YOU LET ANTIFA BLM CONTINUE FOMENTING DIVISION.AND WILL YOU GO AGAINST THE WILL OF 90% OF THE PEOPLE IN THE COMMUNITY? THEY'RE THE SILENT MAJORITY. THEY. DON'T COME TO YOU WITH THEIR REQUEST THAN THEIR DEMANDS. THEY GO ABOUT THEIR BUSINESS IN A RE SELF RESPONSIBLE WAY. BUT IF YOU GO ASK THEM IN AN UNTENDED ATING. WHAT THEY WILL TELL YOU. THEY'RE AGAINST REMOVING THIS MONUMENT. BECAUSE YOU TAKE IT FROM THE PEOPLE. YOU PUT IT IN A MORE VULNERABLE PLACE. AND YOU REMOVE A REMINDER THAT WE HAVE OF WHAT IS RIGHT AND WHAT IS WRONG IN OUR SOCIETY AND OUR CULTURE AND HOW WE CAN LEARN AND IMPROVE. PLEASE SAY NO TO ANTIFA AND BLM AND KEEP THE MONUMENT WHERE IT ISS. THANK YOU. MAY I? SURE, YES, MAN. GIVE HIM TO ME. IT'S RODRIGUEZ. SHE'LL TAKE IT FROM. JOHN CARTER. JOHN CARTER.
GOOD MORNING. MY NAME IS JOHN QUARTER. HI. AND MY FAMILY BEFORE ME HAVE LIVED IN AND. HAVE BUSINESS AND PROPERTY AND KOEL COUNTY FOR 100 YEARS.
CONNECT THE DOTS. THE ACTION TO REMOVE THE WAR MONUMENT DID NOT INITIATE KARWELL COUNTY. IT IS AN INTERNATIONAL ATTEMPT TO RADICALLY CHANGE OUR CULTURE. PROJECT INITIATED WITH FUNDING BY GEORGE SORROWS. SEE THE JULY 13TH ARTICLE IN THE NEW YORK TIMES. I BELIEVE GEORGE SAUCE IS THE EVIL ISH PERSON IN THE UNITED STATES. TOP 10 WORLDWIDE. IF YOU HAVE NOT DONE SO STEADY HIS LIFE. SEE THE RECENT ARTICLE IN CITY JOURNAL ENTITLED CONNOISSEUR OF CHAOS.
CHARGE CARD, SORROWS FUNDED FUNDS CHAOS. CHARGE SORROWS FUNDED BLACK LIVES MATTER.
RELATED TO AND RELATED SUBSIDIARIES. AS YOU WERE READ IN THE NEW YORK TIMES PIECE. IN.
SOME CITIES AND STATES SORROWS HAVE SUCCESSFULLY. HAS BEEN SUCCESSFUL AND FINDING PEOPLE WHO WILL BURN, DESTROY AND KILL. THESE PEOPLE. JUST WANT ANARCHY. THEY HAVE NO HIGHER CAUSE. HEARD THE JUNE 25TH ISSUE IN THE NEW YORK POST. BLACK LIVES MATTER. COFOUNDER DESCRIBES HERSELF AS A TRAINED MARXIST. EVEN IN THIS COMMUNITY, THEIR SORROWS CAMPAIGN. HAS LED TO INCREASED VIOLENCE, LAWLESSNESS AND TURNED NEIGHBOR AGAINST NEIGHBOR. GEORGE SOROS USES THE SAME TACTICS AS THE COMMUNIST. THE COMMUNIST GOALS WERE READ INTO THE U. S CONGRESSIONAL RECORD ON JANUARY 10TH 1963 BY HONORABLE GUESTS. HER LONG JR OF FLORIDA. I ENCOURAGE YOU TO READ ALL THE GOALS. THE GOAL NUMBER 22 IS RELEVANT HERE. THE COMMUNIST LEADERSHIP ENCOURAGES CONTINUED DISCREDITING OF AMERICAN CULTURE, BUT DEGRADING ALL FORMS OF ARTISTIC EXPRESSION. AN AMERICAN COMMUNIST SALE WAS TOLD TO ELIMINATE ALL GOOD SCULPTURE FROM PARKS AND BUILDINGS. SUBSTITUTE SHAPELESS, AWKWARD AND MEANINGLESS. FORMS. THE REASON BOUM IS DESTROYING ALL THESE STATUES IS BECAUSE OF GOLD NUMBER 20 TO DESTROY OUR CULTURE. SORROWS AND A FEW OTHER INTELLECTUALS ARE ATTEMPTING TO DESTROY OUR WORLD TO CREATE A NEW WORLD ORDER. THIS IS A CENTURIES OLD METHOD
[00:35:05]
TO DESTROY SOCIETY IN HISTORY TO CREATE A NEW SOCIETY AND BENEFIT THEIR LEADERS OF THE NEW SOCIETY. IT IS THE TACTIC OF THE COMMUNISTS, SOCIALISTS AND WHAT VLADIMIR LENIN CALLED USEFUL IDIOTS. TO FOLLOW THE SOCIALIST PROGRESSION. AS WITH ANTIFA AND BE LIAM. THE DAMAGE AND DESTRUCTION IN LONDON, WASHINGTON, SEATTLE, PORTLAND, LOS ANGELES, ETCETERA. HAS COME TO OUR COMMUNITY. DO NOT KID YOURSELF. THEY VOTE TO REMOVE OLD MONUMENT. IS A VOTE FOR CHAOS AND ANARCHY. I WOULD REFER YOU TO A RECENT ARTICLE IN THE UNIVERSITY STORES. TEXAS TAPE. RESPECTFULLY. SUBMITTED. THANK YOU. THANK YOU, SIR. MARK BIGLY. MARK BIGLY.JUDGE COMMISSIONERS. MY NAME IS MARK BIGLEY. I'M A TAX PAYING RESIDENT OF COLDWELL COUNTY RESIDING IN LULING, TEXAS. JUST DOWN THE ROOM. MEMORIALS ARE PLACED FOR MULTIPLE PURPOSES, ONE OF THESE PURPOSES IS TO REMEMBER AND RESPECT OUR ANCESTORS, THE LESSONS LEARNED. FROM THEIR POSITIVE ACTIONS AND THEIR MISTAKES. DATA COLLECTED FROM MULTIPLE HISTORICAL RECORDS REVEALED ACTUALLY MOVED THE MEMORIAL. WOULD BE TO DISHONOR DISGRACE. 30,000 MEN OF AFRICAN TOO SOON, WHO SERVED IN THE CONFEDERATE ARMY. AS WELL AS THEIR DESCENDANTS. BESIDES FIGHTING FOR THEIR COUNTRY AT THE END OF THE WAR.
BLACK VETERANS WOULD BE EMANCIPATED TO JOIN THIS. SOME WERE IN THE NEIGHBORHOOD OF 300,000 FREE BLACKS WHO LIVED IN THE SELF AT THAT TIME. PARIS, TEXAS RANGERS. THAT BLACKS AND WHITES FIGHTING SIDE BY SIDE. AGAINST AN INVADING NORTHERN ARMY. I COULD GO ON ABOUT THE MULTIPLE REASONS FOR SUCCESSION IN THE WAR, WHICH WERE MORE PRONOUNCED SLAVERY.
BECAUSE SLAVERY WAS PROTECTED BY THE CORWIN AMENDMENT PASSED. BY THE UNITED STATES CONGRESS AND SUPPORTED BY LINCOLN IN MARCH OF 18 61. AS A MEANS OF CROSSING THE SOUTHERN STAGE BACK INTO THE UNION. SO WITH SLAVERY PROTECTED BY THE UNITED STATES. THE REASONS FOR THIS UNION HAD TO EXIST. ELSEWHERE. I WANT TO SHIFT FROM THEN TO NOW TO ADDRESS WHAT IS HAPPENING. BY THE BEHAVIOR OF CERTAIN GROUPS TO ERADICATE HENRY RIGHT AMERICAN HISTORY.
MONUMENTS OF ALL KINDS, NOT BESIDES CONFEDERATE. EVEN A FREDERICK DOUGLASS. FAMOUS AFRICAN AMERICAN ABOLITIONIST. HAVE BEEN EITHER TWO FACED DESTROYED. REMOVED. BUT WHY? HE'S A SOCIOLOGY MAJOR IN COLLEGE. I STUDIED POLITICAL THEORY, INCLUDING THAT OF KARL MARX. I HAVE STUDIED THE MARXIST MEMBERS OF THE FRANKFURT SCHOOL. RAMSI MARK, USE DOLINSKY. THE LEADERS OF BLACK LIVES MATTER ARE SELF PROCLAIMED MARX IS TO USE MARKS WAS CONFLICT THEORY. AND IT'S CRITICAL RACE THEORY FOR THE PURPOSE OF CREATING POLARIZED CONFLICT BETWEEN RACES, FUELED BY A HISTORICAL MS MILNER'S YOU HEAR THESE? HIS IDENTITY POLITICS AND INTERSECTIONAL ISM. CRITICAL RACE THERE. HE TEACHES. THAT ONE IS RACIST BECAUSE OF HIS OR HER SKIN COLOR. INSTEAD OF THEIR BEHAVIOR. JUST LAST WEEK PLAN.
OH INDEPENDENT SCHOOL DISTRICT WAS FOUND WITH DOCUMENTS PRA KROO ON PROMOTING COMMUNIST AGENDA. IN THE LEAD. WITH BLACK LIE. MATTER. MARXIAN DUALISM MAKES ARTIFICIAL LINES TO FIGHTING PEOPLE INTO THE OPPRESSORS AND THE OPPRESSED TO CREATE CIVIL UNREST. TO DESTABILIZE THE SOCIAL ORDER. AND TO REPLACE IT WITH A TOTALITARIAN GOVERNMENT UNDER THE GUISE OF EGALITARIAN ISM. EQUALITY IS NOT EGALITARIANISM. EQUALITY IS EVIL, OUR OPPORTUNITY UNDER THE LAW. EGALITARIAN SEEKS EQUAL OUTCOME. A MARXIST DOCTOR.
WHICH HAS NEVER SUCCEEDED IN HISTORY, AS IT IS INCONGRUENT WITH HUMAN NATURE. OF THE MANY.
[00:40:04]
POWER CORRUPTS ABSOLUTE POWER CORRUPTS ABSOLUTELY WROTE LORD ACTON IN 18 70. TO REMOVE A STATUE IS TO A RACIST IN THREE SECONDS. TO REMOVE THE STATUES TO PARTICIPATE IN THE MARXIST PLAN TO ERADICATE HISTORY. EVENTUALLY, OUR CONSTITUTIONAL GOVERNMENT. I IMPLORE YOU NOT TO LET THIS HAPPEN. THANK YOU. THANK YOU, SIR. ONLY WALLACE LEE WALLACE. LEE WALLACE. WELL.SO I APPRECIATE YOU LISTENING TO ME. I COME TO SPEAK ON BEHALF OF KEEPING THE MONUMENT.
AND I WANT TO TELL YOU THAT I HAD IT. MY GREAT GRANDFATHERS SERVED ON BOTH SIDES IN THE CIVIL WAR. SO IN THE VERNACULAR OF THE CLUB SYSTEM ON WHAT THEY CALL AN S O B. ASANO BOTH SO.
LET ME TELL YOU, IT'S GOT THIS MONUMENT IS DEDICATED TO THE CONFEDERATE SOLDIER. NOT THE POLITICIANS, NOT THE POLICIES ANYMORE THAN THE GUYS WHO WENT TO VIETNAM HAD ANY SAY AND HOW THAT WITH WAR WAS CHOSEN OR RUN. IT IS TO THAT SOLDIER AND I WANT TO MAKE A COMMENT FROM THE YANKEES STAND POINT ON THIS. DIDN'T TOLERATE ME READING A WORD OUT OF THIS BOOK. LOST ONE AFTER THE SURRENDER HERE AT, UH. MATHEMATICS THE YANKEE SOLDIERS ALL THROUGH THEIR HATS IN THE AIR AND WERE DANCING AROUND AND VERY HAPPY ABOUT IT. ACCORDING TO MY LITTLE BOOK HERE THAT I'M KIND OF IN A REED HERE TO YOU. GRANT. STOP HIM. EACH OFFICER AND MAN WILL BE MAKING A STATEMENT AT THE SURRENDER THAT EACH OFFICER AND MAN WILL BE ALLOWED TO RETURN TO HIS HOME NOT TO BE DISTURBED BY THE US AUTHORITY SO LONG AS THEY ARE.
THE LAW. AND THE LAW. THAT THAT THAT ARE FORCE. ARE THEY MAY RIZ. THAT'S WHAT THEY'VE DONE.
THEY'VE GONE HOME EXPECTS TO BE LEFT ALONE. AND I DON'T SEE THAT 150 YEARS LATER, WE COME BACK AND DISTURBING AND THEN ONE OTHER WHILE THAT CELEBRATION WAS GOING ON. GRANT SINCE A STAFF OFFICER AROUND TO STOP THE FIRING. THEY'RE HERE. SAYING THE WAR IS OVER. THE REBELS ARE OUR COUNTRYMEN AGAIN. GUYS YOUR COUNTRYMEN AGAIN THAT THIS MONUMENT IS DEDICATED TO. AND AS A U. S SOLDIER OR AN OLD ONE. ANYWAY, I WANT THAT. STAY ON THERE. HE IS NOT A TRAITOR TO THIS COUNTRY THAT WAS SETTLED IT AT AUTOMATICS. THERE'S NOT GONNA BE ANY TREASON CHARGES GO HOME, OBEY THE LAWS. THERE ARE COUNTRYMEN AGAIN. THAT IS GRANT SHERMAN ACTING FOR LINCOLN. AND THAT IS HOW THAT SHOULD BE TREATED. THANKS. RACHEL LISTEN TO ME. YOU'RE REALLY GOOD AUDIENCE. RANDY LAINEY. RANDY LAINEY.
COMMISSIONER JUDGE. GOOD MORNING. MY NAME IS RANDY LAINEY. I LIVE IT. LA CARD ADDRESS. CURRENTLY A RICHARD VOTER. BEFORE I BEGIN. I'D LIKE TO MAKE A FEW STATEMENTS. ONE WOULD LIKE TO APOLOGIZE FOR COMMISSION ROLLING FOR ALL THE GRIEF I GIVE ME OVER THE YEARS.
NUMBER TWO. I WAS IN HERE QUITE A WHILE BACK, AND I CALLED MY GOOD FRIEND. HE'S OUT IN THE HALLWAY, WINDOWS 15 OR HACK. I'M GONNA NUMB WAYNE ON RANDY AND ASKED FOR PEOPLE NOT CALL EACH OTHER OUT MY NAME. PLEASE. PLEASE DON'T COLLEGE EACH OTHER OUT BY NAME UNLESS IT'S RELEVANT TOPIC. I'D LIKE TO APOLOGIZE FOR ANYTHING I MAY HAVE SAID TO SOMEBODY WHO OFFENDS THEM. THANK YOU, JUDGE. UM WHAT I'M HERE TODAY. I'M BELIEVING HE AND I ARE BOTH HERE ON THE SAME ISSUE. WE'D LIKE TO HAVE A RULING ON THE SIDING LANDFILL ORDINANCE FROM THE COUNTY ATTORNEY. AND THE REASON I WANT A ROLLING IS BECAUSE. MAN THE GENTLEMAN OUTSIDE HE BELIEVES THAT THE SIGHTING LANDFILL ORDINANCE WILL PREVENT THE 1 30 FOR MOVING FORWARD. I KNOW THAT DECIDING LYNNFIELD ORDINANCE IS VOID. BECAUSE WHEN YOU CHOOSE A LIGHT STAND SIDING LANDFILL ORDINANCE, YOU'RE SUPPOSED TO CHOOSE A USABLE SITE FOR TCU TC IK ROLLS. AND THE HAVE THE ROCK HORI. I WAS CHOSEN, WHICH IS NOT A USABLE SITE. SO I BELIEVE
[00:45:08]
THAT ATLANTA WARDENS IS NOT ENFORCEABLE. I WOULD LIKE TO SEE A USABLE SITE. CHOSEN BECAUSE AS I SEE IT RIGHT NOW. CALL COUNTY IS WIDE OPEN FOR ANOTHER LANDFALL COMPANY COME IN. AND NOW ANOTHER PERMIT. THERE'S NOTHING AS IT STANDS. IT'S GOING TO STOP THEM FROM DOING THAT. I ALSO LIKE TO COMMENT ON THE AGENDA. ITEM NUMBER FOUR. MOVING THE CONFEDERATE MONUMENT. AS A PROUD NORTHERN YANKEE. I HAVE MY OWN CONCERNS ABOUT THE MONUMENT. I DON'T PARTICULARLY CARE TO SEE ANY TYPE OF REBEL FLAG BEING FLOWN ANYWHERE. I FIND IT OFFENSIVE. THE WAR WAS LOST. THREE UNION WAS KEPT TOGETHER. AND I WOULD I WOULD LIKE TO SEE THE MONUMENT MOOD AND I'D ALSO LIKE TO SEE A MONUMENT ERECTED IN HONOR OF THOSE WHO HAVE EVER BIN. SUBJECTED, TIO. ENSLAVEMENT. PARTICULARLY FOR THE BLACK COMMUNITY HERE IN COALWOOD COUNTY. I THINK THAT WOULD BE A GOOD GESTURE ON EVERYBODY'S PART TO SEE THE MONUMENT MOVED. AND. I HOPE YOU GO AHEAD AND VOTE TODAY TO GO AHEAD AND DO SO. ALSO I WOULD LOE TO SEE THE PUBLIC NUISANCE DECIBEL LIMIT OF 85 DECIBELS LOWERED DOWN TO ABOUT 50. I KNOW. ONE. THE COMMISSION'S HERE KNOW THAT I ADVOCATE FOR LITTON SPRINGS. WE HAVE A REAL PROBLEM OF THE LOUD MUSIC BEING PLAYED LATE AT NIGHT. 2234 O'CLOCK IN THE MORNING. AND WHEN THE SHIRTS PART ME SHOWS UP, OF COURSE, UNLESS THEY ARE PLAYING OVER 85 DECIBELS, WHICH IS THE SOUND OF A ROCK CONCERT. THERE'S REALLY NOTHING THAT THEY CAN DO. THEY CAN ASK HIM TO TURN IT DOWN AND 19TH OUT 10. THEY TURN IT UP AS SOON AS THEY LEAVE. SO I'D LIKE TO WORK TOGETHER WITH ONE OF THE COMMISSIONERS THAT I BROUGHT THAT UP. AND MAYBE WE CAN GET THAT DECIBEL LIMIT LOWER BECAUSE IT'S REALLY HEALTH ISSUE. I RECENTLY HAD TO MOVE AWAY FROM A PLACE. BECAUSE THE BAND DECIDED PLACE 35 DAY STRAIGHT FROM ONE PM UNTIL FOUR O'CLOCK IN THE MORNING BECAUSE I SIMPLY ASKED THEM. TO TURN DOWN THE MUSIC AT 3 A.M. ON A MONDAY NIGHT, MR LINING YOUR TIME'S UP. THANK YOU, SIR. THANK YOU, GENERAL. THANK YOU.WAYNE JOSEPHINA. NO HE CAN STAY OUT, BUT HE COULD FILM IT FROM THERE. YES, SIR. NO, I HAVE A HARD TIME UNDERSTANDING IT TOO. GOOD MORNING, FOLKS. APPRECIATE MY AGENT, MR LANEY BEFORE ME, BUT HE REALLY IS ROY'S. I ASKED HIM NOT TO CALL YOU OUT MY NAME. OH APPRECIATE THE SAME HERE, JUDGE. SORRY. I JUST WAS GONNA COMMENT THAT. THAT'S NOT WHY I'M HERE TO TALK TO YOU THIS MORNING. I'M GOING TO TALK TO YOU ABOUT SILENCE. AT THE END OF THE DAY. WHAT? WHATEVER THIS KILDEE DECIDES THAT SIGHTING ORDINANCES ABOUT LANDFILL COMPANIES ABOUT ANY ISSUES LIKE YOU'RE DEBATING ISSUES THIS MORNING. I'M A FUNDAMENTAL BELIEVER IN THE PUBLIC RIGHT TO KNOW. 1 30 ENVIRONMENTAL PARK IS A SHELL COMPANY. WHETHER IT WAS A SHELL COMPANY FOR GREEN GROUP OR SHELLS COMPANY FOR THE NEW OWNERS BECAUSE THERE ARE NEW OWNERS EVEN THE SUN ON THEIR DOOR HAS CHANGED. SO I WS G IN CENTRAL TEXAS RESCUES. THE OWNERS OF ID WS G WHILE EXTREMELY RICH, THEY'RE LANDFILL COMPANIES AND A HISTORY OF FIRES. DEATHS MILLIONS OF DOLLARS IN FINES. AND YOU MAY DECIDE THERE THAT. OF THE GREATEST PEOPLE SINCE SLICED BREAD. YOU WANT TO DO BUSINESS WITH THEM? YOU DON'T KNOW THEM. AND MORE IMPORTANTLY, THE PUBLIC DOESN'T KNOW THEM. IF IT IS VITAL. AT THE PUBLIC. UNDERSTAND WHO THESE PEOPLE ARE THAT NOW OWN. WHAT WILL BE THE LARGEST. STRUCTURE IN CALDWELL COUNTY.
ONLY THREE YEARS AGO, SOME OF YOU FOLKS SET ON A CITIZEN'S COMMITTEE AND MADE ALL KINDS OF ENVIRONMENTAL RECOMMENDATIONS. ALMOST THREE YEARS. IT'S GONE INTO SOME BLACK HOLE. NO ONE TALKS ABOUT IT ANYMORE. I CALL THAT SILENCE. IT'S MONTHS AWAY FROM POTENTIAL CORRUPTION,
[00:50:02]
POTENTIAL CONSTRUCTION. AND NOBODY KNOWS WHAT THEY'RE GOING TO BREAK WITH HIS COUNTY. NO ONE KNOWS HOW MUCH THEY'RE EVEN GOING TO PAY THE INDIVIDUAL CITIES TO SHARE IN THE JOY OF HAVING A GIANT DUMP. YOU THAT OPPORTUNITIES IN RECENT WEEKS TO STAND UP AND SAY NO. I THINK IT IS APPROPRIATE AND I'VE ASKED THIS BEFORE. I'VE ASKED YOU JUDGE BEFORE HOLD A PUBLIC HEARING. DO IT AT NIGHT WHEN REGULAR WORK AND FOLKS CAN COME AND. FIGHT THE NEW OWNERS.RIGHT LET'S LET'S INTRODUCE WHO THEY ARE, WHETHER THEY'LL AGREE TO MAKE ENVIRONMENTAL CHANGES.
THE SILENCE IS THE PROBLEM. LOOK, YOU KNOW, I'M OPPOSEDO YOU NOTICE THE COUNTY'S GONNA GET SUED ON THE SIDING ORDINANCE, NO MATTER WHAT YOU DO. THAT'S SOMETHING ELSE THAT NEEDS TO BE SHARED WITH THE PUBLIC AND EXPLAINED, YOU'RE GOING TO GET SUED. EITHER WAY YOU GO. THIS IS AN IMPORTANT ISSUE IN THE LIVES OF A LOT OF PEOPLE, ESPECIALLY THOSE PEOPLE WHO ARE GONNA LIVE AROUND THIS PLACE. WHY? WHY THE SILENCE? AND I WILL LEAVE WITH ONE OTHER COMMENT. NO OFFENSE TO MR BRATTON. MAYBE A GREAT GUY DON'T KNOW. IT IS. IT IS INHERENT CONFLICT OF INTEREST. OR YOUR ENGINEER TO WORK AT THE SAME COMPANY AS ONE OF YOUR COMMISSIONER'S NO OFFENSE TO MR THERIOT. NO OFFENSE TO MR BRATTON. IT'S JUST. NOT SMART GOVERNMENT BUSINESS. EVEN IF YOU'RE NOT EVEN IF THERE'S NOT A PROBLEM, YOU'RE RAISING THE SPECTER. PUBLIC'S RIGHT TO KNOW. SO I COME TO YOU TODAY. NOT A LECTURE JUST TO JUST TO SAY SHOW THE PUBLIC. THAT YOU RESPECT THEIR RIGHT TO NO. HOLD A HEARING IN THE NEXT. A MONTH OR SO LET PEOPLE ASKED QUESTIONS THEY WANT TO ASK. BRING THE NEW OWNERS HERE. IT'S BEEN NEARLY THREE YEARS SINCE THAT MEETING WITH GREEN GROUP. REMEMBER THAT MEETING WHERE THEY SAID HEY, YOU KNOW, IT'S A FEMALE. YOU'RE OUT OF TIME, SO PLEASE WRAP IT SURE YOU GET RID OF YOUR SIDE ORDINANCE AND THEN WE'LL DO THIS. THEY OBVIOUSLY WERE WORRIED ABOUT THE SIGHTING ORDINANCE. NO, THE PEOPLE THE TRUTH. I KNOW THIS COMPANY IN AND DEMAND ANSWERS. THANK YOU VERY MUCH. SHALL BE LITTLE. SHALL BE LITTLE.
LEAH. YES, SIR. GOOD MORNING JUDGE MATING COMMISSIONERS. MONEY AND SHELBY K LITTLE. COLONEL RETIRED UNITED STATES ARMY. OUT OF IN GEORGETOWN. WILLIAMSON COUNTY.
I'M HERE TODAY IN MY CAPACITY AS COMMANDER OF THE SOUTH TEXAS BRIGADE, TEXAS DIVISION SONS OF CONFEDERATE VETERANS. MY AREA OF RESPONSIBILITY. INCLUDES 50 COUNTIES BETWEEN THE SAN GABRIEL IN THE REALLY GRAND CALDWELL COUNTY IS ONE OF THEM. THE MISSION OF THE CVI IS TO THE POLE, THE GOOD NAME OF A CONFEDERATE SOLDIER. IT ISN'T HARD TO DO. LIKE THEIR ANCESTORS AND KINFOLK. THEY WERE FIGHTING FOR THEIR INDEPENDENCE AND TO RESIST INVADING ARMIES, JUST LIKE THE AMERICAN AND TEXAS COLONIST. OF EARLIER TIMES. THEY ARE AMERICAN VETERANS IN EVER SINCE. THE MONUMENT IN QUESTION. HERE IS A VETERAN'S MEMORIAL. TO THEIR SERVICE AND SACRIFICE. DO NOT BE SWAYED BY THE ANARCHIST AND HISTORICAL ILLITERATES. WHO WOULD HAVE YOU THINK OTHERWISE. I AM STRUCK. BUT THE SIMILARITIES OF WILLIAMSON AND CALDWELL COUNTY IS IN THE EARLY HISTORY. BOTH WERE ESTABLISHED IN 18 48. AND NAME FOR HEROES OF THE TEXAS REVOLUTION. BOTH HAD SIMILAR POPULATIONS AND DEMOGRAPHICS IN THE MID 18 HUNDREDS. THE ONLY MAJOR DIFFERENCE. WAS THAT CALL? WILL COUNTY VOTED FOR SECESSION? IN THE PUBLIC REFERENDUM OF FEBRUARY 18 61. WHILE WILLIAMSON COUNTY DID NOT IN THE WAR THAT FOLLOWED. CALL WHEEL COUNTY FURNISHED FIVE COMPANIES OF SOLDIERS OF THE CONFEDERACY. ONE OF INFANTRY AND FOURTH CAVALRY. THEY SERVED HONORABLY. I'VE BEEN IN MEXICO TERRITORY. LOUISIANA. ARKANSAS IN TEXAS. MANY OF THOSE 500 MEN DIED PERFORMING THAT SERVICE.
[00:55:16]
BE WARY OF THOSE ADVOCATING FOR THE REMOVAL OF THIS VETERANS. MAMAW. THERE. MA AJAY. BEING PLAYED OUT RIGHT NOW ACROSS THIS NATION. GOES FAR BEYOND THE REMOVAL AND DESTRUCTION.THE PIECES OF BRONZE AND GRANITE. THAT REPRESENT OUR COLLECTIVE HISTORY. DO NOT BE DECEIVED INTO SIGNING SO CALLED 21ST CENTURY VALUES TO 19TH CENTURY SOCIETY. PEOPLES AND SOCIETIES CHANGE OVER TIME. THAT'S A GIVEN. THE PRINCIPLES. ON WHICH AMERICA IN TEXAS WERE FOUNDED. ARE TIMELESS. DON'T LET THIS TEMPORARY UPHEAVAL. THE SAME SOCIAL OUTRAGE CAUSED PERMANENT DAMAGE TO OUR HISTORY AND HERITAGE. I URGE YOU TO REJECT THIS RECOMMENDATION BY YOUR CONFEDERATE COMMITTEE. MOVE OR ALTER THIS VETERANS MEMORIAL IN ANY WAY. THANK YOU.
THANK YOU, SIR. BOY, WILL HIM JUNIOR.
GOOD MORNING, JUDGE AND COMMISSIONERS. I'M FLOYD WILLIAM JR. LIFELONG. RESIDENT CALDWELL COUNTY, A PROUD RESIDENT SO FAR. CALDWELL COUNTY. I'M HERE TO ASK YOU TO VOTE. TO LEAVE THE MONUMENT, ANOTHER HISTORICAL ADAM'S ALONE. IT IS A PART OF OUR CALDWELL COUNTY HISTORY. AFTER THE CIVIL WAR. TEXAS AND CALDWELL COUNTY AND LOCKHART IN LULING. WE'RE STILL VERY YOUNG. THEY WERE NEW. PERSPECTIVE OF EVERYTHING. AND THE.
CONFEDERATE SOLDIERS WHO FOUGHT FOR CALDWELL COUNTY. THAT SURVIVED AND RETURNED TO CALDWELL COUNTY TO THEIR FAMILIES, THEIR PROPERTY. ARE PART OF WHAT BUILT WHAT WE KNOW AS TODAY. CONFEDERATES THEIR RELATIVES. THEY'RE CHILDREN. ALONG WITH. IMMIGRANTS FROM GERMANY. POLAND. IMMIGRANTS FROM MEXICO. ANYWAY EVERYTHING CAME BACK AFTER CIVIL WAR AND THE FORMER SLAVES EVEN. EVERYBODY WORK TOGETHER TO BUILD WHAT WE HAVE TO SAY ANYTHING. GO AHEAD. I'M SORRY. GO AHEAD. I'M PARDON ME. I WAS TRYING TO STOP. ANYWAY AFTER THE CIVIL WAR. CONFEDERATE SOLDIERS, THEIR FAMILIES. EVERYBODY IS A PART OF WHAT BUILT THIS COUNTY. INCLUDING LOCKHART, LOUIS. AND LIKE I SAID, EVEN FORMER SLAVES. WHO BECAME BIG LANDOWNERS. ONE STORY. TALKING ABOUT EARLIER, JANE ROWLAND, YOU KNOW? SEX SLAVE BOUGHT WITH OTHER FAMILIES RIGHT AFTER CIVIL WAR. RIGHT IN 2000 ACRES, WHICH IS TODAY, SAINT JOHN COLONY. AND. JUST TO SHOW YOU THAT EVERYBODY CAME BACK TO THE COUNTY AND STARTED WHAT WE HAVE TODAY. I'M A GREAT GREAT GRANDSON OF ONE OF THE CALDWELL COUNTY CONFEDERATE SOLDIERS. AND. FOR MOST OF MY LIFE AND MY CAREER, WHICH HAS BEEN IN REAL ESTATE AND THE BARBECUE BUSINESS. I HAVE ALWAYS PROMOTED CALL WELCOMING. AND. I'M ASKING YOU TO HIM. VOTE NO ON MOVING THE MONUMENT. AS YOU KNOW, WE'RE BEING WATCHED THE NATIONAL NEWS AT NIGHT. AND I'M HOPING THAT. YOU'LL HAVE THE COURAGE OR. OR THE BACKBONE TO SAY NO AND SET AN EXAMPLE. FOR OTHER TEXAS COUNTIES. AS YOU KNOW, THEY'RE GIVEN IN ALL OVER THE PLACE, AND IT'S NOT. CREATING A BETTER ATMOSPHERE. IT'S JUST A MATTER OF A GROUP. WANTING TO SPLIT
[01:00:06]
EVERYBODY. SO I'M JUST ASKING THAT YOU AND I DO BELIEVE TRULY THAT A MAJORITY OF OUR COUNTY.IS AGAINST MOVING THE MONUMENT. A LOT OF ELDERLY THEIR FAMILIES HAVE BEEN HERE FOREVER. THERE.
THERE HADN'T REALLY BEEN A PUBLIC. MEETING WITH THE COVE. IT'S THAT EVERYBODY COULD COME.
TEO TOWN HALL OR ANYTHING. SO THERE'S A LOT OF VOICES YOU PROBABLY HAVEN'T HEARD FROM, BUT I DO BELIEVE IT'S A MAJORITY. AND YOU'RE ALMOST OUT OF TIME. MR WILHELM. I'LL LET YOU WRAP UPS INSIDE, OKAY? AND I'M JUST ASKING THAT YOU. CONSIDER ON BEING ONE OF THE FEW COUNTIES THAT ACTUALLY STAND UP AND. AND A FIGHT FOR WHAT WE BELIEVE IN AND WHAT TEXAS AND CALDWELL COUNTY MEANS TO A LOT OF PEOPLE. THANK YOU. THANK YOU. DENNIS SEAL. IN THIS SEAL.
MR. YOU CAN TAKE YOUR MASK OFF LIKE IT ENABLES US TO HEAR A LITTLE BIT BETTER. IT'S OK BY THE GOVERNOR'S ORDERS. NOTHING SAID GOOD MORNING AND. RACIAL HATE. 24 ON THE AGENDA JUST WANTED TO SAY BLOW AND GO. WE'RE LOOKING FORWARD TO WORK WITH YOU GUYS. THANK YOU.
THAT'S IT. OKAY. THANK YOU. I APPRECIATE IT. MARGARET CARTER. MARGARET CARTER. GOOD MORNING.
LIKE TO SHARE THESE WITH COURT. CERTAINLY. LIVING TIO. FAMILY REUNIONS. OF THE. SONS AND DAUGHTERS OF THE CONFEDERATE MY HEART WEEPS. BECAUSE UNLIKE ME, I'M UNABLE TRACE. ABOUT THEM THEIR HISTORY. BECAUSE THE THEY PULL YOUR MASK DOWN SO WE CAN HEAR YOU. I CAN'T MY NAME IS MARGARET CORNER. AND I'M A LIFELONG CITIZEN HERE. BLOCK COURT. AND I'M ALSO A FOUNDER OF A 5123 NONPROFIT CALLED WHERE WE DRIVE. WE REFER TO IT AS DEBBIE DEPUTY. I WOULD LIKE TO STATE TO THE COURT. BUT IF YOUR INTENTIONS ARE TRUE IN YOUR DECISION TO REMOVE THE CONFEDERATE STATUE THAT HAS BEEN A DIVISIVE AND ARE COMMENDING AND ACOSTA REMINDER THE BLACK THAT WE'RE NOT WELCOME, ARE SUPPORTED. ARE THAT WHITE PEOPLE HOLD ALL THE POWER. WE WOULD LIKE THE COURT TO CONSIDER OUR REQUEST OF COVERING THAT STATUE WHILE THE COURTS OR IN LIMBO OF DECIDING ITS FINAL DESTINATION. PROMISES MADE TO THE AFRICAN AMERICANS IN THE PAST ARE JUST MERE WORDS. THEY HAVE NO MERIT. IF THIS IS EVIDENT AND TRUE, THEN LOCKHART HAS ACKNOWLEDGED THE UGLY SHOOT OF THIS RELIC, RACIST SYMBOL WITHOUT CONSIDERING IT'S COVERING, IT WOULD BE ANOTHER. CHICK A FLAP IN THE FAITH. THIS SHALL NOT BE PROLONGED ANY FATHER. THE CALL SHIFTED TO REMOVE THIS CONFEDERATE STATUE. UPON THE POOR. DORIS, YOU SHARED THE TAXPAYERS. THE OPPRESSED AND UNDERPRIVILEGED ARE ALWAYS THE ONES THAT SUFFER THE MOST IN TRAGEDY. THIS RESPONSIBILITY LIES SOLELY ON THE COUNTY HISTORICAL COMMISSION AND THE DEFENDANT OTHER THAN THE DAUGHTERS OF THE CONFEDERACY.
STATUE. FATHER, THE STATUE'S FURTHER PRESENCE WILL ONLY CAUSE MORE DIVISION AND THREAT NOT ONLY TO JOE ROLLING AND YOU ELECTED OFFICIALS, BUT IT HAS CAUSED THREATS. AND VIOLENCE.
LOSS OF FAMILY AND FRIENDS FOR US AS WELL FOR SIMPLY EXERCISING OUR CONSTITUTIONAL RIGHTS. NOT TO MENTION THE THREE ATTEMPTS OF VANDALISM ALREADY ON THE CONFEDERATE STATUES. MILIUS LOCK OR BEGINS TO HELL IN A NIGHT. AND WE BEGIN TO REBUILD AND RESTORE THE RULE. COMMUNITIES OCCUPIED BY POOR IN OUR AT RISK KIDS AND DISADVANTAGE. ELDERLY. DEBBIE DEPUTY WOULD LIKE TO ASK THE COURT. A PARTNERSHIP. WITH US IN EXISTING IN GETTING GRANTS AND FUNDING TO PROVIDE RESOURCES INTO THESE COMMUNITIES. WW TEAS INTENTION
[01:05:06]
IS NOT TO EXIST. THOSE WHO I'M SORRY. OUR INTENTION IS TO EXIST. THOSE WHO ARE DEPRIVED OF ACCESS AND WORKED WITH ALREADY ESTABLISHED RESOURCE IS BY PROVIDING A BETTER WAY TO GET EXISTENCE, TOO, THOUGH THE NEED. W DEPUTY WOULD CONTINUE TO WORK WITH LOCAL COMMUNITY LEADERS IN THE HURT GLUM EVER TO RESTORE AND DEVELOP THE CARVER HIGH SCHOOL BUILDING RECORDED HISTORICAL. I'M SORRY, RECORDED TEXAS HISTORICAL LANDMARK SINCE 2008 INTO A LIVING, BREATHING COMMUNITY THAT THAT KHUN SERVICE THE NEIGHBORS WOULD. RUTH RESOURCE IS AN EDUCATIONAL OPPORTUNITIES PROVIDED BY THE DEPUTY. WE ARE BETTER TOGETHER. THANK YOU.SONYA FEEL LEVELS SONYA VIA LEVELS. YOU CAN TAKE YOUR TIME. I WON'T START THE TIMER TO OKAY.
I DON'T MIND A DUDE IN HEELS AND MASKING EVERYTHING. OKAY? AND THEN, UH, SO NEBULA. VOS LIFELONG CALDWELL COUNTY RESIDENT THANK YOU FOR LETTING ME BE BEFORE YOU TODAY AND, UM.
I JUST WANTED TO SAY THAT IT'S BEEN A BLESSING TO BE ABLE TO. SEE THIS PROGRESS BEING MADE AMONGST THE COMMUNITY. YOU KNOW, THAT'S THE BEAUTIFUL THING ABOUT DEMOCRACY IS THAT IF THERE'S SOMETHING OR AN ISSUE THAT ARISES, YOU COULD ALWAYS COME TO YOUR ELECTED OFFICIALS AND HOPEFULLY THEY WILL LISTEN TO YOU OUT OF A CAKE FOR YOU AND JUST TAKE INTO CONSIDERATION WHAT YOU'RE SAYING SO. I, FOR ONE AM BLESSED ABOUT ABOUT BEING A PART OF THAT. ANOTHER THING THAT I WANTED TO SAY IS I'M SO GLAD TO HEAR EVERYBODY THAT'S HERE TODAY STATING, YOU KNOW THEIR THEIR PASSION. OR THE MONUMENT. BUT ONE THING THAT PERFECT PERPLEXES ME IS WHY HASN'T ANYBODY FROM COD WILL COUNTY EVER PROPOSED TO PUT A PLAQUE THERE WITH NAMES THAT IT MEANT SO MUCH TO WHY HASN'T THERE BEEN ANYTHING THAT I SAID ANYTHING ABOUT THE CONFEDERATE SOLDIERS AT OUR LYING BENEATH THE RIVER WASHED OVER AN UNMARKED GRAVE? YOU KNOW THOSE AIR HOLE THINGS THAT YOU'RE PASSIONATE ABOUT SOMETHING AND YOU DON'T WANT THERE TO BE ANY. ANYBODY TO MISS MISS TRUE WHAT YOU'RE SAYING OR WHATEVER IS GOING ON? AND, YOU KNOW, PUT IT OUT THERE, HONOR THEM. THIS IS GONNA BE THE BEST THING FOR THEM, BECAUSE NOW THEY'RE GOING TO GET RECOGNITION IN THE COMMUNITY. NOBODY EVER SAID NOTHING ABOUT TAKING IT DOWN. TAKING IT AWAY. IT'S ABOUT RELOCATION. THAT'S THE ONLY THING THAT WAS EVER STATED. I KNOW I'M NOT A GROUP OF ANTIFA. I'M A HUMAN. I CARE ABOUT OTHER HUMANS. I CARE ABOUT THE WAY THAT THEY FEEL. THAT'S WHY I'M UP HERE TO DATE AND THEN FOR EVERY BODY THAT DOES YOU NO LOVE HISTORY AND DOESN'T LOOK BACK TO THE WORDS. I LOVE HISTORY TO I LIKE TO READ ABOUT IT ALSO. I'M GONNA LEAVE US HERE WITH THIS. I'M THOMAS JEFFERSON. I AM NOT AN ADVOCATE FOR FREQUENT CHANGES IN THE LAWS AND CONSTITUTION, BUT LAWS AND INSTITUTIONS MUST GO HAND IN HAND. WITH THE PROGRESS OF THE HUMAN MIND AS THAT BECOMES MORE DEVELOPED MORE ENLIGHTENED AS NEW DISCOVERIES ARE MADE. NEW TRUTH DISCOVERED AND BANNERS AND OPINIONS CHANGE. WITH THE CHANGE OF CIRCUMSTANCE, INSTITUTIONS MUST ADVANCE ALSO TO KEEP PACE WITH THE TIMES. WE MIGHT AS WELL REQUIRE A MAN WE'RE STILL THE COAT. WHICH FITTED HIM WHEN A BOY AS A CIVILIZED SOCIETY REMAIN EVER UNDER THE REGIME OF THE BARONESS ANCESTORS. I SAW SOME TIGHT FITTING COAT HERE TODAY. I DID. IT'S STILL KIND OF EVIDENCE. YOU KNOW, WE'RE OUT THERE IN THE HALL. WE'RE SITTING ON THE BENCH. WE HAVE ANOTHER ROOM RIGHT THERE. IN THE DRAWER ROOM WHERE THERE'S BEEN IN THE BLUE, YOU KNOW, COATS AND EVERYTHING THAT ARE SITTING IN THEIR ABLE TO BE IN THERE TALKING LOUD. I KNOW IF THAT WAS US, WE WOULD HAVE ALREADY BEEN OUT. I ASKED WHO GAVE THEM PERMISSION TO BE IN THERE? I WAS TOLD THAT WE CAN GO IN THERE IF WE WANTED TO. FOR THE RECORD. I TOLD THEM THEY COULD GO IN THERE SO THAT THEY CAN SPREAD OUT SOCIAL DISTANCE. I GAVE INFORMATION.
NO MORE CITIZENS. COMMENTS. OKAY. NO MORE CITIZENS COMMENTS.
[01:10:06]
YOU NEED A BREAK. OKAY THAT COMMISSION ROLLA HAS ASKED ME FOR A SHORT RECESS. WE'LL RECONVENE IN FIVE MINUTES.WE'RE GOING TIO DRINK OF BEING COMMISSIONER'S COURT. IT IS 10 14. WE'RE GOING TO GO AHEAD AND
[5. Discussion/Action to consider and take possible action on the recommendation from the Confederate Monument Committee to move the Confederate Monument.]
MOVE TO ITEM FIVE. DISCUSSION, ACTION TO CONSIDER AND POSSIBLY TAKE ACTION ON THE RECOMMENDATION FROM THE CONFEDERATE MONUMENT COMMITTEE APPOINTED BY THE COMMISSIONER'S COURT. TO REMOVE THE CONFEDERATE MONUMENT. FEW THINGS I NEED TO TELL YOU. NO MATTER WHAT THE SEASON IS BATHED BY THE COURT TODAY IF THERE'S A DECISION. THERE WILL HAVE TO BE A ORDER. A RESOLUTION WRITTEN WITH THE DETAILS OF THAT DECISION, AND THEN BROUGHT BACK TO COURT SO. WELL, WE MAY MAKE A DECISION TODAY WE STILL HAVE TO GO THROUGH THAT FORMALITY AT THE NEXT COMMISSIONER'S COURT SESSION. AFTER WEEKS OF DISCUSSION, SEVERAL MEETINGS. THE COMMISSIONER'S I'M GONNA TAKE MY MASK OFF HARD TOP AFTER WEEKS OF DISCUSSION AND SEVERAL MEETINGS. THE COURT DECIDED TO CREATED COMMITTEE. MADE UP OF CITIZENS AND TWO MEMBERS OF THE COURT TO MEMBERS OF THE HISTORICAL COMMISSION. FIVE MEMBERS WHO WERE APPOINTED BY THE COURT. THOSE THOSE MEMBERS. RANGED IN AGE DEMOGRAPHICS.MORE THAN HALF OF THEM HAVE LIVED HERE ALL THEIR LIVES. MANY OTHERS LIKE ME WHO LIVED HERE FOR DECADES WEREN'T BORN HERE, BUT WE GOT HERE AS QUICK AS WE CAN, AS THEY SAY. UH, SO.
ONCE YOU UNDERSTAND THAT THIS IS NOT A COMMITTEE MADE UP OF PEOPLE WHO JUST MOVED HERE LAST YEAR. I BELIEVE THE RESIDENTS WITH THE LEAST AMOUNT OF TENURE AND KAHLO COUNTY HAD HAD BEEN HERE SIX YEARS. THE MOST WAS 80 AND HAD LIVED HERE ALL THEIR LIFE, SO IT WAS A WIDE RANGE.
ABOUT CITIZENS, AND SO THEY WERE VERY THOUGHTFUL, HAD DONE QUITE A LOT OF RESEARCH. WHEN WE FIRST SAT DOWN TOGETHER THE SUGGESTIONS FOR THE MONUMENT RANGE FROM LEAVE IT WHERE IT STANDS AND DON'T DO ANYTHING. TO TAKE THE PLAQUE OFF OF IT. PUT THE PLAQUE IN THE MUSEUM AND GRIND THE MONUMENT. SO WE WERE THAT FAR APART WITH THIS COMMITTEE WHEN IT STARTED NO.
EVERYBODY HAD AMPLE TIME AS MUCH TIME AS THEY NEEDED TO DISCUSS THEIR RESEARCH. DISCUSS WHAT THE MONUMENT MEANT TO THEM. JUST GUESS. THE DISPOSITION OF IT. WE MET FOR A LONG TIME. WE WERE IN THERE QUITE A WHILE. I CAN'T TELL YOU THE EXACT TIME WE WERE IN THERE FOR HOURS. LOTS OF DISCUSSION, LOTS OF BACK AND FORTH. LOTS OF RESEARCH WAS RED. ONE THING I FOUND INTERESTING DURING THE RESEARCH WAS WHILE THE SLAVERY THERE'S NO DOUBT WAS INITIALLY IN THE CIVIL WAR. IT WAS CONDONED BY THE NORTH UNTIL 18 63. IT WAS POLITICAL THEN AND HIS POLITICAL NOW WHAT YOU NEED TO ALSO REMEMBER THOSE 1963. SOME CONSTITUTIONAL AMENDMENTS WERE PASSED THAT MADE SLAVERY ILLEGAL IN THE UNITED STATES OF AMERICA. AND WHEN THE CIVIL WAR WAS OVER, IT WAS LEGAL EVERYWHERE. HAS BEEN 150 YEARS AGO. SO I THINK WHAT. THE COMMITTEE FELT WAS THAT I WAS LESS ABOUT THE HISTORY OF ISSUE OF SLAVERY WAS DECIDED. DURING THAT WAR. MORE ABOUT SOCIAL SOCIAL ISSUES THAT WERE GOING ON TODAY. AND WE RECOGNIZE THAT JUST LIKE THE COMMITTEE. THE CITIZENS OF THIS COUNTY RANKED ANYWHERE FROM DONALD TYPES.
THAT MA. DON'T DO IT. TO DESTROY IT. WHEN YOU HAVE TWO POLAR EXTREMES SUCH THAT.
YOU'RE NEVER GONNA SATISFY GROUPS OF PEOPLE IN THOSE TWO POLAR EXTREMES, NO MATTER WHAT THE SEASON WE IF WE LANDED ON ONE AND ER THE ER OF THAT. DECISION WE WOULD HAVE MADE THE PEOPLE ON THE OTHER END, VERY UNHAPPY. LIKE MANY WHO SPOKE HERE TODAY, MY FAMILY'S BEEN IN THE SOUTH SINCE THEY GOT OFF THE BOAT. WELL, WE'VE BEEN IN THE SOUTH. THROUGH THE REVOLUTIONARY MORE. THROUGH THE CIVIL WAR. YOU'RE MORE OF 18 12. WORLD WAR ONE WORLD WAR TO
[01:15:07]
KOREA, VIETNAM, THE CIVIL WAR. EVERY SINGLE ONE OF MY ANCESTORS. ALL OF THEM. MY SON'S EXPENSIVE GENEALOGY. POP FOR THE CONFEDERACY. EVERY SINGLE ONE OF THEM WAS DRAFTED.SO THEY DID NOT GO TO WAR TO FIGHT FOR SLAVERY. THEY WERE CONSCRIPTED INTO THAT WAR, AND THEY THOUGHT BECAUSE BACK THEN YOU HAVE THREE CHOICES. TOTAL WAR. DON'T GO TO WAR. DON'T GO TO WAR BE HANGED. SO THERE, THERE WERE VERY LITTLE CHOICES FOR THE MEN ON BOTH SIDES. WHO FOUGHT IN THAT WAR. MANY, MANY, MANY OF THEM WERE DRAFTED INTO SERVICE AND MANY OF THEM DIED.
FOR WAR THEY DIDN'T REALLY UNDERSTAND. SIMILAR TO VIETNAM. SO, HAVING SAID THAT ALL THIS WAS DISCUSSED AT LENGTH DURING THE COMMITTEES. TIME TOGETHER. THE MORE WE TALKED, THE MORE WE CAME TO THE CONCLUSION THAT THE MONUMENT SHOULD BE PRESERVED. TO HONOR THOSE MEN WHO DIED AND THERE WERE SOME 1300 OF THEM OR WHO FOUGHT MANY DIED FROM KABUL. THEY ALSO FELT THAT. IT SHOULD BE MADE SO THAT. PEOPLE THAT COME TO THE SQUARE. EVERY SINGLE PERSON THAT COMES IN THE SQUARE. HAS AN OPPORTUNITY TO COME HERE. WITHOUT A SAMPLE. THAT THEY FEEL OPPRESSES IN PRESIDENT HAVEN'T HEARD ANYBODY TALK ABOUT MONUMENTS. I WILL SAY TODAY I'VE HEARD ALREADY.
THE COMMITTEE'S RECOMMENDATION IS TO MOVE THE MONUMENT TO THE MUSEUM. PLACE OF PLAQUE NEXT TO CONTEXTUALIZING. AND DISCUSSING THE THINGS THAT WE'RE DISCUSSING HERE TODAY. AND IF POSSIBLE TO RAISE MONEY TO PUT A STATUE AND ITS PLACE ONE OF THE PEOPLE IN OUR GROUP. DID EXTENSIVE RESEARCH ON THE PEOPLE FROM COLLIN COUNTY. GOING UP CHISHOLM TRAIL. I THINK WE ALL IDENTIFY WITH CHISUM TRAIL. WE HAVE THE CHISHOLM TRAIL ROUND UP. YOU'RE IN THEIR RESEARCH. WHAT THEY DISCOVERED WERE THAT. OF ALL THE MEN WHO WENT UP THAT TRAIL TOGETHER. 25% OF THOSE MEN WERE BLACK. UH, THE REST WERE ALMOST EVENLY SPLIT BETWEEN HISPANIC AND WHY COWBOYS THAT WENT UP THE TRAIL. SO THERE IS A SUGGESTION MADE TO DO THAT. I HAVE STATED AND I FEEL LIKE I'M SPEAKING FOR THE COURT, AND IF COMMISSIONERS DISAGREE OFMY, PLEASE, BY ALL MEANS TIME IN IN A MOMENT. THAT THAT. MONUMENT WAS PUT THERE WITH PRIVATE FUNDS RAISED BY THE CDC. AND SO THAT THAT MINING GET WORD TO GET MOVED, AND IT NEEDS TO GET MOVED WITH PRIVATE TIMES. THAT WILL NOT BE IN AN INEXPENSIVE ENDEAVOR. ALTHOUGH I DON'T THINK IT WOULD BE AN INSURMOUNTABLE. SO WITH THAT, SAID, COMMISSIONER THAT WAS THE RECOMMENDATION OF THE COURT MOVE THE MONUMENT TO THE MUSEUM. TWO BLOCKS AWAY FROM HERE. AND. POSSIBLE PLACE THAT STATUE THAT HONORS ALL OF RESIDENTS OF OUR COUNTY, AND IT'S BLANKS. I THINK BEFORE WE EVEN CONSIDER THE RECOMMENDATION OF THE COMMITTING. THAT WE SHOULD. THERE'S A LOT OF DETAIL YOU JUST MENTIONED ABOUT NEEDING TO BE DONE. ABOUT THE COST THE EXPENSE THE ENGINEERING AND EVERYTHING OF THAT MONEY TO BE MADE. AND THE ASSURANCE THAT THE END UM I THINK WE SHOULD TABLE THIS ITEM. UNTIL YET. SO I WILL MAKE A MOTION TABLE THE AUTUMN. UNTIL WE GET A DETAILED PROJECT INFORMATION FROM AN ENGINEERING FIRM STATING THE DETAILS FOR THE MONUMENT OFTHE COURTHOUSE GROUNDS AND REPLACEMENT OF THE MONUMENT WHERE IT'S BEEN DETERMINED PLACE. A LETTER FROM A COMPANY WHO WOULD BE BONDED AND INSURED FOR MOVING THE MONUMENT OFF OF THE COUNTY COURTHOUSE GROUNDS AND REPLACE IT WHERE IT HAS BEEN DETERMINED TO BE PLACED. DETAIL PROJECT INFORMATION.
WHAT ABOUT THAT A DETAILED THIS TO THE COST BE PAID BY THE PEOPLE WHO ARE WANTING THE MONUMENT MOON IN THE SECURE MINT OF THOSE FUNDS. I THINK THERE'S A LOT OF HOMEWORK STILL TO BE DONE. BEFORE WE EVEN MAKE A RECOMMENDATION OF THIS. MICHENER'S TOGETHER DISCUSSING.
MAKE THAT SECOND WHEN WE CAN HAVE DISCUSSED IT FOR A SECOND THIS MOTION. JAKE. JUST FOR
[01:20:04]
CLARITY PROCEDURE. MOVE TO TABLE TO A DATE CERTAIN OR NO DATES. GIVEN THE TABLE WILL BE DEFINITELY MOTION TO TABLE NEEDS A SECOND AND IS DEBATABLE. RIGHT. SO WAIT DID WE WILL NEED A SECOND AND WE WILL NEED EITHER A DATE CERTAIN IF IT'S INDEFINITE. A POSSIBLE COMMISSIONER. MAKE A FRIENDLY SUGGESTION THAT WE MAKE THE DATE CERTAIN. THE NEXT COMMISSIONER'S COURT IF THAT'S GONNA BE WE HAVE TIME TO GET BACK TOGETHER. THEY COULD PROVIDE THEM. WE HAVE A MOTION TO TABLE THIS ITEM. UNTIL THE NEXT COMMISSIONER'S COURT.WHICH IS. AUGUST, THE 11TH AT NINE AM. SO WE HAVE MOTION. WE'VE NEEDED A SECOND DISCUSSION ON THAT ISLAND. OKAY HEARING NO SECOND MOST FAILS. MASON'S YOU'RE FREE TO HAVE DISCUSSION ABOUT YOUR OPINIONS ON THIS NOW. OR YOU CAN MAKE EMOTION AND SEEK A SECOND. WE CAN HAVE DISGUSTING ON YOUR MOST. OH, MY OPINION, JODY MIND. TAKING YOUR ASS DOWN WHILE YOU'RE TALKING SO. I WOULD ASK CITIZENS OF CALDWELL CANDIDATE JUST TRY TRY THEIR BEST. PUT THEMSELVES MONOPOLIES. I'VE BEEN SITTING ON THIS COULD SHORT OFF 30 YEARS, ABOUT FIVE MONTHS. I'VE NEVER HAD A DECISION THIS TOUGH. AND THAT'S SAYING A LOT BECAUSE WE WENT TO A WHOLE BUNCH. UM. YOU KNOW, WE ALREADY DIVIDED. WHETHER WE VOTE OR DON'T VOTE A TABLE OF WHAT WE ALREADY. UM, YOU KNOW, THERE'S THE ONES THEY WANTED COMPLETELY. WANT TO REMOVE IT AS ONE THAT WANTS TO DESTROY IT. WHICH IS WHAT WE LEAVE IT HERE. I THINK IT'S GOOD. WE GOT A WHOLE BUNCH OF PROBLEMS. JUST TO KEEP IT FROM GETTING HIS DRAWERS. THIS IS THIS IS ONE OF THEM. TOUGHEST THINGS WHILE WE ONLY HAD TO GO THROUGH. I HAVEN'T SAID THAT. I THINK WE NEED TO BRING IT TO A HIT. WE NEED TO VOTE ON IT. SO PEOPLE KNOW WHERE THEY ARE, BECAUSE I THINK, POSTPONE IT. WE'RE JUST WE'RE JUST GONNA BE POSTPONED AND POSTPARTUM. BECAUSE NOBODY ACTUALLY WANTS TO MAKE THIS DECISION. I DON'T. IT'S SOMEONE ELSE WANT TO SPEAK? NATIONS.
JAKE. LAST TIME THIS WAS ON THE EDGE, AND I ASKED ABOUT THE CLARIFICATION OF THE HISTORICAL STATUS. SAID. THAT TIME THAT YOU WOULD GET BACK TO US. I WAS JUST CURIOUS AS FARAS THE ANSWERS TO THAT INQUIRY, RIGHT? WELL, KIND OF HEADED OFF THE PAST AND MY MEMO. WE GOT SOME GUIDANCE IN THE FORM OF A LETTER FROM THE TEXAS HISTORICAL COMMISSION MAKING VERY CLEAR THAT IS A STATE ANTIQUITIES LANDMARK, AND THERE'S BASICALLY PROVIDED US.
APPLICATION PROCESS TO GET THAT STARTED. SOME OF THAT'S GOING TO REQUIRE KNOWING WHAT THE EXACT SCOPE OF THE PROJECT IS GOING TO BE SO THAT THEY CAN REVIEW IT AND APPROVE IT. I RESPECT IT WILL PROVE IT. BUT IT'S GOOD. TO BE END AGAIN. ON WHAT IS ACTUALLY THE COMMISSION'S WORK. THANK YOU.
SORRY. ON THE CONDITIONS IN THE 19 TWENTIES IN CENTRAL TEXAS AND CULTURAL COUNTY AND SPECIFICALLY, LOCKHART. THESE CONDITIONS AND CIRCUMSTANCES. THAT LED TO THE INSTALLATION OF THIS CIVIL WAR SOLDIERS MONUMENT. ARE CLOUDY AT BEST. THERE WAS A CLEAR EFFORT. TO HONOR. AGING THINGS FOLKS WERE DYING OFF TIME AGING FATHERS AND GRANDFATHERS. FOLKS THAT LIVED IN THE COUNTY THAT IT FOUGHT IN THE WAR. HOWEVER, THERE WAS A STRONG MOVEMENT
[01:25:03]
GOING ON TO INTIMIDATE AND SUPPRESS A LARGE POPULATION IN THE COUNTY. THAT'S UNDENIABLE.I GREW UP IN, UH WILL COUNTY MAN. AND I HAVE NEVER WITNESSED ANY OF THE OVERT. PACKS OF RACISM THAT THAT WE'VE HEARD FOLKS ON SOCIAL MEDIA ARE OR. OTHER PLACES, REFERRING TO COBBLE COUNTING, NOR ARE THERE ANY HEARD OF ANYONE BLACK LIKE REFERRING TO THE MONUMENT AS A SYMBOL OF OPPRESSION GROWING UP. I DIDN'T. I CONSIDER THE MONUMENT TO BE A SOLDIER'S MEMORIAL. THAT WAS TO ALLOW GRIEVING FAMILIES TO REMEMBER. OVER 1300 LOVED ONES. THAT MOST OF THEM WERE DRAFTED. FROM KABUL COUNTY. SOME VOLUNTEERED. GO AND FIGHT FOR THEIR STATE.
CALDWELL COUNTY REGIMENTS WERE DECIMATED. AT THE BATTLE OF MILLICAN HAS BEEN IN LOUISIANA.
BYE. IN AN EFFORT TO RELIEVE VICKSBURG. AND MOST FAMILIES IN THE COUNTY EXPERIENCED LOVED ONES THAT DIE. IN THAT OR OTHER BATTLES. WE'VE GONE THROUGH A PROCESS THAT HAS HELPED ME UNDERSTAND THAT, THOUGH. I NEVER FELT OR WITNESSED. ANY TYPE OF RACISM OR OPPRESSION, ASSOCIATING WITH MONUMENT. OTHERS IN OUR COMMUNITY HALF. AND FOLKS THAT I KNOW WOULDN'T CARE FOR HALF. AND THAT DISTURBS ME. HAS. ENCOURAGED ME TO CONSIDER CAREFULLY. THE RECOMMENDATION OF THE MONUMENT COMMITTEE. AS YOU KNOW, WHEN THE COMMITTEE WAS FORMED. I? I WAS IN FAVOR OF. SOMETHING CONTEXTUALIZING THE MONUMENT WHERE IT'S SAD AND LEAVING IT WHERE IT SAID. AND I EVEN SELECTED MY APPOINTMENT TO THE COMMITTEE. AFTER LONG DISCUSSIONS. WITH WITH HIM REGARDING THAT OPTION. HE HE WAS A HISTORIAN AND AN AUTHOR WROTE BOOKS ON TEXAS. MAN. I'VE SELECTED HIM BECAUSE I KNEW THAT HE WOULD DO THE HOMEWORK.
NECESSARY. ADD TWO BRAIN THAT LEVEL. RESEARCH TO THE COMMITTEE AND HELP THEM WHAT HE DID. HE DID VERY MUCH, AND BY THE TIME THAT COMMITTEE MET HE HAD MADE A ONE A FROM FROM WHERE I WAY STARTED. AND WE DISCUSSED THAT. YOU KNOW? WHAT HE HAD FOUND OUT. AND, UH, HE WAS ACTUALLY. HE ENDED UP SO FAR CHANGED IN HIS VIEWS THAT HE WAS ACTUALLY ADVOCATING THE DESTRUCTION OF THE MIND. BUT BY THE TIME IT FINISHED. I. I BELIEVE THE MONUMENT. SHOULD BE TREATED WITH THE UTMOST RESPECT. IT'S. AND THIS IS MY VIEW OF YOU. IT IS A SOLDIER'S MONUMENT. AND IN RESPECT TO THE MANY. BOYS WHO WHO LEFT AND DIED. AND OLD MAN. THAT WE'RE DYING AT THE TIME IT WAS PUT UP. I VIEW IT AS. AS A SOLDIER'S MEMORIAL IS THAT'S HOW I LOOK AT IT. HOWEVER. WHY. I AGREE WITH THE MONUMENT COMMITTEE'S RECOMMENDATION.
THAT IT NEEDS TO BE LOCATED IN AN APPROPRIATE LOCATION IN LOCKHART. AND I SUPPORT. THEIR RECOMMENDATION AT THAT LOCATION IS THE. IS COLE COUNTY MUSEUM SITE. UM, I ALSO SUPPORT THE RECOMMENDATION OF THE COMMITTEE. TO DEVELOP A NEW MONUMENT ON THE SITE TO THE SETTLERS AND COWBOYS. THAT LAYS THE CHISHOLM TRAIL. THEY'RE WIDE AFRICAN AMERICAN AND
[01:30:07]
HISPANIC. AFTER THE CIVIL WAR. THOSE FOLKS TOGETHER. SAVED. THE ECONOMY OF CULTURAL COUNTY THERE. THERE WAS NO FARMING. THERE WAS NO. ACTIVITIES TO SPORT MANY OF THE FOLKS IN CARBON COUNTY. AND BY BUILDING THAT CATTLE INDUSTRY AND BLAZING THAT TRAIL. THEY THEY HELPED DEVELOP A NEW ECONOMY FOR CENTRAL TEXAS. SO THAT'S WHERE I'M AT. AND THAT'S HOW I PLAN TO VOTE. I DID I DO SUPPORT COMMISSIONER SHELDON'S RECOMMENDATION THAT. THAT THAT KIND OF WORK OCCUR, THAT STUDY OCCUR BECAUSE THAT'S IMPORTANT INFORMATION THAT WE DO NEED TO KNOW. BEFORE OUR NEXT, UH. I DON'T KNOW IF IT CAN ALL BE PULLED TOGETHER BEFORE OUR NEXT MEETING, BUT IT'S SOMETHING THAT NEEDS TO BE DONE, AND IT SOUNDS LIKE IT'S GOING TO BE A LITTLE BIT OF A PROCESS. YOU KNOW TO GO THROUGH. THERE'S AN APPLICATION PROCESS WITH HISTORICAL. THERE'S AN APPLICATION PROCESS WITH HISTORICAL COMMISSION. IT'S NOT PARTICULARLY ONEROUS AND THE TURNAROUND TIME SHOULD BE FAIRLY FAIRLY QUICK. I BELIEVE 30. THINK HOW MANY DAYS J. J. I'M SORRY. 30 I BELIEVE IT'S 30 30 TO 60 DAYS TO DOUBLE CHECK.OKAY. I THINK IT COULD BE TURNED AROUND FOR THE QUICK THEN I'VE SPOKEN WITH PEOPLE IN HISTORICAL COMMISSION, I BELIEVE WILL BE AN. A NAP. OKAY. WHAT HAPPENS? IT'S ALL HIM. OKAY. ONE THING TO KNOW TIO THAT IN IN THE APPLICATION PROCESS FOR THAT PERMIT WAY DO YOU HAVE TO PROVIDE THEM WITH A SCOPE OF WORK? WHICH IS WHAT COMMISSIONER SHE WAS REFERRING TO. IN TODAY'S TIME, EVEN MOVING IT OVER THERE. WE HAVE TO HAVE AN ENGINEERED FOUNDATION FOR IT TO SIT ON. THAT IF THE IDEA OF A DIFFERENT MONUMENT RECOGNIZES ALL CULTURES AND OUR COUNTY GOES IN, IT'S PLACE. THAT FOUNDATION COULD PROBABLY STAY AS LONG AS IT WAS FOUND TO BE STRONG ENOUGH FOR WHATEVER WAS GOING TO BE PUT IN HIS PLACE. SO THERE IS A PROCESS BUT I AGREE WITH EVERYTHING THAT COMMISSIONER TERRIO JUST THEN.
I VOTED JUST FOR THE RECORD. I'M SURE PEOPLE ARE CURIOUS. I VOTED TO FOR ALL OF THE ABOVE TO MOVE THE MONUMENT TO YOU. THE MUSEUM, TOO. ENCOURAGE THOSE THAT ARE BETTER ACTIVELY RAISING FUNDS TO GET THAT DONE TO CONTINUE. AND ALSO TO ENCOURAGE THOSE THAT WOULD BE INTERESTED IN ANOTHER MONUMENT PUT IN HIS PLACE TO BEGIN THEIR FUNDRAISING. BUT HAVING SAID THAT. WE ARE GOING. WE WILL NEED SOME SORT OF MOST THAT WE CAN. GET A SECOND ON AND LEAN FORWARD OR TABLE. LIKE. I'LL MAKE A MOTION THAT WE DIRECT STAFF. DROP BY RESOLUTION.
GOING FOR THE MOVEMENT OF THE CONFEDERATE MONUMENT TO THE COUPLE COUNTY MUSEUM. ARE YOU IN FAVOR OF KHUN FLACK CONTEXTUALIZING. MONUMENT. WELL, THE ENTIRE RECOMMENDATION FOR US JUST GET IT OUT THERE ON MORE TIME IT WAS TO MOVE THE MONUMENT TO THE MUSEUM. TO PLACE OF PLAQUE CONTEXTUALIZING IT AND IT WAS RECOMMENDED BY THE COMMITTEE THAT DON LEE BRICE AND SHIRLEY WILLIAMS WORK ON THE CONTEXTUAL IZATION. OF IT. AND. WE CAN TAKE UP THE ISSUE OF WHAT TO PUT THEIR IN ANOTHER TIME, BUT I THINK WE NEED TO GET LEAST GET THAT FAR ALONG WITH THE MOST TO DO IT OR NOT TO DO IT. YES I'D LOVE TO INCLUDE THE CONTEXTUAL MAP AND EMOTION AND AGREED THAT WE SHOULD TAKE UP THE REPLACEMENT MONUMENTS SEPARATELY, OKAY.
HEY, COMMISSIONER'S WE HAVE A MOTION. DO WE HAVE A SECOND? SECOND WE HAVE EMOTIONS IN A SECOND. ALL IN FAVOR, SAY AYE. ALL RIGHT. ROSE. WE HAVE 44 EYES AND ONE OF THOSE MOTION PASSES. ADAM SIX DISCUSSION ACTION TO APPROVE RESOLUTION 31 2020 EXTEND IT. LET ME FINISH

I DON'T WANT TO THREE I'LL MAKE A MOTION THAT WE APPROVED CONSENTED. WE HAVE EMOTIONS THAT YOU HAVE A SECOND. SECOND, YOU HAVE EMOTIONAL SECOND ALL IN FAVOR. SAY AYE, POSE NON MOTION CARRIES. ITEM SEVEN DISCUSSION ACTION TO[7. Discussion/Action to approve Resolution 32-2020 to updated Caldwell County COVID Pay Policy.]
APPROVE RESOLUTION 30 TO 2020. UPDATE CARVEL COUNTY CODE PAID POLICY. SO COMMISSIONERS WE'VE.WE'VE BEEN GOING THROUGH THIS PANDEMIC NOW AND VERY GENEROUSLY APPROVED PAY POLICY THAT THAT INSTRUCTED DEPARTMENT HEADS AND ELECTED OFFICIALS THAT THEY GET THEIR DISCRETION.
SEND PEOPLE HOME. ON PEI. ER AS I DON'T THINK ANY OF US WHEN THIS INITIAL BRITAIN. WHEN THIS INITIAL POLICY WAS PAST SOCCER, WITH 19 LASTING INDEFINITELY. WHICH IT OBVIOUSLY IS. SO. WE DRAFTED SOME MINOR CHANGES TO THE. TO THE TO THE POLICY. JUST JUST BY WAY OF LETTING YOU KNOW WE HAVE CURRENTLY OVER 13,000 MAN HOURS. AND OVER $300,000 WORTH OF COVERED PAY THAT'S BEEN PAID OUT. NOW WE'VE WE'VE WORKED VERY HARD TO MAKE SURE THAT PEOPLE WERE SAYING HOME BECAUSE COVERED WE'RE PAYING. HOWEVER, THERE'S F F C R A. IT'S BETTER RULE. IT MANDATES THAT YOU COVERED TWO WEEKS OF PAY, AND THERE SOME REIMBURSEMENTS ASSOCIATED WITH THAT. AND THEN THERE ARE SOME SIX GUIDELINES BETTER IN YOUR IN YOUR PACKET THAT THAT SPEAK TO WHAT WHAT CONSTITUTES KOBE PAY? S O. J J CORRECT ME IF I'M TO SPEAK HERE THAT THE. A JEST OF THIS NEW POLICY IS THAT YOU ARE IF YOU'VE ALREADY BEEN OUT FOR MORE THAN 80 HOURS. ON KOBE PAY. HERE THAN THE POLICY WILL SAY THAT YOU HAVE TO TAKE YOUR OWN PERSONAL TIME. IF YOU SEEK MEDICAL ATTENTION, AND IF YOUR TEST POSITIVE FOR COVERT, THAT'S THE PART. I'M NOT CLEAR ON J. J WHAT HAPPENS AFTER THAT, ONCE HE SOUGHT MEDICAL ATTENTION IF YOU TEST POSITIVE, JUDGE CAPS ON THE AMOUNT OF LEAD THAT COULD BE TAKEN UNDER COVE. IT HERE, MIKE ON IT IS OK. THEIR CAPS ON THE AMOUNT OF LEAD THAT COULD BE TAKEN UNDER COVE IT SIX CATEGORIES THAT ARE UNDER THE F. D. R. AND OF COURSE, THERE ARE PROVISIONS IF SOMEONE HAS TO TAKE LEAVE THEIR PROVISIONS OF FAMILY MEDICAL LEAVE ACTOR EMERGENCY FAMILY MEDICAL LEAVE ACT THAT MIGHT APPLY, SO PEOPLE STILL WILL BE ABLE TO HAVE. TIME IF THEY QUALIFY FOR THOSE THAT ADMINISTRATIVE LEAVE TIME UNDER THOSE FEDERAL RULES. WHAT WE'VE DONE IS JUST ELIMINATE BASICALLY. THE ABILITY LIKE TALKED ABOUT FOR DEPARTMENT HEADS TO JUST BASICALLY, GRANT LEAVE THAT DIDN'T OTHERWISE EXIST RELATED TO CHO BIT A PERSON AND STILL BE ABLE TO TAKE ALL BELIEVE THAT THEY'RE ENTITLED TO TAKE UNDER FEDERAL LAW LIKE I MENTIONED MERCHANT FAMILY MEDICAL LEAVE REGULAR MEDICAL LEAVE THESE KOBE NATIONS THAT WE'VE IMPLEMENTED.
UM AND THAT, I THINK WANTS THOSE TIME. EXPIRES IS WHEN IT WOULD START TO COME OUT OF A PERSON'S ADMINISTRATIVE LEAVE OR SICKLY, BUT IT'S TRY TO SET IT UP ON HIS POLICIES, AND THEY STILL ARE ABLE TO USE AS MUCH TIME AS THEY'RE ENTITLED TO UNDER THE FEDERAL LAWS. AND THEN ONCE THAT'S BEEN TOTALLY EXHAUSTED, THEN IT FALLS BACK UNDER OUR REGULAR LEAVING SICK POLICIES, KING. SO THEY'RE ALREADY UNDERSTANDS THAT IT. THEY'VE ALREADY TAKEN THEIR 80 HOURS OF LEAVE. THEN THEY WOULD GO TO THEIR WE WOULD REVERT TO OUR NORMAL, SICKLY POLICY. AND THEN THAT IS THEY TAKE THEIR SICKLY. THEY TAKE VACATION TIME THEY EXHAUST ALL OF THAT. I CAN DO AFTER BALLET. AND THEN ONCE THAT'S EXHAUSTED, AND THEY'RE BASICALLY OUR TIME IN THIS LEAGUE, FMLA REALLY IS LEAVE WITHOUT PAPERS. ONCE YOU'VE EXHAUSTED ALL HERE TIME DON'T LEAVE WITH THAT DAY. HEY, COMMISSAR. THERE'S. ANY DISCUSSION. WE CAN GO AHEAD AND HAVE IT NOW WE CAN MAKE EMOTION SECOND, THEN DISCUSS THE. MY COMMISSION APPROVED RESOLUTION 32-2020. UPDATE THE CARVEL COUNTY COVERED PAY POLICY. WE HAVE A MOTION TO ACCEPT RESOLUTION 30 TO 2020. DO WE HAVE A 2ND 2ND? MOST OF THE SECOND ALL IN FAVOR. SAY AYE, AYE FROZEN ON MOTION CARRIES. I KNOW, MATE.
