I'M KELLY FRANKIE AND WITH COMBINED COMMUNITY ACTION. WAY ADMINISTER THE MEALS ON WHEELS PROGRAMME AND THE LAST QUARTER OF 2019 WE ACTUALLY TOOK ON AN ASSUMED NAME, SO IT'S THE MEALS ON WHEELS OF THE RULE. CAPITAL AREA NOW. WAIT R I'M HERE TODAY TO ASK FOR FUNDING FOR THE MEALS PROGRAM. WE HAVE FOUR SITES IN CALDWELL COUNTY. WE HAVE LOCKHART LULING. PRAELI IN THIS LAST YEAR, WE OPENED A SITE IN BIG MAN, WHICH HAS BEEN VERY SUCCESSFUL. IT'S ALL HOME DELIVERED MEALS, BUT WE HAVE A LOT OF PEOPLE THAT ARE GETTING MILLS THROUGH THAT CENTER NOW.

SO IN 2019 WE SERVED OVER 20,750 MEALS. IN THE FIRST HALF OF 2020. WE HAVE SERVED 22,000 MEALS. WE ARE PICKING UP ADDITIONAL PARTICIPANTS IN THE PROGRAM BECAUSE SENIORS WORRIED ABOUT GETTING FOOD. AND SO WE'RE GIVING THEM ONE WEEK, FIVE FROZEN MEALS AND THEN THE NEXT WEEK THEY GET FIVE FROZEN MILLS IN FIVE SHELF STABLE MILLS. SO IN THOSE SHELF, STABLE MILLS, THERE'S CRACKERS AND JUICE AND FRUIT. AND CANNED GOODS AND THINGS LIKE THAT TO HELP THEM GET THROUGH IF THEY'RE UNABLE TO GET FOOD. OUR LOCAL SITE MANAGERS. WE HAVE FOUR. THEY CALL THE PARTICIPANTS 2 TO 3 TIMES A WEEK TO CHECK ON THEIR WELL BEING TO SEE IF THEY NEED ADDITIONAL FOOD. IF THERE'S JUST SOMETHING THEY NEED THAT THEY'RE NOT ABLE TO GO OUT AND GET SO IT'S BEEN VERY INTERESTING. WE'RE NOT DELIVERING THE FIVE FRESH HOT MEALS BECAUSE OF THE KITCHEN. WE GET OUR MEALS OUT OF AUSTIN, SO THEY HAD TO CLOSE THEIR KITCHEN, SO WE'VE HAD TO FIND A NEW WAY TO GET THE MEALS OUT TO THE SENIORS. TOOK US A COUPLE OF WEEKS TO GET OUR FOOTING. BUT ONCE WE GOT IT, WE'RE ABLE TO SPREAD IT OVER. YOU KNOW THE FIVE DAYS TRYING TO MAKE SURE WE DELIVER TO EVERYONE THAT NEEDS THE MEALS. I ALSO WANTED TO MENTION THAT WE HAVE TWO OTHER PROGRAMS THAT WERE PROVIDING CALDWELL COUNTY ONE IS OUR WEATHERIZATION ASSISTANCE PROGRAM. WE WEATHER EYES, HOMES FOR THE ELDERLY, DISABLED AND WE WEATHER ICE 40 UNITS LAST YEAR AND CALDWELL COUNTY TO MAKE THE HOME'S MORE ENERGY EFFICIENT. AND WE ALSO HAVE A PROGRAM FOR AT RISK YOUTH AND PREGNANT WOMEN. WE HAVE A SOCIAL WORKER THAT WORKS ON STAFF, AND SHE PROVIDES REFERRALS. GOES TO SCHOOL MEETINGS WHEN SCHOOL IS OPEN AND HELPS PARENTS THAT HAVE SPECIAL NEEDS STUDENTS THAT HAVE NEVER HAD TO DEAL WITH HIS TYPE TYPE OF THING. TO NAVIGATE

THE SYSTEM. HOW TO GET SERVICES. SO WE ALSO HAVE THAT PROGRAM HERE IS WELL. REASON I'M ASKING FOR THE MONEY IS THAT WE'VE TAKEN ON MORE PARTICIPANTS AND RIGHT NOW WE ARE GETTING REIMBURSED FOR MOST OF THOSE MEALS THAT CARES ACT, BUT THAT MONEY IS GOING TO END EVENTUALLY. ALSO GET MONEY FROM THE TEXAS DEPARTMENT OF AGRICULTURE. IT'S THE TEXAS FEEDING TEXANS PROGRAM. AND THE COUNTY IN ORDER FOR US TO RECEIVE THAT FUNDING. THE COUNTY HAS TO MATCH A CERTAIN AMOUNT OF FUNDING FOR US TO GET THAT AND IN THE PAST SHALL HAVE BEEN GIVEN A $1700 SO ANYTHING MORE YOU CAN GIVE WILL JUST HELP US SERVE MORE PEOPLE. AND THEN THE DEMOLISHING OF THE FOUNDATION WHERE THE MONUMENT CURRENTLY STANDS. I WOULD LIKE TO PROPOSE LEAVING THE CURRENT FOUNDATION. AND HAVING A HISTORICAL MARKER PLACED ON TOP OR NEXT TO THE FOUNDATION. THE SIGNAGE COULD ALSO DIRECT INTERESTED PARTIES TO THE NEW LOCATION OF THE MONUMENT. THE HISTORICAL MARKER COULD ALSO CONTEXTUALIZED WHAT THE MARKER.

REPRESENTED AND ALSO THE. REASONS WHY IT HAS BEEN REMOVED FROM THE COURT HOUSE LOCATION.

I THINK THAT THE ABSENCE OF THE MONUMENT FROM THE COURTHOUSE SQUARE SHOULD BE REINFORCED.

IF THERE IS TO BE A HISTORIC MARKER PLACED ON THE SITE WHERE THE MONUMENT ONCE STOOD.
