[10. Discussion/Action to approve Resolution 36-2020 for the application submission on the potential funding for GLO-CDBG-MIT Grant.]
DISCUSSION ACCENT TO APPROVE RESOLUTION 36 2020 FOR THE APPLICATION SUBMISSION. ON THE POTENTIAL FUNDING FOR G L O CDBG M I T GRANT DENNIS GOOD MORNING, JUDGE COMMISSIONERS.THIS ISTHE THIS REFERS TO OUR ABILITY TO APPLY. THROUGH THE JELLO FOR SOME FUNDING THAT WILL SUPPORT SOME OF THE ACTION STATEMENTS THAT WERE INCLUDED IN OUR 2020 2025 HAZARD MITIGATION PLAN, WHICH IS RECENTLY APPROVED BY FEMA. WE ARE IN THE THROES OF PUTTING TOGETHER AN APPLICATION WHICH IS DUE OCTOBER 28 TO THE YELLOW. ACTUALLY, WE'RE GOING TO SUBMIT TO PROJECTS. PROJECT NUMBER ONE WHICH WILL AT THIS STAGE OF THE GAME, SINCE WE'RE STILL DISCUSSING WILL NOT EXCEED $50 MILLION. WE'LL INCLUDE THREE ACTIVITIES, ONE PUTTING, SENSING DEVICES AT LOW WATER CROSSINGS THROUGHOUT THE COUNTY. REPLACING SOME OF THE ANTIQUATED BRIDGES THAT WERE BUILT FOR 1950 BECAUSE THEY ARE UNSAFE AND WILL NOT HOLD THE WEIGHT OF A NEW EMERGENCY VEHICLE. AND THIRD TO REPAIR OR REPLACE SOME OF THE ROADS THAT STILL NEED TO BE ADDRESSED THAT ARE A PART OF THE CALDWELL COUNTY TRANSPORTATION PLAN.
WHICH WAS ADOPTED IN 2013. WE'RE GOING TO SUBMIT THAT TOTAL PROJECT FOR ABOUT $50 MILLION. IF AFTER THOSE PROJECTS ARE FUNDED IF THERE ARE SOME MONIES LEFT IN THAT ACCOUNT, WE'RE GOING TO SUBMIT PROJECT NUMBER TWO, WHICH WILL BE UP TO ABOUT $17 MILLION, AND IT WILL BE FOR THE PURPOSE OF CONSTRUCTING AN EVACUATION CENTER. IF WE DO NOT GET THE FUNDING FOR A PROJECT NUMBER TWO BECAUSE ALL OF THESE FUNDS WILL BE EXPENDED. THERE IS ANOTHER ROUND OF GRANTS THAT WILL BE FORTHCOMING AND ANNOUNCED LATER THIS YEAR.
THROUGH THE YELLOW, WHERE THE MINIMUM GRANT IS $10 MILLION IN MAXIMUM GRANT IS MORE THAN $100 MILLION AT THAT TIME, THEN WE WILL SUBMIT WHAT IS NOW OUR PROJECT DOESN'T GET FUNDED.
THIS PARTICULAR GO AROUND. TO MAKE THAT POSSIBLE. WE REQUIRED TO SUBMIT A RESOLUTION TO THE G L O R. I GOT WORRIED THAT RESOLUTION TO YOU NOW RESOLUTION 36 2020. 37-2020 AMENDMENT TO 3 81 ECONOMIC DEVELOPMENT AGREEMENT BETWEEN KABUL COUNTY AND FASHION GLASS IN MIRROR COMMISSIONERS. THIS IS THE LAST YEAR FASHION GLASS AND MIRRORS 3 81 WITH US. THEY DIDN'T QUITE GET TO THE NUMBER OF EMPLOYEES THAT THEY HAD ANTICIPATED GETTING TO. I BELIEVE THEY HAVE 78 EMPLOYEES, AND I'LL CONFIRM THAT. I'M GOING TO SUGGEST THAT WE PRO RIGHT. THE AMOUNT OF THEIR TAX THAT WE PAY BY THE NUMBER OF EMPLOYEES, THEY THEY HAD ANTICIPATED HAVING HAVING 100 SO IT SHOULD BE FAIRLY PREPARATION. HOWEVER MANY EMPLOYEES THEY HAVE WILL BE THE PERCENTAGE. THEN THAT WE WOULD PAY. DIFFERENCE. ABSOLUTELY OKAY. I'M 16 DISCUSSION ACTION TO APPROVE A BUDGET AMENDMENT 71 TO SUPPORT REIMBURSED REVENUE. AND ALIGNMENT EXPENDITURES AND ELECTIONS OFFICE FOR HOBBS FEDERAL ELECTION. WE WERE WORKING WITH OUR ELECTION ADMINISTRATOR, AND WE FOUND THAT THE HAVA FUNDS CAN BE USED TO FOR HER FEDERAL ELECTION. ONLY AND WELL AND OTHER ITEMS AND SO WE SPOKE TO THE SECRETARY AND AT THAT LEVEL, AND SHE DID SAY THAT WE COULD USE HIM FOR THAT. SO. INSTEAD OF USING THE CONTINGENCY FUNDS THAT WE HAVE HERE LOCALLY. UM, WE'RE USING HIM FOR FROM THE HALF OF FUNDS. AND SO THIS IS A TRANSACTION IN THE GENERAL FUND WHERE WE'RE. WE'RE TAKING THE MONEY OUT OF THE HAVA FUNDS THAT WE WERE SEEING, UM, FROM THE FEDERAL LEVEL IN THE 14 FUNDS, AND WE'RE MOVING THAT MONEY. AND WE'RE REIMBURSING THE GENERAL FUND FOR WHERE SHE HAD USED THOSE FUNDS BACK IN MAY, UM ON THE FEDERAL SIDE ON LEE, AND SO THIS IS WHAT WE'RE DOING IN. THERE SHE IS, PAMELA, IF YOU WOULD LIKE, TEO SAY,[00:20:07]
THEY STATED A LITTLE BIT MORE ELOQUENTLY BECAUSE YOU KNOW THAT TERMINOLOGY A LITTLE BIT BETTER THAN I DO. SO THE CARES APART I UNDERSTAND. IS 17 THAT CONFUSED ME ON BEHIND THIS ONE, BUT WE'LL GET WE'LL GET 17. BUT WE WERE AVOIDING. USING THE CONTINGENCY FUND. SO THAT CARES ACT WILL ACTUALLY TAKE CARE ANY OVER ITCHES THAT HAT FOR THE RUNOFF ELECTIONS. OKAY, THIS IS WHAT THES TWO ITEMS ARE ABOUT. OKAY, SO COMMISSIONERS DO I HAVE A MOTION TO APPROVE A BUDGET AMENDMENT 71. WE ARE RECEIVING. SORRY. I FLIPPED OVER. AND 014655. PART TIME CLERICAL IN THE MOUNT OF $4953, SO THEY LOOKED ALMOST IDENTICAL. THAT'S WHY I WAS A LITTLE CONFUSED BY THE BUDGET. YES, SIR. WE'RE SHOWING THE ACTUAL TRANSACTIONS.
WE HAD TO SET UP THE ACCOUNTS IN THE 14 FUND IN THE ACTUAL HABIT. TO TRACK EVERYTHING IDENTICAL AND YOU'RE ABSOLUTELY CORRECT. AND UM, AND WE'RE CREDITING THE ACCOUNTS IN THE GENERAL FUND, OKAY? OKAY, DISCUSSION. ACTION WAY. HAVE A DISCUSSION ACTION TO APPROVE A

THEY'RE DOING A LITTLE BIT DIFFERENTLY THIS YEAR, BUT WE HAVE SOME QUESTIONS. I'M SURE J JAKE AND HANDSOME. FROM A CONTRACTUAL BASIS. THE WAY THEY'RE APPLYING THE FUNDS IS A LITTLE BIT DIFFERENT, BUT THE WORK THAT THE FUNDS ARE BEING USED FORCE IS EXACTLY SAME. AND THIS IS IT SEEMS LIKE A VERY LARGE AMOUNT OF MONEY THAT THE EXPENDITURES BY THE COUNTY WOULD BE WELL OVER MILLION DOLLARS ABOUT THIS ACT SO IT'S A PRETTY GOOD DEAL.
ANY QUESTIONS? IF NOT, I WOULD LOOK FOR A MOTION TO APPROVE INDIGENT CARE AGREEMENT WITH ASCENSION, SEATON. STILL IN WE HAVE EMOTIONS. WE HAVE A SECOND. I HAVE A MOTION IS SECOND ALL IN FAVOR. SAY AYE, THOSE NON LOTION CARRIES. 22 DISCUSSION ACTING TO APPROVE THE INNER

AND THEN THE COUNTY WOULD COURSE RECEIVED THE FEES AND JUST AS IF IT WERE OUT CAMPING. BUT CASEY HAS SOME CONCERNS THAT SEEMED THEY HAVE SOME LICENSE YOUR ISSUES WITH THIS, SO I WOULD LOOK FOR MOST IN THE TABLE UNTIL WE CAN INVESTIGATE THAT. WE HAVE EMOTIONS. DO YOU HAVE A SECOND? [24. Discussion/Action regarding the Stop sign in Prairie Lea.]
COMMISSIONER SHELTON AND DREAMLIKE WISH. SO WE'RE BRINGING THIS BACK BEFORE THE COURT BECAUSE IT NEVER CLOSED OUT FROM 2017. IT BECAME BEFORE THE COURT SEVERAL TIMES. AND AFTER LAST MEETING, WHICH WASS. TO OCTOBER. THE 9TH 2017. STOP SIGNS HAD ALREADY BEEN PLACE,[00:30:06]
BUT IT WAS BROUGHT BACK TO COURT. AS TO THE REASON OF NOT HAVING ANY. BACK UP FOR ANYTHING. ANYTHING THAT'S RECORDED IN COMMISSIONER'S COURT AS TO WHY. THE STOP SOUNDS WAS PUT THERE WERE STUDIED DOWN TO REPRESENT THAT. THEY HAVE DISCUSSION ACTION, AND I'M JUST GONNA READ YOU WHAT WAS IN THE COMMISSIONER COURT MEETING'S MINUTES.COMMISSIONER MOSES REVIEW SITUATIONS IN THE NEIGHBORHOOD THAT AFFECT THE DISTRICT SAFETY. MISSION MATERIAL WOULD LIKE TO WAIT ON A FINAL DECISION UNTIL THE COUNTY ENGINEER JACKIE THOMAS HAS BEEN ABLE TO REVIEW THE SITUATION. HE SAYS THE CONDITIONS IN THE AREA ARE NOT WHAT PEOPLE MIGHT NORMALLY CONSIDERED HER STOP SOUNDS NECESSITIES. BUT THERE ARE CRITERIA THEY JUST TRAFFIC CONTROL. SHE SUPPORT COMMISSIONER MOSES IS DETERMINATION THAT THE SIGNS OF JUSTIFIED AND NO ACTION WAS TAKEN. AND IT WAS LEFT AT THAT.
SO THIS WAS NEVER RESOLVED. NEVER BROUGHT BACK TO COURT. AFTER THAT TIME TO GET A SOLUTION. SO I WAS APPROACHED BY MR MACLEISH. TO LOOK INTO THIS AND TO SEE WHAT WAS DONE AS FAR AS PLACING THOSE STOP SIGNS THAT ARE OUT THERE COMPARED TO AS YOU'RE SEEING YOUR BACK UP. ALL OF THE OLD SONS THAT WERE THERE, AND EVERYTHING FUNCTIONED WELL. MR MACLEISH, I THINK HAS A LITTLE PRESENTATION HE'D LIKE TO SHOW. AND EXPLAINED THAT YOU KNOW, HE'S GOT A LOT OF SIGNATURES AS YOU CAN YOU HELP MR MACLEISH GET HOOKED UP HERE AND HOPEFULLY IT'LL WORK. HE HAS A LOT OF SIGNATURES FROM SEVERAL RESIDENTS AND WHICH A LOT OF THOSE IN YOUR BACK UP. THAT THEY WOULD LOOK, JUST GO BACK THE WAY OF WHAT I DO KNOW THAT, UH. MR GRANTHAM SPOKE ABOUT TRAFFIC. UH COMING OVER FROM COUNTY FROM RIVER BLUE SUN RIVERS OR SOMETHING LIKE THAT RIVER CAN COURSE IDEAS. BUT. I THINK HIS VIDEOS AND THINGS WILL EXPLAIN MORE TO YOU AS TO. WHY IT REALLY ISN'T NECESSARY TO HAVE HAD ALL THE STOP SIGNS IN PLACE. AND THEY SHOULD HAVE, AND I KNOW YOU BOTH HAVE BEEN OUT THERE AND YOU SEE YOU DON'T THE SITUATION HERE. BOTH OF YOU HAVE BEEN OUT THERE AND SEEING THE SITUATIONS. YOU HAVE A BETTER UNDERSTANDING OF THESE THREE. UM THANK YOU FOR DUKE COMING OUT, AT LEAST. AND YEAH, I WANT TO TALK ABOUT THE STOP SIGNS. IT'S JUST THERE'S REALLY NO TRAFFIC. EVERYBODY RUNS THEM EVERY DAY. CHECKED ON THE CORNER ON NUMBER THREE MUSTANG ON RIVER STREET. THOSE THREE HOUSES I GOT SIGNATURES AND EVERY TIME THEY'RE BUSY SIGNING MY PETITION THERE. BASICALLY SAID, YEAH, NOBODY STOPS IN THE STOP SIGNS ANYWAYS. I'VE HAD TWO PEOPLE TELL ME THEY CONDEMN ME FOR DOING WHAT I'M DOING TODAY. UM, THAT ONE COMMISSIONER, AT ONCE COMMISSIONER, ONE NEIGHBOR ON THIS PAPER I GAVE YOU HERE. VEHICLE SPEED BETWEEN STOP SIGNS. THEY'RE THE NEXT HOUSE PAST STOP SIGNS. THEY NOTICED THAT WHEN PEOPLE DO STOP, THEY DECIDED JUST HAUL ASS BECAUSE THEY'RE WATCHING YOU. SORRY. I COULD SHOW VIDEO GO THROUGH EACH EACH, UH, INTERSECTION NUMBER ONE. NUMBER ONE NUMBER TWO. NICE TO SEE YOU. THIS WAS THE ONE THE INTERSECTION IT WAS BACK IN 2017. I'M COMING UP TO IT. AND THAT STOP SIGN, RIGHT.
THERE WAS NEVER NEVER HEAR BEFORE YOU USED TO BE ABLE TO JUST GO FORWARD. THIS IS A STOP SIGN HERE. I WANT TO GET REMOVED WOULD LIKE TO GET REMOVED AND THIS ONE OVER HERE REMOVED, TOO. IT'S A T INTERSECTION. I WAS TO STOP THEIR CAR COMING UP HERE OR IT WAS HERE BEFORE. THEY WOULD HAVE THE RIGHT AWAY RIGHT NOW. I MEAN, MAYBE TURNING TOWARDS ME. THE ROAD'S JUST NEED TO BE TWO LANES. WHERE IT ALWAYS STOP SIGN. SEE IF SOMEONE HAD AN F 2 50 PULLING A TRAILER. I'M PRETTY MUCH IN THEIR WAY. NOW, IF THAT STOP SIGN WASN'T THERE, I WOULD HAVE ALREADY DROVE THROUGH GOT OUT OF THEIR WAY. UM. LIKE I SAID, THE ROADS ARE JUST TOO SMALL TO SUPPORT. THAT TYPE OF TRAFFIC CONTROL DEVICE. THIS IS THE SAME INTERSECTION COMING THE OTHER DIRECTION. THE PEOPLE IN THIS HOUSE. THEY'RE ALWAYS WAVING CARS BY TWO. THEY
[00:35:02]
SAY NO ONE STOPS AT THE STOP SIGN EITHER OF THE OTHER DIRECTION. BASICALLY, IF I STOP HERE, THERE WAS A CAR WAITING OVER HERE WANTING TO MAKE A LEFT TURN. THE ROAD JUST ISN'T BIG ENOUGH TO SUPPORT. NO, IT'S DANGEROUS NOW WHERE IF I WOULD'VE JUST KEPT GOING STRAIGHT OR MADE MY RIGHT HAND TURN. I'VE BEEN OUT OF THE WAY OF THE VEHICLE THAT NEEDS TO PROCEED AND WE'RE ALL GOING DOWN THE ROAD JUST. SHOW YOUR REVIEW THEY WOULD HAVE HAD THEY'RE HERE STOP TONIGHT. THEY WERE HERE FIRST. OF COURSE. NOW THEY HAVE THE RIGHT AWAY.THEY'RE MAKING THE TURN. AND THERE'S JUST JUST NOT ENOUGH ROAD. AND MAYBE FOR A LITTLE. A LITTLE SMALL CAR, BUT NOT MOST OF OUR TEXAS TRUCKS. I MEAN, I'M BARELY ON THAT ROAD THERE.
THAT'S THE NUMBER ONE ON THE PROPOSED CHANGE. JUST REMOVE THOSE TWO STOP SIGNS. ANY QUESTIONS? AT LEAST THOSE TWO. THOSE WERE THE ONES THAT WERE WE TALKED ABOUT IN 2017 JUST THIS INTERSECTION. A LOT OF OTHER IN SECTIONS THAT I WOULD LIKE TO TALK ABOUT TO NOW.
ESPECIALLY NUMBER. TWO NUMBER TWO IS THE ONE THAT MR GRANTHAM WAS UP HERE EARLIER. HE HAS A THERE'S A LOT OF THERE IS NOT A LOT OF TRAFFIC NOT NO. KARA. MINUTE AS YOU CAN SEE, THERE'S HARDLY ANY TRAFFIC YOU'RE DOING RIGHT NOW. BUT YOU NEED TO GO DOWN THIS ROAD TO GET TO THAT CAMP GROUND THAT HE SAID WAS OPEN. I'M JUST DOING THE SAME THING. WE SHOULDN'T HAVE TO STOP HERE. YOU SHOULD BE ABLE TO GO. THE ROAD SUSTAINED BIG ENOUGH. I'M GONNA SPEED UP BECAUSE I KNOW YOU HAVE THINGS BETTER TO DO. THAT STOP SIGN REMOVED. THIS IS THE BIGGER ISSUE ON THAT. SAME THIS IS THE ROAD COMING UP. TO THAT SAME INTERSECTION. I JUST SHOWED YOU.
AND IT'S COMING FROM THE NEW CAMP BROWN AND IT'S A LONG STRAIGHT ROAD AND HERE'S STOP AHEAD SIGN. AND THEN THERE'S JUST A TURN SIGN. HE'S A PRETTY SHARP TURN. THERE SHOULD BE MORE LIKE I'M GONNA POSIT HERE. IT NEEDS TO BE LIKE RIGHT HERE, ANOTHER SIGN THAT SAYS. 20 NOW 20 MILES AN HOUR TURN WHAT? YOU KNOW, THERE'S A BIG TURN COMING UP. MAYBE IT UP A LITTLE FARTHER. ANOTHER SAFETY TURN BECAUSE THERE'S ALMOST SIGNS NOW AND IT'S A HARD HARD TURN.
BACK WHEN WE FIRST MOVED HERE IT WAS JUST THIS ONE. STOP SIGN HERE ON YOUR LEFT THE TEAM.
THIS ONE'S I WANT REMOVED AND THIS ONE SHOULD BE REMOVED. THERE WAS ACTUALLY AN ACCIDENT HERE. PICTURE OF IT HERE. AND THE SHARES. GUADALUPE SHERIFF'S DEPARTMENT PIT MANEUVER TO CAR THEY WERE COMING UP DRUNK FROM THE THERE ARE DRUNKS THAT AIR DRINKING AT THAT CAMP NOW, SHERIFF'S DEPARTMENT PIT MANEUVER TO CAR AND CRASHED INTO THIS VAN HERE. REWIND THAT ONE VIDEO. SPORTED A LITTLE MORE. THERE IT IS THAT VAN RIGHT THERE. OOPS. SO THAT THAT BAND THERE THERE'S THAT MANY I WAS PART THERE, BUT AND THE SHARES TO GO OUT OF SERVICE DEPARTMENT HAD A DAUGHTER IN THE BACK OF A POLICE CONDOM. MAMA SAID. I CAN'T GO ON.
SERVES OFF DOWN THE ROAD, SO THEY DON'T LIVE THERE THAT HOUSE WHAT'S THAT THEY DON'T LIVE THERE THAT IT HAS. THAT'S JUST THEIR GARAGE. BUT THERE'S THE PEOPLE THAT CRASH THERE NOW THEY WERE VISITING THE CAMPGROUND TIME. THANK YOU CLEAR THAT THERE WAS AN ACCIDENT. IT WAS. IT HAPPENED BECAUSE OF THE SHERIFF'S OFFICE WAS CHASING THAT CAR. I THINK THEY'RE JUST RIGHT HERE NEED TO BE MORE YELLOW SIGNS THAT SAY SLOW DOWN. THERE IS QUITE A FEW. THERE'S QUITE. AT 10 30. THEY HAVE TO CHECK INTO THIS CAMPGROUND BETWEEN 10 AND 10 30 THERE THERE IS AN INFLUX OF TRAFFIC. THEN THEY'RE ALL AT THE CAMPGROUND. NO MORE TRAFFIC. 6 30. THEY LEAVE AND THAT'S. OUT OF THE DRUNK TIME HAS BEEN DRINKING ALL DAY, AND THEN I'LL GET KICKED OUT AND A STOP SIGN HAS NOT BEEN STOPPED A DRUNK. SPEED BOMBS ARE GOING TO STOP THE DRUNK. IT'S JUST JUST WEAR AND TEAR ON OUR VEHICLES HAVING TO STOP IT ALL THESE TO YOU. JUST A QUICK QUESTION, PLEASE. I HAVEN'T BEEN OUT THERE. DO YOU SEE THE POTENTIAL FOR WHEN SOMEBODY COMES AROUND THAT CORNER, AND THEY PARK ABOUT STOP SIGN TO GET UP PRETTY GOOD HEAD TO SPEED THE TIME THEY GET ALL THE WAY THROUGH. YEAH, TOWN, RIGHT? SO MY QUESTION IS. DO YOU BELIEVE THOSE STOP SIGNS SLOWING DOWN A LITTLE BIT, EVEN
[00:40:04]
IF THEY RAN HIM? I WOULD THINK MORE THIS REGULAR TEXAS NORMAL DRIVERS. I THINK WE JUST SLOW DOWN AT THIS TURN WHEN IT SAYS SLOW, AND THAT'S HOW THEY HAVE ALWAYS HOW IT ALWAYS WASS. AND I, YOU KNOW, AND I THINK THAT I REMEMBER WHEN THIS ISSUE FIRST CAME UP TO HAVE THESE INSTALLED, I'LL SHOW YOU HERE RIGHT HERE. WHAT HAPPENED? WASS WHICH GOT PISTOL I RATE FOR MR GRANTON. MY RATE. WAS A CAR WAS COMING AROUND HERE AND THE STOP SIGN WAS IN HERE. THEY HAD A BASKETBALL COURT HERE IN THE STREET PLAYING AND THERE WAS 10 KIDS OUT THERE. YEAH, THEY'RE THEY'RE ALMOST WAS AN ACCIDENT. I'VE HAD ONE OF THEM SIGNATURES. YEAH, THEY DID.CROSS OUT NUMBER TWO. I MEAN, I'M WILLING TO WORK WITH THIS, BUT STILL, THERE'S NOT ENOUGH ROOM FOR A CAR TO TURN. PEOPLE STILL RUN THIS STOP SIGN. THEY STILL RUN IT. SO I NOTICED ON YOUR SLIDE THAT YOU HAD. THERE USED TO BE A 20 MILE AN HOUR SPEED LIMIT THERE. I'M NOT SURE THEY MAY HAVE REMOVED THEM WHEN THEY PUT THE STOP SIGNS OF THEM ON MY SIDE SHOW YOU SEE, I HAD A PICTURE. THIS IS THE ONE COMING THE OTHER DIRECTION NEVER TOOK DOWN. THEY PUT THE STOP SIGN UP AND DIDN'T TAKE THAT. SIGN DOWN. SO YOU YOU COME ACROSS. TURN FIRST, LIKE 20 MILES. THE VIDEO. THERE IT IS RIGHT THERE. ONE HOUR RIGHT THERE SAYING FOR THE TURN IS 20 RIGHT THEN THAT THERE WAS NEVER STOP SIGN HERE THAT WAS SIGNED. WAS THERE BEFORE THIS STOP SIGN, SO. PEOPLE WITH KEEP ON GOING. I KNOW THAT THAT'S A 20 MILE RETURN THIS TURN THIS IS THE INTERSECTION THAT. WITH THE GROWTH OF SMALL GROWTH OF THAT CAMP, AND OF COURSE, IT IS ONLY OPEN FOUR MONTHS OUT OF THE YEAR, SO THAT AS THE REST OF THE YEAR WE HAVE TO STOP AT THE STOP SIGN LIKE THERE'S NO TRAFFIC. ANY MORE QUESTIONS ON THIS ONE. I MEAN, I'M WILLING EVEN AND GO OUT THERE WITH THE ROAD ADMINISTRATOR AND UNLOCKED THE STREETS AND SEE WHAT WE WILL WE COULD DO WITH, YOU KNOW I'M NOT A. PROFESSIONAL ON THIS JUST TRYING TO GET IT THE WAY IT WAS BEFORE. THEN I GUESS I I'M JUST RIGHT UP THE STREET FROM THAT LAST INTERSECTION.
IT'S MUSTANG AND RIVER STREET HERE, AND IT'S ALWAYS STOP SIGN. NO ONE USES MUSTANG ON THE PEOPLE. IT'S NOT REALLY. BUSY. BUSY ROAD. YOU'RE ALWAYS JUST STOPPING HERE FOR NOTHING.
THERE'S NEVER ANY CROSS TRAFFIC. ON A REGULAR DAY. WHAT WOULD YOU SAY THE TRAFFIC COUNTING ON THIS RIVER STREET? NO. I'M SAYING STRUCK ON ST JOSEPH ST. IN FRONT OF MY HOUSE.
I ACTUALLY HAVE A TIME LAPSE VIDEO. THIS YEAR, WHICH WAS WHAT A SATURDAY. AS YOU CAN SEE, THERE WAS 10 MINUTES, AND NOTHING CAME BY. I WISH I HAD TIME LAPSE OF THE RIVER STREET.
HEY, NATE AUSTIN TRAFFIC. SHOULD BE SEEING OUR CAR CAR CAR. DON'T WASTE YOUR TIME.
MOVING PRETTY FAST. I WAS TRYING TO COUNT CARS. YEAH, TWO O'CLOCK IS YOU KNOW YOU COULD GO LIKE OKAY, THERE'S FIVE MINUTES 10. MINUTES PASSED. I HAVEN'T SEEN ANYTHING. SO I COUNTED ABOUT. I WANT TO HANG MY HAT ON IT, BUT ABOUT 24 CARS TO OUT, SIR, WE WEREN'T WITH THE MISSING. CAN I TALK FOR A MINUTE, PLEASE? YES SIR. I'M SORRY. I CAN'T WAIT. SO I WAS COUNTING THERE AND INTO OUR PERIOD TIME ABOUT 24 CARS, SO ENTER THAT INTERSECTION. THAT'S ABOUT 12 HOUR MORE OR LESS, YOU KNOW, SO ONE EVERY 67 MINUTES. YES. WHATEVER. I'M OUT ON A SATURDAY WAS AUSTIN. THIS IS ACTUALLY A MEMORIAL DAY WEEKEND AFTER. I DON'T EVEN THINK WE'RE ON. WE'RE GROWN A VIRUS THING. WE'RE FREE AT THAT TIME. I MEAN, YOU SEE MORE CLOUDS COME
[00:45:10]
BY THE TRAFFIC WOULD BE I WOULD BE CURIOUS AND HAVE A TRAFFIC COUNT ON THOSE ANDERSON SOMETHING. I DON'T KNOW HOW MANY CARS WERE GETTING THERE WITH OUT, KNOWING THAT IT'S PRETTY DIFFICULT TO MAKE A DECISION. YEAH, THAT'S THAT'S THE BASIS FOR THE. THE SIGNAGE IS ALWAYS WHETHER OR NOT TRAFFIC THERE'S ASKED, WAS THAT THE ABILITY JUST TO PICK UP SPEED GOING DOWN THE STREET FROM ONE TOWN TO THE OTHER, MORE TRAFFIC SCIENCE MIGHT BE AN APPROPRIATE ANSWER. I DON'T KNOW, BUT WITHOUT HAVING A TRAFFIC COUNT. FREDA GOING HARD TO MAKE A DECISION ON THAT. AND IT CAN ANSWER THIS. I THINK MAYBE THAT WAS BACK IN 2017 BECAUSE HE WAS INVOLVED IN JACKIE, WHO AT THE TIME, WASS. THE UH, COUNTY ENGINEER WHICH THAT SOMETHING SHE DID. AND WE'VE LOOKED BACK AND THERE IS NOTHING THAT MAYBE SHE EVEN ATTEMPTED. IT DIDN'T HAVE TIME BEFORE SHE WENT. PROBABLY JUST GOTS A WARRANT STUDY AND YOU KNOW, THAT'S. TRAFFIC COUNTS AND ACCIDENT THAT, UH, THERE'S NEVER BEEN AN ACCIDENT. THAT KIND OF STUFF. BUT, UH, I DON'T KNOW. NO. YOU KNOW IF IT WAS DONE OR NOT, HEY, HEY, WOULD PERFORM THAT WOULD NOT TEXT NOT WITH PERFORMER WARRANTS THAT HE HAD AN YOUR SECTION LIKE THIS? NOT NOT. IF IT'S NOT A TECH STUFF. IT'S OFF SYSTEM SO WE WOULD HAVE TO DO HER OWN.SOMETHING LIKE WHAT MAKES HIM BACK, EVERYTHING OKAY? IN HERE THAT WARNS FOR A STOP SIGN.
YEAH. YOU KNOW, IT IS JUST NOT ENOUGH TRAFFIC. THESE FACILITIES. YOU KNOW, THAT'S NOT THE ONLY REASON THAT YOU CAN OR CAN'T HAVE A STOP SIGN, BUT. THINK THEY WOULD MEET A WARRANT RIGHT? I DON'T KNOW ABOUT SAFETY, YOU KNOW ABOUT SPEEDS AND WHAT IN THE ABSENCE OF THOSE STOP SIGNS COULD BE DONE, YOU KNOW, HOLD THE SPEED DOWN THAT ROAD. I KNOW THAT THE CONSTABLES HAVE STEPPED UP. ESPECIALLY ON THE WEEKENDS PATROLLING THAT ROAD, AND I'VE BEEN TOLD BY OTHERS. EVEN OTHER THAN THEN, MR MACLEISH THAT SEEMS TO HELP. HAVING THE CONSTABLES THERE. A TROLL ON THAT ROAD ON THE WEEKENDS. BUT EVERYONE'S RUNS TO STOP SIGN AS THE THINGS EVERY RIGHT, BUT THEY DON'T HAVE A TICKET. I GUESS MY POINT IS, THEY DON'T RUN IT. GOING 15 MILES AN HOUR. MORE CONCERNED WITH THE SPEED THAT WHERE THERE'S EVERY NEIGHBORHOOD'S GONNA HAVE A SPEEDER WELL, I KNOW, BUT IF YOU'VE GOT A RESORT WHERE, AS YOU SAID DRUNK, 6 30 IS THE DRUNK HOURS CAN IS. YOU'VE GOT TO GET A PATROL THAT AREA TO STOP SIGNING GOING TO STOP I I'D LIKE TO TALK TO FINISH THE THOUGHT. IF YOU'VE GOT A RESORT, AND THERE ARE PEOPLE COMING OUT THERE IS, HE SAID DRUNK, IT'S THE EXTERNAL THAT'S A LITTLE DIFFERENT THAN A MAJOR HITS FEEDER. THAT'S IT. THAT'S A BIT OF A SAFETY ISSUE. SO WHAT? WHAT I SUGGEST IS THAT WE DO A TRAFFIC STUDY. HAVE AT THAT INTERSECTION, AND IF POSSIBLE, SOME KIND OF, YOU KNOW, SIGN THAT CLOCK SPEEDS. HERE IN CERTAIN TIMES OF THE DAY. I THINK WE COULD GET SOMETHING LIKE THAT DONE. I CERTAINLY THINK WE HAVE IN OUR BUDGET, BUT SOMETHING LIKE THAT. SO THAT WE CAN GET. DATABASE OF HOW FAST THEY GO ON WHAT TIME'S THE DAYS THAT HAPPENED? HOW MANY CARS I KNOW THERE ARE KIDS ON THAT STREET.
SO THAT WAY, HAVE SOME INFORMATION TO BASE OUR DECISION ON BECAUSE RIGHT NOW WE DON'T THINK SIGNS GOT PUT UP. UH, I DON'T HAVE NOT, AND I WAS ON THE COURT WHEN THAT HAPPENED. AND I DON'T RECALL ANY STUDIES BEING PRESENTED DURING THAT TIME. SO ALL THE COMMISSIONER'S COURTS THAT PERTAIN TO THIS PARTICULAR ITEM. AND THERE IS NO DATA BACKUP. SO THAT'S GONNA BE MY SUGGESTING THAT THE COUNTY DOES ITS OWN TRAFFIC COUNT STUDY AND THAT WE PUT UP SOME KIND OF SIGN WHERE WE CAN MONITOR SPEED AND GET DATA ON SPEED. IF THEY'RE SPEEDING WHEN THEY'RE SPEEDING. THAT KIND OF STUFF. MAKE ANOTHER GOOD POINT POINTED OUT AND MYSELF BEING IN THAT AREA QUITE OFTEN, AND I KNOW YOU'VE BEEN THERE TO JUDGE IS IT? WHEAN THOSE OTHER TWO STOP SIGNS OR LONGER STRAIGHTAWAY IN ST JOSEPH ST. UH, THE FACT BEING MADE AND SHOWN IN THE VIDEO IS IF YOU'RE AT THAT TEA. AND SOMEONE APPROACHES A STOP SIGN.
YOU HAVE TO WAIT TILL THEY GO THROUGH. THERE IS NOT THE ROAD IS NOT WIDE ENOUGH. IT'S VERY NARROW. THIS ROAD IS NOT A REGULAR KID. UM AND THE ST JOSEPH ST IS NARROW, PRETTY
[00:50:05]
MUCH FROM POINT A TO POINT B TEAM PASSED MR GRANTHAM'S HOUSE. IT DOESN'T WANT TO. AND SO. YOU KNOW THAT DOES POSE AN ISSUE WITH APPROACHING, YOU KNOW, COMMON SENSE STATION YOU NEED TO STOP SIGN AT A TV. BUT IF YOU APPROACH THE TEETH FIRST, AND SOMETHING COMES UP THROUGH THERE. THEY APPROACHED THE TEETH. THEY'VE STILL GOT NO, BEFORE YOU CAN TURN EITHER DIRECTION. YOU SEE, I HAVE A MORE CONCERNED WITH THE SPEED OF CARS AND I AM WITH WHETHER OR NOT PEOPLE ACTUALLY STOP STOPS. I'M MORE CONCERNED WITH HOW FAST ARE THEY GOING? YOU'RE IN CERTAIN TIMES A DAY IS THAT SPEED? DANGEROUS TO KIDS. THAT'S I GUESS THAT'S WHERE MY CONCERN LIES. AND WE DON'T HAVE A DATA ONE WAY OR THE OTHER PROBABLY WENT TO PUT CHILDREN AT PLAY SIDE. THERE'S A APPLIED A FEW ALREADY AND THAT WAS THE BIG. AROUND THAT CURVE RALLY APPROACHED RIGHT AT THE CURVE. WAS THERE ONE THERE? SO IT IS YOUR MIC ON JUST BE QUIET. TAKE.YOUR BACK FOR A SECOND, BUT ANYWAY, I'LL BUILD FANS OF THERE ACROSS FROM THAT RESORT.
AND I WAS OUT THERE ABOUT TWO WEEKS. AND. WE NEVER HAD ANY. IT WOULD BE ANY PROBLEM WITH TRAFFIC. AS A MATTER OF FACT THAT I WAS BUILDING SEVERAL PEOPLE STOPPED IN THE MIDDLE OF A ROULETTE. TALK TO ME IN A IF I WOULD BE A ONE FOR THEM, AND NOBODY BLOW THAT. ANYBODY ANYTHING THAT IS KIND OF LIKE, WAITED AND THEN JUST GO WHENEVER THEY MOST PEOPLE. LT'S TEXANS DRIVE RIGHT. GOING TO ALWAYS BE THAT ONE? YES. EVERYONE SHOULD HAVE TO STOP OR WHERE TERROR ON THEIR VEHICLE, ESPECIALLY THE LOCALS. IT'S ONLY GONNA BE. OPEN FOUR MONTHS OUT OF THE YEAR FOR THE REST OF THE YEAR. WE HAVE TO STOP. I MEAN, I USED TO BE ABLE TO LEAVE MY HOUSE. STOP IT! ONE STOP! SIGN THAT HB COME HOME! STOP AT ONE STOP SIGN. NOW I HAVE TO STOP FIVE TIMES. GO BORDER BLOCK. COME ON, GREAT JUDGE BECAUSE YOU KNOW IT'S BEST. TAKE SOME KIND OF ACTION ON IT. I THINK YOU DON'T TRACK YES, ESO. I'M IN. NO HURRY.
I'VE BEEN. WORKING ON THIS FOR THREE YEARS. THIS AND THAT, AND I APPRECIATE THAT I DO. AGNES FROM CALIFORNIA, AND IT'S JUST LIKE THERE'S NO TRAFFIC, THE SAME TRAFFIC, RIGHT? UM.
COMMISSIONER. YOU WANT TO MAKE A MOTION TO PURSUE SOME STUDIES, SPEED AND TRAFFIC STUDIES ARE HAVING. ONE I WOULD LIKE TO MAKE A MOTION THAT WE PURSUIT, ENDING A TRAFFIC STUDY DOWN. UH ON, UH, ST JOSEPH ST AND. IN THE AREA WHERE THERE'S OTHER STOP SOUNDS THAT ARE AS WELL.
THE FOUR WAY STOP SIGN THAT HE SHOWED IT'S REALLY NOT NECESSARY. AS WELL AS IN THE TRAFFIC STUDY THE SPEED THE TRAFFIC COUNT. THINK THAT'S YOUR MOTION. OKAY, WE HAVE EMOTION. DO WE HAVE A SECOND? SECOND, WE HAVE A AND SECOND ALL IN FAVOR, SAY AYE. THOSE AND THEN THANK YOU. YOU'RE WELCOME. I HAVE 25 DISCUSSION ACTION TO DESIGNATED DAY OF THE
[25. Discussion/Action to designate a day of the week on which the court shall convene in a regular term each month during the next fiscal year.]
WEEK WHICH COURT SHOW CONVENE AND REGULAR TERM EACH. BUT DURING THE FISCAL YEAR WE'LL HAVE IT IN THE BACK UP FOR TUESDAY'S LIKE WE CURRENTLY HAVE. COMMISSIONERS DISCUSSION ON THAT. I FEEL THAT IT'S BEEN WORKING VERY WELL FROM THE COURT. UH, THE OPPORTUNITY TO HAVE. MONDAY. I DIDN'T LOOK AT THAT CALENDAR. I THINK THERE WAS LIKE FOUR HOLIDAYS NEXT YEAR. THAT WOULD FOLLOW MONDAY THAT WOULD BE A COMMISSIONER'S PORT LEADING. WHICH WE WOULD END UP HAVING TO POSTPONE CHANGE. SO I'D LIKE TO SEE THAT WE'RE LEAVING. PERSONALLY I DON'T BELIEVE IT. ON TUESDAY, THE 2ND 14 ON DH. WHATEVER REASON WE DID IT. TO SORT OF ADDRESS. YOU KNOW, LITTLE, YOU KNOW. JUST ITEMS THAT HAVE BEEN. PROBABLY NEED TO BE ADDRESSED OUTSIDE OF COURT, AND I JUST LIKE TO REMIND EVERYBODY IF YOU CAN'T ADDRESS THEM. CAN GET HIM RESOLVED BEFORE WE COME IN THE COURT WOULD BE BETTER. UP SPEED SAYING ALONG AND IT'S HELPFUL WITH STAFF. OTHERWISE I'D LOOK, I'M FINE WITH THAT STAND WHERE WE ARE. COMMISSIONING PROGRAM,[00:55:03]
