[Citizens' Comments]

RIGHT? GOOD MORNING, MA'AM. WOULD YOU MIND PULLING THAT MICROPHONE DOWN? JUST A LITTLE BIT. THANK YOU. GOOD MORNING. MY NAME IS LOUIS RILEY AND I'M HERE BECAUSE I DO NOT UNDERSTAND HOW OUR COUNTY COULD LOSE SUCH A VALUABLE PERSON AS PAMELA OHLENDORF. I WENT TO WORK IN THE ELECTION OFFICE IN 2018 AS A TEMPORARY EMPLOYEE. I WORKED FOR THE FULL YEAR. WHAT I LEARNED HERE IN THAT TIME WAS THAT THAT OFFICE WAS UNDERSTAFFED AND IN NEED OF ADDITIONAL OFFICE SPACE TO BE AN EFFECTIVE AND EFFICIENT OFFICE. STILL TODAY, THERE HAS BEEN NO IMPROVEMENT TO THAT OFFICE. I WOULD LIKE TO EXPRESS MY CONCERN FOR OUR COUNTY BECAUSE PAMELA OHLENDORF IS THE SECOND FEMALE DEPARTMENT HEAD THAT HAS RESIGNED THIS YEAR. I CAN ONLY SAY THAT THE LOSS. OF OUR ELECTION ADMINISTRATOR. PAMELA IS GONNA BE A GREAT LOSS FOR OUR COUNTY. I'VE NEVER SEEN A DEPARTMENT HEAD IS DEDICATED AND COMMITTED TO HER OFFICE AS SHE IS. I WOULD LIKE TO THANK PAMELA FOR HER DEDICATION TO OUR COUNTY. AND GETTING US THROUGH THIS VERY DIFFICULT ELECTION. THANK YOU, PAM. FOR ALL YOUR HARD WORK. THANK YOU.

ANY OTHER CITIZENS. COMMENTS MARY GONZALEZ. GOOD MORNING. I WASN'T I DIDN'T WRITE ANYTHING DOWN. I WAS PREPARED. TO SPEAK TO THE COURT, BUT I FEEL THAT. I NEED TO, UM HI. ALSO BACK WHAT LEWIS JUST SAID. I KNOW. EVERYTHING. YOU HAVE TO FORGIVE ME FIND AN EMOTIONAL I GET.

WHEN I'M PASSIONATE ABOUT SOMETHING, IT'S BEEN HARD. FROM ME NOT TO GET EMOTIONAL BUT LIKE, SHE SAID. CARVEL COUNTY HAS REALLY GROWN IN THE PAST 10 YEARS SINCE PAM TOOK OVER. AND PEOPLE, PEOPLE WISE, VOTER WISE BOAT REGISTRATION, AND YET HER OFFICE HAS NOT. I REMEMBER WHEN SHE TOLD ME THAT SHE WAS MOVING INTO THE BUILDING. I WAS SO HAPPY. BECAUSE I KNEW SHE NEEDED THE SPACE AND I THOUGHT THAT'S A GOOD SPACE. BUT THEN, AS THE YEARS HAVE HAVE GONE BY, AND I HAVE SEEN EVERYTHING. GROW BUT HER OFFICE BUT HER PERSONNEL. I DON'T KNOW HOW MANY OF YOU I'M NO PROBLEM. MS SHELTON IS FAMILIAR WITH OUR OFFICE. AND MAYBE MR ROLAND BUT.

UM, I AM. HOW MANY OF YOU HAVE TAKEN THE TIME TO SPAN 123 HOURS IN THAT OFFICE WHEN NOT DURING ELECTION TIME. BUT EVEN BEFORE THE PREPARATION THAT IT NEEDS. THAT THE SPACE THE PEOPLE THAT SHE NEEDS TO BE ABLE TO RUN THAT OFFICE EFFICIENTLY. YOU'RE LIKE THAT.

YOU KNOW WHAT SHE'S DONE THIS WRONG, BUT YOU KNOW WHAT? IF ANYTHING HAS HAPPENED WITH THAT OFFICE BECAUSE YOU HAVE NOT BACKED HER UP. SHE NEEDS THE BACKING OF COMMISSIONER COURT THAT SHE'S NOT ASKING FOR IT BECAUSE SHE WANTS IT. SHE NEEDS IT THEY NEEDED AND IF YOU DO NOT HELP FUND THAT OFFICE FROM THIS POINT FORWARD, WHOEVER I DON'T CARE HOW KNOWLEDGEABLE AND THEY ARE. WITH ELECTIONS, YOU ARE SETTING THEM UP FOR FAILURE. I'M TELLING YOU THAT RIGHT NOW I KNOW I'VE BEEN THERE. AND I WAS NOTHING COMPARED TO WHAT SHE DOES NOW.

SO I ALSO WANNA THANK PAMELA FOR EVERYTHING THAT SHE'S DONE AND HER PEOPLE THAT SHE HAS CALLED AND SHE HAS TO CALL THEM AND GET IT. PEOPLE THAT HAVE NO KNOWLEDGE WHATSOEVER TO HELP HER FINISH SOMETHING THAT THEY SHOULD BE FAMILIAR WITH. THE FACT THAT THE STAFF IS LEAVING.

ALSO SHOULD THAT ALONE SHOULD TELL YOU SOMETHING, SO I ASK. I BEG. THAT YOU WHO HAVE THE POWER TO DO SOMETHING TO MAKE SOMETHING. GOOD FOR CALDWELL COUNTY. PLEASE DO IT BECAUSE IF YOU DON'T, THIS COMPANY IS NOT GETTING A SMALLER, IT'S GETTING BIGGER. YOU NEED TO GO INTO THAT OFFICE AND STEP OVER. SUITCASES MACHINES, PAPER EVERYTHING THAT THEY HAVE TO

[00:10:06]

WALK AROUND. THEY BARELY HAVE ENOUGH SPACE. EVEN SIT AT THEIR DESK AND WORK WHEN IT'S PILED UP WITH EVERYTHING. THIS ELECTION IS ONLY THE BEGINNING. SO I THANK THE COURT FOR LISTENING TO ME. AND I THINK PAMELA AND MARY AND EVERYONE ELSE WHO HAS EVER STEPPED UP TO HELP HER AND I HOPE YOU TAKE THIS INTO CONSIDERATION GOING FORWARD AND DO SOMETHING FOR THE. THAT OFFICE IS NOT THIS IMPORTANT IN THE COUNTY CLERK WHO HAS, I DON'T KNOW HOW MANY PEOPLE THE TAX OFFICE. WHO HAS FOUR MAYBE FIVE EMPLOYEES. SHE'S GOT. TO SHE'S HAD TWO AND ONE PART TIME THAT CAN'T COULDN'T WORK OVER 30 HOURS. FOR EVERYTHING THAT THEY DO YOU EXPECT HER TO ALWAYS DO EVERYTHING PERFECT, AND SHE TRIED. SHE DOES HER BEST. YOU DON'T KNOW. YOU DON'T PROBABLY DON'T EVEN KNOW THAT SHE GOES IN AND FATHER CLOCK IN THE MORNING TILL 12 O'CLOCK AT NIGHT GETTING READY FOR ELECTIONS. BECAUSE YOU HOLLER BUT 9 TO 5 WHATEVER. SHE NEEDS THE HELP. I HOPE YOU'LL DO SOMETHING I REALLY DO. THEY NEED IT THE NEXT DAY A DESPERATELY NEEDS ENOUGH EMPLOYEES IF YOU WANT. YOU HAVE.

PATH RESULTS, GOOD RESULTS, THEN GIVE THEM WHAT THEY NEED TO MAKE THAT OFFICE. SHE HAS SUCCEEDED. BARRING ABOVE WHAT SHOULD BE EXPECTED OF THEM. AND I HOPE THAT YOU'RE FINALLY DO SOMETHING. THANK YOU. THANK YOU. AH I'M GOING TO ASK YOU NOT TO CLAP WAY DON'T DO THAT FOR OTHER PEOPLE, AND I REALLY APPRECIATE IT. BUT. WE'RE TAKING IT ALL IN CONSIDERATION.

DAVID GRANTS. MORNING. CONDUCTING FAIR ELECTIONS IS A CRITICAL AND MOST BASIC FUNCTION OF GOVERNMENT. I'D BE HARD PRESSED TO THINK OF ANOTHER FUNCTION OF GOVERNMENT THAT IS MORE CRITICAL AND FUNDAMENTAL. AND THAT OF CONDUCTING ELECTIONS QUITE SIMPLY WITHOUT FAIR ELECTIONS. WE CEASE TO BE A REPRESENTATIVE DEMOCRACY. ADVENTURE THAT CONDUCTING ELECTIONS MIGHT BE THE ONLY AND CERTAINLY IT'S ONE OF THE MOST IMPORTANT FUNCTIONS CONDUCTED BY OUR COUNT OF GOVERNMENT, AND IT'S EXPLICITLY CONTEMPLATED IN R R. U. S CONSTITUTION. SO TO ME CONDUCTING ELECTIONS SEEMS LIKE ONE OF THE MOST BASIC THINGS THAT YOU HAVE TO GET RIGHT. AND THAT YOU MUST SUPPORT. IT'S NOT SOME OPTIONAL PROGRAM OF COUNTY GOVERNMENT. IT'S FUNDAMENTAL IF YOU CAN'T GET THE BASIC STUFF, RIGHT? WHAT ARE YOU DOING? WHAT ARE YOU DOING? I SAY ALL THIS TO GET YOU SOME FRAME OF REFERENCE FOR MY VIEWS REGARDING THE ELECTIONS OFFICE. OVER THE LAST SEVERAL YEARS I'VE BEEN INVOLVED IN LOCAL ELECTIONS IN VARIOUS CAPACITIES, INCLUDING IS A CLERK AND ELECTION JUDGE.

DURING ELECTIONS HAVE WORKED CLOSELY WITH THE ELECTIONS OFFICE. I HAVE SEEN THE YEOMAN'S WORK OF PAM AND HER STAFF. THE LADIES IN OUR COUNTY ELECTIONS OFFICE HAS BEEN PULLING OFF A MIRACLE. ON A WING AND A PRAYER. WITH A SHOESTRING BUDGET. FOR YEARS.

SO IT'S INCREDIBLE TO ME. THEY HAVE BEEN ABLE TO DO. THE WORK THAT THEY'VE DONE WITH THE RESOURCE IS THAT THEY'VE BEEN PROVIDED. CONDUCTING ELECTIONS IS EXACTING WORK THAT REQUIRES METICULOUS ORGANISATION PRECISION. IS NO ROOM FOR AIR. IT'S THANKLESS, HIGH RISK WORK.

THE PRACTITIONER OF LEAN BUSINESS PROCESSES ASTOUNDING THAT ANYTHING COULD GET DONE IN AN OFFICE WITH SEX, LIMITED SPACE AND RESOURCE IS. SO I COME TO YOU TODAY TO SEE SAY THAT WE OWE THEM OUR GREAT THANKS. WE MUST DO BETTER. I WOULD ENCOURAGE THE COURT TO DO EVERYTHING IN ITS POWER TO SUPPORT THAT OFFICE, AND THEY'RE CRITICAL WORK. THANK YOU. THANK YOU. NO MORE CITIZENS COMMENT, OKAY? COMMISSIONERS WERE GOING TO

[CONSENT AGENDA]

MOVE TO THE CONSENT AGENDA. ARE THERE ANY COMMENTS OR QUESTIONS ON THE CONSENT AGENDA? IF NOT, I'D LOOK FOR A MOTION TO APPROVE. MY COMMOTION THAT WE APPROVE THE CONSENT AGENDA. WE HAVE EMOTION. LAST NIGHT WE HAD FOUR DEPARTMENTS. DEPLOYED TO THAT FIRE. I JUST WANT TO TELL THE CITIZENS OF CALDWELL COUNTY IF YOU'RE GONNA. HAVE A BARBECUE OR SOMETHING, AND YOU'RE USING CHARCOAL OR WOOD BURNING MATERIAL. MAKE SURE YOU WATER AROUND YOUR BARBECUE PITS AND HAVE SOMEBODY OBSERVING THE BARBECUE PITS AT ALL TIME. ALSO OUTDOOR BURNING IS PROHIBITED DURING THIS TIME. THAT MEANS NO TRASH BURNING AND TRASH BARRELS OR TRASH PILES OR ANYTHING.

THAT'S HOW THAT'S HOW THAT ONE HOUSE BURNED. THEY BURNED TRASH TRASH BARREL ON IT. THEY LEFT.

THEY WENT BACK TO HOUSTON IN THE HOUSE BURNED DOWN. SO PLEASE MAKE SURE THAT WILDER'S IF YOU'RE GOING TO BE DOING WELDING OUTSIDE, MAKE SURE YOU HAVE A SPOTTER IN A WATER SOURCE AT ALL TIME. YSL SPARKS DO COMMAND. WE HAVE A LOT OF DRY GRASS. CITIZENS IF YOU SEE

WE'RE LOOKING VERY DRY. THERE'S A 10 TO 20% CHANCE OF RAIN THIS WEEK, BUT I THOUGHT WE'RE GOING TO GET ANYTHING BECAUSE OF THE NORTHERN BLOWING IN IT IS GOING TO BE A DRY ONE SO HIGHLY RECOMMENDED THE CITIZENS OF KAHLUA COUNTY. PLEASE BE OBSERVANT. DO NOT BURN.

ANYTHING, SO THAT'S ALL THAT I HAVE INTO REPORT. THANK YOU, HECTOR. UH, WE HAVE A MOTION TO LEAVE THE BURN BAN ON. I'LL MAKE THE MOTION OF THE BURN BAN ON WE HAVE EMOTION. DO WE HAVE A 2ND 2ND? WE HAVE EMOTION IS SECOND. ALL OF FAVORS SAY I POSE NON MOTION CARRIES. ADAM

[00:25:01]

SO WE'RE GOING TO CALL THE MEETING BACK TO ORDER AT 9 29. SO

[SPECIAL PRESENTATION Lance Gonzales with Data Preservation Solutions to make presentation for County Clerk. (Part 2 of 2)]

HANDSOME. ALL RIGHT. GOOD MORNING. SORRY FOR THE DELAY MAKE YOU MIGHT MAKE SURE YOU'RE MY CLIMB YOUR LITTLE GREEN. YEAH. REALLY? GOOD MORNING. SORRY FOR THE DELAY. AH LITTLE TECHNICAL DIFFICULTY HERE. MY NAME IS LANCE GONZALEZ ON THEM WITH DATA PRESERVATION SOLUTIONS, AND WE'VE BEEN DOING WORK FOR THE COUNTY CLERK'S OFFICE. GOING ON. PROBABLY 8 TO 9 YEARS. OUR BACKGROUND WITH THE WITH THE COUNTY IS BOOK PRESERVATION AND RESTORATION.

AND SOME DOCUMENT IMAGING AND BILL IT TO THE COUNTY CLERK'S OFFICE. AND YOU SEE ALL THE PRETTY READ BOOKS THAT ARE THAT ARE ON THE SHELVES. THAT'S WORK THAT WE'VE DONE ALL THE WAY BACK FROM SOVEREIGNTY, AND WE'RE WE'RE SLOWLY WORKING OUR WAY UP TO CURRENT. BUT THE PRODUCT THAT I'M GOING TO SHOW YOU TODAY IS CALLED PROPERTY FRAUD ALERT. THERESA HAD HAS HAD A COUPLE OF CONCERNED CITIZENS COME INTO THE COUNTY ABOUT FRAUDULENT ACTIVITY WITH LAND RECORDS. I GUESS THERE'S BEEN A LOT OF ACTIVITY IN THE NEWS, ESPECIALLY WHERE I'M FROM. I'M I'M IN THE DALLAS AREA. AND WE'VE HAD A NUMBER OF INCIDENTS WHERE PEOPLE THAT ARE IN JAIL ARE ACTUALLY FILING FRAUDULENT DEED RECORDS. PEOPLE'S PROPERTY. AND TAKEN OVER THEIR PROPERTY. IT'S HAPPENED, TOO. AT LEAST AT LEAST 30 RESIDENTS THAT I'M AWARE OF. AND THIS GENTLEMAN ALSO ACQUIRED A COSTCO WAREHOUSE. OUT SITTING IN JAIL.

DOING IN WRITING THESE FRAUDULENT DEED RECORDS. SO ESSENTIALLY, WHAT PROPERTY FRAUD ALERT DOES IS WE TAKE THE INDEXING DATA. OUT OF THE COUNTY CLERKS, LAND RECORDS SYSTEM. AND WE HAVE A DATABASE THAT WE MONITOR THE FILINGS WITHIN THE COURTHOUSE. SO, FOR EXAMPLE, WITH BARBARA, YOU GO INTO THE COURTHOUSE IN VIOLENT, FRAUDULENT DOCUMENT UNDER MR WESTMORELAND'S PROPERTY. AND MR WESTMORLAND HAS SIGNED UP FOR PROPERTY FRAUD ALERT. OUR STAFF WILL CALL MR WESTMORLAND AND NOTIFY HIM THAT THERE WAS A FRAUDULENT THERE'S BEEN A DOCUMENT FILED IN THE COURTHOUSE. AND HE NEEDS TO DO SOME INVESTIGATIVE ACTION TO DETERMINE IF IT TRULY IS A FRAUDULENT DOCUMENTS. I MEAN, IT COULD BE A TAX LIEN AND BE HOSPITAL LANE MECHANIC SLAIN ANY ANYTHING LIKE THAT WAY WOULD NOTIFY THEM. A CITIZEN THAT SOMETHING WAS FILED UNDER THEIR NAME IN THE COURTHOUSE. ALL RIGHT, SO THIS I'M JUST GOING TO GO OVER. A FEW OF THESE LODGE HERE. I THINK WE'VE PRETTY MUCH COVERED THE FIRST ONE. UM AND THEN THE SECOND ONE SOMEBODY RECORDS A DOCUMENT IN THE COUNTY CLERK'S OFFICE.

ATTEMPTING TO MAKE ATTEMPTING TO MAKE IT LOOK LIKE THEY OWN YOUR HOME OR PROPERTY. AND THIS THIS GOES FOR BUSINESSES AS WELL. IF YOU OWN A BUSINESS AND YOUR NAME YOU'RE THE BUSINESS OWNER. IT'LL IT'LL WORK FOR THAT AS WELL. IN 2007. THE FBI IDENTIFIED MORTGAGE FRAUD IS THE FASTEST GROWING WHITE COLLAR CRIME IN AMERICA, AND THEY FORMED A SPECIAL DIVISION TO INVESTIGATE WHAT THEY CALL PAPER TERRORISTS. IF YOU LOOK OVER TO THE RIGHT. THESE AREN'T CURRENT THERE, PROBABLY A FEW YEARS OLD, BUT 40 TO $50 BILLION. IN FRAUDULENT FILINGS IN THE COUNTRY. THAT'S THAT'S PRETTY SIGNIFICANT. SO WHAT IS PROPERTY FRAUD ALERT. IT'S A FREE PUBLIC SERVICE ALERT. BASICALLY IT'S A SOFTWARE APPLICATION THAT WE'RE SELLING TO THE COUNTY THAT'S FREE TO THE PUBLIC TO SIGN UP. THERE. THERE ARE OTHER PRODUCTS OUT THERE. THAT ARE FREE TO THE COUNTY. BUT THE PUBLIC HAS TO SIGN UP AND THEY PAY A MONTHLY FEE FOR IT. THE BIG DIFFERENCE IS WE HANDLE ALL THE SUPPORT EVERYTHING THAT WE DO IS ALL DONE IN HOUSE. SO ALL THE NOTIFICATIONS. ALL THE MONITORING IS DONE BY OUR PEOPLE. WE DON'T SOURCE IT OUT TO ANYBODY. SO THAT'S A BIG RISK FOR, YOU KNOW, DATA INTEGRITY. AGAIN. WE USE YOUR INDEXING DATA. UM AND WE WORK WITH ALL LAND RECORD PROGRAMS OUT THERE. I MEAN, HOW REAL IS THE THREAT? THESE ARE SOME OF THE. SOME OF THE ITEMS THAT HAVE BEEN PUT INTO THE NEWS. I MEAN, IT'S NOT THE CLERK'S JOB TO VERIFY THE RECORDS. HER JOB IS TO TAKE THE DOCUMENT, VIOLET. AND CHECK IT FOR, YOU KNOW, BASIC INTEGRITY. IT'S UP TO THE LANDOWNER TO, YOU KNOW, MAINTAIN THE INTEGRITY AND SECURITY OF THEIR PROPERTY. SO HERE'S ONE A COUPLE OF ITEMS HERE. FAKE NEEDS FILED FROM PRISON TO STEAL NORTH TEXAS PROPERTIES. THIS IS THE GENTLEMAN THAT WAS IN FORT WORTH. MOM'S IN TERRA COUNTY JAIL. AND YEAH, HE'S YOUNG MAN FOLLOWED 23 24 YEARS OLD. I DON'T KNOW WHO TOLD HIM THAT THEY WERE SMART. THE DEMAND IS LARGE. THE COUNTIES THAT WE HAVE IN THE STATE OF TEXAS WE HAVE CHILDREN COUNTY FOR BEN. TARRANT, DALLAS ELLIS COLIN. WILLIAMSON GALVESTON AND THE

[00:30:04]

NUMBER OF OTHERS THROUGHOUT THE STATE OF TEXAS OUR MOST RECENT ADDITION TO THE PROPERTY FRAUD ALERT SYSTEM IS ELLISON, BELL COUNTY. SO ACROSS THE ACROSS THE NATION, 254 COUNTIES OR SIGNED UP. UM, THAT'S WOULD SAY THIS NUMBER'S PROBABLY SIGNIFICANTLY HIRED IS PROBABLY CLOSER TO 400,000 PROPERTY OWNERS. 19 TO 20 STATES AND I THINK WE'RE UP TO 17 17 TEXAS COUNTIES RIGHT NOW. AGAIN THE BENEFIT PROPERTY FRAUD ALERT. IT'S FREE TO THE PUBLIC. IT'S GOOD. IT'S GOOD MARKETING FOR THE COUNTY CLERK'S OFFICE LETS HER KNOW THAT SHE'S PUTTING ITEMS IN PLACE TO PROTECT THE PUBLIC'S MOST VALUABLE ASSET, WHICH IS THEIR LAND AND HOME.

WAIT PROVIDE MARKETING MATERIALS. UM, LET'S SEE HERE. SO HERE'S SOME OF THE MARKETING MATERIALS WE PROVIDE PROVIDE BANNERS THAT COULD BE PLACED OUTSIDE OF THE COUNTY CLERK'S OFFICE. THE TAX ASSESSOR'S OFFICE. RACIAL DISTRICT ANYPLACE LIKE THAT. PRESS RELEASES WE PROVIDE PROVIDE THAT FOR THE LOCAL NEWSPAPERS, AND WE ALSO PROVIDE FLYERS. I MEAN THAT COULD BE GIVEN TO THE TITLE COMPANIES ALONE UPSURGE IN THE BANK. TAX OFFICE APPRAISAL OFFICE. ITEMS LIKE THAT KIND OF GIVES IT GIVES HIM AN IDEA ON HOW TO SIGN UP IN A LITTLE BIT ABOUT THE PROGRAM. THE CAMP, THE COUNTY CAN MONITOR THEIR SIGN UP SO MANY PEOPLE WHO HAVE REGISTERED FOR THE PROGRAM. THAT'S THAT'S ALL INCLUDED IN THE PRODUCT. UM AND IT'S WHY OUR PROGRAM IS WE FEEL IS THE BEST. I MEAN, IT'S HANDS FREE FOR THE COUNTY. THEY DON'T HAVE TOE. THEY DON'T HAVE TO DO ANYTHING WITH THIS PROGRAM. WE TAKE CARE OF EVERYTHING FOR THEM. ALL THAT WE ASK IS THAT WE GET A WEEKLY. HEAT OF THE OF THE FILINGS THAT HAVE HAPPENED IN THE COUNTY RELATED TO LAND RECORDS. AND THIS IS JUST A RECAP PROVIDES ALERT TO YOUR CITIZENS TO PROTECT HIM FROM FRAUD. EXPAND YOUR REACH, AND BRANDON IS A CLERK. PROTECT STAFF AND ELECTED OFFICIALS FROM RETALIATORY ACTIONS AND FREE TO THE PUBLIC ON DH HANDS FREE FOR THE FOR THE COUNTY CLERK'S OFFICE. THE FIRST PART OF THAT. OF THE BINDERS. I PUT IN A COUPLE OF FLYERS. THOSE AIR ITEMS THAT WOULD BE HANDED OUT TO THE PUBLIC TELLING THEM ABOUT THE PRODUCT. HOW TO SIGN UP. THE COST OF THE SOFTWARE. I THINK YOU KNOW WHAT FRONT.

WE'RE 3 TO $4000 AND THAT TAKES CARE OF THE WEBSITE SET UP ALL THE MARKETING MATERIALS. AND THEN GOING FORWARD. IT'S JUST AN ANNUAL SUPPORT BE, I THINK ALL IN ALL, IN ALL UP FRONT, YOUR COST IS LESS THAN $10,000. GOING FORWARD ANNUALLY. I THINK WE'RE IN THE $2200 RANGE IF I'M NOT MISTAKEN. BUT ALL THAT INFORMATION IS IN THE BINDER. ANY QUESTIONS? RIGHT HERE. ARE YOU AWARE OF THIS EVER COMING AND I AM NOT YOU ARE. I WAS GOING TO MY QUESTION OF THERESA WAS HOW. HOW SIGNIFICANT WELL PREVALENT ARE YOU AWARE OF IT OCCURRING? I ALSO HAVE HAD. I KNOW A COUPLE OF. DOCUMENTS THAT HAVE BEEN CUT OUT THAT WERE FRAUDULENT. AGAIN. THERE'S NOTHING I COULD DO, AND BUT IT IS SOMETHING THAT HAPPENS. WITH A POPULATION IN THE CITY. YOU KNOW THE THREAT IS THERE WITH ANYWHERE I MEAN CHILDREN'S COUNTY. IT'S UP IN THE PANHANDLE. IT'S A SMALL, SMALL COUNTY AND THEY GET PEOPLE. MAY WE GET ALERTS? I WOULD SAY EVERY QUARTER FOR PEOPLE TRYING TO FILE FRAUDULENT DOCUMENTS. MUCH PARTICIPATION YOU GET FROM THE PUBLIC TO SIGN ON BECAUSE A LOT OF PEOPLE ARE AFRAID ABOUT THE ENERGY THAT THEIR PHONE NUMBERS. I SEE THE LIST ON SURE. YOUR DEAL WHERE PEOPLE SIGN UP, GIVE YOUR INFORMATION'S RIGHT.

RIGHT HAPPENED TOO. BUT THIS HAS BEEN IN EFFECT AT THE TIME. THIS HAPPENED WITH THIS PERSON.

THEN THEY WOULD HAVE BEEN AWARE BECAUSE A PERSON WITH THAT STATE PROPERTY, THE OTHER PERSON, RIGHT FAMILY, AND SO. HOW MUCH COOPERATION ARE GETTING FROM PUBLISHING ON THIS, LIKE A PERCENTAGE OF ONCE THE COUNTY SIGNS UP. THEY PUT THAT INFO OUT THERE AS TO HOW MANY. WHAT HIS PERCENTAGE OF PEOPLE RESPONDED, UM. SILVER ELLIS COUNTY THAT WAS ONE OF OUR MOST RECENT SIGN UPS. WAY YOU PUT THAT SYSTEM IN PLACE, PROBABLY ABOUT SIX OR SEVEN

[00:35:05]

MONTHS AGO, AND CRYSTAL BALL DAYS SHE'S TO COUNTY CLERK SHE HAD. I THINK IN THE FIRST WEEK 66 OR 7000 PEOPLE SIGNED UP FOR THE SERVICE. I MEAN, IT'S SOMETHING THEY'RE CONCERNED ABOUT, BECAUSE THEY'RE UP THERE. THEY'RE UP IN THE METROPLEX, CLOSE TO DALLAS FORT WORTH. MINUTES. IT'S ALL OVER THE NEWS COUNTIES DOWN HERE, GALVESTON. I KNOW THEY GET ITEMS. ORDERLY. WITH DOCUMENTS COMING INTO THE COURTHOUSE FRAUDULENT. I KNOW IT WILL TAKE TIME GETTING IT OUT. ABSOLUTELY YEAH, AND THAT'S THE MARKETING MATERIALS. HELP. YOU KNOW, WE PUT WE GIVE YOU A LITTLE ARTICLE TO PUT INTO THE LOCAL NEWSPAPERS AND THE AND THE HANDOUTS. YOU KNOW, PUT IT, THE BANK PUT IT THE TITLE COMPANIES. YOU KNOW YOUR MORTGAGE OFFICES OF PLACES LIKE THAT APPRAISAL DISTRICT TAX OFFICE TO GET THE WORD OUT. HOW MANY YEARS OF, UM US IS A COMPANY? WE'VE BEEN DOING THIS FOR FIVE. THE COMPANY THAT.

DEVELOPED A SOFTWARE THAT WERE A PARTNER FOR THEY'VE BEEN DOING IT FOR OVER 25. YES, PLEASE. MAKE SURE IT'S ALL VERY HOW LONG IS THE PRICING? GOOD FOR? AND HOW DOES YOUR. IT'S THE IT'S THE ANNUAL SUPPORT IS 2600. ABOUT HALF A DOZEN. THAT'S ENCOURAGING. DANIEL GETS AN ANNUAL CALLS YOU, SIR. ONE TIME COST FOR YOU. THAT I THINK THE QUESTION WAS DOES THAT INCREASE EACH YEAR? YEAR OVER YEAR? SO WE HAVE AN OPTION IN THERE FOR IF SHE WANTS TO SIGN UP FOR THREE YEARS OF SUPPORT TO GUARANTEE THAT COST OVER THREE YEARS. I THINK THAT'S WHEN WE GIVE YOU A DISCOUNT ON TOP OF THAT. SO IF YOU DO A LONG TERM COMMITMENT WITH US, WE'LL GIVE YOU LESS COST IF YOU SIGN UP YOU KNOW FOR A THREE YEAR SUPPORT CONTRACT WITH US.

I THINK IN THE DOCUMENTATION ON STANDARD IS 7% A YEAR IF YOU SIGN UP FOR JUST ONE YEAR AT A TIME. WE'RE NEGOTIABLE. WE'RE A SMALL COMPANY. WE'RE NOT GONNA HOLD THAT NUMBER TO YOU. AND LIKE I SAID. CAN YOU TELL ME HOW LONG THIS PRICE IS GOOD FOR SINCE OUR BUDGET WAS JUST RECENTLY APPROVED? YES, I'LL GUARANTEE THAT PRICE, YOU KNOW, THREE NEXT YEAR, OKAY. THANK YOU, OKAY. THAT BEAM UP. MY ONE COMMENT IS THAT REALLY DIDN'T BUDGET FOR THIS AT $10,000 UP FRONT. I'M NOT SAYING IT'S SOMETHING THAT WE CAN'T BUDGET FOR. MIGHT WANNA CONSIDER BUDGING FOR IT SOUNDS LIKE A WAY TO PROTECT OUR CITIZENS FROM FRAUD. ALSO COULD BE SOMETHING I COULD KIND OF SCOUR THE BUDGET AND SEE IF WE COME UP WITH SOME MONEY. GIVEN THAT I JUST I KNOW I SOUND LIKE A BROKEN RECORD, BUT TWO BIG CRIMINAL CASES GOING ON HERE AND I HAVE NO GOOD FEEL FOR. YOU KNOW WHAT THAT'S GONNA DO TO HER CONTINGENCY? SURE NO, I UNDERSTAND. SO, UH, I KNOW IT'S GOING TO BE A LOT, SO THAT'S NOT WHAT I'M A LITTLE BIT RELUCTANT BECAUSE OF THOSE THINGS TOO. COMMIT RIGHT NOW, BUT I CAN SAY THAT I THINK IT'S A GOOD IDEA, AND WE CAN CERTAINLY LOOKING GANG IN BUDGET. DURING THE NEXT CYCLE, AND I'M NOT SURE WHAT THERESA HAS AVAILABLE IN OUR BUDGET FOR SOFTWARE RESOURCE IS AND THAT'S THE OTHER AVENUE OF TREES. YOU KNOW IF WE CAN NOT MUCH. THAT WAS A THING BECAUSE WHEN WE WERE DOING OUR BUDGET BECAUSE OF EVERYTHING THAT WAS GOING ON AND ON, BUT I KNOW BUDGET WAS TIGHT. EVERYTHING I DIDN'T YOU ASKED FOR. A LOT EXTRA WAS MORE THAN WHAT. YOU KNOW, BECAUSE OF ALL THAT, SO I WAS JUST THINKING. OR NEXT YEAR. I JUST WANTED HIM TO, YOU KNOW, GET THIS PRESENTATION AND, YOU KNOW, SHOW IT. IF YOU HAD ANY QUESTIONS ABOUT IT, HE'S BETTER TO ASK THAN ME, OKAY? THANK YOU. ONE MORE KIND OF HOWTO LEFTFIELD QUESTION. HERE IN CARVEL COUNTY. WE HAVE A LOT OF LAND TRANSACTIONS THAT OCCUR BY EXCULPATORY CONTRACTS ARE CONTRACTS FOR DATE AND I. IT'S OUR UNDERSTANDING THAT WE'VE BEEN TOLD ON OCCASION THAT THERE ARE LIMITATIONS ON HOW MANY OF THOSE CAN OCCUR. BEFORE IT'S IN VIOLATION OF. BANKING LAWS OR MORTGAGE LENDING LAWS. AND IS THERE ANY. THING THAT CAN BE CAUGHT RELATING TO THAT.

WITH 1 40 PROJECT IN THE COUPLE OF OTHER CAMPO PROJECTS, ALONG WITH TWO OTHER PROJECTS THAT I'M WORKING ON. THEY'RE NOT TRANSFER FACE AND RELATED. SO THERE'S YOU HAVE ANY QUESTIONS? YEAH. JUST NOTICED ON OUR IT SAYS NOT TRAIPSING 60,000 THINKING CONTRACT. IT HAS TO BE A. OH, YOU'RE CORRECT, COMMISSIONER. 50,000 YES, MA'AM. ALSO MOVE SUBJECT TO AMENDING. 75,000 OKAY. THANK YOU. SECOND, WE HAVE EMOTION A SECOND ALL IN FAVOR. SAY, I, UH THOSE NINE MOTION CARRIES. ADAM 20 FOR DISCUSSION ACTION TO APPROVE FINAL DRAFT ARE THE 20 CC PEOPIE 07 B FOR

[24. Discussion/Action to approve final draft of RFB20CCP07B bid for removal of Confederate Monument.]

REMOVAL OF CONFEDERATE MONUMENT. COMMISSIONERS COME ON UP, DANNY, THIS IS THIS HAS THE.

THE PACKET FOR REQUESTS FOR BIDS AND WEI HAVE ANY QUESTIONS OR COMMENTS AND NOW LET ME TAKE IT FROM HERE? YES UM, SO I RAN IT PAST. TRACY THERE DO SET AND HE ONLY HAD TWO PROVISIONS, WHICH GOES. SUPER EXCITED ONE. I'M GOING TO PASS OUT. HE RECOMMENDED THAT WE PUT A VISUAL MAP JUST FROM WHERE WE'RE TAKING THE MONUMENT OR WHERE WE'RE TAKING IT FROM IN THE LOCATION, TOO. UM, SO I. SO WHILE YOU'RE DOING THAT ANY, UM, I THINK WE NEED TO ADD A LITTLE MORE TO OUR BIDDING FOR. BID FOR REMOVAL. RELOCATION RE STABLE IS RE STABILISATION.

THOSE WERE JUST. WELL, BUT THE REST OF THAT'S LINED OUT FROM THE BODY OF THE DOCUMENTS TOXIN FOUNDATION. BUT WE CAN'T ADJUST IT WITH A FEW WORDS, BUT IT'S ALL IN THE BODY OF THE DOCUMENT. I HAVE NO PROBLEM WITH THAT. OKAY AND THE OTHER REVISION AND I HAVE CHANGED ON MY END. IT'S NOT CORRECT ON THERE. BUT IN THE ORIGINAL. WE WERE GOING TO BE RESPONSIBLE FOR THE PERMITTING AND CALDWELL COUNTY IS GOING TO BE RESPONSIBLE FOR FURTHER PERMITTING, WITH T. H C. IT'S THE HISTORIC COMMITTEE WILL NEED APPROVE. BASICALLY, WE NEED APPROVAL FROM THE HISTORIC COMMITTEE AFTER WE APPROVED THIS AND THEN WE'LL HAVE TO GO TO THE STATE FOR APPROVAL. A SWELL. IN THAT, AND I JUST WANT TO GET SO THAT EVERYBODY IS VERY CLEAR ON THIS PROCESS BECAUSE THERE'S BEEN CONFUSING ABOUT IT. FROM THE BEGINNING.

SO THE FIRST PART WAS GETTING THIS DOCUMENT PREPARED. PART TWO. WE GO OUT FOR BID, WEII RECEIVED BIDS. WE ACCEPT. PART THREE IS THAT THAT PACKAGED AND ALL THOSE VENDORS THEN GET.

[01:10:07]

ATTACHED TO THE APPLICATION FOR THE PERMIT FROM THE HISTORICAL COMMISSION THAT GOES TO THE HISTORICAL COMMISSION. THEY WILL THEN THAT ALL OF THE VENDORS THAT WE SELECT. IF THEY ACCEPT THEM, THEN THEY'LL ISSUE A PERMIT FORWARD IF THEY DENY ONE OF THOSE BENDERS THAN WE HAVE TO RE BID. THAT PORTION OF THE CONTRACT. AND WE CAN'T ACCEPT THE PROJECT. NOW IT IS WORDED THAT WE CAN CONTRACTORS CAN BID ON IT IN SEPARATE PORTIONS, SO I KIND OF BROKE IT OUT IN THREE PHASES. ONE WE HAVE TO FIRST MAKE THE UM THE AREA. OVER THE MUSEUM FOR THE MONUMENT TO BE PLACED ON TWO. WE'RE GOING TO HAVE TO THEN MOVE THE MONUMENT FROM THE COURTHOUSE ON TO THE MUSEUM ON AND THEN THREE. THEY COULD BID ALSO TO, UM LAY DOWN SOD AND, YOU KNOW. FIX OUR COURTHOUSE LAWN WORK DID IT A LOT BETTER, BUT BEFORE WE CAN ACCEPT THAT WE CAN ACCEPT ONE INDIVIDUALLY, BUT WE CAN'T MOVE FORWARD WITH THE ENTIRE PROJECT UNTIL ALL THREE ARE COMPLETED, SO. WE WOULD HAVE, TOO, IF THEY WANT TO BID ON THE ENTIRE THING.

GREAT IF THEY WANT A BIT IT INDIVIDUALLY. WE HAVE TO MAKE SURE ALL THREE INDIVIDUALS ARE ACCEPTED EACH PROJECT OR EACH PHASE BEFORE WEAKEN. PULL THE TRIGGER ON JUST ONE PARTICULAR ONE WHEN THERE'S WOULDN'T NEED SEPARATE NUMBERS. WELL, IT WOULD JUST BE A SEPARATE BIDDEN AWARDS SO WELL, I WOULD PRESENT IT TO YOU LIKE A NORMAL. A WARDER ACCEPTANCE THAT I BRING TO COURT AND YOU WOULD JUST BASICALLY EXCEPT THAT CONTRACTOR I CAN. WHAT I COULD DO IS FACES OUT A LITTLE BIT MORE, MAKE IT MORE DETAILED, JUST PHASE ONE OR FACE TO FACE THREE. I CAN PUT THAT GARBAGE IN THERE AS WELL. TO MAKE IT A LITTLE BIT MORE CLEAR. AND THEN WHEN WE BRING IT TO COURT TO AWARD I COULDN'T SAY. SO OUR WHICHEVER CONTRACTOR IS I'M RECOMMENDING FOR AWARD FOR PHASE TWO OR FACE THREE OR THE ENTIRE PROJECT ITSELF IN A COUPLE OF JUST CAREFUL ERRORS. WHEN I'M SAYS PREVIOUS BOB, HERE'S PRINCELY, STAN. IT HAS TO BE FIXED. UH I THINK I DID FIX THAT ONE AND THIS ONE BECAUSE I SAW THAT AS WELL. SO ONCE THIS GOES THROUGH, I SEE THEN IT'LL BE UP. TO INDIVIDUAL PARTIES WHO WERE WANTED TO SECURE THE FUNDS BEFORE WE. GIVE OUT THAT CONTRACT TO THE CONTRACTOR BEST BITTER. THAT'S CORRECT. THEY WILL THEY WILL, THEY WILL SECURE FINDING MAKE DONATIONS IN THE COUNTY. WE'VE SET UP YOU'LL SEE HERE. IT'S A LITTLE BIT. TWO ACCOUNTS ONE FOR THE MONEY COMING IN ONE FOR THE MONEY GOING OUT. AND THEN WE'LL PROCEED WITH THE PROJECT, SO WE NEED TO KIND TO KIND OF LET THAT THESE BIDDERS KNOW THAT THIS IS WELL IN THE COUNTY WILL PAY THE BILLS. THE MONEY COMES INTO THE COUNTY THAT WE PAY THEM. OURS, BUT WE HAVE TO MAKE SURE WE GET OUR MONEY IN THAT ACCOUNT FIRST BEFORE WE TELL WAY WON'T AWARD YEAH, WELL WILL AWARD IN THE BED. BUT WE WON'T BEGIN UNTIL THAT HAPPENS. YOU JUST. STAND. YEAH, NO, I UNDERSTAND IT'S GOING TO BE IT'S NOT GOING TO BE OVERNIGHT PROCESS BY ANY MEANS. YEAH, IT'S A DIFFERENT SITUATION, RIGHT? UM, SO THAT'S GOING TO BE DOWN THE ROAD RIGHT NOW. WE'RE JUST TRYING TO ATLEAST GET THE BIT OUT THERE FOR US TO GET A GOOD IDEA ON WHAT THIS PROJECT IS GOING TO COST. YOU HAVE QUESTIONS, MRS. I JUST THINK I JUST WON'T MAKE IT KNOWN. WHEN WE TALK ABOUT THE HISTORICAL COMMISSION OR TALK ABOUT THE STATE HISTORICAL COMMISSION COMMISSION. THAT'S JUST TO CLARIFY THAT FOR THE RECORD WAY NEEDED STATED IMPLICITLY. ALL RIGHT. ANY OTHER QUESTIONS OR COMMENTS. HEY, NOT GONNA LOOK FOR A MOTION TO APPROVE THE FINAL DRAFT OF OUR. BEING 20 CC 07 B WITH THE AMENDMENTS THAT CHRIST THEIRSELF MENTIONED. SO DO WE HAVE A MOTION TO APPROVE? SOME OF IT. WE HAVE EMOTION. DO WE HAVE A SECOND? NOW SECOND. HAVE EMOTION AND SECOND ALL IN FAVOR, SAY AYE. THOSE NINE MOTION CARRIES. THANK YOU.

DISTRICT ATTORNEY'S OFFICE TO NEGOTIATE EXECUTE. RELEASE AGREEMENTS AND WAIVERS RELATED.

TO EXPECTIONS UNDER TEXAS CODE OF CRIMINAL PROCEDURE ARTICLE 55.0 D UP, TOO. $5000 J DAY CARE TO EXPLAIN THAT ONE? YES SIR. THINK JUDGE. WE HAD A GENTLEMAN. SO WHAT HAPPENED WAS THERE WAS A CLERICAL ERROR AT SOME POINT AND THE. RECORDKEEPING PROCESS FOR CRIMINAL RECORDS. SOMEBODY ENTERED A WRONG KEY. SOMETHING HAPPENED AND IT CREATED A RECORD THAT WAS APPLIED TO THIS GENTLEMAN THAT WASN'T ACCURATE, AND IT WAS ACTUALLY SOMEBODY ELSE'S REALLY RECORD. IT RESULTED IN HIM BEING ARRESTED BY ACCIDENT DUE TO THIS CLERICAL MISTAKE. HE BONDED OUT ACCOSTING SOME MONEY. I THINK YOU MIGHT HAVE MISSED HIS TIME WORKING. POSSIBLY LOST HIS JOB. WHAT WE'RE DOING IS THE LAW WILL ALLOW EXPANSION PROCEDURE SO THAT WE CAN HAVE. REMEDY THAT FROM HIS RECORD TO MAKE SURE THAT IT SHOWS THAT THIS ARREST IS NOT A VALID ARREST, AND WE'RE ALSO GOING TO BE NEGOTIATING WITH HIM TO HAVE SOME KIND OF SETTLEMENT TO COMPENSATE HIM FOR THE INCONVENIENCE THAT HAS CAUSED TWO POSSIBLY PUT MONEY BACK IN HIS POCKET FOR THE BOND. UM, AND IT'S A MOTHER EXPENSES THAT HE'S OCCURRED MATCHING YOU PROOF THAT THIS HAS HAPPENED BEFORE HAPPENS. OCCASIONALLY, AS YOU MIGHT IMAGINE. THERE IS A PROCEDURE FOR THIS IN PLACE. I'M JUST ASKING THE AUTHORITY OF THE D A'S OFFICE TTO BE ABLE TO NEGOTIATE AN INTERN TO A WAIVER AGREEMENT WITH HIM. MS MYERS IN QUESTIONS. I'M NOT LOOKING FOR A MOTION TO APPROVE ITEM 31. [32. Discussion/Action to discuss updating the Caldwell County Indigent Burial Policy.]

INDIGENT BURIAL POLICY. COMMISSIONER SELTEN. VERY APPROPRIATELY POINTED OUT THAT WE HAVE A WIDE RANGE OF PLEASE. THAT VERY FROM. MORTUARY MORTUARY FOR CREMATIONS. WHERE WE'RE SEEKING THE COURT'S APPROVAL, TIO. DISCUSS AND BEGAN UPDATING THAT POLICY. AND POSSIBLY AT SOME POINT, GO OUT FOR BID AND TRY TO GET HIM UPSET THIEF WHAT THAT'S GONNA COST THE COUNTY. LEAVE THE LESS POLICY THAT WAS DONE THROUGH THE COUNTY WAS ON AUGUST 17 2007, AND AT THAT TIME THEY DID APPOINT, UM, FUNERAL HOME. BUT I THINK ALONG THE WAY IT GOT LOST IN THE TRANSITION OF WHAT WENT ON AND BEING WE'VE HAD SOMEBODY VERY DIFFERENT HOMES I THINK YOU KNOW, COULD DECIMATE. GET ALL OF OUR CLOTHES TO BID ON AND EXCEPT ONE, AND THEN WE'LL NOTIFY EVERYBODY INVOLVED. J P'S NURSING HOMES, HOSPITALS. BECAUSE, YOU KNOW, WE NEED TO PUT THIS BACK IN A PROPER ORDER BEING TAKEN CARE OF. THERE WAS, THERE'S QUITE A FEW ERRORS THEY HAD. IN THEIR DEAL ON AUGUST 17 AND I SAID, I'M ALREADY VERY THOROUGHLY. SO I THINK, YOU KNOW, GETTING WITH J. J. WOULD BE A GOOD ONE TO GET WITH ABOUT THIS DOCTOR, THIS THING UP FIX IT. AND THEN WE GET A WHOLE LOT BETTER. COMMISSIONERS ANY DISCUSSION?
