FIRST OF ALL, I'M PLEASED TO REPORT TO YOU THAT WORK HAS BEGUN ON THE FINAL HURRICANE HARVEY PROJECT, WHICH IS THE HARWOOD ROAD CALDWELL PROJECT WORK.
WE'RE EXPECTING THEY'RE INSTALLING SOME GATES AND FENCING FOR THE LANDOWNER AND THEY'RE WORKING ON THE DETOUR THEY'RE GOING TO BE SETTING UP ON THAT ROAD AND THAT SHOULD BE SETUP THIS WEEKEND.
THEY'LL BE WORKING WITH THE SHERIFF'S OFFICE TO ADVISE PUTTING DETOUR SIGNS UP AND PREPARING WORK FOR HARWOOD ROAD CALDWELL PROJECT.
I'M GLAD TO SEE THAT PROJECT UNDERWAY.
THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION HAS AWARDED ITS FIRST TWO GRANTS.
THESE WERE GRANT APPLICATIONS THAT WERE SUBMITTED TO US BECAUSE OF SOME TIME-SENSITIVE NEED.
AT IT'S NOVEMBER 18TH MEETING, THE BOARD AWARDED TWO GRANTS, $2,891 TO THE ALIVE ON PURPOSE MINISTRIES ON BEHALF OF THE RETIRED NURSES OF CALDWELL COUNTY.
IT'S TO FUND CERTIFIED NURSE'S AID TRAINING.
WE ALSO AWARDED $15,000 TO THE NEWLY CREATED CALDWELL COUNTY ANIMAL COALITION TO FUND SIX SPAY NEUTER CLINICS THIS COMING YEAR.

I'M ALSO PLEASED TO ANNOUNCE THAT THE ST. DAVID'S FOUNDATION HAS AWARDED THE CALDWELL COUNTY COMMUNITY SERVICES FOUNDATION A GRANT OF $91,810 FOR THE FOLLOWING ACTIVITIES, WE WILL BE CONDUCTING SIX TWO DAY GRANT WRITING WORKSHOPS THROUGHOUT THE COUNTY THIS COMING YEAR.PROPOSED WORKSHOP SITES RIGHT NOW INCLUDE MCMANN, MARTIN DALE, LYTTON SPRINGS, HULEN, LOCKHART, AND LULING.
THIS WILL GUARANTEE AT LEAST ONE WORKSHOP IN EACH PRECINCT IN THE COUNTY.
AS A NEW STARTUP WE'RE GOING TO USE SOME OF THE FUNDS TO PURCHASE SOME EQUIPMENT WE NEED.
WE NEED A LAPTOP, WE NEED A PROJECTOR, WE NEED A SCREEN SO WE CAN DO REMOTE TRAINING AND SO FORTH, VPN.
WE'RE ALSO GOING TO BE CONTRACTING WITH A GRANT WRITER THAT WILL BE AVAILABLE TO HELP THE NON-PROFITS IN CALDWELL COUNTY WRITE RAMPS AND ALSO FIND FUNDING SOURCES FOR THEIR PROJECT.
THAT IS SOMETHING CERTAINLY OUR OFFICE CAN DO BUT WE WOULD BE INUNDATED WHEN WE HAVE THAT.
WE HAVE SOME RESOURCES NOW FROM THE ST. DAVID'S FOUNDATION TO HELP US CONTRACT WITH SOMEONE TO DO THAT.
THEN I MENTIONED IN SOME PREVIOUS DISCUSSIONS, THERE ARE OVER 291 REGISTERED NON-PROFIT ORGANIZATIONS IN CALDWELL COUNTY.
THAT LIST NEEDS TO BE UPDATED, PURGED.
SOME OF THOSE ORGANIZATIONS NO LONGER EXIST. WE'VE ADDED NEW ONES.
WE'RE GOING TO CONTRACT WITH SOMEONE THAT CAN HELP US PURGE THAT LIST AND COME UP WITH A FRESH, ACCURATE, CURRENT DATABASE OF NON-PROFITS IN THE COUNTY.
THEN WE'RE GOING TO USE SOME OF THE MONEY TO BEGIN SOME NETWORKING AMONG ALL OF THE NON-PROFITS IN THE COUNTY, INCLUDING SPECIAL WORKSHOPS THAT WE CAN HELP THEM WITH SOME NON-PROFIT ORGANIZATION MANAGEMENT SKILLS THAT WE'VE IDENTIFIED THAT THEY MIGHT NEED.
DO A NEWSLETTER ON A QUARTERLY BASIS AND JUST DO SOME NETWORKING WITH ALL THOSE NON-PROFITS WITHIN THE COUNTY.
THE GRANT DURATION ON THAT ST. DAVID'S FOUNDATION GRANT IS JANUARY 1ST 2022 TO DECEMBER 31ST OF 2022.

RECALL THAT I HAD TO ADDRESS THE COURT TWICE SEVERAL MONTHS AGO WITH REGARD TO SAFETY CONCERNS WITH THIS DEVELOPMENT FOR BOTH EXISTING AND NEW NEIGHBORS.
THE BASIC RESULT WAS THAT THE PLANT WAS UNANIMOUSLY APPROVED AS IS ANYWAY, WITH SOME VERBAL ASSURANCE THAT DRIVEWAYS IN QUESTION WOULD NOT BE INDIVIDUAL BUT RATHER SHARED.
IF MY MATH IS CORRECT, 28 DIVIDED BY 2 EQUALS 14 WITH POSSIBLY TWO MORE TO ADDRESS THE MOST DANGEROUS SPOT, THE TOP CREST OF THE HILL.
AS OF A FEW WEEKS AGO, THERE WERE 22 PIPES AND 23 OR 24 PLUS ENTRANCES, AND THERE WERE STILL A FEW LOTS ON DEVELOPMENT.
I SPOKE TO SEVERAL RESPONSIBLE COUNTY AUTHORITIES WITH REGARD TO VIOLATIONS IN THIS DEVELOPMENT OVER THE LAST FEW MONTHS WITHOUT MUCH ACTION.
FINALLY TO COMMISSIONER SHELTON WHO PURSUED AN UPDATE KUDOS AND THANK YOU TO HER FOR PURSUING THIS.
SHE HAD THE ROAD UNIT FOLKS CHECK ON THE PERMITS THEY ISSUED VERSUS WHAT HAD OCCURRED.
IN THE LAST WEEK OR SO, I HAVE NOTED THAT THE ENTRANCES HAVE BEEN REDONE AND REDUCED, BUT CERTAINLY NOT TO 14.
AS OF THIS MORNING, THERE ARE 19 PIPES, BUT A LOT STILL SEEM TO BE UNDEVELOPED.
UNFORTUNATELY, THE MOST EGREGIOUS EXAMPLE WITH THE CREST OF THE HILL IS BACK TO A WORST-CASE SCENARIO.
FOLKS, IT'S NOT A MATTER OF IF BUT WHEN AN ACCIDENT IS GOING TO OCCUR THERE.
APPARENTLY, IT IS AN ISSUE DUE TO THE PLACEMENT OF THE UTILITY POLES.
THIS IS A SIMPLE MATTER OF COMMUNICATION AND CONFIRMATION.
I WILL AGAIN STATE THAT IT IS TOTALLY INSUFFICIENT AND IRRESPONSIBLE FOR ANYONE TO SIT IN AN OFFICE PROPOSE, AND PROVIDE AND APPROVE ANY PLOT WITHOUT A SITE VISIT BY ALL THE INTERESTED PARTIES.
ADDITIONALLY, SINCE WE HAVE NO REQUIREMENT FOR ANGLE ENDS CAP WITH CONCRETE APRONS, IT'S A GIVEN THAT WITHIN A YEAR, ONE OF THE FEW SECTIONS OF FUNCTIONAL BAR DITCH AND PAVED ROADS IN THAT PART OF THE COUNTY IS GOING TO BEGIN TO DEGRADE.
SOME OF THE NEW PIPES ARE ALREADY RESTRICTED.
IN ADDITION TO THE AFOREMENTIONED VIOLATIONS, THERE'S BEEN A RESIDENCE THERE FOR FOUR MONTHS NOW WITH NO SEPTIC SYSTEM, AND ANOTHER PLOT WITH WHAT APPEARS TO BE AN OUTHOUSE.
CONVERSELY, THERE ARE A FEW LANDOWNERS THAT ARE SIMPLY TRYING TO FOLLOW THE SIMPLE BASIC RULES.
FOR THE RECORD, I REPEATEDLY ADDRESSED THIS COURT OVER 20 YEARS AGO WITH CONCERNS OVER THE LAX DEVELOPMENT RULES AND ENFORCEMENT THEREOF.

CURRENTLY OUR LAYOUT IS SHOWING ROUGHLY 1,300 LOTS, PROBABLY A LITTLE BIT LESS THAN THAT AS WE GET INTO SOME FINE TUNING OF THE PROJECT.
BUT OVERALL, WE'RE REALLY INCORPORATING THE CLEAR FORK RANCH CREEK THAT RUNS THROUGH THE MIDDLE OF PROJECT, LEAVING ROUGHLY 133 ACRES OF OPEN SPACE THAT WE'RE GOING TO PROGRAM IN WITH PARKS AND TRAILS, AND MAINTAIN ALL THE INTEGRITY OF THAT AREA.
THE LARGE TREES THERE, WE REALLY WANT TO INCORPORATE THAT AS PART OF THAT OPEN SPACE.
AS PART OF THE PROJECT AS WELL, WE'VE GOT A 15 ACRE SCHOOL SITE THAT WE'LL BE WORKING WITH LOCKHART ISD ON.
WE'VE SPOKEN TO THE SUPERINTENDENT SEVERAL TIMES AND REALLY LANDED ON THIS AREA OVER HERE OFF OF BORCHERT LOOP THAT PROVIDES TWO POINTS OF ACCESS TO THE SCHOOL.
TRAFFIC FLOW IN AND OUT OF THE SCHOOL SITE, AND OPERATIONS DO COME INTO PLAY, WOULD BE HELPFUL TO THE SCHOOL DISTRICT THERE.
IT'LL BE A MIX OF 40S, 45S, 50S, AND 60S, SO A GOOD VARIETY OF LOT POSITIONS IN HERE.
WE AT PERRY HOMES LIKE DEEPER LOT THAN MOST OF THE BUILDERS.
WE LOOK FOR AT LEAST A 125 FEET.

IT MUST BE ILLEGAL BECAUSE THAT'S PART OF CALDWELL COUNTY, OR THE APPRAISAL DISTRICT PUT SOMETHING ON THE MAP SO THAT MUST BE IN THAT.
THE INTENT WAS TO ALLOW DIVISION ON ROADS THAT HAD BEEN APPROVED BY COMMISSIONERS COURT AND THAT LANGUAGE WAS SPECIFIC TO ROADS THAT WERE ON THE COUNTY UNIT ROAD MAP OR HAD BEEN APPROVED BY PLAT, EITHER WITH A PUBLIC ROAD OR PRIVATE ROAD.
BECAUSE THEY WANTED TO IMPROVE PRIVATE ROADS NOW.
THEY HAD MAINTENANCE ADDRESSED AS PART OF THE CREATING OF THE ROADS.
PROBABLY A YEAR, A YEAR-AND-A-HALF AGO, THAT GOALPOST GOT MOVED AND SAID, WELL, THERE WAS SOME OLD HISTORIC MAPS FROM THE EARLY '90S AND BEFORE THAT, THAT TEXT DOT WOULD COME TO EVERY COUNTY AND SAY, "HEY, WE WANT A MAP OF ALL ROADS IN YOUR COUNTY FOR CREATING," AND THIS WAS ALL, AGAIN, BEFORE THE 911 ADDRESSING AS AGGRESSIVE AS IT IS.
BUT IT WAS A MATTER OF PUBLIC SAFETY IN ORDER TO FIGURE OUT WHERE ROADS WERE SO PEOPLE COULD FIND THEIR WAY AROUND.
WE APPROVED THE SUBDIVISION OFF OF PEBBLESTONE BASED UPON THE COMMISSIONERS COURT HAD SENT TO TEXT DOT IN 1993, A MAP SHOWING PART OF PEBBLESTONE THAT'S NOT PUBLICLY MAINTAINED AND WAS HISTORICALLY AN EASEMENT ON THAT MAP.
THIS CONTINUES TO MOVE THE REALM FROM THAT TO EASEMENTS.
I'M NOT TRYING TO SAY NO TO ANYTHING IN PARTICULAR.
IN MY WORLD, WHEN IT COMES FOR A PERMIT, IT EITHER STRICTLY FOLLOWS, EITHER SOMEONE CAN FIND ME A MAP WHERE COMMISSIONERS COURT APPROVED THIS AS A ROAD, AND THEN THEREFORE IT'S, TO ME IN MY REVIEW, LEGAL FOR SUBDIVISIONS, FAMILY LAND GRANTS, PARTITIONS, STATE PLAN, EVERYTHING OR IT'S NOT.

WE HAD SOME RESTRICTIONS WITH ENTERING COUNTY FACILITIES AND WE HAD SOME DIFFICULTIES THAT WE HAD TO OVERCOME, BUT WE WERE STILL ABLE TO STAY ON TRACK.
THAT IS A WONDERFUL TESTAMENT TO ALL OF THE COUNTY PARTNERS WE WERE WORKING WITH AND ALSO WITHIN JOHNSON CONTROLS.
THE FINANCING WAS SECURED THROUGH THE CERTIFICATE OF OBLIGATION IN AUGUST, THE CONTRACT WAS SIGNED IN JUNE OF '20.
THEN WE GOT OUR NOTICE TO PROCEED IN SEPTEMBER, 2020 [NOISE] AND WE DID COMPLETE CONSTRUCTION IN AUGUST, OF THIS YEAR, SO AGAIN, WE ARE ON TRACK.
YOU MAY REMEMBER THE IMPROVEMENTS THROUGH THIS PROJECT INCLUDED LIGHTING UPGRADES, INTERIOR, AND EXTERIOR COUNTYWIDE, THE REPLACEMENT OF 34 HVAC UNITS AROUND THE COUNTY.
HOPEFULLY, THE BUILDINGS THAT YOU'VE BEEN IN WERE THOSE WERE REPLACED, YOU'VE NOTICED AN IMPROVEMENT IN COMFORT.
WE DID REPLACE SOME STAND-ALONE THERMOSTATS COUNTYWIDE.
SPECIFICALLY AT THE JAIL, WE DID SOME WATER CONSERVATION IMPROVEMENTS AND INSTALLED NEW ISOLATION VALVES ON THE DOMESTIC PIPING IN THE JAIL, WHICH WAS A BIG ITEM THAT NEEDED TO BE ADDRESSED.
WITHIN ALL OF THOSE ITEMS, SOME ENERGY SAVINGS AND OPERATIONAL SAVINGS WERE CREATED.
ONE THING THAT I WANTED TO POINT OUT, FIM, STANDS FOR FACILITY IMPROVEMENT MEASURE.
OUT OF ALL OF THE FIMS THAT WERE IMPLEMENTED THAT I'VE MENTIONED ON THE PREVIOUS SLIDE, YOU'LL NOTICE THAT LIGHTING CREATED A LARGE AMOUNT OF SAVINGS, WHICH WE DID EXPECT.
BUT WHEN YOU COMBINE THE ISOLATION VALVES IN THE WATER UPGRADES SPECIFICALLY AT THE JAIL, THAT IS A HUGE CHUNK OF SAVINGS IN THIS PROJECT.
I WANTED TO COMMEND ALL OF YOU, YOU MAY REMEMBER WHEN I CAME AND PRESENTED AFTER OUR PROJECT DEVELOPMENT BEFORE THE CONTRACT WAS APPROVED IN JUNE OF '20, YOU HAD THE OPTION OF INCLUDING THE WATER CONSERVATION MEASURES OF THE JAIL AS AN ADDITIONAL MEASURE, AND YOU VOTED TO INCLUDE THAT.
THAT WAS A GREAT MOVE BECAUSE IT CREATED A LOT OF SAVINGS, [BACKGROUND] AT THE JAIL ALONE.
I'VE HEARD JUST IN CONVERSATIONS THAT THE UTILITY BILLS AT THE JAIL ARE ALREADY COMING BACK, MAYBE HALF OF WHAT THEY WERE BEFORE.
YOU'RE SEEING SUBSTANTIAL SAVINGS FROM ALL OF THESE MEASURES BEING IMPLEMENTED.
NOW, THIS SLIDE IS JUST TO PROVIDE AN EXAMPLE OF, ANYTIME YOU GO IN AND UPGRADE INFRASTRUCTURE IN YOUR FACILITIES, YOU ARE CREATING SOME ENERGY SAVINGS,

WE NEEDED TO ABSORB THOSE ELECTION PRECINCTS INTO OTHER ELECTION PRECINCTS.
ALSO, AS WE WERE GOING THROUGH AND LOOKING AT THE NUMBERS THAT WE HAD IN THOSE ELECTION PRECINCTS, WE FOUND THAT SOME OF THEM WERE CONSIDERABLY LARGER THAN THE OTHER ONES.
WHAT WE DID IS WE LOOKED AT THOSE ELECTION PRECINCTS AND WE MOVED THOSE INTO AND COMBINED THOSE OR DIVIDED THOSE INTO OTHERS TO BRING THOSE NUMBERS WHERE WE THOUGHT THEY MIGHT BE.
WHEN WE STARTED, WE HAD 31 COUNTY ELECTION PRECINCTS.
WHEN WE GOT THROUGH, WE HAD 24 COUNTY ELECTION PRECINCTS.
WE REALLY REDUCED THOSE TO WHERE THE STANDARDS THAT THEY ACTUALLY NEEDED TO BE.
WE DON'T HAVE ANY OF THOSE ELECTION PRECINCTS THAT ARE UNDER 500 AT THIS POINT, WHICH IS, AS WE CONTINUE TO GROW, THOSE NUMBERS WILL CONTINUE TO GROW AND WE'LL BE ABLE TO ADD TO THOSE.

WHEREAS SPECIAL COUNSEL AND THE STATE OF TEXAS HAVE RECOMMENDED THAT THE THAT THE CALDWELL COUNTY COMMISSIONERS COURT SUPPORT THE ADOPTION AND APPROVAL OF THE JANSSEN SETTLEMENT AND ITS ENTIRETY.

WHEREAS EVEN THOUGH THE PAYMENTS FROM JANSSEN SETTLEMENT REFLECTS PARTIAL COMPENSATION AND CALDWELL COUNTY FOR PAST DAMAGES IT HAS SUFFERED OR FOR FUTURE DAMAGES THAT IS LIKELY TO INCUR GIVEN THE RISK OF LITIGATION.THE FACT THAT THIS IS A SETTLEMENT WITH ONLY ONE GROUP, A DEFENDANT'S, THE FACT THAT IT IS TO THE BENEFIT OF TEXAS AND THE COUNTY AND ITS RESIDENTS, AND THAT IT REDUCES THE RISK ASSOCIATED WITH PAY OVER TIME PROVISIONS.
