>> OKAY. WITH THAT, WE'LL GO TO ITEM ONE, WORKSHOP TO DISCUSS CURRENT AND FUTURE COUNTY BUDGET NEEDS AND ANTICIPATION OF UPCOMING FY 2023 BUDGETING PROCESS.

COMMISSIONERS, WE TALKED ABOUT IN THE LAST SESSION, TALKING ABOUT WHAT OUR PRIORITIES ARE, I THOUGHT IT MIGHT BE HELPFUL IF WE JUST WENT AROUND THE HORN ONE AT A TIME, GAVE OUR PRIORITIES AND IF SOME OF THEM COALESCED AND WE CAN IDENTIFY THE TOP ONES. GO AHEAD.

MY PRIMARY PRIORITY THAT I'VE NOTICED AND I KNOW THIS IS GOING TO BE DUPLICATED, IS SAYING WHAT WE CAN CHANGE OR COME UP WITH ON THE DEVELOPMENT SIDE AS FAR AS OUR DEVELOPMENT SERVICES, HOW WE HANDLE THAT GOING FORWARD, ANYTHING FROM THE CURRENT STATUS THAT WE HAVE, WHICH I THINK NEEDS SOME CHANGES AND HOW THAT LOOKS GOING FORWARD INTO THE FUTURE DEALING WITH WHAT WILL UNDOUBTEDLY JUST BE EVER QUICKENING PACE [OVERLAPPING] SO TO SPEAK.

THAT'S FIRST PRIORITY.

ANOTHER PRIORITY THAT I HAVE OBVIOUSLY, WE'VE TOUCHED ON THIS IN SEVERAL MEETINGS BEFORE, BUT FURTHER COMMITMENT INTO UNIT ROAD TO MAYBE SEE WHAT WE CAN DO ON MAYBE ACCELERATING SIMILAR PAVING SCHEDULES THAT WE HAVE TO TRY TO GET THAT A LITTLE BIT FURTHER DOWN THE ROAD SO TO SPEAK.

JUST TO SEE IF WE CAN MOVE THAT NEEDLE A LITTLE BIT QUICKER.

I THINK THAT'S BEEN A CONCERN FOR RESIDENTS HERE AS OF LATE AND I THINK WE SHOULD AT LEAST SPEND SOME TIME FOCUSING ON THAT.

>> THANKS. ONE OF MY BIGGEST PET PEEVES FOR THIS COUNTY AND HAS BEEN FOR THE THREE AND HALF YEARS I'VE SET UP HERE, AND I'VE SAID IT OVER AND OVER, I THINK WE REALLY SHOULD ENTERTAIN LOOKING FOR A HIRED ENGINEER BECAUSE OF OUR DEVELOPMENT STATUS WE HAVE IN THIS COUNTY.

WE ARE PUTTING OUT A LOT OF MONEY TO DIFFERENT ENTITIES TO PAY FOR THINGS WE DO IN DEVELOPMENT THAT AN ENGINEER COULD COVER.

AN ENGINEER COULD ALSO ASSIST IN THE ROAD UNIT, AND I AGREE WITH COMMISSIONER WESS MORE IN THAN THAT WE PUT SOME FOCUS IN OUR ROADS AND GET THEM BETTER.

BUT I THINK AN ENGINEER WOULD BE AN ALL AROUND PERSON TO HELP ASSIST IN WHAT WE NEED.

I HAVE 50 PERCENT OF THIS COUNTY, THE SOUTHERN PART AND I HAVE NEVER ONCE ASKED EWEAC TO HELP ME WITH ANYTHING WITH TEXT DOT.

I'VE DONE IT ALL MYSELF.

I CALL THEM, I TALKED TO THEM, AND THEY'VE ADDRESSED EVERY ISSUE THAT I'VE CALLED.

I KNOW THAT HE'S PROBABLY HELPED A LOT IN THE NORTHWEST QUADRANT BECAUSE THERE HAS BEEN A LOT OF STUFF GOING ON UP THERE.

I'M NOT SAYING HE'S NOT BEEN.

BUT IF WE HAD A HIRED ENGINEER, THEN THAT WOULD ALSO TAKE THAT MONEY AND PUT IT BACK INTO AN ENGINEER'S BUDGET.

I FEEL THAT'S MY VERY TOP NUMBER ONE PRIORITY IS THIS COUNTY NEEDS AN ENGINEER.

MY SECOND ONE IS IN THE INNER DEVELOPMENT WITH CASEY, I FEEL THAT IN HER DEPARTMENT SHE WEARS ABOUT SIX HATS AND A LOT OF THE PEOPLE IN THE COUNTY DID NOT KNOW THE HAT SHE WEARS.

I THINK SHE NEEDS MORE STAFF BECAUSE SHE HAS AN OVERLOAD.

SHE'S PROBABLY GOING TO NEED A PLACE BIGGER TO GO TO TO PUT WHAT SHE HAS.

OUR GROWTH IS HERE, WE'RE SEEING IT IN IT IS NOT SLOWING DOWN FOLKS, IT'S COMMON.

THAT'S WHERE MY TOP THREE PRIORITY, WOULD BE AN ENGINEER FOR THE COUNTY, HELP FOR CASEY MORE THAN ONCE SHE'S ALLOTTED SO SHE CAN PUT DUTIES OUT TO THOSE, AND ALSO OUR ROAD UNIT

AND MAKING SURE THAT WHEN WE GET OUR DEVELOPMENT ORDINANCE PROPOSED TO US, THAT WE PAY CLOSE ATTENTION, TAKE OUR TIME, WE READ IT, AND UNDERSTAND IT, AND MAKE SURE WE'RE DOING THAT CORRECTLY.

>> I FULLY AGREE WITH THE DEVELOPMENT SERVICES GROUP.

NEEDS A LOT OF ATTENTION THIS YEAR.

I'VE ALWAYS AGREED ABOUT HAVING AN ENGINEER ON STAFF.

WE TRIED THAT BACK IN 2016, BUT I THINK PART OF THE FAILURE OF THAT WAS THE PERSONNEL WE HIRED AND THEN THE CLEAR DIRECTION FROM THE COMMISSION AS TO THE DUTIES AND OVERSIGHT OF THAT PERSON.

NOW ALL OF THE STAFF NEED TO UNDERSTAND THAT GOING IN SO THAT THERE'S NO QUESTION AS TO WHAT THAT PERSON DOES AND DOESN'T DO.

WE NEED TO SPEND SOME TIME ON THAT, SO THAT THE CONFLICTS THAT HAPPENED IN 2017 DON'T START RE-ARISING.

I THINK WE'VE MADE HUGE STRIDES ON GETTING ROADS PAVED AND GETTING THEM IN BETTER CONDITION IN THE COUNTY AND CREDIT TO DONALD AND HIS STAFF ON THAT.

I'D LIKE TO PUT MORE RESOURCES TO THAT IF POSSIBLE.

I THINK THAT'S ONE OF OUR CORE DUTIES AND I'D LIKE TO SEE THAT HAPPEN.

I'D LIKE TO SEE US WORK WITH MIKE AND HIS FOLKS, THE SHERIFF'S DEPARTMENT, ON SOME OF THE NOISE AND NUISANCE ISSUES THAT WE HAVE OUT IN THE COUNTY AND WORK COOPERATIVELY WITH MIKE IF WE NEED TO FIND ANY ADDITIONAL THINGS TO HELP IN THAT AREA.

I'D LIKE THAT TO BE ON THE RADAR.

THEN THE ENVIRONMENTAL TASK FORCE.

I THINK THAT'S PROBABLY ONE OF THE MOST SUCCESSFUL DEPARTMENTS THAT THE COUNTY HAS STARTED.

IT'S SOMETHING THAT EVERYONE IN THE COUNTY IS INTERESTED IN ROOTING FOR THE SUCCESS OF THAT.

I'D LIKE TO HAVE CONVERSATIONS AS TO WHAT IF ANYTHING WE NEED TO IMPROVE OR ALLOCATE TOWARD THAT TO HELP THEM DO THEIR JOB.

>> OKAY. ON THAT LAST NOTE, I SPOKE TO FRED YESTERDAY AND HE WANTS TO HAVE A SIT DOWN AND WE MAY ASK HIM TO COME IN HERE TOO, ALONG WITH ME AND MR. LUNA.

THEY WANT TO GO THROUGH AND TALK ABOUT WHAT'S WORKED, WHAT THEIR CHALLENGES HAVE BEEN, AND REFINE HOW WE DEAL WITH THAT PART IN THAT DEPARTMENT.

I CAN TELL YOU ONE OF THEM, FOR INSTANCE, AND MICHAEL, THEY ISSUE A WARRANT FOR AN ARREST, BUT THEN THEY DON'T HAVE A CAR TRANSPORT [LAUGHTER].

THEY'VE GOT A COORDINATE WITH ISO, "WE NEED YOU TO GO PICK SOMEBODY UP." THEY'VE GOT TO FIGURE OUT HOW THEY'RE GOING TO DO THAT AND THAT'S A FRUSTRATION FOR BOTH DEPARTMENTS AND SO THAT MAYBE SOMETHING WE NEED TO LOOK AT.

ACTUALLY GIVING THEM A WAY TO GO AND SERVE THEIR WARRANT WHEN THEY ARREST THAT PERSON AND TAKE HIM TO THE JAIL.

THEY DON'T HAVE A MECHANISM TO DO THAT RIGHT NOW.

MIKE'S GUYS, AS WE ALL KNOW ARE SUPER BUSY AND SO THOSE THINGS HAPPEN WHEN THEY HAPPEN AND SO THEY HAVE TO COORDINATE.

I'M GOING TO GO OUT THERE AND TRY AND GIVE THIS GUY, I NEED YOU TO HAVE A UNIT ON STANDBY.

THAT'S NOT AN EFFICIENT WAY TO DO THAT AND IT'S NOT FAIR TO YOUR DEPARTMENT.

IT DIDN'T DO ME NO GOOD TO TELL THEM WE GOT A ROAD ADMINISTRATOR.

COMMISSIONERS THEMSELVES DON'T DO THIS ANYMORE.

BUT IT DIDN'T MATTER THEY KEPT ON DOING IT.

THAT'S A VERY IMPORTANT ONE, IS THAT WE PAY ATTENTION TO THAT DEPARTMENT AND WORK WITH CASEY AND EITHER GET AN ENGINEER OR A PLANNER, EITHER ONE IS FINE WITH ME.

IF WE COME TO THE CONCLUSION FOR SOME REASON WE CAN'T AFFORD AN ENGINEER THEN SURELY WE CAN AFFORD A PLANNER.

UNIT ROAD IS A BIG ONE FOR ME THIS YEAR.

WE WORKED REALLY HARD WITH THE SO AND WE STILL HAVE WORK TO DO THERE.

BUT THIS WILL HELP ME ONCE WE BEGIN TO SIT DOWN AND HAVE MEETINGS WITH EACH DEPARTMENT TO GET FOCUSED ON WHERE YOUR ALL PRIORITIES ARE AND PAY PARTICULAR ATTENTION TO THOSE DEPARTMENTS AS WE'RE PUTTING TOGETHER A BUDGET.

THEN AS WE BRING THEM BACK TO YOU DURING WORKSHOPS, I HOPE THAT YOU'LL WEIGH IN AND SAY THAT'S GOOD ENOUGH OR WHERE WE NEED TO DO MORE OR MAYBE YOU WENT TOO FAR, [LAUGHTER] WHATEVER THE CASE MAY BE, [NOISE] AND GOING FORWARD.

OUR GAS BILLS FOR THE ROAD UNIT ARE EXPENSIVE BUT WE HAVE TO DO IT, WE HAVE TO USE IT.

WE REALLY WILL HAVE TO THINK ABOUT WHAT DO YOU THINK YOU MIGHT NEED IN YOUR DEPARTMENTS? ARE YOU GOING TO NEED ANOTHER ROAD UNIT, [INAUDIBLE] HELP YOU WITH ALL THE EXTRA ROADS WE GOT COMING IN? THE SHERIFF GOING TO NEED SOME MORE DEPUTIES BECAUSE OF THE CRIME WE'RE GOING TO HAVE BECAUSE OF THE POPULATION GROWTH.

WE'RE SEEING A LOT OF POPULATION GROWTH AND WE'RE SEEING A LOT OF CRIME, WE'RE SEEING A LOT THAN WE [NOISE] HEAR ON THE NEWS.

I JUST WANT ALL OF THE ELECTED OFFICIALS AND THEIR STAFF BELOW THEM OR ANYBODY THAT HAS STAFF BELOW THEM, OTHER DEPARTMENTS PAY CLOSE ATTENTION TO THAT.

GIVE US A REALLY GOOD DESCRIPTION AS TO WHY? JUSTIFY WHY YOU FEEL THAT'S NECESSARY SO WE CAN SEE IF WE CAN FIND THAT MONEY.

BUT AS THE COUNTY IS GROWING AND WE'RE GETTING ALL THAT, PEOPLE MOVING IN FROM CALIFORNIA, AUSTIN, SAN MARCOS, CAROL BERMUDA IT'S GROWING HERE, BUT WE ALSO NEED THE STAFF TO GROW, AND RIGHT NOW THERE'S NOWHERE TO HOUSE ANYBODY.

WE'RE SERIOUSLY RUNNING OUT.

I MEAN, POOR MILES, HE'S IN A DIFFERENT PART OF THE BUILDING EVERY TIME I SEE HIM.

BUT JUST FOR SOME INFRASTRUCTURE TO LOOK OUT FOR THAT COMES UP FOR LEASE SALE, ANYTHING LIKE THAT, IF WE WANT TO CONSIDER BUILDING ANYWHERE ANY PROPERTY SO.

IT'S THE COLONIAL BUILDING IN THE VERY PRELIMINARY PHASES, BUT IF THAT WERE AVAILABLE, THAT CAN HOUSE PRECINCT FOR COSTCO.

THAT COULD BE YOUR SATELLITE OFFICE.

THAT CAN HOUSE THE PRECINCT FOR JP, WHICH LOOK PRETTY MUCH EMPTY OUT A WHOLE BUILDING FOR US HERE IN POUND FOR MORE STAFF.

WE ARE ACTIVELY LOOKING.

THERE'S ANOTHER POSSIBLE OPPORTUNITY WHERE PRECINCT 3 IS THAT PROPERTY MAY BE FOR SALE AND MAYBE SOMETHING THAT THE COUNTY ENTERTAINS JUST PURCHASING BECAUSE IT'S THREE ACRES AND IT'S JUST GOT ONE SMALL BUILDING ON IT SO THAT COULD GIVE US SOME EXPANSION ROOM AS WELL.

THE TAXPAYERS IS SEEN AND HEARD, ARE NOT HAPPY RIGHT NOW AND I DON'T BLAME THEM ON TAXPAYER TO GET YOUR TAX BILL AND WHEN WE PICK YOURSELF BACK UP OFF THE FLOOR.

YOU GO AND DEAL WITH IT.
