RECOGNIZES THE ECONOMIC IMPACT OF MANUFACTURING CALDWELL COUNTY, TEXAS, AND WHEREAS, NATIONAL MARKETING MANUFACTURING MONTH IS SUPPORTED NATIONALLY BY THOUSANDS OF MANUFACTURERS AS THEY HOST STUDENTS, TEACHERS, PARENTS, JOB SEEKERS AND OTHER COMMUNITY MEMBERS AT VIRTUAL AND IN-PERSON OPEN HOUSES, PLANT TOURS AND PRESENTATIONS DESIGNED TO SHOWCASE MODERN MANUFACTURING, TECHNOLOGY AND CAREERS , AND WHEREAS, NATIONAL MANUFACTURING MONTH HAS ENGAGED MANUFACTURERS THROUGHOUT CALDWELL COUNTY TO OPEN THEIR DOORS TO STUDENTS PARTICIPATING IN CAREER AND TECHNICAL EDUCATION, CTE PROGRAMS AND SURROUNDING SCHOOL DISTRICTS TO INSPIRE THE NEXT GENERATION OF CREATORS TO CONSIDER CAREERS IN MODERN MANUFACTURING.AND WHEREAS, THE AVERAGE ANNUAL WAGE FOR JOBS IN MANUFACTURING INDUSTRY IN CALDWELL COUNTY, TEXAS, IS 49,504 COMPARED TO THE AVERAGE ANNUAL WAGE OF 39 873 ACROSS ALL INDUSTRIES, AND.
WHEREAS, THE MANUFACTURING INDUSTRY CONSTITUTES APPROXIMATELY 6% OF TOTAL EMPLOYMENT IN CALDWELL COUNTY, TEXAS IN 2022, WITH AN AVERAGE ENTRY SALARY OF $31,900, AND WHEREAS, THE PROSPERITY OF CALDWELL COUNTY IN THE STATE OF TEXAS DEPENDS ON THE EDUCATIONAL AND VOCATIONAL OPPORTUNITIES THAT ALIGN WITH OUR MANUFACTURERS SKILLED LABOR NEEDS, AS WELL AS CONTINUED DEVELOPMENT OF ADVANCED MANUFACTURING CAPABILITIES AND PROCESSES, AND WHEREAS, CALDWELL COUNTY IS PROUD TO HONOR THE MANUFACTURERS THROUGHOUT THE COUNTY AND THEIR SIGNIFICANT CONTRIBUTIONS TO THE COMMUNITY NOW, THEREFORE, BE IT RESOLVED THAT THE CALDWELL COUNTY COMMISSIONERS COURT DOES HEREBY PROCLAIM OCTOBER 2022 AS MANUFACTURING MONTH COMMISSIONERS DO WE HAVE A MOTION TO APPROVE THE PROCLAMATION FOR OCTOBER 2022 AS MANUFACTURING MONTH.

TIM HAS DONE A DEVELOPMENT IN THE PFLUGERVILLE AREA CALLED STAR RANCH, WHICH HAS THE STAR RANCH GOLF CLUB, AND IT'S A MIXED USE PROJECT WITH HOMES AND APARTMENTS AND FEATURES A GOLF COURSE AS THE CENTER OF IT.
WE HAVE 2000 LOTS UNDER DEVELOPMENT RIGHT NOW.
IT'S 600 ACRES OF SITE WORK AND CONSTRUCTION GOING ON AT THIS MOMENT IN TIME.
SO WE OWN IT AND WE HIRED DOUCET TO DO THE ENGINEERING AND RVI TO DO THE PLANNING, AND OU R GOAL HERE IS TO DEVELOP SOMETHING THAT HAS A VERY HIGH STANDARD OF DEVELOPMENT.
SO THERE'S A KIND OF A BUILT IN AMENITY ASPECT TO IT THAT WE'RE GOING TO FOCUS ON.

STATE HIGHWAY 142 IS JUST UP HERE ON THE NORTH.
DICKERSON BOUNDS IT ON THE SOUTH AND THEN TOWER ROAD, WHICH RUNS UP AND KIND OF DEAD ENDS TO LAKE MARTINDALE, AND THIS PROJECT BASICALLY ENCOMPASSES THE EASTERN SIDE OF THAT. IT'S A LITTLE OVER 1000 ACRES OF LAND PLAN CONCEPT PLAN FOR ABOUT 2500 SINGLE FAMILY HOMES, PLUS ABOUT 25 ACRES RESERVED, AT LEAST ON THE CONCEPT PLAN FOR A RETAIL MINI CENTER.
QUITE A BIT OF THE PROJECT IS FLOODPLAIN, AS YOU WOULD IMAGINE.
RIGHT NEXT TO MARTINDALE, THERE IS AN EXISTING CEMETERY THAT WILL BE LAND PLANNED AROUND WITHIN THE PROPERTY, AND THE PROPERTY IS PURSUING A WASTEWATER TREATMENT PLANT PERMIT THROUGH TCEQ AND IN DISCUSSIONS WITH MAXWELL WATER SUPPLY FOR WATER AND DISCUSSIONS WITH THEM ABOUT THE NEED FOR ADDITIONAL STORAGE AND ARE TALKING WITH THEM ABOUT WHETHER THIS IS THE BEST SITE TO PROVIDE AN ADDITIONAL LOCATION FOR ELEVATED STORAGE TANK.
WE DID HAVE A PRE APPLICATION MEETING QUATTRO CONSULTANTS AT WITH JUDGE HADEN AND DISCUSS SOME OF THE ELEMENTS ON THE COUNTY'S UPCOMING THOROUGHFARE PLANNING UPDATES, AND ONE OF THOSE IS A ROADWAY CONNECTION BETWEEN DICKERSON AND 142, AND THIS PROJECT WILL WORK WITH QUATTRO CONSULTANTS AND THE COUNTY IN ORDER TO MAKE SURE THAT CONNECTION IS ONE THAT MEETS THE NEEDS OF THE COUNTY'S THOROUGHFARE PLAN.
HAVE THOSE DISCUSSIONS, SEE WHAT THEIR NEEDS MAY BE.
THAT'S REALLY KIND OF THE 100,000 FOOT LEVEL.

THE TOPO IS SORT OF HILLY AND IT LENDS ITSELF FOR A NICE RESIDENTIAL PROJECT.
I THINK THAT ONE OF THE THINGS THIS IS A DEVELOPER DRIVEN DECISION IN THE END, BUT ONE OF THE THINGS I SEE LIKELY IS ASKING FOR IS AN ELEMENT OF THE PROJECT THAT WOULD BE RESERVED FOR SOME KIND OF MAYBE TOWNHOME STYLE OPTION THAT SOMETHING IS REALLY LACKING IN CALDWELL COUNTY IN GENERAL.
URBANA HOMES IS DOING SOME THINGS RIGHT ON THE VERY, VERY WESTERN FRINGES THAT ARE IN SAN MARCOS ETJ THAT'S THE ONLY THING I KNOW OF THAT KIND OF HITS THAT KIND OF HYBRID MARKET BETWEEN THERE ARE SOME APARTMENT COMPLEXES, I THINK, COMING INTO THE LOCKHART AREA.

THE AUDITOR REQUESTED FURTHER BACKUP TO ACCOMPANY THE REVENUE WARRANT.
ON AUGUST 30TH, THE TAX OFFICE WAS FOUND TO HAVE VOIDED ALL THOSE TRANSACTIONS IN QUESTION IN THE QUESTIONED ACCOUNT THEN RECHARGE THE TRANSACTIONS AFFECTED BY THE STATE SOFTWARE CRASH. AFTER ATTEMPTING TO CORRECT THE ISSUE, THE TILL WAS FOUND WAS STILL FOUND TO BE SHORT $200 SHORT IN CASH.
IT IS SUGGESTED THAT THE CALDWELL COUNTY TAX OFFICE RECONCILE THE CASH SHORTAGE IMMEDIATELY.

WE DID CONFIRM THAT THE CONCRETE THAT THEY USED WAS A LOT OF THE SPOILS AND EXTRA FROM POURING THE CONCRETE CULVERT AND BRIDGE RAIL AND EVERYTHING AT THAT SITE. WE DID CONFIRM THAT IT'S FREE OF MATERIAL.
THE GOAL IS BASICALLY TO STABILIZE THE SUB GRADES.
THE EROSION DOES NOT AFFECT THE CULVERT CROSSING, AND IN OUR OPINION AND AFTER SITE INSPECTION, EVERYTHING IS PLACED AS IT SHOULD BE AND MEETS TXDOT CRITERIA AGAINST WHICH IT WAS DESIGNED.
SO THAT'S THE BLACK ANKLE SITE FOR THE OTHER THE PAVING MATERIAL, THE CONTRACT FOR ALL FOUR SITES INCLUDED A BID ALTERNATE FOR HOT MIX ASPHALT. THE STANDARD CONTRACT SPECIFIED WAS CALLED CHIP SEAL TO COARSE CHIP SEAL BASICALLY OF AN EMULSIFIER AND THEN LIMESTONE AGGREGATE.
WE GAVE THE CONTRACTOR THE CHOICE, BUT ALSO MET DURING OUR BIWEEKLY CONSTRUCTION MEETINGS OF WHICH PAVEMENT MATERIAL WAS PRIORITIZED OR PREFERRED. THE COUNTY DIDN'T HAVE REALLY A PRIORITY.
WE KNOW THAT CHIP SEAL IS A PRETTY EASY INSTALLATION AND IS TYPICALLY USED BY UNIT ROAD FOR PAVEMENT AREAS, AND A LOT OF TIMES AT THESE SITES THERE'S NOT REALLY A GREAT ASPHALT PAVEMENT ON AT THE LIMITS ON THE ACTUAL ROAD ITSELF.
BIGGS ROAD ESPECIALLY IS PRETTY MUCH GRAVEL THE ENTIRE WAY UP TO THE EXISTING SITE, AND IT LOOKS LIKE IT WAS MAYBE A CHIP SEAL AT ONE POINT, BUT IT'S HEAVILY [INAUDIBLE] AT THIS POINT. THE WHAT I BELIEVE WE'LL TRY AND DO AT THE BIGGS ROAD SITE IS THE CHIP SEAL AS WELL.
