I'M SAD TO REPORT THIS, BUT OUR GRANT ADMINISTRATIVE ASSISTANT, REGAN MCLAREN, HAS TENDERED HER RESIGNATION.

OCTOBER 31ST IS HER LAST DAY OF WORK HERE FOR THE COUNTY.

SHE HAS TAKEN A POSITION AT THE GENERAL LAND OFFICE AS A GRANT MANAGER FOR THE COMMUNITY REVITALIZATION AND DEVELOPMENT DIVISION AND WILL END HER ROLE. WILL STILL HAVE OPPORTUNITIES TO WORK ON CALDWELL COUNTY BUSINESS.

IN FACT, I HAD A COMMUNICATION THIS MORNING WITH ONE OF HER COLLEAGUES AT THE GLO.

THEY'RE LOOKING FORWARD TO HAVING HER THERE.

ALSO ADMITTED TO ME AND SAID, WE KNOW YOU'RE SAD TO SEE HER LEAVE, WHICH IS CERTAINLY TRUE.

SHE'S BEEN A BLESSING TO OUR GRANTS DEPARTMENT.

CONSIDERING THE APPOINTMENT FOR VACANCY AND THE CONSTABLE PRECINCT ONE OFFICE, WE ALL KNOW THAT SMITTY WAS NOT WELL FOR A GOOD WHILE.

AND THE PERSON WHO KEPT THE PRECINCT ONE CONSTABLE'S OFFICE RUNNING SMOOTHLY WAS RICHARD SANDERS.

I'M SURE THAT THERE ARE PLENTY OF PEOPLE WHO COULD BE CONSIDERED FOR THIS VACANCY, BUT RICHARD HAS THE EXPERIENCE AND NETWORK AND HAS EARNED YOUR STRONG CONSIDERATION FOR APPOINTMENT TO THIS VACANCY.

HE IS DISCIPLINED.

HE HAS A PROFESSIONAL DEMEANOR AND HE HAS A REPUTATION OF EXCELLENCE.

I'M PRESENTING FOR THE TOMAHAWK SUBDIVISION WE ARE A 242 ACRE PROPERTY LOCATED NEAR THE INTERSECTION OF HIGHWAY 21 AND FM 1854 IN WESTERN CALDWELL COUNTY.

THIS IS IN PRECINCT NUMBER THREE, AND WE'RE WORKING WITH ED THERIOT ON THIS.

RIGHT NOW, OUR SUBDIVISION IS LOCATED IN MUSTANG RIDGE ETJ AND THE PORTION ALONG HIGHWAY 21 AND 1854 ARE STRIP ANNEXED INTO THEIR CITY LIMITS.

CURRENTLY, WE'RE PLANNING FOR ABOUT 150 ACRES OF SINGLE FAMILY UNITS, AND THE PORTION ALONG THE HIGHWAY ARE PLANNED FOR COMMERCIAL AND OR MULTIFAMILY USE.

ACCESS POINTS WILL BE FROM HIGHWAY 21 AND FM 1854.

BOTH THOSE ARE TXDOT DRIVES, SO WE'VE BEEN WORKING WITH THEM FOR THEIR APPROVALS.

WATER AND WASTEWATER FOR THIS SUBDIVISION WILL BE COORDINATED THROUGH MUSTANG RIDGE.

BLUEBONNET ELECTRIC HAS POWER LINES THROUGH THE PROPERTY AND WILL BE SERVED THROUGH THEM.

WEST TEXAS GAS HAS A LINE RUNNING THROUGH THE PROPERTY AND WE'VE ALREADY GONE THROUGH AGREEMENTS ABOUT HOW THEY WILL SERVE THE DEVELOPMENT.

THERE IS SOME FEMA FLOODPLAIN ON THE SOUTHERN AND NORTHERN PORTION OF THE PROPERTY AND WE'RE WORKING THROUGH THEM FOR APPROVALS. WE'VE ALREADY HAD PRELIMINARY DISCUSSIONS WITH THE COUNTY AND THE CITY OF MUSTANG RIDGE FOR THIS PROJECT, AND ONCE WE PURSUE A DEVELOPMENT AGREEMENT, WILL BE MOVING FORWARD WITH EACH PARTY.

THIS DEVELOPMENT REQUIRES PLATTING AND THE SUBDIVISION PROCESS THROUGH BOTH CALDWELL COUNTY AND MUSTANG RIDGE, AS WELL AS TXDOT.

SO HOW MANY RESIDENTIAL LOTS ARE THERE? RIGHT NOW, THERE'S A PLAN FOR JUST OVER 800 SINGLE FAMILY AS WELL.

SOME MULTIFAMILY ALONG THE HIGHWAY.

AND THE LOT SIZES? HOW BIG ARE THE LOT SIZES? IT'S GOING TO BE A MIXED USE, MOSTLY 40 FOOT WIDE AS WELL AS SOME 50S AND 60S AS WELL.

AND THAT'S WHAT WE'VE BEEN DISCUSSING WITH THE COMMISSIONER ON IS THE DIFFERENT PERCENTAGE OF LOT SIZES.

YES. SO WE GOT STARTED LAST MAY WHEN THE COVID VACCINE WAS ROLLING OUT TO HELP EDUCATE AND INCREASE ACCESS TO VACCINATION AND REACH SOME OF THE COMMUNITIES THAT WE'RE FACING BARRIERS TO GETTING VACCINATED.

AND WE CONTINUED THAT WORK FOCUSED ON JUST THE COVID VACCINATION THROUGH THIS SUMMER.

AND IN THAT TIME, WE VACCINATED ALMOST 3000 UNDUPLICATED INDIVIDUALS.

AND SO THAT'S 3000 INDIVIDUALS.

SOME OF THEM WE SAW MORE THAN ONCE AS THEY CAME TO EVENTS AND CLINICS.

WE HELPED ORGANIZE FOR MULTIPLE DIFFERENT DOSES THROUGHOUT CALDWELL COUNTY.

AND WE ALSO DID A LITTLE BIT IN KIND OF NEIGHBORING AREAS OF BASTROP, HAYS AND GUADALUPE COUNTIES.

WE HELD 110 COMMUNITY BASED CLINICS AND THOSE WERE HOSTED BY SOME OF OUR PARTNER ORGANIZATIONS WITH THE SCHOOL DISTRICTS, CHURCHES, COMMUNITY CENTERS, LIBRARIES.

WE HAD GREAT SUPPORT FROM ALL OF EACH OF THE CALDWELL COUNTY SCHOOL DISTRICTS, AND OVER HALF OF OUR CLINICS WERE HOSTED BY SCHOOL CAMPUSES, WHICH WAS REALLY WONDERFUL BECAUSE THEY HAD NOT ONLY THE FACILITIES BUT THE ABILITY TO REACH OUT TO ALL OF THE FAMILIES IN THE DISTRICTS AND GET THEM INFORMED AND HELP BRING PEOPLE.

AND SO AFTER DOING THAT WORK, WE HAD DEVELOPED A REALLY STRONG NETWORK OF PARTNERSHIPS.

AS I MENTIONED, ALL THESE ORGANIZATIONS WHO HELPED HOST CLINICS HELPED GET THE WORD OUT, AND SOME WHO ALSO HELPED MAKE BY GIVING DONATIONS.

WE HAD BUSINESS SPONSORS.

AND SO WORKING OFF OF THAT AND BUILDING OFF OF WHAT WE'VE LEARNED IN THE COMMUNITY ABOUT SOME OF THE THE DIFFICULTIES PEOPLE ARE FACING TO ACCESSING HEALTH CARE AND OTHER ISSUES THEY'RE DEALING WITH.

WE, OVER THE SUMMER DECIDED THAT WE WANTED TO EXPAND WHAT WE'RE WORKING ON AND BECOME OUR OWN 503(C)(3).

SO WE'VE STARTED THAT APPLICATION PROCESS AND CHANGED OUR NAME TO CORN, WHICH IS COMMUNITY ORGANIZATIONS REACHING NEIGHBORS.

AND REALLY WHAT WE'RE MOVING TOWARDS IS BECOMING SORT OF A BRIDGE BETWEEN THE LOCAL RESIDENTS AND NONPROFITS, RESOURCE AND SERVICE PROVIDERS, AND TO HELPING EDUCATE RESIDENTS ABOUT WHAT IS ALREADY AVAILABLE, AND THEN ALSO HELPING ADVOCATE TO BRING WHATEVER RESOURCES ARE NOT HERE TO THE COMMUNITY, WHETHER THAT'S HELPING FIND ADDITIONAL FUNDING FOR DIFFERENT ORGANIZATIONS OR HELPING THEM FIND A LOCAL OFFICE SPACE, WHATEVER WE CAN DO TO MAKE MAKE THE SERVICES MORE ACCESSIBLE, OUR GOALS AS WE MOVE FORWARD, WE WANT TO, IN THE NEXT YEAR, REDUCE THE RATE OF UNINSURED CLIENTS THAT WE SERVE.

AND SO WE'LL BE DOING INTAKE OF PEOPLE AS THEY COME IN TO GET SERVICES WITH US AND COMPARE STARTING AND ENDING HOW MANY FOLKS WE HELP GET HEALTH CARE INSURANCE COVERAGE.

AND WE ALSO ARE GOING TO FOCUS ON DEVELOPING COMMUNITY LEADERS.

SO WE'VE BEEN HOLDING COMMUNITY CONVERSATIONS, JUST GETTING RESIDENTS TOGETHER TO TALK ABOUT WHAT ARE THE THE ISSUES THAT THEY'RE DEALING WITH. SOME OF THE THINGS WE'VE BEEN HEARING ABOUT FOOD INSECURITY IS A BIG ONE.

ALSO JUST LACK OF EXTRACURRICULAR ACTIVITIES FOR KIDS AND YOUTH.

THOSE ARE COUPLE COUPLE THAT HAVE COME UP AND JUST TALKING WITH THE RESIDENTS AS THEY BRING THESE THINGS UP AND THEN WORKING WITH THEM TO TRAIN THEM AND DEVELOP THEM AS LEADERS IN THE COMMUNITY TO HELP BRING THE CHANGES THAT THEY WANT TO SEE.

AND THEN LONG TERM, WE HOPE TO SEE IMPROVEMENTS IN RACIAL EQUITY.

WE'RE REALLY HAVE BEEN ABLE TO REACH A LOT OF OUR SPANISH SPEAKING COMMUNITIES AND OUR BLACK NEIGHBORS AND HELPING BRING THEM TO THE TABLE MORE AND MAKE SURE THAT THEIR VOICES ARE HEARD.

AND ALSO AND JUST SEE OVER THE LONG TERM IMPROVED HEALTH OUTCOMES.

SO HOPEFULLY THAT WOULD SHOW UP IN TERMS LIKE FEWER VISITS TO THE ER, MORE PEOPLE ACCESSING THAT PREVENTATIVE CARE AND THOSE SORT OF THINGS. SO, YEAH, WE JUST WANTED TO INTRODUCE OURSELVES AND LET YOU ALL KNOW WHO WE ARE AND THAT WE'RE HERE.

WE ARE ALSO LEADING THE CALDWELL COUNTY INTERAGENCY GROUP.

AND SO THAT'S BEEN GOING VERY WELL, GETTING ALL THE NONPROFITS TOGETHER SO THAT WE ALL CAN SUPPORT ONE ANOTHER AND LEARN FROM ONE ANOTHER BETTER.

AND WE ARE PLANNING IN THE SPRING TO HAVE AN OFFICE AND COMMUNITY HEALTH RESOURCE CENTER SET UP.

WE'RE LOOKING AT PROBABLY IN LULING, WE'RE STILL LOOKING FOR A FACILITY SPACE.

AND SO ANY ANY POTENTIALS THAT YOU MIGHT HAVE ON THAT END, WE'D GREATLY APPRECIATE.

WE STARTED MONITORING THE STORMS LAST NIGHT, PROBABLY AROUND 4:00 IN THE AFTERNOON WHEN THEY STARTED COMING UP AROUND THE PERMIAN BASIN.

WE STARTED TRACKING THEM AND WE STARTED SEEING THAT WE MIGHT CATCH THE TAIL END OF IT.

BUT LAST NIGHT, AROUND TEN-ISH OR SO, WE STARTED GETTING REAL HIGH WINDS.

THERE WERE SOME REPORTS OF PEOPLE SEEING TORNADOES.

WE GOT ON THE HORN WITH NATIONAL WEATHER SERVICE RIGHT AWAY AND NO TORNADOES WERE IN THE AREA OF CALDWELL COUNTY ANYWHERE.

BUT THERE WERE STRAIGHT LINE WIND DAMAGE.

THERE WERE SOME WERE REPORTED HERE IN LOCKHART AND SOME WERE REPORTED OUT IN NIEDERWALD AREA.

WE WENT OUT AND INVESTIGATE THE NIEDERWALD AREA AND NO DAMAGE WAS FOUND.

NOT TO THE FIRE REPORT.

OUR FIRE DANGER IS STILL PRETTY HIGH, EVEN THOUGH WE GOT SOME RAIN.

COCO ROSS IS REPORTING THAT WE ONLY GOT AT HIGHWAY 80 AND 21, WE ONLY GOT 0.85.

AND IN LINTON SPRINGS, WE GOT 0.65.

SO OUR FIRE DANGER IS STILL PRETTY UP THERE.

THE NUMBERS ARE THE MINIMUM IS 600 MAX, 729 AVERAGE 669 WITH A CHANGE OF THREE OR HAYNES INDEXES AT FIVE. TODAY WE'RE EXPECTED TO HAVE HIGH WINDS AND OUR HUMIDITY IS REAL LOW.

COMMISSIONERS, I'M GOING TO WEAVE TOGETHER A STORY, A TIMELINE OF EVENTS THAT HAVE BROUGHT THIS WHOLE TOPIC TO THE AGENDA TODAY.

AND IT HAS TO DO WITH AN ISSUE RELATED TO OUR PROPOSED EVACUATION SHELTER.

ON AUGUST 21ST OF 2019, THE CITY OF LULING ENTERED INTO A CONTRACT WITH WILDWOOD AVIATION CORPORATION, A SKYDIVING ENTERPRISE UNDER THE OWNERSHIP AND MANAGEMENT OF JOE JOHNSON.

IN THE CONTRACT, THERE WERE SEVERAL RESTRICTED USE RESTRICTIONS, INCLUDING THE FOLLOWING NO MOTOR VEHICLE TRAILER OR OTHER TRANSPORTATION MODE MAY BE PERMANENTLY OR HABITUALLY PARKED ON OR STORED ON OR IN THE LEASED PREMISES.

LESSEE SHALL NOT OPERATE ANY NON AVIATION RELATED BUSINESS OR ACTIVITY ON THE LEASED PREMISES.

LEASEE SHALL NOT SUBLEASE, ASSIGN, SELL OR TRANSFER THIS CONTRACT AGREEMENT ON ANY RIGHT HERE UNDER TO ANY PERSON, CORPORATION, ASSOCIATION OR OTHER ENTITY WITHOUT PRIOR WRITTEN AGREEMENT OF THE LESSER.

ON JUNE 21ST OF 2021, THE CITY OF LULING GAVE WILDWOOD AVIATION CORPORATION 90 DAYS WRITTEN NOTICE OF TERMINATION OF THE AIRPORT GROUND LEASE AGREEMENT FOR THE FOLLOWING REASONS.

THERE WAS THE PLACEMENT OF TWO LARGE PORTABLE BUILDINGS ON THE PROPERTY OUTSIDE OF THE LEASED AREA, CONNECTING UTILITIES TO THE BUILDINGS WITHOUT LULING PERMITS OR WRITTEN APPROVAL, AND THERE WERE OCCURRENCES OF OPEN SEWAGE ON THE GROUND IN SOME OCCASIONS.

THERE WAS THE OPERATION OF A DOG KENNEL ON THE PROPERTY OUTSIDE OF THE LEASED AREA, AND THEN THERE WAS THE SUBLEASING OUT TO TENANTS.

ON NOVEMBER 8TH OF 2021, THE CALDWELL COUNTY COMMISSIONERS COURT VOTED TO APPROVE THE CITY OF LULING AS THE SITE FOR THE NEW EVACUATION SHELTER COMMUNITY CENTER. THE SELECTION OF THE CITY, NOT A SPECIFIC SITE ON THAT PROPERTY.

ON NOVEMBER 10TH, 2021, THE CITY COUNCIL OF LULING VOTED TO CLOSE THE AIRPORT PROPERTY THAT WAS DUE TO RENOVATION NEEDS.

THE FACT THAT THE FAA HAD REFUSED ANY ADDITIONAL FUNDING FOR THE UPKEEP OF THAT AIRPORT.

SO THE CITY COUNCIL VOTED ON NOVEMBER 10TH OF 2021 TO CLOSE THE AIRPORT.

IN EARLY 2022, I DON'T KNOW THE SPECIFIC DATES, JOE JOHNSON AND HIS HEAD PILOT, STEPHEN LOOK, BEGAN TO CALL OUR ELECTED OFFICIALS SENATORS CRUZ, CORNYN, HUD, THE GLO, STATING THAT AND I'VE SEEN THIS IN WRITING THAT THE CARTER MEMORIAL AIRPORT WAS BEING CONVERTED INTO AN EVACUATION SHELTER AND THAT THEY WERE DUE RELOCATION, FINANCIAL ASSISTANCE.

NOW, HUD DOES HAVE A UNIFORM RELOCATION ASSISTANCE PROGRAM TO HELP INDIVIDUALS AND BUSINESSES WHO ARE BEING DISPLACED.

ON JUNE 9TH, 2022, THE JUDGE, HADEN, RECEIVED THE FOLLOWING NOTICE FROM THE TEXAS GENERAL LAND OFFICE, QUOTE, AFTER MEETING WITH HUD AND DISCUSSING WHAT OPTIONS ARE AVAILABLE AND GOING OVER ALL EVIDENCE PROVIDED, THE GLO AND HUD DETERMINED THAT COMPLIANCE WITH THE UNIFORM RELOCATION ASSISTANCE PROGRAM WOULD BE REQUIRED WITH THE PLACEMENT OF THE EVACUATION SHELTER AT THE AIRPORT SITE WITHOUT DEFINITIVE ASSURANCE THAT THIS DISPLACEMENT WAS NOT CAUSED BY THE COUNTY'S PROJECT.

URA ADHERENCE MUST BE ADDRESSED IMMEDIATELY.

CONTINUING IN THAT CORRESPONDENCE, AT THIS MOMENT, YOUR CONTRACT DOES NOT LIST THE AIRPORT AS THE FUTURE SITE OF THE EVACUATION SHELTER.

ON AUGUST 3RD, 2022, A URA DISCUSSION MEETING WAS CONDUCTED IN THE OFFICE OF JUDGE HADEN AND REPRESENTATIVES FROM THE GLO, A HUD URA RESOURCE PERSON. THE CITY OF LULING, CALDWELL COUNTY DORSETT, ENGINEERS AND LANGFORD COMMUNITY MANAGEMENT SERVICES CONTINUE TO MEET BY ZOOM MEETINGS TO HASH OUT A URA PLAN, WHICH YOU NOW HAVE BEFORE YOU TODAY.

THE FIRST COURSE OF ACTION WAS TO INITIATE PLANS TO LOCATE ANY POTENTIAL CLAIMANT WHO DEEMED THEY WERE DUE RELOCATION ASSISTANCE.

I WAS THE POINT OF CONTACT FOR WORKING WITH JOE JOHNSON AND STEVE LOOK IN IDENTIFYING POTENTIAL CLAIMANTS.

JOE AND STEVE SAID THAT THERE WERE 14 INDIVIDUAL AND NINE BUSINESSES THAT WERE AFFECTED BY THE CLOSING OF THE AIRPORT.

POTENTIAL CLAIMANTS BEGAN CONTACTING ME AND PROVIDING ADDRESS INFORMATION.

WE ARE ALSO REQUIRED TO PROVIDE A PUBLIC NOTICE IN THE LULING NEWS BOY AND SIGNAL, WHICH PROVIDES POTENTIAL CLAIMANTS INFORMATION ABOUT HOW TO CONTACT ME.

BY THE WAY, THAT AD OR THAT PUBLIC ANNOUNCEMENT APPEARED IN THIS WEEK'S EDITION OF THE LULING NEWS BOY AND SIGNAL.

AND A SITE MAP SHOWING THE LOCATION OF THE EVACUATION SHELTER FACILITY.

ONE FEATURE IN ESTABLISHING THE URA PLAN WAS THE DESIGNATION OF AN INITIATION OF NEGOTIATION DATE.

THIS WAS ESTABLISHED BY THE URA RESOURCE PERSON THAT WE WERE WORKING WITH.

THE DATE SELECTED BY THE HUD YOU ARE A REPRESENTATIVE WAS JUNE 14TH, 2022, AND THAT WAS BECAUSE THAT WAS THE DATE THAT THE COUNTY SUBMITTED A PERFORMANCE STATEMENT OF CHANGE REQUEST TO THE GLO FOR THE FIRST TIME, SHOWING AN APPROXIMATE LOCATION SELECTED FOR THE EVACUATION SHELTER FACILITY.

PRIOR TO THAT DATE, IF YOU WERE TO ASK ME WHERE IS THE EVACUATION SHELTER GOING TO BE LOCATED, I WOULD HAVE TOLD YOU IT'S GOING TO BE NORTH OF THE OF THE BIG CITY OF LULING WATER TOWER AND SOUTH OF THE CARTER MEMORIAL LIBRARY, SOMEWHERE IN THE 20 ACRE TRACT IN THERE.

AT NO TIME, AND THIS CONTINUES TODAY.

AT NO TIME HAS THE EVACUATION SHELTER BEEN DETERMINED OR PROMOTED AS BEING LOCATED ON THE FORMER CARTER MEMORIAL AIRPORT PROPERTY, MEANING NO FEDERAL HUD DOLLARS WOULD NEED TO BE ALLOCATED FOR A URA PLAN.

HOWEVER, BECAUSE JOE JOHNSON AND STEVE LUCK HAD STARTED MAKING PHONE CALLS AND CONTACTING ELECTED OFFICIALS, ET CETERA, THAT TRIGGERED ON IN HUD AND GLO'S PERSPECTIVE THAT TRIGGERED US HAVING TO INITIATE THE URA PLAN AND WE MUST FOLLOW THROUGH.

POTENTIAL CLAIMANTS HAVE 90 DAYS FROM THE RECEIPT OF THEIR LETTER TO SEND IN EVIDENCE OF OCCUPANCY, A LEASE, A UTILITY BILL, SOMETHING TO ME.

IN OTHER WORDS, THE CLAIMANTS HAVE TO DETERMINE ELIGIBILITY FOR RELOCATION ASSISTANCE BEFORE THE URA PLAN WILL BE IMPLEMENTED.

THE POTENTIAL CLAIMANTS HAVE TO RESIDE ON THE PROPERTY ON OR AFTER JUNE 14, 2022.

TO BE ELIGIBLE FOR URA ASSISTANCE, YOU'VE GOT TO KEEP IN MIND THEY WERE EVICTED OFF OF THAT PROPERTY MUCH AHEAD OF THAT EARLIER THAN THAT.

I THINK THE MOST FRUSTRATING PART FOR ME THROUGH THIS WHOLE THING WAS THE AMOUNT OF TIME AND STAFF HOURS THAT HAVE GONE INTO TO THIS AND THE AMOUNT.

AND IT'S FOR MY PART AND I'LL GO TO MY GRAVE SAYING THIS, THIS HAS BEEN ONE OF THE BIGGEST WASTES OF TAXPAYER MONEY THAT I'VE EVER SEEN IN MY LIFE.

WE WROTE LETTERS TO BOTH SENATORS EXPRESSING THAT, BUT HERE WE ARE.

SO WE'RE GOING TO GO THROUGH THE PROCESS AND ALLOW THEM AN OPPORTUNITY TO PROVE UP THEIR RESIDENCY.

AND IF THEY CANNOT, AND THEY WILL NOT GET PAID.

YEAH. IF FOR SOME REASON IT WAS DETERMINED THAT THEY HAD LEGAL RESIDENCY, ANY REIMBURSEMENT OR RELOCATION ASSISTANCE, THE MONEY WOULD HAVE COME OUT OF THE GRANT, OUT OF THE PROCUREMENT OF THE LAND PORTION OF THE GRANT.

NICK DORNACK WITH THE MEADOW CENTER FOR THE ENVIRONMENT AND WATER AND I HAVE VISITED ABOUT HOW TO MAKE OUR REDUCED PROGRAM OFFERING WORK.
