OVER THE LAST APPROXIMATELY FIVE YEARS, THE COUNTY HAS BEEN VERY HELPFUL EVEN UNTIL THIS PAST WEEK COMING OUT AND PAVING THE HOLES IN ST. JOHN ROAD THAT DID WELL THE ISSUES, AND THE DRAINAGE PROBLEM OUT THERE.

WE REPRESENT VARIOUS COUNTY ENTITIES, COLLECTING THEIR DELINQUENT TAX COLLECTIONS FOR A LOT OF ENTITIES AROUND THE COUNTY.
I WANTED TO APPEAR TODAY, MAKE A SPECIAL WELCOME TO THE NEW COMMISSIONERS,

COMMISSIONER HORN, COMMISSIONER THOMAS, AND REALLY TAKE AN OPPORTUNITY TO REMIND EVERYBODY THAT WE STILL HAVE THIS TEXAS HOMEOWNER'S ASSISTANCE FUND PROGRAM IN PLACE.THIS IS A PROGRAM THAT WAS MADE POSSIBLE BY FEDERAL LEGISLATION BEING ADMINISTERED BY THE STATE, TDHCA.
I BELIEVE THAT'S THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS.
THESE ARE FUNDS, THESE ARE GRANTS THAT DO NOT HAVE TO BE PAID BACK, THESE ARE NOT LOANS THAT ARE AVAILABLE TO PEOPLE THAT HAVE FALLEN BEHIND FOR PROPERTIES THAT THEY OWN, FOR RENTAL PAYMENTS, MORTGAGE PAYMENTS, DELINQUENT TAXES, AND CAN EVEN BE USED TO FUND RENOVATIONS ON PROPERTY.
IT'S A REALLY GOOD WAY FOR PEOPLE THAT HAVE BEEN AFFECTED BY COVID THAT HAVE FALLEN BEHIND TO NOT BE AT RISK OF LOSING THEIR PROPERTY AS LONG AS THEY MEET CERTAIN REQUIREMENTS.
THE PAYMENTS THAT THEY'RE ENTITLED TO, ASSUMING THEY QUALIFY, ARE MADE DIRECTLY TO THE ENTITY THAT THEY OWE.
FOR INSTANCE, IF THEY'RE BEHIND ON THEIR PROPERTY TAXES, IT WOULD BE MADE DIRECTLY TO THE CAT OFFICE ON THEIR BEHALF.
JUST IMPORTANT PROGRAM THAT REMAINS IN EFFECT.
I THINK PEOPLE IN CALDWELL COUNTY RECEIVED OVER $30,000 TO HELP THEM SO FAR SINCE IT'S BEEN STARTED.
THE AMOUNTS, I BELIEVE WERE UP TO $25,000 PER ACCOUNT, AND I BELIEVE THEY WILL COVER DELINQUENCIES GOING BACK TO 2016.
JUST SOMETHING THAT'S REALLY VALUABLE FOR PEOPLE HERE IN THE COUNTY THAT FIND THEMSELVES IN THAT POSITION AS I THINK A LOT OF PEOPLE HAVE AFTER THE COVID PANDEMIC THAT WE'VE DEALT WITH.
IT'S JUST SOMETHING TO KEEP IN MIND.

I'M GOING TO GIVE YOU A BRIEF FIRE UPDATE.
SINCE JANUARY THE 1ST, WE'VE HAD A FEW FIRES.
SOME OF THE FIRES HAVE BEEN STARTED BY EITHER MOWING ON DRY GRASS WHEN THEY STRIKE A ROCK AND HAVE A SPARK AND BURN SOME ACREAGE OR PEOPLE THAT ARE BURNING BRUSH AND LEAVE THEM UNATTENDED AND THE WINDS PICK UP AND THEN YOU START BURNING A LOT OF ACREAGE.
IF YOU'RE GOING TO BURN, PLEASE MAKE SURE THAT YOU CLEAR AN AREA OF ABOUT 25 FEET AROUND YOUR FIRES AND THEN MONITOR THE FIRES WHILE THEY'RE BURNING.
ALSO TRY TO HAVE SOME TYPE OF WATER SOURCE THERE JUST IN CASE IT GETS OUT OF HAND.
THERE IS NO RAIN PREDICTED UNTIL ABOUT JANUARY THE 21ST AND THAT'S A VERY SLIGHT CHANCE.
RIGHT NOW THE CURRENT NUMBERS THE KBDI, THE MINIMUM IS 95, THE MAXIMUM IS 419, THE AVERAGE IS 270, WITH A CHANGE OF PLUS TWO.
I'M GOING TO RECOMMEND TO COMMISSIONERS COURT THAT WE KEEP THE BURN BAN OFF ANOTHER TWO WEEKS.
PLEASE REMEMBER THAT WE'VE HAD A LOT OF STRONG WINDS AND THE GRASSES ARE EXTREMELY DRY, SO BUT WE'RE GOING TO KEEP THE BURN BAN OFF AND WE'LL MONITOR IT AS WE GO.

DISCUSSION [NOISE] ACTION TO CONSIDER THE APPROVAL OF A PROCLAMATION RECOGNIZING JUDGE RAYMOND DELEON YEARS OF SERVICE TO CALDWELL COUNTY COMMISSIONERS.[NOISE] JUDGE DELEON HAS SERVED THIS COUNTY FOR, I BELIEVE IT'S 20 YEARS; IS THAT CORRECT? YES. WE WOULD LIKE TO RECOGNIZE THAT LENGTHY SERVICE WITH A PROCLAMATION.

PROCLAMATION RECOGNIZING JUDGE [NOISE] RAYMOND DELEON FOR 20 YEARS OF DEDICATED SERVICE TO THE CITIZENS OF CALDWELL COUNTY.WHEREAS COMMUNITIES EXIST, THRIVE IN OUR ENHANCED THROUGH THE TALENT, SKILLS, AND COMMITMENT OF THOSE CITIZENS WHO DEDICATE THEMSELVES TO A POSITIVE PURPOSE GROUNDED IN PUBLIC SERVICE.
WHEREAS THE CALDWELL COUNTY COMMISSIONERS COURT, MINDFUL OF THE IMPORTANCE OF POSITIVE CITIZENSHIP, BELIEVES IN THE SIGNIFICANCE OF RECOGNIZING THOSE INDIVIDUALS WHO POSITIVELY AFFECT THE COMMUNITIES IN WHICH THEY LIVE AND WORK.
WHEREAS ON OR ABOUT JANUARY 1, 2003, THE CITIZENS OF PRECINCT 4 OF CALDWELL COUNTY ENTRUSTED THEIR INTERESTS AND THE PUBLIC GOOD TO RAYMOND DELEON AND ELECTED HIM JUSTICE OF THE PEACE.
WHEREAS, RECOGNIZING HIS LEADERSHIP AND EXEMPLARY DEDICATION TO PUBLIC SERVICE, THE CITIZENS OF PRECINCT 4 HAVE CONTINUED TO ELECT JUDGE DELEON TO ENSURE THAT ORDERLY AND EFFICIENT ADMINISTRATION OF JUSTICE WITHIN THE JUSTICE COURT A PRECINCT 4.
WHEREAS JUDGE DELEON HAS EXPRESSED IN HIS INTENT TO RETIRE AND CONTINUE HIS SERVICE TO CALDWELL COUNTY AS AN EDUCATOR AT THE LOCKHART INDEPENDENT SCHOOL DISTRICT.

[NOISE] SINCE WE HAVE NEW FACES ON THE BOARD, I'LL GO BACK AND BE A LITTLE BIT REPETITIVE ON WHAT WE HAD DISCUSSED BACK IN DECEMBER REGARDING THIS.
CURRENTLY, CALDWELL COUNTY HAS TWO ANIMAL SHELTERS [NOISE] ONE IS IN THE CITY OF LULING AND ONE IS WITHIN THE CITY OF LOCKHART.
THE SHELTER WITHIN THE CITY OF LOCKHART IS ALSO THE CALDWELL COUNTY SHELTER, MEANING THAT ANY ANIMALS CAPTURED OR PICKED UP OUT IN THE COUNTY GET BROUGHT TO THAT SHELTER.
AS A RESULT, CALDWELL COUNTY IS CHARGED A FEE BY THE CITY OF LOCKHART.
I THINK THE FORMULAS HAVE CHANGED OVER THE YEARS, BUT IT'S BASED ROUGHLY ON THE NUMBER OF ANIMALS THAT COME IN FROM THE COUNTY AREA VERSUS WHAT COMES IN FROM THE CITY.
AS YOU KNOW, VERY SELDOM TO PEOPLE DUMP ANIMALS.
IF YOU'RE LIVING IN THE CITY OF NEW DUMP AN ANIMAL, YOU'RE NOT GOING TO DUMP IT IN THE CITY, USUALLY GO OUT THE COUNTY, AND DUMP IT ON THE ROAD.
SO WE HAVE A LOT OF ANIMALS IN THE SHELTER DESIGNATED AS COMING FROM THE COUNTY.
SO WE'RE EXPERIENCING HEAVY ANIMAL OVERLOAD AT THE COUNTY SHELTER.

THERE'S, I THINK 56 KENNELS AND [NOISE] PROBABLY AVERAGING 70-90 ANIMALS, USUALLY AT ANY ONE TIME.FOR ABOUT THREE YEARS, THERE HAD BEEN NO OR VERY FEW EUTHANASIAS THAT ARE RELATED TO OVERCROWDING IN THE SHELTER.
AS OF THE LAST FEW MONTHS, THERE HAVE BEEN SEVERAL ROUNDS OF EUTHANASIA TO PUT DOGS DOWN STRICTLY FOR THE PURPOSE OF OVERCROWDING.
THAT EXPENSE IS BEING BORN BY THE COUNTY TO RISING EXPENSE.
ALSO THE COUNTY HAS EXPENSES RELATED TO ANIMAL CONTROL OFFICERS, WHICH ARE THROUGH OUR SHERIFF'S OFFICE.
WE HAVE TWO ANIMAL CONTROL OFFICERS AND ALL THEIR EQUIPMENT ASSOCIATED WITH THAT.
IN LIGHT OF ALL THIS AND IN AN EFFORT TO TRY TO GET AHEAD OF WHAT'S GOING TO CONTINUE TO BE AN ISSUE WITHIN THE COUNTY, WE HAD DISCUSSED CREATING AN ANIMAL CONTROL ADVISORY COMMITTEE TO GO OUT.
I TOOK THE LIBERTY OF DRAFTING A CHARGE.
ANYTHING Y'ALL WANT TO CHANGE ON IT OR ADD OR DELETE FROM IT IS FINE WITH ME.
BUT TO HAVE A COMMITTEE THAT WOULD GO OUT AND DEVELOP A REPORT ON EXISTING ANIMAL CONTROL EFFORTS IN CALDWELL COUNTY.
THERE'S A LOT OF GROUPS AND AGENCIES THAT DO HAVE VARIOUS PROGRAMS. THERE'S SPAN NEUTER PROGRAMS UNDERTAKEN BY VARIOUS AGENCIES.
THERE'S ORGANIZATIONS THAT PULL DOGS AND ANIMALS FROM THE SHELTERS, BOTH LOCK-HART AND LABELING AND OTHER SHELTERS IN CENTRAL TEXAS AND TRANSPORT THEM UP NORTH WHERE THERE'S NOT AS MANY ANIMALS AND THE SHELTERS WHERE THOSE ANIMALS GET ADOPTED.
THERE'S OTHER GROUPS THAT ARE DOING SHIPPING AND THINGS LIKE THAT.
GIVE US A REPORT ON THE EXISTING ANIMAL CONTROL EFFORTS AND CALL THEM COUNTY BOTH PUBLIC AND PRIVATE SECTOR SO THAT WE HAVE A FULL UNDERSTANDING WHAT'S OUT THERE ALREADY.
ALSO EDUCATION OUT IN THE COUNTY AS TO WHAT'S AVAILABLE, THOSE THING.
LIGHT FOR THAT REPORT TO INCLUDE THAT.
THEN COORDINATE WITH OUR LEGAL STAFF TO REPORT ON WHAT THE STATUTORY AUTHORITY IS FOR TEXAS COUNTIES TO ADOPT NEW ANIMAL CONTROL POLICIES OR REGULATIONS.
COUNTIES ARE A LITTLE DIFFERENT FROM CITIES.
WHEREAS CITIES HAVE AUTHORITIES THAT ARE MUCH GREATER THAN COUNTY AUTHORITIES, THEY CAN DO WITH THIS LEGISLATURE SAYS THEY CAN DO PLUS ANYTHING THAT'S LEGISLATURE SILENT ON, USUALLY A VERY ROUGHLY.
BUT COUNTIES ARE STRICTLY LIMITED TO DOING ONLY WHAT THE TEXAS LEGISLATURE HAS DECIDED THEY CAN DO.
IT'S VERY LIMITED ON WHAT WE'RE ABLE TO DO, BUT I KNOW THERE'S SOME COUNTIES OUT THERE, GOTTEN CREATIVE ON INTERPRETATIONS OF THAT AUTHORITY AND HAVE BEEN ABLE TO LOOK AT VARIOUS REGULATIONS.
I'D LIKE TO HAVE THIS COMMITTEE ALSO DO A DEEP DIVE INTO THAT TO GIVE US A PRETTY COMPREHENSIVE LIST OF WHAT OUR STATUTORY AUTHORITY MIGHT BE.
FINALLY, TO MAKE A RECOMMENDATION TO US REGARDING IMPROVEMENTS TO EXISTING PRIVATE AND PUBLIC ANIMAL CONTROL PROGRAMS AND WHAT, IF ANY, NEW LAW SHOULD BE CONSIDERED BY THE COMMISSIONERS COURT.
JUST COME BACK TO US WITH A RECOMMENDATION OF WHAT WE COULD DO IF THE COURT SO DECIDE.
MAYBE THERE'S NOTHING THE COURT WANTS TO DO OR MAYBE THERE'S NOTHING THAT WE CAN DO THAT'S SIGNIFICANT.
BUT I'D LIKE A RECOMMENDATION FROM THIS COMMITTEE BASED ON WHAT THEY'VE DETERMINED.
I'VE RECEIVED A LIST OF FOLKS WHO ARE INTERESTED IN SERVING.

AND IT'S VERY HARD, IN MY OPINION, FOR THE COURT TO BE CONSISTENT ON THE WAY THAT THEY'RE IMPLEMENTED, AND SO FROM THAT POINT OF VIEW, FROM MY OPINION, IT'S EASIEST FOR US TO DO THAT DURING THE BUDGET CYCLE BECAUSE THAT IS WHAT IT'S DESIGNED FOR, THAT'S WHERE WE ARE ALLOWED TO BE THE MOST CONSISTENT AND NOT CHERRY PICK AND PICK AND CHOOSE WHICH DEPARTMENTS ARE GRANTED THESE PAYROLL ADJUSTMENTS AND WHICH DEPARTMENTS AREN'T.FOR ME, THE ONLY WAY FOR US TO BE CONSISTENT IS TO ASK THAT DEPARTMENT HEADS AND ELECTED OFFICIALS CHOOSE TO GO THROUGH THESE DURING THE BUDGET PROCESS AS OPPOSED TO A MID-BUDGET OR A MID-STREAM ADJUSTMENT.

THIS PAST NOVEMBER, THE COMMISSIONER'S COURT ENTERED INTO AN AGREEMENT WITH LOCKHART INDEPENDENT SCHOOL DISTRICT TO SUPPLEMENT THEIR SECURITY PERSONNEL WITHIN THEIR DISTRICT ON CAMPUSES THAT ARE NOT CURRENTLY COVERED BY A LOCKHART POLICE DEPARTMENT STUDENT RESOURCE OFFICER.
THOSE OFFICERS ONLY COVER THE JUNIOR HIGH AND LOCKHART HIGH SCHOOLS.
THESE CONSTABLE DEPUTIES ARE TO BE USED AS SECURITY PERSONNEL ON THE ELEMENTARY SCHOOL CAMPUSES.
ALL FIVE OF THEM, AS WELL AS CARVER EARLY EDUCATION CENTER, WHICH IS PRE-K, AND THEN THE PRIDE HIGH SCHOOL, WHICH IS COHABITATED WITH LOCKHART ISD'S ADMINISTRATION OFFICES.
AS PART OF THE AGREEMENT, LOCKHART ISD REIMBURSES THE COUNTY FOR THE COST OF THE SECURITY SERVICES THROUGH PRECINCT FOURS CONSTABLE'S OFFICE IN ORDER TO MAKE THIS AGREEMENT AFFORDABLE BECAUSE THAT UNFORTUNATELY IS A CONCERN WITH IT.
THE OFFICERS ARE NOT FULL-TIME, THEY HAVE TO REMAIN BELOW THE FULL-TIME THRESHOLD OF 30 HOURS OTHERWISE, IT'S AUTOMATICALLY TRIGGERED WHERE THE COUNTY IS GOING TO BE REQUIRED TO TREAT THEM AS FULL-TIME EMPLOYEES AT THAT POINT.
IN ORDER TO DO THAT, THE POOL THAT THEY HAVE TO PULL FROM IN ORDER TO ROTATE THE OFFICERS IN TO KEEP THE HOURS DOWN, WE INCREASED IT ONCE, BUT AFTER DISCUSSIONS WITH CONSTABLE VILLARREAL, THEY FEEL THAT IN ORDER TO FULLY MEET ALL SEVEN POSITIONS DURING THE DAY THAT THEY WOULD NEED THAT NUMBER TO BE INCREASED TO 14 IN ORDER TO MAINTAIN BELOW THE FULL-TIME THRESHOLD FOR ALL THESE RESERVE OFFICERS.

AS A LITTLE BIT OF WHETHER AT THE END OF DECEMBER THAT STACKED A LOT OF WATER UP, IT WAS IMPOSSIBLE FOR THEM TO PUMP THAT OUT WITH THE LITTLE BIT OF DRIZZLE WE WERE GETTING THROUGH.
THAT'S THE REASON IT WASN'T OPEN AT THAT TIME.
CREWS WILL BE ONSITE STARTING TOMORROW TO COMPLETE BACK FILL OF THE BOX CULVERT STRUCTURE.
NEXT WEEK THEY WILL SLATE IT TO INSTALL RIP RAP AND GUARD RAIL.
AS SOON AS THAT SAME THEY'LL HAVE PAVING RIGHT BEHIND IT.
I DID HAVE A VERBAL COMMITMENT FROM WJC THAT WITHIN TWO TO TWO-AND-A-HALF WEEKS, THAT SITE SHOULD BE COMPLETE AND READY FOR A FINAL WALK-THROUGH.
WE SHOULD BE ABLE TO CLOSE ALL CONSTRUCTION AND TO GET ASH BUILTS ISSUED BY THE END OF JANUARY AND WE WILL BE PROCESSING THE FINAL PAYMENT FOR THE BIGGS ROAD SITE IN THE NEXT COUPLE OF WEEKS AS WELL.
LOOKING LIKE CONSTRUCTION WILL BE COMPLETE BY THE END OF JANUARY AND AS SIR DENNIS MENTIONED, ADMINISTRATIVE CLOSE OUT BY THE END OF FEBRUARY.
